Th e rapid development of modern information and communication technologies has led to the building of the information society and has had a strong impact on society as a whole with major economic, social, cultural, political consequences, but especially on the everyday life of everyone citizen. Th erefore, the state, through the public policies it proposes, must aim to achieve a fair balance between the development of a dynamic information environment, based on interoperability and services specifi c to the information society, on the one hand, and ensuring respect for the fundamental rights and freedoms of citizens and of the national security interest, on the other hand.
