In modern conditions of political, economic, and social globalization, it is difficult to overestimate for Ukraine the need for research and introduction of new forms of enterprise management. World tendencies of the interaction of business elements are characterized by decentralized integration, in which, preserving their legal and industrial identity, small and medium business is united in economic communities, trying to withstand large monopolistic associations. The modern business environment in the dual model at one pole is represented by corporations, TNCs, MNCs, and at the other pole – by free entrepreneurs (freelancers), the number of which is steadily growing. The contradictions and shortcomings of both poles are harmonized by the intra-national integration of economic interests. New business models of economic interaction arise that require new models and forms of management, require the creation of new, adaptive formats of business interaction that involves the mandatory inclusion of standards for sustainable development (economic, environmental, and social mechanism). Such a new form of management, in our view, can be an innovative model of conglomerate management, which implies not only conglomerate mergers and acquisitions of corporations but also new mechanisms for interaction of small business structures of different economic and sectoral orientation. The terminology and the theoretical basis for studying the conglomerate as a socio-economic system that includes the basic phrase “socio-economic system” were defined. Such a form of organization of socio-economic systems, which would consolidate high competitive advantages, innovative orientation, and significant expansive potential, is proposed. On the basis of generalization of the corresponding theoretical provisions and revealed peculiarities of the formation of spatially localized systems, we assumed that emerging as local “points” of economic growth zones, individual elements or subsystems of enterprises are transformed into territorial production complexes (hereinafter abbreviated as TPC), and then – by implementing the missing infrastructure and institutional components into a variety of cluster forms, into conglomerates. As a result of the research, the following scientific substantiations and conclusions are formulated: 1. For the first time, the term “conglomerate management” was proposed as the aggregate interaction of enterprises united into a spatially localized socio-economic system and a methodological approach to managing such complex structures. 2. A terminology for investigating the purposeful transformation of society and the economy into an additive socioeconomic system is developed. Such studies are especially relevant for the modern domestic economy, which contains controversial characteristics of the deterministic and nondeterministic economic model, as well as poorly predicted agglomerate and synergistic effects. 3. A model for organizing and managing conglomerates of a new type is formed. The architecture of the conglomerate enterprise management model as an element of a socio-economic system with an innovative basis as a priority for the dynamic development of a conglomerate is proposed. 4. We also find it economically sound to create a model of developing the strategic potential of an enterprise as an open socio-economic system, to use the mathematical apparatus of studying models of the fractal type that describes the evolution of a modelled system of fractal objects. 5. A parametric characteristic of the formation of a deterministic model of conglomerate control of a fractal type as a socio-economic system was developed and brought to the form of an economic-mathematical model.

Using social network and proximity‐based approaches, this paper analyses the effect of two territorial governance arrangements implemented in the Amazonian region in the framework of 'The Territories of Citizenship' programme, which aims to promote interaction and collaboration between the various actors of rural development. In the Amazon region, the great distances between actors made their interactions difficult. Our study reveals, however, that those distances are not insurmountable obstacles to collaboration. Indeed, the measures implemented in the framework of territorial policies promote communication between the different actors of the territories, thus allowing for the development and reinforcement of organized proximity. Energy markets are an important contemporary site of economic globalization. In this article we use a global production network (GPN) approach to examine the evolutionary dynamics of the liquefied natural gas (LNG) sector and its role in an emerging global market for natural gas. We extend recent work in the relational economic geography literature on the organizational practices by which production networks are assembled and sustained over time and space; and we address a significantly underdeveloped aspect of GPN research by demonstrating the implications of these practices for the territoriality of GPNs. The article introduces LNG as a techno-material reconfiguration of natural gas that enables it to be moved and sold beyond the continental limits of pipelines. We briefly outline the evolving scale and geographic scope of LNG trade, and introduce the network of firms, extraeconomic actors, and intermediaries through which LNG production, distribution, and marketing are coordinated. Our analysis shows how LNG is evolving from a relatively simple floating pipeline model of point-to-point, binational flows orchestrated by producing and consuming companies and governed by long-term contracts, to a more geographic and organizationally complex production network that is constitutive of an emergent global gas market. Empirically the article provides the first systematic analysis within economic geography of the globalization of the LNG sector and its influence on global gas markets, demonstrating the potential of GPN (and related frameworks) to contribute meaningful analysis of the contemporary political economy of energy. Conceptually the article pushes research on GPN to realize more fully its potential as an analysis of network territoriality by examining how the spatial configuration of GPNs emerges from the organizational structures and coordinating strategies of firms, extraeconomic actors and intermediaries; and by recognizing how network territoriality is constitutive of markets rather than merely responsive to them. In India, there are religious practices intersecting with the process of urbanization at various levels. This paper looks at the practice of tree worship which continues to be a part of everyday life here. Specifically, it looks at how the Peepul tree (Ficus Religiosa) shrine with its serpent stones and the raised platform around it (katte) contributes to the territorial production of urban space in the city of Bangalore. Based on a study of 10 kattes in the city, it finds that these urban spaces belong either to a process of territorialization by the local community or its deterritorialization by the government. The paper builds a theoretical argument for how the katte as a ‘human activity node’ contributes to an ‘urban web’ which is categorized here as the physical layer. It finds that the Peepul tree could enable a ‘network of relations’, termed as the social layer. It suggests that the information fields generated within these layers influences collective memory of the people. Finally, the paper argues that the two layers acting together can help formulate an urban design model that can minimize deterritorialization. [ABSTRACT FROM PUBLISHER]

The main focus of the paper is on one of the most significant issues of economic geography nowadays, namely ways of an efficient distribution of facilities on the basis of inter-industry complexity (on the example of the diamond industry). The description of the formation of the complex branch of the diamond industry is carried out in several stages: determining the cause of inter-sectoral cooperation in the diamond industry; investigating territorial features of the complex that belongs to ABA, the most important of which is the difficulty of forming the WPK national (country) level; defining a cluster as the main form of territorial complexity characteristic of ABK (its types and causes of formation, characteristics of each cluster); and drawing conclusions about the appropriate degree of territorial concentration of various activities under the ABA type of market for which they are characterised. Purpose – This paper aims to investigate the competitiveness of Russian regional medium-sized oil complexes with relatively small fossil oil reserves. Taking into account the urgency for competitiveness, the authors have developed a specific assessment methodology and competitive development strategy that could be implemented within the framework of a scenario approach. Design/methodology/approach – The suggested methodology for assessing the competitiveness of regional production complexes is based on the pattern method. Validation is provided for a modular structure and an approach to constructing indices of competitiveness of production complexes. A system of competitiveness indicators has been devised in relation to regional oil complexes. Findings – The case study of the oil complex of the Republic of Udmurtia has yielded competitiveness assessment forecast for a variety of development scenarios up until 2025. A methodology of competitiveness assessment is proposed as a result of the analysis of the two cases. Research limitations/implications – This analysis is based on the oil complex in Udmurtia, Russia. The main limitation of the research scope is the extent and nature of the industrial complex. The proposed design can be used for large industrial complexes operating in the field of industrial production. It needs to be extended to more clusters, more industries and other countries’ settings for the sake of comparison and generalization. Practical implications – The practical effects of the study suggest a set of strategic development tools of assessment of the dynamics of industrial complexes’ development, identification of competitive advantage and “bottlenecks” and definition of the objectives and programs of their long-term development and justification of policies and programs of perspective development. The recent policy approach to innovation calls for thematically/regionally focused innovation policies in line with the place-based approach (EC - Commission of the European Communities, ). To achieve this goal, without incurring the unrealistic situation of having one policy action for each European region, a sound taxonomy on innovative European regions is required. The present paper claims that the existing taxonomies are somewhat unsatisfactory, since either they group European regions only on the basis of the intensity of their knowledge production, taking it for granted that knowledge equates to innovation, or they lack a priori on the conceptual links among the variables used, and the territorial conditions behind local innovation modes. The paper presents a territorial taxonomy of innovative regions based on a new conceptual approach which interprets, not one single phase of the innovation process, but the alternative modes of performing the different phases of the innovation process, highlighting the context conditions that accompany each 'territorial pattern of innovation.' The article addresses post-Soviet transformation of urban public space as part of the society's public sphere. Drawing from an actor-network theory and concepts of social production of space (Lefebvre, de Certeau) and territorial production (Kärrholm), the authors analyze the transformations of public places in Minsk, Vilnius and Kazan. The focus of the study is the idea of «fence» as a means of regulating a city's symbolic -- and public space. The article argues that the use of barriers and, notably, bodies as barriers has led to developing a specific set of strategies of «disciplining» of the public sphere and practices of resisting them in post-Soviet cities. In a multiple input-output setting, we offer an example of a full-blown efficiency analysis based on the free disposal hull assumption of a non-convex technology. On a cross section of 92 units, for the time period 2006-2007, we measure technical and allocative efficiency, cost efficiency, as well as returns to scale and technical progress. Furthermore, by introducing a new cost-efficiency measure that is corrected for differences in the scale of operations (average cost efficiency), we are able to obtain an estimate of cost reductions ensuing from network restructuring based on optimal scale sizes. A detailed regional analysis of results is presented. Differences in efficiency scores, ascertained across space and time, are assessed by means of non-parametric inference testing. The input ratio is found not to be statistically correlated with cost-efficiency scores. Local provision of public services at a provincial level results in a considerable amount of average cost inefficiency. [ABSTRACT FROM AUTHOR]

Implementation of the Classification of Activities in the National Economy revision 2 (CANE - Rev.2) in industrial statistics domain, raised a number of technical and methodological issues with complex implications in determining the industrial production index (IPI) and respectively of turnover index in industry (ICA) both at the national level and especially at the territorial level /county level. This is due to the large volume of processed data in terms of the adoption of 2005 as base year for calculating IPI and ICA. Present approach in current practice was imposed by the need to release some important indicators at territorial level, in some generalized methodological consistency conditions. Abstract: In this study, PM10-bound concentrations of 28 trace metals and 3 ionic components were measured from samples collected at Daejeon Industrial Complexes I and II, Korea from April 2000 to December 2002. Positive matrix factorization (PMF) and conditional probability function (CPF) were applied to these PM data sets to identify the diverse sources in the industrial area. A total of nine source types were identified to be important which include: secondary aerosol, cement/construction, soil dust, road dust, vehicle exhaust, incineration/Pb-related industry, metal smelting, fossil fuel combustion, and field burning. Results of our study suggest that there are competing relationships between anthropogenic and natural source processes in this industrial area. [Copyright &y& Elsevier]

Abstract Aim To map net primary productivity (NPP) over the Canadian landmass at 1-km resolution. Location Canada. Methods A simulation model, the Boreal Ecosystem Productivity Simulator (BEPS), has been developed. The model uses a sunlit and shaded leaf separation strategy and a daily integration scheme in order to implement an instantaneous leaf-level photosynthesis model over large areas. Two key driving variables, leaf area index (every 10 days) and land cover type (annual), are derived from satellite measurements of the Advanced Very High Resolution Radiometer (AVHRR). Other spatially explicit input data are also prepared, including daily meteorological data (radiation, precipitation, temperature, and humidity), available soil water holding capacity (AWC) and forest biomass. The model outputs are compared with ground plot data to ensure that no significant systematic biases are created. Results The simulation results show that Canada’s annual net primary production was 1.22 Gt C year-1 in 1994, 78% attributed to forests, mainly the boreal forest, without considering the contribution of the understorey. The NPP averaged over the entire landmass was ~140 g C m-2 year-1 in 1994. Geographically, NPP varied greatly among ecozones and provinces/territories. The seasonality of NPP is characterized by strong summer photosynthesis capacities and a short growing season in northern ecosystems. Conclusions This study is the first attempt to simulate Canada-wide NPP with a process-based model at 1-km resolution and using a daily step. The statistics of NPP are therefore expected to be more accurate than previous analyses at coarser spatial or temporal resolutions. The use of remote sensing data makes such simulations possible. BEPS is capable of integrating the effects of climate, vegetation, and soil on plant growth at a regional scale. The role of space and place in shaping the transformation of firms and industries and the impact of such transformations on the wider processes of territorial development at local, regional, national, and global scales are basic research issues in economic geography. Such analyses tend to be compartmentalized, focusing on a specific economic activity or on a specific territory, rather than on the relationships between them. It is difficult simultaneously to conceptualize economic activities (including such phenomena as firms, industries, and other types of systems of networked economic activity), on the one hand, and territorially defined economies, on the other. In this paper, we address the interconnections between economic activities and territories through an exploration of the mutually constitutive relationships between firms and territories: the firm-territory nexus. The focus of our analysis is the nexus of three major dimensions—firms, industrial systems, and territories—embedded in turn in the overall macro dimension of governance systems. This article deals with the reorganization of the settlement pattern in a region of formation of a territorial-production complex (TPC). The formation of a TPC requires first of all a sharp expansion of the investments at the same time as the geography of the economy is undergoing change. These changes in the investment process produce in their wake considerable demographic consequences over vast areas, which may be called areas of TPC formation. Although in the final analysis demographic processes are determined by capital investment activity, they may also have a considerable influence not only the course of construction of physical plant in the TPC, but also on its long-term spatial and industrial structure. The implementation of a program for the formation and development of a TPC, whether in an unpopulated region or in a region that already has a structured economy and stable settlement patterns, requires the allocation of central resources, the formation of a large construction base, supplies of equipment and construction materials, and it requires attracting people and labor resources in the requisite occupations and with the necessary level of skill. The implementation of a large-scale investment program inevitably brings about a major redistribution of labor and other resources, and it alters the spatial structure of industry as well as the settlement pattern of the population.

The main objective of regional policy is to reduce regional differences. The means by which this objective is reached have changed considerably. In this paper, four generations of regional policy are discussed. The first generation, dating back to the beginning of the sixties and a time of economic growth, was based on the principle of distribution. As of the end of the seventies, the environment began to change, with no growth left to distribute, but with territorial production systems to be restructured and reorganized. The issue of distribution gave way to the issue of creating specific territorial resources. From being of exogenous nature, regional policy became more endogenous. Thus, the policies of the second-generation were geared to promoting the endogenous development capacities of each region depending on each region's specific resources. With globalization, the opposition between endogenous and exogenous development policies became outdated. Third-generation policies presented a combination of endogenous and exogenous aspects aimed at creating comparative, environmental advantages. Lastly, and more recently, fourth-generation policies have made their appearance, revealing the need to stimulate, in medium-sized towns, the external manifestations of neighbourhood, variety and accessibility.
