MUĞLA BÜYÜKŞEHİR BELEDİYESİ ÖRNEĞİ İLE STRATEJİK PLANLAMA ÇALIŞMALARI ÜZERİNE BİR SWOT ANALİZİ.

In Turkey, strategic plans are prepared for public administration organisations, especially municipalities, in line with the regulations of the Public Financial Management and Control Law No. 5018, in order to provide an effective, efficient and economic understanding of public service delivery. It is important to prepare strategic plans before the budget process and to establish a good relationship with strategic plans, performance programmes and activity reports. With Law No. 5018, municipalities have been obliged to prepare strategic plans and many municipalities and metropolitan municipalities have entered the strategic planning process. This study aims to analyse the relationship between SWOT analysis and performance targets. In order to analyse this situation, the question "How was the continuation of strengths, elimination of weaknesses, continuation of opportunities and prevention of threats among the concepts of SWOT analysis in the performance objectives of the 2015-2019 Strategic Plan of Muğla Metropolitan Municipality?" was answered through tables, column and circle graphs and percentage (%) calculations. It was concluded that weaknesses could be eliminated, threats could be prevented, opportunities could be sustained and strengths could be partially sustained. [ABSTRACT FROM AUTHOR]
