Scholars across disciplines assert the importance of diverse faculty for the effective performance of vital higher education functions, including student learning and the generation and dissemination of knowledge. Further, a forecasted depletion of business faculty due to retirement and the persistent lack of diversity among business faculty have rendered insight into the factors determining entrance into the PhD pipeline, particularly in the case of minorities, relevant and timely. We examine factors that influence ethnic minorities’ (Black/African-American and Latinos) decisions to pursue PhDs in business by surveying a sample of participants at the annual PhD Project prospective business doctoral student conference. Results suggest that nonwork factors (cognitive values, social support, financial concerns) were more significant in shaping PhD program pursuit behavior than current job-related factors (job satisfaction). Total quality management of higher educational institutions is of paramount importance for modern society and presents a growing interest for researchers. In this paper the issue of effective establishment of total quality management system in higher education in Macedonia is discussed in details. Current situation of the system and the legislative environment are discussed. It has been found that after significant changes in the system, stable developed legal environment has been established. Variations of the number of graduate students in the period 2000-2016 have been discussed in details and the origin of variations identified. Saturation of this indicator in the last decade was observed and its origin has been explained. Based on experiences from other countries with developed higher educational system, proposals for establishing an efficient total quality management system for the case of Macedonia are made. Accordingly, one of the most essential goals for the higher educational institutes is how to reach a high and satisfied level of quality in their learning systems. Therefore, we aim in our work to construct a unified framework for total quality management system (TQMS) that attempt to satisfy the quality requirements, needs, and standards. The objective of this paper is to present a quality control model for e-learning system that adopts the e-learning platform according to the on-line determination of both user's requirements and global standards. This paper proposed software architecture of quality Management framework for e-learning that could be adopted by different higher education institutes to control the quality of the e-learning process, and assure the quality of the e-learning process outcome. The proposed framework is based on a tri-dimensions quality model. The three dimensions are set of quality requirements for e-learning environment represented in Quality Assurance (QA) policies that will be formalized by using policy based approach, the specifications of e-learning platform that provide learning and teaching activities, and quality control process loop. The architecture for monitor and ensure quality control of the QA policies for e-learning system will deliver the whole learning services in an optimal way. This article aims to study the fundamental models of funding higher education. In the same include a scoping study, comparative, through which one looks at the Portuguese reality in parallel with the OECD and other European Union countries. In Portugal there are more than 150 institutions of higher education. According to the ENQA (2006) there are 14 public universities, a university non-integrated, 15 polytechnic institutes, polytechnic schools integrated in some universities, nine nursing schools, 4 military universities schools and 5 polytechnic military schools. In the private sector there is the Catholic University. The public universities and polytechnics are overseen by the Minister of Education and Science. In terms of autonomy, with the approval of university autonomy law - Law No. 108/88 of 24 September - saw these institutions strengthened their powers and autonomy. Recently was approved the Legal Regime of Higher Education Institutions (RJIES) by Law 62/2007, which determines changes in its governance model, both in number and in size. In terms of funding, universities are mainly financed by the State Budget, although this component will decrease in recent years. They are encouraged to use to produce their own revenue through the provision of specialized services, or by means of signing agreements. In this paper we develop funding mechanisms under which the government can finance higher education. In this exploratory study, in which recourse to data from the State Budget and OECD data available, indicate that Portugal in this respect is within the average of EU countries. The Bologna Process has imprinted an institutional perspective on concerns about quality, quality management and quality assurance in the services provided in the universities and other institutions of higher education. The quality of higher education is not centered on the teaching and learning processes alone, and on the relationship between students and professors. It must also be assured through the services provided by the university libraries, snack bars, refectories, welfare services, central administrative services and departmental offices. With this in mind, this research starts the development of a scale of evaluation of the service quality provided by secretarial office of university departments, named DUAQUAL. The factorial analysis allowed us to extract three factors: Credibility, Professionalism and Information. The application of the PIS technique shown that Professionalism factor contributes more to explain the overall perceived quality and the satisfaction than the two other dimensions. Purpose – This paper aims to present the opinions of teaching staff at Spanish universities regarding the relative importance of a number of quality factors, and perceived levels of development of those factors in the context of their work. Design/methodology/approach – The paper takes an empirical approach, with the opinions of teaching staff being collected via questionnaires and by telematic means. Findings – Lecturers surveyed are particularly pessimistic in regard to the conditions in which students enter university, and probably do not share the priorities that education policy authorities and university management bodies proclaim in their discourses and policies. Research limitations/implications – This research may be supplemented with the use of more qualitative methods and extended to other geographical and cultural contexts. Practical implications – The opinions of teaching staff comprise useful information for the design of education policies and quality management systems applicable to Spanish universities. Originality/value – No studies have to date been conducted in Spain to identify the opinions of university teaching staff in regard to determinants of quality. Taken as a whole, the paper enables a diagnostic analysis to be made of university education quality conditions in Spain from the viewpoint of teaching staff. [ABSTRACT FROM AUTHOR]

Purpose – This paper aims to investigate whether educational leadership in Greece implements the values of total quality management and contributes to the improvement of the educational process, and to offer proposals for a framework of total quality management that would contribute to an improvement in the overall quality of the education process. Design/methodology/approach – The paper is based on theoretical analysis and on the current legislative framework. Three different aspects of the Greek education system are critically reviewed and discussed. Findings – This study recognises that, due mainly to the lack of a long-term educational strategy, the absence of an educational leadership development programme and limited financial support, the Greek educational system needs to review its structure and procedures - even those that are "taken for granted". Research limitations/implications – Given the differences between education and industry, and the fact that only three different aspects of the Greek education system are investigated here, more research and analysis would be required in this field. Practical implications – The paper is useful to educational planners and policy makers. From the perspective of total quality management, there may be a substantial impact on the improvement mechanisms and outputs in education, contributing to a country's social and economic well-being. Originality/value – The paper contributes to the better understanding of the value of total quality management in education, and offers recommendations that may be more widely adopted, and may contribute to an enhancement of overall educational quality. Purpose – This paper aims to report and analyse the lessons learned from a case study on the implementation of a quality management system within an IT Division in a higher education (HE) organisation. Design/methodology/approach – The paper is based on a review of the relevant literatures and the use of primary sources such as document analysis, participant observation and interviews to develop a case study that describes and evaluates the implementation process. Findings – The case study identifies four factors central to the effective implementation of the quality management system within a Division of a HE institution: senior leadership and sponsorship; stakeholder engagement; the management of culture change; and implementing quality processes. Practical implications – The case study reveals that the implementation of quality management systems requires sustained effort, continuous leadership, and the long term commitment of resources and systematic auditing of performance and is best done on an incremental basis. Originality/value – The paper is based on a single organisation case study, and utilises a variety of data collection methods to generate findings. The study findings illustrate that HE institutions may achieve greater success in implementing quality management systems if they focus on a particular division rather than an organisation-wide approach. This paper considers whether lecturers delivering business higher education programmes (BHEPs) in further education colleges (FECs) in the UK see education to be a production industry, or a knowledge industry. It will consider the effects of managerialism and marketisation that the UK government (and others around the world) are applying to the education sector, and their possible effects. The study considers the narratives of 26 lecturers delivering BHEPs in FECs in relation to government intervention, and the impacts it may be having on their role as a lecturer. The research highlights that there may be a great deal of frustration and angst amongst these lecturers, and from this, suggests that colleges may be behaving more like production factories, rather than institutions of further and higher education. There is little systematic evidence on the experience of disabled students in higher education. In this study, equal numbers of disabled and nondisabled students taking courses with the UK Open University were surveyed with regard to their approaches to studying and perceptions of the academic quality of their courses. Students with dyslexia or other specific learning difficulties, students with mental health difficulties and students with fatigue were more likely to exhibit a surface approach, and less likely to exhibit organised studying, than were nondisabled students. In the first two groups, this was associated with lower ratings of the quality of their courses. Nevertheless, the differences were not large, either in absolute terms or in the proportion of variance in the students' scores that they explained. The impact of disability on students' perceptions of the academic quality of their courses and on their approaches to studying appears to be relatively slight. [ABSTRACT FROM AUTHOR]

Despite repeated calls to improve the quality of Australian business higher education, sector-wide improvement has been elusive. This paper presents an analysis of a multi-institutional project undertaken by the Australian Business Deans Council Teaching and Learning Network. Earlier studies of change in higher education demonstrated the need to move beyond decontextualised, one-size-fits-all models. Building on this earlier work, we suggest that processual approaches to change management, emphasising the instability of organisations rather than stability, are more appropriate within this complex context. The paper makes a case for effecting adaptive change by working with, and through, a network of associate deans. The evolution of this network and the processes that began with one collaborative project designed with a deliberate aim to identify tangible follow-on projects for sector-wide, sustainable improvement is described. The resultant positive and unfolding outcomes that became a potent vehicle for change within and beyond the duration of the original project is reported. [ABSTRACT FROM AUTHOR]

On the basis of case studies, this hypothesis is critically assessed. The model of change in universities turns out to be local variations on global and European themes and developments. This paper examines the performance of Thai public universities in terms of efficiency, using a non-parametric approach called data envelopment analysis. Two efficiency models, the teaching efficiency model and the research efficiency model, are developed and the analysis is conducted at the faculty level. Further statistical analyses are also performed to examine the difference in performance between two types of public universities, namely the government universities and the autonomous universities. Then, the differences in efficiency between university locations and types of faculties are examined. The results indicate that the autonomous universities outperform the government universities in terms of research efficiency. In addition, the universities in provincial areas and the faculties in the health science group are efficient in terms of teaching. Recommendations are also provided for the university administrators to improve the performance of public universities in Thailand. [ABSTRACT FROM AUTHOR]

The article discusses the creation of the Association for University Regional Campuses of Ohio (AURCO). In July 1992, the Ohio Board of Regents released the report of a task force that was asked to devise a strategy to maintain a high degree of quality among Ohio's institutions of higher education. The proposals recommended to create a comprehensive community college system out of the two year colleges and campuses in the state. A meeting was held on November 12, 1993 which attracted 20 participants from 16 of Ohio's regional campuses. It is stated that the attendees decided to create a formal association named Organization for University Regional Campuses of Ohio whose name changed to Association for University Regional Campuses of Ohio in 1995.

It also mentions the establishment of the Western Interstate Commission of Higher Education to facilitate resource sharing, collaboration and cooperative planning among the states and the colleges.
