Toppling the statue of Queen Victoria in July 2021 did not end the reign of colonialist memory on the Manitoba Legislature's grounds, but simply marked the removal of its most accessible symbol. This paper examines the sculptural programme of the Legislative Assembly and how its engagement with the classical world glorifies the role of European settlers while erasing the contributions and experiences of Indigenous people. It details the exclusionary narrative told by these statues through the lens of ancient art and modern architectural history, tying Beaux-Arts architecture and the City Beautiful movement to the White supremacist classicizing aesthetics of the 1893 Chicago World's Fair. It argues that the imagery used on the Legislative Building was intended to recruit White settlers into a colonial and capitalist vision of Manitoba. More specifically, it examines the connections between images from antiquity and the idea of Manitoba as the centre of a powerful colonial enterprise, through an architectural nostalgia that distorted the realities of both the ancient past and the present. Using the ancient Roman practice of damnatio memoriae ("condemnation of memory"), this paper contends that statuary like that found on the Legislative Building offers a pretense of permanency and authority that has in reality been challenged as long as monuments have been used for this purpose. Ultimately it considers more dynamic forms of commemoration, such as the orange flags planted around the plinth where Queen Victoria once stood, and how communal memory can be more responsive and reflective of the people it represents. In recent years, changing environmental, developmental activity, government policies and laws, lifestyle changes and affordability dynamics have continued to threaten the self determination and food sovereignty of Indigenous peoples in the community. Their perspectives, teachings, and voices are rarely present in any scholarly work. Despite food security being a significant challenge among many First Nations communities on Turtle Island, there needs to be more empirical, community-based research that underscores the role of traditional food systems and associated values and teachings in Manitoban communities through an Indigenous lens. This research addresses that gap by building upon Indigenous perspectives and knowledges on the status and future directions of food security and sovereignty in Misko-ziibiing (Bloodvein River First Nation). Guided by Indigenous research protocol and using a qualitative research approach, ten in-depth interviews with Bloodvein River First Nation (BVR) and Winnipeg Elders were conducted. Data was also sourced through discussions with local council members, participant observation, and field visits during 2017. The fundamental values and traditional teachings associated with food sovereignty within the community are aligned with the spirit of sharing, including sharing ethics and protocols, social learning within the community, and intergenerational transmission. Enhanced intergenerational transmission of traditional teachings, education and language revitalization, and local leadership involvement can strengthen these social and cultural values to enhance Indigenous food security and sovereignty in Misko-ziibiing. This research identifies the knowledge and views of Elders, hunters, trappers and fishers, contributing to the current studies associated with traditional food systems and teachings. Strengthening social and cultural traditions and values is vital in working toward Indigenous food governance, sovereignty, and revitalization of their Indigenous food systems. Building on an international literature that stresses the growing importance of cities in both the economy and governance, this paper proceeds from the premise that national government support is essential to the maintenance of a social safety net, but that a great deal of local initiative is also necessary in order to ensure that national government funds are spent in a manner appropriate to the very different conditions in different cities. The paper focuses on a case in which a municipal government initiated a tri-level government program. Winnipeg officials and politicians developed a proposal for federal and provincial participation in a locally created welfare-to-work scheme, a scheme that, unlike conventional workfare, offered union wages and training leading to well-paid work. The municipal government provided on-the-job training for workers selected from the welfare rolls to carry out infrastructure upgrades and financed the project with money the federal and provincial governments saved on welfare payments. The paper argues that the municipal government was uniquely well placed to identify needed work, as well as to choose welfare recipients who would be able to benefit from the job training on offer. In this case, therefore, we argue that local initiative was essential to the success of this federally and provincially financed welfare-to-work program. The performance of multiple-input multiple-output (MIMO) systems using beam selection is investigated in this paper. Based on the results of a channel sounding campaign carried out at the University of Manitoba for line-of-sight (LOS) and non-line-of-sight (NLOS) scenarios, it was possible to contrast the results of transmitter, receiver and joint beam selection in rich scattering environments. The channel was characterized in the 1-2.4 GHz frequency band with a multipath delay resolution better than 5.8 ns. The beam selection was performed by exhaustive search method. The results led us to important conclusions regarding the beam selection procedure and its potential to improve the indoor channel capacity. In LOS, the single input single output (SISO) system that favours the maximum power direction of arrival (DOA) maximizes the capacity. Capacity improvements are observed by increasing the number of receiver beams (RBs) only at high signal-to-noise ratios (SNRs) for omnidirectional transmission. The best performance in transmitter beam selection in LOS is observed by increasing the number of transmitter beams (TBs) for high SNRs. In the case of NLOS, the capacity performance is improved when more than a single beam is used in either, transmitter or receiver side. The joint transmitter-receiver beam selection exhibits best capacity performance only for large SNRs in LOS while the SISO systems outperforms any joint beam selection alternative for low SNRs. In contrast, in NLOS environments, the use of joint beam selection shows a constant capacity performance improvement starting from lower SNR than in the LOS case. [ABSTRACT FROM AUTHOR]

The use of fiber-reinforced composite materials for the construction and rehabilitation of civil engineering structures is relatively new. Structural members are routinely joined by bolted connections. Bolted connections are relatively easy to assemble and maintain, and are capable of transferring the high loads that typically occur in civil engineering structures. Currently there is a serious lack of knowledge on the behavior and design of bolted connections for fiber-reinforced composites. In light of this, a comprehensive experimental and analytical investigation was conducted at the University of Manitoba to study the behavior of bolted connections in composite materials appropriate for civil engineering applications. A total of 102 single-bolt connections were tested up to failure. The various parameters investigated were the width of the structural member, the edge distance, the thickness, and the direction of the fibers with respect to the applied load. The experimental program also included comprehensive material testing to determine the various in-plane material properties. This paper discusses the experimental program, test results, and various modes of failure as affected by the foregoing parameters. Indigenous youth are key partners in improving our understanding of holistic health and identifying solutions to address health-related issues. The Urban Gardens Project was a community-based research partnership involving Indigenous youth co-researchers, Brandon University, Indigenous Knowledge Users, Elders, and Indigenous organizations in Winnipeg and Brandon, Manitoba. Using the Medicine Wheel as an analytic framework, the study identified key indicators of spiritual, mental, physical, and emotional wellbeing that Indigenous youth attributed to gardening. Findings illuminate the need for policies to foster Indigenous youth engagement, leadership, and urban gardening programs that advance Indigenous cultural practices to contribute to Indigenous health and wellbeing. The housing difficulties facing many low income Canadians today is well documented. For newcomers, and particularly refugees, these challenges may be amplified. This paper considers the influence of legal status and place in the housing outcomes of government-assisted refugees and refugee claimants in Vancouver, BC and Winnipeg, MB. Results from the study indicate that while claimants in Vancouver face a more difficult 'pathway to permanent housing' than do government-assisted refugees, the same is not true in Winnipeg. Abstract: An extensive research project is currently being carried out at the University of Manitoba, Canada, involving the development of glass fiber-reinforced polymer (GFRP) wind turbine towers. The towers consist of multi-cell segments, each segment constructed from eight filament wound cells jointed together with resin applied over their interface. The present paper mainly addresses the static and dynamic characteristics, such as failure static loads, modes of failure, fundamental frequencies and periods of such segmented composite towers. Both experimental and numerical results are presented. The experimental investigation involved the testing of two jointed scaled towers. These specimens had a total height of 4.88-m (16-ft) and were tested as cantilevers under static and dynamic loading. The testing was conducted at the W.R. McQuade Structural Engineering Laboratory of the University of Manitoba. Finally, finite element models were developed to analyze the structural behavior, static and dynamic, of single and multi-cell composite segments and towers. The article presents an interview with 20th century intellectual activist Graham Spry. He mentions his involvement in the 1919 Winnipeg, Manitoba labor strike. Spry believed that the newspaper "Manitoba Free Press," in which he was a longtime employee, dominated the paper industry then as well as now. He also comments about the political leanings of the various newspapers of the time.

This paper describes the emergence of a formal partnership between Manitoba First Nations and researchers in the Department of Community Health Sciences at the University of Manitoba. This partnership reflects two decades of a working relationship in Manitoba involving university researchers and First Nations communities, as well as new and innovative approaches to developing organizations, training initiatives and projects that strengthen First Nations principles of governance. The emerging trust that has developed between the Manitoba First Nations and the University has made it possible to extend this partnership into building further research capacity and evidence-based decision-making among First Nations. Discussions between the Assembly of Manitoba Chiefs and the Northern Health Research Unit resulted in the development of a Manitoba First Nations Centre for Aboriginal Health Research. Its mission is to initiate, coordinate and support research activities designed to assist First Nations and Aboriginal communities and organizations in their efforts to promote healing, wellness and improved health services in their communities. Much of the health research described in this journal was facilitated through this partnership, which demonstrated the value of partnerships and new funding opportunities to better address the health information needs of First Nations communities, particularly at a time when Aboriginal communities were highly skeptical of the value of academic research. ABSTRACT This paper attempts to test Klapp's (b) position that a strictly open social system will be entropic. Data on seven ethnic groups in the Winnipeg area are used to test this claim. The data indicate that opening alone seems to be related to a state of entropy. Both the Poles and the Germans experienced considerable opening and very limited closing. This seems to cause marginality where individuals of each group could identify neither with their ingroup nor with the host society. The other five ethnic groups experienced both opening and closing in various combinations. The French and the Jews developed substantial subsystems which provided ingroup means for closing, while the British and Scandinavians opened up to the larger Canadian society which resulted in a more assimilated means of closure. We present a comprehensive review of multivariate geostatistical models, focusing on the bivariate case. We compare in detail three approaches, the linear model of coregionalisation, the common component model and the kernel convolution approach, and discuss similarities between them. We demonstrate the merits of the common component class of models as a flexible means for modelling bivariate geostatistical data of the type that frequently arises in environmental applications. In particular, we show how kernel convolution can be used to approximate the common component model, and demonstrate the method using a data-set of calcium and magnesium concentrations in soil samples. We then apply the model to a study of domestic radon concentrations in the city of Winnipeg, Canada, in which exposure was measured at two sites (bedroom and basement) in each residential location. Our analysis demonstrates that in this study the correlation between the two sites within each house dominates the short-range spatial correlation typical of the distribution of radon. In the city of Winnipeg, Manitoba, the word presentation-signifying a cash wedding gift as an alternative to material objects, and usually stated on the lower right-hand corner of the wedding invitation-has become recognized, if somewhat controversial, across class, linguistic, and ethnocultural boundaries. Both implicit and complicit coding methods overshadow or disguise the transactional nature of the cash gift in order to make the request more polite. Presentation is echoed in such forms as rhymed cash requests and themed receptacles, which likewise disrupt the economistic undertones of the cash gift while maintaining the personal face of the wedded couple and their guests. We argue that such customs offer layered codes that not only reinforce the taboo on requesting cash, but critique capitalism's invasion of this rite of passage and its associated events. Immigrating to the Canadian prairies in the late 1870s, a predominantly male Chinese population first settled in Winnipeg, Manitoba, then in Brandon and cities, towns, and villages created by new branch lines of the Canadian Pacific Railway (CPR) in the 1880s. From the earliest time of the province's post-colonial settlement, men could join the Chinese Freemasons (Hongmen/Zhigongtang) whose 1863 headquarters was established in Barkerville, British Columbia, and later the Chinese Benevolent Association (CBA) in 1884 in Victoria. By 1910, a Winnipeg Freemasons “lodge” (probably a restaurant) existed that also housed a local branch of the Tongmenghui (Chinese United League). Two years later, it became a secret KMT (Zhongguo Guomindang or Chinese Nationalist League in the West) office and one year after that a rural outpost opened in Brandon. While the men had found comfort in the fellowship provided by Freemasons and CBA membership, in the KMT they had Sun Yatsen (1866–1925) who, like them, came from a southern village and was now living away from China. This essay examines the front and back regions of everyday religiosity that emerged out of KMT involvement and relationships, reverence for Sun Yatsen, and a nominal Christian identity in a Western Manitoban Chinese Community. Background: research has reliably demonstrated cardioprotection from regular alcohol use. Heavy episodic drinking (HED), however, negates these beneficial effects and increases the risk of cardiovascular disease (CVD). The impact of age on the health effects of episodic drinking has not been evaluated. Objective: to examine the association between alcohol volume and pattern of consumption on the risk of cardiovascular morbidity and mortality across the lifespan. Design and Setting: prospective, community-based cohort study of adults in Winnipeg, Manitoba, Canada. Subjects: a total of 1,154 participants (580 men and 574 women) aged 18-64 surveyed at baseline (1990-91) on alcohol consumption levels and pattern of use. Methods: usual alcohol consumption was measured using a quantity-frequency approach. HED was estimated by asking participants how often they consumed eight or more drinks in one sitting in the past year. Questions were asked separately for wine, beer and spirits. Surveillance for cardiovascular events was conducted for 10 years (i.e. up to age 74 years). Diagnoses of CVD were obtained via health utilization records. Cox proportional hazard models were derived for both genders and for `young adults' (baseline age 18-34), `middle-aged adults' (baseline age 35-49) and `older adults' (baseline 50-64). Models were adjusted for marital status, cigarette smoking status and educational level. Results: Reduced risk of CVD was associated with usual consumption, whereas an increased risk was associated with RED. Among male usual drinkers, cardioprotection was afforded only to middle and older age groups. The benefits of regular consumption were seen only in the youngest age group among women. The heaviest usual consumption category was associated with a decreased risk of CVD in men. Heavy episodic drinking increased the risk of coronary heart disease in middle-aged men and was marginally significant in middle-aged women. Risk of hypertension was elevated in older men with heavy episodic drinking. Conclusions: The well-established relationship between regular alcohol consumption and decreased risk of CVD may not become evident until middle age or older in men. Women may benefit from usual consumption at a much younger age. In both sexes, however, these beneficial effects of alcohol use are negated when alcohol is consumed in a heavy episodic drinking pattern, particularly for middle-aged and older men. Background: The objectives of this study were to determine rates of prenatal care utilization in Winnipeg, Manitoba, Canada from 1991 to 2000; to compare two indices of prenatal care utilization in identifying the proportion of the population receiving inadequate prenatal care; to determine the association between inadequate prenatal care and adverse pregnancy outcomes (preterm birth, low birth weight [LBW], and small-for-gestational age [SGA]), using each of the indices; and, to assess whether or not, and to what extent, gestational age modifies this association. Methods: We conducted a population-based study of women having a hospital-based singleton live birth from 1991 to 2000 (N = 80,989). Data sources consisted of a linked mother-baby database and a physician claims file maintained by Manitoba Health. Rates of inadequate prenatal care were calculated using two indices, the R-GINDEX and the APNCU. Logistic regression analysis was used to determine the association between inadequate prenatal care and adverse pregnancy outcomes. Stratified analysis was then used to determine whether the association between inadequate prenatal care and LBW or SGA differed by gestational age. Results: Rates of inadequate/no prenatal care ranged from 8.3% using APNCU to 8.9% using RGINDEX. The association between inadequate prenatal care and preterm birth and LBW varied depending on the index used, with adjusted odds ratios (AOR) ranging from 1.0 to 1.3. In contrast, both indices revealed the same strength of association of inadequate prenatal care with SGA (AOR 1.4). Both indices demonstrated heterogeneity (non-uniformity) across gestational age strata, indicating the presence of effect modification by gestational age. Conclusion: Selection of a prenatal care utilization index requires careful consideration of its methodological underpinnings and limitations. The two indices compared in this study revealed different patterns of utilization of prenatal care, and should not be used interchangeably. Use of these indices to study the association between utilization of prenatal care and pregnancy outcomes affected by the duration of pregnancy should be approached cautiously. Background: Previous studies have used social network variables to improve our understanding of HIV transmission. Similar analytic approaches have not been undertaken for hepatitis C (HCV) or B (HBV), nor used to conduct comparative studies on these pathogens within a single setting. Methods: A cross-sectional survey consisting of a questionnaire and blood sample was conducted on injection drug users in Winnipeg between December 2003 and September 2004. Logistic regression analyses were used to correlate respondent and personal network data with HCV, HBV and HIV prevalence. Results: At the multivariate level, pathogen prevalence was correlated with both respondent and IDU risk network variables. Pathogen transmission was associated with several distinct types of high-risk networks formed around specific venues (shooting galleries, hotels) or within users who are linked by their drug use preferences. Smaller, isolated pockets of IDUs also appear to exist within the larger population where behavioural patterns pose a lesser risk, unless or until, a given pathogen enters those networks. Conclusion: The findings suggest that consideration of both respondent and personal network variables can assist in understanding the transmission patterns of HCV, HBV, and HIV. It is important to assess these effects for multiple pathogens within one setting as the associations identified and the direction of those associations can differ between pathogens. Radon, a well-established risk factor for human lung cancer, is present at low concentrations in most homes. Consequently, many countries have established national guidelines for residential radon concentrations. In this article, we evaluate two models for describing seasonal variation in residential radon concentrations based on the data from a large case-control study conducted in Winnipeg, Canada. In this study, radon levels in homes were monitored during two successive 6-month periods, with integrated annual radon concentrations obtained using CR-39a-track detectors. Significant differences were noted among measurements taken during different seasons of the year. Using the model introduced by Pinel et al. (1995) to describe temporal variation in residential radon levels in southwest England using seasonal adjustment factors, reasonable predictions of annual average radon concentrations were obtained from the 6-month integrated radon measurements. However, a simple multiplicative model was found to provide better predictions than the seasonal adjustment model. Objectives. Prenatal care is commonly understood to have a beneficial impact on birthweight. This study describes socioeconomic differences in utilization of prenatal medical care and birthweight in a population with universal health insurance. Methods. Measures of Prenatal care utilization, incidence of pregnancy complications, and birthweight were obtained from physician reimbursement claims and hospital separation abstracts for 12 646 pregnant women. Maternal socioeconomic status was derived from small-area census data. Results. Infants born to women in the poorest income quintile had lower birthweights than infants born to wealthier women. Much of the difference was associated with a higher prevalence of complications, smoking, unmarried status, and inadequate prenatal care among low-income women. The differnce in birthweight between adequate and less than adequate care groups was small, and the benefit associated with prenatal care was not greater among women with pregnancy complications. Conclusions. The lower utilization of prenatal care by poorer women accounted for a small proportion of the difference in birthweight.
