Abstract

This article deals with the reorganization of the settlement pattern in a region of formation of a territorial-production complex (TPC). The formation of a TPC requires first of all a sharp expansion of the investments at the same time as the geography of the economy is undergoing change. These changes in the investment process produce in their wake considerable demographic consequences over vast areas, which may be called areas of TPC formation. Although in the final analysis demographic processes are determined by capital investment activity, they may also have a considerable influence not only the course of construction of physical plant in the TPC, but also on its long-term spatial and industrial structure. The implementation of a program for the formation and development of a TPC, whether in an unpopulated region or in a region that already has a structured economy and stable settlement patterns, requires the allocation of central resources, the formation of a large construction base, supplies of equipment and construction materials, and it requires attracting people and labor resources in the requisite occupations and with the necessary level of skill. The implementation of a large-scale investment program inevitably brings about a major redistribution of labor and other resources, and it alters the spatial structure of industry as well as the settlement pattern of the population.
