Dijital dönüşüm hizmetleri, yerel yönetimlerin akıllı şehirler haline gelmesini sağlamaktadır. Çalışma kapsamında Türkiye’de yapı sektöründe dijital dönüşüm uygulamaları 9 yerel yönetim üzerinden incelenmiştir. Her bölgeden bir il en yüksek gelişmişlik düzeyine göre seçilmiştir. İstanbul ve Ankara şehirleri dijital dönüşümde ilk uygulama alanlarından oldukları için ayrı analiz edilmiştir. Yapı sektöründe dijital dönüşüm denildiğinde akla gelen akıllı şehir bileşenleri illerin karşılaştırılma analizinde kullanılmıştır. Seçilen büyükşehir belediyelerinin 2020-2024 yıllarını kapsayan stratejik planları, 2022 senesine ait faaliyet raporları, belediyelere ait web siteleri, akıllı şehir uygulamaları incelenerek, Çevre, Şehircilik ve İklim Değişikliği Bakanlığı tarafından yayınlanan “2020-2023 Ulusal Akıllı Şehirler Stratejisi ve Eylem Planı’nda yer alan Akıllı Şehir Bileşenleri üzerinden analiz edilmiştir. Ayrıca belediyeler akıllı şehir bileşenlerine örnek teşkil eden uygulamalara göre karşılaştırılmıştır. Seçilen şehirlerden İstanbul, Bursa, Ankara ve Antalya şehirlerinin akıllı şehir bileşenlerinin çoğunu kullandığı tespit edilmiştir. Çalışmanın yapılma amacı belediyelerin akıllı şehir ve dijital dönüşüm kavramına ait politikalarını belirlemektir. Belediyelerin akıllı şehir uygulamaları tablolaştırılıp hangi alanlarda çalışmaları olduğu tespit edilmeye çalışılmıştır. Böylelikle yapılan bu çalışma başarılı uygulamaların yapıldığı şehirlerimizdeki çalışmaların geliştirilmesine uygulamanın olmadığı şehirlerimizi ise teşvik edip, bu şehirlerimize örnek niteliği taşımaktadır.

Today, issues such as migration, unemployment, informal employment, poverty, disasters, urban resilience, sustainability, ecological security, urban waste, climate change, urban crime, terrorism, and social inclusion of disadvantaged groups are considered wicked problems. These are difficult to define and uncertain; the methods used in the struggle are not functional, cannot be solved with a single policy, and require the cooperation of many participants. Especially given the transboundary nature of these problems, cooperation is mandatory. Local governments, which are the most effective in tackling wicked problems, play a critical role in this cooperation. Local governments carry out all international cooperation activities under the umbrella of "city diplomacy." In this context, the aim of this study is to evaluate the impact of city diplomacy activities carried out by the cities affected by wicked problems and therefore their administrations, municipalities, in combating these problems. The study used the Kocaeli Metropolitan Municipality as a sample. We determined the municipality's activity reports as the primary source and analyzed city diplomacy activities from 2010 to 2022. We analyzed and grouped the data according to city diplomacy tools, and we conducted interviews with various units of Kocaeli Metropolitan Municipality and relevant organizations between November 14 and 30, 2023, to obtain detailed information about the data. The study concluded that city diplomacy activities are effective in tackling wicked problems. Discussing the role of local governments and the diplomacy activities they carry out in combating wicked problems through different city examples will provide insight into the more strategic use of this field. Disasters are events that affect normal life and require constant preparedness. It is an area that requires a special management approach as the results cannot be fully predicted. Disaster emergency management is a management field with its own characteristics that covers before, during and after the disaster and is also considered as integrated disaster management. The main thing in the pre-disaster period is to focus on awareness-raising and prevention activities. Post-disaster studies focus on activities such as recovery, repair, damage compensation and psychological support. These two periods of the process correspond mostly to the tasks that are under the responsibility of the central administration and that it can perform. The disaster sequence process is very closely related to the local government structure where the incident occurs. Therefore, disaster sequence management structure is an important issue in the success of intervention efforts. In this respect, the impact of local structure on disaster response efforts is also very vital. The aim of this study is to compare the disaster response capacity of local governments and the local disaster response capacity of the central administration through a sample municipality, focusing only on the intervention phase of the integrated disaster management process. Based on this, in this study, after the concepts of the field are given, information is given about the structure in Türkiye, the role and duties of local governments within this structure are revealed by examining legal texts. The structures of the examined institutions in their laws were examined, and the disaster emergency response data in the province of Gaziantep were evaluated by examining the documents and reports prepared for the activities of these institutions. When the number of response personnel, response equipment, machinery parks and other logistics facilities of the local administration unit and the local unit of the central administration are examined together, it is evaluated that the local administration unit is much faster and more effective in disaster response efforts. With the 2011 civil war in Syria, the country's economy has collapsed, cities have been destroyed, infrastructure challenges and social tensions have emerged. This civil war has deeply affected bordering countries such as Türkiye. Hosting millions of Syrians, Türkiye has been one of the countries that have directly felt the effects of the war. Türkiye has carried out activities in many areas such as health, shelter, and education for Syrians, and developed policies to ensure social cohesion. In the following period, Türkiye established safe zones in Syria with the Euphrates Shield, Olive Branch, and Peace Spring operations and started reconstruction activities in these safe zones. Together with central government units, civil society organizations, and local actors, Türkiye has made efforts to ensure the success of the reconstruction process. As one of Syria's border neighbors, Gaziantep has been one of the prominent cities in reconstruction activities. of Gaziantep Metropolitan Municipality has undertaken various activities to create livable places in safe neighborhoods. This study examines the activities of Gaziantep Metropolitan Municipality. The primary purpose of the study is to reveal the main motivations behind Gaziantep Metropolitan Municipality's cross-border activities and to analyze the nature of its relations with the central government in this process. The study is designed as a case study. The research findings indicate that the external relations of local governments in Türkiye are shaped in line with a political and legal framework whose boundaries are determined by the central government. The participation of different institutions and actors in countering radicalization is important for the success of a long-term challenging strategy. Local governments can serve as executive and auxiliary elements in countering radicalization options, which can be graded with the Public Health Model. Accordingly, local governments, which can effectively benefit from primary and secondary prevention, can reduce negativities that trigger radicalization such as marginalization and stigmatization among the society and increase social harmony with the social projects they will develop. The main claim of the study is that local governments can be effective as practitioners at the primary prevention level of countering radicalization and can serve as complementary and auxiliary elements at the secondary prevention level. To test this claim, the study will examine the UK example on a London scale. England's methods of countering radicalization will be discussed by analyzing published strategy documents, and the London example will be explained by examining the reports regarding the ongoing Countering Violent Extremism Program using critical discourse analysis. This study aims to investigate the occurrence of mobbing and job satisfaction among local government employees, exploring their relationship with various variables. A survey was conducted on 410 municipal personnel with different employment types in Aydın province district municipalities. Data were collected using the Individual Introduction Form, Mobbing Scale, and Minnesota Job Satisfaction Scale, and analysed using the SPSS version 27.0 package program. The analysis employed the Kolmogorov-Smirnov test, Mann Whitney U Test, Kruskal Wallis H Test, and Post Hoc test. The results indicate a low level of mobbing perception and high job satisfaction within local governments. Men, singles, shift or irregular employees, and master's degree graduates reported higher mobbing perceptions. Mobbing perception varied across employment types. Additionally, the study found that master's degree graduates had lower job satisfaction levels, and factors such as years of employment and working hours (day shifts or irregular shifts) significantly influenced job satisfaction. In Turkey, strategic plans are prepared for public administration organisations, especially municipalities, in line with the regulations of the Public Financial Management and Control Law No. 5018, in order to provide an effective, efficient and economic understanding of public service delivery. It is important to prepare strategic plans before the budget process and to establish a good relationship with strategic plans, performance programmes and activity reports. With Law No. 5018, municipalities have been obliged to prepare strategic plans and many municipalities and metropolitan municipalities have entered the strategic planning process. This study aims to analyse the relationship between SWOT analysis and performance targets. In order to analyse this situation, the question "How was the continuation of strengths, elimination of weaknesses, continuation of opportunities and prevention of threats among the concepts of SWOT analysis in the performance objectives of the 2015-2019 Strategic Plan of Muğla Metropolitan Municipality?" was answered through tables, column and circle graphs and percentage (%) calculations. Bilişim ve iletişim teknolojilerindeki gelişmeler toplumsal ve siyasal alanda birçok değişime yol açmıştır. Bu çalışmanın amacı merkezi yönetimlerle halk arasındaki en temel köprü vazifesini üstlenen belediyelerin; halka bu teknolojiler özellikle de sosyal medya platformları aracılığıyla nasıl hitap ettiklerinin ve yönetim politikalarında hangi konulara ağırlık verdiklerinin metin madenciliğiyle içerik analizi yöntemleri kullanılarak incelenmesidir. Örneklem olarak Ankara, İstanbul ve İzmir büyükşehir belediyelerinin resmi Twitter hesapları ele alınmış ve her bir büyükşehir belediyesi tarafından yapılan 7 Eylül 2022 tarihi ve öncesi son 3200 paylaşım Twitter API aracılığı ile elde edilmiştir. Veriler R programla dili kullanılarak metin madenciliği kapsamında veri ön işlemden geçirilmiş ve analiz edilmiştir. Kelime frekans dağılımları yapılmış, her bir büyükşehir belediyesi için frekans kapsamına giren ellişer kelime tespit edilmiş ve ilgili veriler kelime bulutları ile görselleştirilmiştir. Çalışmanın son aşamasında ise bu kelimeler içerik analizi yöntemi kullanılarak üç kategoriye ayrılmıştır: (a) belediyelerin hizmetlerine ilişkin genel konular, (b) belediye tarafından hizmet sağlanan gruplar ve (c) belediyelerin hizmet sağladıkları alanlar. Bu kategoriler bağlamında Ankara, İstanbul ve İzmir büyükşehir belediyelerinin karşılaştırmalı analizi yapılmıştır. Bulgulara göre, bu büyükşehir belediyeleri arasında hizmetlere ilişkin yapılan paylaşımlarda Ankara (n=5377) ilk sırada yer almış ve onu İstanbul (n=4612) ile İzmir (n=2675) izlemiştir.

The Ministry of Health is the most important actor taking responsibility for the delivery of health services in Turkey. In addition, local governments also have important responsibilities arising from the legislation in the provision of health services. The main purpose of the study is to determine the role of local governments in the provision of health services and to evaluate the satisfaction levels of individuals for the health services provided by municipalities. The research universe consists of all individuals over the age of 18 living in the city centers of Antalya, Isparta and Burdur. Quota sampling is chosen as the sampling method, and 615 questionnaires are analyzed within the scope of the research. As a data collection tool in the study, the questionnaire "On Determining the Views of Individuals on Health Services Provided by Municipalities" developed by the researchers is used. As a result of the research, when the satisfaction levels of individuals from the health services provided by the municipalities are compared in terms of the Western Mediterranean provinces, the ranking of Antalya, Burdur and Isparta is reached. In the light of the findings, it is suggested that studies should be carried out in cooperation with the central government in a way to increase the perception and knowledge level of individuals regarding the services provided by the municipalities and the satisfaction level of the individuals regarding the health services provided by the municipalities. The central "leave no one behind" principle of the United Nations 2030 Sustainable Development Goals (SDGs) points out that governance of migration, one of the most critical public policy field of recent years, should also be holistic and inclusive, encompassing all groups. This study examines Istanbul Sultanbeyli Municipality with the purpose of unpacking a good practice example for a better understanding of the migration-sustainable development nexus and the steps local governments can take in this context. The study initially discusses the SDGs and relevant targets that concern local governments in terms of multi-level migration governance. In this respect, municipalities emerge as critical actors for the success of SDGs at the local level and the formulation of development-sensitive migration policies through fostering cooperation, localization and adaptation. Based on qualitative research findings and the assessment of Sultanbeyli Municipality's services within the framework of SDGs, we argue that the "development-oriented cooperation" approach adopted by the municipality has the potential to set an example for a multi-level migration governance model that can be further developed in Türkiye. Birbiriyle çekişmeli bir mücadele yürüten devlet ve toplumsal hareketler uzun süre ayrı iki alan olarak incelenmiştir. Literatürde yoğunlukla toplumsal hareketlerin devleti ve onun kurumlarını şekillendirmesi ele alınırken devletin bazı unsurlarının da toplumsal hareketler gibi davranması gündeme gelmektedir. Özellikle yerel yönetimlerin tepeden inmeci politikaları/projeleri kabul etmeyerek kent hareketleri ile eşgüdüm halinde, protesto dahil çeşitli toplumsal hareket yöntemlerini kullanarak hak aradıkları çekişmeli bir mücadele yöntemini benimsedikleri gözlemlenmektedir. Yerel Yönetimler bünyelerinde toplumsal hareketlerde kısıtlı olan bazı kaynakları da barındırabilmektedirler. Bu makalede Kamu Yönetimi, Yerel Yönetimler ve Toplumsal Hareketler literatürlerini kesen bir araştırma alanı olarak aktivist belediyeciliğin Türkiye’deki tarihsel arka planı, hangi siyasi, ekonomik ve toplumsal koşullarda şekillendiği ve güncel dinamikleri incelenecektir. Yerel yönetimlerin neden aktivizme yöneldiği, bu tür bir aktivizmin hangi konularda yoğunlaştığı ve hangi eylem repertuarlarına başvurduğu ve hangi devlet kurumlarını neden muhatap aldığı incelenecektir. Aktivist belediyeciliğin merkeziyetçi ve kalkınmacı eğilimlerden, yerel demokrasinin yükselişinden ve son olarak da toplumsal hareketlerin sonuç alıcı etkinliğinden kaynaklandığı öne sürülecektir.

The home township phenomenon, which is the output of a process that starts with internal migration movements and continues with informal relations, has reflections on administrative structures as well as political, social, economic, demographic, cultural, and psychological effects. The purpose of this examination is to explain the interaction between the phenomenon of home township and personnel recruitment in local governments. With this scope of the central problem, the examination is to how the perceptions of municipal bureaucrats, local political elites, and home township association managers between personnel recruitment in municipalities and the phenomenon of the home township are grasped. The examination was conducted via in-depth interviews with 27 diverse ones in the district municipalities of Beşiktaş, Üsküdar, Ataşehir, Sancaktepe, Büyükçekmece and Esenler, which are affiliated to the Istanbul Metropolitan Municipality. As a result of the paper, it has been determined that there is an administrative main dimension related to the phenomenon of home township and six sub-dimensions under it. Additionally, in addition, the main findings and determinations of the study are that the principle of merit is rendered dysfunctional by the intense pressure of fellow citizens and political pressure in the recruitment of personnel to municipalities; that there is a problem of representative bureaucracy, and that this leads to a kind of municipal oligarchy. Traditional public spaces such as public parks, playgrounds, and public squares have been integral parts of the urban landscape for centuries. In today's urban areas, there are not enough empty lands to create traditional public spaces, and the financial resources to be used in the maintenance and repair works of these areas are also very limited. In recent years, tactical urbanism, which allows the use of leftover city areas with low budgets, has been adopted by the local governments of many US and European cities as a method that can help overcome these problems. In this research, the institutionalization of the tactical urbanism approach in the Karşıyaka district of İzmir was examined. The study aims to provide an in-depth examination of institutionalization in tactical urbanism that is directly related to the bottom-up urbanism approach and fill the gap in the literature in Turkey. As a result of the interviews with local government officials from Karşıyaka Municipality and İzmir Metropolitan Municipality; and the content analysis of the strategic reports of the two municipalities in the last five years, it has been understood that these municipalities have not yet adopted a holistic and systematic approach to tactical urbanism although they have started to implement some permanent and temporary tactical urbanism practices such as pedestrian plazas, parklets, and play streets individually in Karşıyaka district. Climate change and global warming have been at the forefront of the world's agenda in recent years. The change, that could not be noticed, before has turned into a global phenomenon and has become visible. The global increase in surface temperatures has started to affect the socioeconomic life of people directly and indirectly, deteriorating the balance of the ecosystem, rising sea level, shrinking the areas of snow and ice cover by melting, and the rapid increase of epidemic diseases. Regardless of the level of development, this transformation process has brought serious economic costs on economies. This phenomenon, which puts pressure on the world economy in different dimensions, has led economies to create new environmental policies from an international perspective to a national one and even from local to regional in recent years. In this context, in this study, it is aimed to make a spatial analysis on the effect of environmental expenditures made by local governments and their work on hazardous substance disposal on air quality. The study was based on 2019 and the spatial distribution of the variables was aimed to be revealed with the help of LISA statistics. The study is based on 81 provinces. In addition, in the study, the effect of the variables on the air quality for 2019 with spatial data analysis was determined according to the appropriate model, so the effects of the expenditures and activities on the air quality were evaluated and the results were desired to be revealed.

The wave of rapid change and transformation in the field of information and communication technologies has brought mobile technologies to the fore as never before. Mobile devices with a higher ownership rate compared to other technological devices; has opened new communication channels such as call centers, instant messaging applications and mobile applications between citizens and local governments, especially in the post-millennium era. Considering the access and usage rates on a global scale, mobile technologies offer a serious opportunity to reach a large number of citizens/customers. M-State and M-Municipality works, which have some advantages such as better service delivery at lower costs in the public sector, providing institutional capacity within the framework of efficiency, accountability, transparency, sensitivity, responsiveness and feedback principles, are causing a new wave of democratization today. With the study, it is aimed to determine the usage style and level of mobile technologies of metropolitan municipalities, which are considered to be relatively strong in institutional and financial terms. In this context, instant messaging applications, mobile services offered through call centers and mobile applications developed in a wide variety of topics that have been conducted by Metropolitan municipalities in Türkiye as an M-state or M-municipality tool are examined by web harvesting method. As a result, it is determined that mobile applications and call center services are actively used by these metropolitan municipalities, but instant messaging programs (WhatsApp and Telegram) are not used very actively and efficiently in general. Covid-19 pandemic first broke out in December 2019 in China and since then it has caused global crises all over the world. Therefore, most countries of the world have been struggling to meet current pandemic-based problems in many areas first in health, economy, education and to stop any other potential crisis with more effects. Both central and municipalities have fought against corona virus with their means and sources because quick and efficient measures taken against the rapid growth of the global crisis have made the countries deal with the period more effectively. In many countries, municipalities along with central governments have worked to offer various social work practices. The concept of post-truth which can be defined as loss of importance of truth, is discussed in such areas of social sciences like politics, administration, ethics, public relations, journalism, sociology. Post-truth is examined in a frame as it is commonly used in literature like the insignificance of seeking truth. The relation of the subject with public administration is about posttruth politics and discussions about its effects. Post-truth politics also have effects on local level. For this reason, the role of ethical principles as a tool for reducing or eliminating the effects of post-truth processes has been evaluated in terms of local level in this context. In this study, basic qualitative research method is used. Document analysis is used as a technique. Because of the needs of this, written documents are meticulously analysed. By this way, it is aimed to reach a meaning (Kıral, 2020). In other words, literature has been collected and examined (Sak vd., 2021: 230). At the same time, content analyses of the documents are made. The main research question of this study is whether ethical values can be a tool of resistance for local governments against the negatives and risks at post-truth era. As a result of this study, in the post truth era, national and local politics has to take responsibilities, not to use post-truth discourses before and after the elections, prevention of the loss of trust for public administration and politics, governing in a way of sharing information with citizens regarding transparency and accountability principles are concluded. Günümüz kentlerini tehdit eden en büyük küresel sorunlardan biri iklim değişikliğidir. Doğrudan ve dolaylı olarak iklim değişikliği nedeniyle yaşadığımız sel, deprem, fırtına gibi doğal afetler, salgın hastalıklar gibi olaylar yakın geçmişte ülkemizde ve dünyada yaşamı olumsuz etkilemektedir. Bu çalışma, İstanbul Kadıköy İlçesi Fenerbahçe Mahallesinde yaşayan ve 18 yaşını geçmiş kentlilerin iklim değişikliğine yönelik farkındalıklarını irdelemektedir. Araştırma yöntemi olarak rastlantısal olarak seçilecek 100 adet katılımcıya anket uygulanmıştır. Anket iki bölümden oluşmaktadır. Birinci bölümde yaş, cinsiyet, mahallede oturma süresi, eğitim seviyesi ve meslek grubu bilgileri istenmektedir. İkinci bölümde ise iklim değişikliğine dair farkındalığı irdeleyecek çoktan seçmeli sorular bulunmaktadır. Araştırma betimleyici niteliktedir. İstanbul Büyükşehir Belediyesi ve Kadıköy Belediyesi iklim değişikliğine yönelik çalışmalarıyla ön plandadır. Araştırmayla yerel yönetimlerin yaptığı çalışmaların halktaki bilinçlenme yansımaları da görülebilmektedir. Bu konudaki toplumsal bilincin artırılmasıyla, bireysel önlemlerde yükselme sağlanabileceği düşünülmektedir. Toplumlar bireylerden oluşur mantığıyla, iklim değişikliğini konusunda alınabilecek önlemlere dikkat çekilmektedir.
