It is now widely believed that the more numerous the authors of a scientific paper, the greater is the likelihood of higher citation impact. By contrast, this paper considers a set of single- and multiple-authored publications in a group of matched journals that have resulted from collaborative research networks funded by the Austrian Science Fund, and presents evidence that no statistically significant relationship is found between multiple-authored papers and higher citation impact over single-authored papers. Moreover, within the data set examined, some evidence is found of a negative relationship between increasing numbers of authors and higher citation impact. The implication is drawn that where research is carried out within larger networks where researchers may benefit from a more general rather than a more specific collaboration, some researchers may publish their more important work through single-authored papers in order to enhance their reputations. The article reports on the collaboration between the American Council on the Teaching of Foreign Languages (ACTFL) and the National Foreign Language Resource Center at the Iowa State University to address issues in foreign language education in the U.S. The partnership will also outline the plan of actions that will be undertaken by the foreign language profession. The plan were already discussed during the ACTFL Delegate Assembly and will be followed by a retreat at a conference center in Leesburg.

This paper evaluates the neo-institutional perspective in conceptualizing the public- private partnership in water provision in England and Wales. It questions the simplistic assumptions that effective water governance lies in getting institutions, incentives, and authority right. Drawing upon Mary Douglas's social embeddedness of institutions, this paper demonstrates that use of water is both individually-pursued and socially-shaped. This paper calls for a reorganization of the institutional arrangements to tackle power asymmetries between the regulators, water companies, and the public. British trade union renewal has focused on the twin strategies of organising and partnership. Drawing on experience from North America, and fledgling developments in Britain, this paper argues that reciprocal community unionism could provide another weapon in the union movement's armoury for reversing decline. The paper provides a brief historical overview of the intersection between unions and community in Britain before addressing reciprocal community unionism in more detail. The final part of the paper then looks at the work of Battersea and Wandsworth Trade Union Council's Organising Centre in South West London during 2000 and 2001. The case study highlights the ways in which trade unionism can develop when focused on a particular locality, and the advantages of having extra-workplace organisation in any place. The case also illustrates some of the barriers preventing this model of trade unionism being translated to other boroughs, towns and cities in the UK. In this paper, we introduce performance feedback models to specify conditions under which organizations' decision makers are more (or less) likely to accept the risk and uncertainty of nonlocal interorganizational partnership ties rather than prefer embedded ties with partners with which they have either past direct or third-party ties. Learning theory suggests that organizations performing far from historical and social aspirations may be more willing to accept the uncertainty and risk of such nonlocal ties with relative strangers. An analysis of Canadian investment banks' underwriting syndicate ties from 1952 to 1990 supports predictions from learning theory and, in addition, indicates that inconsistent performance feedback (i.e., performance above either historical or social aspirations but below the other) triggers the greatest risk taking in selecting partners. Purpose - The paper aims to extend research on public-private partnerships (PPP) by exploring the path toward procedural justice and cooperation performance through contracts. Design/methodology/approach - The paper uses equity theory to address inter-partner cooperation in PPPs. The paper emphasizes how procedural fairness, as perceived by partners in a PPP, influences cooperation effects. Using both social exchange theory and transaction cost theory, it hypothesizes that procedural fairness improves cooperation effects by enhancing two kinds of contracts: the control-formal contract and the informal contract. Findings - The regression analysis suggests that procedural fairness indirectly affects three kinds of cooperation effects - direct effects, knowledge-created effects, and social effects - by increasing formal and informal contracts. Research limitations/implications - Further research might address the antecedents of procedural justice. Practical implications - The paper suggests that procedural justice is important to PPPs and that contracts mediate this relationship. The present paper describes a novel approach to the study of services conceptualised as networks. It uses data collected as part of a case study evaluation of intermediate care, a ‘joined-up government’ policy that was explicitly intended to dissolve the boundaries between health and social care services. The evaluation was undertaken in five localities in England. Routine service use data were collated and standardised for the 12-month period from November 2002 to October 2003. A cohort of 258 service users was recruited during a census month (June 2003), and more detailed data on their personal characteristics and experiences prior to and during their intermediate care episode were collected. Information was obtained for 153 of these people, covering their experience during the 6 months following discharge. A graphical method of depicting individuals’ movements between services was devised and a number of measures were used to investigate the network-like features of the data. User outcomes were explored by examining the relationship of characteristics of service users to their location at 6 months after discharge. The results of the analyses show that the five sites were developing service configurations that facilitated transitions between health, social care and other services, and that individual needs were taken into account in the decisions made about which people transferred into which services. While the results cannot be said to show that joined-up government works, they are consistent with the argument that joined-up government goes beyond partnership-type concepts, and in practice, involves the creation of what might be termed integrated service networks. The concept of partnership as a way of describing relationships between public, private and voluntary agencies can take many forms. The evaluation of quality in the delivery of services by these partnerships is recognized as complex given the differing perspectives not only of the two partners but of the various other stakeholders, including service users, and the potential for added value arising from the partnership itself. This paper focuses on the partnership arrangements between Probation Services and voluntary agencies, identifying the specific characteristics of partnerships in the field of crime management. Drawing on research undertaken for one Probation Service the paper explores the concepts of value for money, inputs, outputs, outcomes and quality, and their measurement in partnership projects. Abstract: This paper deals with institutional emergence in the well-known ‘evolution of cooperation’ framework and focuses on its size dimension. It is argued that some ‘meso’ (rather than ‘macro’) level (to be numerically determined) is the proper level of cultural emergence, diffusion, and retention. Also Schumpeterian economists (K. Dopfer et al.) have discussed institutions as ‘meso’ phenomena, and Schelling, Axelrod, Arthur, Lindgren, and many others have dealt with ‘critical masses’ of coordinated agents, including related segregations of populations. However, the process and logic of emergent group size has rarely been explicitly explored so far. In this paper, ‘meso’ will be explained, in an evolutionary and game–theoretic frame and a population perspective, in terms of a cooperating group smaller than the whole population involved. Mechanisms such as memory, monitoring, reputation chains, and active partner selection will loosen the total connectivity of the deterministic ‘single-shot’ benchmark and thus allow for emergent ‘meso’-sized arenas, while expectations to meet a cooperative partner next round remain sufficiently high. Applications of ‘meso-nomia’ include the deep structure of ‘general trust’ and the surprisingly high macro-economic and macro-social performance in ‘small’ and ‘well-networked’ countries which helps to explain persistent ‘varieties of capitalism’. The Canadian Soccer Association, known as Soccer Canada, faces a major obstacle in leveraging its sponsorship partnerships. Indeed, its image among fans, at best, is neutral. Since its inception in 1912, the Association has not had much to cheer about performance-wise, and the near future does not necessarily look very promising. Yet Soccer Canada needs to find a way both to build a unique identity and to leverage partnerships that will go beyond dressing the national teams in red shirts and soccer boots. Purpose - Housing Associations in the UK are being encouraged to change the way in which they procure their building projects. This work aims to provide a snapshot of current practice in relation to the use of partnering as a procurement approach. Design/methodology/approach - Accordingly a quantitative research design was used to capture data from a sample of 100 of the largest Housing Associations involved in the commissioning of new house building projects in 2003. Two administrations of the survey generated a 43 per cent response rate. Findings - The findings of the study revealed that two differing types of partnering alliance could be identified. The types of partnering alliance identified were considered to have either a "supply side" or "demand side" focus. The results show that partnering practice, open-book cost management, risk analysis and the use of standardised and pre-fabricated components are now widespread and believed to deliver benefits in project costs, delivery times and quality levels. Research limitations/implications - The work is limited due to the size of the sample frame and the measuring instrument used which could not uncover reasons for the current practices that were revealed. Practical implications - The outcomes of the work provide practice with benchmarks that can be used to evaluate organisational approach and if necessary develop alternative approaches to the delivery of partnered projects. Originality/value - The paper contributes to the body of knowledge available on partnering practice in a client group that has been identified as being key in driving forward the post-Egan agenda in the construction industry. This article provides an overview of the evaluation of the National Community Care Network Demonstration Program, which began with 25 public-private partnerships selected from a diverse range of communities across the United States to address problems of lack of insurance, limited access to health care, and the health status of their most disadvantaged residents. The 25 public-private partnerships included an array of individual organizations representing health care providers, public health and human service agencies, local governments, community-based organizations, and religious and educational institutions. The specific findings of the evaluation are the focus of the articles in this issue. In the United Kingdom, the “New Labour” administration that came to power in 1997 has promoted two models of partnership between the state and the voluntary sector. The civic engagement model is based on the renewed interest among governments in the potential of voluntary organizations to contribute to the civic engagement of citizens. In the service delivery model, voluntary organizations are recruited to the task of delivering core social services. Drawing on data from disability-related voluntary organizations in Northern Ireland, this paper illustrates the impact of the service delivery partnership model on the development of voluntary action in the welfare field, and the relative paucity of resources allocated to participatory voluntary action and civic engagement. Background and Purpose: Information solutions for analytical customer relationship management CRM (aCRM IS) that include the use of analytical tools are becoming increasingly important, due organizations' need for knowledge of their customers and the ability to manage big data. The objective of the research is, therefore, to determine how the organizations' orientations (process, innovation, and technology) as critical organizational factors affect the attitude towards the use of the analytical tools of aCRM IS. Design/Methodology/Approach: To measure the orientation of the organization (process, innovation, and technology), we redesigned the existing scale, which was validated using exploratory factor analysis. In the next phase, we created a model by which we examined the impact of the organization's stance in relation to the use of the analytical tools of aCRM IS, where we used multiple regression analysis. The model was verified on a sample of Slovenian Organizations (n=105), which use the analytical tools of aCRM IS for analyzing the data they have on their customers and business partners. Results: In the study we found that all critical factors of the organization, specifically process, technology, and innovation orientation, have a positive impact on the attitudes towards using the analytical tools of aCRM IS. Innovation orientation is particularly important and has the strongest influence on the attitude towards using the analytical tools of aCRM IS. We found that innovation orientation on new ideas, methods, and approaches has the strongest effect, followed by the impact of innovation orientation on acceptance of novelty. Conclusion: The more innovation-, technology-, and process-oriented organizations are, the more positive their attitude towards using the analytical tools of aCRM IS. This article focuses on the collaboration between the European Accounting Association (EAA) and the European Institute for Advanced Studies in Management (EIASM) in the development of academic research in Europe. In the early years EIASM provided, besides the individual tutoring for Ph.D. students, also regular doctoral tutorials. These were multidisciplinary, three-day events where students could present their own research and benefit from comments, questions and suggestions from some of the most renowned faculty members, as well as from fellow students. In 1984, the EAA and EIASM decided to jointly organize a special session within the overall programme of the EAA Congress, dedicated to doctoral students. This session was structured after the tutorials described above, only if was limited to the accounting field. The experiment proved so successful that from 1985 onwards a separate tutorial was organized the day preceding the Congress. Over the years, this event grew into a two-and-a-half-day meeting recognized by the entire research community as extremely useful for every Ph.D. student in Accounting. Over the years, the EAA-EIASM Doctoral Colloquia have benefited from the generous support of Touche Ross, DRT, Deloitte & Touche, Ernst & Young, Coopers & Lybrand and PricewaterhouseCoopers.

COVID-19 has exposed many fault lines in development engineering. As international staff were repatriated, the need to support communities with basics such as sanitation and hygiene once again fell to local organisations, who are often underfunded, in part because of the international development funding structures that are stacked against them. We argue that this leads to tokenistic partnerships, intervention design driven by short-term trends rather than the needs of communities, and ecological damage to the detriment of the very communities we claim to support. We argue that international development must take this opportunity to become more cognisant of and accountable for our carbon footprint, to develop new ways to work with and support those organisations most closely linked to the communities they serve, to engage with the wider politics that has brought us to this point, and to commit to a socially just future that redresses the inequalities of the past. Objective: There are concerns that some non-profit organisations, financed by the food industry, promote industry positions in research and policy materials. Using Freedom of Information (FOI) requests, we test the proposition that the International Life Sciences Institute (ILSI), one prominent non-for profit in international health and nutrition research, promotes industry positions.Design: U.S. Right to Know filed five FOI from 2015 to 2018 covering communications with researchers at four US institutions: Texas A&M, University of Illinois, University of Colorado and North Carolina State University. It received 15 078 pages, which were uploaded to the University of California San Francisco's Industry Documents Library. We searched the Library exploring it thematically for instances of: (1) funding research activity that supports industry interests; (2) publishing and promoting industry-sponsored positions or literature; (3) disseminating favourable material to decision makers and the public and (4) suppressing views that do not support industry.Results: Available emails confirmed that ILSI's funding by corporate entities leads to industry influence over some of ILSI activities. Emails reveal a pattern of activity in which ILSI sought to exploit the credibility of scientists and academics to bolster industry positions and promote industry-devised content in its meetings, journal and other activities. ILSI also actively seeks to marginalise unfavourable positions.Conclusions: We conclude that undue influence of industry through third-party entities like ILSI requires enhanced management of conflicts of interest by researchers. We call for ILSI to be recognised as a private sector entity rather than an independent scientific non-profit, to allow for more appropriate appraisal of its outputs and those it funds. The scientists in the country are taking initiatives to harness the potential of science and technology hidden in the citizens of the country. They are trying hard to put conditions in place to overcome the racially dominated legacy of the past. External factors do not necessarily predetermine the nature of a collective bargaining relationship. Within each of the environments created by a combination of external factors, there is usually a considerable variation in the quality of the relationship. There are five main types of union-management relationships, namely union-dominated, management-dominated, union-management partnership, union-hostile and finally, a peaceful partnership with unions having a higher degree of influence over management.

The effective smoothening factor in different forms of collaboration has proven to be getting trustworthy partner organizations. Nowadays, trust among the 21st century organizations should be analyzed and assessed with a look from a different angle than how it has been conceptualized and addressed for such organizations in the past. In the past as it has been commonly practiced, the concept of trust has been addressed considering one chosen criterion which in most cases is subjective and not measurable. The trust analysis has also been performed at the level of one actor such as individual or organization without any comparativeness to other actors. In practice, also trustworthiness in an actor has been assumed to be a phenomenon that naturally emerges rather than being created. Furthermore, in past research, trust has been considered to be a subjective aspect and emerging from opinions and recommendations from other peers. On these bases it has been difficult to justify the rationality of trust attached to an actor for collaboration. Today the concept of trust has become an amenable factor for smoothening inter-organizational collaboration and thus has raised the need to enhance the rationality in trustworthiness measurements. Therefore, the 21st century organizations need to reconsider their working approach with incorporating trust creation and enhancement strategies. This article surveys existing work on inter-organizational trust addressing the complementary and contradictory concepts, as well as different practices in various disciplines.
