In this paper an approach for analysing the potential for implementation of different technology pathways for the European pulp and paper industry (PPI) is presented. The approach is based on detailed technical research and aggregates the knowledge from previous studies to incorporate the whole European PPI. Thus, the potential for different technology pathways can be estimated on a European level whilst still considering important characteristics of individual mills. The usefulness of the approach was exemplified by applying it to a case study of the potential for introduction of carbon capture and storage (CCS) within the European PPI. The results from the case study show that for the European PPI, CCS has an up-hill road in order to be a viable, large scale alternative for reduction of CO2 emissions. If CCS is to be introduced in large scale within the European PPI, large biomass-based point sources of CO2 emissions need to be included when planning for CCS infrastructure and also the infrastructure needs to be built out for clusters emitting <20 MtCO2/yr. This paper presents a review of the trends and geographic variation of impacts of reactive nitrogen (N) inputs on in Europe through impacts on air, soil and water quality. It illustrates those impacts, by assessing temporal and spatial variation in air, soil and water quality indicators and their exceedances of critical thresholds in view of impacts on human health, terrestrial and aquatic ecosystems, during 1990-2019. Trends are derived from regular inventory and monitoring data and from simulated trends in air quality using the EMEP model. Well quantified adverse impacts of increased N use are: (i) the effects on human health due to increased tropospheric concentrations of NO x and ozone, and N-induced increases in fine particulate matter, (ii) the contribution of N 2 O to climate change and stratospheric ozone depletion, (iii) the loss of plant and faunal diversity both in terrestrial and aquatic ecosystems via direct and soil mediated impacts, (iv) the acidification of forest soils, with impacts on tree forest nutrition, tree growth and tree vitality, and (v) the eutrophication of marine ecosystems, and associated biodiversity loss and occurrence of harmful algae blooms. Over the period 1990-2019, N inputs to agriculture stayed relatively constant, but the emissions of ammonia (NH 3) decreased by 27%, while emissions of nitrogen oxides (NO x) decreased by 57%. In response to those reductions, concentrations of NO x , and of N in particulate matter also declined, although less than 50%. In contrast, the reduction in NO x -induced ozone concentrations and ozone related indicators (AOT40, SOMO35 and POD) was much less (ca 15-20%). Exceedances of critical ozone concentrations for human health and of critical AOT40 and POD vales for vegetation reduced in a similar order of magnitude. Despite decreasing NH 3 emissions, NH 3 concentrations showed a slight and steady increase from 1995 onwards, due to the large reduction in SO x emissions. Nitrogen deposition and exceedances of critical N loads for terrestrial ecosystems decreased by ca 60%, but the area exceeding critical N loads only reduced by ca 10%. Unlike N, the area exceeding critical acid loads has declined by more than 90% due to high reduction in SO x and NO x emissions. Trends in nitrate (NO 3) concentrations in groundwater varied across Europe, but showed overall limited changes over the last two decades. However, N concentrations in surface water and the area exceeding critical levels in view of aquatic biodiversity has decreased and the same holds for N concentrations in coastal regions. Nevertheless, the eutrophication condition of coastal waters has overall not improved due to adverse impacts of elevated phosphorus inputs. Finally the negative impacts of N induced N 2 O emissions on climate are estimated to be outweighed by the positive effects of N induced CO 2 sequestration, mainly in forests, and this holds for the whole period 1990-2019. Nitrogen hotspots, being areas with high exceedances in critical levels and loads of N compounds in air and water, are concentrated in intensive agricultural areas with high livestock densities and in urban region with strong industrial and traffic activities. Cost-benefit analysis shows that environmental costs of reactive N release to the environment are substantial and tend to exceed the direct economic benefits for agriculture. Given the relevance of N for safeguarding food production it is key to develop integrated and targeted plant nutrition strategies following a food system approach and practices that minimize trade-offs between productivity and the environment. In addition, targeted strategies to further reduce NO x emissions are needed to reduce air quality related health and biodiversity impacts. • Adverse impacts of reactive nitrogen are most evident for human health and for aquatic and terrestrial ecosystems. • Effects of nitrous oxide emissions on climate are largely counteracted by N induced carbon sequestration. • Ecosystem restoration in response to declined N inputs in Europe since 1995 shows a time lag. • There is large spatial variation across Europe in N impacts, requiring regional policies. • Environmental costs of reactive nitrogen varied from 0.4 to 6.8 euro per kg N. Countries are considering different options to achieve net zero emissions including Bioenergy with carbon capture and storage (BECCS), which is the process of capturing and storing CO 2 from processes that use bioenergy to produce heat, electricity, or biofuels. However, this technology faces sustainability concerns and possesses complex value chains of its emissions. Adding further to this complexity, the literature indicates two opposing views with respect to the potential of BECCS in terms of being able (or unable) to achieve negative emissions. Hence, this paper analyzes in detail a wide range of BECCS pathways in terms of their ability to achieve negative emissions along with their associated costs. Out of seven assessed pathways, our analysis shows that corn to ethanol and biomethane production from maize BECCS pathway in the USA, biomethane production from wet manure in Europe, and baling of straw pellets with trans-Atlantic shipment can achieve negative emissions at a cost of 50, 108, 159, and 232 dollars per ton of CO 2 ($/tCO 2) respectively. Other technologies like poplar pellets, forest residue, and agricultural residue with trans-Atlantic shipment are not able to achieve negative emissions. [ABSTRACT FROM AUTHOR]

Abstract: The European CCS Demonstration Project Network was initiated by the European Commission in 2009. The main objective of the network is to accelerate development of CCS technologies by creating a forum for exchange and dissemination of new knowledge generated by the first large scale CCS plants in Europe. This paper provides an overview and understanding of the activities of the network and the political and theoretical context of their development. The paper focuses on how the Network has been structured to add value to demonstration projects and create vital new channels of information for enabling CCS demonstration and deployment to be advanced worldwide. Abstract: This paper investigates the role of CO2 capture and storage (CCS) technologies as part of a portfolio for reducing CO2 emissions from the European electricity supply system until the year 2050. The analysis is carried out with a techno-economic model (minimizing the system cost) including a detailed description of the present stationary European electricity generation system (power plants) and potential CO2 storage sites as obtained from the Chalmers Energy Infrastructure Database. Since the ability of different EU Member States and regions to facilitate and to benefit from CCS will most likely depend on local conditions in terms of current energy mix, fuel supply chains and distance to suitable storage locations, special emphasize is put on analyzing turn-over in capital stock of the existing power plant infrastructure, timing of investments and the infrastructural implications of large scale introduction of CCS on a regional perspective. The paper discusses the role of and requirements on CCS for meeting strict emission targets of 85% reduction while having a continued growth in electricity demand (according to EU projections). The results show that it is possible to meet an 85% CO2 reduction target by 2050, but this will require large contribution from CCS. As expected, regions which are currently high in carbon intensity and which are located nearby suitable storage sites will benefit mostly from CCS as an option. With the assumption that CCS will be commercially available in 2020 the model results give a steep ramp-up in the use of CCS post 2020 which imposes challenges for timely investments in corresponding CCS infrastructure. Biogas upgraded to biomethane can provide a renewable gaseous transport fuel and is one of the proposed solutions in meeting the renewable energy supply in transport targets set under the EU Renewable Energy Directive. The upgrading process for biogas involves the removal of CO 2 . Amine scrubbing is one traditional method of upgrading that is applied due to its low methane slippage and its capability to provide a high purity renewable methane product. However, new technologies such as power to gas (P2G) can also upgrade biogas through biological methanation by combining the CO 2 in biogas with H 2 to produce renewable methane. The H 2 for P2G can be produced through electrolysis of renewable electricity. Through simulation software – SuperPro Designer, the economics of different pathways for upgrading biogas from a grass silage and slurry fed digester are analysed and compared in this paper. Three scenarios were investigated: biogas upgrading through amine scrubbing (scenario 1); biogas upgrading through amine scrubbing with CO 2 directed to ex-situ biological methanation (scenario 2) and biogas upgrading through ex-situ biological methanation only (scenario 3). The results show that at a net present value of zero, the minimum selling price (MSP) per m 3 of renewable methane for scenario 1, 2 and 3 is €0.76; €1.50 and €1.43, respectively (with an electricity price to produce H 2 of €0.10/kWh and a grass silage production cost of €27/t). The electricity price has a significant effect on the cost of renewable methane in both scenarios 2 and 3. The MSP reduces to €1.09 and €1.00 per m 3 of renewable methane, respectively for scenarios 2 and 3, if the electricity price is reduced to €0.05/kWh. Since the renewable methane MSP from scenario 2 is higher than scenario 3, it is suggested that direct biogas injection to the methanation reactor is financially more attractive than capturing CO 2 from biogas and feeding it to the methanation step. The MSP of renewable methane from both scenarios 2 and 3 are significantly higher than that of scenario 1. However, when considering climate change mitigation, balancing of the electricity network and storage of surplus electricity, utilising P2G can offset some of these costs. This paper assesses the impact of an EU-wide policy to expand grassland areas and promote carbon sequestration in soils. We use the economic Common Agricultural Policy Regionalized Impact (CAPRI) model, which represents EU agriculture using 2450 mathematical programming farm-type models in combination with the biogeochemistry CENTURY model, which provides carbon sequestration rates at a high resolution level. Both models are linked at the NUTS3 level using location information from the Farm Accounting Data Network. We simulated a flexible grassland premium such that farmers voluntary and cost efficiently increase grassland area by 5%. We find that the GHG mitigation potential and the costs depend on carbon sequestration rates, land markets and induced land use changes, and regional agricultural production structures. In Europe, the calculated net effect of converting 2.9 Mha into grassland is a reduction of 4.3 Mt CO2e (equivalents). The premium amounts to an average of EUR 238/ha, with a total cost of EUR 417 million for the whole EU. The net abatement costs are based on the premium payments, and account on average EUR 97/t CO2e. However, substantial carbon sequestration (28% of total sequestration) can be achieved at a rate of EUR 50/t CO2e. Carbon sequestration would be most effective in regions of France and Italy and in Spain, the Netherlands and Germany. Larger farms and farm-types specialized in ‘cereals and protein crops’, ‘mixed field cropping’ and ‘mixed crop-livestock’ farming systems have the highest mitigation potential at relatively low costs. Marine energy could play a significant role in the long-term energy system in Europe, and substantial resources have been allocated to research and development in this field. The main objective of this paper is to assess how technology improvements affect the deployment of marine energy in the EU. To do so the linear optimization, technology-rich model JRC-EU-TIMES is used. A sensitivity analysis is performed, varying technology costs and conversion efficiency under two different carbon-emissions paths for Europe: a current policy initiative scenario and a scenario with long-term overall CO 2 emission reductions. We conclude that, within the range of technology improvements explored, wave energy does not become cost-competitive in the modelled horizon. For tidal energy, although costs are important in determining its deployment, conversion efficiency also plays a crucial role. Ensuring the cost-effectiveness of tidal power by 2030 requires efficiency improvements by 40% above current expectations or cost reductions by 50%. High carbon prices are also needed to improve the competitiveness of marine energy. Finally, our results indicate that investing 0.1–1.1 BEuro 2010 per year in R&D and innovation for the marine power industry could be cost-effective in the EU, if leading to cost reduction or efficiency improvements in the range explored. Carbon capture and storage (CCS) is a potential key-technology to mitigate greenhouse gas (GHG) emissions as its use can lead to lower mitigation cost. However, research on other economic impacts of using CCS is scarce. In this paper, we look into economic upstream impacts of CCS use in terms of employment, Gross Value Added (GVA) and import dependency on the macro- and sector-level in Western Europe. We determine these impacts by a static comparison of two scenarios of power production with and without CCS (differences in energy efficiency investments between these scenarios were not accounted for). The two scenarios, both representing a stringent climate policy regime, were produced with the energy-system-simulation-model (TIMER) following the same emission profile until 2050. Data from the two scenarios were respectively implemented into a projected version of a global-multiregional IO-Model (EXIOBASE). Macro-level results suggest slightly higher gross employment, but lower Gross Value Added (GVA) (by 25%), and higher import dependency in the CCS-including scenario compared to the CCS-excluding scenario, given that biomass with CCS (BECCS) is available. Sector-level results show disproportionally higher differences between the scenarios in GVA and employment for some sectors compared to other sectors. Particularly, sectors providing fuels (here mostly bio-energy) have significantly higher GVA and employment in the CCS scenario. This study thus reveals interesting upstream economic effects, which can be linked to the technology choice. However, the exact quantitative results depend strongly on model assumptions. Abstract: In order to reduce carbon emissions, great efforts are required to optimise the processes and solve the main technical and economic problems which currently limit a large-scale diffusion of CCS (carbon capture and storage) technologies. In this paper, the main results of a techno-economic comparison between USCPC or USC plants (ultra supercritical pulverised coal combustion) with and without CCS are presented. In this study, a few related questions about the development of CCS and power generation technologies in SEE (South East Europe) are answered. The main questions considered are: (1) what are the current cost estimates for building a new entrant power plant with an installed CCS system compared to a typical USC power plant (2) what is the breakeven carbon-dioxide price to justify CCS investment for USCPC power plants. To answer these questions, a LCOE (levelised cost of electricity) model is built for the power plants in study, with assumptions best representing the current costs and technologies in the EU (European Union). Then, a sensitivity analysis of some of the key parameters of the LCOE to reveal their impact on the financial viability of the project is done. The technical model of the plant is implemented in the database of the SEE REM (South East Europe Regional Electricity Market) in order to evaluate its performance on the electricity market and results gained are analysed. Abstract: Purpose: This paper aims at indicating the potential of agricultural measures in sequestering carbon as an option for climate change mitigation. The related value for society is estimated. Principle results: Agricultural practices like agroforestry, introducing hedges, low and no tillage and cover crops have an important potential to increase carbon sequestration. The total technical potential in the EU-27 is estimated to be 1566milliontonnesCO2-equivalent per year. This corresponds to 37% of all CO2-equivalent emissions in the EU in 2007. The introduction of agroforestry is the measure with the highest potential, i.e. 90% of the total potential of the measures studied. Taking account only of the value for climate change mitigation, the introduction of agroforestry is estimated to have a value of 282euro/ha in 2012 that will gradually increase to 1007euro/ha in 2030. Major conclusions: This implies that there is a huge potential which represents an important value for society in general and for the agricultural sector in specific. At the European level, only in the last few years policy makers have recognized the important benefits of agroforestry. In their rural development programmes some European countries now support farmers to introduce agroforestry. But still the current level of support is only a small fraction of the societal value of agroforestry. If this value would be fully recognized by internalizing the positive externality, we expect that agroforestry will be introduced to a very large extent in the next decades, in Europe and the rest of the world, and this will importantly change the rural landscapes. Abstract: As expected, the coal would be, regarding to its equally distributed reserves, potentially substitutive resource for the crude oil as the raw material for the production of liquid fuels. The main objective of the transformation processes from coal to liquid fuels is production of diesel and petrol. In the European Union there are several activities aimed to the liquefaction of coal, regarding to suitable and tested coal to liquid (CTL) processes in Europe. EUROCOAL organisation confirmed CTL associated with Carbon dioxide capture and storage (CCS) as the best utilisation of European coals. Brown coal research institute j.s.c., within the framework of research projects, is also interested in the technological resolution of CTL techniques. In the presented paper, research is aimed to the possible use of various Czech coals for those purposes. Several types of Czech coal from various mines were analysed for the basic technological characteristics and pyrolised under specific conditions. Obtained products (solid, liquid and gaseous) were analysed. Liquid product – brown coal tar was consequently hydrogenised in the reactor on the temperature 300°C under the pressure of 1 up to 30bar with the presence of hydrogenation catalyst Co–Mo (Cobalt–Molybden). Products of the hydrogenation were analysed by the GC–MS chromatography and results were compared to the input tar. [Copyright &y& Elsevier]

The European iNTeg-Risk project is a large-scale integrated project aimed at improving the management of emerging risks related to new technologies in European industry. The project aims to build a new management paradigm for emerging risks as a set of principles supported by a common language, agreed tools and methods, and key performance indicators, all integrated into a single framework. It is using a number of Emerging Risk Representative Applications (ERRAs), or case studies, to inform the development of the framework; one of which concerns the carbon capture and storage (CCS) process. This paper describes the iNTeg-Risk CCS ERRA. Relevant hazards and properties of carbon dioxide are described and the emerging risks from CCS are discussed. Three new tools have been developed or trialled within the ERRA. These are: the DyPASI methodology for taking account of atypical (not usually identified) events during hazard identification; a methodology for including the time dimension in a risk assessment; and life-cycle approaches for risk management and communication. For CCS, the risk assessment needs to include both short-term potential accidents from capture, transport or injection, as well as very long-term risks from storage. Energy projections made by the World Energy Council, the International Energy Agency (IEA) and the US Energy Information Administration give similar pictures of the dominant role of fossil fuel in the future primary energy global demand and the necessity of incorporating CCS Technologies as part of the portfolio of solutions to reach the target world emission reduction in the coming years. Without CCS, CO2 emission levels by 2050 are expected to increase by 70%. One of the most relevant initiatives for the deployment of CCS technologies is promoted by the Spanish Government through the institution Fundacion Ciudad de la Energia (CIUDEN). CIUDEN is developing a complete programme focusing on the development of CCT and CCS technologies in Europe. CIUDEN's CO2 capture programme includes the construction and operation of a Technology Development Plant (TDP) in NW Spain (El Bierzo). The construction of the installation started in November 2008 and incorporates the following technologies: fuel preparation system, pulverised coal boiler (20 MWth), circulating fluidized bed boiler (30 MWth), biomass gasifier (3 MWth), flue gas cleaning train for NOx, dust and SOx and CO2 processing unit. This paper describes CIUDEN's TDP for CO2 capture, focusing on the particularities of the installation and design, and especially on the PC unit and equipment required for its operation. The experimental programme currently under way is also described. Abstract: This paper reports on European public perceptions of carbon capture and storage (CCS) as determined through six focus groups, one held in each of the UK, the Netherlands, Poland, Germany, Belgium and Spain. The development of opinion and the emergence of concerns were observed via phased exposure to a specially commissioned film providing an overview of CCS technology, its rationale and associated debates, supplemented by additional information on national energy mixes. In general there was a high level of commonality in opinion and concerns across the six countries, with only minor differences. The concerns that emerged were not allayed by the information provided. On the contrary, there was evidence of a shift from initial uncertainty about CCS to negative positions. CCS was generally perceived as an uncertain, end-of-pipe technology that will perpetuate fossil-fuel dependence. Noting the political context to CCS, we conclude that advocates will likely find the European public opinion context a challenging one in which to achieve deployment, particularly for onshore storage, except where local communities perceive real economic or other benefits to CCS. Abstract: This paper investigates how the European electricity generation system can meet deep cuts in CO2 emissions until the year 2050 with special focus on national conditions for CCS. An 85% reduction in CO2 emissions until 2050 is imposed. The analysis is carried out with a techno-economic model (minimizing the system cost) including a detailed description of the present stationary European electricity generation system (power plants) and potential CO2 storage sites as obtained from the Chalmers Energy Infrastructure Database. The modeling puts a cap on CO2 emissions from the system which gives a price on these emissions, i.e. similar to the effect of the European Emission Trading Scheme (EU-ETS), which is the main policy instrument for controlling GHG emissions within EU. Emphasize is put on analyzing turn-over in capital stock of the existing power plant infrastructure, timing of investments and the infrastructural implications of large scale introduction of CCS on a regional perspective, including the effect of investing in new transmission capacity between member states. The work compares two scenarios, one used in a previous work with significant growth in electricity consumption and one assuming that energy efficiency measures are successfully applied in line with the recent EU energy policy package. The results show that it is possible to meet an 85% CO2 reduction target by 2050 at a cost of some 50 to 80 € /ton CO2 over the period up to 2050, but this will require large contributions from CCS and electricity from renewable sources (mainly wind and biomass). Yet, without significant energy efficiency measures it is questionable if such large investments in generation technologies are feasible. Thus, to reach an 85% reduction in CO2 emissions from the electricity generation system by 2050 is not a matter of choice between different technologies and energy efficiency measures but all of these are required and the crucial point is if there will be a high enough price on CO2 emissions. Abstract: This paper serves to highlight work completed within the EU FP7 CO2Europipe project, which aims to provide guidance to elements of an EU master plan for the development of large scale European CO2 infrastructure. In the last 5 years there have been some significant advancements in EU and international regulations that serve to facilitate CO2 transportation, however there is little guidance on how multi-user transport networks should be organized and financed. Poor planning and initial underinvestment in CO2 pipeline capacity can lead to inefficient networks and higher lifetime costs. Although shipping of CO2 may be a favourable transport option under certain circumstances, the monitoring and verification guidelines for this form of CO2 transportation are currently deficient. Cost estimates have been provided by industrial project members for CO2 pipelines (on/offshore), compression and shipping. Economies of scale are exhibited for pipelines, shipping and compression installations, however in order for operators to take advantage of economies of scale in pipelines, the intentions of governments regarding the regulation of tariffs for third-party network users need to be consolidated as soon as possible. Abstract: The large-scale development of carbon geological storage requires the safety demonstration of this technology. The European Directive on the geological storage of carbon dioxide specifies the safety strategy to be adopted. Notably, a corrective measure plan is required in order to mitigate the potential “significant irregularities”. In this paper, we describe one measure that could be applied in case of an unexpected abnormal behavior of the gas plume (e.g. leakage of CO2). The objective is to trap the mobile gaseous CO2 as quickly as possible; among all the trapping mechanisms occurring after CO2 injection, capillarity trapping is the fastest and we then focused on its enhancement and improvement. The intervention strategy consists in injecting brine through the former CO2 injection well in order to accelerate the wetting of the CO2 plume. We run simulations through a 1D-axisymetric model in order to evaluate the efficiency of such a measure; the results are sensitive towards brine injection rates and other site-specific key parameters but, in any case, the measure set-up leads to a rapid immobilization of the gaseous CO2 in comparison with a simple relaxation. The consequences of the pressure build-up in terms of hydraulic and mechanic risks are not critical in the base case simulation conditions and thus do not compromise the applicability of the corrective measure. Abstract: Information on soil carbon sequestration and its interaction with nitrogen availability is rather limited, since soil processes account for the most significant unknowns in the C and N cycles. In this paper we compare three completely different approaches to calculate carbon sequestration in forest soils. The first approach is the limit-value concept, in which the soil carbon accumulation is estimated by multiplying the annual litter fall with the recalcitrant fraction of the decomposing plant litter, which depends on the nitrogen and calcium content in the litter. The second approach is the N-balance method, where carbon sequestration is calculated from the nitrogen retention in the soil multiplied with the present soil C/N ratio in organic layer and mineral topsoil. The third approach is the dynamic SMART2 model in combination with an empirical approach to assess litter fall inputs. The comparison is done by first validating the methods at three chronosequences with measured C pools, two in Denmark and one in Sweden, and then application on 192 intensive monitoring plots located in the Northern and Western part of Europe. Considering all three chronosequences, the N-balance method was generally most in accordance with the C pool measurements, although the SMART2 model was also quite consistent with the measurements at two chronosequences. The limit-value approach generally overestimated the soil carbon sequestration. At the intensive monitoring plots, the limit-value concept calculated the highest carbon sequestration, ranging from 160 to 978kgha−1 year−1, followed by the N-balance method which ranged from 0 to 535kgha−1 year−1. With SMART2 we calculated the lowest carbon sequestration from −30 to 254kgha−1 year−1. All the three approaches found lower carbon sequestration at a latitude from 60 to 70° compared to latitudes from 40 to 50 and from 50 to 60. Abstract: The ACCSEPT project, which ran from January 2006 to December 2007, identified and analysed the main factors which have been influencing the emergence of CO2 capture and geological storage (CCS) within the European Union (EU). The key clusters of factors concern science and technology, law and regulation, economics, and social acceptance. These factors have been analysed through interviews, a large-scale questionnaire conducted in 2006, and discussions in two stakeholder workshops (2006 and 2007). In Part I of this paper, we aim to distil the key messages and findings with regards to scientific, technical, legal and economic issues. There are no compelling scientific, technical, legal, or economic reasons why CCS could not be widely deployed in the forthcoming decades as part of a package of climate change mitigation options. In order to facilitate this deployment, governments at both the EU and Member State levels have an important role to play, in particular in establishing a robust and transparent legal framework (e.g. governing long-term environmental liability) and a strong policy framework providing sufficient and long-term incentives for CCS and CO2 transportation networks. Abstract: This paper presents results from a survey on stakeholder attitudes towards Carbon Capture and Storage (CCS). The survey is the first to make a global comparison across three major regions; USA, Japan, and Europe. The 30-question survey targeted individuals working at stakeholder organizations that seek to shape, and will need to respond to, policy on CCS, including electric utilities, oil & gas companies, CO2-intensive industries and non-governmental organizations (NGOs). The results show generally small differences across the regions and between the different groups of stakeholders. All believed that the challenge of significant reductions in emissions using only current technologies was severe. There is a widespread belief both that renewable technologies such as solar power and CCS will achieve major market entry into the electricity sector within the next 10 to 20 years, whereas there is more skepticism about the role of hydrogen and especially nuclear fusion in the next 50 years. All groups were generally positive towards renewable energy. Yet, there were some notable areas of disagreement in the responses, for example, as expected, NGOs considered the threat of climate change to be more serious than the other groups. North Americans respondents were more likely to downplay the threat compared to those of the other regions. The Japanese were more concerned about the burden that would be placed on industry in the coming decade as a result of emissions constraints and NGOs were more likely to believe that the burden would be light or very light. NGOs believed CCS to be far more attractive than nuclear fusion power but much less than renewables. As expected, the risk for leakage from reservoirs was ranked number one of the risk options given. Abstract: The importance of public acceptance of CCS has been highlighted by developers and policy makers, with all emphasising that it is a fundamental factor in the future success of CCS. However, little research has been done so far on NGO positioning on CCS. The current debate in Europe, with discussion beginning to result in both real projects on the ground and in real policies, has put NGOs more and more into a position of making open stands. This has resulted in a diversity of viewpoints, and the controv ersy has polarized opinions. In this paper we review our own research on NGO opinions on CCS, to spell out their most important concerns. We discuss NGO positioning vis-à-vis the ongoing negotiations of a legislative proposal to regulate CCS in Europe. Finally, we consider whether it is possible to come to more coherent approaches and agreements in a way that maximizes their effectiveness both as a counterweight to, and partner of, other stakeholders and governments. Abstract: This paper investigates conditions for a rapid ramp-up of a large-scale CO2 transport and storage infrastructure within the power and heat sector in EU’s Member States (MS). First, each MS is investigated individually with respect to the relevance of CCS in the power and heat sector. Second, the potential cost of CO2 transport and storage is evaluated and categorised into three levels for each MS with particular emphasis being put on power plant clusters, ownership concentration, source-sink distance and onshore storage potential. The chosen cost category for each member state is then used as input in a techno-economic modelling to evaluate the future electricity supply system in Europe as described elsewhere (Odenberger et al., 2008a). Finally, based on the modelling results, the study develops a detailed CO2 transportation and storage infrastructure for Germany and UK and discusses issues related to the ramp-up of such infrastructure. The analysis shows that most MS have identified structures that may be suitable for subsurface storage of CO2. Fourteen MS have so far identified onshore reservoirs only. Several MS have clusters of large power plants along with considerable national or regional concentration of plant ownership, factors that may both facilitate the ramp-up of a bulk CCS infrastructure. Phasing in of CCS plants over time will obviously play a key role in building up large-scale transport infrastructure. CCS plants are likely to be located on existing sites and coal plants currently under construction may choose to retrofit the plant for CCS instead of building new plants. CO2 pipeline trajectories are likely to follow existing trajectories for natural gas pipelines, minimising interference with the surroundings and facilitate and speed up permitting processes. Timing, conflicts of interest and public acceptance, especially onshore, are other factors that may become an issue with regard to transport and storage of CO2. According to model results, some 5.2 Gt CO2 is transported and stored in Germany between 2020 and 2050 while the corresponding figure in the UK is 3.7 Gt. Based on assumed injectivity, total system costs up to 2050 range between €18 and €23 billion in Germany and between €20 and €30 billion in the UK while specific costs range between €3.4 and €4.4 per ton of CO2 in Germany and between €5.4 and €8.1 in the UK. Finally, the modelling results indicate a rapid switch from gas based to coal based power generation with CCS. It is, however, likely that the large fuel switch from gas to coal will be moderated considerably by market dynamics and issues related to the fuel supply chain. [Copyright &y& Elsevier]

Abstract: The EU electricity market is changing. Electricity demand in Europe is on the rise, the power plant fleet is aging, and a large share of the capacity will need to be replaced in the coming decades. An ambitious target has been formulated for the share of renewable energy, and CO2 prices are anticipated to increase. On top of this, CO2 Capture and Storage (CCS) has appeared as an important technology in the transition to a long term sustainable energy supply. This paper discusses the implications all of the above developments for the EU electricity market, with an emphasis on the market North Western Europe. On the whole electricity prices in North Western Europe until 2020 are anticipated to increase, but this may only partly be ascribed to the pending introduction of CCS. [Copyright &y& Elsevier]

Over the last 20 years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases (GHG). This paper offers a survey of the existing literature assessing cost-effectiveness and efficiency of greenhouse gas mitigation strategies or the effects of broader economic reforms in the agricultural and forestry sectors. The focus is mainly on European countries. Different methodological approaches, research questions addressed and results are examined. The main findings are that agriculture can potentially provide emissions reduction at a competitive cost, mainly with methane abatement, while carbon sequestration seems more cost-effective with appropriate forest management measures. Afforestation, cropland management and bioenergy are less economically viable measures due to competition with other land use. Mitigation policies should be carefully designed either to balance costs with expected benefits in terms of social welfare. Regional variability is one of the main drawbacks to fully assess the cost-effectiveness of different measures. Integration of models to take into account both social welfare and spatial heterogeneity seems to be the frontier of the next model generation. [Copyright &y& Elsevier]

This paper presents for 16 typical forest types across Europe a standard carbon sequestration profile. The study was carried out with the model CO2FIX which was parameterised with local yield table data and additional required parameters. CO2FIX quantifies the carbon of the forest ecosystem–soil–wood products chain at the stand level. To avoid misleading results annual net sequestration rates are not presented here, because these strongly fluctuate in time. Therefore, only its advancing mean is presented as a more reliable indicator. This avoids a great deal of uncertainty for policy makers. The variation between forest types is large, but mean sequestration rates mostly peak after some 38 years (with a net source lasting up to 15 years after afforestation) at an average value of 2.98 Mg C ha−1 per year (ranging between forest types from 4.1 to 1.15). After 200 years, the net sequestration rate saturates to a value of 0.8 Mg C ha−1 per year (ranging from 1.4 to 0.13). The long-term mean carbon stock in tree biomass and products amounts on average to 114 Mg C ha−1 (ranging from 52 to 196). [Copyright &y& Elsevier]

This paper analyses the role of sector coupling towards 2050 in the energy system of Northern-central Europe when pursuing the green transition. Impacts of restricted onshore wind potential and transmission expansion are considered. Optimisation of the capacity development and operation of the energy system towards 2050 is performed with the energy system model Balmorel. Generation, storage, transmission expansion, district heating, carbon capture and storage, and synthetic gas units compete with each other. The results show how sector coupling leads to a change of paradigm: The electricity system moves from a system where generation adapts to inflexible demand, to a system where flexible demand adapts to variable generation. Sector coupling increases electricity demand, variable renewable energy, heat storage capacity, and electricity and district heating transmission expansion towards 2050. Non-restricted investments in onshore wind and electricity transmission reduce emissions and costs considerably (especially with high sector coupling) with savings of 78.7€ 2016 /person/year. Investments in electric power-to-heat units are key to reduce costs and emissions in the heat sector. The scenarios with the highest sector coupling achieve the highest emission reduction by 2045: 76% greenhouse gases reduction with respect to 1990 levels, which highlights the value of sector coupling to achieve the green transition. • Sector coupling increases demand flexibility and renewable energy integration. • Electricity-to-heat is a cost-effective way to decarbonise most of the heat sector. • Decarbonisation targets might not be reached without sector coupling. • Restricting onshore wind and/or grid expansion reduces the value of sector coupling. • Detailed variable renewable energy modelling is important in future energy systems. Biomass can help reaching climate goals in many sectors. In electricity generation it can complement variable renewables or, if coupled with carbon capture and storage (CCS), also provide negative emissions. This paper adds to the existing literature by focusing on the cost-efficiency of balancing variable renewables with biomass and by providing an indication on acceptance of these technologies. A dynamic optimization model is used to analyse the role of biomass in the European electricity system pending different emission targets for 2050. The results are compared with survey data on investment preferences for biomass technologies, and wind and solar power. The formulation of the emission target greatly influences the cost-efficient use of biomass, with more concentrated use observed, if bioenergy with CCS is allowed. This indicates that a Europe-wide emission target could be more cost-efficient than separate national targets. Both governmental and nongovernmental actors tend to be negative towards investing in biomass technologies, although with greater variation if combined with CCS, indicating possible challenges for implementation. The application of the concept of ecosystem services in the context of environmental management of agricultural landscapes is a relatively new and developing topic. There is increasing demand for the delivery of ecosystem services, especially with respect to ensuring that outcomes from policy interventions are realised. Consequently, there is a need for knowledge, tools and techniques to aid the identification of appropriate options for the given circumstances. This paper presents the outputs from a study that aimed to derive practical approaches that could be used to quantify ecosystem services from features on farmland in Europe. More specifically it aimed to integrate the outputs from the Quantification of Ecological Services for Sustainable Agriculture project into an existing prototype software package (the Ecological Focus Areas Calculator). The ecosystem services explored are soil erosion; pollination; pest control; aesthetics; and carbon sequestration. Following an explanation of the methodology, case study landscape features are used to illustrate the outputs generated. The quantitative outputs are also compared to the outputs from the existing qualitative techniques in the Ecological Focus Areas Calculator to highlight the advantages and disadvantages of the two approaches. The study concludes that the development of more quantitative approaches is an improvement over more qualitative techniques. However, quantitative techniques are not available for all ecosystem services, whereas the qualitative approach covers more ecosystem services and thus provides a more holistic perspective. It will be important to further develop the techniques as new science emerges; to ground truth the techniques to confirm and improve their reliability; and to improve delivery tools to meet the requirements of different end users which may evolve in the future. As the intellectual, economic and technical capacity of the land management sector increases, the level of sophistication that is be deemed to be practical will also evolve, thus the tools and techniques available need to keep pace with this. Carbon capture from the calcination process in Kraft pulp mills, also known as sulphate pulp mills, has potential as a part of carbon capture and storage (CCS) infrastructure deployment. Growing concern of climate change is increasing the interest for so-called negative emission technologies (NETs), and large emission points have great potential. However, among other factors, lack of financial incentives, trade-off with investments in existing products, and the necessity of large infrastructure that stretch across country borders, constrain deployment. This study investigates two concepts for carbon capture in combination with lime kilns in Kraft pulp mills: oxyfuel combustion and electric arc plasma calcination. The results from the modelling of six configurations show that carbon capture from the calcination process with these technologies can be made with comparatively low additional energy demand. Sulphate pulp production from Kraft pulp mills, which use lime kilns, is increasing in Europe and in the world. Therefore, there is large potential for capture of CO 2 from these alternative calcination technologies, both as a first step towards and as a part of a large-scale deployment of CCS and bioenergy with CCS (BECCS).
