In recent years, a credit recognition system has been developing in Uzbek higher education institutions. Much research has been done on this development, but it has been concentrated on system building, barriers/issues and international practices. The relationship between credit recognition system reforms and democratization of higher education has attracted little attention. This article will provide insight for understanding the ongoing development of credit recognition in Uzbek institutions, in the perspective of democratisation. It outlines the major institutional implications of credit recognition system development and illustrates what have been effected in Uzbek high education institutions in terms of democratisation. The author suggests that though democratisation is not pursued as an official policy, it is going on unnoticed, hand in hand with reforms to recognise credit for study in Uzbek higher education. This paper is described current preparation to move toward new system in Uzbek higher education police. Uzbek higher education is going to join international higher education by implementation credit system and giving some academic freedom to the higher education organisations. In summary we have a quick look on higher education reform policy which shows all the initiatives on quality of education. Underlying the development of a system to recognised studies undertaken follows the same logic. However, developing a system to recognise study credit not only improves quality, it has a strong linkage with democratisation of higher education. [ABSTRACT FROM AUTHOR]

The paper analyzed the secondary school funding policy In the state system of Mato Grosso do Sul, while the Fund for Maintenance and Development of Basic Education and the Valorization of Professionals of Education (Fundeb) was In force nationwide, from 2007 to 2018. The study included data from State Secretariats, education legislation, material from the press, and from the teaching union movement. Fundeb's resources were spent, in their entirety, with the teaching payroll. The fiscal austerity initiated with the approval of Constitutional Amendment No, 95/2016 has put at risk both Fundeb and the other rights to education posed by the recent legislation. This paper analyzes the fundamentals of the Third Wat ideology conceived by Anthony Giddens and his influence on the policies for the higher education In Brazil during the 2000s, as reference it has the "Fundo de Financiamento Estudantil" (FIES). It assusmes that the policies implemented during the period incorporated the Third Way logic and it is similar, in some aspects, to the neoliberal ideals, which have gained relevance In the political world and economical scenario in recent decades. It's about a literature review and data analysis from the "Fundo Nacional de Desenvolvimento da Educaçâo". The results of the study Indicate that the Third Way policies were significant to the conduction of the brazilian higher education expansion and to the growth of the private sector in the teaching level, having the State as one of the main financial agents. Interculturalism is a way to deal with the cultural difference, which is a growing issue today and often manipulated in politics. In recent years, the populism (along with sovranism, nationalism, and authoritarism) has been the true enemy of the intercultural discourse, widening intolerance and racism in both social interactions, media communication, and urban contexts. The article aims at analyzing the fundamentals of Interculturalism and their apparent discrepancy with populism, providing reflexivity as a remedy to the current loss of sense of the intercultural discourse which sometimes became functional to the institutional racism. Firstly, the article recalls the basic values to understand the different nuances of interculturalism; secondly, it argues that leaving the “passion for interculturalism” up to the practicalities disempowers the intercultural discourse within the ambivalence of the field level. The authors argue about the need to focus also on the intermediate level in which embedding a rigorous discourse, inspired by the “reflexivity” critique. This is applied to the policy making in some crucial social and educational fields. The social planner is meant to use clear “middle ray concepts” and to distinguish the intercultural solutions from the populistic ones, on the basis of 4 antinomies: simplicity vs. complexity; rapidity vs. duration; conflict vs. conciliation; self-centered self vs. decentered self.
