This document attempts to lay the groundwork for modeling and measuring the "wider benefits" of learning. The introduction distinguishes between two categories of "wider benefits" of learning. The first category is noneconomic benefits (benefits that are not measured directly in terms of additional income or increased productivity), and the second is benefits above the level of the individual (from family/household through community to the wider society). Part A examines the following topics: (1) available data sources (including longitudinal and cross-sectional survey datasets, case studies, experiments, and quasi-experiments); (2) functions of models (description, explanation, prediction, evaluation, heurism); (3) methodological issues (validity versus precision; scope; association/correlation/causality; data sources and practitioner research; pragmatism versus optimism; and "perverse" effects); and (4) literature reviews on issues and themes. Part B presents reviews discussing the literature pertaining to the following domains: health; aging; families; crime; and citizenship. Part C, which is devoted to the implications of Parts A and B for future work, considers methodological and theoretical issues and offers a framework for the research agenda. Emphasizing a problem-solving perspective, the document investigates the world food scene. Simply defined, the world food problem is the apparent inability of the world's people to feed themselves adequately and consistently. Intended for use by college level geography instructors as they develop courses on human uses of the environment, the document presents data on the nature of food supply systems, nutrition concepts, and methodological ideas. The document is presented in four chapters. Chapter I offers a geographical assessment of the world food problem. Major topics are energy and protein need, food excess and deficit, national diets, diet composition, and diet quantity. Chapter II compares food supply systems in developing and developed nations. Chapter III discusses potential solutions to the world food problem based upon human adaptation of the environment, technology, equitable distribution within and among nations, and population control. The final chapter suggests creation of a world food policy based upon equitable distribution of food, changes in diet in industrialized areas, allocation of resources to developing areas, and creation of smaller, less energy intensive farms in industrialized agricultural systems. These proceedings contain the papers and posters of the 21st International Conference on e-Society (ES 2023) and 19th International Conference on Mobile Learning (ML 2023), organised by the International Association for Development of the Information Society (IADIS) in Lisbon, Portugal, during March 11-13, 2023. The e-Society 2023 conference aims to address the main issues of concern within the Information Society. This conference covers both the technical as well as the non-technical aspects of the Information Society. The Mobile Learning 2023 Conference seeks to provide a forum for the presentation and discussion of mobile learning research which illustrate developments in the field. These events received 246 submissions from more than 31 countries. In addition to the papers' presentations, the conference also included one keynote presentation from Professor Agnes Kukulska Hulme (Institute of Educational Technology (IET), The Open University, United Kingdom). This report discusses the existence and prevention of major health and safety risks for children in day care and makes recommendations for the Federal Interagency Day Care requirements (FIDCR) concerning health and safety. Section I describes varying concepts of risk related to probability and to possibility of adverse events, and discusses assumptions about risk made by insurance, legal and lay sources. Section II presents evidence which delineates the major risks to health and safety of young children, in terms of both frequency of incidence and potential severity of outcome. Risks discussed include motor vehicle and pedestrian accidents, fires and burns, falls, suffocation and ingestion, drowning, infectious disease, malnutrition, dental disease, lead absorption, hearing loss, developmental and speech disabilities, allergies, vision problems and genetically transmitted disease. Section III discusses four internal program characteristics and four outside resources which help prevent or minimize risks described in section II. Later sections survey current health and safety practices in day care, discuss three options for a federal role in minimizing risks, and offer recommendations pertaining to federal regulation and areas for further research. The purpose of the study is to begin a detailed investigation of the low-paid work force and to focus attention on the determinants of low-wage employment, by dissecting the various forces that contribute to the determination of wage levels for full-time full-year workers. The question is whether low-wage poverty can be eliminated by upgrading the health, skill, and education of the poor, or whether more fundamental changes in the social and economic environment are necessary. The study is divided into ten chapters in three broad categories. Part One examines poverty strategies and wage theory. Part Two, the longest section of the study, explores the dimensions of the problem and puts forth findings on its correlates: education level as it relates to wage rate across occupational groups and its effect on earnings between occupational categories and between industries; geographical location; and migration and health. Part Three summarizes the findings presented in Part Two, and discusses implications for new policy directions. Appended are supplementary data tables, definitions, and data sources. (Author/AJ)

This book provides an interdisciplinary projection of the factors affecting the lives of Europe's children in the coming decades. It is a sequel to a volume of the same name, published in 1979. Europe is undergoing dramatic changes, demographic, political and technological, which will influence the health, well-being and potential of children. Children are an ever diminishing proportion of the population and their interests rank low on the agenda of most countries. Efforts to improve the quality of their life tend to be uni-dimensional, focusing on a specific group or undertaken by a specific discipline. The absence of co-operation, coordination or even communication between professionals involved with children and families results in inappropriateness, inaccessibility and ineffectiveness of programmes for children and their families. Lack of advocacy for children results in priority being given to other groups. This book brings together professionals and researchers from a wide range of disciplines (maternal and child health, genetics, psychology, psychiatry, social sciences, epidemiology, city planning, education, law etc.), who participated in a conference, discussed the issues and contributed chapters on topics which appear to be of greatest importance, or to present new challenges, for the healthy development of Europe's children and their passage into a satisfying and productive adulthood. The chapters are arranged in five sections dealing with family, environment, health, education and state, with a final section covering the overall projections. Reference is made to the predictions made in the earlier volume, and the success or failure in basing action on those predictions, and special emphasis is given to children with special needs. Over the last several decades a number of strategies have emerged and evolved to promote gender equity in development efforts. Yet debates regarding the relative efficacy of these strategies remain. On Thursday, April 26, 2007, the Woodrow Wilson Center convened a group of experts on gender and development to address the issue of gender inequality from a variety of perspectives. Panelists reflected on past efforts to promote gender equity and discussed effective strategies for the way forward. The first panel discussed the main approaches to promoting gender equity and the progress made towards incorporating gender concerns in development institutions. Laying out the historical context in which the Women in Development (WID) and Gender and Development (GAD) strategies emerged, Jane Jaquette argued that the way in which these approaches evolved has depended very much on the limitations and opportunities available at different points in time. Discussing the effectiveness of gender mainstreaming, Aruna Rao stated that gender mainstreaming has been associated with more failures than successes. The second panel focused on specific arenas where gender equity is being pursued in creative ways. Cathy Feingold described the ongoing feminization of poverty in the global economy as women workers constitute the driving labor force behind export production and rural-urban migration. Stressing the importance of engaging men around issues of reproductive health and gender equality, Andrew Levack argued it is necessary to explore some of the more detrimental constructs of masculinity and alternative attitudes and actions. Angelina Aspuac described her experience leading a women's empowerment association in Guatemala. Lyn Beth Neylon explored the dynamics of legal and judicial reform projects run by USAID's Women's Legal Rights Initiative (WLR) in Rwanda and Benin. The keynote speaker, Nyaradzai Gumbonzvanda, asserted that a larger conceptual framework is needed, which links empowerment, rights, and mainstreaming in all social spaces in order to advance the discourse on gender relations and achieve greater gender equality. This document consists of 12 papers that, together, summarize the key issues underpinning future research and policy development related to intergenerational programs (IPs). "Introduction" (Alan Hatton-Yeo) discusses the project out of which the papers developed. "A General Assessment of IP Initiatives in the Countries Involved" (Ann-Kristin Bostrum, Alan Hatton-Yeo, Toshio Oshako, Yukiko Sawano) considers the historical and cultural roots of IPs, the role of IPs as instruments for solving priority social problems in given countries, the status of IPs, the training of IP professionals, and future needs and assessment of IPs. "Public Policy and Research Recommendations: An International Perspective" (Alan Hatton-Yeo, Jumbo Klerq, Toshio Oshako, Sally Newman) presents general recommendations, recommendations concerning four specific impact areas of IPs in public policy (economy and employment, society, lifelong learning, health), and recommendations concerning IP development and implementation strategies. This study of the civil rights policies and practices of the Bush Administration reviews the first 2 years of that administration's actions, presents recommendations for the future, and offers a series of working papers prepared by experts in the civil rights field. Part 1 of two major parts presents the actual report of the Citizen's Commission on Civil Rights, a bipartisan group of former officials of the Federal Government. That report treats civil rights policy and enforcement in the Bush Administration and offers seven recommendations for change. Part 2 presents 22 working papers on civil rights that deal with the following topics: (1) the Civil Rights Act of 1990; (2) education (enforcement in elementary and secondary education, sex discrimination, and minority access to higher education); (3) employment rights (equal employment opportunity and employment rights of older Americans); (4) immigration; (5) health (civil rights impact on national health policies and challenges posed by the Acquired Immune Deficiency Syndrome); (6) housing (fair housing enforcement, federal fair lending, credit opportunity, and community reinvestment enforcement); (7) affirmative action; (8) political rights (voting rights enforcement, voter registration reform, and the 1990 Census and minority undercount); (9) rights of institutionalized persons; (10) rights of persons with disabilities (Americans With Disabilities Act, Department of Housing and Urban Development, and rights of the institutionalized disabled); (11) United States Civil Rights Commission; and (12) administration of justice (judicial nominations and the Hate Crime Statistics Act). This book contains the final report of the Commission on Education for Health Administration, with its recommendations and observations on health administration education for the next decade. The objectives of the study revolve around the following issues: (a) complexity of the health and medical care system and needs for improved organization and administration within the system, (b) definition of role and responsibility in health administration practice, (c) relevance and quality of education for health administration, and (d) process for achieving articulation between health administration education, practice, and the community. This book is the product of an international symposium on the child in the world of tomorrow which took place in Athens the first week of July 1978. Contributors come from more than 10 scientific disciplines, among them pediatricians, architects and town planners, sociologists, economists, teachers, and politicans. Participants came from all five continents, including many representatives from the Third World. Among the topics explored are: (1) possible social and physical environments of the future; (2) the child and the family; (3) education, including parents' and society's role in education; (4) child health, health care and nutrition; (5) perspectives on the community and home environment of the child; and (6) the relationship of the state to its population of children. This book is a nearly complete record of the symposium; all contributions to the 16 plenary sessions are reported (though some are abbreviated); and all of the papers discussed in the 15 special sessions are referred to, together with the comments of a number of the participants in these sessions. The name and address of all 158 contributors to the book are appended. A list of all papers presented to the special sessions is added to the report of each session, and a book of abstracts of these papers is available from the Institute of Child Health, Athens 617, Greece. This volume contains the report and recommendations of the United Nations-sponsored meeting on population growth and demographic structure which was held in Paris, November 1992. Materials in the volume can serve as useful tools for future research on the relations between population, environment, and development and further the work of the United Nations in those areas. This collection of papers begins with a presentation on the role of mass media campaigns in drug abuse prevention, emphasizing the need for skill development and family involvement. The next presentation addresses general and specific influences on health behavior including society, the family, peers, the school, and the individual. A three-dimensional model for health promotion is described. Community prevention projects in heart disease are presented with implications for drug abuse prevention. Research on the interplay of social, personality, and developmental factors is reviewed. The effects of alternative programming as a prevention strategy are given. School/parent group programs and research on their effectiveness are discussed. The values of drug abusers, from the perspective of belief system theory are addressed. This publication addresses the field of mind-body health and examines ways in which the study of connections between our minds and bodies might be integrated into the community college curriculum. It includes suggestions for community college leaders; offers three background papers that introduce and elaborate on the meaning of mind-body health and that provide the results of a nationwide survey on the current status of mind-body studies on community college campuses and the degree of community college interest in this field for future; and provides a listing of mind-body health resources. Community colleges have traditionally responded in timely, innovative ways to the educational needs of the citizens they serve. Growth in public awareness of the possibilities that mind-body health presents, when juxtaposed with a striking lack of public information and education about the field and its evolving knowledge base, offers the community college the kind of challenge it is accustomed to meeting. Through the range of ways in which it delivers education--academic disciplines, community services, and continuing education--community colleges can help the members of their respective communities understand what mind-body health is, how it can complement traditional medicine, and what options it offers them.
