Live below water in the initiative of small island development goals (SIDGs) 2014 is poorly studied from the perspective of the Bajau-Laut community in Southeast Asia especially in environmental sociology studies. This paper seeks to investigate the two community's knowledge of marine conservation zone rules as a social control shaper. A case study approach through semi-structured interview data collection technique was implemented by involving 20 informants. The study was conducted among Bajau-Laut communities in Tun Sakaran Marine Park (Sabah, Malaysia) and Wakatobi National Park (Southeast Sulawesi, indonesia). Although living under different marine park administration, the communities in both areas have a similar concern about sustainable fishing practices. Thematic analysis techniques through theme categorization based on authority and everyday defined interpretations was applied to describe the differences in social reality of the communities. The findings indicate that the communities in both countries have two distinct social realities when it comes to the interpretation of conservation zone rules. In terms of authority defined, both communities are aware of the role of the marine park agency structure in enforcing conservation zone rules as a social control tool to curb unsustainable fishing practices. Meanwhile, from an everyday defined standpoint, the social interaction between the communities creates different understandings on the implementation of conservation zone system rules covering fishing zones, prohibited zones, and general use zones that are at a moderate level.
