Abstract

Increasing population pressure on urban settlements with industrialization has revealed environmental problems. At the end of the twentieth century, the international community's awareness of environmental problems resulted in some measures being taken. Currently the problem of climate change and global warming is on the agenda as the main environmental problem. In this process, urban settlements were accepted as the first step of both development and environmental problems. The developments in information and communication technologies forced the city administration to change and revealed the smart city. "smart environment", one of the smart city components, is accepted as a guide in eliminating environmental problems. While cities were trying to stand out as a global city, they also faced smart city and smart environment transformations. The aim of our study; To analyze the concept of smart city and smart environment in terms of theory and practice. Within the scope of the study, the literature was examined in detail and included in the bibliography. The main finding of study is that there is an increasing smart transformation process in cities with the effect of Covid-19. In terms of application, our finding is that smart technologies are used intensively to prevent air and water pollution in İzmir in terms of smart environmental applications. As a result of our study, the idea that smart environmental applications should be seen as the last opportunity to solve environmental problems is highlighted. [ABSTRACT FROM AUTHOR]
