Though there has been improvement in recent years, knowledge of the Sámi in the Finnish society in general and in the educational system is low. Among the Sámi this has been recognised as an issue decades ago, but only recently have the European Commission against Racism and Intolerance and government reports also made similar conclusions. General knowledge of the Sámi, of their histories and especially their rights are simply not known. When their perspectives go misreported and misunderstood, stereotypes have fertile ground and the Sámi face hate speech, discrimination and racism. Abuse of power is also possible and Sámi rights continue to be infringed upon. Various Sámi actors have however done much to improve the situation. One of these is the Dihtosis project, which holds workshops in school and produces materials to educate the majority about the Sámi. This thesis is a collaborative study with the Dihtosis project, which employs indigenous research and collaborative ethnography to better ensure ethical production of knowledge. By interviewing teachers and having discussions with the project, I examined the societal meaning of Dihtosis. More specifically, this thesis examined the teachers’ experiences of Dihtosis and the educational system regarding teaching about the Sámi. According to teachers the system provides little support for teachers despite some improvement, and leaves them responsible in bringing up the topic. Moreover, the responsibility structure is unclear and teachers are already over-whelmed by the flood of topics and shortage of time, which hinders teachers looking into the topic themselves to know more about it and also to figure out how to talk about such a topic as a member of the majority. Simultaneously, Sámi perspectives have not been taken into consideration in the making of the curriculum. Some teachers were also concerned whether they can do so considering the attitude climate. In other words, the situation is epistemically violent to-wards the Sámi but also to some degree towards those who are sympathetic—also the proactive agency of teachers is hindered. The teachers themselves explained the lack of knowledge through the cycle of structural unawareness and power and politics. The majority Finnish regimes of truth are held onto as on the societal level the Sámi are left out of master narratives and memories and are institutionally forgotten. In this way the current power structures, colonialism, different forms of violence and racism in its many forms are maintained. Through Sámi proactive agency, for instance in the form of Dihtosis, the hierarchy of knowledge can be broken and the teachers can be provided with aids to act proactively. Dihtosis highlights self-determination of knowledge by providing the knowledge that the Sámi want to be presented and in the form they would like it presented. Moreover, they draw from Sámi education, having a strong foundation on involvement, indirect learning and Sámi values, while it also employs principles of peace education and anti-prejudice methods. Most importantly Dihtosis has answered a need and it was found practical in the school context. However, it is still limited by scope, state structures and resources, also in which wider action is called for while considering self-determination and the context of teachers. In essence, through these notions and bringing out dangerous memories, Dihtosis can be seen as efforts of everyday peace building and decolonisation. Vallan tutkijat ovat kiistelleet perinteisesti siitä, miten määritellä valta, jotta sen pätevä tutkiminen tulisi mahdolliseksi. Tässä artikkelissa kysytään, miten itse politiikan toimijat – tässä veteraanikansanedustajat haastatteluissaan – puhuvat ’vallasta’, eli millainen poliittisen toiminnan väline ’valta’ on. Kiinnostuksen kohteena on, ymmärtävätkö veteraaniedustajat vallan yksilölle kuuluvana määräysvaltana, yhteistyössä syntyvänä vaikutuksena vai kenties pelitilan luomisena. Keskeinen tulos on vallan monimerkityksellisyys, se on yhtä hyvin vastustamisen väline kuin oman toiminnan merkittävyyden arvioinnin väline. Artikkeli yhdistää käsitehistorian ja digitaalisen tiedonlouhinnan menetelmiä kooltaan laajan aineistokokoelman laadullisessa analyysissä., Researchers of power have traditionally debated on the definitions of power to enable further empirical studies. This article, instead, asks how political actors – namely veteran MPs in their interviews – themselves speak about “power”, and as which kind of instrument of political action “power” functions. Do veteran MPs perceive power as domination, as the power of command, as an aspect of joint action, or as possibility or creation of political space of action (Spielraum)? The key result is the ambiguity of power: it can be both a tool of resistance and a tool of charac- terizing one’s own action in the parliament. The article combines methods of conceptual history and digital data mining in the qualitative analysis of a considerably big corpus of data.

Ajatuspajojen valtapotentiaali perustuu tiedon tuottamiseen. Tätä valtapotentiaalia käyttämällä osa niistä on ollut avainasemassa uusliberalismin levittämisessä 1970-luvulta alkaen. Tämä artikkeli tarkastelee, pyrkivätkö ajatuspajat edelleen uusliberalismin levittämiseen analysoimalla Brysselin vaikutusvaltaisimpien talouspolitiikasta kirjoittavien ajatuspajojen, Chatham Housen, Center for European Policy Studiesin ja Bruegelin, näkemyksiä finanssi- ja eurokriisin ratkaisuista. Nämä kriisit olisivat olleet mahdollisuus kyseenalaistaa uusliberalismin paradigma. Ajatuspajojen määritelmän ja vallan käsittelyn jälkeen artikkeli analysoi diskurssianalyysin avulla vuosien 2008 ja 2012 ajatuspajojen tekstien uusliberalismin kiinnekohtia, jotka osoittavat, että ajatuspajat eivät haastaneet vaan uusinsivat uusliberalismia – mutta eivät yksioikoisesti. Various think tanks have used this potentiality to disseminate neoliberalism since the 1970s. This article explores if the think tanks of today follow this tradition by analyzing the views of the most influential economic policy think tanks in Brussels – Chatham House, Center for European Policy Studies and Bruegel – on the resolutions of the financial crisis and the eurozone crisis. The crises would have been an opportunity to question the neoliberal paradigm. After determining the definition of a think tank and its power, the article uses discourse analysis to identify the use of neoliberal nodal points in the texts of the three think tanks from years 2008 and 2012. The analysis reveals that the think tanks did not challenge the neoliberal paradigm. Instead, they reproduced the paradigm, but not in a one-sided manner. The think tanks’ biggest contradiction to the theory is their emphasis on surveillance, coordination, and regulation of economy. However, the think tanks adhere to the core neoliberalist concepts. Furthermore, the previous enforcement of neoliberalism has strengthened the state power as well. While the think tanks are more critical than expected, they participate in cementing neoliberalism. Especially as they frequently propose that the expansion of regulation should be conducted by new constitutionalist means. This article indicates that the most influential think tanks in Brussels still seek to disseminate the neoliberal doctrine that is at least suitable for ordoliberalism.

Suomalaista varhaiskasvatusta ovat viime vuosina muokanneet monet yhteiskunnalliset ja rakenteelliset muutokset. Hallinonalan muutos opetus- ja kulttuuriministeriöön, uusi varhaiskasvatuslaki (540/2018) sekä uudet velvoittavat ohjausasiakirjat ovat määritelleet varhaiskasvatuksen vahvasti osaksi kasvatuksen ja opetuksen toimialaa aiemman päivähoidon sosiaalipalvelupainotuksen sijaan. Samaan aikaan organisaatiorakenteet ovat olleet muutosprosessissa. Kuntien taloudelliset haasteet ovat laajentaneet päiväkodin johtajien vastuualueita, ja uudenlaisista jaetun johtajuuden rakenteista on tullut kehittämisen kohteita. Tässä tutkimuksessa tarkastellaan päiväkodin johtajien ja varhaiskasvatuksen opettajien johtajuuspuhetta sekä erityisesti siihen liittyviä valtaa kuvaavia diskursseja. Aineisto kerättiin fokusryhmäkeskusteluissa kolmessa suomalaisessa kaupungissa vuonna 2018. Tulokset osoittavat, että johtajuuden nähdään olevan muutoksessa. Johtajuuteen liittyy ristiriitaisia odotuksia toisaalta läsnäolon ja toisaalta taustalla olon osalta. Samoin johtajuus nähdään toiminnan mahdollistajana, mutta samalla sen odotetaan suuntaavan toimintaa lain viitoittamaan suuntaa. In recent years, several societal and structural changes have transformed Finnish early childhood education. The change in governing body from the Ministry of Social Affairs and Health to Ministry of Education and Culture as well as new legislation (540/2018) and curricula have positioned early childhood education more firmly as before as part of the educational system instead of social services. At the same time, organisational structures within early childhood education have been rearranged. Financial challenges faced by the municipalities have broadened the responsibilities placed upon the directors of daycare centres and increased interest in practices of distributed leadership. In this study, we analyse the focus group discussions conducted in three Finnish cities 2012, where directors of daycare centres and early childhood educators shared their conception of leadership and the related phenomenon of power. The results reveal that leadership is thought to be in the process of changing. In addition, there are conflicting expectations for leadership in terms of being present and acting in the background. Furthermore, leadership is positioned as enabling good early childhood education but also as actively directing the activities towards the normative and legal guidelines. In the final volume of his Homo Sacer series Giorgio Agamben develops the concept of destituent power, a power that unworks itself in every constitution and renders itself inoperative in its every operation. This concept helps elucidate Agamben’s more enigmatic notion of form-of-life. Whereas the power of sovereign biopolitics is constitutive, i.e. constituting a determinate actual bios out of the indefinite potentialities of zoe, form-of-life exemplifies the power of rendering actual and determinate forms inoperative or destitute. Rather than attempt to devise a ‘proper’ form of life, Agamben seeks to free life from the gravity of all tasks or vocations imposed on it by privileged forms. What matters to Agamben is less the form itself but rather the manner, in which it is lived. Whereas style designates a consistent model that defines a form of life in its recognizable identity, manner refers to a failure or refusal to fully appropriate or identify with this style. The article traces the development of the idea of form-of-life in Agamben’s work, discusses the ontological implications of Agamben’s argument in The Use of Bodies and concludes by discussing the American jam band Phish as the paradigm of Agamben’s form-of-life. peerReviewed

Arguably the most powerful artifact of the 20th century, the private car brought profound spatial, social, and cultural changes, as well as wide-ranging mobility justice implications. Autonomous mobility technologies, with the power to supplant part or all of the action of the driver by collecting and processing large quantities of fine grained data, promise to shift power away from users to engineers and create new important spatial and social implications for mobility justice, of which little are known. This research draws from Foucauldian conceptualizations adapted for the study of geographies of power to investigate how autonomous mobility technology may diagram spatial rationalities and moralities into the built environment. To that effect, it draws from 30 interviews of intermediaries in Finland–a country actively pursuing a transition to automated and shared mobility as part of an ICT-driven innovation policy. Examining autonomous mobility through a Foucauldian lens helps highlight the complex power relations it affords–in terms of changes in social structure and infrastructure, and social justice. By shedding light on how technology may structure the built environment, the Foucauldian perspective shows itself to be a valuable tool for planning and policymaking, providing insight into how autonomous mobility (in)justice may be assembled.

This article traces the diffuse connections between mobility and power by exploring how mobile phone use contributed to gendered power relations in rural India. It is based on ethnographic fieldwork on the use of mobile phones, conducted periodically between 2005 and 2013 in the village of Janta in West Bengal, India, and compared to earlier fieldwork in Janta, before the village had any phone system. Analysis of the increased mobility reveals how mobile phone use emerges within interconnected, changing fields of power. The political sphere earlier perceived as predominantly local was replaced by translocal political practices characterized by increasing mobility. Although new political practices eroded women’s political participation in the village, mobile phone use made possible new forms of agency for women. The article contributes to the understanding of the unanticipated ways mobility and new media contribute to power and politics. peerReviewed

Along with the European Union’s (EU) increased interest in a common European culture and past, narration as a means to create and communicate about them has gained new momentum. By applying the Discourse-Mythological Approach, I explore how the EU narrates the story of the origins of EU Europe in two recent EU heritage/history initiatives. The analysis brought out three storylines in the mythmaking of EU Europe. While the first storyline emphasizes temporal continuity, shared cultural roots, and preservation and transmission of a common legacy, the second focuses on the idea of a break and a rebirth of a civic/political community. The third storyline highlighting founding figures and key heroes functions as a mediator between these two narratives. The founding myths seek to justify the political aims of the EU, that is, strengthening European unification and multilevel integration, and presenting these aims as choiceless and morally and ethically legitimated. peerReviewed

Väitöskirjan aiheena on Suomen 1980-luvun lopun ja 1990-luvun alun poliittinen, yhteiskunnallinen ja kulttuurinen muutos. Tutkimuksessa lähestyn kyseistä ajanjaksoa aika- kauden vaihtumisen kontekstissa. Tutkimuksen ensisijainen tavoite ei ole tuottaa uutta aikakautta koskevaa tietoa vaan tulkita jo olemassa olevaa tietoa uudella tavalla. Tutkimuksen tarpeita varten olen kehittänyt uuden käsitteen: historiallinen totuus. Käsitekuvaa sitä, mikä poliittinen kysymys nousee aikalaistietoisuudessa keskeiseen asemaan. Historiallinen totuus ei ole tietoa sanan varsinaisessa merkityksessä vaan varmuutta jonkin tietyn poliittisen kysymyksen ratkaisevasta merkityksestä Suomen hyvinvoinnille ja selviytymiselle. Historiallisen totuuden käsite perustuu löyhästi Karl Mannheimin tiedonsosiologiaan ja yhteen sen avainkäsitteeseen, ajan henkeen. Mannheimin mukaan jokaisella aikakaudella yksi ja vain yksi maailmankatsomus hallitsee luoden ajan hengen. Hallitseva maailmankuva leviää kaikkialle yhteiskuntaan ja se on havaittavissa aikakauden taiteessa, kulttuurissa, politiikassa tieteessä tai koulutuksessa. Mannheimin mukaan poliittisen toimijan tieto maailmasta on aina suhteessa siihen historialliseen ja sosiaaliseen maailmaan, jossa hän elää. Mutta koska ajattelu on harvoin yksilöllistä, toimijan tieto on todellisuudessa hänen sosiaalisen ryhmänsä tietoa. Ajan hengessä aika ja todellisuus nähdään yhden tietyn sosiaalisen ryhmän silmin. Aikakauden maailmankuva rakentuu organisoivasta keskuksesta käsin, joka tuottaa tietyllä tavalla jäsennetyn ja käsitteellistetyn kuvan todellisuudesta. Organisoivat keskukset ovat läheisessä yhteydessä niihin olosuhteisiin, joissa ihmiset aikakaudella elävät. Toisaalta olosuhteet tulevat tulkituiksi tiettyjen jo ennen aikakauden alkua päätettyjen meta- fyysisten käsitteiden ja uskomusten kautta. Jokainen organisoiva keskus on vastaus johonkin elämää koskevaan suureen kysymykseen. Elämän muuttuessa tarpeeksi paljon, organisoivat keskukset vanhentuvat ja ne pitää muotoilla uudelleen. Uusi organisoiva keskus syntyy jälleen uuden elämää koskevan suuren kysymyksen ympärille. Mannheimia soveltaen katson, että historiallinen totuus, tärkeimmaksi nostettu poliittinen kysymys, organisoi ja luokittelee aikakauden poliittisen elämän kokonaisuutta. Aikakauden tärkein poliittinen kysymys tulee vielä ratkaista jollain tavalla. Ratkaisusta ei välttämättä päästä yhteisymmärrykseen, mutta kysymyksen ratkaisua koskevat kiistat eivät kumoa sen asemaa kysymyksenä. Sikäli kuin myös kysymyksen ratkaisusta päästään konsensukseen, valittua poliittista menettelytapaa tai strategiaa on mahdollista pitää yhtä lailla historiallisena totuutena. Historiallisen totuuden olemassaoloa ei voida missään nimessä pitää itsestäänselvyytenä. Aikalaisilla saattaa olla eriäviä käsityksiä poliittisten kysymysten tärkeysjärjestyksestä. Yhteiskunnassa voikin samanaikaisesti olla olemassa useampia historiallisia totuuksia kuin vain yksi. On myös mahdollista, etteivät aikalaiset kaikkina ajanhetkinä halua tai edes kykene nostamaan yhtä poliittista kysymystä muiden yläpuolelle. Historiallinen totuus on siksi ensi vaiheessa tutkimusaineistolle esitettavä kysymys: onko tutkimusaineistosta löydettävissä jotain yhtä tiettyä poliittista kysymystä tai asiaa, johon kaikki muut kysymykset ovat suhteessa tai jopa alisteisia sille. Historialliselle totuuden olemassaololle pitää siten luoda kriteerit. Sellaisiksi olen määritellyt muun muassa yleisyyden, ajankohtaisuuden, kyvyn hallita tai muuntaa tärkeimpien poliittisten käsitteiden sisältöjä sekä yhteensopivuuden aikakauden tietämyksen ja korkeimpien moraalisten arvojen kanssa. Kaikkien asetettujen ehtojen on täytyttävä. Vaikkakin historiallisesta totuudesta täytyy vallita riittavä yksimielisyys yhteiskunnassa, sen tunnustaminen ei välttämättä perustu yksin vapaaehtoisuuteen. Historiallinen totuus voidaan kyseenalaistaa, koska se ei ole ainoa mahdollinen näkemys aikansa olosuhteista. Historiallinen totuus on poliittisten kamppailujen ja valtasuhteiden tuotos. Historiallinen totuus on kuin hallitus, jonka johtajuuteen ihmiset suostuvat silloinkin kuin eivät välttämättä pidä siitä. Historiallisen totuuden tukena saattaa olla myös pakkokeinoja kuten esimerkiksi julkista paheksuntaa, sakkoja, virasta erottamisia, vankeusrangaistuksia ja maastakarkoituksia. Tältä osin nojaan Gramscin ideologisen herruuden teoriaan, jossa hallitseva ryhmä yrit- tää ensin saada hankituksi vapaaehtoisen suostumuksen hegemonialleen, mutta sikäli kuin se ei onnistu, hegemonisella ryhmällä on käytössään pakkokeinoja suostuttelun jatkeeksi. Valtiokoneisto on pakottamisen välineistä tärkein ja katsonkin, että historiallinen totuus on jotain, joka ilmenee valtion toiminnassa. Lähestyn näin 1990-luvun murrosta poliittisille kysymyksille annettujen merkitysten kautta ja historiallisen totuuden idean mukaisesti pyrin löytämään tärkeimmäksi arvioidun poliittisen kysymyksen. Tutkimushypoteesina on, että historiallinen totuus, valtakunnan politiikan tärkein kysymys, vaihtui Suomessa 1990-luvun alkupuolella. Poliittisille kysymyksille annetut merkitykset ja tärkeysjärjestykset olivat toisaalta yhteydessä olosuhteisiin, toisaalta toimijoiden maailmankuvaan ja identiteettiin. Oli siis periaatteessa mahdollista, että puheena oleva yhteiskunnallinen murros saattoi jopa enemmän johtua toimijoiden maailmankuvien ja identiteettien muutoksesta kuin itse olosuhteiden muutoksesta. Uusi suuri poliittinen kysymys merkitsee kuitenkin aina uuden ajanjakson alkua, olivat muutoksen lähtökohdat sitten missä tahansa. Tutkimus keskittyy kirjoitettuun ja puhuttuun kieleen, koska historiallinen totuus täytyy kommunikoida. Silti historiallinen totuus ei itsessään ole diskurssi vaan lukuisissa poliittisissa päätöksissä ilmenevä poliittisen elämän organisoitumisen muoto. Vasta tutkimusaineiston analyysi yhdessä tapahtuneiden tosiasioiden kanssa tulkittuna antaa pohjan historiallisen totuuden määrittelylle. Tutkimusaineistona ovat Helsingin Sanomat sekä kuusi muuta aikakausilehtea yhteiskunnan eri aloilta vuosien 1986 - 1994 väliltä. Tiedonsosiologisen teorian mukaan organisoivat keskukset ovat dialektisessa suhteessa toisiinsa. Oletan asian olevan historiallisten totuuksien kohdalla saman. Tästä syystä tutkimukseen kuuluu myös eräänlainen tausta-aineisto vuosilta 1918 -1985. Olen jakanut sen kahteen osaan ensimmäisen tasavallan vuosiin 1918- 1944 ja toisen tasavallan vuosiin 1944- 1985. Tutkimusaineiston analyysi yhdessä aiemman tutkimuksen kanssa antoi perusteen päätellä, että Suomessa on itsenäisyyden aikana vaikuttanut kolme historiallista totuutta. Historiallisen totuuden olemassaololle asetetut kriteerit täyttyivät kaikilla aikakausilla riittävästi. Maailmansotien välisenä aikana valtakunnan politiikan suuri kysymys liittyi bolsevismin kitkemiseen kansakunnasta. Bolsevismiongelman käytännön ratkaisusta ei päästy milloinkaan lopulliseen yksimielisyyteen. Historiallinen totuus pysyi pelkkanä kysymyksenä jatkosodan loppuun saakka. Ensimmäisen tasavallan antibolsevismi ajautui umpikujaan Saksan tappion myötä ja syksystä 1944 tärkeimmäksi kysymykseksi nousi itsenäisyyden säilyttäminen kahden suurvallan hallitsemassa maailmassa. Tavoitteen toteutumisen katsottiin vaativan hyviä ja luottamuksellisia suhteita Neuvostoliittoon. Siihen liittyi myös puolueettomuuspyrkimys, joka oli kuitenkin siinä mielessä vinoutunutta, että se salli Yhdysvaltojen arvostelun mutta ei Neuvostoliiton. Ulkopoliittinen linja sai nimen Paasikivi-Kekkosen linja ja sita voidaan pitää toisen tasavallan historiallisena totuutena. Syksyn 1989 kumousten seurauksena puolueettomuuspolitiikka epäajankohtaistui nopeasti. Kylmän sodan päättyminen mahdollisti Suomen siirtymisen poliittisesti neutraalilta maaperältä länsimaiden joukkoon ja Euroopan Unionin jäseneksi. Suomen läpikäymät yhteiskunnalliset muutokset seurailivat länsimaisia poliittisia ideoita. Prosessiin kuului myös Euroopan Unionin vaatimusten, säädösten ja normien täyttäminen. Länsimaistumista tai EU:ta ei kuitenkaan oman näkemykseni mukaan pitää historiallisena totuutena, koska Suomeen vaikutti vieläkin suurempi voima ja laajempi rakenne: globaalitalous. Lisäksi historialliseen totuuteen kuuluu tiettyjen pakkokeinojen olemassaolo ja EU- jäsenyys oli maan oma valinta. Markkinavoimat sen sijaan näyttivät heti laman alettua kykynsä rangaista Suomea, mikäli maan harjoittama politiikka ei herättänyt markkinoissa riittävää luottamusta. Liberalismin ideologisen voiton ja globalisaation kehityksen kiihtymisen merkittävin seuraus oli pääoman muuttuminen kansallisesta kansainväliseksi. Se oli omiaan lisäämään valtioiden kilpailua pääomasta. Suomikin liittyi muiden valtioiden tavoin kilpailuun. Globaalin pääoman suosiosta kilpailemisesta tuli maan historian kolmas historiallinen totuus. Laman aikaiset organisatoriset ja kulttuurispsykologiset muutokset voidaan ymmärtää kansakunnan sopeutumisena globaalin talouskilpailun aikakauteen. Muutosprosessi tapahtui kuitenkin sosialismin romahduksen jälkeisessä ideologisessa tyhjiössä ja olisi todennäköisesti ollut jossain määrin erilainen, mikäli vanha historiallinen totuus olisi edelleen ollut voimassa. Kaikista kolmesta historiallisesta totuudesta viimeisin, kilpailu globaalista pääomasta, oli silti heikoin ja haavoittuvaisin, koska globaalilla pääomalla ei ollut omaa armeijaa tukenaan. Tutkimusaineistossa samankaltainen kaava toistui jokaisella aikakaudella. Ensin on jokin suuri kriisi, joka teki mahdottomaksi jatkaa entiseen tapaan. Umpikuja vaatii olosuhteiden käsittämistä uudella tavalla. Jokin uusi suuri poliittinen kysymys nousi keskeiseksi ja poliittinen elämä organisoitui sen ympärille. Poliittiset käsitteet saivat uusia merkityksiä ja maahan kehittyi uudenlainen moraalinen ja poliittinen ilmapiiri. Uutta poliittista oppia levitettiin valtiosta käsin kansalaisyhteiskuntaan. Kaikilla historiallisilla totuuksilla on myös ollut oma kurinpitäjänsä, mikä tukee Gramscin ideologisen hegemonian teoriaa. Suomi on kuitenkin aina ollut lukuisten poliittisten ja taloudellisten ryhmien maa. Jokainen niistä on ollut liian pieni ja heikko hallitakseen maata yksinään. Suomalaiset ovat joutuneet jokaisella aikakaudella tekemään poliittisen kompromissin, joka on kuitenkin ollut ideologisesti kallistunut aikansa vahvimman poliittisen toimijan ideologian suuntaan. Kurinpitäjä ja poliittinen kompromissi ovat yhdessä rajanneet sitä, mikä on ollut aikakaudella poliittisesti mahdollista. Historiallisen totuuden ytimessä on ollut vahvimman toimijan kyky asettaa oma asiansa pysyvästi poliittisen agendan kärkeen. Poliittinen kompromissi on joka kerta kiertynyt sen ympärille ja ajan suuri poliittinen kysymys on aina saanut kansallisen uhkakuvan luonteen. 1990-luvun alun murroksen historiallisesti tärkein seuraus oli siirtymä sodan maailmasta talouden maailmaan. Sodan maailmassa turvallisuuskysymykset hallitsevat valtioiden politiikkaa, talouden maailmassa tärkein kysymys liittyy luonnollisesti talouteen. 1990- luvun alussa yleinen uskomus aineistossa oli, että valtioiden välisten sotien aikakausi Euroopan mantereella on ohi ja että sosialismi on lopullisesti hävinnyt aatteiden välisen kilpajuoksun. Konfliktien lientyessä turvallisuuskysymykset menettivät ensisijaisen asemansa taloudellisille kysymyksille. Syksy 1989 olikin ennen kaikkea taloudellisten arvojen suuri voitto, vaikkakin monet aikalaiset pitivät länsimaista demokratiaa toisena suurena voittajana. 1990-luvun alun lama alleviivasi tätä siirtymää kylmän sodan sotilaallisen ja ideologisen kilpailun maailmasta globaalin talouskilpailun maailmaan. Suomi ei säilynyt entisenlaisena sen siirtyessä maailmasta toiseen. Valtion toiminnassa olikin havaittavissa muutoksia. Muutosprosessi oli monella tapaa välttämätön. Sota ja talous tarvitsevat erilaiset organisaatiot. Molemmissa maailmoissa valtiolla on kuitenkin useampia organisatorisia ja poliittisia vaihtoehtoja käytettävissään kuin vain yksi. Olemassa olevat ideologiset valtasuhteet vaikuttavat merkittävästi siihen, mikä niistä tulee valituksi. Sosialismin romahduksen jälkeen liberalismista tuli melkeinpä ainoa mahdollinen huomispaivan ideologia. Sillä oli kyllä vastustajansa ja kriitikkonsa, mutta ei todellista ideologista haastajaa paitsi yksi mahdollinen. Vanhakantainen nationalismi palasi politiikan areenalle, mutta 1990-luvun puolivalin Suomessa sitä ei vielä pidetty uhkana. The research topic of the doctoral thesis is Finland's political, societal and cultural change in late 1980's and early 1990's. I approach that period as a change of epoch. The main purpose of the study is not to produce new knowledge concerning that period but to interpret already existing knowledge in a new way. For the needs of the study I have developed a new concept: historical truth. The concept illustrates which political question rises to a dominant position in the awareness of the epoch. Historical truth is not knowledge in the literal sense of the word but the certainty of the crucial importance of a particular political question for the well-being and survival of Finland The concept of historical truth is loosely based on Karl Mannheim's sociology of knowledge and on one of its key concepts: spirit of the times. According to Mannheim in each epoch, one and only one worldview dominates and creates spirit of the times. The dominating worldview spreads across the society and it can be seen in the art, culture, politics, science or education of the epoch. Mannheim claims that the knowledge and worldview that a political actor has, are al- ways in relation to the historical and social world in which she lives. Because thinking is very seldom individual, her knowledge is actually that of her social group. In spirit of the times the history and reality are seen by the eyes of a particular social group. The worldview of an epoch is constructed from the organizing center which produces a vision of reality ordered and conceptualized in a certain fashion. Organizing centers are closely related to the circumstances which people live in the epoch. On the other hand, prevailing circumstances are understood through certain pre-determined meta- physical concepts and beliefs. Each organizing center is an answer to some big question concerning life at that moment. When life changes much enough, the organizing centers become rapidly outdated and need to be reformulated. The new organizing center will evolve again around some new question of life. Applying Mannheim, I see that historical truth, the most important political question, organizes and classifies the whole of political life. The great political question has eventually to be solved some way. There won't necessarily be consensus on the solution, but the solution dispute does not diminish the importance of the question. As far as consensus about the solution is reached, the chosen policy approach or strategy can be interpreted as historical truth as well. It is clear that the existence of a consensus on the most important political question is not something we can take for granted. People may have different opinions about political priorities and there could more than one truth at a time. It is also possible that people are not always able or willing to give special importance to one political question. Historical truth is therefore in its first phase a question posed to the research data: is there such question to be found to which all other political questions are more or less related or even subordinate? Some criteria off course need to be set. Such criteria are for example: generality, topicality, ability of transforming or controlling the meanings of political concepts and commensurability with society´s highest values and existing knowledge. All conditions must be met. Even though there has to be sufficient consensus in the society on historical truth, its confession is not necessarily based on voluntariness only. Historical truth can be questioned because it is not the only possible conception of the prevailing political circumstances. Historical truth is the outcome of political struggles and power relations. Historical truth is like government whose leadership people accept even if they don' t necessarily like it. Certain coercive measures can also be introduced to support historical truth including public disgrace, fine, dismissal, imprisonment and banishment. On this part I base on Gramsci's theory of ideological hegemony in which the dominating group tries first to acquire voluntary consent but if it does not succeed, coercive measures can be involved to secure the consent. State apparatus is the most important instrument of coercion and I see that historical truth is something that appears in the functioning of the state. So, I approach Finland's 1990's societal and political change by studying meanings given to different political questions. According the idea of historical truth, I am especially interested in finding that political question which is given the first priority in national politics. The research hypothesis is that early 1990's saw the emergence of the new historical truth and the disappearance of the old one. The given meanings or orders of priority are on one hand related to the prevailing political circumstances and on the hand to the worldviews and identities of the political actors of the epoch. It is there- fore possible that Finland's change resulted more from the changes in worldviews and identities than from the changes in circumstances itself. However, if the most important political question did change, it meant the beginning of a new epoch whatever the cause of the change. The study focuses on written and spoken language because historical truth must be communicated. Historical truth is not a discourse in itself but a form of organization of political life that can be seen in numerous political decisions. The historical truth can be discovered and defined only when the research data is analyzed together with the historical facts. The research data consists of Helsingin Sanomat and six other periodicals during 1986 - 1994. According to Mannheim organizing centers are in dialectic relationships with each other. I assume that the same applies to historical truths. Because of the dialecticism, I saw it useful to collect a sort of background research material concerning years from 1918 to 1985. The material was divided in two, to the first republic's years 1918- 1944 and to the second republic's years 1944-1985. The main function of the background material is to support the interpretation of 1990's change but it also makes possible to execute cautious comparisons between the epochs. Research data analysis combined with the facts gave grounds to conclude that there have been three different historical truths in Finland so far. The conditions for the existence of historical truth was sufficiently fulfilled in every epoch. During the first republic the great political issue was how to drive bolshevism successfully out of the country. No final or established consensus was reached around the solution of Bolsh problem. Historical truth remained as a question till the end of continuation war. The national anti-bolshevism became impossible after the defeat of Germany and since autumn 1944 the preservation of national independence in the world of two superpowers was almost unanimously regarded as the most important political question. It was seen immediately after the armistice that the goal will be best achieved by sustaining good and confidential relationships with the Soviet Union. An attempt for neutrality was included in country's foreign policy but in the real life Finland's neutrality was unbalanced because it allowed the criticism of the United States but not of the Soviet Union. The policy line was named Paasikivi-Kekkonen line and it can be considered the historical truth of the second republic. Due to the revolutions in Eastern Europe in 1989 Paasikivi-Kekkonen line became quickly outdated. The ending of cold war enabled Finland to move from the neutral soil to the western group and to the EU. Finland's societal and cultural change followed the ideas of western liberalism and included successful attempts to fulfill EU's demands, norms and regulations. However, I saw that westernization or EU cannot be regarded as historical truth because there was even more powerful force and more extensive structure affecting Finland at that time: the global economy. In addition, coercive measures belong to the historical truth and joining EU was a voluntary decision. The market forces in contrast showed right after the economic decline had begun their capability to punish Finland if its policy didn't meet market's expectations. The most far-reaching political consequence resulting from the ideological victory of liberalism and from the acceleration of globalization process was the internationalization of national capital. New situation was apt to increase competition for capital among the nation states and 1990's Finland was not an exception. The third historical truth was participation in the interstate competition for global capital. Out of all historical truths so far, it was the weakest and most vulnerable because it lacked military support. However, it was powerful enough and the organizational and mental changes carried out during the years of economic decline can be understood as nation's adaption to the demands of global economic competition. But the process took place in the political and ideological vacuum caused mainly from the fall of communism and would have probably been somewhat different if the old historical truth, the prevention of soviet military occupation by diplomacy, had still remained. As the final conclusion of the research data analysis, it is possible to say that approximately the same kind of pattern repeated itself in every epoch. First there was a crisis that was serious enough to compel the contemporaries to understand their political situation in a whole new way. The new political question was given the central role and the political life became organized around that question. The political concepts were given new meanings and a new kind of political and moral atmosphere started to develop. The new political doctrine was spread from the state to civil society. Behind every historical truth there was a disciplinarian or punisher which supports Gramsci's theory of ideological hegemony. But Finland has always been a country of several political and economic groups too. Each group has been too small and too weak to rule the country alone. In every epoch a consensus or compromise between the groups was regarded as necessary but each time the compromise was also ideologically imbalanced in favor of the strongest group of that time. The punisher and the political compromises set the limits to what was politically possible. At the core of historical truth was the ability of the strongest political actor to put his own issue permanently at the top of the political agenda. Political compromise or consensus evolved around that issue and every time the main political question was understood and described as a national threat. The historically most significant consequence of late 1980's and early 1990's events was a transition from the world of war to the world of economic competition. In the world of war, the security question rules national policy, in the world of economic competition the major political question is naturally related to economy. The common belief after the collapse of communism was that the era of interstate wars was over in Europe. It was also taken from granted that socialism had irretrievably lost its ideological race to liberalism. As the political conflicts eased off, the economic questions moved to the fore. The autumn of 1989 was in the first place the victory of economic values although many contemporaries thought that the western democracy was another great winner. In Finland, the economic recession in a certain way dramatized the transition from one world to another. Finland did not remain the same when it moved from one world to another. We may observe some changes in the functioning of the Finnish state at that time. In many ways the transformation process was a practical necessity. War and the economy need a different organization. But in both worlds, there is more than one organizational and political option for a nation to operate. The existing ideological power relationships are crucial when deciding which option to choose. After the collapse of socialism liberalism remained almost the only possible ideology of tomorrow. Liberalism had its opponents and critics but no real ideological challenger except one possible. Old fashioned nationalism also returned to the political scene but it was not considered a threat twenty- five years ago.

This dissertation looks into the meanings of the duodji, Sámi handicrafts. The study approaches duodji as an institution that regulates, defines, and produces the meanings of the duodji in different ways. The research material — Sámi Parliament Statements, Committee Memorandums, Craftsmen’s Seminar Speeches, and Interviews with Duodji Entrepreneurs — are interpreted by means of discourse analysis. The theoretical framework is social constructivism, which is tangibly defined by the concepts of social norms and commercial branding. The research questions are how the duodji institution is built and how it produces the meanings of the duodji, and how the norms and brands of duodji work in this process. The aim is to find out the role of duodji as a mirror and interpreter of the Sámi society and to explore how the Sámi political and economic phenomena are reflected in the meanings of the Duodji. The research shows that in the 1970s a discursive shift was taking place in the duodji, whereby the duodji was incorporated into the Sámi ethnic politics and it became strongly institutionalized. As a consequence, the continuous meaning negotiations of the duodji are the core of the existence of the duodji institution. The formal duodji institution seeks to produce representative and meaningful duodji through, inter alia, duodji picture books and public statements concerning handicrafts. As a social institution, duodji is linked to social norms and their control. The control of norms is not so much the subject of duodji authenticity, but the power relations within the Sámi social interaction. The commercial duodji institution builds brands that utilise norms and norm control as well as representational duodji discourses. Tiivistelmä Väitöskirjan aiheena on duodjin eli saamelaisen käsityön merkitykset. Tutkimuksessa duodjia lähestytään instituutiona, joka säätelee, määrittelee ja tuottaa duodjin merkityksiä eri tavoin. Tutkimusaineistoa eli saamelaiskäräjälausuntoja, komiteamietintöjä, käsityöntekijöiden seminaaripuheenvuoroja ja duodjiyrittäjien haastatteluja tulkitaan diskurssinalyysin keinoin. Teoreettisena viitekehyksenä on sosiaalinen konstruktionismi, jota konkretisoidaan sosiaalisen normin ja kaupallisen brändin käsitteillä. Tutkimuksessa kysytään, miten duodji-instituutio rakentuu, miten se tuottaa duodjin merkityksiä sekä miten duodjin normit ja brändit toimivat tässä prosessissa. Tavoitteena on selvittää duodjin roolia saamelaisen yhteiskunnan peilinä ja tulkkina sekä tutkia, miten saamelaisten poliittiset ja taloudelliset ilmiöt heijastuvat duodjin merkityksissä. ‘Rising China’ is a term that has come to refer to China’s march to being number one, the speed of its economic growth, and its investment around the world during last two decades. In Finland, government agencies have been established to promote investment, trade, and co-operation with China, while regional and local governments are also actively involved. Meanwhile, much of the world is now competing for the attention of China, so the power dynamic is tending to shift in favour of the Chinese. This developing context has been examined in previous studies primarily from the perspectives of politics, economics, and management studies. The overarching aim of this study is to investigate emerging power relations between Finns as sellers of investment opportunities and products and Chinese as investors, buyers, and partners. The study predominantly builds on Positioning Theory (Harré, 1991). It uses methodological tools of ethnographically framed in terviewing and observation. The study comprises five articles - empirical research reports exploring the major themes in data collected – adjustment of Finns to the Chinese, search of common ground with Chinese representatives, guest-host positioning during delegation visits, humor in negotiations, and the language aspect in co-operation. Five styles of positioning regarding power and common ground were found – adjustment, use of existing common ground, autonomy, ‘soft’ power, and pressure / hedging; the character this typology was found to correspond to phases of the five Chinese elements (Wu Xing). While the data suggest that both Finnish and Chinese representatives use all of these strategies, Finnish representatives tended to rely on active responses such as adjustment and pressure/hedging, while Chinese representatives more often resorted to a stance of autonomy. The dynamic among these phases is illustrated using the model of a rope, which suggests the integral nature of change from one style into another, as well as the ways power, common ground, and culture are all intertwined. A variety of external and internal factors that influence the positioning of Finnish and Chinese representatives could also be traced from the articles, such as organizational roles, meeting places, discourses about national characteristics, and considerations of ‘face’. This further reveals the complexity of positioning regarding power and common ground.

Tutkimuksen tarkoituksena oli selvittää merkityksellisiä tekijöitä lastensuojelulaitosten työntekijöiden kokemuksista lastensuojelulainmukaisista rajoitustoimenpiteistä sekä sitä, minkälaisia käytäntöjä lastensuojelulaitoksissa on, liittyen rajoitustoimenpiteisiin. Tutkimuksen aineistona on käytetty lastensuojelulaitosten työntekijöiden vapaamuotoisia kirjoitelmia, jotka on kerätty keväällä 2018. Kirjoittajat ovat saaneet kutsun aineiston tuottamiseen joko henkilökohtaisen vierailuni, esimiehen sähköpostin, tai sosionomien ja sosiaalityöntekijöille tarkoitetun Facebook-ryhmän kautta. Aineisto kerättiin sähköpostitse ja analysoinnin aluksi kirjoitelma muokattiin tunnistamattomaan muotoon. Aineisto koostuu 16 erilaisesta kirjoitelmasta. Tarkastelen rajoitustoimenpiteitä ranskalaisen yhteiskunta- ja kulttuuritutkijan Michel Foucault’n (1926-1984) valta-analyysin pohjalta. Foucault’n mukaan vallankäytössä esiintyy useita erilaisia ulottuvuuksia ja mahdollisuuksia: lastensuojelutyön ja erityisesti lastensuojelulain mukaisessa rajoittamisessa voi yhtä lailla olla kyse asiakkaan käytöksen normalisoinnista, ohjaamisesta oikeanlaiseen käytökseen tai jopa huolehtimisesta. Tutkimusnäkökulma on fenomenologinen, tarkemmin saksalaisen Martin Heideggerin luoman hermeneuttisen fenomenologian mukainen. Aineistoa on analysoitu Juha Perttulan kehittämää fenomenologista analyysimenetelmää mukaillen. Tutkimuksen perusteella työntekijöiden kokemuksiin rajoitustoimenpiteistä vaikuttaa 13 merkityksellistä tekijää, jotka jaottelin teoreettisen näkökulmani mukaisesti (1) rajoitustoimenpiteet vallankäytön välineenä (2) rajoitustoimenpiteet huolehtimisen välineenä ja (3) yksilöllisiin kokemuksiin. Tekijöiden laatu vaikuttaa oleellisesti siihen, onko työntekijän kokemus rajoitustoimenpiteestä positiivinen vai negatiivinen. Merkittävät tekijät ovat näkemykseni mukaan sellaisia, että niihin voidaan vaikuttaa työntekijä- tai esimiestasolla, jolloin olisi mahdollista vähentää negatiivisten kokemusten määrää. ABSTRACT Working on the frontier of control and support The purpose of this study was to find out what kind of significant factors present themselves in the restriction measures performed according to the Child Protection Act in the Child Protection Institutions. The practices related to the restriction measures were also a thing of interest. The core research material was interviews from employees of selected Child Protection Institutions which were collected in the spring of 2018. The invitation to participate to the interviews was delivered via three methods: a personal visit to the Institution, via email through their managers or an invitation in the specific social media platform. The gathered material was sent to through email to the researcher and then anonymized. The total number of received answers was 16. The research perspective of this study is Michel Foucault`s (1926-1984) analysis of social work and its relationship to power. According to Foucault there are many aspects and possibilities in the usage of power. In the case of child protection work and more specifically in the restriction methods the desired end state might be a normalization of the client’s behavior, an effort to guide the client’s behavior in to the right direction or even keeping the client safe from himself. The selected research perspective is phenomenological and more specifically its hermeneutical orientation by Martin Heidegger. The analysis of the research material was done using phenomenological analysis method developed by Juha Perttula. According the analysis there can be identified 13 different factors that influence the experiences of employees. They were divided, according my research perspective, into three different categories: (1) controlling methods, (2) caring methods and (3) individual methods. The quality of these factors was the defining variable in the respect of employee experience being positive or negative. These significant factors are, to my opinion, such in nature that their affiliation can be influenced through proper management and leadership methods.

Riskillä on keskeinen rooli modernissa yhteiskunnassa. Tiede, teollisuus ja päätöksenteko perustuvat riskien arviointiin ja hallintaan. Kansanterveystyön painopiste on siirtynyt terveysriskien arvioinnin ja kontrolloinnin kautta tapahtuvaan ennaltaehkäisyyn ja terveyden edistämiseen, jossa korostuu yksilön toimijuus. Samalla terveysriskejä koskeva viestintä on lisääntynyt huomattavasti valtavirtamediassa, ja viestinnälle on tyypillistä korostaa terveyttä koskevia uhkia. Tässä pro gradu -tutkielmassa selvitettiin, miten terveyteen liittyviä riskejä kuvataan iltapäivälehtien terveysaiheisissa julkaisuissa. Lisäksi selvitettiin, millaista toimijuutta iltapäivälehtien terveyteen liittyviä riskejä koskeva viestintä rakentaa lukijan kannalta. Tutkimuksen aineisto koostui kahden Suomen suurimman iltapäivälehden, Iltalehden ja Ilta-Sanomien, verkkosivustoilla aikavälillä 1.2.–13.3.2016 julkaistuista terveysaiheisista artikkeleista. Tutkimusmenetelmänä käytettiin kriittistä diskurssianalyysiä. Iltapäivälehtien terveysaiheisissa jutuissa korostuvat terveysriskien kokonaisvaltaisuus sekä aktiivinen, terveyttä edistävä toimijuus. Iltapäivälehdissä nostetaan esille runsaasti yksittäisiä, elintapoihin liittyviä riskitekijöitä, joista palstatilaa saavat erityisesti sydän- ja verisuonitauteihin sekä syöpiin liittyvät riskitekijät. Muut kansanterveydellisesti merkittävät sairaudet, kuten mielenterveyden ongelmat sekä tuki- ja liikuntaelinten sairaudet, eivät saa yhtä paljon näkyvyyttä. Riski itsessään näyttäytyy merkityksellisenä riippumatta siitä, mihin tai millaiseen terveystapahtumaan on yhteydessä. Riskien tiedostaminen ja niihin varautuminen sekä aktiivisuus terveyden suhteen näyttäytyy tärkeänä riippumatta siitä, millainen mahdollisuus yksilöllä todellisuudessa on vaikuttaa vaaran toteutumisen todennäköisyyteen. Iltapäivälehtien terveysaiheisten juttujen rakentamassa todellisuudessa terveysriskit ovat läsnä kaikkialla ja riski liittyy koko elämään. Riskin hallitsemisen suhteen korostuu yksilön aktiivisuus. Riskin ja toimijuuden kuvaamisen tapojen voidaan nähdä kytkeytyvän riskiyhteiskuntateorioihin sekä teorioihin lääketieteen kehitykseen liittyvästä biopoliittisesta vallasta ja terveysriskien kautta tapahtuvasta hallinnasta. ABSTRACT Health risks and agency in Finnish tabloids In modern societies, many societal practices are based on the notion of risk. Science, industry and policy-making are based on risk assessment and risk management. The key strategies of public health, disease prevention and health promotion, are performed through assessment and controlling of health risks, and thus highlight the agency of an individual. The volume of health risk communication has considerably increased in the mass media, and it is typically characterized by highlighting various threats to health. The aim of this Master’s Thesis was to examine how health-related risks are presented in health-related articles published in Finnish tabloids. Another aim was to examine how the agency of the reader is constructed in these articles. The empirical material of this study consisted of health-related articles published in the websites of the two most read Finnish tabloids, Iltalehti and Ilta-Sanomat, during a six-week time period, from February 1st to March 13th 2016. The material was analysed by critical discourse analysis. The pervasiveness of risk and the importance of an active agency, targeted to health promotion, are emphasized in the health risk communication of Finnish tabloids. Individual, lifestyle-related risk factors receive substantial attention, especially those related to cardiovascular disease and cancer. Other diseases that are important for public health, such as mental health problems and musculoskeletal disorders, in turn, do not receive as much attention. Risk itself seems to be important despite of what disease or health status it relates to. Being aware of and prepared for health risks seems to be important despite of the actual chances of an individual to influence on the probability of the realization of the danger or threat on health. In the health-related communication of tabloids, health risks are omnipresent and risk is related to everything in everyday life. The activity of an individual is crucial in the management of these risks. Presentations of risk and agency reflect important aspects of risk society theories, as well as theories about biopower and control performed through health risks, that relate to the development of modern medicine.

New public management (NPM) is perceived as a method for restoring the effectiveness of municipal organizations. In Finland, it is the main motivator for the reconstruction of municipal and state-driven public sectors. Our article explores the power relations created through implementing the NPM ideology, and how those power relations are constructed and renegotiated between office-holders and politicians in a Finnish municipal organization. We contribute to the NPM literature through an empirical study by introducing forms of power, including previously neglected concealed power. Typically, the informal rules of NPM, the administrative codex, and municipal politics are considered to delineate official power and highpowered offices. However, we find the (re)negotiation of power relations also involves manipulative elements. peerReviewed

Väitöskirja käsittelee valtasuhteiden ja sosiaalisen aseman määrittelyä ja rakentamista Rooman valtakunnassa. Tarkastelu tapahtuu keisariperheen jälkeläisistä tehtyjen kuvausten kautta, mikä tarjoaa uuden näkökulman Rooman keisariajan sosiaalihistoriaan. Väitöskirjan tutkimuskysymyksenä on, kuinka valtaa ja asemaa määriteltiin julkisissa representaatioissa. Tutkimuskysymystä tarkastellaan kahdelta tasolta: kuinka Rooman keisari rakensi ja oikeutti valtaansa ja asemaansa valtakunnan huipulla kuvaamalla lapsiaan, ja kuinka keisarin alamaiset kaikkialla valtakunnassa määrittelivät omaa asemaansa suhteessa keisarikunnan valtarakenteisin keisarin lapsista tehtyjen kuvausten kautta. Tutkimuksessa tarkastellaan erityisesti viestinnän suuntia keisarilta alamaisille ja alamaisilta keisarille sekä toisille alamaisille. Tutkimus lähtee siitä oletuksesta, että käyttämällä keisarin lapsia vallan ja aseman osoittamiseen voidaan viestiä niistä jotakin sellaista, mitä pelkkää keisaria kuvaamalla ei voida tuoda ilmi. Lasten käyttö osana vallan ja aseman kuvauksia oli tietoista toimintaa, jonka syitä tutkimus selvittää. Tutkimuksessa tarkastellaan numismaattisia lähteitä (kolikoita ja mitaleita), julkisia monumentteja (piirtokirjoituksia ja veistoksia) sekä kirjallisia lähteitä. Monipuolisen aineiston kautta voidaan tavoittaa kokonaisvaltainen käsitys siitä, kuinka keisariperheen lapsia käytettiin vallan ja aseman osoittamisen välineenä. Väitöskirja on laadullinen tapaustutkimus, jonka kohteeksi on valittu yksi keisarillisen Rooman dynastioista, Antoninusten dynastia (138-192 jKr.). Dynastian valtakausi on erityinen tutkimuskohde useiden perheeseen syntyneiden tai adoptoitujen lasten ja näistä säilyneiden monipuolisten lähteiden takia, mutta myös, koska aikakausi edustaa siirtymää adoptiokeisareiden ajasta biologiseen vallan periytymiseen. Vallanperimystä leimaa kuitenkin epävarmuus, mikä tekee dynastian rakennusprosessista ja keisarin alamaisten reaktioista siihen valaisevan tarkastelukohteen. Keisarin lasten käyttöä vallan ja aseman osoittamisen välineenä tarkastellaan tutkimuksessa useasta näkökulmasta. Näitä ovat pienten lasten ja lapsiryhmien käyttö representaation välineenä, vallanperijöiden ja keisarinnaksi nostettujen lasten kuvaukset, sekä lapsuuden rajautuminen kuolemaan tai aikuisuuteen. Tutkimuksessa lapsuus käsitetään ikäkautena ennen aikuisuutta, mutta myös vanhempien ja lasten välisenä suhteena. Tutkimus osoittaa, että tärkeimmät yhteiskunnalliset ryhmät, joille keisarin valtaa osoitettiin jälkeläisten kuvia käyttämällä olivat senaattorisäätyjen jäsenet, sotilaat ja Rooman kaupungin plebeiji-väestö, joka edusti symbolisesti koko valtakunnan väestöä. Alamaisten joukosta nousevat esille tietyt ryhmät, jotka valitsivat keisareiden lapset välineiksi valtansa ja asemansa rakentamiseen. Näitä olivat etenkin provinssien paikallinen eliitti eli julkista valtaa käyttävät neuvostojen jäsenet, senaattorisäätyyn kuuluvat valtakunnan kreikankieliseltä alueelta kotoisin olleet yksityishenkilöt ja paikalliset virkamiehet. Tutkimus myös osoittaa, että keisareiden lasten kuvaukset olivat osa Rooman imperialistisia pyrkimyksiä. Tutkimus todistaa jälkeläisten merkityksen vallan ja aseman osoittamisessa Antoninusten ajalla. Tutkimus osoittaa, että lasten käyttö osana keisari Antoninus Piuksen ja Marcus Aureliuksen politiikkaa oli laajempaa ja monipuolisempaa, kuin aikaisemmassa tutkimuksessa on tunnistettu. Lasten käyttö osana dynastisen vallan oikeuttamista tarkoitti vanhemmuuden, perheen ja eri ikäkausiin liittyvän kaikkien roomalaisen kulttuurin piirissä olleiden jakaman yhteiskunnallisen kuvaston hyödyntämistä ja näiden käyttö teki viestistä tehokkaamman. Tutkimus on ensimmäinen, jossa analysoidaan kattavasti keisariperheen jälkeläisten käyttöä osana keisarin alamaisten vallan ja aseman rakentamista. Lasten kuvausten käyttö oli harvinaista verrattuna keisarin kuvaamiseen, mikä teki siitä alamaisille erinomaisen keinon erottautua paikallisyhteisössään ja viestiä läheisestä suhteesta keisariperheeseen. Lasten kuvaaminen oli tehokas väline sekä keisareille että näiden alamaisille. This dissertation studies the representation of social power and status in the second-century Roman Empire through the imagery of imperial offspring. The question of how power and status were redefined and negotiated in acts of public representation is approached from two levels, imperial and local. The study examines how the Roman emperor defined and legitimated his rule by producing imagery of his offspring and how the imagery created by the subjects of the emperor contributes to the defining of power on both imperial and local levels. Interaction between and within the two levels is especially analysed. The main premise followed in the study is that making a visual reference to the emperor’s child says something different than merely making a reference to the emperor himself. In question is the kind of messages transmitted through these representations. The material consists of numismatic (coins and medallions) evidence, public monuments (epigraphic and sculptural evidence), as well as the writings of ancient authors. All material is discussed primarily with regard to its function as public representation intended to communicate the social power and status of the actor behind it. The study is a qualitative case study of the use of offspring in manifestations of power. The analysis focuses on one Roman imperial dynasty, the Antonines (AD 138-192). The dynasty had many children, both adopted and biological, and traces of these children have been preserved in various source types. The Antonine age presents a change from the time of the adoptive emperors to biological succession. There was, however, uncertainty concerning succession and the dynasty’s continuity, which makes it an interesting era to discuss the processes of constructing a dynasty through the roles of children. The imagery of small children and groups of children, the imagery of heirs and those daughters who became empresses as well as the imagery connected to the end of childhood in untimely death or adulthood are analysed. The concept of child is understood both as a social relationship and as the phase of life spanning from birth to youth or legal adulthood. The study shows that the Antonine emperors aimed their child-related messages in coins and medallions especially to members of the senatorial order, the military and the urban plebs of Rome who symbolized the whole population of the empire. Analysis of the agency of the subjects shows that it was especially members of the local elite, the power-holding members of town councils, senatorial individuals from the Greek east as well as local office holders who used the imagery of imperial children in coinage and honorific monuments. The study discusses Roman imperialism and proves that imperial children were tools in the imperialist processes of Rome in the Antonine age. The study demonstrates that the emperors Antoninus Pius and Marcus Aurelius used the imagery of their children and grandchildren to legitimate their rule and dynasty and indicates that this imagery and its use in imperial politics was more versatile and wide-ranging than previously thought. The emperors created a new assembly of political imagery that relied on concepts such as family and the relationships of parents and children and siblings, on youth, marriage, birth and even death. These were all part of the shared culture of the people who lived in the Roman Empire, which made their use an effective tool in imperial politics. This study is the first to present a synthesis of the use of imperial children as representations of power and status on not only imperial, but also on the level of local, provincial patterns. For the subjects, using the imagery of imperial children was a mark of the will to stand out in the negotiation of social power at the local level. Imagery of imperial children was also used to represent a close relationship between the local actor and the emperor. Using the images of imperial children in local discourse was not common but this fact made it all the more effective as a tool of social power and status.

Väitöstutkimuksessa tarkastellaan lastensuojelun asiakkaina olevien tai olleiden lasten vanhempien suhteita itseään koskeviin asiakirjoihin ja asiakirjakäytäntöihin. Lastensuojelun asiakirjat ja asiakirjakäytännöt ymmärretään vanhempien institutionaaliseen asiakkuuteen sisältyvinä osaksi heidän henkilökohtaista elämäänsä. Vanhempien asiakirjanäkemyksissä kiinnostus suuntautuu siihen, miten institutionaalinen asiakkuus kietoutuu henkilökohtaiseen elämään lastensuojelun toiminnan kohdistuessa yksityisinä pidettyihin perhe- ja vanhemmuussuhteisiin. Tutkimuksen aineistona on 19 kerronnallisesti painottunutta lasten vanhempien temaattista haastattelua, jotka on toteutettu vuosina 2010–2012. Haastatteluilla tavoitetaan tutkimukseen osallistuneiden kuvauksia lastensuojelun asiakkuudesta ja asiakirjoista elettynä, koettuna ja nykyhetkessä kerrottuna. Kertomusten avulla on mahdollista päästä vanhempien subjektiivisten kokemusten ja merkityksenantojen äärelle. Haastatteluissa kertyvä tieto nähdään haastattelijan ja haastateltavan vuorovaikutuksellisesti tuottamana. Tutkimuksen analyysimenetelmänä on sovellettu temaattista luentaa ja aineistolähtöistä sisällönanalyysia. Tutkimus koostuu neljästä artikkelista ja yhteenvetoluvusta, jonka teoreettisessa taustoituksessa eritellään sosiaalityön asiakirjojen ominaispiirteitä ja niiden sisältämää valtaa, vallan läsnäoloa dokumentointiin sisältyvässä transformaatioprosessissa sekä lukkiuttavia valtasuhteita. Ensimmäisessä artikkelissa tutkitaan, miten ja millaisin seurauksin lastensuojelun asiakkaana olevan vanhemman henkilökohtainen tieto muuntuu institutionaaliseksi asiakirjatiedoksi, kun prosessia tarkastellaan transformaation ja siihen sisältyvän vallan näkökulmasta. Toisessa artikkelissa selvitetään lastensuojelun asiakirjakäytäntöjen tahattomia seurauksia vanhempien kokemina lukkiuttavan vallan näkökulmasta. Kolmas artikkeli valottaa vanhempien kokemuksia lastensuojelun asiakkuudesta ja asiakirjoista henkilökohtaisen elämän rakentamisen ja sitä koskevan tarinan omistamisen näkökulmasta. Neljännessä artikkelissa tutkitaan lastensuojelun asiakirjojen lukutapoja, ajallisia lukuasemia sekä asiakirjojen pysyvyyden ja luettavuuden merkityksiä vanhempien kuvaamina. Tutkimustulokset tuovat esiin, että joillekin vanhemmista lastensuojelun asiakkuus ja asiakirjat ovat vain pieni osa henkilökohtaista elämää. Toisessa ääripäässä ovat vanhemmat, joiden henkilökohtaisen elämän rakentumiseen lastensuojelun asiakkuus ja asiakkuudesta kirjoitetut asiakirjat vaikuttavat pitkäkestoisesti useilla eri tasoilla. Asiakaskokemusten näkökulmasta asiakirjat ovat osa lastensuojelun institutionaalista toimintaa ja asiakas-työntekijäsuhdetta, jolloin niissä näkyy asiakkaina olevien vanhempien alisteisuus viranomais- ja asiantuntijatoiminnalle. Tutkimuksen keskeinen tulos on, että tiedon transformaatio merkitsee lastensuojelun asiakkaina oleville vanhemmille heidän henkilökohtaista elämäänsä koskevan tiedon kielellistä, käsitteellistä sekä hallinta- ja omistussuhteissa tapahtuvaa muutosta. Transformaatio tuottaa positiivisina, neutraaleina ja negatiivisina koettuja asiakkaan ja asiakirjan välisiä valtasuhteita. Transformaation valta näkyy vanhempiin ulkoapäin kohdistuvina, seurauksiltaan kannattelevina, merkityksettöminä tai kielteisinä vallan muotoina. Kun asiakirjat toimivat siten, että transformaation valta koetaan negatiiviseksi, asiakirjat voivat lukkiuttaa vanhempien asiakkuutta ja henkilökohtaista elämää erilaisin haitallisin tavoin. Tutkimustulokset korostavat teoreettisen ja moraalisen keskustelun tarvetta lastensuojelun dokumentoinnin tehtävästä sekä siitä, millaisia tarpeita lastensuojelussa kirjoitettavien asiakirjojen ajatellaan ensisijaisesti palvelevan. Tutkimuksen tulosten pohjalta on nähtävissä, että asiakirjat ovat hyvin monimerkityksisiä ja ne ovat sidoksissa vanhempien kokemuksiin omasta asemastaan lastensuojelun asiakkaina. Siksi onkin tärkeää, että asiakirjakirjaamista ei tarkastella ilman laajempaa asiakkaiden ja työntekijöiden suhteiden tarkastelua. Tutkimuksen tuloksia voidaan hyödyntää, kun kehitetään sosiaali- ja terveydenhuollon monialaista yhteistyötä ja tiedonvaihtoa palvelemaan tarkoitettua kansallista tietovarantoa. Tutkimustuloksia voidaan käyttää myös sosiaalityötä ja lastensuojelua laajemmin asiakkaita osallistavia dokumentointikäytäntöjä kehitettäessä. This doctoral dissertation examines how parents of children who receive or have received child welfare services regard documents written about themselves and the documentation practices employed in the child welfare system. Child welfare documents and documentation practices are seen as a part of the parents’ involvement in the system and thus a part of their personal lives. In examining the parents’ views about the documents, the dissertation focuses on how their interaction with the system intertwines with their personal lives as child welfare services become involved in family and parental relationships, which are regarded as belonging to the private sphere. The data of the dissertation are comprised of 19 narrative, thematic interviews of children’s parents carried out in 2010-2012. The interviews reflect the interviewees’ descriptions of their involvement in the child welfare system and the documents about them as a lived experience, narrated in the present moment. The narratives of the parents reveal their subjective experiences and meaning-making processes. The data accumulated from the interviews are seen as a product of the interaction between the interviewer and the interviewee. The data were analysed through thematic reading and data-driven content analysis. The dissertation is composed of four articles and a summary chapter, which provides theoretical background on the characteristics of social work documents and the power inherent in them, the presence of power in the transformation process involved in documentation, and obstructive power relations. The first article explores how the personal information of the parent is transformed into official documents, and what are the consequences of that transformation, examining the process from the perspective of transformation and the power it entails. The second article investigates the parents’ experiences of the unintended consequences of child welfare documentation practices from the perspective of obstructive power. The third article examines the parents’ impressions of their involvement in the child welfare system and of the documents about them through the lens of a life narrative and the ownership of that narrative. The fourth article studies the ways of reading child welfare documents, temporal reading positions and the meanings of permanence and readability as described by the parents. The results of the study indicate that for some of the parents, their involvement in the child welfare system and the related documents are merely a small part of their personal lives. In the other extreme, however, are parents whose involvement in the child welfare system and the documents drafted about it had long-lasting and multi-level effects on their personal lives. From the client perspective, the documents constitute a part of the institutional operation of the child welfare system and the client-social worker relationship, and therefore reflect the subordinate position of the parents in relation to authorities. The central finding of the study is that for the parents, the transformation of information not only signifies a linguistic and a conceptual modification of information regarding their personal lives, but it also shifts the control and the ownership of that information. The transformation creates power relations between the client and the document, which are regarded as positive, neutral, and negative. The power inherent in the transformation is imposed on the parents from without, resulting in supportive, insignificant, or negative forms of power. When the power involved in the transformation imposed through the medium of documents is regarded as negative, the documents may obstruct the parents’ involvement and personal lives in different, harmful ways. The results signify a need for theoretical and moral discussion on the role of child welfare documentation as well as on the kind of purposes child welfare documents are thought to serve. It is evident from the results that the documents have multiple meanings and that they are linked to parents’ experiences about their position as clients of child welfare services. Therefore it is important that an examination of documentation practices also involves a broader examination of client-social worker relationships. The results of the dissertation can be utilised in the development of a national database intended to enhance cross-sector collaboration and data sharing in social and health services. The results can also be used outside the fields social work and child welfare when developing documentation practices that would better involve clients.

The purpose of this study is to examine how power produces organizational strategy-making. In particular, I follow the theorizations of Michel Foucault and conceptualize power as productive and relational. In my theorization, I adopt the concept of dispositive for a two-fold reason. First, the concept of dispositive enables me to build and integrative theorization for strategy process and practice research that consists of three elements of analysis: power, discourse and subjectivity. Second, dispositive analysis allows me to examine how this framework can be seen as relational and in the continuous state of emerging. With my thesis I add to poststructural strategy process and practice literature by examining strategy as an organizational dispositive. In my view I define dispositive as an artificial rationality through which relations between power, discourse and subject are intensified into material and social practices. This conceptualization enables me to re-evaluate three underlying assumptions of strategy research: Strategy as rational and intentional planning, defining of a strategist through practices of planning and implementing strategy, and defining organizational practices as strategic practices when they are directly related to the activities of the planning or implementing official strategies. In the empirical part of the thesis I draw in a case study from a Finnish call center. My empirical analysis shows how participation in strategy-making unfolds through power relations, namely practices of organizational control and individual self-actualization. This enables strategy scholars to better understand how strategy realizes through relations of power. The theoretical framework and the empirical analysis combined enables me to examine three key processes identified in recent strategy process and practice research from a different angle. First, my theorization shows how intensified strategy implementation and striving for coherence can lead to increased conflict and polarization of strategic practices. Second, I show strategy as a future-oriented planning can lead to reproduction of past. Third, I show that resistance can be seen as productive in strategy-making, which leads to also that agency in strategy-making can be defined through practices of resisting. Tiivistelmä Tämän väitöskirjan tarkoituksena on tutkia, kuinka valta tuottaa strategiatyötä organisaatioissa. Tutkimuksessani nojaudun Michel Foucault’n teoriaan vallasta tuottavana ja relationaalisena voimana. Tutkimukseni linssinä käytän Foucault’n dispositiivin käsitettä kahdesta syystä. Ensiksi, dispositiivin käsite mahdollistaa strategiaprosessi –ja käytäntötutkimuksen teoretisoinnin tavalla, joka yhdistää kolmen analyysielementin tarkastelun samanaikaisesti. Nämä analyysielementit ovat: valta, diskurssi ja subjektifikaatio. Toiseksi, dispositiivi mahdollistaa näiden kolmen elementin välisten suhteiden tarkastelun relationaalisesti ja prosessuaaliseesti. Tutkimukseni kontribuoi strategia prosessi- ja käytäntötutkimukseen tarkastelemalla strategiaa organisationaalisena dispositiivina. Määrittelen dispositiivin keinotekoiseksi rationaliteetiksi, jonka kautta vallan, diskurssin ja subjektiviteettien väliset suhteet tiivistyvät materiaalisiksi ja sosiaalisiksi käytännöiksi. Tämän kautta voin tarkastella kolmea keskeistä strategiatutkimukseen liittyvää ennakko-oletusta, joita ovat: strategia rationaalisena ja intentionaalisena suunnitteluna, strategin määrittelemistä strategian suunnittelu- ja implementointityöhon osallistumisen kautta, ja strategisen käytännön määrittelemistä ainoastaan strategian suunnittelemisen tai implementoinnin näkökulmasta. Tutkimuksen empirisessä osassa, joka on tapaustutkimus suomalaisesta puhelinpalvelukeskusta, osoitan kuinka osallistuminen strategiatyöhön tapahtuu valtasuhteessa organisationaalisen kontrollin ja yksilön itsensätoteuttamisen välillä. Tutkimuksen empiirinen osa lisää ymmärrystä kuinka strategiat realisoituvat valtasuhteiden kautta. Teoreettisen viitekehyksen ja empiirisen analyysin yhdistäminen mahdollistaa kolmen strategiatutkimukselle keskeisen prosessin tarkastelun uudesta näkökulmasta. Ensiksi, kuinka tehostettu strategian implementointi ja koherenssin tavoittelu voi johtaa konflikteihin ja strategiakäytäntöjen polarisoitumiseen, Toiseksi, kuinka strategian tulevaisuusorientoitunut suunnittelu voi johtaa menneisyyden käytäntöjen uudelleentuottamiseen. Kolmanneksi, kuinka resistanssi voidaan nahdä voimana, joka sekä tuottaa strategiatyötä että mahdollistaa strategin määrittelyn resistanssikäytäntöjen kautta.

The concept of secularism encompasses numerous aspects beyond the regulation of relations between the State and Churches. Using a critical intercultural communication framework, this research project explores the interplay between secularism, culture, religion, identity, and collective representations. Specifically, this study focuses on laïcité, the concept of secularism used in France. Previous studies have criticized laïcité for being biased and contributing to inequalities between communities in France. The pervasive (and false) representation of laïcité as originally and exclusively French has also been criticized. In the light of the concerns raised by previous studies, this study sets out to investigate (1) how knowledge about laïcité was constructed in a selection of articles from the newspaper Le Monde and (2) with which implications regarding power relations in France. This research project is informed by social constructionism and draws on concepts from critical intercultural communication, cultural and feminist studies, and a Foucaultian approach to discourse. This study includes four articles, one theoretical and three empirical. The first one explores how culture has been tackled in recent media studies and reflects on the use of critical intercultural communication to examine the construction of cultural realities in media texts. All three other articles use data from the newspaper Le Monde to respectively look at (i) strategic uses of the concept of culture as opposed to religion, (ii) collective memories evoked to associate laïcité with specific representations of the imagined community, and (iv) identity categories made relevant in discourses of laïcité. Results draw attention to the complexity, variety, and agency of using culture as a discursive resource. Findings reveal ways in which culture can be strategically evoked to normalize representations and emphasize differences between practices and individuals. This research project offers insights into post-racial expressions of racism and their practical implications as regards categorizations of individuals.

1920-luvun puolessavälissä neuvostovalta aloitti tehostetun huliganismin vastaisen taistelun. Taistelu oli vastaus siihen yleiseen turvattomuuden tunteeseen, jonka järjestyshäiriöt ja väkivallanteot olivat informaatioraporttien mukaan synnyttäneet neuvostokansalaisten keskuudessa. Huliganismin käsite oli vuoden 1922 rikoslaissa määritelty ”sellaiseksi pahanteon ja ilkivallan muodoksi, joihin liittyi selvä epäkunnioitus toisia kansalaisia tai yhteiskuntaa kohtaan”. Huliganismin vastaiseen taisteluun osallistui useita eri neuvostovaltaa edustavia tahoja, kuten esimerkiksi poliittinen poliisi OGPU, Venäjän neuvostotasavallan sisäasiankansankomissariaatti NKVD, puolueen nuorisojärjestö Komsomol sekä ammattiliitot, joilla jokaisella oli oma näkemys huliganismista ja sen vastaisista toimenpiteistä. Myös neuvostokansalaisilla – työläisillä ja talonpojilla – oli omat näkemyksensä huliganismista, jotka eivät aina käyneet yksiin neuvostovallan näkemysten kanssa. Tutkimus selvittää, mistä huliganismissa oli kyse. Tämä käsitehistoriallinen tutkimus tarkastelee huliganismin käsitteen kautta neuvostovallan rakentumista ja kehittymistä uuden talouspolitiikan (novaja ekonomitšeskaja politika) eli NEP:in vuosina 1921–1927. Tutkimus analysoi sitä, miten huliganismin käsite siirtyi vallankumouksen mukana uuteen neuvostoyhteiskuntaan, minkälaisena yhteiskunnallisena vaarana sitä pidettiin ja minkälaisia rangaistuksia huliganismista vaadittiin. Tutkimuksen keskeisiä analyyttisiä käsitteitä huliganismin lisäksi ovat neuvostovallan, vastarinnan, yleisen mielipiteen ja yhteiskunnalle vaarallisen käsitteet. Tutkimus nojaa Michel Foucault’n vallan ja Michel de Certeaun arjen vastarinnan käsitteisiin. Näihin pohjautuen tutkimus analysoi huliganismin käsitettä ja neuvostovallan taistelua huliganismia vastaan strategian ja taktiikan näkökulmasta. Mihin strategioihin ja mihin taktisiin keinoihin huliganismin käsite liittyi? Tutkimusaineisto perustuu Venäjällä kerättyyn arkistoaineistoon. Aineisto käsittää puolueen ja hallintoviranomaisten raportit huliganismiin liittyvästä lainsäädännöstä, huliganismin vastaisesta taistelusta, yleisestä mielipiteestä ja maan poliittisesta tilanteesta sekä neuvostoyhteiskunnan kehittämisestä. Arkistoaineistoa on kerätty liitovaltiotason arkistojen lisäksi myös paikallisarkistoista Moskovassa ja Pietarissa. Sisäasiainkansankomissariaatin huliganismin vastaista taistelua käsittelevän aineistokokonaisuuden sekä poliittisen poliisin huliganismiin liittyvien raporttien kautta tutkimusaineisto kattaa koko Venäjän neuvostotasavallan. Tutkimus osoittaa, että neuvostoyhteiskunnan kehittyminen muovasi huliganismin käsitettä, joka oli otettu lainasanana käyttöön vallankumousta edeltäneellä Venäjällä. Huliganismin käsitteeseen liittynyt yhteiskunnalle vaarallisen käsite sekä huliganismin vastaiseen taisteluun liittynyt oikeuden ulkopuolisten rangaistusten käyttö siirtyivät vallankumouksen yli myös uuteen neuvostolainsäädäntöön. Neuvostovallan vahvistamiseen pyrkineet iskukampanjat muokkasivat entisestään huliganismin käsitettä ja siitä annettavia rangaistuksia. Huliganismin käsitettä käytettiin kuvaamaan neuvostovallan ja -yhteiskunnan epäkohtia sekä maaseudulla että kaupungeissa. Huliganismia oli pidetty perinteisesti kaupunkien ongelmana, mutta 1920-luvun puolessavälissä poliittinen poliisi OGPU kiinnitti huomiota maaseudun huliganismiin, jota se piti poliittisena ja neuvostovaltaa uhkaavana ilmiönä. Huliganismin käsite liittyi vahvasti myös NEP-kauden ideologiseen ja poliittiseen taisteluun kommunistisen puolueen johdossa. Sosiaaliset ongelmat, eriarvoisuus ja tyytymättömyys puolueeseen liittyivät huliganismista käytyyn ideologiseen keskusteluun. Huliganismin käsitteellä oli myös suuri merkitys, kun neuvostoviranomaiset ja -instituutiot kamppailivat toimivallasta ja resursseista. In the mid-1920s, the Soviet state increased its efforts to fight hooliganism. Campaign against hooliganism was a response to a general sense of insecurity among the Soviet population, which, according to reports, had been caused by violations of public order and acts of violence. In the 1922 criminal code, hooliganism was defined as ”a form of mischief or vandalism that demonstrates a clear disrespect towards other citizens or society”. The campaign against hooliganism was joined by a number of actors representing Soviet power, such as the political police OGPU, the People's Commissariat for Internal Affairs NKVD and the youth organization Komsomol, as well as trade unions, all of which had their own views on hooliganism and the measures against it. Soviet citizens – workers and peasants – also had their views that didn’t always coincide with those held by Soviet officials. This is a study in conceptual history. It examines the structure and development of Soviet power in the New Economic Policy (novaja ekonomicheskaja politika) or NEP era of 1921–1927 through the concept of hooliganism. The study analyses how the concept of hooliganism was transferred after the October revolution to the new Soviet society - what kind of social threat it was perceived as, and what types of punishments were demanded for it. In addition to hooliganism, the central analytical concepts of the study are the concepts of Soviet power, resistance, public opinion and social harm. The study revolves around Foucault’s concept of power and Michel de Certeau’s concept of everyday resistance. Based on these, the study analyses the concept of hooliganism and the struggle of Soviet power from the point of view of strategy and tactics. What strategies and what tactical measures was the concept of hooliganism connected with? The research material is based on archive material collected in Russia. The material includes Party and administration reports on legislation involving hooliganism, the campaign against hooliganism, public opinion, the political situation in the country and the development of Soviet society. In addition to federal archives, material has been collected from local archives in Moscow and St. Petersburg. As a result of the material on the NKVD’s campaign against hooliganism and the OGPU’s reports on hooliganism, the research material covers the entire Soviet Republic of Russia. The study shows that the development of Soviet power and society shaped the concept of hooliganism, which had been adopted as a loan word in pre-revolutionary Russia. The concept of social harm attached to the concept of hooliganism and the use of extrajudicial punishment as part of the campaign against hooliganism were carried over the revolution to the new Soviet legislation. Shock campaigns designed to strengthen Soviet power further shaped the concept of hooliganism and the punishments given for it. The concept of hooliganism was used to describe the problems of Soviet power and society in the countryside and cities alike. Hooliganism was traditionally considered an urban problem, but in the mid-1920s, the OGPU started paying attention to rural hooliganism, considering it a political phenomenon that threatened Soviet power. The concept of hooliganism was also strongly associated with the ideological and political struggle for leadership in the Communist Party during the NEP era. Social problems, inequality and dissatisfaction with the Party were involved in the ideological debate on hooliganism. Soviet citizens objected to the efforts by the Soviet state to shape their everyday life and their free time. The concept of hooliganism clearly reflects citizens’ tactical measures and everyday resistance. The concept of hooliganism was also significant as Soviet officials and institutions competed for power and resources. In its efforts increase state control over citizens in the form of tighter corrections policy and social control, the Soviet state appealed to public opinion that disapproved of hooliganism.

Children’s rights and their increasing voice in families have made relations between parents and children more democratic. Despite this, child-parent relationships have been claimed to be relationships between unequals from the perspective of power. Often, power is understood as top-down with parents as wielders of power over their children and children as recipients of parental demands. The generational ordering of relations between children and adults poses the challenge of how to conceptualize power in the child-parent relationship, and how methodologically to study power and children’s agency, in particular, from the viewpoint of young children. This study explored in what ways power and young children’s agency become visible in power struggles and negotiations in the child-parent relationship. The participants were 18 Finnish 4- to 7-year-old children. The data consisted of episodes of challenging situations in the child-parent relationship collected via a multi-method approach. In these episodes, power was related to parental authority and child compliance, but also to the child’s possibilities for agency via many forms of resistance and accommodation. Young children’s agency can be seen as connected to the opportunity to resist, to participate in the negotiation of power, and so to influence and evoke change in the child-parent relationship. peerReviewed

FIFAN VALTAPELI Etelä-Afrikan jalkapallon MM-kisat 2010 keskitettynä mediaspektaakkelina Tutkimuksessani tarkastelen valtaa jalkapallon MM-kisojen tuotantokoneiston näkökulmasta. Ymmärrän vallan tuotantokoneiston toimintakykyä tietyllä tavalla yllä pitäväksi ja uusintavaksi voimaksi. Käsitän jalkapallon MM-kisojen tuotantokoneistoksi FIFAn, kisaisännän ja television muodostaman kokonaisuuden, jota kutsun tutkimuksessani transnationaaliksi korporaatioperheeksi. Tutkimusaineistoni käsittää Helsingin Sanomissa, Aamulehdessä, Ilta-Sanomissa ja Iltalehdessä ilmestyneitä Etelä-Afrikan jalkapallon MM-kisoja koskevia sanomalehtitekstejä, viikon mittaisen kenttähavainnointijakson Etelä-Afrikassa, Etelä-Afrikan jalkapallon MM-kisojen televisiolähetykset Yleisradion välittäminä ja tutkimuskirjallisuutta sekä aktivistien ja tutkivien journalistien kirjoituksia internetistä. Lähestyn tuotantokoneiston toimintaa kameroita varten rakennettuina, tarkoituksellisesti ja tavoitteellisesti suoritettuina performatiivisina tekoina. Käsite kameratietoinen performatiivisuus ilmentää mediaspektaakkelin keskittämiseen liittyvää ihmisten affektiivisen puhuttelemisen etukäteissuunnittelua. Yhdessä liittolaistensa kanssa FIFA kontrolloi nykyisin tiukasti asioiden esittämisen tapoja niin mediassa kuin globaalia medianäkyvyyttä varten ehostetuilla stadioneilla ja muilla keskeisillä tapahtumapaikoilla. Transnationaalin korporaatioperheen toimintaa mediaspektaakkelin tuottamisessa kuvaava lisämääre keskitetty viittaa tilojen päämäärähakuiseen rajaamiseen, ihmisten huomion suuntaamiseen ja muuhun suostuttelevaan kontrolliin. Guy Debordin (2005) mukaan spektaakkeli siirtää huomion tuotannosta vaihtoon, kuluttamiseen, tuotteeseen ja näkyvään pintaan. Spektaakkeli kääntää huomion pois tuotantoprosesseista ja niiden syventämistä ja synnyttämistä sosiaalisista epäkohdista sekä identiteettikamppailuista. Kääntäessään ihmisten huomiota haluamiinsa asioihin jalkapallon MM-kisojen tuotantokoneisto käyttää hyväksi etenkin (kansallis)tunteisiin vetoavaa retoriikkaa. Tässä suhteessa Berliinin olympialaiset (1936) rakensivat yhden tärkeän mallin nykymuotoisille urheilun mediaspektaakkeleille. Kun tuotantokoneiston toiminta on kameratietoista (tilojen etukäteissuunnittelu, huomion keskittäminen haluttuihin asioihin jne.), on vallankäytön yhteydessä perusteltua puhua pelistä, valtapelistä. Tässä FIFAn kontrolloimassa valtapelissä tutkimuksessani tehtäväksi muotoutuu vallankäytön mekanismien tekeminen näkyväksi. Pääkysymykseni on, miten valta toimii jalkapallon MM-kisojen kaltaisessa keskitetyssä mediaspektaakkelissa. Millaisia strategioita vallankäyttäjillä on rakenteiden uusintamiseksi ja omien etujensa ja intressiensä edistämiseksi? Mitä valta tekee näkyväksi ja mitä se jättää näkymättömäksi? Millä tavoin näkyvä näkyy? Kiinnitän huomiota valtapelin toimijaosapuolille ominaisiin vallan käytäntöihin, joiden kautta ihmisten puhutteleminen ensisijaisesti tapahtuu. Tutkimuksessani nämä vallan käytännöt kiinnittyvät FIFAn institutionaaliseen julkisivutyöhön, kisaisännän paikkabrändäykseen ja televisioinnin hegemonisoimaan maskuliiniseen ihanneruumiseen. Viimeksi mainittu osio muistuttaa, että keskitetty mediaspektaakkeli sisältää suurellisena ja mahtipontisena tapahtumana myös mikrotason – ruumiiseen paikantuvia – kerronnallisia elementtejä, joita tutkimuksessani kutsun spektaakkelisegmenteiksi. Niiden avulla voi erityisesti television ottelulähetyksissä tarkoituksellisesti alleviivata eli spektakelisoida jotakin yksityiskohtaa katsojien tunteita kiihottavasti. Kukin osio valottaa omalta suunnaltaan sitä kisojen tuotantokoneiston – transnationaalin korporaatioperheen – valta-asemaan kiinnittyvää dynamiikkaa, jonka voi olettaa jättäneen jälkensä kollektiiviseen muistiin. Käytän kollektiivista muistia kokoavana käsitteenä etenkin loppupäätelmissäni pohtiessani valtamedian tarjoamia näkökulmia jalkapallon MM-kisoista niiden päätyttyä. Eri lailla teoreettisesti rajattujen ja paikantuneiden lähestymistapojen vuoksi kutsun metodista aineistojen lähilukutekniikkaani kontekstuaaliseksi esitysanalyysiksi. Tutkimukseni osoittaa, että FIFAn toimintaa kuvastaa päämäärätietoinen tekeminen, poliittinen valtapeli, jolle on ominaista markkinoiden legitimoiminen ja kapitalistisen valtarakenteiden piilottaminen sekä häiritseviksi koettujen asioiden ulos sulkeminen. Tutkimukseni perusteella jalkapallospektaakkeleiden ympärille rakentuva yhteisöllisyys on aina ristiriitaisempaa ja monisäikeisempää kuin tapahtuman tuotantokoneiston kuvista ja teksteistä voi päätellä. Samalla painotan, että (media)spektaakkelia voi lähestyä kuvailevan sanan sijaan analyyttisesti ja kriittisesti. (Media)spektaakkelin käsite avautuisi nykyistä monivivahteisemmin, jos toimittajat lähtisivät liikkeelle soraäänistä ja pohtisivat, miksi tietyt asiat korostuvat MM-kisojen esillepanossa enemmän kuin toiset. FIFA’s Power Game: The 2010 FIFA World Cup in South Africa as a Concentrated Media Spectacle This thesis is concerned with power as it relates to the production machine of the 2010 FIFA World Cup in South Africa. My research conceives of power as a force that perpetuates and reproduces the ability of the production machine to function. The term production machine refers collectively to FIFA, the 2010 World Cup’s host (country and cities), and television (coverage of the event); this entity is a transnational corporation family. The study’s data comprise journalistic texts about the 2010 FIFA World Cup in South Africa appearing in the Finnish newspapers Helsingin Sanomat, Aamulehti, Ilta-Sanomat and Iltalehti, the results of a week-long period of fieldwork conducted in South Africa, television broadcasts of the 2010 World Cup by the Finnish Broadcasting Company (YLE), research literature and critiques posted on the Internet by activists and investigative journalists. The actions of the production machine are approached as performative acts, constructed and accomplished in a goal-oriented manner for television cameras, journalists and tourists. The concept of camera-conscious performativity indicates the affective, pre-planned addressing of people by the production machine. Together with its allies, FIFA currently tightly controls the ways in which things are presented in both the media and in the venues when events are being held. When applied to the actions undertaken by the transnational corporate family to produce a media spectacle, the term concentrated refers to the designed bordering of urban spaces and the directing of people’s attention to desired matters, as well as other forms of persuasive control. According to Guy Debord (2005), a spectacle diverts attention from production to exchange, consumption and appearance. The spectacle deflects attention from production processes and the social injustices and identity struggles to which they usually give rise. In directing people's attention to the matters of its choosing, the production machine of the FIFA World Cup exploits a rhetoric that specifically appeals to (national) emotions. In this respect, the Berlin Olympics (1936) created an important model for the sports media spectacle in its present form. Because the actions of the production machine are camera conscious (the planning of urban spaces, diverting attention to desired matters, etc.), it is appropriate to speak of a power game. This study exposes the mechanisms of the use of power controlled by FIFA in the production of the 2010 World Cup. The main research questions are as follows: How does power operate in a media spectacle such as that of the FIFA World Cup? What strategies did the power users deploy in order to reproduce dominant power structures and promote their own ends and interests? What did power render visible? What did it render invisible? To answer these questions, I investigated the ways in which three agents of the production machine - FIFA, the host and television - used power to address people. In this study the practices of power are attached to FIFA’s institutional image creation, the host’s place branding and the masculine ideal body that is hegemonised by televising. The latter serves as a reminder that although concentrated media spectacles are grandiose, large-scale events, they also include micro-level narrative elements, such as close-ups and slow-motion replays, which I call spectacle segments. These elements make it possible, especially in live televised matches, to deliberately underline, or spectacularise, the players’ and coaches’ bodily gestures and facial expressions in order to arouse the viewers' (bodily) emotions. Each agent of the transnational corporation family is an important part of the dynamics of the power, which can be assumed to leave its imprint on the collective memory. In the conclusion of the thesis, in particular, collective memory is used as an umbrella concept to shed light on the perspectives afforded by the mainstream media on the repercussions of the 2010 FIFA World Cup in South Africa. In view of the different theoretically delineated and located approaches used in each chapter of the study, I call my close-reading technique a contextual presentation analysis. The study demonstrates that FIFA's actions reflect a concerted political power game characterised by the legitimation of the market, the concealment of capitalist power structures and the suppression of matters deemed disruptive of the streamlined event and place branding. It shows that the communality generated around football spectacles is always more contradictory and complex than can be deduced from the images and texts of the production machine. At the same time, the study stresses that a (media) spectacle must be approached analytically and critically rather than through conventional descriptive terms. It also suggests that if journalists were to base their reporting on the statements of activists, the general notion of a media spectacle would acquire greater nuance.

Tässä kvalitatiivisessa asiakirjatutkimuksessa tarkastelun kohteena ovat huostaan otettuihin, nuorisoikäisiin lapsiin kohdistuvat rajoitustoimenpiteet, joilla lastensuojelulain perusteella voidaan rajoittaa yksilön perusoikeuksia. Rajoitustoimenpiteiden käyttämisen dokumentoiminen on lain mukaan ehdotonta. Tutkielmassa erityisen huomion kohteena ovat rajoitustoimenpidekertomusten kuvaukset toimenpiteiden perusteluista ja lapsen mielipiteistä. Tutkimusaineisto koostuu 219 rajoitustoimenpideasiakirjasta, jotka on tuotettu erään suomalaisen kunnan ylläpitämissä lastensuojelulaitoksissa. Rajoitustoimenpiteet, joita tässä tutkielmassa tarkastellaan, ovat aineiden ja esineiden haltuunotto, henkilöntarkastus ja henkilönkatsastus, omaisuuden ja lähetysten tarkastaminen, liikkumisvapauden rajoittaminen sekä eristäminen. Tutkielman viitekehyksenä käytetään sosiaalista konstruktionismia, jolloin näkökulman keskeisinä elementtinä on tiedon sidonnaisuus aikaan, laitoskulttuuriin ja sosiaaliseen vuorovaikutukseen. Asiakirjojen analyysissä sovelletaan sisällönanalyysin ja kriittisen diskurssianalyysin ajatuksia, jolloin asiakirjojen kieli nähdään eräänä keskeisenä vallan välineenä dokumentoitaessa käytännön lastensuojelutyötä. Tutkielma paikantuu empiria- ja teorialähtöisen menetelmän välimaastoon. Rajoitustoimenpiteiden perustelut liittyvät lapsen itselleen haitalliseen toimintaan, kuten päihteidenkäyttöön, karkailuun, itsetuhoisuuteen, väkivaltaisuuteen tai rikollisuuteen. Toisinaan asiakirjojen perustelut ovat ristiriidassa lainsäädännön kanssa. Rajoitustoimenpiteiden dokumentointi näyttäytyy aikuislähtöisenä - lapsen osallisuuden ja mielipiteen näkyminen asiakirjoissa on heikkoa. Tutkimustuloksilla halutaan tarjota lastensuojelulaitoksien käytäntöön myös kehittämisehdotuksia, sillä aiempien selvitysten mukaan rajoitustoimenpiteiden käytännön soveltaminen ja dokumentoiminen on koettu lastensuojelulaitoksissa epäselvänä. Where's the beef? : justifications and child´s views in the restrictive measure document of child welfare institution In this qualitative document study in focus are child welfare law based, constitutional individual basic rights restricting measures directed at juveniles taken into care. Documentation of the applied restrictive measures is mandatory by law. In this thesis special attention is paid to the descriptions in restriction records concerning the arguments justifying the use of restrictions and child s views presented. The research material consists of 219 documents reporting the use of a restrictive measure. These documents have been produced in child welfare institutions maintained by one Finnish municipality. The restrictive measures examined in this thesis are; confiscation of substances and objects, bodily search and physical examination, inspection of possessions and deliveries, restrictions of freedom of movement and isolation. The framework used for this thesis is social constructionism, which turns the focal point to its essential elements of information time bind, institutional culture and social interaction. In the analysis of the documents the thoughts of content analysis and critical discourse analysis are adapted and the language of the documents is seen as a central medium of power when reporting the child welfare practice. This thesis positions itself in no man s land between empirical and theory based methods. The arguments justifying the use of restrictive measures are related to child self harming activities, such as the use of intoxicants, fleeing, suicidality, violence or crime. Sometimes the arguments in the documents are in contradiction with the law. The documentation of the restrictive measures appears as adult driven the involvement and the opinion of the child make weak appearances in the documents. The results of this study are also presented as development suggestions to the practice in the child welfare institutions because previous studies have reported that both the use of restrictive measures in practice and the documentation of their use are seen unclear in the institutions.

This study explores primary school curriculum development in Tanzania. Curriculum development is part of a wider socio-political discussion within a society, and has powerful implications in overall educational planning. Therefore, the actors and influences that have the power in curriculum development should be approached critically. With the help of the case study of Tanzania, national curriculum theorising is situated in a transnational and global discussion. Two predominant Western curriculum traditions, the Anglo-American curriculum and the European-Scandinavian Bildung-Didaktik, are used to test the theories of curriculum development in Tanzania. The aspects of curriculum politicisation and the decentralisation process in education are used to help to identify who holds curricular power in the national curriculum development process in Tanzania. The study is based on a case study methodology as it aims to build a holistic picture of the Tanzanian curriculum development process and uses Tanzania as a specific case. The case study methodology draws on general qualitative research and the data is gathered and analysed with methods used in many qualitative research projects. The primary data was gathered during fieldwork in Tanzania. The primary data includes fifteen interviews that were conducted with stakeholders in Tanzanian curriculum development. Simultaneously, the study encompasses features from theoretical research, as it incorporates the curriculum theories into the analyses. The reason for this lies in the opportunity to analyse the questions of curricular power on a general level, and to distinct certain transnational features in Tanzanian curriculum planning. The Tanzanian curriculum development process is currently marked by the lack of access to the curriculum document and the overall lack of knowledge about the curriculum development process. The curriculum is developed at a central level while there is a rising need to involve teachers and other local stakeholders in the development process. The findings of the research demonstrate that curriculum development in Tanzania is strongly influenced by international forces. The international influences guide the curriculum to follow transnational and global curriculum traditions that draw deeply on the Anglo-American curriculum. Simultaneously, due to strong post-independent self-reliance policies, a strong need for a national curriculum can be distinguished in Tanzanian curriculum theorising. This calls for strong local involvement in the curriculum in order to maintain a self-reliant Tanzania, in which education serves the nation and its population. With reference to the theoretical analysis, the findings demonstrate that traces from both of the two transnational curriculum traditions can be distinguished in the Tanzanian curriculum theorising. The presence of these transnational features should not guide the interpretations of the Tanzanian curriculum development process towards a narrow global interpretation of curriculum development. Rather, the findings show that Tanzanian national curriculum development can be situated into a larger global discussion of curriculum, in order to identify the actors and forces that eventually are influential in curriculum theorising. TIIVISTELMÄ Tutkimuksen tarkoituksena on perehtyä Tansanian perusopetuksen opetussuunnitelman suunnitteluun. Opetussuunnitelman suunnittelu on osa laajempaa sosiopoliittista keskustelua ja sillä on suuret vaikutukset yhteiskunnan opetusjärjestelmään. Tämän vuoksi opetussuunnitelman suunnitteluun vaikuttavien tahojen ja toimijoiden valtaa tulee lähestyä kriittisesti. Tansania tapaustutkimuksenaan, tämä tutkimus tarkastelee valtiollista opetussuunnitelma teoretisointia suhteessa ylikansalliseen ja globaaliin keskusteluun. Länsimaisessa opetussuunnitelmateoriassa vaikuttaa vahvasti kaksi opetussuunnitelma traditiota, angloamerikkalainen opetussuunnitelma ja eurooppa-skandinaavinen Bildung-didaktik traditio, joiden ilmenemistä ja vaikutteita tarkastellaan Tansanian opetussuunnitelman yhteydessä. Tansanian opetussuunnitelman suunnittelun valtaa pitävät tahot pyritään selvittämään opetussuunnitelman politisoinnin ja desentralisaatio prosessin avulla. Tutkimus perustuu tapaustutkimuksen metodologiaan ja sen tavoitteena on muodostaa holistinen kuva Tansanian opetussuunnitelman suunnittelusta ja käyttää Tansaniaa tapaustutkimuksena. Tapaustutkimuksen metodologia perustuu laadullisen tutkimuksen pohjalle ja tutkimuksen aineisto on kerätty ja analysoitu laadullisen tutkimuksen metodien avulla. Aineisto kerättiin tutkimusmatkan aikana Tansaniasta. Tämä aineisto sisälsi viisitoista haastattelua eri sidosryhmän jäsenten kanssa. Samanaikaisesti tutkimus muodostuu osittain teoreettisen tutkimuksen muotoon, sillä aineistonanalyysi yhdistää Tansanian tapaustutkimuksen aineiston ja opetussuunnitelmateorian teoreettista kirjallisuutta. Tutkimustulokset mahdollistavat sekä yleisemmän opetussuunnitelman tarkastelun että Tansanian opetussuunnitelman suunnittelun tarkastelun suhteessa ylikansalliseen opetussuunnitelmateoriaan. Tämän hetkistä Tansanian opetussuunnitelman suunnittelua hankaloittaa se, että opetussuunnitelma ei ole saatavilla. Lisäksi tietämys opetussuunnitelman suunnittelusta on vähäistä. Opetussuunnitelman suunnittelu on keskitettyä, vaikka tarve sisällyttää opettajat ja paikallisia sidosryhmiä suunnitteluprosessiin on vahva. Tulokset osoittavat, että Tansanian opetussuunnitelman suunnitteluun vaikuttaa kansainväliset virtaukset. Tansanian opetussuunnitelma seuraa ylikansallisia ja globaaleja malleja, jotka pohjautuvat angloamerikkalaiseen opetussuunnitelma traditioon. Samanaikaisesti itsenäistymisen jälkeen omaksutut self-reliance ohjelmat vaikuttavat yhä Tansanian koulutussuunnittelussa ja vaativat kansallista opetussuunnitelmaa. Tästä johtuen opetussuunnitelma suunnitteluun kaivataan myös vahvaa paikallista osaamista, joka mahdollistaa Tansanian omavaraisuuden koulutussuunnitellussa ja edesauttaa koko yhteiskunnan osaamista ja hyvinvointia. Ylikansallisten virtausten näkymisen Tansanian opetussuunnitelman suunnittelussa ei tule johdattaa tulkintoja kohti kapeakatseista opetussuunnitelman suunnittelua. Sen sijaan tulokset osoittavat, että ylikansallisia piirteitä voidaan havaita myös Tansanian opetussuunnitelman suunnittelusta ja tätä tietoa voidaan hyödyntää, kun pyritään selvittämään mitkä tahot ja toimijat ovat oikeasti vallassa opetussuunnitelman teoretisoinnissa.

Tämä pro gradu tutkielma on etnografinen tutkimus lastensuojelulaitosten arjessa tapahtuvasta rajaamisesta. Tutkimuksen tarkoituksena on ollut saada selville, millaista rajaaminen on lastensuojelulaitosten arjessa. Tutkimusaineisto on koottu havainnoimalla kahden lastensuojelulaitoksen elämää. Tutkimusaineistoon kuuluvat havainnointiaineiston lisäksi laitosten asukkaiden ja henkilökunnan kanssa käydyt keskustelut, laitosten säännöt ja päiväjärjestykset sekä laitoksissa tehdyt rajoittamispäätökset, kiinnipitoraportit ja seuraamuspäätökset. Tutkimuksen teoreettisena viitekehyksenä toimii hallinnan analytiikka. Hallinnan analytiikka on Michel Foucault´n valta-analytiikasta ammentava yhteiskuntatutkimuksen suuntaus, jonka pyrkimyksenä on tarjota konkreettisia välineitä erilaisten vallankäytön ilmiöiden tarkastelemiseksi. Tässä tutkimuksessa tarkastellaan lastensuojelulaitoksissa tapahtuvaa rajaamista eräänlaisena vallankäytön muotona. Aineiston analysoinnissa on käytetty apuna hallinnan analytiikasta valittuja keskeisimpiä käsitteitä. Lastensuojelulaitoksissa tapahtuva rajaaminen näytti vaikuttavan lasten elämään hyvin kokonaisvaltaisesti. Laitoksissa oli paljon sopimuksia ja sääntöjä, joita kaikkien oli tarkoitus noudattaa. Sääntöjä ja sopimuksia oli sekä kirjallisessa että kirjaamattomassa muodossa. Sääntöjen ja sopimusten lisäksi, laitoksissa asuvien lasten elämää rajattiin erilaisilla päiväjärjestyksillä ja muilla aikatauluilla, tilaan ja paikkaan liittyvillä rajoitteilla sekä lastensuojelulain mukaisilla rajoituspäätöksillä. Laitoksissa tapahtuva rajaaminen on osa kokonaisvaltaista lasten elämän ja käyttäytymisen hallintaa. Hallinta, vallan harjoittamisen muotona, näkyy laitosten päivittäisessä toiminnassa. Erilaisia hallinnan muotoja käyttäen, lasten elämää ja käyttäytymistä pyritään laitoksissa muokkaamaan haluttuun suuntaan. Living in the rule of the jungle : ethnographic survey of delimitation happening in child welfare institutions everyday life This thesis is an ethnographic study about delimitation in child welfare institutions everyday life. The purpose of the study was to find out what kind of delimitation it can be found in child welfare institutions everyday life. The survey was conducted by observing living in two specific child welfare institutions. In addition of the observation material, the research consists of discussions with residents and staff, rules and daily routines of institutions together with restriction decisions made in institutions, holding reports and penalty decisions. Management analytics works as a theoretical frame of reference in this survey. Management analytics is a social research trend by Michel Foucault´s power of analytics which aim is to offer concrete tools to view different use of power effects. In this research, the delimitation in child welfare institutions is viewed as a form of exercise of power. The main concept of management analytics has been used as an aid to analyze the material. The delimitation in child welfare institutions seemed to influence to children´s life extremely comprehensively. Institutions had a plenty of contracts and rules which all had to comply. Rules and contracts were both in written and unwritten forms. In addition to contracts and rules, children living in institutions were restricted in different kind of daily routines and other schedules and also with different style of constraints related to place and child welfare law. The delimitation happening in institutions is part of a comprehensive possession of children´s life and behavior. Management as a form of the exercise of power can be seen in everyday life of institutions. Children´s life and behavior is attempted to shape in the desired direction by using a variety of forms of the management.

Kunnat ovat suuren muutoksen keskellä. Kuntarakenneuudistus sekä sosiaali- ja terveydenhuollon palvelurakenneuudistus tulevat muuttamaan kuntien hallintoa merkittävästi. Kari Hakarin tutkimus tarkastelee yhden suuren kaupungin hallinnonuudistusta uuden julkisen hallinnan teorian näkökulmasta. Uusi julkinen hallinta on kunnallishallinnon uudistamisen kolmas vaihe, joka on kehittynyt perinteisestä julkishallinnosta ja tätä seuranneesta uudesta julkisjohtamisesta. Tutkimuksen tavoitteena on arvioida, onko uudesta julkisesta hallinnasta kuntien hallinnonuudistusten uudeksi suunnaksi. Tutkimuksella tuetaan myös kuntien käytännön kehittämistoimintaa. Tutkimuskohteena on Tampereen kaupungin toteuttama kokonaisvaltainen toimintamallin uudistus. Uudistus muodostuu kolmesta osasta: pormestarijärjestelmästä, tilaaja–tuottaja-mallista sekä asiakaslähtöisestä prosessiajattelusta. Tutkimustulokset osoittavat, että Tampereen muutosprosessi toteuttaa varsin hyvin uuden julkisen hallinnan mukaista ajattelua. Se ei kuitenkaan edusta tätä moderneimmillaan, vaan perustuu vahvasti sekä byrokraattisen organisaation rakenteisiin että uuden julkisjohtamisen mukaiseen markkinoistumisen tavoitteeseen. Näyttää siltä, että Tampereenkin toimintamalli kaipaa päivittämistä, jotta se pystyy vastaamaan paremmin tulevaisuuden haasteisiin. Moderni uuden julkisen hallinnan kokonaisuus kuntien hallinnon kehittämisen näkökulmasta muodostuu 1) avoimesta kumppanuudesta asukkaiden, palvelutuottajien ja muiden sidosryhmien kanssa, 2) paikallisuuden ja yhteisöllisyyden korostamisesta, 3) monimuotoisesta suorasta ja edustuksellisesta demokratiasta, 4) asiakaslähtöisestä palvelujen kehittämisestä, 5) tulosperusteisesta palveluiden hankinnasta sekä 6) monimuotoisesta palvelutuotannosta. Muutos vallankäytössä on yksi uuden julkisen hallinnan ominaispiirre. Kunnan johtaminen edellyttää monimutkaistuvassa yhteiskunnassa uusia välineitä ja toimintatapoja. Tutkimuksen mukaan moderni kunnan johtaminen perustuu onnistuneelle yhdistelmälle pehmeää ja kovaa valtaa. Tutkimuksen mukaan uusi julkinen hallinta voi kehittyä kuntien hallinnonuudistusten perustaksi. Tätä tukee se, että uudessa julkisessa hallinnassa kehittämisperiaatteet muodostavat loogisen kokonaisuuden, jota voidaan käytännössä toteuttaa monin välinein erilaisissa tilanteissa. Lisäksi on olemassa ilmeinen tarve yhteiselle visiolle, jotta välttämättä edessä oleva kuntien hallinnonuudistus pystytään toteuttamaan. Uudet, isot reformit tarvitsevat aina mallin, johon muutos voidaan perustaa. Uuden julkisen hallinnan kehittymistä tukee myös se, että hallinnon kehittämisen käytännön toteutukset sekä kansainvälisesti että Suomessa toteuttavat jo monella tavoin uuden julkisen hallinnan mukaisia hallinnonuudistuksen kehityssuuntia. Tutkimus tuo uutta tietoa uuden julkisen hallinnan käytännön toteutuksesta suuressa suomalaisessa kaupungissa. Se näyttää myös suuntaa kuntien kehittämistyölle yhdistäen käytäntöä ja teoriaa ja tuo näin tietoa sekä käytännön kuntien kehittämistehtävissä toimiville että tutkijoille. Tampereen toimintamallin päivittämiselle se tarjoaa päämäärän, jota kohti edetä. The subject of this dissertation is the new public governance from the perspective of the local government management reforms. The research question is: how is the new public governance reflected in local government reforms? The research ques-tion will be examined from the perspectives of theory, practice and power relations. The empirical object of the study is the management reform of the City of Tampere, Finland. The reform includes three parts: the mayoral system, the purchaser-provider model and the customer-oriented process organization. The study also aims at the development of municipal operations, and presents new public governance as a comprehensive “theory of practice”, which combines theory and practice and allows municipalities to find perspectives, tools and a theoretical framework for their management reforms. The study consists of four separate published sub-studies and this summary. The first sub-study deals with the theory of new public governance within the framework of the management reform of the City of Tampere. The second and third sub-studies are concerned with a variety of practical implementations of new public governance in the City of Tampere management reform. The fourth sub-project addresses power relations. In this summary the results are presented from the perspective of a management model, networked service development and the change in the exercise of power. Questionnaires were the empirical basis of the first two sub-studies, the third examined written documents and used interviews with experts and fourth sub-study relied on theme interviews with directors. New public governance (NPG) represents the third wave of the management re-forms evolving from a traditional public administration, and that following the new public management. An essential feature of the new public governance is that it does not completely reject earlier administrative reforms, but rather complements them with new solutions. NPG is based on the view that the public administration is no longer able alone to control society, but the success of governance is based on the partnership with the private and third sectors as well as with the citizens. Within the framework of new public governance one can, at least to some extent, identify three distinct trends. The differences between the trends are mainly in emphasis placed on various matters. Discussion of the new public governance started in network governance. Next, the new public governance was discussed from the perspective of democratic decision-making and public participation. The third emphasis seems to be on the new public governance as a development of customer-focused services and co-production. The results show that the process of change of the City of Tampere can be imple-mented quite well within the new public governance paradigm. At the beginning of the process the new public management was a decided basis of the reform. In the phases of preparation and implementation constraints and international experiences of weaknesses were perceived in the new public management model. On the basis of this, the management model has been developed further so that issues of new public governance such as local democracy, participation, networks and transparency of government have become stronger. The management model of Tampere does not, however, represent the new public governance in its modern form. The Tampere model is built on a basis of democracy and regulation of traditional public administration as well as the quasi-markets of the new public management. The modern new public governance reform seems to be moving especially towards a customer-oriented service development. According to this study the change in the use of power seems to be one of the characteristics of society's growing complexity and new public governance. There is a need for new instruments for leadership and in the exercise of power in an in-creasingly complex society. The modern municipal leadership is based on a suc-cessful combination of soft and hard power. The growth of new public governance as the next paradigm of management re-forms can be justified from three different perspectives. First, the new public gov-ernance is a logical entity. It brings together coherent principles of management reform, which can be implemented in practice by a variety of techniques in different situations. Second, there is an obvious need for a common vision for local gov-ernment reforms. New, large-scale reforms always need a new paradigm in which a change can be set up. There is a need for a common vision for the municipalities and their functions in order to implement local government reform. The new public governance could be the entirety that can show the way for the necessary man-agement reform of municipalities in Finland. Third, the practical implementations of management reforms both internationally and in Finland are already realizing the trends of management reform of new public governance in a number of ways.

Yhtenä modernisaation tunnusmerkillisistä piirteistä on pidetty siirtolaisuutta, jota on useissa suomalaisissa sosiaalihistoriallisissa tutkimuksissa tulkittu maaseudun liikaväestön mobilisaationa. Kärjekkäimmillään väitteenä on ollut se, että siirtolaisuuden takana olisi ollut elintason romahtaminen. Tässä tutkimuksessa Amerikan siirtolaisuus toimii väestöllisen, taloudellisen ja mentaliteetin tarkastelun lähtökohtana. Etelä-Pohjanmaalta Amerikan siirtolaisuus oli noin kymmenkertaista Savoon verrattuna. 1900-luvun alkuun tultaessa mukana oli vahvasti edustettuina kaikki maalaisyhteiskunnan väestöryhmät. Voidaankin kysyä millaiset väestölliset ja taloudelliset suhteet vallitsivat juuri siirtolaisuuden kynnyksellä 1870-luvulla ja myöhemmin 1900-luvun alussa, kun siirtolaisuus oli suurimmillaan. Etelä-Pohjanmaa oli jo 1880-luvulla siirtynyt kapitalistiseen tuotantotapaan, jonka keskiössä oli karjatalous. Edelleen Etelä-Pohjanmaalla vallitsi jo 1800-luvun loppuvuosikymmeninä laajalle levinnyt rahatalous, kun taas Savossa maksettiin edelleen noin kolmasosa palkoista joko viljana tai rahan ja viljapalkan yhdistelmänä. Kaiken kaikkiaan elintaso Etelä-Pohjanmaalla oli korkeampi kuin Savossa. Alemman rahvaan osalta rahanhankintakeinot poikkesivat toisistaan. Etelä-Pohjanmaalla tilaton väestö suuntautui yhä enemmän mäkitupalaisuuteen, jolloin maataloustyön tilalle tai rinnalle tuli yhä useammin laillinen kotiteollisuus. Savossa tilaton väestö puolestaan hankki yhä enemmän rahaa metsätöillä sekä kausiluontoisilla maataloustöillä. Toisin kuin Etelä-Pohjanmaalla, Savossa tilaton rahvas suuntasi tarmoaan myös viinan laittomaan valmistukseen ja myyntiin. Tämä aikansa harmaa talous oli erittäin yleistä etenkin 1900-luvun alussa. Taloudellisen näkökulman ohella modernisaatiota voidaan tarkastella myös ihmisten ajatteluun liittyvien erojen kautta. Tässäkin suhteessa erot olivat merkittäviä. Etelä-Pohjanmaalla vuosipalvelus muodosti kasvatuksellisen perustan. Rengit ja piiat oppivat paitsi perinteistä maataloustyötä, myös kädentaitoja. Nämä kädentaidot saattoivat myöhemin muodostua kotiteollisuuden myötä tärkeiksi rahanansaintakeinoiksi. Työntekoa itseään tarkkailtiin hyödyn näkökulmasta. Isännät, mutta myös työntekijät kiinnittivät usein huomiota työnteon tehokkaan suorittamisen ehtoihin, ruumiinrakenteeseen, erilaisiin ruumiin vajavaisuuksiin sekä erilaisiin toivottaviin tai epätoivottaviin luonteenpiirteisiin. Savossa käsitys työstä ja työn teon laadusta olivat erilaisia. Työnteko ja asumismuoto kietoutuivat usein toisiinsa, jolloin oli vaikea sanoa, oliko kysymyksessä palkkasuhde vai yhteisöasumisen muoto. Työn tekemiseen laatuun tai ihmisen luonteenpiirteisiin kiinnitettiin vain harvoin huomiota. Vallalla oli traditionaalinen elämäntapa. Etelä-Pohjanmaan ja Savon kurijärjestelmät erosivat toisistaan radikaalilla tavalla. Etelä-Pohjanmaalla kurista oli 1800-luvun loppuun mennessä tullut yhä enemmän itsekuria. Kurin ohella huomiota kiinnitettiin entistä enemmän myös kykyihin. Yksilö valitsi tietyn polun, elämänsuunnitelman, jota noudattamalla hän saattoi päästä tavoitteeseensa. Kurista tuli yhä enemmän itsestäänselvyys ja jopa strateginen valtti taisteltaessa pätevyyksistä. Työntekijät valvoivat toisiaan ja itseään yhä tehokkaammin. Etelä-Pohjanmaa ja Savo modernisoituivat siis hyvin erilaisilla tavoilla. Etelä-Pohjanmaalla modernisaation ytimessä 1800-luvun loppupuolella olivat tehokkuus ja individualismi, jolloin rahalla oli merkittävä rooli tulevaisuuden muokkaajana. Osana tätä tulevaisuuteen suuntautunutta asennetta oli siirtolaisuus. Savossa puolestaan rahatalous vasta vakiinnutti asemiaan metsäkauppojen ja tukkiyhtiöiden maksamien rahapalkkojen kautta. Vaikka valtio 1800-luvun loppupuolella koetti erilaisin ohjelmin taivuttaa savolaista tilatonta rahvasta moderniin järjestykseen, ei näillä toimenpiteillä 1900-luvun alkuun tultaessa ollut kovinkaan suurta vaikutusta.

We examine the power that is manifested between interviewers and interviewees in research interviews. Our empirical examples are drawn from interviews conducted with: (a) a vocational teacher; and (b) a senior researcher. We analysed the manifestations of power both in the course of the interviews and across interviews. We found that power is exercised and distributed diversely and situationally between the interview participants (interviewer and interviewee) during the interviews. It appeared that in a given interview, the interplay between individual backgrounds and the interview setting was connected to the activities through which power was manifested, and that these activities played a role in shaping the subsequent course and content of the interview. Our findings contribute to discussion concerning the shifting significance of difference and sameness between interview participants with regard to power relations, what is conveyed in interviews, and the manner in which it is conveyed. peerReviewed

Myöhäisissä tragedioissaan William Shakespeare palaa niihin poliittisiin kysymyksiin, jotka olivat jääneet syrjemmälle hänen varhaisempien töidensä jälkeen. Kuningas Lear, Macbeth ja Antonius ja Kleopatra yhdistävät kaksi hänen aikaisemman tuotantonsa vahvuutta. Vuosikymmentä aikaisemmin, 1590-luvulla, historianäytelmät käsittelivät kuninkaan aseman vaatimuksia yhteiskunnassa, jossa sekä ylimykset että kansa olivat toimijoita, kun taas 1500- ja 1600-lukujen taitteessa kirjoitetut varhaiset tragediat kääntyivät kohti yksilöä ja hänen kehitystään. Nämä kaksi intressiä, politiikka ja yksilöllisyys, ovat keskeisiä myöhäisissä tragedioissa. Ne tutkivat poliittista selviytymiskamppailua sellaisten yksilöiden näkökulmasta, jotka ovat intiimisti mukana määrittelemässä uudelleen hierarkkisia ja emotionaalisia suhteita. Historianäytelmien areena oli Englanti ennen 1500-lukua, mutta myöhäisissä tragedioissa valtakunta jää taustalle. Niiden tärkein näyttämö on hovi, johon kuuluvat hallitsija, vaikutusvaltaisimmat alamaiset ja muutamat etuoikeutetut palvelijat. Nämä piirteet ovat tärkeitä Shakespearen kuninkaallisesta hallinnosta antamalle kuvalle myöhäisissä tragedioissa. Hänen lähestymistapansa yhdistää hierarkian ja intiimiyden, tunnetun historian ja teatterin lavastaman myytin. Valta on näistä kahdesta käyttämästäni käsitteestä se, jonka määrittelen perinteisemmin. Se perustuu materiaalisiin resursseihin: väkivallan käyttöön ja omaisuuden jakoon. Auktoriteetti taas on käsite, jonka väitän esiintyneen puutteellisesti ja sekavasti Shakespeare-kritiikissä. Se samaistetaan liian usein valtaan ja ymmärretään vallaksi käskeä sekä käyttää yllämainittuja resursseja. Tämä kuitenkin piilottaa näkyvistä sen auktoriteetin puolen, jota Shakespeare korostaa käsitellessään hallitsijalta vaadittuja taitoja. Hänen kuvauksessaan auktoriteetti nojautuu suostuttelun taitoon. Myöhäisissä tragedioissa suostuttelu ei ole sitä julkisten puheiden retoriikkaa, joka luonnehtii historia- ja roomalaisia näytelmiä. Kuningas Lear esittää vallan ja auktoriteetin epäonnistumisista suurimman, joka johtaa kuninkaan yksilöllisen identiteetin täydelliseen tuhoutumiseen. Macbeth taas korostaa valtataistelujen toistuvuutta ja Skotlannin tarvetta saada kuningas, joka pystyy rajoittamaan niitä hyvällä johtajuudella. Antonius ja Kleopatra jättää vallan sivummalle ja keskittyy korottamaan auktoriteetin maallisia voittoja tärkeämmäksi hallitsijuuden merkiksi. Väitöskirjani osoittaa, että Shakespeare painottaa emotionaalisesti vakuuttavan auktoriteetin tärkeyttä unohtamatta kuitenkaan sitä kieltämätöntä merkitystä, joka materiaalisilla resursseilla ja niiden mahdollistamalla vallalla on monarkiassa. Auktoriteetti on haavoittuvainen ilman valtaa, mutta materiaalisen vallan menetys ei kuitenkaan väistämättä tuhoa sitä. Myöhäiset tragediat keskittyvät hovin poliittisessa kontekstissa muodostuviin ihmissuhteisiin. William Shakespeare´s late tragedies of the 1600s, King Lear, Macbeth and Antony and Cleopatra, signal his return to the political interests that had receded to the background after being a prominent feature of his early work. The history plays of the 1590s examined the demands made on the king in a society to which both nobles and the public contributed, while the early tragedies turned their attention to the development of the individual character. These two interests are joined in the late tragedies, which explore political survival from the perspective of the individuals intimately involved in redefining hierarchical relationships. Whereas the stage of the history plays was England before the sixteenth century, the late tragedies witness a reduction in scale, with the importance of the kingdom made secondary to that of the court occupied by the monarch, the most influential subjects, and a few privileged servants. This approach, which joins together intimacy and hierarchy, known history and theatrically staged myth, marks a development in Shakespeare?s work that sees politics both distanced from certain realities of ruling the populace and inextricably connected to the people involved, those high-status members of the court who have the power to supplant or support the monarch. My central argument is that Shakespeare presents his vision of successful rule as the union of power and authority. Power is the more familiar of the two concepts that I address in my dissertation. It is founded on material resources: the ability to employ violence, either through warfare or the punishments of the legal system, or to distribute bounty as a sign of the monarch´s favour and deny it as a sign of disfavour. Authority, on the other hand, is a concept with what I argue to be a history of confusion in Shakespeare criticism. It is too often equated with power and becomes the power to command and to employ the resources mentioned above. I find this to obscure the concept of authority that Shakespeare draws on in his portrayal of the skills required of the monarch, and believe that authority must be defined as persuasion. In the late tragedies, this persuasion is not the rhetoric of public speeches that characterises the history plays and Roman plays. It is employed in displays of the royal person that are restricted to the privileged, such as the ceremonial events of the court that place the unique presence of the monarch among favoured subjects. Persuasion leads the subjects to take their places in hierarchies bound to discourses of justification. In my doctoral dissertation, I seek to show that Shakespeare explores the potential for vitally persuasive authority without abandoning his awareness of the undeniable role played by material power in determining rulership. Authority is vulnerable without power, but its full eradication is a difficult task for the monarch´s enemies. With their interest in human relationships within the political structure of the court, the late tragedies´ view of both power and authority has a nature of its own that allows the two concepts to be seen as they emerge in the processes of upholding or challenging monarchy.

Valta ilmiönä ja keskustelun aiheena on noussut viime vuosien aikana Suomessa julkiseen keskusteluun. Suomen Akatemian Valta Suomessa -tutkimusohjelmassa (2007-2010) on valtaa tutkittu suomalaisten valtarakenteiden kannalta. Kokonaiskuva vallankäytön piirteistä erityisesti johtamisen kannalta on kuitenkin vielä puutteellinen. Sari Kuusela osallistuu sosiaalipsykologian alaan kuuluvalla tutkimuksellaan suomalaiseen valtakeskusteluun tuomalla siihen mukaan esimiehen ja johtajan näkemykset vallankäytöstä johtamisessa. Keskijohdon vallankäytön kokemusten tutkiminen täydentää suomalaisten valtarakenteiden tarkastelua nostamalla esiin vallankäytön inhimillisen puolen. Tutkimuksessa kysytään, millainen on vallan arkipäivä johtamisessa. Tätä on tarkasteltu keskijohdon teemahaastatteluiden ja niissä kerrottujen valtatarinoiden kautta. Keskijohto on kaksoisroolissa, sillä he ovat sekä alaistensa esimiehiä että esimiehensä alaisia. Tutkimus osoitti, että esimies voi käyttää valtaa alaiseensa, alainen esimieheensä ja kollegat toisiinsa. Siten kukin on vuorollaan sekä subjekti (vallankäyttäjä) että objekti (vallankäytön kohde). Tutkimuksen tulosten mukaan kokemukset valtatilanteista voidaan kuvata menestys-, oppimis- ja pettymystarinoina. Valtatilanteita yhdistää kokemus lopputuloksesta ja siihen liittyvä tunnetila. Valtatilanteissa taustalla vaikuttavat arvot ovat hallinta, hyvät ihmissuhteet, vaikuttaminen ja oikeudenmukaisuus. Tulosten perusteella naisilla ja miehillä on erilainen suhde valtaan ja sen merkitys on heille erilainen. Eron voi tiivistää siihen, että valta on naisille tiimin työn tukemista ja miehille mahdollisuus vaikuttaa. Naisille valta mahdollistaa johtamisen ja on keino päästä tavoitteisiin. Miehille valta on motivoiva tekijä ja keino ohjata toimintaa. Naiset näkevät vallan siten yhteisöllisenä ilmiönä, miehet taas yksilöllisenä. Kokemus vallankäytöstä syntyy sosiaalisissa tilanteissa vuorovaikutuksen keinoin, erityisesti positioinnin kautta. Positiointia voidaan kutsua arkikielellä paikan osoittamiseksi . Sillä vallankäyttäjä pyrkii ohjaamaan tilanteen kulkua omien tavoitteidensa mukaisesti. Sen tuloksena vallankäytön kohteeksi itsensä kokevalle syntyy tunne siitä, miten häntä arvostetaan ja mitä vaikutusmahdollisuuksia hänelle annetaan. Valtakokemus on siis ennen kaikkea tunne ja kokemus odotusten täyttymisestä. Power and Interaction in Leadership The purpose of this research was to investigate the experiences of middle managers of the use of power: which factors guide the use of power, whether gender impacts the conception of power and the typical interaction in situations of power. The focus is on managers` double roles: they are both superiors and subordinates at the same time. The study showed that subordinates can also use power over managers, as well as managers over subordinates and colleagues over each other. Consequently, each party in turn is both the subject (the one using power) and the object (the target of power use). Women and men have a different attitude towards power, and its meaning to them differs as well. Women find that power supports the job, while for men, it is a means of influencing. Women saw power as a collective phenomenon, men as an individual one. Experience of the outcome and the emotional state were common to all power stories. The story types were named as success stories, learning stories and disappointment stories. There were four types of interaction processes in power situations. Encouragement created experiences of respect and motivation and led to success (success stories). Interaction could give space for insight in a new way to act and led to learning (learning stories). Instructing and commanding caused resistance but also a desire to achieve personal objectives and led to success (success stories). Discouragement caused distrust and led to frustration (disappointment stories). This research shows that in an organization there are separate worlds of leadership and power for women and for men. Moreover, there are two other distinct social worlds, the world of the "subordinate" and the world of the "superior". The world of the "superior" is that of a powerful ruler and the world of the "subordinate" is that of an object and a follower, independent of organizational positions. These worlds come into being in the interaction process by means of positioning. On the basis of this research, the experience of power is caused in interaction by positioning; as a result, the subject of power use assesses the extent to which s/he is valued and what possibilities to influence s/he is given. However, not all relationships are power relationships. The experience of power is defined by the quality of the relationship, not by the acts as such.

Yhdysvallat kuuluu harvalukuiseen oppositioon valtaosassa äänestyksistä, ja usein se äänestää ainoana maana kaikkia muita YK:n jäsenvaltioita vastaan. Yhdysvaltojen kielteisten äänien määrä on kasvanut selvästi vuoden 2001 jälkeen, ja sen yksinäisten ei-äänten määrä on lisääntynyt erityisesti kahtena viime vuotena. Yhdysvaltojen erimielisyys on huomattavaa lähes kaikilla yleiskokouksen käsittelemillä aihealueilla, mutta ilmenee näkyvimmin aseistariisunta-, Lähi-itä- ja ihmisoikeuskysymyksissä. Havaintoja selittää Yhdysvaltojen sotilaallinen, taloudellinen ja poliittinen hegemonia, joka on mahdollistanut ehdotonta kansallista suvereniteettia ja vapautta kansainvälisistä rajoitteista painottavan aatesuuntauksen synnyn Yhdysvalloissa. Ideologia ilmenee aiempaa selvemmin nykyisen hallituksen politiikassa yleiskokouksessa ja johtaa monien kansainvälisten sitoumusten hylkäämiseen. Soft balancing -teorian mukaan muut maat koettavat todennäköisesti tasapainottaa Yhdysvaltojen hegemonista valta-asemaa ei-sotilaallisella yhteistyöllä, koska supervallan viime aikoina harjoittama politiikka uhkaa enemmistön etuja ja turvallisuutta. Pyrkimys vallan tasapainoon voisi ilmetä yleiskokouksessa yhteistyönä, joka on Yhdysvaltojen intressien vastaista, ja siten selittää osan Yhdysvaltojen kasvavasta erimielisyydestä. Kuitenkin yleiskokouksen agendaan sekä aseidenriisuntasektorin muihin kuin ydinaseisiin liittyviin päätöslauselmiin perustuva analyysi osoittaa, että tasapainopolitiikka on ollut vähäistä, eikä riitä selittämään Yhdysvaltojen ei-äänien lisääntymistä. Yhdysvallat on viime vuosina muuttanut kantaansa moniin päätöslauselmiin, joita ei ole suunnattu Yhdysvaltoja vastaan tai jotka se on aiemmin hyväksynyt. Analyysi pohjautuu YK:n äänestysrekisteriin, vuosittaisiin agendoihin ja päätöslauselmien sisältöön. Yhdysvaltojen poikkeavuus enemmistöstä, sitä toisinaan tukevien koalitioiden koko, ei-äänien määrä eri aihealueilla sekä muutokset agendan painopisteissä osoitetaan määrällisesti. Yksityiskohtaisempi aseidenriisuntasektorin tarkastelu arvioi tapaus tapaukselta, ovatko päätöslauselmat entistä suuremmassa ristiriidassa Yhdysvaltojen intresseihin nähden, tai onko muiden maiden kantojen muuttuminen voinut osittain aiheuttaa sen, että Yhdysvallat hylkää yhä useampia päätöslauselmia yksin tai pienenevissä koalitioissa.

Kyseessä on tapaustutkimus Tampereen ja Lempäälän rajalla sijaitsevan Vuoreksen asuinalueen suunnittelusta. Vuoreksen alue on osa Tampereen eteläistä suuraluetta ja Lempäälän pohjoisin osa kaupungin rajalla. Vuoreksen kaavasuunnittelualue sijoittuu toisin sanoen molempien kuntien alueille. Alue on pääosin rakentamatonta maa- ja metsätalousmaata, jossa asuu vakituisia asukkaita noin 150, suurin osa Anniston kylässä Lempäälän puolella. Ajallisesti tutkimus sijoittuu vuosien 1997-2003 välille. Tutkimuksen kohteena on alueen osayleiskaavan suunnitteluvaihe, sekä suunnittelua edeltänyt suunnittelun edellytysten selvitysvaihe. Vuorekseen suunnitellaan uutta asuinaluetta palveluineen noin 13 500 asukkaalle. Tutkimusaineisto koostuu vuosien 1997-2003 aikana kerätystä asiakirja-aineistosta, avainhenkilöiden haastatteluista ja yleisötilaisuuksien havainnoinnista sekä videomateriaalista. Tausta-aineistona ovat 1997-2003 kerätty sanomalehti- ja internetkeskusteluaineisto. Tutkimuksessa on kysymys kaupunkisuunnittelun määrittelyvallan analyysistä. Näkökulmana on vallan dynamiikka ja toiminnan politisoitumisen prosessi. Tutkimuksessani tarkastelen sitä, miten paikallisella tasolla kaupunkisuunnittelun erilaiset toimijat käyttävät valtaa puheessaan ja toimintatyylin valinnassaan. Käsittelen tätä seuraamalla Vuoreksen suunnittelussa kahta keskeistä teemaa, (1) kansalaisosallistumista ja (2) suunnittelussa tehtyjen valintojen perusteluketjua. Vuoreksen suunnitteluprosessi ei edusta keskivertoa suunnittelutapausta , se on ainutlaatuinen monella tapaa. Se on Pirkanmaan seudulla ensimmäinen kahden kunnan kuntarajat ylittävä yhteissuunnittelukokeilu, jossa keskeisimmät suunnittelua koskevat päätökset tehtiin uudentyyppisessä Vuoresta varten kootussa yhteisessä toimielimessä. Vuoreksen alue on erityislaatuinen myös siinä suhteessa, että kysymyksessä on kokonaisen uuden asuinalueen luominen 13 500 uudelle asukkaalle ympäristöön, joka tällä hetkellä on pääosin metsää. Kansalaisten osallistumisen näkökulmasta Vuores osui mielenkiintoiseen hetkeen, se on Tampereen seudulla ensimmäinen suunnittelukohde, jossa pyrittiin soveltamaan vuoden 2000 maankäyttö- ja rakennuslain mukaista vuorovaikutteista osallistumista. Vuoreksen suunnittelussa haetut osallistumismenettelyt ja toimijoiden suhtautuminen toisiinsa paljastavat piirteitä sekä aikaisemmasta tamperelaisesta suunnittelukulttuurista, että MRL:n tuomista haasteista. Ainutlaatuisen Vuoreksesta tekee tilanne ja konteksti: toista samankaltaiseen tilanteeseen osuvaa tamperelaista suunnittelutapausta ei tule toistamiseen olemaan. Tästä syystä näen Vuoreksen suunnitteluprosessin analysoinnin erityisenä, se osui eräänlaiselle harmaan vyöhykkeen aikakaudelle, jossa paikallinen hallinto etsi uusia välineitä kansalaisten osallistumisen organisoimiselle, samaan aikaan kansalaisosallisten seuratessa suunnitteluprosessia erityisen valppaana, vanhat menettelytavat haastaen. Näen hedelmällisenä lähtökohtana kansalaisten osallistumisen kehittämiselle olemassa olevien suunnitteluprosessien yksityiskohtaisen analysoimisen. Tarkastelemalla Vuoreksen suunnittelua prosessina olen voinut kasvattaa ymmärrystä siitä, miten erilaiset kaupungin lähihistoriaan ja perinteisiin liittyvät taustatekijät ja toisaalta osapuolten käyttäytyminen ja keskinäinen vuorovaikutus ovat muokanneet prosessin kulkua. Vuoreksen tapaus on esimerkki siitä, ettei osallisuudesta puhuttaessa tule liiaksi tukeutua normatiivisiin oletuksiin siitä, millaista osallistumisen tulisi olla, tai laatia erityyppisiä tavoitteita toimivalle kansalaisosallistumiselle jos samalla ei tarkastella sitä, miten osallistuminen käytännössä tapahtuu. Tämän näkemyksen on tutkimuksessaan esittänyt myös Bent Flyvbjerg (1998). Hän uskoo tapahtumien analysoinnin vallankäytön näkökulmasta auttavan ymmärtämään olemassa olevia käytäntöjä paremmin, ja ennen kaikkea laajentavan käsitystämme siitä, mitä näiden käytäntöjen muuttaminen edellyttää. Citizen participation and the dynamics of town planning. A case study of Vuores territorial plan, Tampere. This is a case study of a territorial planning process in the city of Tampere, and especially considering citizen participation in this particular case. The planning area is called Vuores, a greenfield area 12 km from the city centre, where the city of Tampere is wants to build a new housing district for 13 500 people together with neighbouring community Lempäälä. At the moment, approximately 150 inhabitants live in the area which consists mainly of unbuilt forests. For other people living nearby, the Vuores area is an important place for recreational activities and relaxing in nature. The planning process started in the summer of 1997 and the city council approved the territorial plan in February 2003. I have two research questions in my study. First question is: How citizen participation is defined in the planning process? The second question is: How did the civil servants in key positions build a chain of arguments justifying one planning proposal? The question of citizen participation is seen here as an argumentative struggle in which actors not only try to make others see citizen participation in a certain way, but also seek to position themselves and other actors in a specific way. This leads to a number of smaller questions, such as: what was on the participatory agenda in the Vuores planning case and what possibilities did the actors have for acting within the participation in Vuores? I also follow the planning process and how different planning proposals succeeded during the process. Here the detailed questions are: what kind of space for public debate was created during the planning process? What kind of competing planning alternatives were presented in public? The emphasis of this study is on the empirical analysis. I focus on the identifications the actors made of themselves and other actors. I also go through different action strategies the actors have used during the process. The data basis consists of 26 interviews, public hearings, official records from targeted group work meetings, Internet pages (information provided in Vuores homepage, debate in Internet discussion forums), television programs, official records from city council meetings dealing with Vuores and planning reports. I also use about 300 newspaper articles as a background material. The theoretical approach of the thesis is a combination of four different perspectives: 1) the power analytics by Michel Foucault, 2) the discursive practices, 3) the political dimension of territorial planning and 4) the Flyvbjergian perspectives on case study implementation. The focus in my research has been in the question of how. How have the key actors defined themselves and other actors in the process? How the actors have acted and how they have reacted to other actor s actions? How the relationships of power have changed during the process? According to Michel Foucault (1982, 211) analyzing power relations consists of taking the forms of resistance against different forms of power as a starting point. He sees the resistance as a catalyst so as to bring to light into power relations, locating their position, finding out their point of application and methods used. In the Vuores case the citizen participation process has been the catalyst to investigate the whole process in more detail and to question the common or the unquestionable and rational way of planning the city. The local inhabitants have acted as process challengers, and as Foucault points out, the power relations are struggles that question the status of the individual (Foucault 1982, 211). Vuores is an interesting planning case because of those citizen participants who have not settled for the participation procedure organized from above. They have made visible the boundaries of possible action in this process. The Vuores planning case is not an example of an average planning process. It is unique in many ways. It is the first planning case in the Pirkanmaa region where two communities jointly plan one area in tight co-operation. Besides this, the central planning decisions were made in a special Vuores co-operative committee. This consisted of the Tampere and Lempäälä Community Boards. The third special feature was the nature of the area, the idea was to plan totally new housing district for 13 500 inhabitants in an area, which is currently inhabited by about 150 people. From the citizen participation point of view Vuores happened in an interesting phase. It was the first planning process in Tampere in which the city wanted to implement the new land use and building act. In this way, the Vuores planning process can be seen as having strategic importance in relation to the general problem. The general problem in this matter is citizen participation. The participative methods used in Vuores tell us something about the previous planning culture in Tampere and the challenges that the new act has brought along. The tension between different actors in the Vuores-case is clearly visible. The tension can be felt in the interactions of elected policy makers, local civil servants, national authorities and active citizen participants. How to deal with these difficult and conflicting situations with citizen participation in territorial planning? These tensions are not simple to solve. Especially in the case of Tampere, where the conflict appears between growing public emphasis on openness, transparency and active citizen participation in planning and the local strong planning policy tradition. The situation and the context make Vuores a unique case. For this reason I see Vuores planning process as a case study from the "grey area" in terms of implementing the land use and building act. It happened in a situation where local civil servants sought new tools for organising the interaction with citizen participants. At the same time the citizen participants were very keen to observe what kind of new participative methods the land use and building act enabled them to have. The main argument in this thesis is that the dynamics of citizen participation in territorial planning cannot be understood without analysing in close detail the discursive practices that guide the style of acting. Only after analysing the practices and micro level relations, one can develop citizen participation methods in a more reflexive way.

Viimeaikainen sukupuolta ja organisaatiota käsittelevä tutkimus ja kirjallisuus on saanut paljon (toisinaan epäsuoria) vaikutteita feminismiä ympäröivistä keskusteluista. Lisäksi naisten aseman ja kokemuksien tunnistaminen organisaatioissa ja johtamisessa on vaikuttanut tutkimukseen. Erilaisten kansainvälisesti tutkittujen aiheiden kirjo on laaja: sukupuolisuhteet organisaatioiden ja johtoryhmien kulttuureissa ja kommunikaatiossa; sukupuolittunut työnjako; sukupuolittuneet hierarkiat, valta, auktoriteetti ja johtajuus organisaatioissa ja johtamisessa; sukupuolittuneet markkinat; sukupuolittuneet kuvat, symbolit ja mainokset; sukupuoli ja IT teknologia; seksuaalisuus, häirintä, kiusaaminen ja väkivalta organisaatioissa; työn ja kodin yhteensovittaminen; ja niin edelleen. Myös akateemiset organisaatiot sekä niiden sukupuolittuneet valtasuhteet ja johtaminen kaipaavat kipeästi huomiota. Useimpia mainituista alueista on tutkittu ainakin jonkin verran mutta paljon työtä on vielä myös jäljellä. Tämä kokoelma esittelee ajankohtaista suomalaista tutkimusta seuraavista teemoista: tasa-arvo organisaatioissa, naisjohtajuus, yrittäjyyden sukupuoli, verkostot, sukupuolen representaatio sekä sukupuoli ja uusi teknologia. Kokoelma on työryhmän yhdessä koostama joten se on ennen kaikkea yhteistyön tulos. Recent research and literature on the gendering of organisations has been strongly influenced, though sometimes indirectly, by debates in and around feminism, and on recognising women and women’s situations, experiences and voices in organisations and management. The range of topics and issues that have been studied internationally is vast: gender relations in organizational and management groups, cultures and communication; gender divisions of labour; gender divisions of hierarchy, power, authority and leadership in organizations and management; gendered markets; gender imagery, symbols and advertising; gender and information technology; sexuality, harassment, bullying and violence in organisations; home-work relations; and so on. There are also key issues of gender power relations in academic organizations and management themselves, which need urgent attention. Though most of these areas have been researched to some extent, much remains to be done. This collection brings together current Finnish research on: Equality in Organisations, Women in Management, Gender and Entrepreneurship, Networks, Representation of Gender, Gender and ICTs. The book has been put together by an editorial team and is thus first and foremost a collective effort.

Väitöskirjatutkimus globalisaation vaikutuksista Venäjältä Suomeen suuntautuneeseen seksiteollisuuteen Seksin ostamista ja myymisen oikeutta perustellaan usein sillä, että se on kahden aikuisen ihmisen sopimus, johon ulkopuolisten ei tulisi puuttua. Elina Penttisen väitöskirja Corporeal globalization (Ruumiillinen globalisaatio) käsittelee venäläisnaisten seksipalvelujen tarjoamista Suomessa sekä yleisimmin globalisaation vaikutusta seksiteollisuuteen. Väitöskirja osoittaa, että seksin ostamisessa tai sen myynnissä ei koskaan ole kyse vain kahden ihmisen sopimuksesta irrallaan muusta maailmasta. Seksin myyjä ja sen ostaja ovat sidoksissa laajempiin globalisaatioprosesseihin, jotka muovaavat yksilöiden toiminnan edellytyksiä. Globaali seksiteollisuus edustaa nk. varjo-globalisaatiota, jossa toiminnan keskiössä ovat yksilöt, jotka ovat jääneet sen kehityksen ulkopuolelle, joka tavallisesti ymmärretään globalisaatioksi. Seksiteollisuudessa luodaan kuvaa eroottisesta itänaisesta. Kuitenkin esimerkiksi venäläisnaisten prostituutio Suomessa ei ole itänaiselle vain uusi toiminnan mahdollisuus vaan usein globalisaatiosta johtuva taloudellinen välttämättömyys. Corporeal globalization osoittaa kuinka globalisaatio ruumillistuu seksiteollisuudessa. Globalisaatio luo länsimaiselle mies-asiakkaalle mahdollisuuden erilaisten seksipalvelujen ostamiseen ja itänaiselle pakon tarjota näitä palveluja. Seksiä ostavan asiakkaan ja prostituoidun tai strip-tease esiintyjän kohtaamisessa globalisaatio tulee konkreettisesti ihmisen iholle. Väitöskirjassa globalisaation ruumiillistumista käsitellään prostituoitujen ja asiakkaiden narratiivien kautta. Väitöskirjassa keskitytään erityisesti Helsingin ja Pohjois-Suomen prostituutioon sekä Tampereen erotiikkaravintoloissa tapahtuvaan toimintaan. In this thesis I take the familiar question Where are the women in international relations? presented by feminist scholars in IR, and present it in terms of Where are the sex-specific and ethnicized bodies in the context of globalization? In this thesis I am going to address globalization as a form of bio-power, drawing on Michel Foucault and Judith Butler. I will argue that globalization subjectivates that is, produces sex-specific and ethnicized subject position that are incorporated and embodied. In other words, I am going to be looking at how globalization concretizes at the level of the body, and how in turn the sex-specific and ethnicized bodies enact and reiterate globalization. I will be exemplifying the corporealities of globalization by looking at the operations of the global sex industry. I will develop from the basis of Arjun Appadurai s framework of landscapes of globalization a framework of sexscapes of globalization in order to show how the global sex industry feeds on the complex global flows. These complex flows form global conjunctures in which new forms of agency and subjectivity are created. However, I also follow Appadurai in arguing that globalization is fundamentally disjunctive. I see the global sex industry representing shadow globalization, a zone that the abjects of globalization inhabit. To these abject bodies of prostitutes and other sex workers globalization does not open as new opportunities or possibilities of agency, but instead as concrete constraints and control. I am going to show that the category of the abject, of the ethnicized other woman engaging in sex work, needs to be maintained in order for the category of subjects of globalization to exist. Still, the position of the abject is seen as a form of limited agency, as this position is one that disrupts order and can destabilize the domain of subjects. These sex-specific and ethnicized embodiments and enactments of globalization are investigated b! y the case study of foreign sex workers in Finland. From the fieldwork that I have done in the places where the sex trade takes place in Finland, I construct narratives which exemplify the corporealities of globalization and the sex-specific forms of agency that have developed.

The aim was to describe the narratives unfolding in cooperative team meetings in acute psychiatric care. The cooperative team meeting is based on cooperative care, in which power and responsibility are shared between the participants. The participants in cooperative team meeting are the patient, her/his significant others and health care professionals. The aim of these meetings is defined based on the patient’s need for care. The purpose of the study was to produce new knowledge about cooperative team meetings in psychiatric care. The results can be used to develop psychiatric care and the processes of learning and studying to nurse. The study approach was narrative, and it was focused on narratives in the cooperative team storytelling process. The data consisted of 11 videotaped cooperative team meeting in two acute psychiatric wards. The participants in each case consisted of a voluntary patient, his/her significant others, primary physicians, nurses and other experts. The research was a process. The spoken narratives in cooperative team meetings were approached using the methods of “Categorical-Content” reading and dialogue analysis based on a narrative approach. The unspoken narratives were unfolded using the QRS NVivo computer program and the “Holistic-Content” reading method. In the first phase, the silent narrative “shame” was found. In the second phase, the narratives “active” and “passive participation” based on cooperative care were found. In the third phase, the spoken and unspoken combined narrative “Shared-rhythm cooperation” was found. According to the results, the cooperative team meeting consisted of unspoken narratives. The cooperative team meeting was based on cooperative care if the participants defined and shared the topic of discussion and had eye contact and the authoritarian participant gave space for expression. The cooperative team meetings required open-ended and reasonable questions by the health care professionals. Furthermore, the interpretation was to be based on the patient’s or the significant other’s narratives and the meanings the events had had for them. The participants were able to introduce their narratives to the storytelling process if they had enough time. Shared understanding was possible if all participants’ narratives were in interaction with each other. The cooperative team meeting was expert-initiative, if the storytelling was based on the professionals’ narratives. The expert-initiative storytelling consisted of control, monologue, unreadable faces and immobility. The main goal was to elicit information of the patient, and the role of the patient and his/her significant others was to be a passive recipient. Tiivistelmä Tutkimuksessa kuvataan psykiatrisen yhteistyöneuvottelun keskustelussa rakentuvia kertomuksia. Yhteistyöneuvottelu perustuu yhteistoiminnallisen hoidon lähtökohtiin, jossa valta ja vastuu ovat jaettu siihen osallistuvien kesken. Siten yhteistyöneuvottelu on psykiatrisen potilaan, hänen määrittelemiensä läheisten ja hänen hoitoonsa osallistuvien asiantuntijoiden potilaan tilanteeseen perustuva tapaaminen. Tutkimuksessa on tuotettu uutta tietoa yhteistoiminnallisesta yhteistyöneuvottelusta psykiatrisessa hoidossa. Tulosten perustella voidaan kehittää hoitotyön käytäntöä ja koulutusta. Tutkimuksen lähestymistapa oli narratiivinen ja tutkimuksen kohteena oli yhteistyöneuvottelun kertomistilanteessa rakentuvat kertomukset. Tutkimusaineisto muodostui 11 videoidusta yhteistyöneuvottelusta kahdelta psykiatriselta akuuttiosastolta. Näihin yhteistyöneuvotteluihin osallistuvat olivat vapaaehtoisia potilaita, hänen nimeämiään läheisiä, lääkäreitä, hoitajia ja muita asiantuntijoita. Tutkimus eteni prosessina. Yhteistyöneuvottelun sanallisia kertomuksia rakennettiin narratiivisella ”Categorical-Content”- ja dialogianalyysi lukutavoilla. Sanattomia kertomuksia rakennettiin QRS NVivo-tietokoneohjelmalla ja ”Holistic-Content”-lukutavalla. Prosessin ensimmäisessä vaiheessa löydettiin yhteistyöneuvottelun kertomaton kertomus ”häpeä”. Prosessin toisessa vaiheessa rakentui yhteistoiminnallisuutta kuvaavat ”aktiivinen-” ja ”passiivinen osallistuja”-kertomukset. Kolmannessa vaiheessa rakentui sanallisen ja sanattoman kertomisen yhdistävä ”jaettu rytminen yhteistyö”-kertomus. Tulosten mukaan psykiatrinen yhteistyöneuvottelu sisälsi kertomatonta kertomusta. Psykiatrinen yhteistyöneuvottelu oli yhteistoiminnallista, jos siihen osallistujat määrittelivät ja jakoivat yhteisen kertomisen kohteen, osallistujilla oli katsekontakti ja auktoriteetti antoi tasapuolisesti tilaa kaikille osallistujille. Yhteistoiminnallisuus edellytti asiantuntijoilta avoimia ja perusteltuja kysymyksiä. Lisäksi se edellytti, että asiantuntija vahvisti kertomisen seurauksena syntyvän tulkinnan potilaalta. Yhteistoiminnallinen hoito edellytti myös aikaa, jotta kaikki voivat tuoda näkökulmansa yhteisen kertomuksen rakentamiseen. Jaettu ymmärrys potilaan tilanteesta mahdollistui, jos kaikkien osallistujien kertomukset olivat vuorovaikutuksessa keskenään. Psykiatrinen yhteistyöneuvottelu oli asiantuntijalähtöistä, jos yhteistyöneuvottelun sisältöä rakennettiin asiantuntijoiden kertomuksista ja asiantuntijat pitäytyivät omissa kertomuksissaan. Asiantuntijalähtöinen kertominen sisälsi kontrollointia, monologia, ilmeettömyyttä ja eleettömyyttä. Asiantuntijalähtöisen kertomuksen pääpaino oli tietojen keruussa, tällöin potilaan ja hänen läheisensä tehtävänä oli tiedon antaminen.
