This paper examines school management and policies in Germany and Australia during the Covid-19 pandemic. The study, which is comparative and qualitative, explores the interrelationship between different levels of governance and the responses of teacher unions. The inquiry is informed by the perspectives of historical institutionalism and path dependency, and the document analysis is conducted by utilising the justification categories of value, collective, and formal and procedural driven arguments. We argue the contestation which occurred between different levels of school governance and the teacher unions amidst the pandemic created the potential for changes in policy settings and influence over the administration of schooling. However, there is no indication of fundamental shifts in the organisation, policy direction or control over schooling in Germany or Australia. Instead, there is a conformity to established institutional arrangements and path dependencies, which secure and protect the vested interests of the different policy actors. [ABSTRACT FROM AUTHOR]

Beginning in the mid-1980s, European governments have increasingly implemented performance-based funding systems for higher education. While a focus on the transnational pressures that contributed to the widespread adoption of performance-based funding in Europe accounts for the impetus for performance-based funding policies, it fails to address how and why the resultant performance-based funding policies are as distinct and different as they are. In this paper, I argue that an institutional logics perspective offers a theoretical account of the performance-based funding policy formation process. I use the United Kingdom (UK), Germany, and France as case studies. I contend that in these three cases, different local logics drove the performance-based funding policy formation process. The purpose, aim and goals of higher education itself have been discussed and researched in the context of massified and marketised higher education in Germany, with a focus mainly on higher education national policies or the view of faculty staff. By shifting the perspective instead to the students, this article asks what higher education means to them nowadays. This study is based on 95 interviews with German graduate students from three disciplines (i.e. business administration/management, medicine and musicology) and it offers a typology of what students understand as the purpose of higher education. Six types were reconstructed from the empirical material, along three main lines of higher education's purpose (i.e. occupational, personal and societal). This paper also shows how the chosen discipline becomes more salient for the student's perception of higher education purpose than their social background. This questions previous research that found strong ties between instrumentalism and social background in higher education. This paper also demonstrates that social differences do matter in their egalitarian or elitist variation of understanding within non‐instrumentalist types. The German school system is known for its stratified secondary school system following the four-year elementary school. While access to grammar schools was strictly regulated in German school history, most federal states have now strengthened the will of parents and abolished the tradition of binding elementary school recommendations. New in the group of Laender that do not have a binding Gymnasium recommendation are Baden-Wuerttemberg and Saxony. By analyzing parliament debates, this paper analyzes why Baden-Wuerttemberg and Saxony abolished the binding elementary school recommendation and have strengthened parental choice for secondary schools. The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured. Digitalization is a keyword in the discourse of educational science, but it is often linked to technological challenges, although digital changes occur throughout society. Therefore, STEM teachers are required to cope with technological changes in the subject, the increasing and diverse education and training technologies, and the ever-changing paths of information and communication of adolescents in their role as members of a changing society and culture. The TPACK-model focuses educators' professional knowledge based on teachers' expertise concerning technological knowledge per se and the pedagogy and content of their subjects. In contrast, knowledge relevant to daily life and social and cultural interaction beyond this is not clearly included in the TPACK-model at present. This article proposes supplementing the TPACK-model with the knowledge components of digital cultural transformations (digitality) and, therefore, extending the TPACK-model to a DPACK-model, where D stands for digitality. Therefore, digital transformation in STEM teaching requires additional professional knowledge considering the transformation of communication, mediatization and society. Through this expansion, the focus should also be directed on the necessity that children and young people in the digitally shaped world must also be able to critically reflect on the processes of change and shape them in an ethically responsible manner. For this reason, teachers require professional knowledge to reflect, analyze, use and shape the digital transformation, which is regularly demanded of them by national and international educational standards. As a foundation of STEM teachers' education and training, an integrated model combining these facets of knowledge and skills is provided for discussion, and, as a result, quickly found its way into the educational policy guidelines and educational science discourses in Germany. In order to integrate the sociocultural consequences of digitalization into TPACK, this paper proposes a new hemisphere, sociocultural knowledge, which extends the existing TPACK components. Public policies focusing on the higher education landscape often pursue a paradigm shift among universities that may ultimately lead to the transformation towards entrepreneurial universities. The purpose of this paper is to examine whether a higher education policy-induced transformation significantly influenced regional high-technology entrepreneurship. We thereby focus on the German Excellence Initiative, a higher education policy intervention designed to foster and support the transformative change of German universities towards an entrepreneurial paradigm. Our results reveal that the German Excellence Initiative had a positive and significant impact on regional high-technology entrepreneurship. Our results further show that the higher the interaction with industry, the more conducive universities become for regional high-technology entrepreneurship. In addition, universities' overarching scientific focus decisively affects regional high-technology entrepreneurship. Based on our results, we conclude our paper by outlining implications for policy makers, high-technology entrepreneurs and university managers as well as present future avenues for research. In recent years, Heritage Language Programs have been attracting more and more attention in the European academic and educational policy contexts. In Germany, many efforts are being undertaken to foster the teaching of heritage languages in schools. This paper provides an overview of the teaching of Spanish as a Heritage Language in Germany through the long-established Program 'Spanish Culture and Language Lessons' (Aulas de Lengua y Cultura Españolas) funded by the Spanish Ministry of Education for school-aged Spanish heritage speakers. The principal objectives of the study are to analyze the main fostering and constraining factors to participate in this program and to propose improvement measures. To achieve these purposes, a mixed quantitative and qualitative research methodology has been used. The findings are discussed according to these main topics arising during the research process: reasons for students to participate and learning needs, teaching challenges, family implication, relationship with the regular formal education system, blended learning, linguistic and culture diversity. Moreover, improvement measures for this Spanish Heritage Language program are suggested. This paper discusses the contribution of international studies on educational effectiveness in the light of 4 papers presented at the new ICSEI Methodology of Research and Effectiveness (MORE) Network in Barcelona in January 2005 and published in this issue of the journal. A brief historical overview is used to provide a context for these papers and a number of themes are identified in relation to the secondary analysis of international datasets such as TIMSS and PISA. The value of creating a new international teacher observation and feedback instrument to facilitate collaborative international research is discussed. In addition, the paper discusses the value of comparative studies of education policy in different national systems using the example of a high profile study of successful countries (in terms of PISA 2000 results) initiated by the Deutsches Institut für Internationale Pädagogische Forschung to inform a review of the German system. Regionalization processes across Western Europe have triggered analyses of regional policy divergence. Yet, in a number of cases, regional governments appear to have deliberately strived to achieve policy conformity. Previous research tends to emphasize exogenous explanations of regional policy convergence. In contrast, this paper addresses the issue of regional policy convergence by focusing on endogenous explanatory factors. Its objective is to carry out an investigation of when, how, and with what effect a ‘desire for conformity’ arises, and contends that regional governments may actively cultivate policy similarity as a strategy to develop or secure their policy capacity. Specifically, the paper argues that the adoption of this strategy is contingent upon two requirements that may or may not be met, and that its outcome is the convergence on targeted dimensions of regional policies. The two requirements are: (i) a countrywide public preference for policy uniformity in the policy area of concern, and (ii) the presence of a threat posed to regional policy capacity by various political entrepreneurs, including the central state, who blame regions for providing divergent policies on particular dimensions. This paper is based on the comparison of two case studies where regional governments deliberately pursued policy conformity on targeted dimensions of their education policy: school-building policy in France and curricula policy in Germany. The two case studies also present dissimilar features that make it possible to investigate the effects of institutional setting and policy distribution on the adoption and operation of the active-cultivation-of-policy-similarity strategy. Middle-class parents' strategies of reproduction and social closure and their role as a driver of school segregation are already well-reported. Our two independent research projects in Finland and Germany have additionally revealed a somewhat surprising and not yet fully understood tendency of certain middle-class parents to actively avoid the most reputable schools. Using these findings as a starting point, the paper investigates the motives and reasoning behind middle-class parents' avoidance strategies in the cities of Espoo (Finland) and Mülheim an der Ruhr (Germany). The analysis shows that in educational transitions where choice is not constrained by a risk of children being left behind, some families with high educational resources and imbued with a certain ethos give precedence to 'ordinary' schools over highly selective elite schools. If this ethos can be skilfully integrated into urban educational policies, it may help develop effective equality strategies supported by parents and seen as justified by them. In this paper, we focus on the institutionalization of transdisciplinarity (TD) in higher education institutions and how they institutionalize Transdisciplinarity (TD). As such, universities have engaged in different activities to enact TD policies that aim at incorporating TD in their research and teaching. We take the Methodology Center at the Leuphana University of Lüneburg as a case study. We analyze the institutionalization process of TD to shed light on the obstacles that TD faces to become a widespread policy and practice at universities. In adopting a neo-institutionalist approach in our research, we develop a two-level analysis that allow us to compare the formal characteristics given to TD policies with the actual TD practices taking place in universities. Our findings reveal that TD institutionalization at the Methodology Center is at a mid-level and that overall TD institutionalization is an iterative process, in which the two levels mutually can reinforce or hinder each other. Today's security cooperation that requires fast, effective and secure sharing of information across national borders and agency bureaucracies increasingly emphasizes the role of networks. This paper introduces the concept of snowball networking - developing security professional networks through personal recommendations - and explores specific factors of international security policy education (ISPE) that lead to building, utilizing and expanding professional networks in the field of international security. Based on a survey administered to alumni of the George C. Marshal European Center of Security Studies (MC) in Germany, the research found that trust in classmates, hierarchical standing, education level, and duration of ISPE engagement were the key determinants for the development and utilization of professional networks. Additionally, MC alumni who, upon graduation, maintained personal communication with classmates were inclined to engage in snowball networking and to build new contacts with heretofore unknown members of the MC network. This paper describes an EU-funded project under the Training and Mobility of Researchers (TMR) Programme, with a particular emphasis on the Oxford-based part. Involving six European universities, the overarching investigation was concerned with the tensions between standardization and tradition in education. In Oxford the focus was on aspects of EU education and training policy in four Member States: the United Kingdom, German, Sweden, and France. The refugee influx in the European context has challenged national systems and individual higher education institutions to develop and iterate solutions for prospective and, increasingly, enrolled university students. In the German setting, enormous federal investment has supported a robust response, though one which in several aspects lacks cohesion. This paper discusses possible implications of refugee student enrolment in German universities, and offers recommendations for policy initiatives in the same context. Key proposals include: revisiting the numerus clausus admissions system; expanding the existing student services model; emphasizing an early focus on subject-specific language proficiency (Fachsprache); emergency funds for small student expenses; the development of internships for refugee students; and support for student and staff collaboration and information sharing at both the state and federal levels. This paper addresses the situation of non-governmental religious schools in Germany. The available empirical data demonstrate an increasing demand for these schools in recent decades. In this paper, possible causes of this development are discussed. First, the given constitutional framework for religion in governmental and non-governmental schools is presented. The particularity of the German school system comes into view: not only the churches but also the state – as an expression of its neutrality towards religion – maintains religious schools; furthermore, denominational religious instruction is also given in governmental non-religious schools. Second, the phenomenon of religious school selection will be considered: in which educational domains are non-governmental religious schools increasing? Where are they decreasing? Third, hypotheses explaining these developments – such as the special educational profiles of non-governmental religious schools, the wish for social distinction, avoiding problems of governmental schools, and better performance – are discussed. This article focuses specifically on the incorporation of ethnic minority children within the education systems of England, France and Germany. The trends in policy development after World War II in these countries are examined through the prism of three ideal-typical incorporation strategies – integration, assimilation and separation. This is done to test the theories of universalism, parallel development and particularism, which anticipate different trajectories with regard to these strategies. The paper finds evidence for convergence towards integration with regard to provisions for extra support in the host country’s language. This supports the theory of universalism. However, no evidence of convergence towards integration is found in four other policy areas. For instance, country-specific trends emerge on minority religious education and enrolment into mainstream schools, which is consistent with the particularist perspective. As there is little evidence of the three countries drawing closer in terms of all three adopting a strategy of incorporation promoted by transnational agencies, the expectation that national states can borrow in a straightforward fashion from internationally advocated models of ethnic minority incorporation appears unfounded. The paper further finds that local practices are sometimes significantly at odds with national educational policy, suggesting that future research should be directed more at the local level to determine the policies affecting ethnic minority children. Fixed cutoff dates regulating school entry create disadvantages for children who are young relative to their classmates. Early and late school enrollment, though, might mitigate these disadvantages. In this paper, we analyze in a first step which factors determine school entry, if entrance screenings allow for early and late enrollment. Second, we study whether children benefit from a delayed school entry. Using data on a compulsory school entrance screening of a German federal state, we show that children with impairments in cognitive, socio-emotional, and motor development as well as health but also young children are less likely to be recommended to start school. Delaying school entry allows the delayed children to improve, although their developmental status remains below average. School entrance screenings, thus, induce more flexible school entry rules that attenuate performance differences within a class and, as a result, mitigate disadvantages for children being young compared with their classmates. European quality assurance has a complicated history that must be viewed as taking place on two levels: first, in a national effort to deregulate the public sector and to make universities accountable for their teaching performance; and second, a supranational endeavor to accomplish European integration in the field of higher education. Similarly, the web of institutional constraints and opportunity structures in which accreditation agencies are embedded spans two policy levels, the national and the European. In this paper, we examine how German accreditation agencies achieve some level of autonomy in a highly entrenched institutional environment. The paper is based on a qualitative study comprising archival data and over 70 semi-structured interviews. Drawing on the insights of neo-institutional theory, we argue that quality assurance agencies seek political leverage at the European level in order to strengthen their standing in the higher education systems of their own countries. Teachers with so-called migration backgrounds are often assumed to possess higher intercultural competencies or skills for more adequately dealing with migration-related diversity than other teachers. However, these assumptions of higher intercultural competencies, specific pedagogical orientations and attitudes have rarely been systematically empirically examined. On the other hand, such a utilitarian ethnicization is increasingly criticized by migration researchers in educational science in Germany as furthering stigmatization and deprofessionalization. Against this background, our paper aims to contribute to the lively discourse about teacher with so-called migration backgrounds. We start with analysing teacher data from the German National Education Panel Study (NEPS). Our analyses indicate that teachers with and without so-called migration backgrounds do not differ significantly in most respects. These findings led us to methodological considerations with regard to the (non-)usefulness of the statistical category of 'migration background' in educational migration research. This paper examines the Europeanization of citizenship education policy through a comparative analysis of two European states, Germany and Spain, with strong traditions of regional control of education policy. While previous studies have tended to focus on national responses to and implementation of EU initiatives, they often disregarded the complex relationship regional actors have with national state and supranational actors. Using evidence from interviews and a detailed framing analysis of citizenship education curricula, textbooks, and policy documents, this paper looks specifically at Catalonia and Bavaria to explore the conception of the 'ideal citizen' within and across local education practice(s), regional policy imperatives, central state-level citizenship education policy, German and Spanish federal policy related to citizenship and immigration, and EU educational initiatives. This paper examines the ways in which the results of the OECD Programme of International Student Assessment (PISA) have influenced educational discourse in Germany. It argues that the results caused shockwaves in the educational landscape and led to a re‐evaluation of other international comparisons which had presented an unfavourable picture of education in Germany. The paper outlines three main areas affected by the reception of the PISA study in Germany: political discourse, curriculum development processes and academic discourse on education. Changes in the political discourse resulted in a wide‐ranging reform agenda, with the introduction of national educational standards being the most significant of a number of initiatives and programmes. In terms of curriculum development processes, the paper argues that PISA has led to the growing importance of principles such as outcome control, competence orientation and external assessment. The post‐PISA academic discourse in Germany can be characterised by the re‐orientation of educational studies towards a greater emphasis on the empirical research of pedagogic practice (empirische Unterrichtsforschung). All three areas of change are informed by more or less systematic comparisons with educational structures in other countries and, therefore, it is argued that PISA has contributed to a rediscovery of comparative education in the German discourse. Background:As one part of scientific meta-knowledge, students’ meta-modelling knowledge should be promoted on different educational levels such as primary school, secondary school and university. This study focuses on the assessment of university students’ meta-modelling knowledge using a paper–pencil questionnaire. Purpose:The general purpose of this study was to assess and to describe university students’ meta-modelling knowledge. More specifically, it was analysed to what extent the meta-modelling knowledge, as expressed in a questionnaire, depends on the scientific discipline to which university students relate their answer and the concrete model to which they refer while answering. Sample:N = 184 students from one German university voluntarily participated in this study. Design and methods:The questionnaire was developed based on a theoretical framework for model competence and includes constructed response items asking about the purpose of models, ways for testing models and reasons for changing models. Students written answers were first analysed qualitatively based on the theoretical framework to decide whether they expressed advanced understandings or not. Further analyses then were conducted quantitatively. Results:Findings suggest that only few university students possess an advanced meta-modelling knowledge. However, significant more students who relate their answers to the STEM-disciplines expressed advanced understandings than those who referred to social sciences or linguistics/philology. Furthermore, university students who expressed an advanced meta-modelling knowledge referred to rather abstract kinds of models in order to explain their view. Conclusions:The present study supports the assumption that meta-modelling knowledge may be situated and contextualised. Both the scientific discipline and the concrete model to which university students refer seem to be relevant item features influencing university students’ expressed meta-modelling knowledge. German experience of development and modernization of the field of adult education has been outlined in the paper. Historical development of the field and its recognition as an independent level in education have been considered. The aim of the field has been defined. It has been emphasized that the names of the field in Ukraine and Germany differ. It has been found out that Germany is a federal state with decentralized system of regulation for adult education where federation, states and municipal authorities cooperate. Based on studying literary and documentary sources the competences of states for legislation and initiatives in the field of adult education have been revealed. It has been stated that there is no legal support regulating the field of adult education in Germany. Based on the data of the conducted analysis it has become possible to find out that the state policy in the field of adult education is, first of all, is aimed at providing every citizen with the right to personality development and freedom to choose education institutions. The content of federal acts related to the field of adult education in Germany has been delivered. Education policy is a highly interesting field from the point of view of governance, given the substantial changes that have been made throughout the world to the governance of such policy over the last 30 years or so. Western governments in particular have made significant changes in the governance arrangements of their education policy in order to achieve two fundamental goals: increased efficiency and greater accountability. In this process, the role of governments has changed but not diminished. This paper explores such developments by comparing the trajectories of governance reforms in three federal countries (Australia, Canada and Germany). What emerges is that the role of governments is key to all governance mixes modelled by the reform processes in the three analysed countries, and that there is greater “national” coordination than before, but also significant differences in the strategies adopted and in the content of reform, due to the differing nature of such countries’ federal dynamics. Through a comparison of France and Germany, this article investigates why the overall conception of multilingualism promoted by the education systems of the two countries favours the teaching of ‘useful’ European standard languages over that of minority and migrant languages that are conceived in merely cultural terms. Adopting a theoretical framework of historical institutionalism, I will argue that the tension between the utilitarian and the cultural dimension characterizing contemporary multilingual education policies in France and Germany results from the separate institutionalization of general foreign language education policies on the one hand and language-of-origin, regional and minority language courses on the other hand. The demonstration builds on an analysis of policy documents, press archives and interviews conducted with education officials, policy-makers, language teachers’ associations and parental organizations. The paper will show that despite trends towards their incorporation and unification of these two sectors of language education after the diffusion of the paradigm of multilingualism since the beginning of the 1990s in Europe, it is the historically more deeply entrenched utilitarian logic of the sector of general language education that remains prevalent in the conception of contemporary multilingual education policies in France and Germany. This study examines the impact of the charging of tuition fees between 2006 and 2014 in several German federal states on the number of first-year student enrollments. Since Germany is known for a tuition-free education policy at public institutions, the fundamental question arises of whether, and if so, to what extent, the temporary tuitions influenced the number of first-year-student enrollments. In this regard, Becker's human capital theory suggests that rising fees should be associated with declining enrollment rates. The analyses to test the hypothesis are based on a longitudinal administrative panel data set for 206 universities and universities of applied sciences from 2003 to 2018; this means there are 3296 observations before, during, and after the tuition treatment. While no previous study has covered the full period of the policy or undertook more aggregate-level analyses, this study applies an analytical research design that uses several panel-data models and robustness checks to examine causal relations based on a quasi-experimental setting. The results of Fixed effects regressions confirm the hypothesized negative impact and even reveal a persistent negative effect of the treatment. The comparison of higher education institutions with and without tuition fees shows that the former institutions lost approximately between 3.8 and 7 percent of their first-year student enrollments on average. In order to generate higher levels of interest in politics and participation in political processes, political or citizenship, education in schools must be at the heart of the curriculum and be characterised by active, learner-centred approaches. This paper hypothesises that, when compared with Germany, a more limited form of political education in Irish post-primary schools may be impacting negatively on the extent to which it is achieving such aims. In order to begin to explore this hypothesis, the results for seven items relating to interest in politics and participation in political processes from the most recent (2010) round of the European Social Survey are compared for the Irish and German populations. In addition, the nature and status of political education in the German and the Irish school systems are compared. This paper examines determinants of networking by academics. Using information from a unique large survey of German researchers, the key contribution focuses on the active versus passive networking distinction. Is active networking by researchers a substitute or a complement to passive networking? Other contributions include examining the role of geographic factors in networking and whether research bottlenecks affect a researcher's propensity to network. Are the determinants of European conference participation by German researchers different from conferences in rest of the world? Results show that some types of passive academic networking are complementary to active networking, while others are substitute. Further, we find differences in factors promoting participation in European conferences versus conferences in rest of the world. Finally, publishing bottlenecks as a group generally do not appear to be a hindrance to active networking. Implications for academic policy are discussed. [ABSTRACT FROM AUTHOR]

Since the late 1990s there has been a fundamental shift in the way schooling and even education as a whole is evaluated. From this new perspective the education system would seem to be interpreted as a sub-system of the economic system and thus subservient to it. Decisions on education matters seem to have become determinant for individual prosperity and decisions on the education system crucial for national welfare. In line with this view, which is rooted in the economics of education and human capital theories of the 1960s, international studies have been designed under the auspices of the OECD in the hope of obtaining more and better data for control purposes. This paper argues that such hope is not justified. Using Germany as an example, the practical consequences of these assumptions, which appear to be arbitrary, if not counter-productive, and the resultant changes in education policy based on the related control data will be described. The paper shows an empirical analysis of regional returns to education in Germany. Therefore the returns to education are estimated for Germany as a whole and for the eastern and western part seperately. Additionally the analysis examines the returns for each federal state. For the estimations it is necessary to identify an efficient method and the best estimable model. It can be shown that the Three-Stage-Least-Squares-method yields the best results. For Germany the regression shows an average return for an additional year of education of about 10 %. By comparing the eastern and western part, it can be shown that in the east german states - the New Länder - employees get a much higher return. This paper deals with Aichelburg's poetry published in Germany after his escape from Romania in an attempt to prove that his work was well received by German scholarship. After analyzing a set of several reviews and articles in the local media we came to the conclusion that the German public and scholarship of the time acclaimed the emergence of a new literary star banished from the communist East. The years since German reunification have seen changes in ideologies and policies toward societal multilingualism, linguistic pluralism of linguistic minorities. These changes have responded to the increasing diversity of minority languages as a result of immigration from the former Soviet Union and Eastern Europe, and the subsequent expansion of the European Union. At the same time, the use of polylingualism or hybrid linguistic practices in everyday, informal contexts by both migrants and Germans has risen to public prominence. In contrast to the official policies that stress German-only education as the key to academic success and social integration, the (covert) prestige and use of languages other than German, especially Turkish, by members of other ethnic groups has been rising, and hybrid linguistic practices are gaining ground, particularly among youth. This paper examines the underlying ideologies, policies, and debates, especially with respect to the role of proficiency in German for adult immigration, naturalization and integration, as well as educational polices and practices for German and other languages.
