The article highlights the role of Stuart E. Eizenstat as assistant of U.S. President Jimmy Carter for domestic policy. Eizenstat has been empowered by Carter to set the policy terms and philosophical framework for new domestic programs under a decision-making method, called policy review memorandum. He serves as mediator in disputes between Cabinet departments, and was head of the Carter operatives who wrote the Democratic Party's platform. An executive order gives Eizenstat authority to manage the preparation of domestic and economic policy issues. INSET: The struggle to produce an urban policy.
