353. Investigating Trace Equivalences in Information Networks.

Equivalences are widely used and have achieved much success in concurrent systems. Meanwhile, information networks are ubiquitous for representing many complex systems and have similar characteristics and properties to concurrent systems such that they both can be described by graphs. In order to simplify information networks, we introduce equivalence to information networks, specifically leveraging the trace equivalence to reduce the complexity of these networks. In this paper, we first define the concept of trace and trace equivalence in information networks, drawing on the similar concept of concurrent systems. We then propose a computational method for determining whether two nodes are trace equivalent in an information network. With the help of this method, we derive trace-equivalent networks from original networks. Experiments show that we are able to reduce the number of nodes in the ACM and DBLP datasets by at most 65.21% and 46.68%, respectively. Running the PathSim algorithm on the original and derived networks, the mean error is 0.0728 in ACM and 0.0446 in DBLP. Overall, the results indicate that the derived networks have fewer nodes and edges than the original networks, yet still capture the same or similar information. By using trace equivalence, we are able to simplify information networks and improve their efficiency while preserving most of their informational content. [ABSTRACT FROM AUTHOR]

Background: Healthcare workers (HCWs) have faced considerable pressures during the COVID-19 pandemic. For some, this has resulted in mental health distress and disorder. Although interventions have sought to support HCWs, few have been evaluated. Aims: We aimed to determine the effectiveness of the 'Foundations' application (app) on general (non-psychotic) psychiatric morbidity. Method: We conducted a multicentre randomised controlled trial of HCWs at 16 NHS trusts (trial registration number: EudraCT: 2021-001279-18). Participants were randomly assigned to the app or wait-list control group. Measures were assessed at baseline, after 4 and 8 weeks. The primary outcome was general psychiatric morbidity (using the General Health Questionnaire). Secondary outcomes included: well-being; presenteeism; anxiety; depression and insomnia. The primary analysis used mixed-effects multivariable regression, presented as adjusted mean differences (aMD). Results: Between 22 March and 3 June 2021, 1002 participants were randomised (500:502), and 894 (89.2%) followed-up. The sample was predominately women (754/894, 84.3%), with a mean age of 44⋅3 years (interquartile range (IQR) 34–53). Participants randomised to the app had a reduction in psychiatric morbidity symptoms (aMD = −1.39, 95% CI −2.05 to −0.74), improvement in well-being (aMD = 0⋅54, 95% CI 0⋅20 to 0⋅89) and reduction in insomnia (adjusted odds ratio (aOR) = 0⋅36, 95% CI 0⋅21 to 0⋅60). No other significant findings were found, or adverse events reported. Conclusions: The app had an effect in reducing psychiatric morbidity symptoms in a sample of HCWs. Given it is scalable with no adverse effects, the app may be used as part of an organisation's tiered staff support package. In this paper, a fuzzy-based evaluation method is presented for the impact of e-learning on several aspects of the learning lives of academic students of Information and Communication Technologies (ICT) during the COVID-19 pandemic. Specifically, the academic year 2020–2021 was considered when a general lockdown was imposed in Greece and all courses were delivered exclusively through the web. The evaluation criteria are (i) e-learning acceptance, (ii) learning effectiveness, (iii) students' engagement and (iv) socializing and interpersonal relationships in the educational community. The evaluation was conducted through questionnaires. Ninety two (92) undergraduate and postgraduate students and Ten (10) computer science in-structors of the department of Informatics of the University of Piraeus, Greece, participated in this survey. The questionnaire answers were analyzed using a fuzzy-based mechanism. Particularly, five fuzzy sets were used to describe the 5-point Likert scale answers to the questionnaires with linguistic values, and four other fuzzy sets were used for the description of the evaluation results concerning the four defined evaluation criteria. Moreover, 209 fuzzy rules were created to analyze and calculate the evaluation results per criterion, considering both the students' answers (119 fuzzy rules) and the instructors' answers (90 fuzzy rules) to the questionnaires. The gain of this approach is that the analysis of evaluation data with fuzzy rules imitates the human way of thinking and, thus, makes the process more explainable. The evaluation results showed a positive impact of e-learning on student confidence, self-discipline and active participation and a negative impact on student interpersonal relationships. To configure this study a documentary methodology was drawn up that supported the analysis of the use of Information and Communication Technologies (ICT) in the educational field, reviewing the impact of such tools on the referred processes during the health emergency caused due to the SARS-COV-2 virus and after the end of mandatory virtual classes. The text examines the learning objectives and pedagogies that, we conclude, imply a radical revision of teaching strategies, favoring the proactive participation of the student. Another aspect that is discussed in the document is the teaching role, which in the current circumstances requires that teachers master the curricular content and, at the same time, be updated in the use of flexible methods and in the use of technologies, which should be adapted democratically. The objective of this work was to define the technological trends for the implementation of smart cities, such as services to be implemented, technology concepts and protocols, which is supported by authors such as Anaya (2017), Cabello (2022), among others. The methodology was documentary, descriptive; with a transactional and bibliometric design. The population was made up of articles previously published in documentary databases, previously published priority investigations and articles by technicians from international companies from which a sample of five (05) investigations was taken. The analysis matrices were used as a data collection instrument. The results show the characterization of the trends for the implementation of smart cities, such as the use of protocols, standards or open programming languages such as MQTT, Python or softwaredefined networks. Critical services for the development of smart cities were also defined, such as citizen security, mass transit control, public transport monitoring, among others. Finally, the importance of smart grids or Smart Grids within the development and planning of smart cities was defined, due to their economic, environmental and monetary impact for the platform. Concluding that the main objective of smart cities is to optimize the quality of life of its inhabitants through ICT, the inclusion of open source protocols and standards should be considered, and the inclusion of smart networks is necessary to optimize the operation of the same. This article explores pedagogical and psychological aspects of applying information and communication technologies in higher military education institutions of Ukraine in the current circumstances. The priority directions for developing distance education through information technologies, including MOODLE platform, have been shown. The research identified positive results of applying IT in education under quarantine restrictions: an increase in the technological efficiency of distance education due to modern software and hardware, a higher level of accessibility and openness of education, and further individualization of instruction. On the other hand, it revealed the disadvantages as well: course materials stored in databases lack well-organized structure and do not reflect the level of cadets' pre-existing knowledge; there is no constant feedback from the instructor; due to the incapability of the Internet resources to cope with traffic load increased in the pandemic, technical failures are common while learning remotely; cadets are not fully prepared to work independently; increase in teaching load on educators, owing to the urgent need to design new distance learning courses; difficulties in the development of high-quality course materials for distance education; applying information technology often prevents from considering the mental state and psychology of students and, therefore, properly employ an individual approach to teaching. In general, the conclusion is drawn that applying information technology in the current situation enabled the preservation of the basic parameters of the educational process and provided effective tools for the interaction of participants in the educational process. Referring to the theoretical assumptions of Positive Technology, the study examined attitudes towards ICTs, the use of specific technologies and their relationship with eudaimonic psychological well-being (PWB) in emerging adults. 193 emerging adults (mean age 21.61, SD = 2.99; range 19-30; female 85, male 108; participated in the research. The use of specific information technologies is positively associated with the possession of favorable attitudes to them, and with different components of eudaimonic psychological well-being. The use of emails is positively linked to greater global eudaimonic well-being, a greater sense of personal growth, the presence of numerous life projects and satisfactory social relations. The use of predominantly iconic systems such as Instagram appears instead linked to a lower perceived autonomy. [ABSTRACT FROM AUTHOR]

This study aims to make an in-depth analysis of the prevalence and nature of the phenomenon of Internet use in teaching. The selected grades are grades VI to grade IX which in the literature are known as lower secondary education. The researcher has used the mixed method model, including qualitative and quantitative research strategies. The study involved n = 164 students and n = 117 teachers from eleven 9-year schools in the city of Prishtina, and n = 117 school staff. The results from the questionnaires with students that are quantitative in nature showed that the use of the Internet in schools is an integral part of the schools taken in the study. Most of the teachers stated that they had not received training to deal with the new models of application of technologies in teaching and a considerable part of them stated that they were unsure how to react in case an obstacle appeared in the non-functioning of technology during the lesson. The sample selected in the research consists of a total of 281 respondents, of which 117 were teachers and 164 students. Increasing population pressure on urban settlements with industrialization has revealed environmental problems. At the end of the twentieth century, the international community's awareness of environmental problems resulted in some measures being taken. Currently the problem of climate change and global warming is on the agenda as the main environmental problem. In this process, urban settlements were accepted as the first step of both development and environmental problems. The developments in information and communication technologies forced the city administration to change and revealed the smart city. "smart environment", one of the smart city components, is accepted as a guide in eliminating environmental problems. While cities were trying to stand out as a global city, they also faced smart city and smart environment transformations. The aim of our study; To analyze the concept of smart city and smart environment in terms of theory and practice. Within the scope of the study, the literature was examined in detail and included in the bibliography. The main finding of study is that there is an increasing smart transformation process in cities with the effect of Covid-19. In terms of application, our finding is that smart technologies are used intensively to prevent air and water pollution in İzmir in terms of smart environmental applications. Distance learning technologies occupy a strong position in the higher education system: they can serve as an instrumental basis for organizing distance learning, they can be actively used in combination with traditional forms and methods of teaching, and they can be used to build networking between universities and employer organizations. There is much experience in using distance learning technologies by university teachers when working with students, which needs to be rethought. The purpose of this study was to show how an educational platform, such as the S. Kuznets KNEU Personal Learning Systems, can be used to provide educational services in the face of unpredictable barriers in the current circumstances in Ukraine to substantiate the importance and feasibility of developing and implementing distance learning courses on this platform to increase the efficiency of distance learning. The study reveals the importance of using distance learning technologies in the educational process. Distance learning offers many advantages, such as geographical diversity, efficiency, continuity, individual approach and personalized program. The article analyzes the experience of using distance learning technologies on the example of Simon Kuznets Kharkiv National University of Economics. The existing difficulties of using distance learning technologies are specified. The algorithm for using the Moodle distance learning system as a tool environment for developing online courses by teachers, distinguished by its functionality, flexibility, reliability and ease of use, is prescribed. However, Ukraine's education system must catch up with the fundamentals underlying distance learning courses. It is necessary to train highly qualified teaching staff capable of working with students remotely to ensure the effectiveness of distance learning, provide students with updated learning materials, and make courses comprehensive, engaging, and easy to understand. The method of developing an information system of scientific activity in universities using relevant search is proposed. The current state of development of information systems is studied. The factors determining the implementation of information systems are analyzed. The concept of relevance is substantiated as a measure of the correspondence of the search results to the task set in the search query, determined by the search system. The analysis of information systems, which are considered as management systems, combining systems of saving and issuing information, and systems that provide information exchange in the management process, has been carried out. The areas of automation of information management activities in organizational structures, scientific institutions, institutions of higher education are considered. The key characteristics of the information system under development are defined. The analysis of the existing information systems of the departments was carried out and their features and short-comings were determined. Taking into account modern problems, the tasks and criteria for creating an information system were formed. Information technologies have been widely recognised for their capability to add certain value to organisations in terms of strategy and operation. Studies regarding SMEs and IT in different contexts across the nations of the world have shown that SMEs are confronted with technological issues leading to a low adoption rate of IT. This research propounds that IT innovation is an indispensable tool for gaining a competitive edge over business rivals. This research presents empirical evidence to validate the existence of a positive influence of adopting IT innovations to improve organisational performance. This will be achieved by measuring variables, such as organisational performance and information technology using the balanced scorecard. Both qualitative and quantitative research methods were used with multiple case study designs to attain the study objectives. Convenience sampling was used to select the participating SMEs, while purpose sampling was used to select the 47 participants that were interviewed. An interview guide was designed to have a semi-structured questionnaire. Data was transcribed, coded, analysed and interpreted using content analysis to provide transparency to the findings. The findings of the study showed that SMEs rely on some IT innovations to manage and market their products and/or services. IT innovations bring about speed delivery and efficient communication, propagated by digital technologies The role of IT innovations on organisational performance should not be discarded because non-usage of IT is tantamount to poor organisational growth. - Abstract
The article investigates the creation of an ecological brand for the village of Sloboda, which is located in Kolomyia district, Ivano-Frankivsk region. The creation of a complete and unique image of the “New Sloboda Village” will take place in four successive stages: formation of a recreation area, design of the glamping town “Glam Camping”, the Polish-Ukrainian open-air museum complex of the oil industry “Galician Cradle of the Oil Industry” and the restoration of the sanatorium tourism based on reserves of the high-quality mineral water and ozokerite. The most important stage is the design of the glamping “Glam Camping” in a remote part of the village with an area of 1.28 hectares. Glamping fits perfectly into the concept of ecological tourism, as it is a modified form of camping but with the conditions of a 5-star hotel. The promotion means are social networks, namely Instagram, Facebook, Viber, Telegram. For this purpose, special advertising layouts have been created, which will be distributed through social networks and in travel agencies, at the local level and later on the foreign tourist market. The cost of glamping camping is UAH 1,820,250. In case the occupancy is 75%, it will pay off in 2 years, 9 months, and 2 days, and if the occupancy is 50%, then in 4 years, 1 month, and 28 days. The investment project of the glamping camping is economically profitable, the payback period is significantly shorter than the service life of the active part of the main production assets, and also shorter than the actually achieved payback period of capital investments in this industry. Therefore, investing funds in the village of Sloboda and in particular in “Glam Camping” is beneficial and quickly profitable. [ABSTRACT FROM AUTHOR]

- Abstract
The study is devoted to the analysis of the process of secondary school students' graphic competence formation in the context of modern transformations caused by the process of education digitization. The article examines the importance of graphic competence formation in creating sketches of graphic material in the context of the growing role of digital technologies in the educational process. The article analyzes scientific research aimed at understanding graphic competence and its role in the modern educational process. The author has analyzed various approaches to defining the category «competence» and revealed the main components of graphic competence. It is shown that this competence includes not only the technical skills of creating graphic materials but also creativity, the ability to analyze and visualize information, as well as the ability to work with various tools and resources that are opened up thanks to the digital transformation of education. The influence of digitalization on students' creative potential and their ability to translate ideas into graphic material has been studied. A comprehensive approach to the educational process that takes into account traditional methods and modern information technologies is proposed. The advantages associated with the effectiveness of pedagogical approaches and methods aimed at graphic competence formation are highlighted. In particular, the teacher's role in this competence formation has been investigated and the importance of an individual approach to each student has been emphasized. Examples of pedagogical practices aimed at creating conditions for the development of creative thinking and secondary school students' graphic competence formation are considered. The author has considered the possibilities of using various software tools and online resources to increase the level of students' graphic competence. Based on the analysis, recommendations aimed at further improving students' graphic competence in the conditions of digitization of education are proposed. These recommendations are aimed at increasing the quality level of education and development of students so that they can successfully form graphic competence in the modern information society. The article highlights the significant topic of secondary school students' graphic competence formation in the conditions of the digital transformation of education. It offers specific practical recommendations and examples for usage in pedagogical practice and promotes the further development of this key educational field. The study emphasizes the need to acquire competencies that allow the effective usage of graphic tools in the modern information society. The author emphasizes the importance of introducing digital tools into the educational process aimed at increasing the level of students' graphic literacy and developing their creative competence. - Abstract
Purpose: The paper aims to investigate the most influential social media information sources to trust in healthcare facilities. The article shows a valuable point of reference for understanding how social media becomes the casting of social capital. Design/methodology/approach: This paper has taken 660 responses from the people who used social media for healthcare information in the mid of 2020 during the pandemic. The people were approached through different social media groups. The paper conducted structural equation modelling (SEM). The result has shown that with the instigating power of social capital where people put trust in social media information during pandemics. Findings: The findings demonstrated that personal sources, government organisations and healthcare professionals are the most influential sources of social media. In order to effectively ensure the encompassing provision of COVID-19 health services, this article argues that social capital considerations establish trust between healthcare facilities seeking community to healthcare information providers. Research limitations/implications: This research has signified that social cohesion and concern for community welfare instigated people to engage in social media communication. The inherent social capital belongings influence people to trust the sources of health information from selected sources that appear on social media. Practical implications: Healthcare policymakers may utilise this intense feeling of belongingness and cohesion of social capital and use social media platforms to spread health-related information. Originality/value: The study shows social capital has the strength to entice people into healthcare-seeking behaviour. The current study examines whether an online cyber identity course, which was based on the community of inquiry model, significantly affected the self-efficacy perception of school counselor candidates (SCC) in terms of technology integration. Forty-four SCC, selected using the criterion sampling method, participated in a mixed-method design study by taking a one-week online cyber identity course. The online version of the Computer Technology Integration Survey (CTIS) was used as a pre and post-test measure to collect quantitative data. Two subscales are used in the survey to measure the selfefficacy of participants. Qualitative data was collected through the use of a structured interview form which included open-ended questions regarding the social, cognitive, and teaching presence of the community of inquiry model. T-tests were conducted to detect any significant differences between the pre and post-test scores of the CTIS subscales. The results of these tests revealed that the online cyber identity course created significant differences in both SCC's self-efficacy perception of the computer technology capabilities and strategies, and the external influences of computer technology uses. This paper extends and refines the concept of ICT-driven skills-biased technological change by disentangling the effects of information technologies (IT) and communication technologies (CT). Guided by the theory that IT and CT differently affect firms' production processes, we investigate the complementarities between these two distinct technologies and workers' levels of education in affecting firms' productivity. Exploiting within-firm variation between 2005 and 2017, we find that the use of IT – measured as use of business management tools – is particularly beneficial for workers with a tertiary vocational education. In contrast, CT – measured as workers' use of the intranet – is especially complementary to workers with a tertiary academic education. While consistent with the ICT-driven skills-biased technological change hypothesis, our results offer evidence on the necessity for differentiating between the effects of IT and CT on firm productivity when differently educated workers use these technologies. The article is devoted to the study of the problems of digital transformation of the educational process in wartime conditions, the possibility of using modern information technologies in conditions of limited access to resources and infrastructure. The problem of ensuring the quality of education during martial law and ways to solve this problem with the help of digital technology are also considered. The article discusses the role and impact of digitalization on the educational process in higher education institutions. The authors outline various aspects of the use of digital technologies, such as etextbooks, video lessons, video conferencing and other tools that can improve the quality and effectiveness of education. In addition, the article examines the impact of digitalization on the organization of the educational process and interaction between teachers and students. The use of digital tools allows students to participate more actively in the learning process, promotes greater interaction between teachers and students, and also provides a more effective and convenient form of learning. The article also draws attention to the problems that may arise during the implementation of digital technologies in the educational process. The author analyzes such problems as the lack of access to the necessary infrastructure and technical means, insufficient training of teachers and students in the use of digital tools, as well as problems with the preservation and protection of data. In conclusion, the author of the article emphasizes that digital technologies are an important tool for improving the quality and efficiency of education in higher education institutions. The theoretical and practical principles of developing communicative competence were outlined and its components were characterized using the scientific research methods. The academic paper examines the features of the modern educational process and information technologies used to improve the communicative component, which is one of the tasks of an educational institution. In addition, the research analyzes the current state of educational services and characterizes the key tendencies in using information technologies, taking into account the opportunities for developing communication competence. The implementation of information technologies in the educational process, whether in a traditional or distance learning format, has the potential to improve it in terms of practicality and efficiency. The purpose of the article is analyze the current state of the IT industry of Ukraine and determine its promising directions as a driver of the strategic development of Ukraine's economy in the context of digital transformation. By analyzing, systematizing and summarizing the scientific works of leading domestic and foreign scientists, the destabilizing factors of the development of the IT industry were determined, both the pre-war and the current state of the IT industry was analyzed, and the challenges and advantages of its operation in the strategic development of Ukraine were outlined. During the research, it was found that in the pre-war period, the IT industry of Ukraine was one of the largest exporters of IT services in European countries, with the growth by 25–30% every year, generating more than 4% of Ukraine's GDP. The current state of the IT industry in Ukraine, which is complicated by the state of war, economic instability, and systematic blackouts, is also analyzed. As a result of the research, the challenges that have a significant impact on the activities of the companies in the IT industry as a whole were identified and formulated. The advantages of the IT industry from the point of view of the global economy, for the State, for other branches of the economy, and for those employed in the field of IT technologies, are determined. Prospects for further research in this direction are the development of a set of measures to stimulate and develop the IT sphere of Ukraine, in particular at the State level, which would ensure sustainable development in both the long-term and the short-term perspective. The purpose and objective of this research are to analyze project success factors in the Information technology sector in Bosnia and Herzegovina. Methods that were used during the research were conditioned by the problematics that are the subject of the research. The conducted research of critical success factors is quantitative. The research construct of project success influenced by critical success factors is tested. Necessary information about critical success factors was gathered using a questionnaire. During the results analysis phase for reliability and validity testing Confirmatory Factor Analysis was used, and for hypothesis testing the Structural equation modeling. Results of the research showed that the critical factors for IT project success in Bosnia and Herzegovina are competent project managers, technical background, project team, organizational support, and stakeholders. This research represents the first analysis of critical success factors for projects in the IT industry in Bosnia and Herzegovina. The limitation of this research is a smaller sample of examinees. The article analyzes modern methods of teaching a foreign language for economic specialties, shows the feasibility of using these methods in higher education. The process of teaching English in non-linguistic higher education institutions has certain features that are related to the different initial level of language training of freshmen; the number of hours to study the subject; number of groups; low enthusiasm for learning a foreign language. We emphasize that motivation plays an important role in the educational process, and its formation should be one of the main tasks of the educational process of students of economic specialties. Motivation determines the productivity of educational activities and is an integral part of it. Practice has shown that high-quality training of foreign languages for economic specialties can be carried out through the introduction of modern educational technologies, such as: training, project methodology, technology of consolidation and distance learning, information and communication technologies, training and control work. It is determined that if the content of the subject «foreign language» is focused on the specialty of the free economic zone, the effectiveness of the curriculum can be significantly increased. The study found that the use of interactive learning technology involves seeking help in communication, including cognitive communication and constructivist methods of learning a foreign language. The evidence has shown that the use of innovative English teaching methods and multimedia teaching methods can increase students’ motivation to learn foreign languages, provide access to new alternative sources of information, develop independent psychological activities, develop communication skills, intercultural and professional skills. The formation of technical motivation of students of higher educational institutions of economic specialties is one of the main tasks of the educational process, and students should become active participants, not passive objects. The use of multimedia teaching aids to implement innovative methods of teaching English allows to increase students’ motivation to learn foreign languages, obtain new alternative sources of information, develop independent psychological activities, improve creative self-realization, cultivate communication skills, intercultural and professional skills. Therefore, these technologies help to qualitatively diversify courses, enrich them with information and diversify teaching, significantly increase the effectiveness of the professional content of “foreign” subjects in higher education in economic specialties. Methods of teaching foreign languages are constantly updated, so the demand for their study is growing. Since one of the most effective methods is communication, we see the prospect of further studies in its research.

391. Game Technologies and Gamification Techniques in Teaching English: An Analysis of Pedagogical Experience

Game technologies (including computer-based ones) applied for teaching English have long occupied an important and permanent place in the structure of the lesson. They are very helpful in developing intercultural communicative competences as well as increasing motivation and self-organization. The purpose of this study is to objectively show how game methods of work and gamification techniques are actually implemented by modern teachers in English classes in both full-time and distance education. The theoretical significance of the study lies in the analysis of empirical psychological and pedagogical research on the problems of teaching English by both domestic and foreign scientists, on the basis of which the authors have compiled a questionnaire to summarize the experience of English teachers, classify electronic games and gamification techniques in the classroom. The study sample consisted of 48 English teachers with teaching experience from 1 to 13 years, the age range of their students being from 3 to 60 years old. The teachers used the questionnaire to analyze their experience in using gamification techniques and game technologies both in face-to-face and online lessons. All the teachers used game methods of work and gamification techniques in their classes regardless of the students’ age. The games that the teachers included in their lessons could be conveniently classified into didactic games (used by two-thirds of the teachers), multiplayer cooperation games (included by every fifth teacher) and hidden object games with a non-linear plot (used in class by a quarter of the teachers in the sample). Most of the teachers who used the gamification techniques noted a steady increase in students’ motivation in the classroom. The practical significance of the research results lies in the possibility of building an individual trajectory of self-education and professional development of English language teachers both in basic and in supplementary education. The generalized practical experience of the teachers who participated in the study can be used as the basis for methodological and pedagogical recommendations for improving informational and communicational competences and pedagogical skills of English language teachers.

ÖZ: 21. yüzyılın bilgi ve iletişim teknolojileri, dijital kullanıcı verilerini teknik bir araç olarak kullanmakta ve gelişmiş veri analiz teknolojileri ile endüstriyel üretimi daha verimli ve etkin bir hale getirmeyi hedeflemektedir. Büyük veri teknolojileri, internet kullanıcıları üzerinde sürekli bir gözetim sağlamakta ve kullanıcılar tarafından üretilen verileri kullanarak gelişmiş analiz yöntemleri ile isabetli çıkarımlar yapabilmektedir. Büyük veri analiz tekniklerinin, kullanıcılara ilişkin detaylı davranışsal verileri toplayabilme ve işleme gücü, kullanıcı verilerinin gizlilik ve mahremiyetine ilişkin endişeler yaratmaktadır. Veri teknolojilerinin gelişim aşamalarına dair bir özet sunan ve bu teknolojilerin içerdiği tehlikeleri, kapitalizmin süregelen ve yeni dinamikleri ile bağlantısı dahilinde analiz eden bu çalışma, 307 kişi ile yapılan bir anket uygulamasını içermektedir. Anket, katılımcıların kişisel ve davranışsal verilerine ilişkin temkinlilik ve endişe düzeylerini, internet kullanım alışkanlıklarını, dijital becerilerini, veri gizliliği ihlallerine ilişkin farkındalık düzeylerini ölçen sorulardan oluşmaktadır. Örneklem 3 farklı teknolojik uzmanlık düzeyini içerecek şekilde, Hacettepe Üniversitesi Sosyoloji, Felsefe ve Bilgisayar Mühendisliğinden öğrenciler ile Hacettepe Teknokent’teki teknoloji firması çalışanları arasından seçilmiştir. Çalışma sonucunda, katılımcıların günlük internet kullanma sıklıkları arttıkça davranışsal ve hassas verilerine ilişkin endişe duyma olasılıklarının da yükseldiği bulunmuştur. Kullanıcıların davranışsal verilerine ilişkin tutumları, günlük internet kullanma sıklıklarına ve katılımcıların uzmanlık seviyesine göre farklılık göstermektedir. Çevrimiçi profillemeye ilişkin farkındalığın, katılımcılar arasında yaygın olduğu ancak çevrimiçi davranışlarına ilişkin verilerini gizli tutma alışkanlığının yaygın olmadığı gözlemlenmiştir. Bulgular genel olarak değerlendirildiğinde, katılımcıların veri teknolojilerinin profilleme kapasitesi hakkında bilgi düzeylerinin düşük olması durumunda, davranışsal veri gizliliklerini sağlayamadıkları fark edilmektedir. Bu araştırma, örneklemin araştırma evrenini temsil etme kapasitesi bağlamında sınırlılıklara sahiptir. Ancak büyük veri teknolojilerinin gelişimine ilişkin tarihsel arka planı çizmesi, bu teknolojiyi kapitalizmin dinamikleri içerisinde analiz etmesi ve kullanıcıların kişisel verileri ve davranışsal verilerine yaklaşımları arasındaki farklara dikkat çekmesi bakımından yararlı olacağı düşünülmektedir. ABSTRACT: The information and communication technologies of the 21st century use digital user data as a technical tool and aim to increase the efficiency and profitability of industrial production through the use of advanced data analysis technologies. Big data technologies carry out continuous surveillance on internet users and can reach accurate inferences through advanced analysis methods by using data generated by users. The ability of big data analysis techniques to collect and process detailed behavioral data about users raises concerns regarding the privacy and confidentiality of user data. This study, which provides a summary of the developmental stages of data technologies and analyses the dangers contained in these technologies in connection with the ongoing and new dynamics of capitalism, includes a survey of 307 people. The survey consists of questions that measure participants' levels of caution and anxiety regarding their personal and behavioral data, internet usage habits, digital skills, and awareness levels of data privacy breaches. The sample included students selected from the Departments of Sociology, Philosophy and Computer Engineering at Hacettepe University and technology company employees at Hacettepe Teknokent to include three different levels of technological expertise. The study found that participants were also more likely to be concerned about their behavioral and sensitive data as their frequency of daily internet use increased. Users' attitudes to behavioral data vary according to their frequency of daily internet use and the level of expertise of the participants. Participants demonstrated a high level of awareness of online profiling, but the habit of keeping data regarding their online behavior private is not widespread. When the findings are evaluated broadly, it is noted that participants with a limited knowledge of the profiling capacity of data technologies are unable to maintain behavioral data confidentiality. This research has limitations in the context of the sample's capacity to represent the research universe. However, it is thought that it will prove useful in drawing the historical background for the development of big data technologies, analysing this technology within the dynamics of capitalism and in drawing attention to the differences between users' approach to personal data and behavioral data.

Introduction. A key barrier in the period of economy digitalization is the lack of qualified personnel having necessary competencies for the development, implementation and the use of digital technologies. The authors analyze the current stage of digital transformation of the Russian economy and that of foreign countries, the role of universities in this process, considering in close connection the concepts of information policy and the strategy of digital transformation of the university; they propose approaches to form the university policy in the field of information technologies in order to develop digital skills of human resources. The purpose of the study is to identify the ways to effectively integrate universities into the process of digital transformation of the regional economy and social sphere. Materials and Methods. To study the problem, research and survey results on the subject of the study were selected, as well as key legal acts and documents defining and regulating the processes of digital economy transformation in Russia. In the course of the research, the method of analysis was used: to compare the indicators of citizens’ digital literacy during the digital economy transformation; to determine and summarize measures of state and regional policy in the field of education, the role and experience of universities’ participation in the process of overcoming the barriers to the digital transformation of the economy and the social sphere. Results. As a result of the study, the barriers to the digital economy transformation were identified, among which the problem of personnel shortage and, as a result, personnel training is the leading one. The authors conclude that the effectiveness of the university’s information technology policy can become an indicator of the university’s readiness for digital transformation. Discussion and Conclusion. The results obtained relate to changes in both the internal educational environment and changes in the content and format of education; they contribute to the development of the training system of highly qualified personnel for the national digital economy, strategic planning of regional development, educational management. The materials of the article can be useful to the heads of educational institutions of higher education when forming the digital transformation strategy in the aspect of three missions: educational, scientific, educative.

The article argues for the need to introduce the position of specialized ombudsman in the Russian Federation, whose competence will include the protection of human rights in the digital space, including the Internet. Purpose: to formulate and substantiate proposals for the establishment of the position of ombudsman for the protection of human rights in the field of information and telecommunication technologies. Methods: the research is based on the comparative legal method. The author analyzes the experience of foreign countries – Australia, Canada, Belgium, New Zealand, where independent state institutions operate to protect the rights of individuals when using information technologies, including the right to information and the right to privacy. The method of interpretation of legal norms and provisions of strategic documents of the Russian Federation is also applied. Results: analyzing Russian practice, the author concludes that federal executive authorities, in particular Roskomnadzor (Federal Service for Supervision of Communications, Information Technology and Mass Media), whose functions include the protection of the rights of subjects of personal data, cannot be considered as analogous human rights institutions. They are not independent and, therefore, cannot take sufficient action if other government agencies act as violators. For this reason, it is concluded that it is advisable to establish a specialized ombudsman.

In the conditions of digitalisation, it is necessary to have the appropriate skills. Therefore, many applicants choose occupations in which information technology (IT) and programming knowledge is predominant. Comprehensive measures for preparing graduates in the context of digitalisation cover the formation of appropriate educational programmes. The aim of the study is to provide recommendations for improving the educational process in the field of artificial intelligence (AI) and machine learning based on comparing various programmes affecting the training of professionals in this field. The research uses the following methods. First, it is a sample survey, due to which 4 Russian universities that provide training in programmes in IT, are selected. Second, this is grouping and typology of basic educational curricula, professional standards and disciplines, due to which appropriate typological groupings, are constructed. That allows specifying requirements for knowledge, skills, and abilities necessary for specialists in the field of AI. A comparative analysis of professional standards taking into account the work of a modern specialist with digital skills has been carried out. The competence approach in the educational process has been defined, and the need for a professional standard for IT specialists has been identified. Based on the results obtained, recommendations have been prepared on the basic disciplines that need to be included in the educational programmes of universities to prepare competitive graduates.

The article analyses related to the harmonisation of the accounting system trends in an accountant and auditor professions of in the context of economic processes' globalization and digitalisation, and the cardinal transformation of the fiscal authorities, tax regimes and government structures work. The purpose of this paper is to assess an accountant and auditor professions' transformation under the impact of the dynamically developing and actively implemented modern technological and multifunctional digital information systems in the accounting process. The authors consider the relationship between the trajectories of an accountant and auditor professions' transformation and the theoretical and methodological approach's modification to the development of the accounting system. That relationship will allow moving to a new stage in the functioning of the accounting and control system and an accountant and auditor professions, while maintaining their relevance in competition with modern information systems. The paper identifies trends in the development of blockchain technology in the accounting and control sphere and the possibility of its application at certain stages of the formation of accounting information. Blockchain technology is a reliable and transparent, efficient mean for exchanging information between economic entities, forming the instrumental basis for the development of transactional accounting. The authors conclude that educational processes need to be adjusted taking an accountant and auditor professions' transformation, identify trajectories for restructuring the profession, and suggest appropriate new competencies, skills and ways of solving problems.
