As Arbo and Benneworth (2007) have alerted us, higher education institutions are now expected not only to conduct education and research, but also to play an active role in the development of their economic, social and cultural surroundings. They call this the "regional mission" of HEIs. This paper is concerned with cultural engagement. Research on universities' cultural engagement in their regions and the impact of that engagement is still in its infancy, partly because there are different understandings of "culture" and of what "engagement" entails. In this paper, qualitative data from the reports of mixed teams of academics and regional administrators involved in a large international project designed to improve universities' regional engagement are analysed and discussed. The on-going study--PASCAL Universities' Regional Engagement (PURE)--investigates the role of HEIs in their regions across in a variety of fields such as the economy, community development, the environment and others. This article analyses the data from the study to identify the different perspectives universities and regions have of cultural engagement. The aim here is to demonstrate the value of PURE in facilitating the development of mutual understanding both between universities through a common language and between universities and their regions in respect of mutual expectations. For example, particularly difficult to de-construct is universities' engagement with disadvantaged communities (Doyle, 2007) but Powell's (2009) work suggests that universities might engage more broadly and effectively "through better knowledge sharing and co-creation with business and community partners" to become "real drivers of creative change in developing socially inclusive projects". Others have written about the educational role of universities in developing a "lifelong learning culture" in their region (European Universities' Charter on Lifelong Learning, 2008).

This article examines effects of the 1988 Education Reform Act in the United Kingdom, especially the decline in participative decision making by teachers, increased centralization of control, and the introduction of a national curriculum. The paper also discusses the historical relationship between professional autonomy for teachers and control of the British education system. (DB)

This paper analyzes Irish governmental policy related to quantitative and qualitative changes at the institutional level in the degree of "professionalization" and "vocationalization" in institutions of higher education. An evaluative state is seen emerging which emphasizes market values and a competitive model of higher education. (DB)

This article introduces four papers addressing problems of higher education in Czechoslovakia, Hungary, Poland, and Yugoslavia. Issues identified include overcoming the Communist heritage, the separation of teaching and research, low student numbers, appropriate diversification of higher education, increasing access, the role of the state, and higher education and the economy. In the last 30 years, major changes have taken place in the public sector worldwide under the rubric of New Public Management [NPM]. The education sector is perhaps one of the key areas drawing an intense interest and discussion in the wake of NPM. The Russian State seems to be no longer an exception to this global trend. In line with this, the Russian education sector was declared as a large-scale top priority national project in the late summer of 2005, which was aimed to help raise the living standards of each Russian citizen. This empirical paper seeks to reveal the major institutional and legal changes taking place in Russian higher education over time. This insight is vital as it points to the contexts in which Russian public universities operate. To make the acquaintance of a system of Russian higher education, this research sketches its evolution. It commences from the Soviet era to the present time, highlighting the most significant government initiatives.

As part of the process of enhancing quality, quality culture has become a taken-for-granted concept intended to support development and improvement processes in higher education. By taking a theoretical approach to examining quality culture, starting with a scholarly examination of the concept of culture, and exploring how it is related to quality, quality improvement and quality assurance, the aim of this paper is to create a better understanding of how one can make sense of quality culture, its boundaries but also its links to the fundamental processes of teaching and learning. Beginning in the year 2000, higher education policies all over Europe were transformed by the launching and evolution of the Bologna Process, otherwise known as the process of creating a European Higher Education Area (EHEA). Initially, this process was flexible and informal, which makes the rapidity and scope of the changes it brought about surprising: why did European governments commit themselves to achieving the Bologna Objectives, and why so quickly, when there was no legal obligation to do so? I will argue the following: to understand the development of such a sense of obligation, we must take into account the special interests at stake when Bologna objectives are implemented at a national level. We must also consider the legitimacy lent to the process by the Bologna ideals of a knowledge-based economy and society. These elements are present in other studies on this topic. However, and this is rarely considered, we also have to take into account the specific dynamics of the process of creating an institutional coordination and monitoring mechanism. This mechanism has a formal institutional structure and tools for evaluation and monitoring. Our analysis of the way in which it was developed and formalised enriches previous research on the topic and also sheds light on how a flexible European process of voluntary participation became a monitored system of coordinated national higher education policies.

There is no doubt that what is generally referred to as "Ph.D education" has undergone dramatic changes in Europe in recent years. Whereas the Bologna Process, launched in 1999, originally had in mind to make it easier for undergraduate students to gain international experience and enhance their employability by facilitating mobility and transparency of higher education in Europe, the idea of a "third cycle" of doctoral studies came relatively late in the discussion (2003). For some academic cultures, the idea of educating doctoral students was and still is perceived as a threat against academic freedom, originality and credibility. Other academic cultures have already long adopted Ph.D training schemes as an integrated part of training future scientists and knowledge workers. This article presents the result of a recent survey on Ph.D training in the Nordic-Baltic Area (Andreas Onnerfors: "Ph.D-training/PGT in the Nordic-Baltic Area", Exploring the North: papers in "Scandinavian Culture and Society" 2006:1, Lund 2006) initiated by the Nordic research organisation NordForsk, which discusses new concepts of doctoral education and training in the five Nordic and the three Baltic countries as well as in Russia, Poland and three northern states of the Federal Republic of Germany. Whereas there is great correspondence in the performance of doctoral training and education in the Nordic countries and changes have been introduced permanently for about 30 years, Poland, Germany and Russia are battling with their academic traditions and the challenge of adapting their academic cultures to joint European standards. This concerns especially the phenomenon of two postgraduate degrees (the Ph.D and a further degree) and the view upon training elements in doctoral studies. After their independence, the three Baltic countries rapidly adapted their systems of higher education to the Nordic model.

What is changing in academic research? What has changed over the past decades and what might change in the coming ones? Could the research mission of universities be carried out in slightly or radically different ways in the medium term? This article aims to cast light on the trends and driving forces that can be observed in academic research over the past two decades in the OECD area. It gives an outlook of the main current characteristics of academic research at a macro level in terms of funding and activities in comparison with research performed by other sectors. It also highlights future challenges and sketches a few possible futures scenarios in a 20-year time frame.

This study is set in the rapidly changing higher educational environment that has ensued in Serbia and Montenegro in the post Milosevic era. Its primary focus is a "Training Trainers" initiative, mounted by the GTZ (Deutsche Gesellschaft fur Technische Zusammenarbeit/Society for Technical Co-operation), designed to upgrade the teaching capacity of academic representatives from four Serbian Higher Business Schools (HBS) in modern business and management education as part of a broader European project to foster democratic citizenship and to spur the political rehabilitation of Serbia. As a consultant employed by the GTZ to deliver a module in Human Resource Management (HRM) I was able to gain first hand insights into problems and issues associated with the assimilation and teaching of new business ideas by local experts. The article draws upon hermeneutic insight in order to understand the potential for misinterpretation and misunderstanding in intercultural educational dialogue in a particularly troubled economic, political and institutional climate. Although the module was perceived as being successful in it own right, institutional inertia in the field of education, cultural dissonance amongst primary stakeholders and an ethnocentric approach to programme formulation impeded the diffusion of new business knowledge into wider Serbian industrial structures. It is concluded that, in future, such initiatives would need to be more finely tuned to local circumstances and founded upon genuine dialogue between international educational actors.

Teacher educators must produce teachers who see their own learning as a lifelong enterprise. Successful models of lifelong learning partnerships between universities and schools must assert connections between thinking, planning, and practice through self-generated supported reflective work at multiple levels, which is appropriate to the lifelong developmental needs of both parties.
