Abstract

House Republicans lent qualified support to Pres Bill Clinton's plan to send 7,000 US troops as peacekeepers in Kosovo. Republicans disagreed with Clinton's management of military strategy during the conflict. They insist supplemental bills should finance the troops, and funds should not be spent from accounts already allocated for other areas of defense. The House eventually passed the authorization bill 365-58. The House also voted to increase security measures at the Dept of Energy, whose nuclear arms program has been the victim of Chinese espionage.
