3. Drobeta Turnu Severin Heavy Water Plant: Construction

The heavy water plant was established under the name of Combinatul Chimic Drobeta, by Decree 400/16.11.1979, under the Inorganic Products Industrial Center (CIPA) Râmnicu Vâlcea. The thermo-electric plant for supplying the heavy water factory with steam was decided to be located in Halânga village, three kilometers from the factory. The process water required for the factory was brought from the Danube, and the hydrogen sulphide used in the process was produced in the plant, through a specific technology, and then compressed, liquefied and stored in special tanks. The works on the heavy water factory at Drobeta Turnu Severin started in 1979, based on a derogatory HCM. The equipment for the heavy water plant was purchased through the Industrial Center for Chemical and Refinery Equipment (CIUTCR). All equipment and facilities that transported hydrogen sulphide had to meet strict quality assurance conditions.

There is currently an obvious concern about the dilemmas, perplexities and fatigue of ethics, which are predominantly assumed in the field of philosophical research, and from there to other disciplines. This text proposes to raise an ethical proposal of an ontocentric and hermeneutic (macroethical) cut, and the purpose is to apply it to Library Science. This proposal would not only serve to give a turn to the construction of deontological codes of professional library associations but also to explore the values and principles that support them, which implies inquiring into the librarian's personal socio-framework (mission, evolution, self-understanding). The proposal will be in line with Luciano Floridi's philosophy of information and various theorists from other latitudes, since it is a plural and integrative discourse. Human beings do not discover or invent the world, we just design it. We understand it only to the extent that we understand their models and their representations. This is a symptom that occurs in deontological ethics: we try to enclose moral actions in ethical models and systems. Philosophy of information represents a new way of conceiving the world of information and, therefore, its ethical dimension.

Introduction: The creation and development of smart cities require creating a suitable platform, infrastructure, and capacity for the sharing and using capital and knowledge assets, including data, information, and knowledge produced by citizens, the government, and various organizations in all fields. One of the main problems and obstacles to the creation and development of smart cities is that knowledge assets of different types are distributed in different sectors or even in different regions related to stakeholders, as well as their systems and the purpose of using them. These are important ethical issues that need to be addressed by stakeholders/trustees in smart cities. The current state of active information and knowledge centers in the country, related to sharing knowledge assets, has created obstacles to the smart transformation and smartening of the above centers in data-oriented and knowledge-based smart cities. The present study, while pointing to the need for inter-organizational knowledge-sharing in smartening socio-cultural organizations, including information and knowledge centers, seeks to state the problems as the factors affecting the current state of inter-organizational knowledge sharing and the importance of identifying the underlying factors, steps, processes, methods and tools and ultimately the consequences in above centers in the context of smart cities. Methodology: The present applied study has been compiled with an analytical review approach using the documentary-library method based on the literature review and related texts in the fields of knowledge management, smart cities, and cultural development of these intelligent cities focusing on cultural institutions providing information and knowledge. In the present study, by using the documentary method, after explaining the position of information and knowledge organizations and centers in the smart city on the one hand and the necessity of inter-organizational knowledge sharing in the smart city; on the other hand, the need for inter-organizational knowledge sharing in the smartening up information and knowledge organizations and centers has been discussed. Findings: Sharing inter-organizational knowledge and knowledge capital are the key issues in the creation and development of smart cities. Socio-cultural organizations, as the providers of information and knowledge, have an important role in the cultural development of smart cities in dimensions of people and smart life, although there is no effective interaction and coordination between these organizations, their resources, and actions. Under the management and sharing of existing assets between these organizations, re-employment in the production and use of data, information and knowledge are prevented by various organizations, reducing the costs and the ability to share knowledge assets is effectively utilized in terms of planning, decision-making, and smartening services. Conclusion: Smart cities will be the result of interactions between citizens, organizations, and urban functions using data, information, knowledge, and information and communication technologies. As a result, it is necessary for all the organizations that are the source of providing services to citizens in certain areas in the city, based on a series of common data, information, and knowledge and at a common point, to make their decisions and only the result of the works of several organizations should be presented to the main beneficiaries or citizens. In this regard, smart cities as new urban ecosystems using open data, information, and knowledge as well as innovation system will lead to the integration of digital information and communication technologies, knowledge assets, and, consequently, increased responsiveness to citizens and improved quality of life. On the other hand, the ultimate goal of the smart city is to provide smart services in all areas related to urban life. Activities in the field of information and knowledge are associated with significant changes in the social and cultural structure of life and intelligent citizens and open a new arena for policymakers, including cultural organizations such as information and knowledge organizations.

The aim of the present thesis, funded by the Occitanie Region (2019-2023), is to construct a knowledge organization system (KOS) for the Allergy Unit of the Montpellier University Hospital (France), to represent and organize the complexity of allergy knowledge. Currently, there is no KOS that might be used by allergy professionals and researchers for their information processing and seeking activities. Allergy knowledge, produced by different actors, is abundant and heterogeneous, and keeps developing in parallel with the massification of health data. To allow and provide access to this knowledge, it is crucial to identify and characterize it, first by focusing on what might be useful for professionals’ daily activities and then by structuring it in a system of organization and documentary representation possibly linking the different ways of representing knowledge by different actors in this domain. Therefore, we propose a KOS in allergy, reached through a contextualized approach that relies, on one hand, on the analysis of the context of use of specialized knowledge, by the study of the informational practices of professionals who seek, produce, and mobilize knowledge in the domain; and on the other hand, on the analysis of a corpus of documents that professionals use in their daily activities. Through our work, we perform an epistemological reflection within the Information & Communication Sciences, by showing how the analysis of informational practices contributes to the construction of a KOS for a medical domain. Moreover, we try to answer a methodological question, linked with the development of a KOS in allergy, and evaluate if our conception method, oriented by a contextualized approach, allows to propose a useful KOS for the practices of the actors in this domain.

8. Digital Transformation of Television Companies in Russia

Television has been dominating the Russian media system with large audiences and attracting the major advertisers in recent decades. The digital transformation as an inevitable process affects all media companies, advertising market and media regulation. That is why the transformation of the traditional broadcasting is of particular interest of the researchers. The aim of this paper is to understand how the process of digitalization influenced the business strategies of the main television companies in Russia. Based on the eight in-depth inter views conducted with the top managers of the TV companies the authors came to the conclusion that the development of digital strategies is a priority for most television companies, but the processes are very slow and their understanding is still at a low level.

Entrepreneurship is a complex, dynamic and multidimensional phenomenon that transforms spaces and territories. The effects of this process on economic and social dynamics are increasingly evident in the Cuban context. However, there has not been a thorough examination of cultural undertakings, in their relationship with institutions, and in their profoundly transforming role. Therefore, the objective of this article is to theoretically explore the topic of the cultural entrepreneurship, as a factor of territorial reconfiguration, as well as to lay the foundations on future research and conceptualizations on the subject. This article highlights the benefits of the articulated management between institutions and entrepreneurs in the field of arts and culture, the importance of the spatial approach in studies on the subject, and the relevance to highlight the creativity and heterogeneity of the cultural entrepreneurs. The article contributes in a reflexive way to a theoretical and methodological approach to cultural entrepreneurship and the territorial synergies that take place in the process of artistic and cultural creation from the Cuban perspective.

10. Innovation in Legacy Media Institutions: the Case of the Al Jazeera Media Network

This research explores how legacy media institutions can facilitate an environment where innovation is possible. Using media innovation and the dynamic capabilities theoretical framework, the research looks at the specific case of the Al Jazeera media network, a pre-eminent broadcaster in the Middle East. The paper uses the case-study approach combined with personal interviews with media professionals and experts to understand the way innovation unfolds for a legacy media institution. While media transformation and innovation research is predominantly located in the western world, this research provides an empirical perspective from the global south. It finds in resource management and corporate adaptability the mechanisms of innovation adopted by Al Jazeera, and these mechanisms are not specific to the global south.

Defining what it takes to act entrepreneurially is fundamental to identify what competences shall be nurtured to cultivate the entrepreneurial capacity of European citizens and organisations. The Joint Research Centre and Directorate General for Employment, Social Affairs and Inclusion of the European Commission have developed a Reference Framework, turning a very broad definition of entrepreneurship into learning outcomes that facilitate the promotion of entrepreneurial learning across sectors.

The main ethical challenges that arise for Information Sciences (with the daily use in different areas of Big Data applications) are not about the reliability of its professionals to carry out tasks in the organization area in an impartial way or about the obligation to train themselves technologically in the area of Data Science. The most important problems are related to the concept of moral responsibility, especially from a metaethical perspective, in line with the reflection of the implementation of technology with respect to human autonomy. In this paper it is stated that the challenges of Big Data go beyond the individual spectrum of responsibility of a professional in Information Sciences (specifically, due to the negative social consequences), so that the changes brought about by massive data sets are essentially problems of a group ethics, so they require approaches from the theoretical postulates of these disciplines. In addition to this, the moral challenges in dealing with Big Data are usually approached from applied ethics (such as information ethics), but in this article it will be approached as a problem of metaethics and normative ethics (as a foundation for its application in professional codes), and also from some ideas of digital hermeneutics and the philosophy of technology.

This article is a five-year update to the author’s book, Progressive Library Organizations: A Worldwide History, published by McFarland in 2015. It includes information on all the organizations covered in the book except the Library and Information Workers Organisation of South Africa which folded in 2000. These six organizations are from Austria, Germany, Sweden, UK, and US. The analysis is based on several new interviews in 2017, documents, publications, correspondence, and much personal experience. These organizations are in various states of health, and two of them have transformed into new structures. We can take heart that activist librarians continue to organize themselves to push back against the neoliberalism that pervades our profession and the world at-large.

15. Leveraging latent persistency in the United States patent and trademark applications to gain insight into the evolution of an innovation-driven economy

Objective: An understanding of when one or more external factors may influence the evolution of innovation tracking indices (such as US patent and trademark applications (PTA)) is an important aspect of examining economic progress/regress. Using exploratory statistics, the analysis uses a novel tool to leverage the long-range dependency (LRD) intrinsic to PTA to resolve when such factor(s) may have caused significant disruptions in the evolution of the indices, and thus give insight into substantive economic growth dynamics. Approach: This paper explores the use of the Chronological Hurst Exponent (CHE) to explore the LRD using overlapping time windows to quantify long-memory dynamics in the monthly PTA time-series spanning 1977 to 2016. Results/Discussion: The CHE is found to increase in a clear S-curve pattern, achieving persistence (H~1) from non-persistence (H~0.5). For patents, the inflection occurred over a span of 10 years (1980-1990), while it was much sharper (3 years) for trademarks (1977-1980). Conclusions/Originality/Value: This analysis suggests (in part) that the rapid augmentation in R&D expenditure and the introduction of the various patent directed policy acts (e.g., Bayh-Dole, Stevenson-Wydler) are the key impetuses behind persistency, latent in PTA. The post-1990’s exogenic factors seem to be simply maintaining the high degree and consistency of the persistency metric. These findings suggest investigators should consider latent persistency when using these data and the CHE may be an important tool to investigate the impact of substantive exogenous variables on growth dynamics.

This paper, “The end of tenure and the advent of renewable contracts for all in LIS,” as part of a topic suggested by the organizers of the Part-Time and Adjuncts SIG Session of ALISE 2014, whose title of proposed session is: Casualties and Collateral Damages: A Critical Look at Educational Entrepreneurship, written and proposed by a Mexican LIS scholar educated at national and international universities, LIS at undergraduate level at UANL, Mexico, one (Muela-Meza) in the USA at Master level (SUNY-Buffalo), and PhD (Muela-Meza, in Information Studies at the University of Sheffield, UK). Having a long tradition employing critical librarianship conceptualizations to his LIS practice and scholarship at UANL, and to his journal Librarianship (LIS) Critique: Journal of the Sciences of Information Science. And having researched and faced since 2008 many situations as part-time and adjunct professor at UANL, hampering his mobility towards full tenure. Thus, if accepted this proposal for participation by presence at ALISE in Philadelphia, would give the author the chance to bring forward some international insights on the issues of fading out of tenure and the advent of renewable contracts with critical epistemology and critical theories and concepts, mainly comparing the U.S., British, Spanish, and Mexican librarianship. 18. I-school movement: a new facet of LIS education in India

The traditional LIS education is more than hundred years old. In India, LIS education started in the year 1911. The information explosion and subject proliferation in the post industrial society brought major changes in global information environment. The second major thrust on global information scenario was imposed by internet and communication revolution since the late nineties of the last century. Meanwhile, a new global movement in LIS education started to incorporate paradigm shifts of information behaviour, which is known as i-school movement. In this paper, a brief description of global i-school movement is given with special emphasis to India. In India, though this movement was initiated less than a decade ago, but its preamble was started since after independence through the inauguration of INSDOC followed by DRTC. The course structure of the new courses has also been discussed and its similarities with traditional courses are highlighted.

The Spanish federation of associations of information professionals FESABID studied in this report the situation of the collective in Spain, offering the current state and a prospective view on new trends and professional matters. The study was carried out in 2011 and includes three parts: a quantitive analysis including data and figures on the archives, libraries and museums in Spain; a qualitative analysis, based on a survey on the present and the future of the profession; and an Delphi study of Spanish experts in archives, libraries and information management. This study offers an outlook on the information profiles used in Spain and perceptions about the future of the sector, professional development and the needs of the collective. Turbulent times led firms to a flat organization structure, process management and decentralization. In spite of the fact that we have sophisticated tools of communication in firms, exchange of information and knowledge in companies with a flat organizational structure are not satisfactory. It is evident that although there is very flexible and fast communication in contrast to the vertically managed organizations, we often struggle here with a great deal of information noise, loss of information and knowledge throughout the enterprise. Deficiencies in communication do not concern the core processes but mainly the support processes. These support processes are high demands on documentation and information exchange. We face here the human factor and its variety in action, which is very difficult to cultivate with organizational culture. The culture helps create information environment and behavior of individual elements of broadly conceived information system or information ecosystem of organization. One of the ways to streamline enterprise information ecosystem and reduce the error rate is outsourcing of record management and outsourcing of archival and administrative services.

The factors affecting the success and efficiency of information systems are always an important and critical aspect for the structure, proper operation, and improvement of the produced services and products of an organization for its end users - both for the internal ones (employees) and for the external ones (public). At the present, the need to create suitable parameters, assisting in evaluating and measuring the successful operation of an information system in an organization is constantly growing. The purpose of the specific thesis is, firstly, to introduce us to the environment of the organizations’ information systems, while also providing us with a complete and extended presentation of their operations, processes, infrastructures, and factors of success. Through Systems Theory, we shall examine the analysis and design for an information system, while identifying the quality parameters necessary for measuring its success. In addition, we shall employ the model for measuring quality for an information system called: “DeLone & McLean Information Systems success model”. We shall see what each parameter of the above model examines, by investigating concepts such as system quality, information quality, user satisfaction, effect of quality on users and organization. At the same time, we shall develop an application for evaluating the quality of an information system, the so-called: "Organizational Memory Information Systems Quality" which builds on the success model of DeLone & McLean. The main objective of this thesis is to reach into a fruitful discussion regarding quality in the operation, infrastructure, and provided services of institutional organizations. Moreover, we shall focus on the usefulness and importance of measuring factors regarding efficiency for an information system, as this procedure is used by modern Society of Information, in order to be transformed to Society of Knowledge.

Established in 1973, The Indonesian Library Association has contributed significantly for the development of professional librarian in Indonesia. It has branches in every province and serving million people every year. With robust network and solid organization, the association has regular annual meeting attended by almost thousands of its loyal members making it one of the largest professional organization in Indonesia. It is the only one formal library association in Indonesia dealing with librarians. Provoked by monetary crisis in Indonesia which melted down the fragile economic foundation and forced the longest served president, the late Soeharto to quit, Indonesia suddenly become a “new state” adopting democratic styled government, more open society And real free market. These unexpected changes have had tremendous impacts on many walks of life including professional institutions. Euphoria that followed reform movement has dispersed power concentration by the establishment of new political parties. Fortyeight new political parties joined eligibly the first democratic general election in 1999. Reform spirits also intruded to The Indonesian Library Association (ILA)locally known as Ikatan Pustakawan Indonesia (IPI). It faced highly demanding members who wanted some substantial changes in the organization structure and custodians and the implementation of power sharing favoring the association branches and chapters in the provinces and districts. Up to the present the top position of the association traditionally goes to the head of National Library. With his or her beauracratic style in leadership, some consider not suitable anymore for the new paradigm of modern and democratic organization.To compound the problems, some librarians have established four forums and one scholars association namely Public Library Forum, University Library Forum (FPPTI), School Library Forum (APISI/FPS), Special Library Forum (FPK) and The Association of Indonesian Library and Information Scholars (ISIIPI). They are autonomous semi formal entity. Judging this unfavorable condition, the board and management of ILA has taken some bold measurements by inviting some new faces, young librarians with strong commitment and high competency to participate actively and directly in decision making process in the association board meeting and put them in strategic position in the organizational structure. Moreover, the association has no objection in the implementation of power sharing making its branches and chapters more autonomous and creative as well. It also simplified its organizational structure to accommodate some changes in modern setting and globalization era. By reinventing its management style and streaming line the organization,the Association has managed to satisfy the majority of its members and attracting more new members especially the young professionallibrarians.

In order to fullfil the users’ needs, it was essential for SDUM to grow and mature as an organization. The main objective of this paper is to give a general vision of all the work executed at SDUM, emphasizing this project, pioneer in Portugal: the implementation of Quality Management Systems, based on ISO 9001:2000 and Balanced Scorecard, in order to obtain the services’ certification. Between the amount of steps needed for a complex process as this one is, it is important to have the perception that Libraries are now dealing with a new “generation” of users and it’s important, not only to understand their needs, but knowing how to satisfy them and supplant what their expecting. The Quality, allied, most of the times, to Innovation, is a new opportunity to change what is not working the way it was supposed to but, more important than that, to involve and motivate all the collaborators, making them feel as a real team. In the language of e-learning, teaching and learning contents are often organized in ‘learning objects’: molecular assets that may consist of texts, audio or video lessons, presentations, tutorials, self-evaluation tests, all adequately described and packaged. The idea that open access could and should be applied to learning materials is not new: recent initiatives such as MIT’s OpenCourseWare or Open University’s OpenLearn are clearly moving toward the right direction. However, the problem of the repositories to be used in order to collect, describe, preserve and distribute open access learning assets is still an open one. Learning Content Management Systems (LCMS) are the tools of choice in centralized management of learning assets, but while most LCMS adopt well-established standards for metadata (Learning Object Metadata – LOM) and packaging (SCORM) of learning objects, few of them explicitly address the problem of metadata harvesting by adopting the OAI-PMH protocol. On the other hand, most institutional repositories based on OAI-PMH do not address the specific problem of learning content metadata, for which the Dublin Core metadata scheme is painfully inadequate. The optimal solution seems therefore that of integrating basic LCMS features within existing Open Archives, allowing for both CD and LOM metadata handling and harvesting. This would also have the effect of actively promoting open access distribution for learning contents, by using a widespread and successful paradigm for their distribution. The paper will suggest a relatively simple model for such an integration.

49. Linking open access to practice: promoting Clinical Evidence in a National Continuing Medical Education Program in Italy

The Italian Ministry of Health launched in 2001 a national program to support “independent information”. The dissemination included the translation and free distribution to all health professionals (300.000) of three reference books – British National Formulary; Medicines for Children and Clinical Evidence. The implementation plan includes the development of a free-access e-learning Continuing Medical Education (CME) system, based on Clinical Evidence, called ECCE. Doctors have access to a Clinical Evidence electronic version and related clinical vignettes. Solving the vignettes provides CME credits. Our objective was to understand the factors influencing knowledge transfer using a CME distance programme, based on clinical vignettes driven by the Clinical Evidence in general medical practice. As of June 10th 2007, more than 30 000 doctors voluntarily subscribed to ECCE (11.8%). Two surveys assessed doctors’ judgement about Clinical Evidence and ECCE. Free distribution and implementation of Clinical Evidence to Italian doctors have been well received, confirming their preference for problem-driven information and the key-role of a strong endorsement from Health Authorities for their implementation.

Recent reform processes affecting European and national research systems (mostly Higher Education and Public Research Institutes) enhanced the need of research evaluation as Government steering tool as well as mean for supporting allocation of public financial resources. Moreover, different methodologies for ranking Universities at international level on the basis of research quality are emerging, pushing institutions toward improving their visibility through the search of excellence. In both cases, peer review and bibliometrics are the chosen methods. The paper wants to discuss how considering concepts and means related to the Open Access (OA) context can influence these practices. Questions addressed are: how can peer review be implemented according to the OA initiative? Are there new tools other than bibliometrics, which can be used in order to reinforce peers’ outcome? Evidences from the Research Evaluation Exercise (VTR) recently developed in Italy by the National Committee for the Evaluation of Research (CIVR) will be presented.
