A number of defense literature have the misconception that an unstable defense budget leads to additional costs on defense acquisition contracts. Any change in a defense contract does not necessarily mean additional costs on the rubber baseline budget. Two factors are given to explain why a volatile contract will not cost more than a stable one, namely, funding and the effect of 'buying in.' Funding for the defense contract should be adjusted appropriately.

House Republicans lent qualified support to Pres Bill Clinton's plan to send 7,000 US troops as peacekeepers in Kosovo. Republicans disagreed with Clinton's management of military strategy during the conflict. They insist supplemental bills should finance the troops, and funds should not be spent from accounts already allocated for other areas of defense. The House eventually passed the authorization bill 365-58. The House also voted to increase security measures at the Dept of Energy, whose nuclear arms program has been the victim of Chinese espionage.

The House Appropriations Committee approved on Apr 29, 1999, a $12.9 bil supplemental bill to finance the NATO air bombing in Kosovo. Many Republicans support neither the bombing nor the funding. Democrats will also attempt to reduce the funding. Pres Bill Clinton requested $6 bil in supplemental financing. The Appropriations Committee bill includes funding for military projects not directly related to Kosovo.
