The long-term energy strategy issued by the German government in 2010 and 2011 embraces a substantial reduction of CO 2 emissions and high shares of renewable energy in electricity production, along with energy efficiency improvements and an accelerated nuclear phase-out. While several studies illustrate scenarios reaching these targets, there are substantial uncertainties pertaining to key assumptions, particularly long-term electricity demand and the large-scale availability of offshore wind and carbon capture and storage (CCS). This paper explores conditions under which model-based scenarios for the German electricity sector comply with the official targets for CO 2 emission reductions and renewable shares. We apply the energy system model LIMES-D, which allows for a joint optimization of generation and transmission capacities. The results indicate that reducing electricity demand plays a crucial role for attaining the government׳s targets. Scenarios for which either offshore wind or CCS is not available show an even stronger need for a decreasing electricity demand to reach the targets and a different pattern of transmission capacity expansion than is the case with full technology availability. Hence, a broad technology portfolio could in turn hedge against future power demand increases that may challenge the joint attainment of the German decarbonization and renewable energy targets. Abstract: CCS is discussed in a broad sense throughout Europe. In this paper a cautious, conservative estimate of CO2 storage capacity for Germany and its neighboring countries where CO2 emissions from Germany could possibly be stored (Netherlands, France, Denmark, Norway, UK and Poland) is presented. Such a lower limit calculation is necessary for orientation purposes for potential investors and political decision-makers. Conservative CO2 sequestration capacity in deep saline aquifers for Germany is derived by the volumetric approach where parameters such as efficiency factor, CO2 density, porosity of the geological formation are of interest. It is assumed that every geological system is closed and thus an efficiency factor of 0.1 per cent (based on maximum pressure increase and total compressibility) for saline aquifers is applied. The capacity of German depleted oil and gas fields is based on cumulative recovery data and a sweep efficiency of 75 percent. The storage capacity in the other considered countries, adjacent to Germany, are based on a critical review and adjustment of the results of the European reports JOULE II, GESTCO and GeoCapacity. The conservative capacities for all countries together amount to 49 Gt CO2, from which Norway and the UK provide 36 Gt, all offshore in the North Sea. Compared to the emissions from large point sources in these countries during 40 years (47.6 Gt of CO2), a virtual balance is achieved. This can only be reached, if a large scale CO2 pipeline system is installed to connect these countries, especially Germany, to the large sinks in the North Sea. If additional restrictions like source-sink matching, acceptance issues and injection rates constraints are taken into account, the available storage space gets increasingly scarce. Abstract: This paper presents the results of a collaborative project on public acceptance of Carbon Capture and Storage (CCS) in Germany, commissioned by the German Federal Ministry of Economics and Technology (BMWi). The project “Socio-economic Research on Acceptance of CCS” (April 2006 to March 2008) analyzed various aspects of public acceptance of CCS mainly in the national context of Germany. Abstract: Considering the traditional coal-based energy infrastructure in the German state North Rhine-Westphalia the question arises how to face the needs of embanking climate change. To reduce greenhouse gas intensive electricity generation in the Ruhr area, the introduction of carbon capture and storage (CCS) is an option of particular relevance. The paper investigates and discusses possibilities of setting up a CCS infrastructure in NRW. It shall clarify whether, and possibly how, highly efficient conventional fossil fired power plants could be refitted with CO2 capture to flexibly react to potentially changing climate policy conditions and to keep up with the market. Abstract: While the share of renewables has been growing rapidly since the 1990s, at present electricity generation in Germany is still based on coal and nuclear energy, with nuclear power and lignite covering almost the whole base load electricity generation, and hard coal serving as the main energy carrier for medium-load generation. However, both coal and nuclear energy are facing major challenges. The future of coal in Germany is uncertain against the background of strong climate policy regulations and issues of public acceptance. In line with current legislation, nuclear power is being phased out. In its strategy for CO2 emissions reduction, the German government has identified the carbon capture and storage (CCS) technologies as one of the options. Major government papers highlight the importance of further research and development (R&D) in the field of CCS technologies. German industry supports R&D activities on CCS by participating in the work of public–private partnerships (PPP), e.g. the COORETEC initiative, the GEOTECHNOLOGIEN programme, as well as by implementing CCS demonstration projects. In view of the difficulties coal has been facing with regard to public acceptance in Germany, the public acceptance of CCS technologies is recognised as an important precondition for their large-scale deployment. Thus, research on public acceptance of CCS is one of the priorities accompanying R&D on these technologies. Besides the strategy of fostering national R&D activities on CCS, Germany is actively participating in international networks and organisations dealing with the CCS issues. [Copyright &y& Elsevier]

Abstract: Vattenfall is presently taking an experimental large-scale pilot test facility into operation for the detailed investigation of the oxyfuel firing process. The plant is located southeast of Berlin in Germany in the vicinity of the existing lignite-fired power plant Schwarze Pumpe. The oxyfuel pilot plant consists of a single 30MWth, top-mounted, PF burner and the subsequent flue gas cleaning equipment, electrostatic precipitator, wet flue gas desulpherization and the flue gas condenser. In addition to these components, a CO2 separation plant is placed downstream of the flue gas condenser to produce liquid CO2. A cryogenic air separation unit located at the site will supply gaseous oxygen with a minimum purity of 99,5% needed for the combustion. The burner is designed for both pre-dried lignite and bituminous coal which will be tested in a later phase. The construction started in January 2007 and the first major test phase is planned to start in November 2008. The liquid CO2 is planned to be used for test injections to qualify the Altmark gas field in Germany as a storage site for CO2 for up-coming carbon capture and storage projects and to investigate opportunities for enhanced gas recovery. A successful carbon capture and storage (CCS) policy and programme is widely considered essential to curbing carbon dioxide emissions. What explains the strikingly different policy outcomes in two key European Union political heavyweights and coal economies, the UK and Germany? The UK has decided to contract two specific CCS projects, with explicit timelines for realisation; Germany has made no such decisions. From scrutiny of official documents and in-depth high-level interviews, it was found that the UK has more favourable structural capacity, including offshore storage capacity (which evokes less conflict) and significant oil-industry expertise, and thus an easier task. Moreover, this structural capacity has interacted with a solid political commitment to bring CCS forward in the UK, including specific, multistage funding and a high-level drive to develop CCS, especially after 2009. In Germany, by contrast, CCS has encountered increasing local and central opposition since 2009, with the Energiewende and renewables being accorded priority. [ABSTRACT FROM AUTHOR]

The study presents the results of an integrated assessment of carbon capture and storage (CCS) in the power plant sector in Germany, with special emphasis on the competition with renewable energy technologies. Assessment dimensions comprise technical, economic and environmental aspects, long-term scenario analysis, the role of stakeholders and public acceptance and regulatory issues. The results lead to the overall conclusion that there might not necessarily be a need to focus additionally on CCS in the power plant sector. Even in case of ambitious climate protection targets, current energy policy priorities (expansion of renewable energies and combined heat and power plants as well as enhanced energy productivity) result in a limited demand for CCS. In case that the large energy saving potential aimed for can only partly be implemented, the rising gap in CO reduction could only be closed by setting up a CCS-maximum strategy. In this case, up to 22% (41 GW) of the totally installed load in 2050 could be based on CCS. Assuming a more realistic scenario variant applying CCS to only 20 GW or lower would not be sufficient to reach the envisaged climate targets in the electricity sector. Furthermore, the growing public opposition against CO storage projects appears as a key barrier, supplemented by major uncertainties concerning the estimation of storage potentials, the long-term cost development as well as the environmental burdens which abound when applying a life-cycle approach. However, recently, alternative applications are being increasingly considered-that is the capture of CO at industrial point sources and biomass based energy production (electricity, heat and fuels) where assessment studies for exploring the potentials, limits and requirements for commercial use are missing so far. Globally, CCS at power plants might be an important climate protection technology: coal-consuming countries such as China and India are increasingly moving centre stage into the debate. Here, similar investigations on the development and the integration of both, CCS and renewable energies, into the individual energy system structures of such countries would be reasonable. When the EU Directive on the geological storage of carbon dioxide came into force, Germany found itself under pressure to develop a legal framework for the exploration and operation of CO2-storage sites. But the German regulatory approach stands against fierce opposition from the public - in particular at specific CO2-storage site regions, namely in Brandenburg and Schleswig- Holstein. This article takes a closer look on the German situation, analyzing the impact factors of the lack of public accpetance and discussing options to overcome an upcoming major societal conflict. First, we review the national and international state of the art of CCS public acceptance research. Second, explanations are given for better understanding the nature of the local opposition in Brandenburg and Schleswig-Holstein. In the third part we draw conclusions elaborating on key aspects relevant for a promising handling of the CCS public acceptance issue. [ABSTRACT FROM AUTHOR]
