This publication is intended for three primary audiences: international development professionals who want to define "workforce" for program design purposes, those who seek information about field activities, and those who want to reflect on the implementation of successful, high impact programs--whether they were broad-based or sector-specific projects or local activities. The goal is to provide readers with options and strategies for connecting diverse sets of development objectives through international workforce initiatives. Following a brief introduction, the first chapter briefly reviews international workforce initiatives' historical roles in United States economic and political diplomacy and how they became part of the practice of development assistance. The chapters that follow provide definitions and design principles. The annexes contain more than 80 profiles of projects the Academy for Educational Development (AED) is currently or has recently implemented that have had workforce components. Most of the examples used come from projects implemented in partnership with the U.S. government, projects funded by the United Nations (UN), the Group of Eight (G-8), private foundations, and national governments are also included. The role of nongovernmental accreditation is central as each of the states carries out its responsibilities with regard to establishing and maintaining higher education institutions within its borders. However, there has been little study of this role, in part due to the range of activity that needs to be considered in dealing with fifty individual states and in part related to the complexity of each state government. This review examines the connection between states and accreditation and accreditation's role as states authorize institutions to operate. It also briefly examines the role of accreditation as states (1) determine the availability of state student financial assistance, (2) develop and implement transfer of credit policies, and (3) make decisions with regard to licensure of individuals. Conventional models of democratic accountability hinge on citizens' ability to evaluate government performance accurately, yet there is little evidence on the degree to which citizen perceptions of the quality of government services correspond to actual service quality. Using nationally representative survey data, we find that citizens' perceptions of the quality of specific public schools reflect publicly available information about the level of student achievement in those schools. The relationship between actual and perceived school quality is two to three times stronger for parents of school-age children, who have the most contact with schools and arguably the strongest incentive to be informed. However, this relationship does not differ by homeowner status or by respondents' race, ethnicity, income, or education. A regression discontinuity analysis of an oversample of Florida residents confirms that public accountability systems can have a causal effect on citizen perceptions of service quality. This report proposes a detailed plan that positions digital and media literacy as an essential life skill and outlines steps that policymakers, educators, and community advocates can take to help Americans thrive in the digital age. It offers a plan of action for how to bring digital and media literacy education into formal and informal settings through a community education movement. The plan of action includes 10 recommendations for local, regional, state and national initiatives aligned with the themes of community action, teacher education, research and assessment, parent outreach, national visibility and stakeholder engagement. These action steps do more than bring digital and media literacy into the public eye. Each step provides specific concrete programs and services to meet the diverse needs of our nation's citizens, young and old, and build the capacity for digital and media literacy to thrive as a community education movement. Random assignment experiments are widely used in the United States to test the effectiveness of new social interventions. This paper discusses several major welfare-to-work experiments, highlighting their evaluation from simple "black box" tests of single interventions to multi-group designs used to compare alternative interventions or to isolate the effects of components of an intervention. The paper also discusses new efforts to combine experimental and nonexperimental analyses in order to test underlying program theories and maximize the knowledge gained about the effectiveness of social programs. Researchers and policymakers in Britain may find this variety of approaches useful to consider as they debate an expanded role for social experiments. (Contains 46 references.) (Author/SLD)

The historical study of university campuses can tell us much about the changing character and presuppositions of citizenship. Likewise, the study of citizenship can shed considerable light on the nature of universities. Throughout American history, various elite institutions can be seen struggling to establish a semblance of order and control in political society-most clearly in the late 19th century with large numbers of immigrants changing the urban landscape, and with populist movements threatening elite cultural and political dominance, but equally in the face of early 20th century phenomena of mass society, propaganda, and global interdependence. The author finds it helpful to think of modern universities, emerging in the late 19th century, as right there in the struggle, as new institutional arenas of public practice to shape new kinds of citizens. From this perspective, universities and modern citizenship are intertwined in ways mutually complicating and obscuring. With the aim of untangling some of these connections, this review covers a sample of formative texts on the broad topic of citizenship and the historical development of modern universities in the United States. In his recent bestseller The World Is Flat, Thomas Friedman argues that countries like the United States can no longer compete in the global economy on the basis of making and selling commodities. Their competitive edge increasingly comes from how well they produce products, services, and technologies that are new . . . special . . . non-standard--and thus not easily produced across the globe by competitors. In this paper, we look at the educational implications of this crisis--implications that are both profound and alarming. We argue that young people in the United States today are being prepared for "commodity jobs" in a world that will, very soon, only reward people who can do innovative work and punish those who can't. The problem is being exacerbated by a new equity gap, in which some students have access at home to the technologies they need to prepare for life in a digital world, but many do not--a problem made worse by current educational policies that focus on giving students standardized skills for standardized tests rather than preparation for creative thinking and innovative work. We argue that the time to tinker with schools, as we have done for decades, is over, and that the change we need is neither liberal nor conservative. We make the case here that the same technologies that are creating this crisis provide a potential solution, and we propose the concept of epistemic games as one way to solve this looming crisis of learning. This study compared more than 1,000 high school students who participated in service-learning programs with those who did not participate in schools matched for similar demographics and student achievement profiles. The intention was to estimate the effects of service-learning compared to more traditional ways of teaching similar subject areas. The outcomes measured ranged from civic knowledge, behaviors, and dispositions to school engagement factors, such as attachment to school and enjoyment of coursework, that generally predict academic success. Students came from sites in the southeast, north central, and western parts of the United States. More than half of the students in the sample were Latino/Hispanic. Although service-learning students scored higher than comparison students on several outcomes, most of the differences were not statistically significant. Service-learning students were significantly more likely to say that they intended to vote and that they enjoyed school. There were substantial differences in outcomes among the various service-learning programs in the study. The study suggests that service-learning is effective when it is implemented well, but it is no more effective than conventional social studies classes when the conditions are not optimal. In particular: (1) Student outcomes improved when service-learning programs lasted longer, although year-long programs often had slightly less benefit than semester-long programs; (2) Teacher characteristics were related to outcomes--Number of years of teaching experience was significantly related to some student outcomes (valuing school, enjoying math and science, civic skills, and civic dispositions). Longer experience using service-learning was associated with higher civic knowledge, civic dispositions, and efficacy scores; (3) The type of service project was related to the outcomes. Students who engaged in direct service (e.g., tutoring or visiting seniors) were most attached to their communities--Students who engaged in indirect service (e.g., fundraising or research) showed the highest levels of academic engagement. Students who engaged in political or civic action (e.g., circulating a petition or organizing a community forum) scored highest on civic knowledge and civic dispositions; and (4) The literature has identified a set of best practices or "Essential Elements" of service-learning. The study found that some of these elements were related to positive student outcomes, but some were not. who did not use service-learning were almost as likely as those who did to use "active" instructional techniques. Thus, based on this study, it does not appear that service-learning competes against passive, lecture-style classes. Instead, it competes against mixed forms of instruction that include student projects, presentations, debates, and field trips. The study found that the use of active teaching techniques was most beneficial for student outcomes, and service-learning conferred a small additional benefit over other active pedagogies. The Decennial Census is the most important data collection activity undertaken by the U.S. federal statistical system. Because census data are used to apportion Congress and draw redistricting lines for thousands of state and local single-member districts to meet the one-person/one-vote guidelines, the census is at the heart of the political system. Also, census data are used to distribute more than $400 billion in federal funds each year, and they are widely used by other government statistical agencies to calculate rates or design surveys. Children are the age group most often missed in the Decennial Census--the reasons range from their living in hard-to-count neighborhoods to the fact that the census form only has space for complete demographic information on six household members. The fact that children are the age group missed most often in the Decennial Census comes as a surprise to many people, even those who have closely followed census issues. Despite the long-standing problem of children being missed in the Decennial Census, little has been done to examine this issue. Missed children might be referred to as the "overlooked undercount" because the undercount of children has been a persistent problem that has been given relatively little attention over time. The high undercount of children challenges the image that the undercount is made up mostly of young adults and people who dodge the census-takers for nefarious reasons. Unlike adults, who may bear some responsibility for making sure they are counted in the census, children are dependent on others to make sure they are included. Yet in 1980, 1990, and 2000, Census Bureau data show children, particularly young children, are one of the groups most likely to be missed in the census. This publication provides some background and information on the undercount of children, describes some theories about why children are missed in the census, and outlines a few ideas for reaching the parents of young children with a message about the importance of being counted in the census. There is growing evidence that students throughout the world no longer see the US as the primary place to study; that in some form this correlates with a rise in perceived quality and prestige in the EU and elsewhere; and further, that this may mean a continued decline in the US's market share of international students. There clearly are a complex set of variables that will influence international education and global labor markets, including the current global economic recession. Ultimately, however, we think these factors will not alter the fundamental dynamics of the new global market, which include these facts: the international flow of talent, scientific or otherwise, is being fundamentally altered as nations invest more in educational attainment and human capital; the US will continue to lose some of its market share over time--the only question is how quickly and by how much; and without a proactive strategy, nations such as the US that are highly dependent on global in-migration of talented students and professionals are most vulnerable to downward access to global talent, with a potentially significant impact on future economic growth. This study provides data on past and recent global trends in international enrollment, and offers a set of policy recommendations for the US at the federal, state, and institutional level. This includes our recommendation of a national goal to double the number of international students in the US over the next decade to match numbers in a group of competitor nations, and requires recognition that the US will need to strategically expand its enrollment capacity and graduation rates to accommodate needed increases in the educational attainment rate of US citizens, and to welcome more international students. Attracting talent in a global market and increasing degree attainment rates of the domestic population are not mutually exclusive goals. Indeed, they will be the hallmarks of the most competitive economies. (Contains 6 figures and 41 endnotes.)

This article introduces original annual average years of schooling measures for each state from 1840 to 2000. The paper also combines original data on real state per-worker output with existing data to provide a more comprehensive series of real state output per worker from 1840 to 2000. These data show that the New England, Middle Atlantic, Pacific, East North Central, and West North Central regions have been educational leaders during the entire time period. In contrast, the South Atlantic, East South Central, and West South Central regions have been educational laggards. The Mountain region behaves differently than either of the aforementioned groups. Using their estimates of average years of schooling and average years of experience in the labor force, the authors estimate aggregate Mincerian earnings regressions. Their estimates indicate that a year of schooling increased output by between 8 percent and 12 percent, with a point estimate close to 10 percent. These estimates are in line with the body of evidence from the labor literature. (Supplemental information is provided in 4 appendices. Contains 36 footnotes, 15 tables and unnumbered figures.)

This paper examines the e-learning strategies adopted by universities, from the perspective of three common objectives: widening access to educational opportunity; enhancing the quality of learning; and reducing the cost of higher education. The discussion is illustrated by drawing on case studies of universities in Europe and the United States. It is concluded that the most striking characteristic of the e-learning strategies adopted by universities is their diversity, and inherent characteristic of adaptability in use and flexibility in application. The implicit compatibility with institutional aims suggests that the e-learning strategies universities adopt reflect, rather than influence, institutional ethos and that by virtue of the capacity to adapt to different contexts, e-learning may be more adaptable--and ultimately less threatening--to academic mores than some observers fear. Two important sets of performance indicators for institutions of higher education have become established in the United Kingdom: research quality ratings and teaching quality ratings. The research quality ratings and, to a lesser extent, the teaching quality ratings influence the level of government funding provided to higher education institutions. This paper considers the correlations between the two ratings and the possible consequences of policies which reshape the higher education sector by concentrating research resources in a limited number of institutions. Comparisons are made between quality assurance/assessment approaches in the United Kingdom and the United States, finding that U.S. higher education is much larger, more heterogeneous and has less government control than U.K. higher education, While the U.S. system of colleges and universities is generally unranked (by those responsible for accreditation), the UK system includes rankings. Use of use various analytical approaches to compare teaching and research ratings for both systems concluded that it remains unclear whether the measurement standards will lead to improvements in teaching and research. In a study of high school civic opportunities, the authors found that student race and academic track, and a school's average socioeconomic status (SES) determines the availability of the school-based civic learning opportunities that promote voting and broader forms of civic engagement. High school students attending higher SES schools, those who are college-bound, and white students get more of these opportunities than low-income students, those not heading to college, and students of color. The study is based on surveys of more than 2,500 California juniors and seniors over a two-year period (2005-2007) as well as on analysis of a nationally representative data set of more 2,811 9th graders. Students were surveyed about how their high school civic learning experiences aligned with civic education best practices. This report details those findings and offers three recommendations for policymakers and educators: (1) Professional Development and Curricular Support; (2) New Initiatives Focused on Universal and/or Low SES Populations; and (3) Undertaking Assessment that Inform and Direct Both Policy and Practice. A task force was convened to identify the nature, extent, and pattern of skill needs and shortages for managerial occupations in the United Kingdom (UK). The task force began by examining the key challenges facing managers in the UK. The following factors were among those considered: economic policies promoting liberalization and deregulation; increasingly fragmented and global product markets; and technological transformations arising from developments in microelectronics. The demand projections for managers and skills shortages (as demonstrated through recruitment problems for higher-level occupations) were reviewed along with the new skills and competencies demanded of managers. Skills related to the following management roles were detailed: managing operations, managing finance, managing people, and managing information. Each key role was subdivided into units of competence that were in turn subdivided into elements of competence. Performance criteria and range indicators were provided for each element of competence. The following key management roles were added to the original four: manage energy, manage quality, and manage projects. Existing management standards were reviewed and modified to reflect the new roles. Management training and development in schools and small and medium enterprises were discussed along with criticisms that have been leveled against competency-based management development. The United States has an extensive network of publicly financed and managed schools and provides almost no financial support to private schools. One of the most fundamental justifications for the status quo is the hypothesis that the regulation of private schools cannot adequately ensure that the desired social benefits of schooling will be produced. In particular, there is concern that private schools may focus on producing skills and knowledge with clear individual benefits and place less value on the external social benefits that are derived from instilling a variety of civic values and beliefs. In this study, the author presents new empirical evidence on this issue by evaluating the relative effects of Catholic schooling on civic participation as an adult. This evidence is based on two nationally representative longitudinal surveys conducted by the US Department of Education: High School and Beyond (HS&B) and the National Education Longitudinal Study of 1988 (NELS88). He finds that students who attended Catholic school in 10th grade were substantially more likely to vote as adults and that this relationship is generally robust to conditioning on a wide variety of observed demographic, socioeconomic and attitudinal measures. He then attempts to assess whether these results reflect uncorrected selection biases by exploiting three of the instrumental variables that have been employed in recent studies of other youth outcomes. He finds that bivariate-probit and 2SLS estimates based on these instruments suggest that Catholic schooling has even larger effects on voter turnout and possibly negative effects on volunteering. However, he then assesses whether these instruments provide a valid basis for identifying the effects of Catholic schooling using an approach introduced by Altonji, Elder and Taber (2002). The results suggest that system estimates based on these instruments may often be plagued by large, confounding biases. He concludes that, though there is a robust partial correlation between Catholic schooling and adult civic engagement, one cannot completely dismiss the possibility that this reflects selection biases. Nonetheless, the lack of clear evidence that Catholic schools are inferior at promoting adult civic participation does raise questions about the effectiveness of public schools at achieving one of their most fundamental goals. Using the qualitative research method known as folknography, the authors led a research team to the heart of Illinois farm country to ask the question "What are the perceptions of the people of the Midwest concerning math and math education?" A review of the literature includes Canadian and Australian references on the topic, as well as information from the United States, and the targeted geography and population is described. Research followed the pattern of a similar study conducted in Appalachia in 2004. A preliminary survey was planned to gather benchmarking statistical data and to open respondents up to the possibilities of a folknographic interview. Folknographers entered the field in May 2006 to perform focused and intensive field research. Findings include: (1) belief that young people can not perform simple math; (2) perception that too much technology has a significant and negative impact on developing minds of students; (3) connection between acquiring math knowledge and achieving a dynamic career; (4) recollections of tyrannical or cruel math teachers; (5) desire for a school or school system that makes learning math an exciting and motivating experience. Folknographic narratives are included to illustrate each finding. Bibliography is included. This publication contains three papers on college student exchange between Japan and the United States. The first paper, entitled "The University of Massachusetts and Hokkaido University: A Case Study in Educational Cooperation," by Barbara B. Burn, describes the long-standing relationship between these two institutions in order to identify some of the main characteristics that have contributed to this relationship and as a means to explore some of the deterrents or impediments to educational cooperation between universities and colleges in Japan and the United States. The second paper, "Student Exchanges and the Use of Technology" by Jackson H. Bailey, discusses the diverse conflicts and difficulties that arise out of student exchanges between Japan and the United States and argues that these issues must be resolved because effective educational exchange is so important to education and technology in both nations. The third paper, "Morehouse College Offers a New Direction in Japanese African American Relations" by Lee Gallo, describes the in-progress development of a Japan-United States friendship commission and argues for the increased participation of black students in international exchange programs. While the majority of adults who take the General Educational Development (GED) test do so in order to continue their education, few go on to enter postsecondary education. Yet, these same adults stand to make substantial economic and personal gains when they use their adult secondary credential to move from the ranks of high school dropout to postsecondary graduate, with the possibility of going from low-wage jobs to careers with a livable wage and benefits. Unlike transition services for high school graduates, which are well-established, the transformation of adult basic education (ABE) programs to include transition services for adults is an emerging area of concern for the field of adult education. Identifying adult education models that help adult learners avoid cycles of remediation at the beginning of their college careers is more likely to produce students who can persist and obtain a postsecondary education credential. In the first five years of adult transition work done by staff at the New England Literacy Resource Center (NELRC) at World Education, Inc., the team noticed distinct models emerging in the field. To capture and categorize these models, NELRC surveyed adult education centers with transition components from around the United States, guided by the question: Do ABE-to-college transition programs fall into discrete models and, if so, what are the key features of these models? Through the development of program snapshots and four state profiles, the team discovered commonalities, allowing for an extension of an earlier typology of adult transition programs now to include five models: (1) Advising; (2) GED-Plus; (3) ESOL; (4) Career Pathways; and (5) College Preparatory. In addition, analysis of the aggregated data produced a series of themes and recommendations that other states contemplating adult transition services might find helpful. Appended are: (1) Survey Questions on Emerging Transition Models; (2) Survey Questions for State-level Interviews; (3) Programs Surveyed by Model; and (4) Contact Information. The United States has long enjoyed being on the cutting edge in its devotion to building a vibrant higher education sector. After a century of leading the world in participation rates in higher education, however, there are strong indications that America's advantage is waning. The academic research enterprise remains relatively vibrant. However, participation and degree attainment rates have leveled off and are showing signs of actual decline in a number of major states with large populations--and this seems to be more than just a bump or short-term market correction. Other competitive nations, and in particular key members of the European Union, along with China, India and other developing economies, are aggressively nurturing their higher education systems, expanding access, and better positioning themselves in the global economy. They have been trying harder, while in the US public funding for higher education has declined. The nation's international and domestic concerns lie elsewhere. In addition to outlining these reasons that America's higher education advantage is waning, this article also discusses the possible consequences. (Contains 53 notes.)

Decentralization and an increased emphasis on community and parent participation represent significant education reform trends over the past decade. These reforms take place in the context of increased emphasis within Education for All (EFA) on improving education quality and outcomes and on strengthening accountability for results. They require that substantial information be available to local and regional stakeholders, school officials, and communities in order to increase transparency, establish a basis for accountability, and provide tools for effective management at the local level. Parents, teachers, school officials, and other stakeholders must be able to assess school performance and status. A number of countries are experimenting with school-level information systems known as "school report cards" to increase accountability and transparency. These systems have different formats and purposes, ranging from strict accountability systems that measure student performance to participatory diagnostic and management tools that support school managers. Efforts are relatively novel, and substantial evaluation information is not yet available. The purpose of this report is to present the various types of school report cards and information systems currently being used and establish a typology for understanding the range of audiences and purposes for such systems, as well as the continuum of cost and sophistication involved.

Despite the strategic importance of the private-school sector to education policy reform, and a general belief in the superiority of private schools, there is very little evidence on the relative effects of such schooling in comparison with public schools. This paper reviews the current evidence in the United States and United Kingdom on the relationship between private-school attendance and earnings. The effects of private schooling on future earning are important for the equity and efficiency of education systems, arguably more so than any effects on test scores. Yet, the review uncovers only 4 studies of this relationship for the United States, and 11 studies for the United Kingdom. They show a reasonably robust correlation between higher earnings and private schooling, but a summary explanation of the private-school earnings premium cannot be easily identified. The available evidence varies across estimation techniques, and probably fails to include the full set of direct and indirect effects of private schooling on earnings. However, the rate of return to investment in private schooling in comparison with public schooling is calculated from simulations of the earnings premium. This rate of return, which includes the direct and indirect effects of private schooling, is modest, at around 3 percent for the United States and 5 percent for the United Kingdom. This paper reviews the research evidence on vouchers and considers the factors that make education vouchers a "live issue" in U.S. education policy. These factors can be articulated in terms of Levin's notions of freedom of choice, productive efficiency, equity, and social cohesion. It is possible to construct a reasonable case for voucher reform based on economic principles, triangulated evidence, and the absence of a strong set of counter-arguments. However, it is equally plausible to reject this case after considering the principles, evidence, and counter-arguments more closely. Moreover, voucher schemes are a trivial component of U.S. schooling, with some ambivalence on both the right and the left, and no popular mandate. Hence, vouchers are not a "live issue"; there is much discussion, but little action. Nonetheless, voucher schemes are part of a general trend toward liberalization of supply and demand of education. This trend includes a range of policy initiatives, including greater competition, greater accountability, and more contract schooling. A new example of this trend is tuition tax credits. Evaluating these credits may be even more complicated and politically charged than the debate over voucher schemes. (Contains 54 references.) (Author/RT)

This paper presents key indicators of educational and employment status for students making the transition from adolescence to early adulthood in selected Organisation for Economic Co-operation and Development (OECD) countries. The data that are presented include international comparisons of student achievement, educational attainment, literacy and unemployment among young adults. Data on expenditures for education are presented as a measure of national investment in education. It is a selective account, presenting data on important educational markers from international surveys and collections, offered as representative of key aspects of transitioning from education to the workforce in each country. To ensure comparability of data across countries, the data are derived from international surveys, or data collection efforts in which data have been harmonized. The time frame to which the data refer is the middle of the 1990s, between 1994-96. The countries chosen for comparison are OECD members that are representative of the regions of Europe (Northern, Central, Southern, and Eastern), English-speaking countries, and Asia. The coverage of countries varies by source, as the same countries did not participate in each of the surveys and data collections. However, every effort was made to include seven countries that are of particular interest, and they are the focus of the discussion in the text and appear in the figures when data are available: the United States, the United Kingdom, France, Germany, the Netherlands, Sweden, and Italy. An appendix presents: Description of School Systems in Seven Countries.

This study examined the role of faculty participation on strategic change within higher education. An open-ended questionnaire was completed by seven individuals from Singapore and the United States who had had experience with higher education strategic planning and change as both faculty and administrators in Australia, Canada, Singapore, and the United States. It was found that all of the respondents agreed on the necessity of involving stakeholders, particularly the faculty, in strategic change. Many also pointed to the difficulty of getting quality participation from faculty, due to the fact that faculty often have a narrow perspective, that faculty participation involves a large commitment of time, and that faculty are often reluctant to address complex issues or problems. Respondents emphasized the negative impact of overly hierarchical and bureaucratic organizational structures, which were more typical in Singapore than elsewhere. The comments also emphasized the impact that organizational culture, planning processes, reward structures, and institutional mission can have on faculty participation in strategic change. Suggestions for encouraging and improving faculty participation were also offered. (Contains 32 references.) (MDM)

"Can You Hear Me? The Right of Young Children to Participate in Decisions Affecting Them" emphasises that participation enhances children's self-esteem and confidence, promotes their overall capacities, produces better outcomes, strengthens understanding of and commitment to democratic processes and protects children more effectively. Participation provides the opportunity for developing a sense of autonomy, independence, heightened social competence and resilience. The benefits are therefore significant, and adults with both direct and indirect responsibility for children need to acquire a greater humility in recognising that they have a great deal to learn from children. But the case for listening to young children goes beyond the beneficial outcomes. It is also a matter of social injustice and human rights. All people, however young, are entitled to be participants in their own lives, to influence what happens to them, to be involved in creating their own environments, to exercise choices and to have their views respected and valued. Analyses of private higher education should consider the increasingly important for-profit sector in many countries. Yet information on the for-profit sector has been quite limited. Even in the United States, where for-profit higher education is well-established, only recently have researchers turned their attention to studying its scope and impacts. While the growth of the for-profit sector is influenced by many of the same forces that have encouraged the global expansion of private higher education, including commercialization and privatization beyond higher education, the focus here is on identifying the international dimensions of for-profit higher education and defining its main types. We feature U.S. data and patterns as starting points for an international portrait. We outline the legal and regulatory aspects for-profit institutions, and note their often ambiguous status in many countries. And we propose a tentative classification of the for-profit sector based on the U.S. experience, beginning to apply it to the international context. Generally, while emphasizing the diversity of the sector, we highlight several tendencies of for-profit institutions of higher education that seem to hold in international analyses. The use of demand-side financing mechanisms and vouchers for postcompulsory secondary-level education was examined through case studies of funding practices in the following countries: Austria; France; the United Kingdom; the United States; and Wallonia (the French community of Belgium). Different models of voucher use were identified in the countries studied. "Pure" vouchers with a paper coupon were found in a minority of cases (in parts of France and England/Wales). In Austria, training accounts co-fund various types of adult learning by providing funding in arrears rather than in advance of training undertaken, which eliminates the purchasing power apparent with vouchers and quasi-vouchers. The aims and targets of the various voucher and quasi-voucher schemes varied considerably. In the United Kingdom, trainees with special needs received vouchers with higher face values (to avoid the "cream skimming" that may be encouraged by flat-rate vouchers). Voucher and voucher-like schemes were found to have considerable potential to promote lifelong learning and to increase investment in training. The case studies further established that voucher and voucher-like schemes are highly flexible mechanisms that can be designed differently to meet a diverse range of economic, social, and political objectives, depending on policymakers' objectives and priorities. This is an analysis of the findings from three comparable national studies of current change in the provision of initial teacher education. These three studies are: the Mode of Teacher Education (MOTE) survey, covering England and Wales; the Research about Teacher Education (RATE) Project, covering the United States; and the Study of Initial Teacher Education (SITE), covering Australia. Each of the studies examines comparable issues and identifies a range of common policy strategies being pursued by the respective governments. There appears to be a global move toward educational reform. Many countries are dismantling centralized educational structures and replacing them with systems having local institutional autonomy and control. These are often linked to an increased emphasis on parental choice and competition between institutions for students. These changes are leading to a market model of educational services. There is more encouragement of the growth of different types of schools, responsive to local needs and particular communities and interest groups. This trend is also linked to growing notions of cultural pluralism as schools shift from a modern to postmodern model. (Contains 39 references.) (JLS)

This study examines whether there are differences in men's and women's use of computers and the Internet in the United States and Japan and how any such gender gaps have changed over time. The authors focus on these two countries because information technology is widely used in both, but there are substantial differences in institutions and social organizations. They use microdata from several surveys during the 1997-2001 period to examine differences and trends in computer and Internet usage in the two countries. Their results indicate that there were significant gender differences in computer and Internet usage in both countries during the mid-1990s. By 2001, these gender differences had disappeared or were even reversed in the United States but remained in Japan. People not currently working have lower levels of IT use and skills in both countries regardless of gender, but working women in Japan have lower levels of IT use and skills than working men, a difference that generally does not occur in the United States. This finding suggests that employment status per se does not play a large role in the gender gap in Japan, but type of employment does. The prevalence of nonstandard employment among female workers in Japan accounts for much of the gender gap in IT use and skills in that country. (Contains 11 footnotes and 6 tables.)

Students who fail to graduate high school prepared to attend a four-year college are much less likely to gain full access to our country's economic, political, and social opportunities. In this study, the authors estimate the percentage of students in the public high school class of 2001 who actually possess the minimum qualifications for applying to four-year colleges. Estimates are broken down by racial and ethnic group, as well as by region and state. To be "college ready," students must pass three crucial hurdles: they must graduate from high school, they must have taken certain courses in high school that colleges require for the acquisition of necessary skills, and they must demonstrate basic literacy skills. Nationally, only 32% of students in the Class of 2001 were found to be college ready, with significantly lower rates for black and Hispanic students. This suggests that the main reason these groups are underrepresented in college admissions is that they are not acquiring college-ready skills in the K-12 system, rather than inadequate financial aid or affirmative action policies. Reform of the K-12 education system is essential to improving college access for these groups. This document contains four reports on technology and further education (FE) that Lynton Gray and Ann-Marie Warrender prepared for the Further Education Funding Council's Learning and Technology Committee. The first report, "Main Themes from Learning & Technology Committee Press Surveys," examines three themes that were identified during a review of British press coverage of the role of information/learning technologies in FE: technological developments, organizational changes and learning applications. "Learning and Technology in American Community Colleges," which is based on materials presented at an American Association of Community Colleges convention, discusses the following topics: technology and teaching, distance learning, technologies and the Internet, and industry and student-centered learning. "Multimedia and Education," which is based on materials presented at an Association for the Advancement of Computing in Education conference, examines the following topics: technology for teachers, breaching the technological barriers, the impact of national initiatives, publishing and multimedia, and Canada's Open Learning Agency. "Learning Technologies in Industrial Training" explains the uses of information and learning technologies by a small sample of British companies in their own training programs. The implications of the four papers for reform of FE are summarized in a final section titled "Evidence for Action." (MN)

This paper investigates the real living standards and poverty status of U.S. children in the 1990s compared to the children in 17 other nations, including Europe, Scandinavia, Canada, and Australia. The analysis is based on the Luxembourg Income Study database. It was found that American children have lower real spendable income than do comparable children in almost every other nation studied. In contrast, high income U.S. children are far better off than their counterparts in other nations. Persistently high child poverty rates were also found in the United States when compared with other nations. Demographic factors and the effectiveness of tax and transfer policies in reducing child poverty are also explored, and the paper concludes with a discussion of results and their policy implications. This report describes the University Library Alumni Outreach Research Project. The goals of the project were twofold: to describe and analyze alumni outreach initiatives currently offered by university libraries belonging to the Association of Research Libraries (ARL) as well as the alumni programs and services offered by the universities themselves through traditional organizations such as university alumni associations; and to identify possible future initiatives that might be meaningful to university alumni along with noteworthy examples of technological or programmatic innovation. Phase One comprised a comprehensive survey of the World Wide Web sites of the 112 ARL academic library members to identify pertinent links for alumni outreach and to canvass library development efforts. This phase also included an examination of parent university home pages to identify alumni outreach initiatives stemming from university development organizations such as alumni associations. Results were used to identify issues regarding the actual importance, value, and context of alumni outreach initiatives within each university and to construct an interview instrument to address these issues. The goal of Phase Two was to identify and describe, through phone interviews with university librarians, deans, and directors, the general state of library-sponsored alumni outreach within each of the universities, any planned alumni programs and services, areas of potential future innovation, and general perceptions regarding the current and future role of alumni in the life and vigor of the university library.
