School libraries play a crucial role in supporting learning within educational institutions by providing information resources and services to both students and teachers. It is essential that these resources be accessible to all without obstacles. Addressing accessibility in libraries involves ensuring equal opportunities for access to information in education. The objective of this exploratory study is to assess the state of school libraries in the Cordillera department of Paraguay with regard to accessibility for individuals with disabilities. This study demonstrates the existence of barriers in school libraries in Paraguay. Such barriers must be addressed and rectified in accordance with the guidelines outlined in international treaties signed by Paraguay, as well as the national accessibility regulations [ABSTRACT FROM AUTHOR]

7. Prevalence of musculoskeletal disorders in the primary caregiver of patients with physical disabilities.

- Abstract
Objective: To estimate the prevalence of musculoskeletal disorders in the primary caregiver of patients with physical disabilities at the Central Military Hospital. Methodology: Participants who were caregivers of patients with a disability were sought to complete the questionnaire. A sociodemographic questionnaire was applied to each person, the Nordic questionnaire for the detection of musculoskeletal symptoms and the Zarit questionnaire to assess the caregiver's burden, descriptive statistics of these questionnaires were performed. Results: The final sample was 29 people, the sociodemographic questionnaire showed that the primary caregiver is usually a single woman aged 40 (± 11.5) years, with a daughter relationship, who is dedicated to household activities. The Nordic questionnaire showed that 21% of the caregivers reported pain, the largest areas with pain were back (45 %), shoulder and neck (both with 21 %). The Zarit questionnaire indicated that nearly 90 % of the patients did not present activity overload. Limitations of the study: Being a study carried out in a military hospital, the results may not be representative of the Mexican population. Originality: Few are the works focused on the study of the Primary Caregiver both nationally and internationally. Conclusions: The informal primary caregiver is usually a vulnerable population with a low educational level and without any economic remuneration, and which contributes a lot to the care of patients with disabilities, therefore measures must be implemented to help train them to care for their integrity and that of their relatives. The entry into force of Legislative Decree No. 1384 meant that Peru incorporated into its legislation on legal capacity the paradigm of the Social Model of Disability contained in the Convention on the Rights of Persons with Disabilities (2006). This has meant a resounding change in the understanding of the notion of capacity and the existing interaction between the legal system and any person who presents psychosocial, intellectual and/or cognitive deficiencies, since now what was initially an impediment to the exercise of their rights and obligations is no longer an impediment and it is assumed that every person enjoys full legal capacity to deploy their legal sphere. Now, considering that the Law is presented as a normative system that responds to criteria of logic and internal coherence and that its considerations are based on a common factor such as the person and his behavior, the following question arises: what are the implications that this change causes in the legal treatment of the capacity to be subject to criminal charges? From this perspective, we analyze how this new conception of capacity would operate in the field of criminal law, mainly that referring to the notions of imputability and culpability. This responds to the fact that these categories are also structured on the notion of capacity as aptitude to be motivated in accordance with the norm or to infringe it and, thus, be considered responsible for the typical wrongdoing and deserving of punishment. In this line, we consider that the Social Model of Disability would imply that the bases of the sanction in the criminal field, contained in the mentioned categories, are also reformulated, since the notion of capacity is a unanimous element to the legal reasoning that is based on the logic of the duty that every person has to adapt his conduct to the Law, which cannot be considered in an abstract way by the legal system, as the legislation inspired by the mentioned model would do. El objetivo de esta investigación es analizar la satisfacción de deportistas paralímpicos elite sobre su calidad de vida y las diferencias entre los tipos de deporte paralímpico practicado. La muestra se compuso de 35 deportistas paralímpicos de elite chilenos quien compiten en Boccia (BC), Fútbol 7 (FT) y Rugby en silla de ruedas (RSR). Se aplicó el cuestionario WHOQOL-BREF para medir la satisfacción que tenían los para deportistas sobre su calidad de vida (CV), estado de salud (ES), salud física (SF), salud psicológica (SP), relaciones sociales (RS) y relación con el ambiente (A). No se encontraron diferencias significativas en la CV general o satisfacción con el ES en función del tipo de para-deporte practicado. Sin embargo, se encontraron diferencias significativas la SP entre BC y FT, siendo los deportistas de BC quienes obtuvieron puntuaciones más altas. En conclusión, los deportistas paralímpicos presentan una tendencia positiva en la percepción de su CV y satisfacción con su ES, sin embargo, no están condicionadas por el para-deporte practicado. Solo se identificó significativamente una mayor SP para BC en comparación FT. Estos hallazgos pueden contribuir al desarrollo de políticas y estrategias para la mejora de la CV de deportistas paralímpicos de elite.

Basic Health Units lack infrastructure to guarantee accessibility for people with disabilities, as they often present inadequacies on public roads and lack of access to the entrance to the facilities. Buildings lacking accessibility create significant obstacles to the health of people with disabilities, providing distance between the individual in need of care and the health unit. Therefore, many challenges are faced by this public, and therefore, the objective is to: Know and characterize the faces and interfaces of accessibility for people with disabilities. Given the knowledge explored, it is known that the National Policy for People with Disabilities is a source of technical and scientific knowledge for those who use it, including health professionals, family members, and people with disabilities. Knowing that access to the Unified Health System (SUS) is the main gateway for these patients, this article is of great importance, as it allows reflection on the topic in question and generates new possibilities for discussion. Including people with disabilities in the decision-making process about their own care is crucial. La persona con discapacidad tiene derecho a la toma de decisiones con efectos legales, pero no siempre puede expresar voluntad siendo el apoyo quien la ayudará a comprender la trascendencia de sus actos, acompañándolo en la información, evaluación, decisión y declaración. La manifestación de voluntad de la persona con discapacidad es una toma de decisión con colaboración, una situación sui generis en la teoría del acto jurídico, por lo que los vicios pueden ser más evidentes al estar la voluntad más expuesta. Deben preverse casos en los que el apoyo no cumpla su función de colaborar e interpretar la manifestación de voluntad de forma que termine expresándose una distinta a la real. El nuevo régimen de capacidad nos lleva a evaluar nuevos vicios de la voluntad, como son el conflicto de interés, la ventaja injusta y la influencia indebida que afectan el acto jurídico. Las salvaguardias son mecanismos de defensa que pueden evitar las alteraciones en la voluntad de la persona con discapacidad.

Ableism - discrimination and prejudice against people with disabilities - is one of the social issues present in everyday life that requires coordinated actions to raise awareness and inform the population with a view to uprooting these embarrassing practices. In this scenario, the objective of the extension project was to provide the community of the Frutal Microregion with educational and IT tools, aiming to recognize the rights of people with disabilities; the strengthening of anti-capacity struggles and University and Community interaction. In the project development methodology, communication practices were used, which could also be developed by the community at a later stage. The different techniques were designed according to the action and phases of the extension. It encompassed the construction and dissemination through the media in its various languages; traveling conversation circles; making posters; establishment of public-private partnerships. The target audiences were the Association of Parents and Friends of the Disabled (APAE), Associação Abraço Azul, the press in Frutal and the micro-region; Closed students at the Frutal Prison and the Association for the Protection and Assistance of Convicts (APAC); academic community at the Minas Gerais Research Support Foundation (FAPEMIG). A positive impact on the actions was inferred from the results of university extension, seen in the establishment of partnership, participation during the workshop; provision of media space and press coverage. This article intends to analyze the STF’s performance, based on Ronald Dworkin’s law as integrity in two constitutional cases involving, in a broad sense, the right of people with disabilities to inclusive education. Developed through the deductive method and bibliographic and jurisprudential procedures, the research allowed the conclusion that the decisions pronounced by the Brazilian Constitutional Court in Direct Unconstitutionality Actions nº 5.357 and nº 6.590 are in accordance with Dworkin’s ideal of integrity, considering that, in both, there is a coherent interpretative continuity of the existing legal elements on the subject, in deference to the historical change of paradigm in the treatment of disability, result of social mobilization. The decisions taken can be considered “correct”, since they interpret the right to its best light, essentially based on arguments of principles, especially that of equality (material), in favor of the fundamental right to inclusive education. 19. Autismo en Perú: estado actual.

This review presents the current state of autism spectrum conditions (ASC) in Peru, including epidemiology, legal framework, education and health services. CEA are characterized by persistent difficulties in communication, social interaction, and restricted and repetitive behaviors and interests. The global prevalence of CEA is around 1%. In Peru, there are no reliable epidemiological studies on the prevalence of CEA. In 2014, the Law for the Protection of People with Autism Spectrum Disorder was approved, which allowed the development of a national plan for the period 2019-2021, which was partially fulfilled. In education, students with CEA were predominantly served in public institutions with guides and resources from the Ministry of Education. Regarding health services, in 2021, 12,325 people with CEA were cared for by the public sector, 78% between 1 and 11 years old. In conclusion, although certain progress has been made to benefit the population with CEA in Peru, there are still problems in access to diagnosis and specialized services. [ABSTRACT FROM AUTHOR]

22. Turismo post-Covid para personas con discapacidad: Estudio de preferencias en Perú

El turismo enfrenta un problema que no se había experimentado antes del COVID-19, esta crisis permite replantear el sector turístico para que sea mejor, resiliente, sostenible e inclusivo. El objetivo de la investigación fue determinar preferencias de las personas con discapacidad que residen en Lima, la capital del Perú, para realizar turismo Post-Covid, la muestra estuvo compuesta por 102 personas registradas en el Consejo Nacional para la Integración de la Persona con Discapacidad. El método de investigación es descriptivo, con enfoque cuantitativo, no experimental y de corte transversal. Los principales resultados fueron que el 56% de los encuestados con discapacidad tienen de 21 a 40 años de edad, un 81% viaja acompañado y un 44% que definitivamente viajará y realizará turismo pasada la pandemia. Se concluyó que las personas con discapacidad están dispuestas a realizar turismo post-Covid con preferencias en turismo de aventura, histórico, cultural y ecoturismo; buscan satisfacer las necesidades de ocio y de intercambio cultural; requerirán especial asistencia, medidas de bioseguridad en el transporte y accesibilidad hacia los recursos turísticos, por último, exigen que se utilice el lenguaje de señas o el braille para hacer más accesible la comunicación. Por tanto, se concluye que los requerimientos de las personas con discapacidad pueden ser atendidos por la oferta turística peruana y constituyen una demanda turística potencial no atendida.

Para ello, se realizó un estudio normativo de cada uno de estos aspectos, yendo de lo general a lo particular, para culminar en la política pública que desarrolla los lineamientos en materia de población con discapacidad en Tunja: el Acuerdo Municipal No. 0026 de 2011.

La promulgación de la Constitución Política de Colombia (1991) ha sido considerada como uno de los momentos que generaron el llamado nuevo constitucionalismo latinoamericano, caracterizado por un cambio antropocentrista que identificó como eje central a la dignidad humana, en cuya vigencia se ha tendido a una mayor garantía para las personas con discapacidad. Considerando que los retos del nuevo constitucionalismo deberían mantener consonancia con los objetivos del milenio, con tendencia a una reducción material de desigualdades, con el presente artículo se analizan los desafíos de esta corriente que requieren mayor atención para la protección jurídica de la persona con discapacidad. Así, mediante una metodología básico-jurídica, se identificarán los retos del nuevo constitucionalismo latinoamericano en el marco los Objetivos de Desarrollo Sostenible (ODS), las necesidades de la protección jurídica de la persona con discapacidad en el marco de estudio y cuáles son los retos de estas nuevas tendencias constitucionales frente a la protección jurídica de la persona con discapacidad. Con todo, se exaltará una necesidad de tratamiento, interpretación y promulgación jurídica progresista y de permanente evolución, garantista para grupos desiguales en el entendido de que es un trabajo sin descanso que materializa los fines constitucionales que inspiraron aquellos momentos de avanzada que lograron el nuevo constitucionalismo latinoamericano.

To achieve effective labor inclusion for people with disabilities, several models have been proposed that, depending on the historical period, have undergone changes. These models have been proposed to lessen inequalities by adding or removing parameters from disability models. Objective: To identify the parameters put forth in disability models and which, based on their frequency, are essential in employment inclusion models. Materials and Methods: sixty-three articles were reviewed in the Scopus, Pubmed, Dialnet, and Google Scholar databases, of which 50 containing disability models were chosen. These models were set up, and the variables in each one examined to obtain their parameters so that the ones that appeared most frequently could then be identified. Results and Discussion: seven parameters were identified with a high frequency of occurrence in the disability models: a) family support; b) workplace Adjustments; c) competency-based training; d) on-the-job training and support; e) training coworkers and managers on the inclusion of people with disabilities; f) follow-up and evaluation of the labor inclusion process; and g) education level. The Law n° 13.146/2015 has given full capacity to people with disabilities, promoting the re-reading of the doctor-patient relationship. Under the ideal of reducing the interference of third parties and medical paternalism in the decision-making of these individuals in health matters, this law restricted the institute of guardianship, in art. 85, caput, to the economic and financial dimensions, excluding from its scope the exercise of existential rights, as is the case of the right to health. In this scenario, the problem of informed consent involving patients with neurocognitive and psychiatric impairment is verified, since the assessment of their will constitutes a complex task. The limited discernment of patients with this profile sometimes supplants the normative aspiration of giving them full autonomy to practice existential acts. A systematic interpretation would allow the harmonization of article 85, caput, of the Statute of the Person with Disability, with the United Nations Convention on the Rights of Persons with Disabilities, recognizing the comprehensiveness of the scope of application of the guardianship regarding the exercise of the right to health, in the cases of the cited patients. Thus, this article seeks to analyze informed consent in medical interventions performed on these individuals, in light of the aforementioned Convention. [ABSTRACT FROM AUTHOR]

29. Discapacidad y su atención por personal sanitario en hospital de tercer nivel en Honduras

Antecedentes: El 25% de hospitalizaciones pueden re-querir rehabilitación y en Honduras la discapacidad en hospitales no ha sido considerada. Objetivo: Determinar proporción de discapacidad en pacientes hospitalizados y conocimientos, actitudes y prácticas (CAP) del personal sanitario en discapacidad/rehabilitación, Hospital Escuela, agosto 2016. Métodos: Estudio descriptivo transversal, en pacientes mayores de 18 años hospitalizados aplicándoles cuestionario World Health Organization Disability Assessment Schedule (WHODAS) para identiicar discapacidad. Al personal de salud se le aplicó instrumento para identiicar CAP de rehabilitación en personas con discapacidad. Se realizó análisis univariado; se obtuvo consen- timiento informado escrito. Resultados: De 235 pacientes, 86.8% (204) tenía discapacidad. De éstos, 68.1% (139) edad 18-59 años, 53.4% (109) sexo femenino, 57.8% (118) discapacidad moderada completa. Sólo en 5.4% (11) se solicitó interconsulta con Servicio de Rehabilitación tras una semana desde ingreso. De 114 participantes del personal sanitario, 50.9% (58) tenía conocimiento deiciente; enfermeras profesionales 60.9% (14) y auxiliares de enfermería 75.0% (30); actitudes fueron positivas excepto reconocer no manejo integral en pacientes 50.9% (58), médicos especialistas 30.4% (7) y 32.1% (9) médicos residentes. De 9 prácticas evaluadas, 4 fueron menos realizadas: postura antiequino, liberación de prominencias óseas 39.5% (45), respectivamente; manejo de cavidad oral 50.0% (57), sedestación en cama 50.9% (58); menos realizadas por médicos residentes 54.6% y auxiliares de enfermería 58.5%.Discusión: Existe alta proporción de discapacidad con pobre respuesta posiblemente derivada de conocimiento deiciente y baja realización de buenas prácticas en rehabilitación. Debe capacitarse al personal sanitario en reconocer la discapacidad y mejorar trabajo en equipo con Servicio de Rehabilitación.

Este artículo expone un análisis, desde una perspectiva jurídica, del estado de protección de la persona con discapacidad en Colombia a partir de la declaratoria del estado de emergencia económica, social y ecológica en el territorio nacional ante la propagación de la Covid-19. En este sentido, se generan recomendaciones que aseguren una protección jurídica en el territorio colombiano. El desarrollo del artículo expone la situación de las personas con discapacidad durante la pandemia. Se analizan las medidas de protección jurídica dispuestas por el Gobierno y las recomendaciones surgen como pertinentes para una protección jurídica efectiva. El abordaje planteado se sustenta a partir de una metodología dogmática del tipo básico-jurídica, pues el objeto de estudio está constituido por la normatividad colombiana en materia de discapacidad que surge a partir de la declaratoria de emergencia en territorio nacional. Además, se utilizan fuentes secundarias de investigación y se analizan la ley y la doctrina aplicable al objeto de estudio. Con lo anterior se mostrará que, en época de pandemia, el Estado colombiano ha intentado ajustarse a los lineamientos de la ONU para propender por mantener la garantía de los derechos de manera equitativa y justa. No obstante, surgen algunas recomendaciones precisas y ajustadas que sugerimos para alcanzar dichos fines y porque resultan pertinentes al discurso garantista hoy existente.

Public space is an essential element of the urban structure, where society becomes visible and where social interaction occurs. The use of this places is considered a right for everyone, so it must promote inclusivity and social well-being. Currently, quality green areas and parks in Ecuador are scarce and few are inclusive, this has an impact on problems of discrimination and exclusion, especially for people with disabilities. In response, this work presents the proposal to redesign the Parque del Niño, focused on the inclusion of children with and without disabilities in Gualaceo, using Universal Design as a design tool to create accessible environments for all without major difficulties. The research presents a qualitative and quantitative analysis of the study area that determines its configuration and the results of the participatory workshop at the Unidad Educativa Especial Gualaceo where the situation and needs of children with disabilities are perceived. Subsequently, it formulates a design proposal described through a set of architectural plans, sections and perspectives that demonstrate how Universal Design contributes to redesign the park. Finally, it presents conclusions and recommendations that can be used for future designs of inclusive public spaces with similar characteristics.

This article studies and analyzes, through an interdisciplinary approach, the educating and humanizing city capable of promoting the reduction of inequalities and vulnerabilities. One of the premises for this thematic discussion is the current concept of citizenship in democracies, that is, the citizen is not only holder of fundamental rights, but also responsible for fulfilling duties. Citizenship, in this way, reappears as a place of responsibilities, foundation of the Democratic State of Law and, in the present study, of the implementation of the right to the city, which educates and humanizes and does not depend only on the actions of the Public Administration to seek to reduce the inequalities and lessening of vulnerabilities so constant and evident in our experiences. It is necessary to educate the citizen to assume a role that overcomes the passive condition of those who "have the right to have rights", there are several duties so that such rights can be effectived. State and citizens, in several issues, do not act oriented towards the pursuit of the common good, as if they did not recognize duties assumed at the domestic level and in international agendas, especially the 2030 Agenda. There are many advances in terms of legal norms and commitments that result from them, especially the Constitution and statutes, but a lot is still remains to be done for the city to be prepared to receive everyone equally and be a place that effectively transforms people and shapes itself for inclusion, with special emphasis on and agrave; person with disability. The methodology adopted was the analysis of the various normative documents that dialogue to reduce inequalities and vulnerabilities according to the will of the Constitution and strengthening of the Democratic State of Law. Introducción: En el mundo, 75 millones de personas requieren una silla de ruedas (SDR) pero entre el 5% y el 15% de ellas disponen de una. La OMS define SDR adecuada como aquella satisface las necesidades del usuario y su entorno, ofrece calce y apoyo postural apropiados, es segura y duradera. Objetivos: El objetivo primario es describir el calce, apoyo postural y seguridad de los usuarios de SDR que concurren al servicio de kinesiología del I.Re.P. El objetivo secundario es conocer la satisfacción respecto a su SDR y los servicios relacionados. Sujetos y método: Se incluyeron usuarios de SDR que concurran al servicio de kinesiología del I.Re.P. Las SDR fueron evaluadas siguiendo los lineamientos de la OMS, y la satisfacción utilizando el cuestionario QUEST 2.0. Resultados: De 30 sujetos incluidos, 21 fueron hombres con una edad media de 48,17 años. Sólo 1 sujeto contó con todas las medidas correctas de seguridad, calce y ajuste postural, 6 sujetos contaban con todas las medidas correctas para un calce adecuado y 5 con todas las medidas de seguridad. En cuanto a la satisfacción, se han encontrado puntajes elevados respecto a las SDR y puntajes bajos respecto a los servicios relacionados. La Satisfacción total recibió en su mayoría puntajes medios y altos. Conclusión: Sólo 1 sujeto de los 30 evaluados cumplió con todos los requisitos de calce, ajuste postural y seguridad necesarios para considerar una SDR adecuada. La mayoría de los sujetos reportaron estar más satisfechos con su SDR que con los servicios relacionados.

Introducción: El ejercicio de la práctica profesional relacionado con el reintegro laboral de personas con discapacidad, debe soportar su actuar en la evidencia científica. Con el avance de las tecnologías de información y comunicación se tiene acceso a un gran acervo de resultados de investigaciones, a las cuales se pueden acceder a través del uso de estrategias de búsqueda. Objetivo: Evidenciar la pertinencia de una estrategia de búsqueda para recuperar publicaciones científicas relacionadas con el reintegro laboral de personas con discapacidad. Materiales y métodos: Se presenta de forma sistemática la estrategia de búsqueda a partir de definición de la pregunta, identificación de términos de búsqueda en lenguaje común y controlado, ecuación de búsqueda, búsqueda-recuperación de artículos, criterios inclusión-exclusión, selección de artículos, lectura crítica y respuesta a pregunta de investigación. Lo anterior puede ser reproducido ajustando descriptores según el interés profesional. Resultados: Se recuperaron 15 artículos que responden a la pregunta ejemplo, evidenciando la pertinencia de la estrategia de búsqueda. Conclusiones: La estrategia de búsqueda de información académica propuesta, permite recuperar artículos que son pertinentes para el investigador y profesionales en su práctica diaria.

Researches in special education is a complex area, crossed by several themes. One of the emerging discussions in the current scientific scenario is the intersection between the studies of disability and sex. The general objective of this research was to explore the discourses and experiences of young people with intellectual disabilities and their families about disability and sex. Semi-structured interviews were conducted with nine young people diagnosed with intellectual disabilities and their families, which were qualitatively analyzed based on Foucault's archaeogenealogy. The results showed that young people have emancipatory desires, aspiring to establish loving relationships, however their discourses are permeated by prejudiced ideas about sex, which are transmitted and reaffirmed by their guardians. The discourses analyzed showed that the relationship between disability and sex in both their lives is marked by myths of asexuality, hypersexuality and abjective notions. The realization of sex education groups that promote reflections on the crystallized discourses that involve disability and sex can contribute to change this scenario, promoting the affective development and social inclusion of people with disabilities. This article aims to comprehend resilience processes experienced by families with a disabled person. A transversal, qualitative, descriptive and explanatory research was made with five disabled people, and six of their relatives. Two of them presented a physical deficiency and the others presented intellectual, hearing and vision deficiencies. Regarding the relatives, there were three mothers participating, a wife and two fathers. Both were recruited by convenience and answered a semi-structured interview analyzed through content analysis. Two analysis categories emerged: the adversities experienced by people with deficiency and their relatives and the family resilience processes. Among the adversities mentioned by the participants are the impact due to the diagnosis, the change of roles in the family, and the need for adjustment to guarantee the well-being of the disabled person, added to the physical and attitudinal barriers experienced daily, aside from the need to escape the denial of the deficiency, besides the over protection. Despite the mentioned adversities, it was understood that the interviewed families used specific strategies and many times well succeeded in confronting adversities. It was possible to verify that the acceptance of the deficiency, as well as the interaction with peers contributed to the development of resilience processes. Finally, it was determined that family resilience constitutes a promising approach to research and intervention directed to people with deficiency and their families for it breaks the view of deficiency as a limitation and also projects light into its potentialities. El propósito de esta investigación es identificar las diversas expresiones de los estudiantes de tres universidades del interior del país, México. Mediante el uso de la teoría de las representaciones sociales se muestra un abanico de diversos términos en torno al tema de la persona con discapacidad. Las instituciones en donde se realizó el acopio de la información son de espacios sociales diferentes, uno de los supuestos dentro de esta teoría, es la necesidad de diversidad espacial para identificar las representaciones. La muestra comprendió de 193 estudiantes de tres instituciones. La metodología consistió en responder una asociación de palabras, y al finalizar asignarles una ponderación a sus respuestas. Posteriormente, se utilizó la técnica de redes semánticas naturales para analizar las expresiones y encontrar las más significativas. Las respuestas indicaron una representación importante de aceptación por parte de los estudiantes. Sin embargo, el contexto jugó un factor sustancial, porque en las zonas rurales se marca un distanciamiento y rechazo. Contrariamente a lo que ocurre en las urbes y zonas turísticas, donde la PcD, es más aceptada.

La investigación es una aproximación al problema de la exclusión hacia las personas con discapacidad por parte de estudiantes de Instituciones de Educación Superior del país. Se elaboró un instrumento basado en la asociación de palabras para luego utilizar la técnica de redes semánticas naturales a una muestra de 519 estudiantes de nueve Instituciones de Educación Superior en México para conocer las expresiones sobre el tema de la discapacidad empleando una palabra generadora de uso cotidiano. Aunque los hallazgos evidencian aceptación aún prevalecen los estigmas y la desinformación que pueden llevar a la discriminación.

Introducción. La acondroplasia es una condición congénita causada por una mutación del gen codificador de crecimiento del fibroblasto que afecta la osificación endocondral y genera discapacidad estructural; además, es la causa más común de talla baja desproporcionada. Por su parte, el deporte adaptado es una disciplina deportiva que se ajusta al colectivo de personas con discapacidad y una estrategia diseñada para generar inclusión y mejorar la calidad de vida de sus participantes. Se presenta el caso de una paciente con acondroplasia a quien se le diseñó un plan fisioterapéutico de intervención enfocado a minimizar el riesgo de lesiones y prevenir la pérdida de funcionalidad como consecuencia de la práctica deportiva. Presentación del caso. Paciente femenina de 27 años diagnosticada con acondroplasia y practicante de levantamiento de potencia adaptado y natación paralímpica, a quien mediante valoración fisioterapéutica y de la aptitud física se le encontraron alteraciones posturales y en el patrón de marcha. Dado que por su condición de base no es recomendable que practique los deportes en los cuales compite, se le diseñó un programa de entrenamiento y recomendaciones dirigido a preservar su funcionalidad y mejorar su desempeño en la práctica deportiva. El plan fue puesto en práctica y tolerado de forma adecuada por la deportista. Conclusiones. Los planes de entrenamiento que favorezcan el mantenimiento de la condición física óptima de los participantes de deportes adaptados les permiten a estos deportistas realizar su práctica sin afectar su expectativa de vida ni su funcionalidad. El análisis del presente caso muestra cómo el fisioterapeuta desempeña un rol importante en esta población, pues los puede ayudar a disminuir las posibles complicaciones que se deriven de entrenamientos y competencias.

44. Riesgo de caries en pacientes con necesidades especiales, Cuenca –Ecuador

Objetivo: determinar el riesgo de caries en pacientes de 6 a 12 años de edad, pertenecientes a las instituciones educativas para niños con necesidades especiales de la ciudad de Cuenca-Ecuador, 2016. Método: se realizó un estudio con diseño descriptivo, transversal, mediante la recolección de los datos de seis centros educativos para niños con necesidades especiales. La población del estudio estuvo constituida por 148 niños con discapacidad intelectual, múltiple, sensorial y motriz, distribuida en 61 pacientes del sexo femenino y 87 del sexo masculino. Para la recolección de los datos se emplearon dos instrumentos: el primero de ellos fue la ficha de evaluación de riesgo de caries dental (CAT), dirigido a niños mayores de 6 años, según la Asociación Americana de Odontología Pediátrica. El segundo fue la Encuesta de Estratificación de Nivel Socioeconómico del Instituto Nacional de Estadística y Censos (INEC). En las tablas de una sola variable se valoró la frecuencia de porcentaje, mientras que en la asociación de variables se utilizó la prueba estadística Chi Cuadrado. Resultados: los niños que presentaron discapacidad múltiple evidenciaron el valor más relevante de riesgo de caries con un porcentaje del 71%; el grupo de pacientes con discapacidad motriz evidenció el menor valor de riesgo de caries con un porcentaje de 57%. Conclusión: el nivel de riesgo de caries es alto en pacientes con necesidades especiales, entre ellas sobresale la discapacidad múltiple. Se recomienda que la atención a estos pacientes sea temprana (prevención), oportuna, efectiva (profesional calificado) y con un seguimiento adecuado.

La desigualdad permea diversos sectores de la realidad brasileña, de modo que alcanza también la salud. En lo que se refiere a las personas con discapacidad, la asimetría es aún más latente. Esta investigación buscó identificar en las producciones científicas las dificultades enfrentadas por pacientes con discapacidad en Brasil en el ámbito del acceso a la salud, lo que en la práctica acentúa su vulnerabilidad. De esta forma, por medio de la asociación de los descriptores "salud", "persona" y "discapacidad", se realizó una búsqueda de publicaciones de 2009 a 2018, en las bases de datos Periódicos Capes, Lilacs y SciELO Brasil. Del análisis de 29 artículos, surgieron cuatro categorías: a) preparación profesional para la atención de pacientes con discapacidad; b) barreras a la accesibilidad a la salud; c) comunicación entre paciente con discapacidad y médico/equipo; d) doble vulnerabilidad de la mujer con discapacidad. Las respectivas categorías se estudiaron desde la perspectiva de la bioética debido a la interdisciplinariedad del tema y evidenciaron las dificultades afrentadas por las personas con discapacidad. Como sugerencias de mejoras, es posible destacar la modificación en la actuación médica, la capacitación de los profesionales y el perfeccionamiento de políticas de salud con el fin de garantizar el derecho fundamental a la salud y la autodeterminación de los pacientes.

Las personas con discapacidad tienen que lidiar diariamente con barreras físicas, de actitud, sociales y políticas, en vista que su desarrollo integral se encuentra limitada. El objetivo del presente trabajo es analizar la importancia del modelo social como alternativa para el desarrollo de la persona con discapacidad, Callao, Perú. La metodología empleada fue de enfoque cualitativo, método estudio de caso, la técnica utilizada fue la entrevista con su respectiva guía, tenemos además que coexistieron como unidades informantes: un funcionario del Estado de la Oficina municipal de atención a la persona con discapacidad (Omaped) Municipalidad Provincial del Callao, una ex coordinadora regional del Consejo para la integración de la persona con discapacidad (Conadis) Callao, cuatro personas con diferentes tipos de discapacidad y dos personas sin discapacidad. El procesamiento de datos se realizó mediante el Programa de análisis cualitativo Atlas Ti-7. De esta manera, se procedió con la triangulación de las teorías relacionadas y los trabajos previos, resultando de esta manera que los estudios guardaban coherencia con la investigación. Cabe precisar que autores multidisciplinarios como Abberley (1987), Oliver (1998) y Palacios (2008) fundamentaron un modelo social como el que se plantea. En la Convención sobre los derechos de la persona con discapacidad CDPD (ONU, 2006), se reconoció a estas personas como sujetos de Derechos Humanos. Actualmente existen avances en el Estado y la sociedad respecto al trato digno, accesibilidad universal e inclusión de la persona con discapacidad, pero las barreras aún subsisten, más aún porque las autoridades no cumplen con la normatividad para lograr una mejor calidad de vida. Por lo tanto, es necesario precisar que las políticas públicas sustentadas en el modelo social constituirían una alternativa para el desarrollo de la persona con discapacidad.

Este trabajo discurre sobre una experiencia en el desarrollo de un prototipo de interfaz computacional para el suministro de información al usuario, incluida la persona con discapacidad. Se describen las versiones del prototipo, que se encuentra en marcha y posibilitó conocer mejor las necesidades de información de los usuarios por medio de pruebas. Para el diseño de una interfaz accesible, se deben comprender las formas de interacción de los diferentes usuarios, sean visuales, auditivas o táctiles. La propuesta fue financiada a través de un proyecto de innovación y contó con la participación de dos estudiantes de graduación en Ciencia de la computación del Instituto Federal de Brasilia (IFB). Los resultados muestran que las diferentes opciones de interacción posibilitan la autonomía del usuario y la accesibilidad.

Faced with the theme of inclusion, discussions about the importance of the family-school relationship are relevant with regard to the socialization of children with Down Syndrome. In this perspective, the main objective of this essay was to explore the scientific literature about the challenges faced by parents, family and teachers in the process of inclusion of children with Down syndrome. Specifically, this article sought to propose discussions on the importance of community awareness and collaboration to change the paradigm of inclusion. Therefore, scientific articles, books and academic papers found in the Google Scholar database were selected, between the period 2011 to 2021, based on the following keywords: People with disabilities; Down's syndrome; Inclusion; History of people with disabilities; Diagnosis of a child with a disability and; Family-School Relationship. Among the main factors influencing the inclusion process of children with Down's Syndrome, beliefs and stigmas of parents, family members, school professionals and society about the child's ability to deal with other people and learn, stand out. family support and the lack of support/guidance from an interdisciplinary team. The inclusion of people with disabilities still faces barriers and challenges that need to be overcome, however, through the active participation of the scientific community and political-social movements, studies on the theme of inclusion show that changes in this scenario have occurred gradually.
