Abstract

The home township phenomenon, which is the output of a process that starts with internal migration movements and continues with informal relations, has reflections on administrative structures as well as political, social, economic, demographic, cultural, and psychological effects. The purpose of this examination is to explain the interaction between the phenomenon of home township and personnel recruitment in local governments. With this scope of the central problem, the examination is to how the perceptions of municipal bureaucrats, local political elites, and home township association managers between personnel recruitment in municipalities and the phenomenon of the home township are grasped. The examination was conducted via in-depth interviews with 27 diverse ones in the district municipalities of Beşiktaş, Üsküdar, Ataşehir, Sancaktepe, Büyükçekmece and Esenler, which are affiliated to the Istanbul Metropolitan Municipality. As a result of the paper, it has been determined that there is an administrative main dimension related to the phenomenon of home township and six sub-dimensions under it. Additionally, in addition, the main findings and determinations of the study are that the principle of merit is rendered dysfunctional by the intense pressure of fellow citizens and political pressure in the recruitment of personnel to municipalities; that there is a problem of representative bureaucracy, and that this leads to a kind of municipal oligarchy.
