This paper assesses implications for the practical and theoretical understanding of consent in light of the coming into force of the European Cookie Directive (2009/136/EC). This Directive shifts behavioral advertising from being an opt-out practice to an opt-in one requiring consent. The aim of this paper is to assess conceptions of consent as detailed by the European Article 29 Data Protection Working Party, the UK government and the behavioral advertising industry. This is achieved through the application of philosophical understandings of consent generated in the first half of the paper that detail the ways in which these have been applied in health, an area that deals extensively with informed consent. The paper concludes by offering recommendations to behavioral advertisers on how best to implement opt-in consent policies so as to progress to ethically sound privacy practices. This paper explores the idea of ‘superdiversity’ at the city level through two churches with different approaches to architectural visibility: the hypervisible Universal Church of the Kingdom of God and the invisible Igbo Catholic Church, both in North London, guide our exploration of invisible Nigerian London. Although Nigerians have lived in London for over 200 years, they live beneath the radar of policy and public recognition rather than as a vital and visible element of superdiversity. This paper argues that we can trace the journeys composing Nigerian London in the deep textures of the city thus making it visible, but this involves re-mapping space and ethnicity. Drawing on new empirical research on ‘the Bengal diaspora’, this paper explores the struggle over Bangladeshi identity in East London, as exemplified in the monument of the Shahid Minar and the related celebration ofEkushe, which marks the beginning of the Bangladesh national liberation struggle. Bringing together theories of diaspora consciousness and memorialization, the paper explores the ways in which rituals and memory work both as a form of continuity with the homeland and as a method of claims-staking for minority groups in multicultural spaces. Using original interviews with community and religious leaders, the paper explores the ways in which the establishment of the monument and the memorialization of the Liberation War represents the re-imagination of the Bangladeshi community in London and draws the lines for the contestation of this identity. This paper explores the identities of Britain’s black middle-classes. Drawing upon interviews with seventy-two participants, I theorize a ‘triangle of identity’. This triangle emphasizes how black middle-class identities are constructed within the dynamics of three poles. Firstly, there is the class-minded pole whereby class comes to the fore as a conceptual scheme; secondly, there is the ethnoracial autonomous pole whereby ‘race’ is central to one’s identity and whiteness is actively resisted; and lastly there is the strategic assimilation pole, where one continually moves between classed and racialized spheres of action. This tripartite approach to identity builds upon previous research by further exploring the social, cultural and phenomenological distinctions within Britain’s black middle-classes. The vulnerability of deafblind people is considered axiomatic; they are seen not only as a vulnerable group but also as one of the most vulnerable. This paper aims to synthesise existing knowledge to determine what is known about such vulnerability. A comprehensive literature search was undertaken between April 2013 and May 2014. The review method was informed by systematic review principles. An approach based on a 'hierarchy of evidence' would have reduced the amount of literature reviewed significantly, to the point where synthesis would not be possible. Included material was appraised and an interpretative rather than aggregative approach to synthesis adopted. Drawing on principles of critical interpretive synthesis, rather than being a determiner of whether material should be included or excluded, a critique of the literature is offered within the synthesis. Twenty-eight references were identified for inclusion, originating from the UK, USA, Australia, Continental Europe and the Nordic Countries. No empirical studies specifically examining the experience of vulnerability of deafblind people were found. However, deafblind people describe feelings of vulnerability in studies exploring their experiences more generally, and in personal accounts of living with the impairment. Literature produced by practitioners and specialist organisations also explores the topic. Deafblind people are identified as a population 'at risk' of various adverse outcomes, particularly when compared to the non-deafblind majority, and deafblind people describe being and feeling vulnerable in various situations. The literature largely relates to negative outcomes and includes significantly less exploration of positive risk taking, coping capacity and resilience. Deafblind people do not appear to describe themselves as being vulnerable as a permanent state, suggesting a need for greater exploration of the experience among all sections of this heterogeneous population, with consideration of the concepts of resilience and coping capacity. As part of a larger European Union (EU)-funded project, this paper investigates the coverage of corruption and related topics in three European democracies: France, Italy, and the United Kingdom. Based on Freedom House data, these countries are characterized by different levels of press freedom. A large corpus of newspaper articles (107,248 articles) from the period 2004 to 2013 were analyzed using dedicated software. We demonstrate that freedom of press is not the only dimension that affects the ability to and the way in which news media report on corruption. Because of its political partisanship, the Italian press tends to emphasize and dramatize corruption cases involving domestic public administrators and, in particular, politicians. The British coverage is affected mainly by market factors, and the press pays more attention to cases occurring abroad and in sport. The French coverage shares specific features with both the British and the Italian coverage: Newspapers mainly focus on corruption involving business companies and foreign actors, but they also cover cases involving domestic politicians. Media market segmentation, political parallelism, and media instrumentalization determine different representations preventing the establishment of unanimously shared indignation. This paper is about Bronze Age round barrows and the ways in which they became caught up in human practices over an extended time period. At one level it belongs to a flourishing body of work that examines the ‘re-use’ or ‘biography’ of prehistoric monuments. Rather than treating the latter as a generic group, however, this study focuses on chronologies of one specific monument type—round barrows—over a 2600-year period from 1500 bc–ac 1086. By bringing together evidence and interpretations generated mainly within period specialisms, significant homogeneities are revealed in terms of how activities at prehistoric monuments have previously been understood. The possibilities for seeking out different interpretative ground are duly explored. Using a case study from the east of England and drawing on evidence and ideas from much more broadly, the approach taken places particular emphasis on examining relationships between round barrows and other aspects of landscape. The findings offer fresh insight into the temporality of activities undertaken at round barrows, question existing characterizations of past people's historical understandings, and explore the long-term coherence of ‘round barrows’ as a category. Creative industries are increasingly understood to contribute to localised innovation and dynamism. This paper provides a methodologically consistent comparison of creative industries across France, Great Britain, Italy and Spain. We map spatial agglomerations of creative activities showing evidence of urban concentration, which for Britain and France coincides with the dominance of capital cities, whilst for Spain and Italy, significant concentrations can also be found in secondary cities. The four countries also differ in the specialisation profiles and in the role played by policy makers. A lack of dove-tailing with the European Union smart agenda is argued to be a cause of concern. The progressive nature of Type 2 diabetes necessitates treatment intensification over time in order to maintain glycaemic control, with many patients ultimately requiring insulin therapy. While insulin has unlimited potential efficacy, its initiation is often delayed and improvements in glycaemic control are typically accompanied by weight gain and an increased risk of hypoglycaemia, particularly as HbA1c approaches and falls below target levels. This may account for the sub-optimal control often achieved after insulin initiation. Combining insulin with antihyperglycaemic therapies that have a low risk of hypoglycaemia and are weight-neutral or result in weight loss is a therapeutic strategy with the potential to improve Type 2 diabetes management. Although the effects differ with each individual class of therapy, clinical trials have shown that adding a glucagon-like peptide-1 receptor agonist, dipeptidyl peptidase-4 inhibitor or sodium-glucose co-transporter-2 inhibitor to insulin regimens can offer a significant reduction in HbA1c without substantially increasing hypoglycaemia risk, or weight. The evidence and merit of each approach are reviewed in this paper. Once-daily co-formulations of a basal insulin and a glucagon-like peptide-1 receptor agonist have been developed (insulin degludec/liraglutide) or are under development (lixisenatide/insulin glargine). Insulin degludec/liraglutide phase III trials and a lixisenatide/insulin glargine phase II trial have shown robust HbA1c reductions, with weight loss and a low risk of hypoglycaemia. With insulin degludec/liraglutide now approved in Europe, an important consideration will be the types of patients who may benefit most from a fixed-ratio combination; this is discussed in the present review, and we also take a look toward future developments in the field. Two NHS workers were recently disciplined after inappropriately accessing the records of the singer Ed Sheeran who had required treatment for a fractured wrist and elbow after falling from his bicycle (Embury-Dennis 2018). The increasingly common use of electronic records across the NHS now allows nurses, including district nurses, to access a large archive of patient information that was much more difficult to obtain when records were manually held paper records. There have been several instances where curiosity and, occasionally, more malicious reasons have led district nurses and others to access those records and read the notes of high profile patients or persons known to them. In this article Richard Griffith cautions that district nurses who access and read the record of a person who is not in their care is in breach of both their duty of confidence and the requirements of the General Data Protection Regulation (Regulation 2016/679 EU ). Despite sustained efforts to promote engineering careers to young women, it remains the most male-dominated academic discipline in Europe. This paper will provide an overview of UK data and research on women in engineering higher education, within the context of Europe. Comparisons between data from European countries representing various regions of Europe will highlight key differences and similarities between these nations in terms of women in engineering. Also, drawing on qualitative research the paper will explore UK students’ experiences of gender, with a particular focus on the decision to study engineering and their experiences in higher education. Studies of animal introductions have traditionally been the preserve of ecologists and natural historians but here it is argued that exotic species are a rich source of cultural evidence with the potential to enhance archaeological interpretations relating to human behaviour and beliefs. This paper focuses on the domestic fowl (Gallus gallus), a native of East Asia that spread across Europe during the Neolithic to Iron Age and became well established by the end of the Roman period. After reviewing the evidence for the diffusion of chickens and the concept of cockfighting, this paper presents a speculative argument about the impact of domestic fowl on Iron Age and Roman Britain. By drawing upon evidence from history, anthropology and human remains analysis, the article explores how the arrival of these new creatures may have helped shape human society, particularly in terms of gender definition and attitudes to violence. Currently, the majority of the European housing stock falls towards the bottom of the energy efficiency rating scale on the EU Energy Performance Certificate. If governments and businesses are to successfully address ambitious CO2 reduction targets, then it will be imperative that energy-efficient measures and policies focus on existing housing. In order to understand what kind of retrofit is needed to achieve an “A” energy performance rating in social housing, the paper reports the findings of an on-going research project in the UK. The paper draws on a case study from the Technology Strategy Board's “Retrofit for the Future” competition entry in Cambridge. The upgrade strategy improved the home's energy performance rating to A, aimed to radically reduce carbon dioxide emissions (17 kg m−2 year−1) and provided affordable warmth for the tenants. In order to get an impression of the actual energy consumption in the case study, energy use behaviour of the household was observed. Based on the barriers identified in the case study, the feasibility of the current UK policy strategies (e.g. Smart Meters and Feed-in-Tariffs) to facilitate the acceptance of energy measures in social housing is discussed. This paper is a report of a meta-ethnography of qualitative studies of older peoples' views on risk of falling and need for intervention. Background. Falls and falls-related injuries in older people are worldwide problems. A conceptual understanding of older people's views about falls risk and need for intervention is useful for understanding factors likely to impact on acceptance of risk and recommended interventions. Data Sources. Seven electronic databases were searched 1999-2009. Reference lists of included articles were screened for eligible papers. Review Methods. Assessment of quality was carried out. Themes and concepts were extracted using a meta-ethnographic approach to compare similarities and differences across the retrieved studies. A line of argument was developed to produce an explanatory framework of the extracted themes and concepts. Results. Eleven relevant qualitative research articles of reasonable quality were identified. Six key concepts were identified: beyond personal control; rationalizing; salience; life-change and identity; taking control and self-management. A line of argument synthesis describes how older people approach self-appraisal of falls risk and intervention need, and how they cope and adapt to falls risk and intervention need. Conclusion. In response to having an elevated risk status and perceived associations with frailty and impact on an independent life-style, some prefer to adapt to this reality by taking control and implementing self-management strategies. Healthcare professionals should take into account beliefs about risk and negotiate choices for intervention, recognizing that some individuals prefer to drive the decision-making process to preserve identity as a competent and independent person. Abstract: Evidence Based Policy has been articulated and practiced in Europe, particularly under the ‘New Labour’ policies of the former Labour government in the United Kingdom. In the United States, the impact of research on policy has been inconsistent due to differing relationships between researchers and policy makers. This paper gives an overview of evidence based policy and presents critiques based on its reliance on positivist methods and technical approach to policy making. Using these critiques as a framework, the paper discusses the case of Housing First, a policy adopted by the Bush Administration in order to address the problem of chronic homelessness. The case is an example of research driven policy making but also resulted in a progressive policy being promoted by a conservative administration. In discussing the case, the paper elaborates on the relationship between evidence and policy, arguing that evidence based policy fails to integrate evidence and values into policy deliberations. Abstract: Building energy use accounts for almost 50% of the total CO2 emissions in the UK. Most of the research has focused on reducing the operational impact of buildings, however in recent years many studies have indicated the significance of embodied energy in different building types. This paper primarily focuses on illustrating the relative importance of operational and embodied energy in a flexible use light distribution warehouse. The building is chosen for the study as it is relatively easy to model and represents many distribution centres and industrial warehouses in Europe. A carbon footprinting study was carried out by conducting an inventory of the major installed materials with potentially significant carbon impact and material substitutions covering the building structure. Ecotect computer simulation program was used to determine the energy consumption for the 25 years design life of the building. This paper evaluates alternative design strategies for the envelope of the building and their effects on the whole life emissions by investigating both embodied and operational implications of changing the envelope characteristics. The results provide an insight to quantify the total amount of CO2 emissions saved through design optimisation by modeling embodied and operational energy. [Copyright &y& Elsevier]

The paper presents ongoing research to develop a sustainability enhancement framework for the major Dundee Central Waterfront urban re-development project. The enhancement concept recognises a need to ensure that sustainability is considered in decision-making at all stages of major projects to ensure a more sustainable outcome overall. The paper describes a set of procedures, developed by the authors and drawn from IT and knowledge management fields, to identify appropriate indicators and ensure the effective incorporation of sustainability issues throughout the Central Waterfront project decision-making processes. The procedures include the production of information flow diagrams to identify the wide range of stakeholders involved in the project and their means of interaction, and decision flow maps to identify and categorise use of the information by the stakeholders. The paper reviews current sustainability indicators related to infrastructure provision in the UK and Europe, emerging indicators from Scottish government, EU commission and research groups, and presents a set of strategic 'sustainable development benchmark indicators' suitable for enhancing the sustainability of the Central Waterfront project. There are a wide range of techniques that can be used for evaluating environmental impacts of agriculture, but they have not previously been used to identify the contribution individual farming activities make towards environmental outcomes or for prioritising activities to ensure maximum benefits. This paper reports a novel technique for identifying how different activities influence environmental outcomes. The methodology is based upon traditional EIA techniques. Knowledge is collated from documented evidence and structured within a database such that the causal processes by which different activities influence outcomes can be identified. Cause and effect chains are created and each link is weighted according to the strength of the relationship between the two components. The entire cause-effect chain assumes the weighting of the weakest link. This is used to identify the strengths and weakness of individual practices or groups of activities. This paper underlines Vattel's commitment to maintaining the sovereignty of Europe's small states by enunciating the duties he deemed incumbent upon all political communities. Vattel took seriously the threat to Europe from a renascent France, willing to foster an equally aggressive Catholic imperialism justified by the need for religious unity. Preventing a French version of universal monarchy, Vattel recognised, entailed more than speculating about a Europe imagined as a single republic. Rather, Vattel believed that Britain had to be relied upon to prevent excessive French ambition, and to underwrite the independence of the continent's smaller sovereignties. Against those who saw Britain as another candidate for the domination of Europe, Vattel argued that Britain's commercial interests explained why it was a different kind of state to the great empires of the past. The paper goes on to consider the reception of Vattel's ideas after the Seven Years War. Although further research is required into readings of Vattel, especially in the smaller states of Europe in the later eighteenth century, the paper concludes that by the 1790s Vattel was being used to justify war to defeat the gargantuan imperialist projects of newly republican France, in order to maintain Europe itself, and the smaller states within it. Climate change is already with us. It is the greatest emerging humanitarian challenge of our time. The effects of changing weather patterns and more extreme climate events can be seen around the world. Examining the scale of the global challenge through the threats posed by a changing climate across Europe and in the UK, this paper indicates that leadership and policy responses are needed at all levels - international, European national and local. The urban environment amplifies the impacts of climate change and adaptation of our towns and cities is essential to accommodate this change. Regional and local planning can make a major contribution to tackling climate change by shaping decisions that reduce carbon dioxide emissions and positively build community resilience to problems such as extreme temperatures or flood risk. Looking to examples of best practice across local authorities in Europe, the EU-funded green and blue space adaptation for urban areas and eco-towns (GRaBS) project is showcased. This paper presents the case for climate change adaptation and, in particular, argues that people or places facing poverty and disadvantage must not be disproportionately affected by climate change, or by policy or practice responses to it. A number of countries in Europe, including the UK, have adopted language and citizenship tests or courses as a requirement for granting citizenship to immigrants. To acquire citizenship, immigrants to the UK must pass a test on British society and culture, or demonstrate progress in the English language. For those with an insufficient command of the language, there is the option in the UK of taking an English for speakers of other languages (ESOL) with citizenship course. These language and citizenship tests and courses are seen by governments as a way of encouraging immigrants to develop the competences believed necessary for social integration. Equally, these are seen as a means for immigrants to demonstrate their willingness to integrate. However, two types of criticisms have been made against compulsory tests and language programmes. The first questions the need for these. The second focuses on whether they are a genuine contribution to preparation for citizenship or whether these, in effect, constitute a gatekeeping mechanism, or otherwise lead to social injustice; related to this is the question of whether the emphasis on language as defining of nationhood and citizenship is a move away from multiculturalism towards a policy of assimilation. In addition, there are issues relating to funding. This paper presents the results of a study of a 'skills for life' ESOL course at a community college in London that is specifically intended to help immigrants seeking to qualify for British citizenship. An interview was carried out with staff involved in ESOL at the college, and a focus group discussion was conducted with a student group. The aim of the paper is to provide an account of the experiences of the students in the light of the criticisms that have made against compulsory tests and language programmes. We also examine the impact of policy changes, including funding cuts, on the college and students. Although we found the language and citizenship class to be a positive experience, we note inconsistencies and contradictions in policies and discourses around language. [ABSTRACT FROM AUTHOR]

This paper is concerned with re-imaginings of 'Europe' following the accession to the European Union (EU) of former 'Eastern European' countries. In particular it explores media representations of post-EU accession migration from Romania to the United Kingdom in the UK and Romanian newspaper press. Todorova's (1997) notion of Balkanism is deployed as a theoretical construct to facilitate the analysis of these representations as first, the continuation of long-standing and deeply embedded imaginings of the 'East' of Europe and, second, as a means of contesting these discourses. The paper explores the way in which the UK press construct Balkanist discourses about Romania and Romanian migrants, and then analyses how the Romanian press has contested such discourses. The clinical indications for anaesthetic drugs are developed through peer-reviewed publication of clinical trials. We performed a bibliometric analysis of all human research papers reported in nine general anaesthesia journals over 6 years ( n = 6489), to determine any effects of the 2004 European Clinical Trials Directive on reported drug research in anaesthesia originating from Europe and the United Kingdom. We found 89% studies involved patients and 11% volunteers. Of 3234 (50%) drug studies, 96% were phase IV (post-marketing) trials. Worldwide, the number of research papers fell by 3.6% (p < 0.004) in the 3 years following introduction of the European Clinical Trials Directive (5% Europe, 18% United Kingdom), and drug research papers fell by 12% (p < 0.001; 15% Europe, 29% United Kingdom). The introduction of the Clinical Trials Directive has therefore coincided with a decline in European drug research, particularly that originating from the United Kingdom. We suggest a number of measures researchers could take in response, and we propose a simplification of the application process for phase IV clinical trials, emphasising patient risk assessment. To what extent do European state topographic maps exhibit unique styles of cartography? This paper describes an investigation to classify and analyse stylistic diversity in the official 1 : 50 000 topographical mapping of 20 European countries. The method involves the construction of a typology of cartographic style, based upon the classification of distinct graphical legend symbols into mutually exclusive thematic categories. In order to identify stylistic similarities between national symbologies, hierarchical cluster analysis was performed to compare the relative proportions of symbols within each category. This was complemented by a qualitative analysis of various aspects of cartographic design: colour, 'white' space, visual hierarchy, and lettering. The results indicate a high degree of stylistic diversity throughout Europe, with the symbologies of Great Britain and Ireland demonstrating the strongest example of a supranational style. The typology of cartographic symbologies is shown to be an effective method for determining stylistic association among maps of differing geographical (and potentially historical) origins and it is suggested that the cartographic language paradigm should be revisited as a means for understanding why national differences persist in state cartography. Risk-based regulation is a relatively new mode of governance. Not only does it offer a way of controlling institutions from the outside but it also provides the possibility of making an organisation's achievements visible/visualisable. This paper comments on a list of possible risks that higher education institutions have to face. In a second step, it is discussed that a higher education institution changes when a framework of risk-based regulation is adopted. The paper then illustrates how governance changes when the risk-based regulation approach is transferred from a UK context to an overall European one with differing traditions of higher education. The Bologna Process is fostering a change in higher education systems in order to attain the objectives of educational convergence, comparability and mobility of students and academics. As a consequence, the structure of degrees, syllabuses, pedagogy and evaluation and assessment systems (for students, teaching staff and programmes) must be revised. The present paper presents a comparative analysis from an accounting education perspective of the educational context in the United Kingdom (UK) and Spain identifying differences in their institutional characteristics, culture, etc. This paper evidences that a comparative analysis of the conditioning factors of the change will be necessary to facilitate any implementation. Drawing on evidence from the United Kingdom and elsewhere in Europe, this paper explores how people have responded to flood warning information and how these responses impact upon the effectiveness of a flood warning through saving lives and injuries, and reducing economic damages. Methods of flood warning that the public rely upon are discussed alongside empirical evidence of how flood victims prepare for, and respond to, flood warnings in rapid to mediumonset floods. The paper investigates why some members of the public fail to act appropriately, or most effectively, to flood warning information, touching on ideas of a lack of understanding, mistrust in authority and a lack of ownership of flood reducing actions. The paper examines the styles of public learning about flood warning response which might be most appropriate and effective, and how recent positive steps to increase the publics understanding of effective response might be further enhanced in the United Kingdom. Working fewer than full-time hours has been seen as a crucial way in which women workers can balance demands from home and paid work. But working part-time holds a range of negative repercussions for other aspects of worker's lives, in particular their economic well-being. Examining objective and subjective indicators of economic well-being, the paper uses data from the European Community Household Panel Survey to consider the ramifications of working short hours for women in Europe. The paper is concerned with the generalisability of the very weak situation of part-timers in Britain. It asks whether and how the economic problems faced by women at the bottom of the occupational hierarchy differ according to societal context. The papers shows that part-time low level workers had the lowest monthly wages relative to their compatriots in each country examined, though the intensity of wage disadvantage varied substantially across the sample. The research did not uncover a universal positive correlation between women's relative wage positions and individual level measures of economic well-being, however. The most prevalent association between working part-time in a low level occupation and facing a weak economic position occurred at the level of household economies. This paper questions why the 'West' and in particular European states came to achieve a global dominance in naval warfare, a process which began in the fifteenth century and continues today as a result of the massive investment made by the United States in a fleet that is truly global in scale. What Black demonstrates is that this dominance was not inevitable or technologically predetermined, but was due to specific social, cultural, political, economic and strategic factors which sometimes caused non European naval powers to limit the development of a more aggressive deep ocean capability or to ignore it entirely. In contrast, in the case of major European powers like Great Britain and France, a combination of fortunate circumstances and intense military competition, which manifested itself as 'arms racing', resulted in an aggressive policy that exploited technological and organisational developments in the naval domain to the fullest extent possible. As a result, by the late eighteenth century there was no countervailing maritime power capable of limiting European maritime expansion. The paper explains how the Europeans, and in particular the British, consolidated and reinforced their naval supremacy in the nineteenth century and questions why this naval revolution has endured in the shadow of the more commonly known revolution in land warfare which took place at about the same time. For transport systems the issues of pricing, service quality, funding and investment in urban areas are inextricably interdependent. The paper first argues that no policy can be set for any of these aspects of transport in isolation from any other. Transport planners and urban policy-makers can choose to tolerate congestion, or build new capacity or introduce road user charging. These issues are explored and analysed in the context of London—Europe's most obviously resurgent city and the one with the most recent experience of road pricing in the form of the Congestion Charge. However, despite the evidence that in the centre, where it applies, the Congestion Charge has had broadly the effects economic theory would predict, there is still a growing problem for the rest of London and the UK caused largely by the combined effects of rising real incomes and the improving fuel efficiency of cars which reduces the impact of fuel taxes. This suggests a growing pressure for a national system of road pricing. To date ‘prices’, in the form of fuel duty (over £0.50 out of each £0.80 for a litre of fuel) have been set on the basis of historical precedent or political expediency. The paper sets out a regionally based model to analyse the implications of setting alternative levels of congestion charging and environmental taxes covering the whole of England. This includes modelling the implications for other transport modes and the net changes accruing to drivers and the Exchequer. Having presented the implications of some alternative policies, the paper discusses a number of the issues of political economy that would have to be resolved. While there seems to be little alternative to user charging in some form sooner or later, the sooner it can be introduced the more good it can do. However, the difficulties are real, less tractable than some people appear to believe and they have to be identified and dealt with. Perhaps the most significant unresolved problem is not the technical feasibility of such a system of national road pricing, but finding an appropriate, accountable and acceptable method for overseeing and administering the funds such a system would generate. This paper begins by defining the meaning of the term ‘maritime policy’. Since devolution in the UK, the opening of the new Scottish parliament in 1998 and the creation of the Scottish Executive, little effort has been made to establish a distinct maritime policy for Scotland. As was evident prior to devolution, the primary emphasis from any maritime policy perspective has continued to be a focus on lifeline island ferry services. This ignores significant developments in several other key maritime transport sectors, and this paper provides examples of areas that require some form of policy response, including intra-European short sea shipping, UK coastal shipping, urban/river transport and global container shipping. Long-standing institutional bias against maritime transport coupled with subsidy devoted almost entirely to land transport systems has resulted in a quite distorted marketplace. This suggests that a maritime policy is now imperative if maritime transport is to play a more significant role in the overall transport system. Further discussion centres on the need to consider, from a Scottish policy perspective, the role of various state-sponsored maritime service providers and how these bodies might fit better within evolving policy. The conclusion is that formulation of a maritime policy by the Scottish Executive is overdue and that a degree of restructuring of transport responsibilities within the Executive, combined with adequate resource allocation towards the maritime industry, will be necessary in order that market distortions can be overcome, so enabling Scotland to fully exploit the competitive and environmental advantages that maritime transport can provide. This paper considers the influence of ecofeminism on policy concerning gender (in)equality and the environment during the past 20 years. It reviews the broad contours of the ecofeminist debate before focusing on the social construction interpretation of women's relationship with the environment. It will argue that there have been substantial policy shifts in Europe and the UK in both the environmental and equalities fields, and that this is in part a result of lobbying at a range of scales by groups informed by ecofeminist debates. Nevertheless, the paper cautions that these shifts are largely incremental and operate within existing structures, which inevitably limit their capacity to create change. As policy addresses some of the concerns highlighted by ecofeminism, academic discourse and grass roots activity have been moving on to address other issues, and the paper concludes with a brief consideration of contemporary trajectories of ecofeminism and campaigning on issues that link women's, feminist and environment concerns. This paper discusses Romani migration to the U.K. from Central and Eastern Europe (CEE) in the closing years of the twentieth century, with particular reference to the Czech and Slovak Republics. These case studies were chosen to illustrate wider points because they are the best documented, particularly with regard to illuminating sociological research on motivations for migration. Comparisons with similar migration to Canada shed further light on the situation. Refugees from these CEE countries have met a hostile reception in the U.K. It is argued here, however, that popular ignorance alone does not provide a sufficient explanation for this hostility: rather, the condemnation of Romani asylum seekers is seen as an expression of a deep-rooted and long-standing anxiety in the U.K. about immigration and its potential consequences. In spite of their relatively insignificant numbers, Roma have acted as convenient motifs in this ongoing discourse, being assigned a prominent symbolic role at a time of heightened political sensitivity. Sustainable development is one of the core agendas of our time. It is a concept that has gathered momentum over the past decade. Urban conservation is a concept that has been with us since at least the 1960s. How do these two concepts relate to each other? How can they be brought together in a common philosophy and practice? This paper aims to summarize weaknesses in current philosophy and practice in urban conservation; to set out the relationship between successful architectural conservation and wider agendas of sustainability and cultural identity; to highlight the communality of approach and practice that needs to be fostered and developed between a complex range of interrelated issues and disciplines; and to extend both the perceived relevance of architectural conservation and its level of attainment. Demand within the UK for organic food is increasing dramatically. Much of this demand is met by imports, including many product categories from the developing world. Organic standards in Europe are rigorous, with all stages of the organic marketing chain regulated by law and guaranteed within each member state by a ‘competent authority’. The paper provides a detailed review of current mechanisms of certification and inspection and discusses the obstacles to becoming certified that confront organic producers in the developing world. The paper goes on to report on the breadth and acceleration of organic imports into the UK from the developing world, utilising data recently made available by the European Commission and the UK’s organic regulatory authority. Already over 60 countries are involved in this increasingly global trade and some countries, for example, Brazil, Mexico and Sri Lanka, dominate current import authorisations. In this paper, I am applying a rights-based approach to childhood social exclusion that, following Sen's capability approach as one formulation of such a rights-based approach, sees social exclusion as the failure of people to have access to critical capabilities relating to their integration into society. The implications of this approach will then be applied to the relation between education and social exclusion, where it is shown that education has a critical impact on mitigating or reinforcing social exclusion. Taking such a capabilities-based approach implies a shift away from a concentration on average achievement generated by an education system to the low end of the achievement distribution and the ability of the education system to raise the performance and integrate the most disadvantaged students. This paper identifies and seeks to resolve the paradox that British social policy appears to have diverged from its EU partners in the period since membership and to have converged with that of the USA. Existing historical institutionalist approaches stress common regime characteristics of Britain and the USA in explanation of British difference from other member states. The present paper challenges such accounts and argues that the explanation lies in the transformation (and demise) of the post-Imperial/Commonwealth system of political economy in which the British economy (and related social policy) was embedded. This transformation has also produced internal problems within the British state giving rise to its reorganization with devolved Assemblies in Scotland and Wales. The final part of the paper addresses how this latter development has created a 'fault-line' in the British social policy debate with the possibility of reversing the trend toward Americanization. This paper evaluates the development of prospects for cruising in Europe. It examines this within the broad framework of economic theory and maritime economics. Initially, the market structures and relationships applicable to cruising are considered with particular attention being paid to the linkages between the shipping markets and tourism and leisure. This conceptual analysis suggests that whilst cruising has a strong shipping element it does not fall exclusively within the classic framework of maritime economics but draws from both shipping and tourism and leisure. For reasons of clarity, a number of definitions are also provided covering maritime tourism and leisure, cruising, and supply and demand, as it relates to cruising. Following this, an overview of the cruise industry is included. This focuses primarily on the growth in the demand both world wide and at regional level. In particular, the analysis places the development of cruising in Europe in market perspective. Subsequently, the development of cruising in the UK is examined as a case study. Initially, UK market growth is analysed and it can be seen that the UK is now the second largest cruise market in the world after North America. Projections of the growth in UK demand to 2003 are also provided. The growth in supply is also studied and the UK targeted fleet is identified. In addition, the question of ownership is addressed. The prospects of employment for UK seafarers within the cruise industry are also considered and results obtained from the analysis suggest that it should be possible to increase the participation of UK and other European seafarers within the cruise industry at all levels and in all departments. In the final section of the paper, the position of UK ports as terminals and destinations is evaluated. It is concluded that the fundamentals of the cruise business remain strong, and continued growth by the industry should be possible for the foreseeable future. [ABSTRACT FROM AUTHOR]

AimThis paper reports on the findings from a qualitative study exploring the experiences of teenage mothers using a nurse-led, home-based contraceptive service designed to prevent repeat unplanned pregnancies. The aim was to understand if, and how the service was effective in equipping teenage mothers to make informed choices about contraception, thus preventing a second pregnancy.BackgroundUnplanned teenage pregnancy remains a significant focus of health and social policy in the United Kingdom (UK). Despite the long-term pattern of declining conception rates, the UK continues to report higher rates than comparable countries elsewhere in Europe. Current estimates suggest that approximately one fifth of births amongst under 18’s are repeat pregnancies (Teenage Pregnancy Independent Advisory Group, 2009). Services that are designed to reduce second unplanned pregnancies are an important element in promoting teenage sexual health. However, there has been no UK research that explores this kind of service and the experiences of service users.MethodsWe conducted a qualitative interview study. From 2013–2014 we interviewed 40 teenage mothers who had engaged with the nurse-led, home-based contraceptive service.FindingsThe data demonstrates that the service was effective in preventing repeat pregnancies in a number of cases. Among the aspects of the service which were found to contribute to its effectiveness were privacy, convenience, flexibility, appropriately timed access, the non-judgemental attitude of staff and ongoing support. There has been increasing investigation of the national and ethnic identification of minority populations in Western societies and how far they raise questions about the success or failure of multicultural societies. Much of the political and academic discussion has, however, been premised on two assumptions. First, that ethnic minority and national identification are mutually exclusive, and, second, that national identification forms an overarching majority identity that represents consensus values. In this paper, using a large-scale nationally representative UK survey with a varied set of identity questions, and drawing on an extension of Berry's acculturation framework, we empirically test these two assumptions. We find that, among minorities, strong British national and minority identities often coincide and are not on an opposing axis. We also find that adherence to a British national identity shows cleavages within the white majority population. An emerging consensus among scholars of Muslim political and social identity suggests that Western Muslims live out an anti-essentialist critique of identity construction. Considering this view, this paper examines a cross-national comparison of British Bangladeshis in London and Spanish Moroccans in Madrid that solicits the perceptions of working-class Muslim men. While the results indeed reaffirm respondents' concomitant relationships to a variety of identity paradigms, interview content demonstrates that subjects' multiplicity is complicated by their desire to meet – not reject – the essentialist standards of belonging to the identity paradigms discursively available to them. Rather than defiantly cherry-picking preferred characteristics of religion, ethnicity and nationality, individuals' responses suggest that they are trying to fulfil perceived standards of authenticity. Such a contention helps explain the prevalence of Western Muslims' expressed and well-documented ‘identity crisis’, suggests the enduring relevance of identity essentialisms, and more broadly, complicates post-modern conceptions of identity formation. Objective To examine the relationship between the numbers of people walking or bicycling and the frequency of collisions between motorists and walkers or bicyclists. The common wisdom holds that the number of collisions varies directly with the amount of walking and bicycling. However, three published analyses of collision rates at specific intersections found a non-linear relationship, such that collisions rates declined with increases in the numbers of people walking or bicycling. Data This paper uses five additional data sets (three population level and two time series) to compare the amount of walking or bicycling and the injuries incurring in collisions with motor vehicles. Results The likelihood that a given person walking or bicycling will be struck by a motorist varies inversely with the amount of walking or bicycling. This pattern is consistent across communities of varying size, from specific intersections to cities and countries, and across time periods. Discussion This result is unexpected. Since it is unlikely that the people walking and bicycling become more cautious if their numbers are larger, it indicates that the behavior of motorists controls the likelihood of collisions with people walking and bicycling. It appears that motorists adjust their behavior in the presence of people walking and bicycling. There is an urgent need for further exploration of the human factors controlling motorist behavior in the presence of people walking and bicycling. Conclusion A motorist is less likely to collide with a person walking and bicycling if more people walk or bicycle. Policies that increase the numbers of people walking and bicycling appear to be an effective route to improving the safety of people walking and bicycling. [ABSTRACT FROM AUTHOR]

As football related disorders remain stubbornly impervious to 'solutions', so the study of football hooliganism has become almost a minor branch of the social sciences. This paper looks critically at the main academic approaches to the problem in the UK and Europe. The shortcomings of much of this work are revealed, both theoretically and in terms of the evidence employed about the nature of hooliganism. The meager amount of data about hooliganism contained in the plethora of Government reports that have so far been commissioned is striking. This may well be the reason why 'official' remedies so often prove inadequate. One way of gaining an understanding of this phenomenon is by making contact with, talking to, and observing at first hand the behaviour of those people most centrally involved, the hooligans themselves. This paper concludes with a series of portraits of 'the boys', some of it based on their own published writing. This will illustrate different forms of hooligan involvements. It will also provide an understanding of its origins as well as the true scale and scope of hooligan activity, about which many myths prevail. Something of the changes as well as the continuities on the football scene over the past 25 years will be indicated. Historically, to be a black public intellectual in Britain has, almost by definition, meant being located on the liberal-left spectrum, in terms of analyses of race and class. However, in the past decade a number of high-profile black British thinkers have explicitly positioned themselves at odds with black liberal and radical traditions of thought. This has been particularly apparent in their critiques of multiculturalism, youth and education. This paper uses recent documentary sources to analyse the discursive features of this emergent black social conservatism, examining its claims to authenticity, its claims to offer rethinking of multiculturalism and identity, and its objects of racialization. The population complexity associated with superdiversity brings a wide range of challenges for social welfare providers. Commentators have outlined concerns about the ability of service providers to meet the welfare needs of ever diversifying populations and point to potential problems in identifying the nature of need in rapidly changing superdiverse neighbourhoods as conventional approaches to consultation based around ethnicity become practically impossible. Using data collected in the West Midlands, which explored maternity service needs from the perspectives of new migrants and maternity professionals, some key barriers to effective welfare delivery in superdiverse areas are explored. The paper outlines the emergence of two challenges important in shaping new migrant access to maternity care in an era of superdiversity – novelty and newness – and proposes further research to examine the extent to which these challenges are faced in other social welfare services. The increasing ethnic diversity of the UK has been mirrored by growing public awareness of multicultural issues, alongside developments in academic and government thinking. This paper explores the contested meanings around ethnic identity/ies in community settings, drawing on semi-structured interviews with staff from Children's Centres and allied agencies conducted for a research project that examined the relationship between identity and the participation of parents/carers in services in northeast England. The research found that respondents were unclear about, especially, white ethnic identities, and commonly referred to other social categorizations, such as age, nationality, and circumstances such as mobility, when discussing service users. While in some cases this may have reflected legitimate attempts to resist over-ethnicizing non-ethnic phenomena, such constructions coexisted with assumptions about ethnic difference and how it might translate into service needs. 'Green-grabbing', in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at 'greenness'. In this paper we explore the dialectics between 'green' and 'un-green' grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial 'crash' in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market-based approaches to 'saving' nature and the privatization of public nature assets. The intensification of 'green' and 'un-green' grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for 'protected natures' two choices: either to be further degraded to boost growth or to be 'saved' through their deeper inclusion as commodities visible to the market. In this paper I investigate the resonance of the volumeThe Empire Strikes Backwithin the debates on racism in Germany since the late 1970s. I am interested in this long-term intellectual exchange in light of the current need to conceptualize racism in a European framework and thereby reflect upon the characteristics, concepts and possibilities of such a framework. I begin by situating the debate at that time within the context of the New Left. What connected both situations, in Germany and the UK, was an inscription of the then-ongoing anti-colonial and decolonial struggles of the South in the North, not least through the ‘retaliatory effect’ of migration movements and struggles of migration arriving in Europe. I argue that the understandings of racism and anti-racism are grounded in a materialist framework and that the concept of articulation helped and continues to help thinking the complexity and heterogeneity of the social. Rationale, aims and objectives Differences in the performance of medical care may be due to variation in the introduction and diffusion of medical innovations. The objective of this paper is to compare seven European countries ( United Kingdom, the Netherlands, West Germany, France, Spain, Estonia and Sweden) with regard to the year of introduction of six specific pharmaceutical innovations (antiretroviral drugs, cimetidine, tamoxifen, cisplatin, oxalaplatin and cyclosporin) that may have had important population health impacts. Methods We collected information on introduction and further diffusion of drugs using searches in the national and international literature, and questionnaires to national informants. We combined various sources of information, both official years of registration and other indicators of introduction (clinical trials, guidelines, evaluation reports, sales statistics). Results and conclusions The total length of the period between first and last introduction varied between 8 years for antiretroviral drugs and 22 years for cisplatin. Introduction in Estonia was generally delayed until the 1990s. The average time lags were smallest in France (2.2 years), United Kingdom (2.8 years) and the Netherlands (3.5 years). Similar rank orders were seen for year of registration suggesting that introduction lags are not only explained by differences in the process of registration.
