The inconsistency of official U.S. in crying out against European "dumping" and then announcing that the Federal Farm Board would sell its huge accumulation of more than 200,000,000 bushels of wheat in European markets as rapidly as it could, has caused many bitter smiles in Russia and Germany. But European customers have done no laughing hitherto compared to what they are doing now when the United States stands in the very uncomfortable position of facing squarely the international situation, as it does at the London conference convened on May 18, 1931, to endeavor to reach a world marketing agreement that will control the movement and price of wheat in international trade.

U.S. President knows, just as everybody else does, that there will almost certainly be another deficit in 1931-32 despite all reasonable care in expenditures; just as he knows, or ought to know, that the U.S. Congress in the past session actually appropriated some $28,000,000 less than the budget officers recommended. Only a confirmed optimist could have expected that the world wheat conference, which closed its sessions at Rome, Italy, on April 2, would be able to dispose of the difficulties presented by the world wheat situation. The wheat problem, whatever it is, is obviously too complicated to be solved in a few days of deliberation, even with representatives of forty-six countries devoting themselves to the task.

Cooperative marketing, however desirable it may be, is no specific for agricultural distress. The trouble goes deeper. The American farmer in every period of agricultural prosperity has loaded up with high-priced land which broke his back when prices swung down. Besides, there are burdens laid on him by obsolete tax systems for whose continuance he himself is largely responsible, by protection, by monopoly prices for many of the things he has to buy. The removal of such handicaps is a part of any adequate farm program, but beyond this the farmer has got to adapt his crops, his methods, his whole farm economy to the changing conditions of world life, to the rise of new wheat, growing areas, for example.

Apparently anticipating a further fall in price, which has actually occurred, the Russian agency did exactly what any professional trader would have done, that is, sold short. It sold at the going price wheat that it did not have, expecting to be able before it was called on to make delivery to buy at a lower price the grain required to make good the contract.
