The purpose of this paper is to outline the process of cross-cultural encounter, goals of cross-cultural training and training methods available to accomplish these goals. In addition such aspects as timing of training, participation of host nationals and wives of executives in training programs and re-entry training are discussed. A major element in the dynamics of working abroad is the barrier posed by the cultural norms, values and beliefs of the visitor and the host nationals in their interpersonal relationships. The purpose of cross-cultural training is to make the managers sensitive to the influence of culture on their own behavior and the behavior of the host nationals. The sense of loss and isolation resulting from the lack of behavioral understanding is called culture shock. The changes in physical environment, food, living arrangements and the like aggravate this malady. While most individuals experience culture shock during the initial phases of their stay overseas, some individuals do not seem to be affected by this to any great degrees.

A surprising feature of management theory and practice is the longevity of classical theory and application. In spite of the developments in human relations and systems theory and in the increasing supply of personnel trained in these areas, the impact on management remains negligible. It is true that the language of managers is undergoing change and there is a verbal acceptance of the new words, but in the field of activity the same type of management behavior persists. This paper will be concerned with the question of why many managers find the classical approach acceptable and so help to perpetuate it. Social scientists and systems analysts may deplore the continuance of the classical school of management theory, but it would appear that there are strong grounds for this state of affairs. There is little accumulation of culture beyond what each man passes on to his son. The content of communication is the traditions of the culture. The second form of society is one in the process of transitional growth. It has a high birth rate but low mortality brought about by advances in technology, agriculture and sanitation. The expanding population bursts the seams of traditional molds for behavior. This all opens up a tremendous range of choices in behavior. And choices call for initiative, resourcefulness, self-confidence and goals. The third stage of societal change is marked by an incipient population decline. It is characterized by a leveling off or decline of births, as more and more people move from rural to urban centers. As the frontier of natural resources closes, the society settles in to an economy of consumption rather than production.

In a letter sent to Van Waters by Elliott E. McDowell, Commissioner of Corrections for Massachusetts, twenty-six instances of wrongdoing are cited. In today's thinking anti-social behavior is considered to be the product of unique economic, social and psychological factors existing in each offender's past history. The basic question in the Van Waters case is whether, at the threshold of a-new era in the rehabilitation of offenders, people are prepared to scrap all recent scientific knowledge of the causes of crime and revert to the dark days.
