With the development of information and communication technology (ICT) and the rise of telecommuting, loneliness has become a prevalent emotional experience in the workplace. Therefore, it is important to understand how employees cope with loneliness. The consensus from previous research has been that employees can repair their relationships with colleagues by engaging in altruistic helping behaviors, which reduces loneliness. However, recent research also proposes that individuals may engage in unethical conduct to enhance their inclusive status within a team or organization. The empirical research on this proposition is scarce and has not been verified in the field of loneliness. To fill the existing research gap, this paper investigates how and when workplace loneliness leads to employee unethical pro-organizational behavior (UPB), based on the need-to-belong theory and the evolutionary model of loneliness. A three-stage questionnaire survey of 249 employee-colleague dyads in China reveals that workplace loneliness increases the likelihood of employee UPB by thwarting their relatedness need. Moreover, employees' collectivism orientation moderates both the direct effect of workplace loneliness on relatedness need thwarting and the indirect effect of workplace loneliness on UPB via relatedness need thwarting. With the continuous development of information and communication network technology and data mining technology, an ICT routing algorithm based on improved k-means clustering algorithm and gray wolf optimization is proposed to improve the energy efficiency and extend the life cycle of wireless communication networks. Firstly, we model the atmospheric channel, design the topology of the tolerant network and optimize the routing algorithm to achieve the interoperability between multiple networks and break through the traditional network requirements for time and space constraints. Then we implement an IPv6-based soft router supporting Anycast routing protocol under Linux environment and propose a new Anycast routing implementation scheme. Finally, an ICT routing algorithm (KGRA algorithm) based on improved k-means clustering and gray wolf optimization is designed, which first clusters the sensor nodes in the monitoring area using the improved k-means clustering algorithm. The clusters formed by the improved k-means clustering algorithm are optimized, and then the grey wolf optimization algorithm with improved convergence factor is used to select the cluster heads in the optimized cluster area. Finally, the nodes in the monitoring area will send data to the aggregation nodes using single-hop intra-cluster and multi-hop inter-cluster transmission, thus increasing the survival period of the network and greatly reducing energy consumption while balancing the energy consumption of the network. Cross-region innovation is widely recognized as an important source of the long-term regional innovation capacity. In the recent past, a growing number of studies has investigated the network structure and mechanisms of cross-region innovation collaboration in various contexts. However, existing research mainly focuses on physical effects, such as geographical distance and high-speed railway connections. These studies ignore the intangible drivers in a changing environment, the more digitalized economy and the increasingly solidified innovation network structure. Thus, the focus of this study is on estimating determinants of innovation networks, especially on intangible drivers, which have been largely neglected so far. Using city-level data of Chinese patents (excluding Hong Kong, Macao, and Taiwan Province of China), we trace innovation networks across Chinese cities over a long period of time. By integrating a measure on Information and Communications Technology (ICT) development gap and network structural effects into the general proximity framework, this paper explores the changing mechanisms of Chinese innovation networks from a new perspective. The results show that the structure of cross-region innovation networks has changed in China. As mechanisms behind this development, the results confirm the increasingly important role of intangible drivers in Chinese inter-city innovation collaboration when controlling for effects of physical proximity, such as geographical distance. Since digitalization and coordinated development are the mainstream trends in China and other developing countries, these countries' inter-city innovation collaboration patterns will witness dramatic changes under the influence of intangible drivers. This article explores the evolution of road freight transport in the context of Industry 4.0, focusing on management practices and technological advancements in transport and logistics companies' management information systems. By analyzing the latest international practices in road freight quality management within Industry 4.0 through regression and correlation methods, a model highlighting the significant influence of quality over price and institutional factors on the development of information and communication technology (ICT) goods exports was developed. It showcases how digital frameworks, alongside AI and big data, can enhance road freight quality in Industry 4.0, establishing a digital ecosystem for transport and logistics quality management. This study introduces a novel perspective on managing road freight transport as a digital ecosystem, offering insights into improving ICT goods exports in Kazakhstan by enhancing management information systems. Mobile Money (MM) and Mobile Payments (MP) have become levers of growth. They drive economic, social, and Sustainable Development (SD). Despite the rich literature on MM and MP, we need more synthesis that cover their contributions as forms of Information and Communications Technologies for Development (ICT4D). We explored MM/MP as ICT4D through a systematic literature review coupled with a Latent Dirichlet Allocation (LDA) approach. The data analyses revealed that publications have increased significantly since 2018. Financial inclusion is the most studied area. It's studied for its contribution to SD. We also need to study these technologies’ effects on SD. This includes their effects on society and the environment. We propose a research agenda regarding these technologies at individual, organizational, country, regional, and global levels of analysis. The context of education has changed due to revolutionary developments in the information communication technology (ICT) industry in the post-COVID era. Innovative learning methods were introduced in the education sector to promote quality education. The students find it more convenient to use ICT tools to integrate their knowledge-seeking. China has recently paid more attention to developing and adopting electronic infrastructure. The study assesses the effect of technology self-efficacy (TSE) on ICT acceptance and implementation in China's education sector. It also analyzed the role of perceived trust, perceived security, and electronic word of mouth (eWOM) in integrating digital information sharing and interaction tools. Data is collected from 382 business students at Chinese universities. The results revealed that perceived trust mediates the relationship between TSE and the actual use of ICT tools, intention to use ICT tools for information, and intention to use ICT tools for interaction. Further, perceived security and eWOM significantly moderate the relationship between TSE and perceived trust. The findings indicate that it is essential to offer assistance and instruction to students in the educational sector so they can use ICT technology more frequently. This paper critically examines the neo-liberal conceptualization of Information and Communication Technology for Development (ICTD), which imposes the linear and simplistic notions of empowerment and development on the users from the global South. Using the rapidly growing EdTech segment in India as a case, this paper observes that EdTech has been touted as a magic multiplier and a savior for countries like India that aspire to educate their large populations. This has prompted EdTech companies to pursue platformization and templatization to accomplish scalability and standardization in EdTech use. Based on immersive ethnographic research with youth from low-income families in three Indian cities—Ahmedabad, Delhi, and Vadodara—we argue that the practices of young people concerning EdTech resist standardization. Our analysis reveals that three major factors—challenges of access and autonomy, continued relevance of place-based learning and in-person interactions, and uneven quality and rigor—influence low-income students and families to not completely buy the promise of access, equity, and quality that EdTech companies and governments advance. We explore the significance of the socio-economic and cultural contexts of young learners in the global South context and argue that they aspire for personalization, place-based experiences, guidance/mentorship, high grades, and in-person interactions instead of standardization. The rapid development of information and communications technology has turned individuals into sensors, fostering the growth of human-generated geospatial big data. In disaster management, geospatial big data, mainly social media data, have opened new avenues for observing human responses to disasters in near real-time. Previous research relies on geographical information in geotags, content, and user profiles to locate social media messages. However, less than 1% of users geotag their messages, leaving geolocating users through user profiles or message content addresses increasingly crucial. This paper evaluates and visualizes the margin of error incurred when using user profiles or message-mentioned addresses to geolocate social media data for disaster research. Using Twitter data during the 2017 Hurricane Harvey as an example, this research assessed the inconsistencies in predicting users' locations in various administrative units during each disaster phase using three geolocating strategies. The results reveal that the similarities between geotags, and user profile locations decrease from 94.07% to 64.56%, 43.9%, 31.82%, 27.05%, and 26.7% as the geographical scale changes from country to state, county, block group, 1-kilometer, and 30-meter levels. These similarities are overall higher than the agreements between locations derived from geotags and tweet content. The geolocation consistencies among the three methods remain stable across disaster phases. The impacts of uncertainties in geolocating Twitter data for disaster management applications were further unraveled. The findings offer valuable insights into the trade-off between spatial scale and geolocation accuracy and inform the selection of appropriate scales when applying different geolocating strategies in future social media-based investigations. This article explores the perceptions of prospective teachers regarding their competency in 21st century skills. The study, conducted in Turkey, aims to understand how these teachers perceive their abilities to teach and thrive in an evolving educational landscape shaped by globalization and technology. The findings show that prospective teachers rate their competency in 21st century skills highly, with the highest confidence in Information, Media, and Technology Skills and the lowest in Learning and Innovation Skills. Gender and age differences were also found, with female candidates and older groups rating their skills higher. The study suggests that teacher education programs should focus on developing learning and innovation skills and integrating technology into teaching. Technological progress may be less beneficial for older workers than younger workers. In this paper, we empirically examine the relationship between technological change and the wage share of old workers. More specifically, we look at five different types of technological advancement using data from 30 European and Asian countries at the forefront of global population aging. Our findings indicate that recent technological developments centered on information and communication technology, software, and robots do not adversely affect old workers. With the rapid development of information and communications technology, the prevalence of cyberbullying and its influences on mental health among college students have received increasing attention. The purpose of this study was to survey the prevalence of cyberbullying in Chinese college students and to investigate the association between cyberbullying, emotional exhaustion and the perception of collective efficacy. The study sample included 5315 respondents from ten different colleges in Liaoning Province. Their demographic characteristics and characteristics of online behaviors and instruments including a Cyberbullying Scale with 12 items, the Emotional Exhaustion measuring scale, and the Perception of Collective Efficacy Scale, were employed. The prevalence of cyberbullying victimization was 26.45 % (1406/5315). Younger male college students who had more active online lives were more likely to be cyberbullying victims. Binary logistic regression analysis showed that being a cyberbullying victim (odds ratio, OR = 2.188; 95%CI, 1.841–2.600, p < 0.001) was associated with emotional exhaustion. Perceptions of collective efficacy (PCE) is negatively associated with cyberbullying and, thus, alleviate emotional exhaustion and mediate the negative effect of emotional exhaustion after it occurs. Cyberbullying occurs quite frequently among Chinese college students. Cyberbullying is a predictor of emotional exhaustion. PCE play a bidirectional role before and after cyberbullying occurs. Beginning in the 1970s, with the development of information and communication technology and the globalisation of trade and finance, the phenomenon of off-shoring in the global manufacturing industry became prominent, and the globalisation of production became evident as manufacturing plants in Europe and the United States moved to developing countries with lower labour costs. The globalisation of production led by transnational corporations has had a profound impact on labour relations in particular, and academic discussions on this have been active. Latin America is also one of the regions where the globalisation of production has led to the investment and movement of transnational companies. However, most of the domestic studies that analyse the impact of globalisation of production in Latin America have focused on economic impacts and very few on labor relations. Against this backdrop, this study discusses the impact of the globalisation of production on labour relations in Latin America, which has received relatively little attention from Latin American researchers in Korea. In particular, this study examines the impact of globalisation of production on labor relations in Colombia, focusing on the case of cut-flower industry. This study argues that racial, class, and gendered social relations are reproduced in labour relations within the framework of weak labour regulations and arbitrary labor norms called private codes of conduct, and workers' rights and human rights are not properly guaranteed. Objective: To identify and investigate from a national perspective the variety of factors that could influence the achievement of Sustainable Development Goal with focus of goal 8.2 on economic productivity, the aim of this study is to empirically examine the impact of foreign direct investment and the development of information and communication technology on Lesotho's economic productivity. Approach: In this study, the stationary analysis is performed by using Phillips-Perron and Augmented Dickey-Fuller unit root tests, Johansen cointegration technique, and vector error correction method for short-run dynamics and causality relationship determination among the studied variables and their respective relative impact on economic productivity in the long-term period. Time series data for the period 1990 to 2021 was utilized to achieve the objectives of this study. Results: Results from the analysis suggest that FDI increases economic productivity in Lesotho, whereas ICT reduces. Implication: The result underscores the importance of creating an attractive investment climate and implementing policies to encourage foreign investors. It also suggests a need for re-evaluation of ICT investment strategies and policy interventions tailored to Lesotho's economic landscape. Addressing underlying structural issues or inefficiencies in ICT utilization may require targeted interventions such as enhancing digital literacy, improving technology infrastructure, or fostering a conducive business environment for ICT adoption. This study aims to analyze alternative solutions to increase the number of pension security participation in Indonesia. The analysis method used in this study is Panel Data Regression. The data used in the panel data analysis are Number of Pension Security Participants, Human Development Index (HDI), Gross Regional Domestic Product (GRDP), Open Unemployment Rate (TPT), Information and Communication Technology Development Index (IPTIK), Young age (15-24) who are not in school, working or training (NEET), Proportion of Average Hourly Wages to Provincial Minimum Wage (Wages), Gini Ratio, Labor Force Participation Rate (TPAK) from 2017-2022 in 33 Provinces in Indonesia. The results of panel data processing, the best model is the Fixed Effect Model with regression results showing that only GRDP variables have a significant positive influence. While the Wage variable has a significant negative effect and the IPM, TPT, IPTIK, NEET, Gini Ratio, TPAK variables have no influence on the Number of Pension Security Participants. This editorial introduces the core message and contributions of the Special Issue on Feminist and Queer Approaches to ICT4D. We contextualize our Call for Papers and the published works against the backdrop of the COVID-19 pandemic and the #MeToo and women's marches movements. We also place this Special Issue in the context of adverse digital incorporation, which characterizes present-day ICT4D research and further highlights the importance of a feminist and queer lens within its landscape. We develop a conceptual apparatus to articulate such a lens, integrating feminist and queer theory with views of data justice, algorithmic resistance, decolonial theorization, and the digital technologies in solidarity-making. Using this framework, we present the seven papers from this Special Issue, highlighting their synergies, but also their unique contributions to a feminist and queer view of ICT4D. While research in healthcare service provision for transgender and gender diverse (TGD) people has seen rapid progress, health information communication technologies (health ICTs) research on this key population is falling behind. Blindspots in the literature risk perpetuating systemic barriers to healthcare access. This critical, cross-disciplinary literature review applies a health equity perspective alongside the lenses of structural violence and intersectionality. It presents a research agenda for building systematic knowledge in the Information Systems (IS) and Information Communication Technologies for Development (ICT4D) fields, identifying and addressing blindspots that risk amplifying existing inequities for TGD people. It makes theoretical contributions to discourse on health equity and ICTs by exploring how health ICTs shape the inclusion and exclusion of marginalized communities. In facilitating a scholarly and practice-based understanding of the effect of health ICTs on TGD health provision, it paves the way for these fields to make significant contributions to global health equity. The article determines that digitalization as a trend in the development of the global economy manifests itself to different degrees, although the place of each country in the world community depends on the degree of impact of digitalization on the national economic and social environment. Studies of the impact of digitalization on the development of countries’ economies are extremely relevant, as digital technologies are becoming a central element of modern economic development, affecting the productivity, efficiency and competitiveness of countries at the global level. The aim of the article is to build a model of the impact of digitalization factors on the economic development of the countries of the world using the cognitive approach. For this purpose, an appropriate methodical approach has been proposed and its approbation has been carried out. The world ranking indices for assessing the level of digitalization were used as indicators of digitalization, and the indicators of the development of the economies of the world countries were used the indicators characterizing GDP, gross value added, employment, production and trade in goods and services of ICT and computer communications. The World Bank’s World Development Indicators were used as a statistical information base. On the basis of the developed methodical approach, a cognitive model of the impact of digitalization factors on the economic development of the world countries has been built, the ties between the factors have been analyzed and conclusions have been drawn about the interdependencies between them. It is determined that an effective strategy for managing digitalization processes to increase the development of the country’s economy should include the development of innovative potential through the support of research and innovative start-ups, the expansion of digital infrastructure, especially in the field of telecommunications and mobile connectivity, increasing readiness for the introduction of new technologies through educational programs and training of qualified personnel, and the development of e-governance to ensure broad access to digital public services. Such measures will contribute to increasing productivity and growth of added value in production and services, which will lead to GDP growth, ensuring sustainable economic growth and quality of life of the country’s population. Over the past two decades, there has been a significant increase in the attention paid to mobile phone technology globally. This is largely due to advancements in communication and information technology, as well as transformations in the key methods used to improve the government's relationship with citizens, with the goal of fostering greater citizen participation and support in government affairs. Aiming to enhance the relationship between government and citizens in Iran, this study identifies the key components of mobile government personalization and utilizes a qualitative, exploratory research approach. Data was collected through targeted sampling and semi-structured interviews. The thematic analysis technique was employed to analyze the interviews. The research findings indicate that the personalization of mobile government in Iran encompasses five major themes and 16 subthemes, namely social factors (such as e-services and e-participation), e-factors (including productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and e-learning). These factors are vital to enhance the transparency of government activities and improve citizen satisfaction. Additionally, they facilitate and expedite the flow of information to citizens, enabling quick and efficient access without any constraints of time or place. In the last twenty years, there has been a significant increase in the focus on mobile phone technology internationally, primarily due to the advancement of communication and information technologies, as well as the transformation of key methods utilized to enhance the relationship with citizens, which aims to bolster citizen participation and support for government affairs. The present study seeks to enhance the relationship between the government and citizens in Iran by identifying the primary components of mobile government personalization. This study employs a qualitative approach and exploratory research to achieve its aims. Data is collected using targeted sampling and semi - structured interviews. Thematic analysis technique was employed to analyze the interviews, revealing five major themes and 16 subthemes related to the personalization of mobile government in Iran. These themes encompass social factors (e-services and eparticipation), e-factors (productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and elearning). These factors hold significant importance as they can boost the transparency of government activities and foster increased citizen satisfaction. Additionally, they positively impact the efficiency and accessibility of information dissemination to citizens, transcending any restrictions related to time or location. The Sustainable Development Goals (SDGs) are meant to transform the work of anyone working in international development, throughout a vast ecosystem spanning the private and public sectors and beyond. However, little is known about how the SDGs are used in practice by these various change agents. As the SDGs approach their expiration date in 2030, it is crucial to understand how they affect the stakeholders they aim to guide. Such an understanding will be vital to discussions around the post-2030 goals that might succeed them. Focusing on the field of digital development, this article takes a situated approach to understand how different actors in this sector engage with the SDGs in practice. Through expert interviews with experts from UN organisations, non-profit organisations, the public sector, and private sector, we demonstrate how the SDGs are currently used and what drives and confines this engagement. The results show a plurality of motivations and purposes of using the SDGs, as well as a large spectrum of engagement. If the Post-2030 SDGs want to truly unleash their transformative potential, they should take into account the different contexts in which change agents use them, and actively cater to the different needs and motivations at play. Developments in national information and communication technology (ICT) are always interesting to follow. Based on research and studies so far, ICT development is closely related to the level of the national economy and productivity. This is also the basis for the Indonesian government to actively increase ICT infrastructure development in the 3T areas (Frontier, Outermost, and Disadvantages areas; directly translated from Bahasa Indonesia: Terdepan, Terluar, Tertinggal). BAKTI was appointed as the agency responsible for building and operating ICT infrastructure in the rural area. However, BAKTI itself has experienced various difficulties in building ICT infrastructure in 3T. The lack of appropriate core competencies, the high need for development funds, the limited quality of internet services that can be provided, and the lack of clarity in preparing entry and exit strategies and scenarios mean that BAKTI programs often do not achieve their initial targets and fulfill their initial development intentions. Therefore, new development strategies and modeling are needed to address these challenges while complying with and meeting global standards for providing internet access in rural areas. Using Porter’s Five Forces model and SWOT analysis, situations analysis was then carried out. The results of this analysis are then used to develop a TOWS matrix so that strategies can be developed that are relevant to the existing situation analysis. The results of this strategy emphasize the use of new technology which emphasizes cost efficiency, collaboration with the private sector, emphasizing a clear exit strategy, and optimizing the use of existing infrastructure. The usage of Fixed Wireless Access (FWA) is chosen for the proposed model in this study. A comparative analysis is then carried out by estimating the effectiveness and cost efficiency of the newly developed model and the existing model. A QSPM analysis was also carried out to answer the initial challenges by including all consideration factors, including cost-effectiveness and efficiency. Freedom of expression is one of the fundamental human rights guaranteed in various international legal instruments. The development of information and communication technology, especially social media, has opened up new spaces for people to express their opinions. This research aims to analyze the protection of the right to freedom of opinion through social media from a human rights perspective. This research uses normative legal research methods with a qualitative approach. Research data was obtained through literature studies of various statutory regulations, books, scientific journals and other legal sources. The data that has been collected is then analyzed in three stages, namely data reduction, data presentation and drawing conclusions. The research results show that the protection of freedom of expression on social media is regulated in various policies including the Universal Declaration of Human Rights (UDHR), the International Convention on Civil and Political Rights (ICCPR), and the European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR). Meanwhile, in Indonesia it is regulated in the 1945 Law, the Human Rights Law, and Law Number 19 of 2016. The right to freedom of opinion through social media is a fundamental human right that needs to be protected. This right is considered a fundamental right that cannot be reduced or limited by anyone or the state, this emphasizes the need for strong fulfillment and protection of this right. The development of information and communication technology (ICT) has driven the rapid growth of electronic transactions. The use of electronic signatures (TTE) is also a practical solution in electronic transactions. This research aims to determine the validity of TTE in electronic transactions based on PP No. 71 of 2019. This research uses normative legal research methods with a juridical-normative approach. Research data was obtained from literature studies of statutory regulations, books, scientific journals and other secondary legal sources. Data were analyzed qualitatively using interpretation and description methods. The research results show that based on Government Regulation (PP) no. 71 of 2019 concerning Implementation of Electronic Systems and Transactions, electronic signatures are recognized as a valid form of signature in electronic transactions. Electronic Signatures used in Electronic Transactions can be generated through various signing procedures. Electronic Signatures have legal force and legal consequences as long as they meet the requirements. The article aims is to analyze the internet utilization patterns of rural households in selected European Union countries, particularly focusing on Poland, and to assess the specificity and level of differentiation in this area between countries. The study divides European Union (EU) countries into clusters based on the share of rural residents' using the internet from 2004 to 2022. Employing Ward's method and k-means clustering with the squared Euclidean distance measure, cluster analysis is used for country grouping. Internet functionalities are analyzed to understand consumer behaviors. The study shows that European countries can be categorized into four distinct groups according to the percentage of rural inhabitants who had access to the internet. Internet functionalities revealed variations in accessing information, scheduling medical appointments, social networking, online courses, and political engagement across these clusters. It was found that digital inequality among rural inhabitants in the EU persists, with varying levels of internet usage and utilization of internet functionalities. The convergence hypothesis suggests that less developed areas experience faster growth in internet usage, potentially reducing disparities. Policies promoting digital inclusion and advanced digital skills training are essential to bridge the digital divide in rural areas. In conclusion, access to internet functionalities, especially in healthcare and education, remains a challenge that requires attention. The study emphasizes the importance of considering cultural and socio-economic contexts in understanding digital inequality. This research sheds light on the digital divide in rural EU regions and highlights the need for targeted interventions to enhance digital inclusion and improve the quality of life for rural residents. Purpose: The financial world of today is evolving at a rate that can be challenging to keep up with and comprehend due to developments in information and communication technology. When compared to a conventional disclosure, the eXtensible Business Reporting Language (XBRL), which was named one of the top ten accounting technologies, has a clear advantage in reducing information asymmetry by providing interactive data disclosure. This study aims to examine whether forcing companies to adopt XBRL would cause them to prefer misclassifying income statement items as an alternative to more risky earnings management methods. Design/methodology/approach: The study sample includes nonfinancial UAE companies listed on Dubai Financial Market and Abu Dhabi Securities Exchange from 2012 to 2019. Fixed effect and system General Method of Moments regressions were used to analyze the study data. Findings: The study found that XBRL reporting resulted in lowering the quality of financial reporting as companies have a higher tendency to misclassify income statement items as earnings management mechanism. Practical implications: The findings of this research can be used by stakeholders and practitioners in the UAE to better understand whether the use of XBRL is linked to the engagement of financial reporting manipulative practices. The findings of this study also inform policymakers and regulators about the consequences of companies formally adopting digital disclosure language in an effort to improve the quality of their reporting. Besides, the results offer guidance to regulators considering imposing XBRL usage regulations. Originality/value: Limited number of studies have tested the association between XBRL mandatory adoption and misclassification of income statement items as an earnings management tool in the Gulf Cooperation Council region. The rapid development of information and communication technology has driven the demand for higher data transmission rates. Multi-core optical fiber, with its ability to transmit multiple signals simultaneously, has emerged as a promising solution to meet this demand. Additionally, due to its characteristics such as multi-channel transmission, high integration, spatial flexibility, and versatility, multi-core optical fibers hold vast potential in sensing applications. However, the manufacturing technology of multi-core fiber is still in its early stages, facing challenges such as the design and fabrication of high-quality cores, efficient coupling between cores, and the reduction of crosstalk. In this paper, an overview of the current status and future prospects of multi-core fiber manufacturing technology has been presented, and their limitations will be discussed. Universities play a pivotal role in knowledge production and in transforming teaching methodologies across various subjects. This research is a case study detailing the pedagogical implementation of a game-based methodological approach in a dual-degree program for primary and early childhood education teachers. The focus is on integrating information and communication technologies (ICT) tools for mathematics, specifically Scratch and GeoGebra, underpinned by principles of neuroscience. Based on a sample of 28 students, this study adopted game-based learning (GBL) in mathematics exercises, aimed at equipping student-teachers with strategies for educating future students (ages 7 to 11) in the 3rd to the 6th grade. Key areas of focus included plane and spatial geometry, requiring student-teachers to design game-like activities, emulating the problem-solving approaches of children. The culmination of this study involved presentations by the student-teachers, demonstrating how neuroscience principles can enhance the creation of educational games for primary school students. The findings highlight a significant divergence between the reality of teaching mathematics and the preconceived notions held by the student-teachers. This study opens avenues for integrating neuroscience into education, particularly through GBL, but also highlights the need for comprehensive understanding and application of neuroscientific principles to maximize learning outcomes. In parallel with the developments in information and communication technologies, the concept of digital leadership has emerged with the impact of current approaches such as Industry 4.0 and Society 5.0. Digital leadership is a phenomenal type of leadership that manifests itself in organizations in the dimensions of managing technological processes, innovation, and change. Technological processes make change and innovation inevitable for individuals and societies, which has encouraged innovative behavior, creativity, and agility. This study aims to determine the extent to which the mediating effect of work engagement on the dimension of digital leadership and innovative behavior will be reflected in organizational agility. In this context, questionnaire forms were prepared and sent to 494 people. The data obtained were analyzed and evaluated by using Structural Equation Modelling in IBM SPSS and IBM AMOS programs. As a result of the analysis, the partial mediation effect of work engagement on the effect of digital leadership on organizational agility was determined. The partial mediating effect of work engagement on the effect of innovative behavior on organizational agility was determined. In the modeling in which digital leadership and innovative behavior take place in the organization simultaneously, full mediation for digital leadership and partial mediation for innovative behavior were determined. The result obtained reveals the dominance of digital leadership. It is thought that this result can be explained in line with the Social Information Processing Theory and Role Theory. Digital technologies offer hope for societal change, with the potential to improve the lives of those in poverty. Avoiding utopian and dystopian views, we offer a more dynamic perspective of 'realistic hope' where hope can be aspired to and achieved, but also lost. We describe two cases of digital services in Kenya, conceptualizing hope in the process of engaging with ICT4D (information and communications technologies for development). We reveal the intricate relationship between the capacity for economic empowerment and the dangers of perpetuating marginalization and argue for the judicious use of digital technology to bring dignity to all. With the rapid development of information and communication technology, intelligent wireless systems have a huge demand for devices with multi‐function integration and multi‐degree of freedom electromagnetic control. In this paper, a multifunctional folded transmitarray antenna (MFTA) using a reconfigurable metasurface is proposed to achieve simultaneous and independent modulation of beam and polarization. The beam scanning, arbitrary wave generator, and polarization conversion functions can be achieved only by adjusting the PIN diode bias on the reconfigurable metasurface. In order to prove the feasibility of the proposed method, a prototype is fabricated and verified by experiments. Both simulated and measured results verify the excellent performance of the MFTA. This work opens a door to multi‐functional integration and multi‐degree of freedom electromagnetic manipulate devices, which have great prospects in areas such as radar detection and wireless communication. In recent years, the manufacturing sector is going through a major transformation, as reflected in the concept of Industry 4.0 and digital transformation. The urge for such transformation is intensified when we consider the growing societal demands for sustainability. The notion of sustainable manufacturing has emerged as a result of this trend. Additionally, industries and the whole society face the challenges of an increasing number of disruptive events, either natural or human-caused, that can severely affect the normal operation of systems. Furthermore, the growing interconnectivity between organizations, people, and physical systems, supported by recent developments in information and communication technologies, highlights the important role that collaborative networks can play in the digital transformation processes. As such, this article analyses potential synergies between the areas of sustainable and resilient manufacturing and collaborative networks. The work also discusses how the responsibility for the various facets of sustainability can be distributed among the multiple entities involved in manufacturing. The study is based on a literature survey, complemented with the experience gained from various research projects and related initiatives in the area, and is organized according to various dimensions of Industry 4.0. A brief review of proposed approaches and indicators for measuring sustainability from the networked manufacturing perspective is also included. Based on our fieldwork in Yunnan Province and Ningxia Hui Autonomous Region, this paper explores the different ways in which Chinese rural women engage with the rising industry of e-commerce livestreaming related to agricultural products and villages. Our analytical framework is informed by feminist political economy, which pays heed to the gendered social settings, operation of power, and entanglement between women's domesticity and productivity that underpin people's economic activities. We argue that Chinese rural women's simultaneous empowerment and disempowerment by e-commerce livestreaming are characterized by "mobile immobility", a term inspired by Wallis's (2013) research on rural women's technological empowerment by mobile phones a decade ago. On the one hand, this latest form of e-commerce has created an apparently accessible path for rural women, who tend to be geographically immobile, to achieve social mobility by becoming professional webcasters and/or vloggers. On the other hand, this enablement is in fact classed, aged, and preconditioned on in-laws' support and willingness to share these women's domestic duties, which are not guaranteed. The urban-oriented digital economy of e-commerce livestreaming capitalizes on rural young women's femininity, docile bodies and labor as well as the reproductive labor performed by their family members at the microlevel, reinforcing the urban–rural disparity at the macrolevel. Objectives: nearly 50% of people in developing countries suffer from extreme poverty. Consequently, a debate has emerged about the potential of ICT to improve socio-economic conditions prevailing in impoverished nations. This discussion has given rise to a burgeoning field of research known as ICT for development (ICT4D). However, most academics in the ICT4D arena do not come from developing countries, nor do they reside in these regions -- the main beneficiaries of ICT4D initiatives. This is the case of Brazil, a country characterized by significant socioeconomic disparities, where this field of study has aroused little interest among the scientific community and thus continues to be largely under-researched. Thus, the objective of this paper is to make sense of that phenomenon. Provocations: as most of the ICT4D knowledge base has been generated either by academics who are not originally from developing countries or by academics native to developing countries who currently reside in developed countries, a provocation can be made, namely, considering that ICT4D initiatives can improve the quality of life of people, why haven't Brazilian scholars prioritized research in this area? Conclusion: as a provocative paper, our main objective is to debate on the aforementioned issue. For this, we should listen to the Brazilian Academy of Management -- mainly the academics of the ANPAD's Information Management division -- to address and solve this puzzle, so that ICT4D research in Brazil can be encouraged with a view to causing a real impact on our society. This editorial advances the point that a dialectic of oppression and liberation, implicit in a multiplicity of objects of Information and Communication Technology for Development (ICT4D) research, qualifies as a distinctive feature of the present and future of the ICT4D field. This point builds on Qureshi's argument that the notion of 'digital transformation for development' plays a twofold role, at the intersection between enhancement of human capital and intensification of oppression over structurally silenced groups. First I illuminate the traits of a dialectic of oppression and liberation, as they are reflected in research debates that the ICT4D field has recently engaged. The role of smart phones for women's empowerment in the development context is increasingly being discussed in the field of Information and Communication Technologies for Development (ICT4D) in recent years. Existing studies have investigated the empowering potential of smart phone access both for women's development issues and to prevent domestic violence, a persistent social problem in many developing nations. Considering the importance of smart phone access as a violence prevention tool, this qualitative study aimed to explore the potential of smart phone usage in contributing to women's empowerment to respond against domestic violence in the context of Bangladesh. The findings revealed that access to smart phone has benefitted women both for their personal and professional developments and raising information awareness about violence prevention in the country. However, women's belief in patriarachal norms, lack of trust on help - seeking agencies and gender play a role in limiting technology integration to respond against violence. [ABSTRACT FROM AUTHOR]

In this paper I detail my experiences undertaking an ICT4D project that aimed to better understand how under-resourced visual creatives used mobile technologies to participate in creative 'scenes' in Cape Town, South Africa. The project was focused on developing novel digital applications to better support localized practices. From a post-qualitative perspective, I could map the scenes of 'jamming' together with participants. In describing these scenes, a better understanding is formed of how technologies could be re-designed to support situated creative activities as constellations of creative practices, social imaginaries and materialities. I offer provocations for the future of Digital Development within the creative and cultural industries, namely that creative scenes are about social imaginary and the imminent participations of people; That creative participation is about more than just economic participation; That doing inquiry is about imagining different material realities together with participants; And that 'development' implies dynamic change. In this research commentary, I develop the notion of hope, and argue for its relevance to inform Information Systems (IS) and ICT for Development (ICT4D) research and practice. Moving beyond lay meanings of hope, as reflecting a future positive orientation, often laced with optimism, I will develop a more theoretically informed understanding of hope based on Arjun Appadurai's articulation of the "capacity to aspire" and Ronald Stade's Conceptual Map of the Capacity to Aspire, which brings together four concepts: capabilities (Amartya Sen), hope (Ernst Bloch), voice (Albert Hirschman), and culture of poverty (Oscar Lewis). I discuss how it can be made relevant for ICT4D research, based on a theoretical understanding of how information can serve as both a basis and carrier of hope. Drawing from a case study of more than a decade of ongoing research and practice around digitization of public hospital information systems in India, I critically discuss the value of this framework for informing ICT4D research and practice, and how this can be further developed in the future. The rapid development of digital technology influences social, cultural and work changes, so student competencies and skills must be improved in order to compete in the industrial era 4.0. In anticipating competition in the world of work, the government, through MBKM emphasises increasing digital talent. The aim is to produce graduates who are competent, have a global perspective, as well as equipped with abilities that can support graduate careers in multisectors so that they can contribute to community development. The qualitative secondary data sample was taken from BPS website. Information and computer technology (ICT) abilities among adolescents and adults ages 15 to 24 years in 2019-2021 by province, gender, and demographics were gathered and analysed. The review results showed that the demography factor influences the digital divide, in which rural communities have lower ICT scores than urban communities. The phenomenon known as the digital divide is an issue that often arises in today's digital age. This problem develops when the unequal distribution and development of information and communication technology (ICT) has made it more difficult for individuals to access and use ICT. This impediment will also lead to the community not being prepared to embrace and use more complex ICT tools in the future. MBKM, a learning program focusing on improving students' ICT skills, which can be an important strategy to improve graduate competencies so that they can compete globally in the career world. The Brazilian film market consists mainly of American films; most of these films are released after their release in the United States, while a few are released before or simultaneously. The recent rapid developments in information and communication technology (ICT) changed film-showing technology to a digital model, improving the possibility of simultaneous worldwide releases. ICT evolution also allowed Brazilian moviegoers to access American critic reviews in real time. We explore this scenario to study whether American critic reviews influence film consumption at theaters in Brazil. We employ regression analysis using data from 1,600 films exhibited in the country between 2007 and 2018 collected from Box Office Mojo and Rotten Tomatoes websites. Controlling for endogeneity problems, we documented a prediction effect of expert reviews on gapped film releases but not an influence effect on simultaneous releases, which correspond to the wide film releases in the United States. Research on the "dark side" of information technology (IT) is becoming diffused in the information systems (IS) field. Focused on the negative consequences of IT on individuals, organizations and the society, such a literature has, however, neglected the contribution of ICT4D research to the debate. This paper draws on two streams of research—respectively, on digital identity systems for social protection and biometric humanitarianism—to highlight the limits of the notion of a "dark side" of IT. Using a design justice lens, it illuminates how adverse features can be purposefully designed into technology, directly producing the detrimental outcomes that cause harm on its users. Through this perspective, the notion of a "dark side" of IT is contrasted with that of a "dark matter" pointing to the substantial, rather than accidental, nature of harm generated through IT.
