There is much debate about the shift from a pattern of traditional local government to one of local governance, and about the impact of such a tendency on the effectiveness of governance processes and outcomes. This article argues that it is necessary in exploring such issues to bring together contributions informed by new institutionalist perspectives with others concerned with the political economy of neoliberalism. Partnerships are widely seen to be a significant element in the shift from government to governance, and the article focuses on the role of partnerships at both local (ie local authority) and neighbourhood level. Key questions about ‘local partnership governance’ concern its democratic legitimacy and the capacity of its institutions. Drawing on the examples of local strategic partnerships and the New Deal for Communities programme in England, it is recognized that such partnerships can appear to open up new approaches to legitimacy and new possibilities of enhancing the capacity of the local governance system. In fact, however, they are more likely to undermine democracy and accountability, and lack the capacity to be effective, while limiting local policy options to those consistent with New Labour’s neoliberal policy agenda. This article examines emergent professionalism within association football in Sheffield during the late 1870s and early 1880s. It attempts to analyse these trends through the career of James J. Lang, a Scotsman seemingly invited to Sheffield with the sole intention of playing football. The city's footballers had already created a thriving sporting sub-culture and there is some evidence to suggest that Lang may have been one of the first players to participate professionally. His role as an importation is also closely considered. The text touches briefly on other related events together with the careers of additional members of the Sheffield footballing community. Charles Parker was born in Bournemouth on 5 April 1919. Throughout the seventeen years that this report's author has taught radio in the Bournemouth Media School at the town's university - and for most of his career as a programme-maker - he has held an ambition to celebrate Parker in his birthplace. Last year the Broadcasting History Group was established within the Media School and, with the help of research funding, set about establishing a number of initiatives to explore aspects of broadcasting's short but significant past. The role and influence of trade and associated groups in England's tourism policy environment is of increasing importance given recent changes in the consultative processes undertaken by the Department of Culture Media and Sport (the government department sponsoring the tourism industry in Parliament). Yet researchers working within the realm of tourism studies have paid little attention to their characteristics, objectives and tactics. This article, therefore, sets out to address these issues by drawing on the results of phase one of a two-phase research project into the influence of trade and associated groups on policy development. The article reports the findings of a survey into the objectives and tactics used by the groups in policy communications and links this to structural changes in the landscape of the tourism policy. In doing this it suggests how certain relationships have developed between government and groups, how groups collaborate on policy issues and how this may have influenced the direction of tourism policy in the England. Using the results of this research and an analysis of government policy related announcements over the past two years we hypothesise on how successful the groups have been to data, and proposes areas for future research. This report is an evaluation of a pilot project in shared learning between nursing and medical undergraduate students conducted between January and March 1998. The project demonstrated real benefits in collaborative learning, including insight into roles and perspectives of other health professionals; opportunities for nursing and medical students to work with a wider range of members of primary health care teams whilst on placement; and opportunities for staff to meet and network. However, the pilot has confirmed previous reports as to the complexities of organizing and delivering a shared learning programme across differing curricula. This article focuses on the graphic design policy at the General Post Office daring the inter-war period. The GPO set out fundamentally to redesign its corporate image when it established a Public Relations Department in 1933 and organized the Poster Advisory Group in 1934. However, after three years, the PAG was liquidated due to conflict between the GPO staff and the Group consisting of Kenneth Clark, Clive Bell and other cultural élites. The article examines the cause and effect of the conflict through which the GPO's pragmatism in the use of modern styles was revealed, together with wider issues of state intervention and the production and consumption of ,modernism. It goes on to argue that the' GPO, a pioneer in governmental publicity, was also cultivating a novel field in the state patronage of modern graphic design. [ABSTRACT FROM AUTHOR]

This article examines the relationship between early markets and hundredal organizations in England before 1200. The separate development of economic and legal studies has caused the original problem to recede from view, so that the relevant questions are no nearer an answer now than they were seventy years ago. Yet the extent to which private trade in the early Middle Ages was facilitated, obstructed, or regulated by the institutions of government has enough interest to merit investigation for its own sake as well as for its bearing on the development of marketing institutions in later and better-documented periods. A considerable number of apparently hundredal markets have no recorded existence before the thirteenth century, by which time their right to exist, in the absence of a charter, would be by prescription. The association between markets and local government, which is implicit in the existence of English hundredal markets, has earlier parallels from late Carolingian France and Ottonian Germany. The king's responsibilities for ensuring food supplies, regulating weights, measures, and currency, and preserving the peace, all made markets worthy of his supervision.

The history of civic consciousness in the late nineteenth century has focused on philanthropic housing reform and the provision of civic amenities such as public parks and libraries. Histories of the growth of the town planning movement in the same period likewise have been dominated by housing, with an emphasis on the garden suburb and the activities of the Garden City Association (founded 1899). At the same time, and partly due to the popularity of research on Ruskin, Morris and their followers, the history of popular movements emerging at the end of the last century has concentrated on conservation groups like the Society for the Protection of Ancient Buildings (founded 1877) and the National Trust (founded 1895). An analysis is presented here of an emerging voluntary civic and planning movement and its contribution to urban and planning history. It examines the growth of modern civic consciousness from 1890 to 1920, when citizens began to exercise their right to participate in the planning and design of the urban environment. The analysis focuses on the relationship between the town planning movement, local government and a voluntary planning and amenity group, the London Society, founded in 1912, to argue that civic consciousness shifted in the period from a nineteenth century philanthropic approach to urban reform, which centred on housing and amenity, to a more professional and democratic attempt to attend to the planning of the whole urban environment. The research identifies a moment of progressive optimism regarding urban civilization at the beginning of this century, and thus dispels the myth that the period was characterized by anti-urbanism.
