This paper examines between-country differences in why education promotes trust using data from 29 countries (and 146 regions) participating in the OECD’s Survey of Adult Skills (PIAAC). Results indicate that education is strongly associated with trust and that individuals’ literacy, income, and occupational prestige are important mediators of this association. Contrary to previous studies we do not find that country level or regional level birthplace diversity is associated with average levels of trust. However, education gradients in trust and the extent to which these are due to social stratification or cognitive mechanisms vary both at the country and regional level depending on birthplace diversity. Multilevel mediation-moderation analyses reveal that in countries and regions with greater birthplace diversity there is a greater polarization in levels of trust between individuals with different educational qualifications. This polarization is primarily due to cognitive mechanisms.

Da das höchste erreichte Bildungsniveau in deutschen Umfragen gewöhnlich durch spezifisch deutsche Schul- und Ausbildungsabschlüsse erfasst wird, sind die entsprechenden Fragebogenitems für Personen mit ausländischen Abschlüssen oftmals schwer zu beantworten. Dieser Beitrag gibt einen Überblick über verschiedene Ansätze zur Messung von Bildung bei Personen mit ausländischen Bildungsabschlüssen, insbes. Zugewanderten, und ihre Eignung für verschiedene Erhebungssituationen. Zunächst wird die Codierung der Bildungsvariablen thematisiert. Diese orientiert sich entweder am deutschen Bildungssystem oder an Klassifikationen, die für den internationalen Vergleich entwickelt wurden. Auch die Herleitung von Bildungsjahren ist eine Möglichkeit, die Daten vergleichbar zu codieren. Dann werden verschiedene Erhebungsinstrumente vorgestellt, die das Problem auf unterschiedliche Art und Weise zu lösen versuchen: die Verwendung deutscher Standarditems, die Verwendung generischer Antwortkategorien, die Verwendung herkunftslandsspezifischer Antwortkategorien, und der Einsatz eines datenbankbasierten Tools. Die Lösungen, die im Sozio-oekonomischen Panel (SOEP) und im Rahmen der National Education Panel Study (NEPS) entwickelt wurden, werden ausführlich dargestellt. Zum Schluss werden weiterhin bestehende Interpretationsprobleme und Einschränkungen diskutiert, die auch die Passung des Indikators "höchster Bildungsabschluss" für verschiedene theoretische Konzepte bei Migrantinnen und Migranten betreffen. Since the highest level of education achieved is usually captured in German surveys by specific German school-leaving and training qualifications, the corresponding questionnaire items are often difficult to answer for persons with foreign qualifications. This guideline provides an overview of different approaches to measuring education among persons with foreign educational qualifications, especially immigrants, and their suitability for different survey contexts. First, the coding of educational variables is discussed. This is based either on the German education system or on classifications developed for international comparison. The derivation of years of education is another way to code the data in a comparable way. Then, different survey instruments are presented that try to solve the problem in different ways: the use of German standard items, the use of generic response categories, the use of country-of-origin specific response categories, and the use of a database-based tool. The solutions developed in the Socio-Economic Panel (SOEP) and the National Education Panel Study (NEPS) are presented in detail. Finally, existing interpretation problems and limitations are further discussed, including the fit of the "highest educational attainment" indicator for different theoretical concepts among migrants.

This paper revisits the link between education-based marriage market sorting and income inequality. Leveraging Danish administrative data, we develop a novel categorization of marriage market types based on the starting wages and wage growth trajectories associated with educational programs: ambition types. We find a substantial increase in sorting by educational ambition over time, which explains more than 40% of increasing inequality since 1980. In contrast, sorting trends are flat with the commonly used level of education. Hence, the mapping between education and marriage-market types matters crucially for conclusions about the role of marital sorting in rising income inequality.

In this article, I evaluate whether educational attainment in Germany is stratified by parental wealth and at which transitions stratification emerges. I propose a four-stage model to capture the emergence of stratification in the German education system, which is characterized by early between-school tracking: (i) transition to the tracked secondary school, (ii) attended track in the last year of mandatory schooling, (iii) highest school-leaving certificate, and (iv) transition to vocational or tertiary education. Results suggest that stratification by parental wealth emerges at all four stages, and, therefore, accumulates over the stages. Children living in wealthy households are 20 per cent more likely to attend the highest track in fifth grade and to obtain the highest school-leaving certificate and are 40 per cent more likely to enroll in tertiary education compared to children at the bottom of the wealth distribution. Furthermore, parental wealth seems to be particularly effective in preventing negative outcomes like leaving school without a certificate or not finding a fully qualifying vocational training. Among those who do not obtain the formal requirements to enroll in tertiary education, those with wealthy parents are more likely to start dual vocational training.

Educational expansion and the closing of gender gaps in education are key objectives in national and international policy agendas. Monitoring progress towards these goals requires comparable data across countries and over time. The availability of international census and survey microdata allows for cross-national comparisons of education participation and completion. However, we lack systematic analyses of how trends vary across data sources and of the extent to which these data sources offer a consistent account of progress in education. In this paper, we examine coherence in estimates of educational attainment among women aged 25 to 29 in 75 countries across the three main repositories of international population microdata: IPUMS International, the Demographic and Health Surveys (DHS) and the Multiple Indicator Cluster Surveys (MICS). Coherence analysis of 535 census and survey observations from 1960 to 2017 shows high levels of consistency overall but also identifies observations misaligned with trends. Results provide practical information to the research community about the validity of comparative investigations using three important data sources for demographic studies. The data also serve as benchmarks for assessing the quality of education information obtained in data sources not included in our analysis and the trend alignment of future estimates.

Soziale Ungleichheiten des Bildungserwerbs wurden dabei in allen Bildungsbereichen, von der frühkindlichen Bildung bis zur Weiterbildung im Erwachsenenalter, aufgezeigt. Diese Studie systematisiert erstmals das über knapp 20 Jahre hinweg gewachsene Forschungswissen zu den Erscheinungsformen sozialer Ungleichheit des Bildungserwerbs im deutschsprachigen Raum (Deutschland, Österreich und Schweiz). Die erstellte Forschungssynthese umfasst Befunde zu sozialer Ungleichheit in den Bereichen der vorschulischen Bildung, schulischen Bildung, beruflichen Bildung und Hochschulbildung sowie den Aspekten der Kompetenzen, der Bildungsbeteiligung und der Bildungsabschlüsse. Die Studie gibt einen Überblick über das vorhandene Forschungswissen und zeigt Forschungslücken auf. Zudem wird die verfügbare Evidenz aus Einzelstudien synthetisiert, um so verlässlichere Aussagen zum Bestehen sozialer Herkunftseffekte treffen zu können. I study the effects of the Future to Discover Project, a randomized experiment in which Canadian high school students were either invited to participate in career planning workshops or were made eligible for an $8,000 college grant. By matching the experimental data to post-secondary institution records and income tax files, I am able to examine the effects of the interventions on college enrollment, graduation, and earnings in adulthood. I show that the career education intervention greatly improved students' outcomes in the long run by improving academic matching. In contrast, the college grant had no long-term monetary benefits despite increasing college enrollment, which is consistent with classical models of human capital investment in the absence of credit constraints. My findings suggest that informational frictions and behavioral obstacles-rather than financial constraints-represent the primary barrier to four-year college enrollment faced by low-income students. And that they explain a large part of the gap in four-year college enrollment between high- and low-income students.

This chapter aims at assessing the Not in Employment, Education or Training (NEET) youth in Germany, where one finds a strong institutionalized apprenticeship system, a relatively high stratification of the educational system and a gendered vocational education and training system. The dependent variable is the occupational status at the age of 30 measured by the International Socio-Economic Index of Occupational Status. The independent variables are the socio-economic background information and the NEET patterns or respectively the cumulative NEET length. Germany constitutes an interesting case when looking at the longitudinal patterns of youths who experience NEET periods, for several reasons. In international comparison, the connection between education system and the labour market in Germany is quite structured.

Many youth leave school early without an upper secondary education, impeding their chances in the labor market. Early school leavers come disproportionately from families with low parental education. In some countries, there are alternative routes to upper secondary qualifications as adults. Does adult attainment reduce initial social differences in educational attainment, or does it reinforce such differences? Norway is one of the countries where many attain upper secondary qualifications in adulthood. Using individual data from administrative registers, we follow five Norwegian birth cohorts (1973–1977) from age 20 to 40. We document that the association between parental education and upper secondary completion declines monotonically with age, ending at age 40 about 35% below that at age 20. We also document that the alternative routes to adult qualifications recruit students of different family backgrounds. In particular, adults who acquire vocational qualifications via the experience-based route come from families with lower education than other groups. Our evidence suggests that institutions that offer opportunities for certifying qualifications acquired at work mitigate social gradients, fostering more equal opportunities within the education system.

This article addresses the impact of economic climate, and particularly of the Great Recession, on the configuration of educational expectations among students around 14 years old. We analyze expectations regarding educational attainment conditional on school performance and compare our results across countries with varying levels of economic growth over time. We expect a changing economic environment to impact on (a) the average level of educational expectations, (b) the association between social background and expectations, and (c) the association between school grades and expectations. Using pooled data from TIMSS for the years 2003, 2007 and 2011 among 8th graders for 24 developed countries, we estimate a set of country-fixed effects and hierarchical random-slope linear regression models. Most notably, our results indicate that economic down times depress educational expectations, especially among average-performing students, and lead to a growth in educational inequalities by family background.

Der Zusammenhang zwischen dem Bildungsstand der Eltern (Schul- und Berufsabschluss) und der Entwicklung des Kindes in den ersten beiden Lebensjahren wurde untersucht. Zusammenhänge zeigten sich für den Verlauf der Schwangerschaft, der Art der Entbindung und der Ernährung des Kindes: Mütter mit höherem Bildungsstand berichteten von weniger Problemen in der Schwangerschaft, wiesen einen niedrigeren Anteil von Kaiserschnittgeburten auf, ihre Kinder waren bei der Geburt seltener untergewichtig (< 2500g) und sie stillten ihre Kinder häufiger und länger als Mütter mit geringerem Bildungsstand. Zusammenhänge zwischen dem Bildungsstand der Eltern und dem Apgar-Index, Körperlänge, Gewicht und BMI bei der Geburt und im Alter von 10 – 12 Monaten (U 6) und hinsichtlich der Beurteilung der Gesundheit und der Entwicklung des Kindes bei der Geburt und im Alter von 14 Monaten konnten nicht nachgewiesen werden. Keine Unterschiede fanden sich zwischen den Kindern von Müttern mit hohem und geringerem Bildungsabschluss beim Erreichen von 14 grob- und 4 feinmotorischen Meilensteinen. Wie die meisten körperlichen Merkmale scheint auch die motorische Entwicklung in den ersten beiden Lebensjahren überwiegend von genetischen Faktoren gesteuert zu sein und Umweltfaktoren sind in diesem Alter offensichtlich noch kaum von Bedeutung., The relationship between the educational level of the parents (school and professional qualifications) and the development of the child in the first two years of life was investigated. Correlations were found for the course of pregnancy, the type of delivery and the diet of the child: Mothers with a higher level of education reported fewer problems during pregnancy, had a lower proportion of caesarean sections and breastfed their children more frequently and for longer than mothers with a lower level of education. Relationships between the educational level of the parents and the Apgar index, body length, weight and BMI at birth and at the age of 10 to12 months and with regard to the assessment of the health and development of the child at birth and at the age of 14 months could not be detected. There were no differences between the children of mothers with high and low educational qualifications with regard to reaching 14 gross and 4 fine motor milestones. Like most physical characteristics, motor development in the first two years of life seems to be predominantly controlled by genetic factors and environmental factors are obviously of little importance at this age.

This study is concerned with the central issues of community service engagement (CSE) in 21st century democratic societies around the world. To examine the factors influencing postsecondary education attainment’s relationship to CSE, this study utilized data from the Organization for Economic Co-operation and Development (OECD) countries using ordinary least square (OLS) and two-level hierarchical linear modeling (HLM) methods, including various factors for each country’s individual and country levels. The results show that attainment in postsecondary education at the individual level and investment and enrollments in tertiary education both have an influence on increasing CSE in 18 OECD countries. The present study is expected to contribute to an understanding of the relationship between postsecondary education and CSE across the world.

Eine aktuelle Studie scheint zu belegen: Deutschland hat sich zu Europas gerechtestem Bildungssystem entwickelt. In den zugrunde liegenden Daten sind allerdings bildungsnahe Gruppen deutlich überrepräsentiert. Außerdem wird für Deutschland eine andere Altersgruppe als in den übrigen Ländern betrachtet, weshalb die Ergebnisse nicht vergleichbar sind.

Die sich hierzulande an Haupt- und Sekundarschulen unter Jugendlichen herausbildende schulische Gegenkultur zeichnet sich durch eine Ablehnung institutioneller Verhaltensnormen sowie eine symbolische Prämierung von anti-schulischen Haltungen aus. Doch in diesem Gestus der Auflehnung besteht gleichsam die Gefahr, dass rangniedrige Statuspositionen perpetuiert und sozialmoralische Vorurteile bestätigt werden. Paul Willis hat in den 1970er Jahren die jugendkulturelle Attraktivität und die statusbezogene Tragik dieser Counter-School-Culture in seinem Buch "Learning to Labor" beschrieben. Ich greife dieses Modell auf und übertrage es auf Schulen in Berlin-Neukölln und Wedding, in denen ich in den Jahren 2008/09 bzw. 2012/13 umfangreiche Feldforschungen durchgeführt habe. Dabei frage ich im ersten Teil nach den Auswirkungen veränderter, von Prekarisierung und Neoliberalisierung geprägter gesellschaftlicher Rahmenbedingungen und im zweiten Teil nach den neuen inhaltlichen Stoßrichtungen der schulischen Gegenkultur, die sich in den letzten Jahrzehnten aus einer ethnischen Unterschichtung und einer Kulturalisierung von Fragen sozialer Ungleichheit ergeben haben. The counter school culture that is developing among young people at secondary and lower secondary schools in Germany is characterized by a rejection of bourgeois values and institutional norms of behavior as well as a symbolic award for anti-school attitudes. But in this gesture of rebellion, there is a danger that low-ranking status positions are perpetuated and social-moral prejudices are confirmed. In the 1970s, Paul Willis used the English example to describe the attractiveness and tragedy of the counter school culture for young people in his book "Learning to Labor". I take up this model and transfer it to secondary schools in the Berlin districts of Wedding and Neukölln, where I conducted extensive field research in 2008/09 and 2012/13 respectively. In the first part, I ask about the effects of changed social conditions and in the second part about new topics of the school counterculture that have emerged in recent decades.

The relevance of education for migrants’ integration in the labor market is well documented. However, the migration conditions of refugees and their educational resources are different from those of other migrants, as they must often interrupt their educational careers and cannot ensure the suitability of their educational degrees in the receiving country’s labor market. It is thus unclear which educational resources refugees have and to what extent these resources are relevant for their labor market integration. This paper examines (a) which educational resources Syrian refugees possess at their arrival in Germany and (b) how their educational resources relate to their labor market integration. We use data on Syrian refugees in Bavaria covering a comprehensive set of indicators for educational resources, including educational degrees and a test of respondents’ scientific knowledge. A large proportion (65%) of Syrian refugees report interrupted educational careers. Nevertheless, their educational degrees correspond to their scientific knowledge in a similar way as that observed in a German comparison sample. Educational resources are pivotal in explaining labor market placement. Notably, the scientific knowledge test is found to be a better predictor than educational degrees. We conclude that education and particularly the quality of education, as indicated by the scientific knowledge test, is a notable resource for refugees’ labor market integration. Daher ist unklar, mit welchen Bildungsressourcen Geflüchtete ankommen und inwiefern diese Ressourcen ihre Arbeitsmarktintegration begünstigen. Der vorliegende Beitrag untersucht (a) welche Bildungsressourcen syrische Geflüchtete bei ihrer Ankunft in Deutschland besitzen und (b) wie diese Ressourcen mit ihrer Arbeitsmarktintegration zusammenhängen. Als Datengrundlage dienen Angaben syrischer Geflüchteter in Bayern, für die ein umfangreiches Set an Bildungsindikatoren erhoben wurde, unter anderem Bildungsabschlüsse und ein Test naturwissenschaftlichen Wissens. Ein großer Anteil (65%) der Befragten berichtet, ihre Bildungslaufbahn unterbrochen zu haben. Trotzdem sind ihre Bildungsabschlüsse mit dem naturwissenschaftlichen Wissen in ähnlicher Weise assoziiert wie in einer deutschen Vergleichsstichprobe. Multivariate Analysen zeigen zudem, dass Bildungsressourcen auch für Geflüchtete zentral für die Arbeitsmarktplatzierung sind. Beachtenswert ist dabei, dass das naturwissenschaftliche Wissen ein besserer Prädiktor ist als die Bildungsabschlüsse. Folglich stellt Bildung und insbesondere deren Qualität, wie durch den naturwissenschaftlichen Wissenstest indiziert, eine wichtige Ressource für die Arbeitsmarktintegration Geflüchteter dar. We examined trends in the incidence and correlates of educational and skill mismatch in the United States. We focused on trends over time in the associations between various types of mismatch and a range of factors including contextual conditions. We explored whether contextual conditions at the transitional period from school to jobs increase or decrease the probability of mismatch and whether such relationships persist throughout the working career. Our central questions were how the incidence of and relationship between educational and skill mismatch in the U.S. changed between 1994, 2003, and 2012 and how this differed by age, gender, immigration status, educational attainment, and occupation. We used three cross-sectional surveys that had not previously been implemented for such an effort. These were the International Adult Literacy Survey (IALS) in 1994, the Adult Literacy and Life-skills (ALL) survey in 2003, and the Program for the International Assessment of Adult Competencies (PIAAC) in 2012. Repeated cross-sectional data provided us with substantial analytic leverage. Our findings point toward the key role of occupational or positional factors rather than individual worker characteristics as being most implicated in trends in mismatch. We describe the importance of our results for labor market theories.

Die Corona-bedingten Schulschließungen sowie die Schließung von Kinderbetreuungseinrichtungen im April und Mai 2020 haben viele Eltern vor eine immense Herausforderung gestellt. Plötzlich mussten Kinder ganztags Zuhause betreut und beschult werden. In diesem Beitrag beschäftigen wir uns mit der Frage nach der subjektiven Belastung, der sich Eltern durch die Beschulung ihrer Kinder Zuhause ausgesetzt sahen. Hierbei legen wir ein besonderes Augenmerk auf die individuelle Ressourcenausstattung der Eltern sowie auf ihre familiäre Situation und ihr Erwerbsleben. Insbesondere untersuchen wir das subjektive Belastungsempfinden alleinerziehender Eltern. Für unsere Analysen nutzen wir die Daten der SOEP-CoV Studie, einer Sonderbefragung an Panelteilnehmern des Sozio-Oekonomischen Panels (SOEP) zum Thema Corona. Insgesamt konnten wir bei allen befragten Eltern (N=1508, davon N=243 alleinerziehend) eine mäßige Belastung durch die Anforderungen der Beschulung ihrer Kinder Zuhause ausmachen. Besonders belastet fühlten sich jedoch Eltern mit einem niedrigen Bildungsabschluss und alleinerziehende Eltern, insbesondere wenn sie zur Zeit der Schulschließungen erwerbstätig waren. Unsere Analysen legen nahe, dass gerade diese Elterngruppen Probleme hatten, den Anforderungen, die eine Beschulung Zuhause mit sich bringt, unter den gegebenen Umständen umfassend nachzukommen. The Corona-related school closures and the closure of childcare facilities in April and May 2020 meant an immense challenge for many parents. Suddenly, children had to be looked after and educated at home all day. In this paper, we address the question of the subjective burden that parents faced when schooling their children at home. In doing so, we pay special attention to the individual resources of the parents as well as to their family situation and their working life. In particular, we examine the subjective perception of stress of single parents. For our analyses we use data from the SOEP-CoV study, a special survey of the Socio-Economic Panel (SOEP) on the topic of Corona. Overall, we found moderate levels of stress from the demands of schooling their children at home among all parents surveyed (N=1508, of which N=243 were single parents). However, parents with a low level of education and single parents felt particularly burdened, especially if they were employed at the time of the school closures. Our analyses suggest that precisely these groups of parents had problems comprehensively meeting the demands of home schooling under the given circumstances.

Welche Wirkungszusammenhänge und Wechselwirkungen führen zur Anerkennung von sog. „Branchenzertifikaten“, d.h. von anbieterübergreifenden Weiterbildungsabschlüssen auf dem Schweizer Arbeitsmarkt? Wie kann die Anerkennung dieser non-formalen Abschlüsse über die Marktlogik hinaus aus Sicht einer Bildungslogik „gemessen“ werden? Diesen und weiteren Fragen widmete sich eine Studie, die 2016-2019 in fünf Fallstudien ausgewählte non-formale Abschlüsse mittels qualitativer und quantitativer Interviews und Dokumentenanalyse bezüglich der Anerkennungspraxis untersuchte und verglich. Darunter fanden sich u.a. das Branchenzertifikat „Pflegehelfer/in“ vom Schweizerischen Roten Kreuz und das Zertifikat „Fertigungsspezialist“ des Verbands der Schweizerischen Schreinermeister und Möbelfabrikanten. Erarbeitet wurde ein theoretischer Ansatz, der Anerkennung als einen Prozess in drei verschiedenen Ausprägungen erfasst und in verschiedenen Bezugssystemen verortet. Skizziert werden im Beitrag aber auch Spannungsfelder, mit denen alle Zertifikate in unterschiedlicher Ausprägung konfrontiert sind. (DIPF/Orig.), What causal relationships and interactions lead to the recognition of so-called „branch certificates,“ i.e. multi provider qualifications on the Swiss labour market? How can recognition of these non-formal certifications be „measured“ beyond the logic of the market and according to a logic of education? These and other questions were the subject of a study from 2016–2019 that used qualitative and quantitative interviews and document analysis to investigate and compare how five non-formal certificates obtained official recognition. These included the branch certificate „Health Care Assistant“ from the Swiss Red Cross and the certificate „Manufacturing Specialist“ of the Association of Swiss Carpenters and Furniture Manufacturers. A theoretical approach was developed that understands recognition as one process with three different forms and locates it within different systems of reference. The article also outlines the conflicting priorities with which all certificates are confronted to varying degrees. (DIPF/Orig.)

Occupational closure continuously establishes, contests, or reinforces institutional boundaries around occupations. Occupational closure thereby interferes with wage-setting processes in the labor market. Recent research shows a substantial impact of occupational closure on wage determination processes in Germany. However, research on occupational closure is based on the assumption that all incumbents of an occupation benefit in the same way. We challenge this assumption by showing that occupational closure works differently for different workers. Using the 2006 sample of the German Structure of Earnings Survey, we distinguish nine worker profiles (three educational groups crossed with three career stages). For each of these profiles we investigate the effects of five closure sources (credentialism, standardization, licensure, representation by occupational associations, and unionization) on the expected mean wages of occupations, employing a two-step multilevel regression model. Our results show that occupational closure does indeed differ between workers. We can show that closure plays out differently throughout employees’ careers. For example, representation through occupational associations pays off the most as employees’ careers advance. Closure sources are unequally distributed across occupations and benefit employees with tertiary degrees more than employees with vocational qualifications. Credentialism also yields the largest advantages for workers with tertiary degrees regarding wage rents. Damit beeinflusst berufliche Schließung auch den Prozess der Lohndeterminierung im Arbeitsmarkt, wie jüngere Studien auch für Deutschland mehrfach nachgewiesen haben. Allerdings geht diese Forschung in der Regel von der Annahme aus, dass berufliche Schließung alle Inhaber eines Berufs in der gleichen Weise bevor- oder benachteiligt. Im Gegensatz dazu zeigt dieser Aufsatz, dass sich berufliche Schließung für verschiedene Arbeitnehmergruppen in unterschiedlicher Weise auswirkt. Mit den Daten der Verdienststrukturerhebung 2006 unterscheiden wir neun Arbeitnehmerprofile (drei Bildungsgruppen in drei unterschiedlichen Karrierestufen), für die wir jeweils mittels eines zweistufigen Multilevelregressionsmodells den Effekt von fünf Schließungsmechanismen (Credentialismus, Standardisierung, Lizensierung, Repräsentation durch Berufsverbände und Repräsentation durch Berufsgewerkschaften) auf die mittleren Löhne in den Berufen untersuchen. Unsere Ergebnisse zeigen, dass sich die Effekte beruflicher Schließung in der Tat zwischen Arbeitnehmergruppen unterscheiden. Wir können zeigen, dass sich Schließungseffekte zwischen Karrierestufen unterscheiden. Beispielsweise zahlt sich die Repräsentation durch Berufsverbände besonders für Arbeitnehmer in späteren Karrierestufen aus. Die Quellen der beruflichen Schließung sind zwischen Berufen ungleich verteilt und bevorteilen Arbeitnehmer mit tertiären Bildungsabschlüssen stärker als Arbeitnehmer mit beruflichen Bildungsabschlüssen. Credentialismus verhilft vor allem den Arbeitnehmern mit tertiären Abschlüssen zu Einkommensvorteilen. Allerdings weisen unsere Analysen auch auf komplexe Interaktionen zwischen Credentialismus und Standardisierung hin, die weitere Untersuchungen erfordern, welche das Zusammenspiel von individuellen Arbeitnehmercharakteristiken und den unterschiedlichen Quellen beruflicher Schließung offen legen.

Bildung auf einen Blick informiert über die Leistungsfähigkeit der Bildungssysteme in den 37 OECD-Mitgliedsländern sowie in einer Reihe von Partnerländern. Für das diesjährige Schwerpunktthema berufliche Bildung wurden unter anderem die Teilnahme an beruflicher Bildung und die Investitionen in diesem Bereich untersucht. Zwei neue Indikatoren runden die Analyse ab. Die Studie ist in die folgenden Kapitel gegliedert: Bildungsergebnisse und Bildungserträge, Bildungszugang, -beteiligung und Bildungsverlauf, Finanzierung, Lehrkräfte, Lernumfeld und Organisation des Schulwesens. Ein Kapitel widmet sich darüber hinaus dem vierten Ziel der Agenda 2030 für nachhaltige Entwicklung. Darin werden die Qualität von Bildung im Sekundarbereich II und die Teilnahme daran untersucht. Insgesamt liefern mehr als 100 Grafiken und Tabellen aktuelle Informationen zur Struktur und Leistungsfähigkeit der Bildungssysteme im internationalen Vergleich. Die präsentierten Daten umfassen den gesamten Bildungsverlauf, von Kindergarten über Schule bis hin zu Hochschule und Weiterbildung. Die von der OECD entwickelten Bildungsindikatoren machen die Daten vergleichbar.

Responding to crucial challenges in urban and rural development led the United Nations decide on the New Urban Agenda as well as the 2030 Agenda and the Sustainable Development Goals (SDGs). In order to understand the spatial patterns, which SDGs produce, a national and supranational spatial perspective is taken on SDG 4 "Quality Education". SDG 4 highlights the human right on education and requests institutions to ensure inclusive and equal access to education for all. In many countries, one can note gender differences related to schooling at all levels or at graduation. Education in general and the education of females in particular influences largely the social and economic development of countries, ranging from health and birth control to a higher economic output of enterprises lead by mixed teams. The chapters visualise the spatial analysis of SDG 4, respectively on school graduates, female school graduates and scholar exclusion. Alternating maps illustrate the spatial perspective on SDG 4 in India, Germany and Europe by taking manifold national as well as supranational views wherever feasible.

Previous research on the Italian case has shown that non-Western immigrants are very likely to hold low-qualified jobs and that their occupational mobility chances are rather poor, which suggests low returns to education. In this paper, we investigate whether, and to what extent, immigrants’ different areas of origin moderate the returns to educational degrees obtained in the origin country. Data from a survey on the immigrant population (carried out in 2011‒2012) are used, and, differently from previous studies, we focus on returns to origin-country education with respect to both the socioeconomic status of the first job found on arrival and the subsequent occupational mobility. The results show that almost all non-Western immigrants experience remarkably low returns to post-secondary education on their first job. Contrary to other West-European countries, those returns in Italy are only slightly different by area of origin, which suggests that differences in the transferability and quality of skills are scarcely relevant in a strongly segmented labour market. Rather, the modes of labour market insertion―e.g., formal search methods or relying on contacts with natives―have a sizeable impact on the returns. Origin-country post-secondary degrees are also consistently associated with low returns on subsequent mobility, although highly educated immigrants from new EU member states experience higher chances of upward mobility. In line with some recent findings, recognition of educational credentials seems decisive for the very few non-Western immigrants who are able either to access better-qualified jobs on arrival or to improve their occupational status over time.

In this study, we analyzed how secondary school tracking relates to students’ self-beliefs (i.e., their academic self-concepts in different domains and their beliefs regarding their labor market chances) and school disengagement during a time period that has received little attention in educational psychological research on tracking: when students are at the end of schooling and on the verge of entering the labor market. In doing so, we disentangled 2 distinguishing features of tracking: tracks as social contexts (operationalized via track level and the mean achievement of students’ schoolmates) and tracks as pathways to different future opportunities (operationalized via educational certificates). Using questionnaire, achievement, and administrative school data from 2,155 students from 29 low-track schools, 23 intermediate-track schools, and 35 comprehensive schools in Berlin, Germany, we found educational certificates to be the most important factor shaping students’ self-beliefs and school disengagement. Irrespective of their individual achievement, their schoolmates’ achievement, and their track level, students who received the intermediate school-leaving certificate had higher academic self-concepts, believed that their certificate would give them better chances of success in the labor market, and were less disengaged from school than students who received the low school-leaving certificate. In contrast, students’ track level did not serve as a predictor for the outcomes considered. The achievement of students’ schoolmates (i.e., the big-fish-little-pond effect) was only relevant for students’ academic self-concepts and not for students’ self-beliefs regarding labor market entry or their school disengagement. While the association between parental separation and children’s lower educational achievements is a robust finding, the evidence regarding its heterogeneity across social groups is mixed. Some studies show that socioeconomically advantaged families manage to shelter their pupils from the consequences of parental break-up, while others find the opposite. We contribute to this debate and sketch a structural theory of the heterogeneity of the consequences associated to parental separation on children’s educational outcomes. We argue that the separation penalty and its heterogeneity across social backgrounds differ depending on the selectivity of a given educational outcome. In particular, the smallest penalty will be observed for very rare and very common outcomes. The rarity of an educational outcome depends on pupils’ social background, which might produce the observed heterogeneity even if the separation penalty itself is equal across parental social background. We investigate the heterogeneity of the consequences of separation by parents’ education in Spain on two children’s outcomes. One outcome (enrolment in tertiary education) is rare for children in low educated families, while the other (retaking in primary and secondary education) is rare for children in highly educated families. The results show that the penalty associated to parental separation for retaking a year in primary and secondary education is larger for children of low educated mothers. No heterogeneity is found for enrolment in tertiary education. Zusammenfassung Während der Zusammenhang zwischen elterlicher Trennung und geringeren Bildungserfolgen der Kinder als belastbares Forschungsergebnis gilt, ist die Evidenz bezüglich ihrer Heterogenität über die sozialen Gruppen hinweg uneinheitlich. Einige Studien zeigen auf, dass sozioökonomisch bessergestellte Familien es schaffen, ihre Kinder im Schulalter vor den Folgen elterlicher Trennung abzuschirmen, während andere Studien dies verneinen. Wir tragen zu dieser Debatte bei, indem wir eine Strukturtheorie der Heterogenität der mit der der elterlichen Trennung assoziierten Konsequenzen für den Bildungsergebnisse der Kinder skizzieren. Wir argumentieren, dass die Bildungseinbußen aufgrund der Trennung und deren Heterogenität über die sozialen Hintergründe hinweg in Abhängigkeit von der Selektivität des jeweiligen Bildungsergebnisses unterscheiden. Insbesondere gilt, dass die geringsten Einbußen für sehr seltene und für sehr verbreitete Ergebnisse beobachtet werden. Die Seltenheit eines Bildungsergebnisses hängt vom sozialen Hintergrund der Schüler ab, der wiederum die beobachtete Heterogenität hervorbringen könnte; dies selbst dann, wenn die Einbußen aufgrund der Trennung über den sozialen Hintergrund der Eltern hinweg gleich sind. Wir untersuchen die Heterogenität der Trennungsfolgen anhand der elterlichen Bildung für zwei Ergebnisse für Kinder in Spanien: Eines dieser Ergebnisse – Besuch einer Einrichtung des tertiären Bildungssektors – tritt für Kinder in Familien mit niedriger Bildung selten auf, während das andere – Klassenwiederholung im Primär- und Sekundärschulsektor – für Kinder aus höher gebildeten Familien selten ist. Die Ergebnisse zeigen, dass die Bildungseinbußen, die mit der elterlichen Trennung in Verbindung gebracht werden – das Sitzenbleiben in der Elementar- und Sekundarschule – für die Kinder von Müttern mit niedriger Bildung größer sind. Zahlreiche, voneinander unabhängige Studien belegen, dass Kinder von Eltern mit hohen Bildungsabschlüssen über bessere Chancen für den eigenen Bildungsweg verfügen. Unbeantwortet ist nach wie vor die Frage nach den weltweiten Variationen von Bildungsmobilitätschancen. Die jüngste Veröffentlichung einer neuen Datenbank gibt erstmals einen tieferen Einblick in diese Problematik und gestattet anhand der diesbezüglichen Untersuchungen von 148 Ländern belastbare Aussagen zur internationalen Verteilung von Bildungschancen. Durchschnittlich hat der Bildungsgrad der weltweiten Bevölkerung in den vergangenen Jahrzehnten rasant zugenommen. Allerdings verschärfte sich die Bildungskluft zwischen armen und reichen Ländern weiter. Die Chancen für eine (höhere) Bildung sind in erheblichem Maß von dem "Zufall der Geburt" abhängig. Der Bevölkerungsanteil mit im Vergleich zu den Eltern höherem Bildungsniveau hat in praktisch allen Ländern in dem gleichen Zeitraum zugenommen. An den beiden Enden der Bildungsskala gibt es aber immer noch Hinweise auf eine starke Persistenz: Kinder aus akademischen Familien erreichen öfter einen Hochschulabschluss, während der Nachwuchs bildungsferner Eltern eher ohne Schulabschlusszeugnis bleibt. Ohne die Effekte der allgemeinen Bildungsexpansion sind die Ergebnisse der Bildungsmobilität enttäuschend. Besonders in den ärmsten Ländern der Welt bleibt die Bildung der Eltern für den Schulabschluss der Kinder entscheidend. Mit anderen Worten: Die Kinder und Jugendlichen haben trotz höherer Bildungsabschlüsse immer geringere Chancen intergenerationaler Mobilität. Im weltweiten Bildungswesen ist in den nächsten Jahrzehnten dringend eine stärkere Expansion nötig, um die bestehenden Bildungsungleichheiten in und zwischen den Ländern zu reduzieren. Die Expansion allein wird jedoch keinen maßgeblichen Einfluss auf die generationsübergreifende Bildungsmobilität haben, solange die Kinder aus benachteiligten Schichten, die unter schwierigen Bedingungen aufwachsen, die intergenerationale Spirale der sozialen Ausgrenzung nicht durchbrechen können. Die Entscheidungsträger, die für die Bildungsexpansion zuständig sind, und vor allem die nationalen Regierungen müssen begreifen, dass Startchancengleichheit und spezielle Fördermaßnahmen notwendige Voraussetzungen für die Gestaltung eines integrierenden Bildungssystems darstellen.

There has been considerable public interest in reports on harmful alcohol consumption of higher educated females. This study assesses the robustness of this finding with representative German data using ten different indicators of alcohol consumption. This cross-sectional study used data of the Epidemiological Survey on Substance Abuse from 2012. 4,225 females and 3,239 males represent the German population aged 18-64. It presents ten indicators of alcohol consumption by sex and education and provides group specific means and 95 %-confidence intervals. The main results are: (1) Higher educated males and females are drinking alcohol more frequently than lower educated males and females. (2) When drinking, higher educated males and females tend to drink less alcohol than lower educated males and females. (3) Only when using an indicator for hazardous alcohol consumption with different thresholds for males and females, the results indicate a pattern that significantly exposes hazardous alcohol consumption in the group of higher educated females. Concerning the choice of indicators, this study shows that sex-specific threshold-based indicators of alcohol consumption may lead to different conclusions as the majority of other indicators.

Frühe BildungsabbrecherInnen, also Jugendliche mit maximal Pflichtschulabschluss, wurden in der vorliegenden Studie aus zwei unterschiedlichen Perspektiven beleuchtet. Zum einen wurden auf der gesamtgesellschaftlichen Makroebene das Ausmaß und die Entwicklung von Inklusion und Exklusion von Personen mit formal geringen Qualifikationen auf Basis einer Reihe an sekundärstatistischen Daten untersucht. Dabei können desintegrative Wirkungen eines frühen Bildungsabbruchs in Hinblick auf die (spätere) Fortsetzung einer Ausbildung und in Hinblick auf Erwerbstätigkeit aufgezeigt werden. Auch in weiteren Bereichen wie Gesundheit und politische Partizipation erfahren geringqualifizierte Personen im Vergleich zu Höherqualifizierten substanzielle Nachteile. Ein früher Bildungsabbruch zieht also Ausgrenzungsrisiken im späteren Lebens- und Berufsverlauf nach sich. Anhand der Analysen wird auch die Relevanz von Strukturen eines selektiven Bildungssystems sichtbar, in deren Rahmen soziale Ungleichheit aufrechterhalten wird. Die Schlussfolgerung daraus darf allerdings nicht sein, gering qualifizierte Jugendliche als homogen in Hinblick auf ihre (Schul-)Biografien und Lebensumstände zu betrachten. Aus der zweiten, biografischen, Perspektive auf die Thematik zeigt sich auf der Mikroebene, dass sich frühe Bildungsabbrüche in sehr unterschiedlichen biografischen Konstellationen ergeben, dass Jugendliche unterschiedliche biografische Handlungsmuster entwickeln und der Einstieg in den Arbeitsmarkt als unqualifiziert Beschäftigte vor diesem Hintergrund mehr oder wenig gut gelingen kann und Arbeit unterschiedliche Bedeutungen in den Lebensgeschichten der Jugendlichen aufweist. Im Zuge von Biografie-Analysen wurden die drei Typen "Derzeit kein Raum für Arbeit", "Arbeit als notwendige Absicherung" und "Spaß am Widerstand?" unterschieden. Die Kombination von unterschiedlichen Forschungszugängen zu frühem Bildungsabbruch ermöglicht es, ein vollständigeres Bild einer komplexen Thematik zu zeichnen.

This paper presents some results of the research on ‘Adult education resources to reduce youth unemployment’, which is a part of the project ‘Implementation of the European agenda for adult learning’. The research applies a mixed-method approach (quantitative and qualitative data analysis). The purpose of the paper is to identify the most/least-efficient non-formal and informal learning methods, forms, and initiatives to promote youth entrepreneurship and employability in Latvia as well as to show the relationship between the profile of young adults and their opinion on these methods, forms, and initiatives. The findings show that the young adults stressed the importance of cooperation with employers in organising educational activities, field trips as well as the necessity of having internships, projects, and meetings with entrepreneurs to learn from their experience. The most efficient non-formal and informal learning methods, forms, and initiatives to promote youth entrepreneurship and employability in Latvia are as follows: internship in a company or institution, projects, other persons’ experience and success stories, and training enterprises. The least efficient ones are mentoring, business incubators, coaching, individual work/action plan for the young people, business clubs, and business start-up funds/grants. The opinion of young adults on all aspects of non-formal and informal learning methods, forms, and initiatives depends on their profile (gender, education level, employment status, learning experience, etc.).

We use PIAAC data to study the relationship between parental education and educational success among adults from 23 advanced economies. We consider educational success in terms of both educational attainment (formal qualifications) and educational achievement (competencies) and in both absolute and relative terms (i.e. as the individual’s rank in the distribution of educational success). Parental education effects are stronger for educational attainment than for achievement in all countries. Cross-national variation in the strength of social background effects follows broadly similar patterns for the different ways of measuring success, but a few countries combine relatively strong achievement with relatively weak attainment effects and vice versa. Tracking in secondary education is associated with stronger background effects for educational attainment but not for achievement. Greater prevalence of formal (non-formal) AET is associated with stronger (weaker) background effects for both attainment and achievement, while vocational orientation of upper secondary education does not matter much.

Menschen nehmen oft auch Arbeit an, für die sie überqualifiziert sind, für die es allerdings einen Mangel an Arbeitskräften gibt. Knapp 9% der ÖsterreicherInnen (Stand 2015) fühlen sich, so die Autorin in diesem Beitrag, in ihrem Job überqualifiziert, knapp 24% sind es unter den Zugewanderten, die ihre Bildungsabschlüsse außerhalb Österreichs erworben haben. Am höchsten ist die gefühlte Überqualifizierung bei MigrantInnen, die im Ausland eine höhere Schule (AHS/BHS) absolviert hatten (41% gegenüber 14% jener MigrantInnen, die in Österreich ihre Abschlüsse erworben haben). Was die Herkunft anbelangt, ist die Überqualifizierungsquote von Frauen aus den EU-Ländern, die nach 2004 EU-Mitgliedstaaten wurden, mit 38% am höchsten. Der vorliegende Beitrag versammelt aussagekräftige Zahlen, Daten und Fakten zu Fragen einer erfolgreichen Erwerbseinbindung von Menschen mit im Ausland erworbenen Qualifikationen und beleuchtet hierbei das Zusammenspiel aus Migration, Bildung und Arbeit und die Rolle der Anerkennung. Aufhorchen lassen die Ergebnisse einer Studie für Deutschland, die zeigen konnten, dass sich die Beschäftigungschancen von MigrantInnen um 16,5 Prozentpunkte verbesserten und die Lohnabschlüsse um 15,1% stiegen, wenn sie ihre im Ausland erworbenen Kompetenzen anerkannt bekommen hatten – gegenüber einer vergleichbaren Gruppe von MigrantInnen, die nicht um Anerkennung angesucht hatten oder die Anerkennung bzw. Gleichhaltung noch nicht erhalten hatten. (DIPF/Orig.), People often take jobs for which they are overqualified but for which there is labour scarcity. According to the author, nearly 9% of Austrians (as of 2015) see themselves as overqualified for their job and nearly 24% of migrants who received their education abroad. The feeling of being overqualified is highest among migrants who completed the equivalent of upper secondary school (AHS/BHS) abroad (41% as opposed to 14% of migrants educated in Austria). The overqualification rate of women from countries that became members of the EU after 2004 is the highest at 38%. This article gathers meaningful facts, figures and data on issues related to the successful labour market integration of people who have acquired qualifications abroad and examines the interaction between migration, education and work and the role recognition plays. The findings from a study of Germany call for attention. They indicate that the employment opportunities of migrants improved by 16.5 percentage points and wages rose by 15.1% once the competences acquired abroad were recognized – relative to a control group of migrants who had not requested recognition or whose qualifications had not yet been recognized or declared to be equivalent. More women than men graduate with a university degree every year in this country, but men are more likely to complete an apprenticeship. Almost two women complete college for every one man. In addition, more women complete their matriculation exam each year than men, and this has been the case since 1978. We demonstrate how girls gradually manage (on average) to do better in primary school in book studies and gain an advantage there (on average, which and at the top of the grade distribution) that they maintain into adulthood. The high dropout rate of boys from secondary education explains why fewer people complete a university degree. We also shed light on the interesting division of the sexes in subjects at university level. The results indicate that the attitudes and values of the sexes are different and that the school system is better able to encourage girls to excel.

In Germany, demographic change has had far-reaching effects regarding the education system. Particularly in rural, non-urban areas, the existing netwwork of schools is at risk - most of all, this concerns vocational education and training schools. Even more striking, however, are the consequences regarding the qualification of young people because a generation of "baby boomers" needs to be replaced by a low-birthrate generation while at the same time the labour market demands higher qualification levels. Moreover, a growing number of students are from immigrant backgrounds and/or from disadvantaged families: they represent the potential that would still allow for increases in qualification levels. The comparable measurement of educational attainment is a challenge for all comparative surveys and cross-national data analyses. While education is an important predictor or control variable in many research contexts, it is particularly important when studying education and education-related outcomes such as skills or labor market chances. This study evaluates the cross-nationally comparable measurement of education in OECD’s Programme for the International Assessment of Adult Competencies, PIAAC, in terms of its construct validity when predicting general basic skills. In order to do so, the predictive power of country-specific (i.e. non-comparable) education variables is compared to the predictive power of different cross-nationally harmonized variables, namely the detailed ISCED-based coding scheme used in PIAAC, ISCED 2011 and 1997 levels, the broad education levels ‘low, medium, high’, ES-ISCED, as well as years of education. The analyses consist in sets of country-wise linear regressions, taking PIAAC’s plausible values and complex sampling into account, and use adjusted R2 as the indicator for predictive power and validity. The results show that while harmonization into a detailed coding scheme such as the most detailed comparable variable available in PIAAC does not entail large losses of information, the way this variable is further simplified plays a major role for validity. The paper also highlights shortcomings of the detailed variable from a theoretical point of view, such as the lack of differentiation of vocational and general education and other markers of educational content and quality, which are important aspects both for skill development as well as the labor market outcomes of education, and of the country-specific measures of education, which may make the detailed PIAAC education variable look better than it actually is. Die soziale Herkunft gilt in Deutschland als starker Prädiktor des Bildungserfolgs. Deutliche Disparitäten zugunsten von Schüler/innen mit hohem sozioökonomischen Status bestehen nicht nur auf dem Weg zum Hochschulstudium, sondern zeichnen sich auch bei hochschulischen Bildungsübergängen ab – vom Bachelor- ins Masterstudium und vom Masterstudium in die Promotion. Die soziale Binnendifferenzierung der Hochschulbildung kann sich in Ungleichheiten auf dem Arbeitsmarkt manifestieren. Bisherige Untersuchungen betrachten vor allem objektive Merkmale (Biographien, Leistungen, Humankapital) als Mechanismen sozialer Ungleichheiten bei Bildungsübergängen und beim Berufseinstieg von Absolvent/innen. Handlungstheoretische Abwägungen (Kosten-, Nutzen- und Erfolgserwartungen) wurden bisher nicht spezifisch für die Entscheidung zwischen Berufseinstieg und weiteren Studienphasen, sondern nur anhand objektiver Merkmale oder anhand der entsprechenden Abwägungen bei Studienbeginn modelliert. Die Studie Soziale Ungleichheit und Diversity bei Übergängen in weiterführende Studiengänge und in den Arbeitsmarkt in Nordrhein-Westfalen setzt an dieser Forschungslücke an und versucht zu klären, ob und warum die soziale Herkunft die Masteraufnahme, die Promotionsaufnahme und den Berufserfolg von Hochschulabsolvent/innen beeinflusst. Neben Biographien und Leistungsmerkmalen werden Abwägungen bezüglich der Kosten, des Nutzens und der Erfolgswahrscheinlichkeit als Mechanismen sozialer Ungleichheiten bei der Aufnahme weiterer Studienphasen betrachtet. Zudem wird untersucht, wie herkunftsspezifische Abwägungen durch herkunftsspezifische soziale Unterstützungen zustande kommen: In höheren Herkunftsgruppen sollten mehr finanzielle und fachliche Unterstützungen zu erwarten sein, wodurch die eingeschätzten Kosten einer weiteren Studienphase sinken und ihre Erfolgschancen steigen. In Bezug auf den Berufserfolg wird ebenfalls geprüft, ob Absolvent/innen beim Berufseinstieg durch verschiedene Netzwerke sozial selektiv unterstützt werden und dadurch höhere Arbeitsmarkterträge erzielen. Datenbasis sind die Absolventenbefragungen von 15 Fachhochschulen und 13 Universitäten in Nordrhein-Westfalen, die im Rahmen des Kooperationsprojekts Absolventenstudien (KOAB) durchgeführt wurden. Für den Prüfungsjahrgang 2014 wurden handlungstheoretische Abwägungen und soziale Unterstützungen als Schwerpunktthema erhoben. Insgesamt liegen Angaben von bis zu 17000 Absolvent/innen der Abschlüsse Bachelor, Master, Staatsexamen, Diplom und Magister vor. Als zentrale Ungleichheitsdeterminante wird die Bildungsherkunft anhand des höchsten beruflichen Abschlusses der Eltern untersucht. Zur Erklärung der Ungleichheiten werden Regressions- und Dekompositionsverfahren angewendet. Die Ergebnisse zeigen, dass die Übergangsquoten in ein Masterstudium bei akademischer gegenüber nichtakademischer Bildungsherkunft um etwa zehn Prozentpunkte erhöht sind. Im Vergleich dazu sind die Ungleichheiten bei der Aufnahme einer Promotion gering. Finanzielle Unterstützungen durch das Elternhaus erhöhen, teilweise vermittelt über die Kosten- und Erfolgserwartung, die Wahrscheinlichkeit, ein Masterstudium aufzunehmen, und erklären dadurch einen Teil des Herkunftsunterschieds. Neben Kostenerwartungen und Unterstützungen tragen ungleiche Bildungsbiographien, vor allem die Hochschulart des Bachelorstudiums, in deutlichem Maße zu disparaten Übergangsquoten in ein Masterstudium bei. Die Ungleichheiten in der Aufnahme einer Promotion können vor allem durch Unterschiede in biographischen Merkmalen, im Leistungsniveau und in der Erfolgserwartung erklärt werden. Im Vergleich zu früheren Absolventenkohorten deutet sich an, dass die Bologna-Reform zu einer Vorverlagerung sozialer Ungleichheiten auf dem Weg zur Promotion geführt hat. Der Berufserfolg wird anhand objektiver und subjektiver Indikatoren untersucht. Absolvent/innen aus akademischem Elternhaus sind beim Berufseinstieg etwas erfolgreicher: Sie erzielen z.B. vier Prozent höhere Stundenlöhne als Erstakademiker/innen. Die Ungleichheiten im Berufserfolg lassen sich durch die untersuchten Mechanismen größtenteils erklären. Vor allem der ungleiche Zugang zu Master- und vergleichbaren Studiengängen sowie Leistungsunterschiede in Schule und Studium tragen zu herkunftsspezifischen Ungleichheiten beim Berufseinstieg von Absolvent/innen bei. Somit übersetzen sich die Bildungsungleichheiten im Hochschulsystem in berufliche Ungleichheiten. Absolvent/innen mit akademischem Bildungshintergrund werden beim Berufseinstieg – vor allem durch Kontakte der Herkunftsfamilie – häufiger unterstützt als Absolvent/innen aus nichtakademischen Herkunftsfamilien. Unterdurchschnittliche Examensnoten werden von der akademischen Herkunftsgruppe durch familiale Unterstützungen bei der Stellenfindung kompensiert. Bei Erstakademiker/innen ist dies nicht der Fall. Des Weiteren unterscheiden sich die Erträge der Unterstützung durch die Herkunftsfamilie: Unterstützungen durch eine nichtakademisch gebildete Herkunftsfamilie sind zum Teil mit niedrigeren objektiven Arbeitsmarkterträgen verbunden als Unterstützungen durch eine akademisch gebildete Herkunftsfamilie. Die Ergebnisse der Dekompositionsanalysen weisen darauf hin, dass vor allem familiale Unterstützungen bei der Karriereplanung zu sozialen Ungleichheiten im Berufserfolg beitragen. In Germany, social background is regarded as a strong predictor of educational success. Not only there are significant disparities in favour of students with a high socio-economic status on the path to higher education, but also there are signs of unequal transitions to postgraduate studies—from bachelor’s to master’s and from master’s to doctoral studies. The social differentiation of higher education can manifest itself in inequalities on the labour market. Previous studies have mainly examined objective characteristics (biographies, performance, human capital) as mechanisms for social inequalities in access to postgraduate education and labour market entry. So far, mechanisms of rational choice theory (expectations of costs, benefits and success) have not been modelled specifically for the decision to continue higher education, but only based on objective characteristics or based on corresponding considerations at the entrance to higher education. The study Social Inequality and Diversity at Transitions to Postgraduate Studies and the Labour Market in North Rhine-Westphalia addresses this research gap and tries to clarify whether and why social origin influences the transition to Master’s studies, the transition to doctoral studies and the occupational success of higher education graduates. In addition to biographies and performance characteristics, social support through social networks as well as expected costs, benefits and likelihood of success are analysed as mechanisms for inequalities. Furthermore, it will be investigated how origin-specific considerations emerge from disparities in social support: Graduates with an academic background should anticipate more financial and academic support, which will reduce the estimated costs of a further study phase and increase its chances of success. It is also examined whether graduates are supported by various networks in a socially selective manner when they enter the labour market and thus achieve higher labour market returns. The data are based on the graduate surveys of 15 universities of applied sciences and 13 universities in the German federal state North Rhine-Westphalia, which were conducted as part of the German Tracer Studies Co-Operation Project (KOAB). For the class of 2014, social support as well as mechanisms of rational choice theory were surveyed as a focal topic. A total of about 17,000 graduates of Bachelor, Master, Staatsexamen, Diplom and Magister degrees are examined. As the central determinant of inequality, the educational background is examined based on the parents’ highest level of education. Regression and decomposition methods are used to explain the inequalities. The results show that the transition rates to a master’s degree programme are about ten percentage points higher for graduates from an academic educational background than graduates from a non-academic educational background. In comparison, the inequalities in the transition to doctoral studies are small. Financial support from the parents’ home increases—partly mediated through lower cost and higher success expectations—the probability of taking up a Master’s degree, and thus explains part of the difference between social backgrounds. In addition to cost considerations and support, unequal educational biographies, especially the type of higher education institution, contribute significantly to disparate transition rates to a Master’s degree programme. The inequalities in the transition to doctoral studies can be explained above all by differences in biographical characteristics, in the performance level and in the expectation of success. In comparison with previous cohorts of graduates, there are indications that the Bologna reform has led to a shift in social inequalities on the way to a doctorate. Occupational success is examined using objective and subjective indicators. Graduates from academic parental homes are somewhat more successful when starting their careers: for example, their hourly wages are four percent higher than those of first-generation graduates. The inequalities in occupational success can be largely explained by the mechanisms studied. In particular, unequal access to master’s degrees and comparable degrees, as well as differences in performance in school and studies, contribute to inequalities in graduates’ entry into the world of work. In this way, educational inequalities in the higher education system translate into occupational inequalities. Graduates with an academic family background are more likely to be supported by contacts of their families of origin than graduates without an academic family background. Graduates from an academic background compensate for below-average exam grades by family support in finding a job.This is not the case for first-generation graduates. Furthermore, the returns to support from the family of origin differ depending on educational background: support from a non-academically educated family of origin is associated with lower objective labour market returns (position, income) than support from an academically educated family of origin. The results of the decomposition analyses suggest that family support in career planning contributes to social inequalities in occupational success.

Geflüchtete Menschen sind nach ihrer Ankunft in Deutschland mit vielfältigen Herausforderungen in verschiedenen Lebensbereichen konfrontiert. Potenzielle Herausforderungen und Problemlagen, mit denen Geflüchtete nach ihrer Ankunft konfrontiert sind, umfassen beispielsweise den Spracherwerb, den Erwerb von Bildungsabschlüssen und die Arbeitssuche, aber auch sehr existenzielle Fragen wie die medizinische Versorgung, die finanzielle Situation sowie die Sicherung des Aufenthalts. Ausgehend davon wird in der Kurzanalyse 05/2018 untersucht, welche Hilfebedarfe unter Geflüchteten zum Befragungszeitpunkt in der zweiten Jahreshälfte 2016 bestanden und inwiefern Beratungsangebote zu deren Deckung beitrugen. Die Kurzanalyse 05/2018 basiert auf Daten der "IAB-BAMF-SOEP-Befragung von Geflüchteten 2016", bei der in der zweiten Jahreshälfte 2016 etwa 4.500 Geflüchtete befragt wurden, die zwischen 2013 und 2016 nach Deutschland gekommen sind und einen Asylantrag gestellt haben. Displaced persons face a great variety of challenges in various areas of life after their arrival in Germany. Potential challenges and problems with which refugees are faced after their arrival include language acquisition, acquiring educational qualifications and looking for a job, but also highly existential issues such as medical care, their financial situation, and securing their residence status. Against this background, Brief analysis 05/2018 examines what assistance needs existed among refugees at the time of the survey in the second half of 2016, and what contribution was made by counselling services towards satisfying them. Brief analysis 05|2018 is based on data from the "IAB-BAMF-SOEP Refugee Survey 2016", in which roughly 4,500 refugees were interviewed in the second half of 2016 who had entered Germany between 2013 and 2016 and filed an asylum application.

Der von einer unabhängigen wissenschaftlichen Autorengruppe erstellte Bericht analysiert die Bildungsvoraussetzungen, Bildungswege und Bildungsergebnisse von Kindern, Jugendlichen und Erwachsenen. This paper is an update of a previous study by Treasury (Tumen et al, 2015). It assesses the impacts of post-school education on the labour market outcomes of young people who leave school without the NCEA level 2 qualification. Specifically, it estimates the effects of low-level tertiary study on the employment rates, benefit receipt rates and earnings of young people who left school without completing NCEA level 2 and then enrolled at a tertiary institution while they were aged 15–21. The benefits of the further education are measured by comparing the students' post-study outcomes with those of matched comparison groups of other young people who also left school without NCEA level 2 but did not undertake any tertiary education. The current study differs from the previous one in that we allow the students in our study population a longer time period in which to start and complete their tertiary study and track their outcomes for a greater number of years after completion. The findings are similar to the findings of the previous study. Just over half (51%) of those who enrolled in a level 1–4 certificate programme had achieved a qualification by the time they were 22 years of age. Three years after finishing, the students who completed a qualification were 9.1 percentage points more likely to be employed and 4.8 percentage points less likely to be receiving a benefit than their matched comparisons. Five years after finishing, they were 9.2 percentage points more likely to be employed and 5.9 percentage points less likely to be on a benefit than their matched comparisons. While completion of a tertiary qualification was associated with positive employment impacts, we find no evidence of positive impacts on participants' level of earnings, after controlling for their employment status. In addition, the employment benefits of tertiary study were confined to the students who completed a qualification and were not experienced by the 49% who did not.

Am Beispiel der Ausbildungsanfänger_innen des Jahrganges 2005 in Deutschland wird gezeigt, dass der Anteil 'echter' Ausbildungsabbrüche im dualen System etwas mehr als 6 % beträgt. Fast 90 % des Jahrganges erreichen bis Mitte Zwanzig einen Berufsabschluss oder eine weitergehende Qualifikation. Wird nur eine anerkannte Berufsausbildung betrachtet, sind es fast 80 % der Ausbildungsanfänger_innen. Die Mehrheit aller Ausbildungen im dualen System (rund 73 %) verläuft in kontinuierlicher Form, d. h. es gibt weder zeitliche Unterbrechungen noch Wechsel der Berufsordnungen. Zwischen dem Ausbildungsverlauf, dem erfolgreichen Abschluss und der späteren Arbeitsmarktintegration werden Zusammenhänge deutlich: Personen mit kontinuierlichen Ausbildungsverläufen weisen höhere Beschäftigungszeiten und geringere Verweildauern in Arbeitslosigkeit auf als diskontinuierliche Ausbildungsverläufe. Problematisch erweist sich die Situation für diejenigen, die eine Ausbildung abbrechen und auch später keine berufliche Qualifikation erreichen: Hier ist in vielen Fällen von keiner gelungenen oder nur einer ungünstigen Arbeitsmarktintegration auszugehen. (DIPF/Orig.), This study examines the careers of a cohort of young people who started their vocational education and training in Germany in 2005. By 2013, i. e. when the majority of the cohort of 2005 had reached their mid-twenties, 80 % had been awarded vocational degrees and approximately 6 % of the cohort had dropped out. A majority of 73 % of the cohort has remained in vocational education continuously and remained in the profession they initially chose. Their careers are also associated with subsequent labour market success. In comparison with their peers, who have discontinuous careers in vocational education, they are employed longer and have fewer periods of unemployment. (DIPF/Orig.)

A substantial share of university instruction happens in tutorial sessions - small group instruction given parallel to lectures. In this paper, we study whether instructors with a higher academic rank teach tutorials more effectively in a setting where students are randomly assigned to tutorial groups. We find this to be largely not the case. Academic rank is unrelated to students' current and future performance and only weakly positively related to students' course evaluations. Building on these results, we discuss different staffing scenarios that show that universities can substantially reduce costs by increasingly relying on lower-ranked instructors for tutorial teaching.

Lebenslange individuelle Folgen von Bildungsarmut werden in diesem Beitrag durch empirische Daten aus Österreich belegt (Arbeitslosigkeit, Einkommen, Armut, Lebenserwartung, etc.). Bildungsarmut zieht immense Folgekosten durch entgangenes Wirtschaftswachstum nach sich. Handlungsoptionen werden auch durch eigene empirische Forschungsergebnisse untermauert. Forschungslücken von Bildungsarmut zeigen sich etwa hinsichtlich ihrer Auswirkungen auf Demokratie, soziale Kohäsion und Frieden.

Warum eine Arbeitskraft auf einem Arbeitsplatz tätig ist, der nicht ihrer formalen Qualifikation entspricht, kann viele Gründe haben. In diesem Beitrag wird untersucht, in welchem Maße die Art der formalen Ausbildung - Allgemeinbildung versus Berufsbildung - das Risiko von Männern und Frauen beeinflusst, nicht entsprechend ihrer formalen Qualifikation im Unternehmen eingesetzt zu werden. Kontrolliert wird dabei für Arbeitsplatzeigenschaften.

Education is one of the most frequently used variables in social science research. However, it is challenging to measure educational attainment with a high degree of validity and comparability in migrant surveys. In migrant surveys, respondents were educated in various different educational systems. Rather than providing specific response options for the qualifications available in every country of origin, migrant surveys often use generic response options (such as “secondary education”) that supposedly work equally well for respondents educated in all kinds of educational systems. Given the lack of universal understanding of such generic categories, we have doubts whether this approach leads to reliable, valid, and comparable data. To improve the measurement of educational qualifications obtained abroad, GESIS has developed a new tool in the project "Computer-assisted measurement and coding of education in surveys" (CAMCES). In this paper, we present how migrants’ education is usually measured in the German IAB-SOEP Migration Samples and the alternative measurement using the CAMCES tool implemented in the IAB-SOEP Migration Samples 2015 and 2016. We analyze the coverage of educational systems in the CAMCES tool, compare the level of item nonresponse and non-coded responses affecting the standard and the CAMCES instruments, and examine the consistency of the resulting education variables. The paper concludes by discussing benefits and limitations of either measurement approach, and by giving an outlook of possible applications of the CAMCES tool.

Wie auch in den vorangegangenen Hamburger Bildungsberichten stehen die allgemeinbildenden Schulen im Zentrum. Darüber hinaus werden zwei weitere Bildungsbereiche in den Blick genommen: die frühkindliche Bildung und der Übergang in die berufliche Bildung. Insbesondere der Schulbereich ist in den vergangenen Jahren zahlreichen Veränderungen unterworfen gewesen, so dass die fortgesetzte Hamburger Bildungsberichterstattung eine [...] Gesamtschau der Entwicklungen bietet.
