Higher education is increasingly recognised as being critical to social and economic prosperity. It is also a policy area where the Commonwealth could significantly increase its impact. This could be achieved without major cost, by working through activities already in place, and persuading member governments to make stronger use of these brands and mechanisms. This paper focuses on four key areas selected by the the 19th Conference of Commonwealth Education Ministers (19CCEM) Steering Committee: (1) Costs and access; (2) Links with employment; (3) Securing the next generation of academics; and (4) Student and staff mobility. These were chosen because of their importance, relevance to conference themes, and synergy with existing Commonwealth-related initiatives. In each case, the brief summary of issues is intended to stimulate debate on whether, and how, the Commonwealth could play a greater role. The Ljubljana seminar, whose background and working papers are presented in this volume, was an outcome of the United Nations' consideration of the problems of ethnic and linguistic minorities. The twenty-five papers cover topics such as the study of multinational societies; the protection of minorities and minority rights in Yugoslavia, Czechoslovakia, Austria, the Soviet Union, India, Africa, Southeast Asia, Israel, Britain, and the Caribbean; cultural diversity; and immigrant problems. Chapters 1-3 are background papers, commissioned by the United Nations Secretariat in preparation for the seminar. A review of past trends in adult literacy in developing countries shows that the following factors have been crucial to achieving large-scale literacy results: the state as the prime mover; political will or national commitment; a favorable development context; continuous mobilization activities; a broad conception of literacy; broad collaborative involvement; central coordination; postliteracy and other follow-up efforts; and dual strategy combining universal primary education and adult literacy. Despite the arguments against large-scale adult literacy campaigns by nongovernmental organizations and international agencies, well-resourced, well-planned initiatives have taken place in Latin America, Africa, and India. Learner- and community-based approaches are becoming more popular; however, the World Bank's policies regarding adult literacy have had a detrimental effect on efforts to link adult and child literacy through intergenerational approaches. Although the need for literacy teaching is greatest in developing countries, literacy remains a concern in industrialized countries. The literacy of tomorrow should not be a static condition inasmuch as the level of literacy required to function in everyday life is constantly shifting upward. The challenge is to provide citizens with lifelong access to literacy and learning-rich environments. Meeting this challenge requires removing the word "remedial" from the literacy vocabulary and coordinating hitherto separate fields of education. (MN)

With COVID-19 continuing to make meeting face-to-face impossible, the Canadian Mathematics Education Study Group/Groupe Canadien d'Étude en Didactique des Mathématiques (CMESG/GCEDM) executive decided that, for the first time, the CMESG/GCEDM meeting would be held virtually. By necessity, the program had to be much compressed with no topic sessions and no gallery walk. The 44th annual meeting took place June 11-13, 2021. These proceedings contain one plenary lecture, five working groups, one panel, 13 new PhD reports, and two ad hoc sessions. This paper is a critical exploration of ‘homeland’ in the context of immigrant settlement, a concept which is increasingly attracting intensive scholarly torchlight in discourses of trans-nationalism. Debates abound in the field regarding the movement of people, goods and services which are integral elements of globalization. But the latter’s South-North pool of people ‘in search of a better life’ is unanimously established. This movement, many scholars agree, is especially facilitated by the unprecedented technological advancements in transportation, information and communication over the past three decades. Early contributions to transnational literature argued that the surge and leaps in the numbers joining immigration streams have not resulted, as in previous times, in the complete break away from old homelands. Rather, ‘trans-migrants’ or ‘trans-nationals’ are building linkages connecting two or more social fields; holding unto old homelands while building new ones to establish self and family. But more recent findings consider this description of trans-national life simplistic and point rather to complicated and diverse patterns of settlement, exposing varied conceptualizations of homeland far different from what would traditionally hold. The experiences of African women in Alberta, one of Canada’s ten provinces, advance this latest turn in the debates. It not only mirrors the complications and diversity in the conceptualization of homeland but also portrays vividly the gender dimension which, as in most discourses on immigration and settlement, is yet to receive serious consideration in these debates. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]

The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. The following purposes summarize the work of the Commission: (1) To develop linkages with adult education associations in other countries; (2) To encourage exchanges between AAACE and associations from other countries; (3) To invite conference participation and presentations by interested adult educators around the world; and (4) To discuss how adult educators from AAACE and other nations may cooperate on projects of mutual interest and benefit to those served. This article posits three sets of factors governing the extent and influence of scholars' participation in security policy formulation. Derived from diverse theoretical backgrounds including policy science, epistemic communities, ideas and institutions, and the sociology of science, these are policymaker uncertainty; academics? qualities such as specialised knowledge, institutionalised prestige and specific forms of argumentation; and the normative resonance of experts' inputs with policymakers' expectations. These factors are examined in the cases of South Africa and Canada. The South African case deals with the first post-apartheid government?s attempts to formulate a security policy; the focus is on the efforts of the ANC-leaning academic Military Research Group and the 1996 Defence White Paper. The Canadian study focuses on the conceptual genesis of the concept of human security with that country?s foreign ministry in the mid-1990s. Situated at the confluence of several avenues of research, the investigation provides important insights into policy relevance, the relationship of theory and practice; the role of outside actors in policy processes, and the interplay between the normative and scientific commitments of social scientists. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]

In this paper I summarize and evaluate the ?Development? section of Canada?s International Policy Statement. The International Policy Statement (IPS) was tabled in Parliament on April 19th, 2005. In this document, the Canadian government maps out its vision for foreign policy for the next ten years. The ?Development? section, one of four primary areas of attention, reaffirms its commitments to increasing aid spending and enhancing partnerships and public engagement; while at the same time, spells out a new direction for Canadian foreign aid spending. The policy statement is couched in the language of global citizenship, highlighting ways in which Canadian values are projected abroad. Five major commitments specific to the ?Development? section are highlighted in the IPS: streamlining aid, enhancing partnership, renewing public engagement, focussing on Africa and doubling aid. Two key questions guide my analysis of these five ?Development? priorities: Is this policy statement a meaningful departure from past practice and rhetoric? And what role does global citizenship play in the context of these policy commitments? The answers to these questions will offer insights into the perceived shifts in policy between the Chrétien and Martin governments, as well as guide policymakers in actually operationalizing these goals in international fora and in the field. ..PAT.-Conference Proceeding [ABSTRACT FROM AUTHOR]

In contrast with the 1990s, when Africa seemed destined for marginalization in Canadian foreign policy priorities, the new millennium has brought a sustained process of re-engagement with African issues and challenges. At the centre of this process is the renewal of Canadian development assistance policies in Africa, which has been designated as the priority region for Canadian aid programming. This renewed emphasis on Africa has been accompanied by a protracted process of defining key sectors of concentration and core bilateral ?partners?. The stated aim is to enhance the quality and effectiveness of Canadian aid programs in Africa, in part by bringing them into much closer coordination with the policies of other donors and the priorities of African governments.This paper will critically analyze the process of reform and concentration. In particular, the prioritization of ?Private Sector Development? will be probed in light of both the changing face of globalization and the growing emphasis on corporate social responsibility. Similarly, the process and implications of designating core bilateral partners, largely on the strength of their putative ability to use aid effectively (?good governance?), will be explored. To what extent are Canada?s shifting aid priorities in Africa effectively coordinated with those of other donors in practice? To what extent do they reflect real as opposed to merely rhetorical change?
