Abstract

Disasters are events that affect normal life and require constant preparedness. It is an area that requires a special management approach as the results cannot be fully predicted. Disaster emergency management is a management field with its own characteristics that covers before, during and after the disaster and is also considered as integrated disaster management. The main thing in the pre-disaster period is to focus on awareness-raising and prevention activities. Post-disaster studies focus on activities such as recovery, repair, damage compensation and psychological support. These two periods of the process correspond mostly to the tasks that are under the responsibility of the central administration and that it can perform. The disaster sequence process is very closely related to the local government structure where the incident occurs. Therefore, disaster sequence management structure is an important issue in the success of intervention efforts. In this respect, the impact of local structure on disaster response efforts is also very vital. The aim of this study is to compare the disaster response capacity of local governments and the local disaster response capacity of the central administration through a sample municipality, focusing only on the intervention phase of the integrated disaster management process. Based on this, in this study, after the concepts of the field are given, information is given about the structure in Türkiye, the role and duties of local governments within this structure are revealed by examining legal texts. The structures of the examined institutions in their laws were examined, and the disaster emergency response data in the province of Gaziantep were evaluated by examining the documents and reports prepared for the activities of these institutions. When the number of response personnel, response equipment, machinery parks and other logistics facilities of the local administration unit and the local unit of the central administration are examined together, it is evaluated that the local administration unit is much faster and more effective in disaster response efforts.
