Internationally, the implementation of holistic programs aimed at academic, financial and retirement preparation support for student-athletes who find themselves in dual careers, such as university students, has been widespread and intensified. However, little is known about the subject in the Brazilian national context, because although there are related studies, they are punctual and related to specific universities. In view of the above, this study aimed to investigate public policy aimed at student-athletes at Brazilian federal universities. This is an exploratory, qualitative, cross-sectional and documentary study, using the websites, internal regulations and public notices of 69 Brazilian federal universities for the year 2023, using the content analysis technique. The results indicate that 72.05% offer some kind of support to DC based on the holistic model, 66.17% of which is academic and 60.29% sports. Among the academic support, the flexibility of assessments (57.35%) and the differentiated treatment of absences (51.47%) were close. The sporting support is centered on partial payment of competition costs (60.29%) and athlete grants are restricted to 20.58% of universities. It can be concluded that Brazil's federal universities have policies that include support actions that integrate the holistic model (academic), with incipient coverage of scholarships (sports), but do not effectively follow the holistic model. This study investigated the effects of computer self-efficacy, computer literacy skills, and cognitive skills on the use of electronic resources among social science doctoral students in Nigerian federal universities. The methodology adopted was the survey research design of the correlational type and a stratified random sampling technique was used to select 2,108 from the population size of 3,342 in 33 faculties of social sciences. Results of the research revealed that there were significant relationships among computer self-efficacy, computer literacy skills, and cognitive skills on the use of electronic resources among social science doctoral students. Computer self-efficacy, computer literacy skills, and cognitive skills have a significant joint effect on the use of electronic resources among Social Science doctoral students in Nigerian Federal Universities. It was therefore recommended that curriculum upgrades be done from undergraduate to postgraduate level that will inculcate the use of computers for learning and various presentations to enhance computer self-efficacy, computer literacy skills, and cognitive skills of doctoral students. Purpose: The purpose of the study is to investigate housing finance strategies for the provision of staff housing in Nigerian Federal Universities. The aim is to investigate and analyze the effective and accessible housing finance strategies for provision of staff housing in Nigerian Federal Universities especially in the Southeast. Design/methodology/approach: A review of related literature identified various housing financing strategies. A well-structured research questionnaire relevant to required variables was developed and administered to staff of the various institutions under study using convenience and Purposeful sampling techniques through physical delivery and electronically (Google form). The data were analyzed using descriptive statistics (frequencies, percentages, and mean) the Pearson correlation coefficient and the t-test of significance of the correlation coefficient were also used for the analysis. Findings: The data analysis showed that the provision of staff housing has strong positive correlation with efficient and accessible financing strategies. The provision of staff housing is dependent on the efficiency and accessibility of available financing strategies. Existence of large undeveloped land and high credibility to access the finance are the major finance eligibility criteria for any university while revealing the Public Private Partnership as the best financing option. Practical implications: The study could form the basis of policy document and decision for the university management. Can be a reference point to housing finance institutions, development agencies and other property providers on the best strategies that will be beneficial to them and the public universities according to their peculiarities. It serves as an added knowledge to researchers and students in the field of housing finance and housing development regarding the best options capable of achieving a credible staff housing delivery. Originality/value: Discussions on financing strategies for staff housing especially as it affects the universities have not received much scholarly attention, this study offers an expository knowledge and recommendation expected to be utilized by the management in providing efficient financing for staff housing. This study investigates the relationship between transparency in government expenditure authorization and public trust in Nigeria. The study aims to achieve three primary objectives: first, to investigate how the level of accessibility of budgetary information influences public trust, to examine the extent to which public debt transparency influences public trust in government institutions and to analyze the relationship between transparency in disclosing revenue sources and its impact on public trust with a focus on the federal university system in South West Nigeri.. The study’s population comprises bursary staff across the six federal universities in south west Nigeria. A sample size of 385 participants was selected using purposive sampling methods. Both quantitative and qualitative research methods were employed, including surveys, interviews, and document analysis. The response rate of questionnaires varies across universities, with a total response rate of 96%, indicating a robust and representative sample for analysis. The findings of the study revealed that the accessibility of budgetary information was found to have a non-significant influence on public trust (coefficient: -0.017131, pvalue: 0.0781), public debt transparency has positive and significant influence on public trust with (coefficient: 0.232477, p-value: 0.0000) and transparency in disclosing revenue sources also have positive and significant effect on public trust with (coefficient: 0.654819, p-value: 0.0000) contributing to public trust in government institutions, particularly federal universities. Which is a clear indication that transparency in government expenditure authorization has significant impact on public trust within the federal university system in South West Nigeria. This is a theoretical essay that presents a conception of university and contextualizes IC within the scope of University Management. The IC encompasses communication phenomena that can both facilitate and complicate relationships within the institutions – therefore, it´s easy to see that IC guidelines can increase its effectiveness. In order to formulate communication guidelines in federal universities it is necessary to know the reality in which they are inserted. This study was carried out to investigate Internet browsing and Web 2.0 competencies as correlate of effective management of institutional repository by Librarians in federal universities in South-South, Nigeria. Utilizing a correlational design, the study answered three questions and tested three hypotheses. The cohort of 242 Librarians from seven federal universities—115 academic and 127 non-academic—constituted the study's population. A stratified total census sampling approach was deployed to include all 242 librarians. Data gathering utilized two questionnaires: the "Librarian Internet Browsing and Web 2.0 Competencies Questionnaire (LIBWCQ)" and the "Effective Management of Institutional Repositories Questionnaire (EMIRQ)". Both tools were validated for face and content by experts and yielded Cronbach Alpha reliability coefficients of 0.75 and 0.77, respectively. Mean scores addressed the research questions, while regression analysis tested the hypotheses at a significance level of 0.05. Results indicated a 52% joint correlation between the Librarians' web competencies and effective management of repositories, notably in activities like social media engagement and collaboration with faculty and students using the digital space. The study concluded and recommended that Librarians should bolster their digital skills through professional development initiatives, such as workshops, webinars, and conferences, focusing on digital management and Web 2.0 tool application to keep up-to-date with technological advancements and best practices in management of institutional repository. more...

This research descriptively fathomed out how digital literacy impacted research productivity of librarians in South-South Nigerian federal universities. Population was 91 librarians while sample was 71 librarians. A validated questionnaire was utilised for data sourcing. Ninety-one questionnaire copies were distributed to the librarians, out of which 71 copies were retrieved and found fit for analysis. The rate of response was 78.02%. Weighted mean, standard deviation, simple percentages and linear regression were employed for data analysis, the outcome of which suggested that the librarians possessed low levels of both digital literacy and research productivity. Relevance. An analysis of scientific papers on international educational migration shows that most foreign and domestic studies have been carried out at the country level. These studies characterize the volume of exports of national educational services, state policy changes in attracting foreign citizens to study, features of adapting foreign students and integrating graduates in the national labor market. At the same time, the influence of international educational immigration on the processes, taking place in certain territories of states, in regions, districts, cities, is studied to a lesser extent. In these regions, the attraction of foreign citizens to study at local universities would be considered as a development priority and competitive advantage not only of a specific higher educational institution, but also territorial education in general. Therefore, identifying the features of modern development of universities in Russian regions and changing the volumes and directions of educational immigration are important and relevant areas of scientific research. The study aims at identifying the features of development of regional universities and impact of the changes, taking place in them, on educational immigration volume. Methods: statistical analysis, comparison, generalization, content analysis of documents, structural method of presenting the material. Results. The article analyzes the main legal documents of reforming the higher education system in Russian regions, highlights the features and results of implementation of projects and programs to improve the efficiency of regional universities. Particular attention is paid to the characteristics of the volumes and directions of educational immigration in the universities of the Russian regions. Conclusions. The formation of federal universities, national research universities, and the creation of a network of flagship regional universities contributed to the development and strengthening of the system of higher educational institutions in the Russian regions. Purpose: Based on the three-dimensional model of Meyer and Allen (1991), this study outlined organizational commitment profiles (OCP) for public service workers working at two federal universities, as well as sociodemographic and occupational characteristics associated with these profiles. Originality/value: OCP emerged as part of the Brazilian research scenario on organizational commitment (OC), as well as discussions that approached the implications of such profiles, in the public sector and public higher education institutions (HEIs). Design/methodology/approach: The research methodology included quantitative, descriptive, and field-based approaches. In the study, 470 respondents worked in administrative areas of two federal universities in Northeast Brazil in three occupational categories: technical servants, managers, and outsourced workers. The techniques used were exploratory factor analysis and latent profile analysis. Findings: As a basis for modeling the factorial structure of the OC scale (affective, normative, and continuance dimensions), four OCP were identified: uncommitted, affective-continuance commitment, moderate, and affectively committed. The uncommitted were primarily men and workers with less job tenure. The majority of the affective-continuance commitment and affectively committed were occupied by technical public servants and outsourced workers, while managers concentrated on the affective-continuance commitments. The scientific problem of the study is related to the identification of educational migration for university admission against the background of youth migration. The practical problems of the study are focused on the creation of analytical conditions for decision-making and planning for the education system development: the distribution of enrollment targets, financing and resource supporting the infrastructure development, and the development of the human resources potential of Russian universities. The object of the study is interregional youth educational migration for university admission. Federal universities data is described as the object of present study. Sources: official state statistics data of 2017-2021, “big data” is the results of passing the Unified State Examinations (USE) and the choice of university and direction of study by students for 2020. The research methodology is connected with the analysis of official statistics, the Russian regions typology according to the characteristics of youth migration: recipient regions, donor regions, regions of a mixed or “transit” type (leaving graduates are replaced by newcomers), closed (low intensity of migration processes). Educational migration was identified by analyzing and comparing databases on the results of the USE and the results of university admission. Originalidade/valor: Os resultados permitiram a emergência de novos PCO no cenário de pesquisa brasileiro sobre comprometimento organizacional (CO), assim como discussões que abordam as implicações de tais perfis, considerando o cenário do setor público e das instituições de ensino superior (IES) públicas. Design/metodologia/abordagem: Trata-se de uma pesquisa quantitativa, descritiva e de campo. O campo de pesquisa foi constituído por 470 respondentes de três categorias ocupacionais distintas: servidores técnicos, gestores e terceirizados, atuantes em áreas administrativas de duas universidades federais do Nordeste. Utilizaram-se as seguintes técnicas: análise fatorial exploratória e análise de perfis latentes. ABSTRACT The study investigated the policy of funding sports scholarships to student-athletes linked to the Federal University of Mato Grosso do Sul, Brazil. This is exploratory and documentary research, with an analysis of the opening and results edicts of the Athlete Scholarship Program (2010-2021). The institution has the Athlete Scholarship Program. Scholarships were paid R$400.00, with an annual duration of 9 and 7 months, with emphasis on individual sports, especially wrestling, athletics, and swimming. It is concluded that the university presents a policy that favors the sport of institutional representation, however, not the high performance, given the low value of the scholarship and the non-payment of it in the first quarter of all the years analyzed. more...

The study investigates information communication technology competence and reference service provision in Federal Universities in North-Central, Nigeria. Reference librarians now provide users with databases that give access to millions of journal articles as well as access to the internet which has holdings of libraries and a limitless variety of formal and informal sources of information. The study has one objective, a research question and one hypothesis. The study adopted total enumeration using a descriptive survey design. The population of the study is three hundred and sixty library personnel comprising professionals and para-professionals. Three hundred and six questionnaires were returned and used for this study. The findings of the study gave insight into how the library personnel in the North-Central federal universities view information and communication technology and their competence in providing reference service to users. The study shows that the library personnel have high-level skills in search engines such as Yahoo and Google, and basic computing such as word-processing and storing and copying data into primary storage devices among others in the eight federal universities in North Central Nigeria. The result revealed a significant influence of ICT skills on reference service provision by library personnel in North-Central Nigeria. The study recommended among others that the governing council and senate of the eight federal universities should urgently consider providing, encouraging and upgrading the application of computer technologies in reference services in university libraries to boost the libraries and to also frequently and adequately provide training and development programme for library staff. This study aimed to analyze the educational practices related to information literacy improved by libraries incorporated in Brazilian federal universities. For that, an exploratory and documental research with a qualiquantitative approach was carried out, using the content analysis. A number of 657 actions of an educational nature were identified. Note that, despite the high number of identified activities, some content such as characterization and evaluation of information sources are not observed in most activities. In addition, the need to integrate educational practices into the students' curriculum was identified. Consider that this project will contribute to the creation of an applicable information literacy program, aimed at the Brazilian context in which libraries and higher education institutions will be based on a theoretical-practical model to assist in information literacy actions. The study of corporate governance and IT governance in the context of Brazilian Federal Universities leads to the promotion of a more effective organizational and academic environment insofar as it collaborates with the decision of their managers regarding the application, advancement and improvement of governance mechanisms. The governance content present in the most varied sectors of these institutions is analyzed through the Integrated Survey of Public Organizational Governance of the Federal Court of Auditors (TCU), by obtaining certain indices that provide to determine how much these institutions make use of the practices of governance. This study, therefore, aimed to enter this area of knowledge, in order to answer whether there is a correlation between corporate governance and IT governance in the context of Brazilian Federal Universities. The nature of the research is applied and, in terms of objectives, it is classified as exploratory-descriptive. The research population is the 63 Brazilian Federal Universities participating in the 2021 TCU survey. As for the approach, this research is considered to be quantitative, as the data analysis was performed using statistical methods such as descriptive statistics and analysis of Pearson's correlation. As a result, it brought evidence that the indicators of corporate governance, management and IT governance are closely related, as well as indicating that universities that obtain a higher performance in any of the three indices tend to also obtain better results in the other two indices, confirming, thus, what is extracted from the high correlations of its indicators. Library personnel development determines service provision, achievement of institutional goals, productivity/development of users and career development of library staff. The study examined the challenges of career development among library personnel in federal universities in Southwest, Nigeria. Four out of the seven federal universities in Southwest, Nigeria were selected. A structured questionnaire was employed for data collection. Total enumeration technique was employed to gather data from 163 library personnel (80 librarians and 49 paraprofessionals) and 129 (79.6%) copies of the questionnaire were found useful for the study. The study indicated that majority of the library personnel in all the universities perceived that library management was highly committed to capacity building, however, at least 50% of the respondents in each of the universities were of the opinion that the capacity building programmes were inadequate. Furthermore, majority of the library personnel in all the universities reiterated that the most important benefit of capacity building was improvement in service delivery. The three major reasons for attendance of capacity building programmes were to get trained in the latest technologies; enhance library service delivery and because they had never attended before. The programme most attended were workshops/seminars 30 (85.7%) and conferences 30 (85.7%); their greatest challenge was irregular sponsorship from their university. It was recommended that library management should put in place more capacity building programmes to enhance effective service delivery and provide funds for the trainings. The management of resources and public policies has been a major challenge for Brazilian public managers. Therefore, the issue of public governance has become a prominent issue in recent years in Brazilian public administration. In this scenario, the Federal Public Universities are included, which are federal institutions of higher education and are subject to accountability both to society and to control bodies. Therefore, the objective of this research is to analyze the parameters and foundations of governance in Federal Public Universities, as well as the results that they presented in the last evaluation carried out by the Federal Audit Court (TCU) in 2021. The methodology had a quantiqualitative methodological approach and was conducted by bibliographic and documental research. The results found show that the issue of public governance is recent and has few investigations. This study focused on the emerging innovative and trendy services on the library websites of all the approved 49 Federal Universities in Nigeria. Document examination was used as an instrument for data collection. The Library websites of all the approved Federal Universities in Nigeria were examined to collate data for this study. Three research questions were developed and analysed quantitatively using frequency tables and simple percentages. The result revealed that some of the Federal University libraries operate without library websites. Again, the study revealed that twenty-three innovative and trendy services were found displayed on the library websites of the Federal university libraries. The majority of the Federal University libraries have inadequate innovative services on their websites e.g. 32 out of 49 have between 0-5 innovative services only, on their websites, which are on the ratios of 7:2:4:6:6:7 universities to 0:5:4:3:1:2 services respectively. Again findings revealed that twelve universities have no official library websites at all. The findings of this study have made it possible for university libraries to discover their shortcomings of not having a library website and of adequate innovative services that would satisfy the needs of present-day information users. This study also makes academic libraries see the need to update their websites from time to time. Holistically, this research adds to the existing body of knowledge on academic library website creation and development. The study brought to the limelight what emerging innovative services are and the need to integrate them on the university library websites particularly in this digital era as there is limited research conducted on this topic. Patents are considered a way of measuring innovation. Based on this information, the article proposed a study on the amount of patents granted to federal universities in Brazil compared to the amount of resources invested in their schools. For this comparison, data were collected from the Information System on Public Budgets in Education - SIOPE, from the National Institute of Industrial Property - INPI and from the World Intellectual Property Organization - WIPO, which were tabulated and analyzed individually. From this analysis, a correlation was made in order to identify whether there is a link between the invested resource and the granting of the patent. This article presents research results of national research universities (NRU) and federal universities (FU) contribution to the Project of competitiveness enhancement of the leading Russian universities among global research and education centers (Project 5-100). The following indicators were analyzed: publications, indexed in Web of Science and Scopus databases, share of international students and faculty, share of young employees and staff with PhD, performance in international rankings, etc. The analysis was based on 41 quantitative and 11 qualitative indicators. The study examined infopreneurship skills for sustainable development in Nigeria, with a focus on Library and Information Science (LIS) students of selected federal universities in Nigeria. The study was guided by six objectives which were to identify the infopreneurship opportunities that LIS students in Nigeria can venture into, the motivational factors for venturing into infopreneurship, the skills required, ways of acquiring infopreneurship skills, challenges militating against infopreneurship skills development and strategies for enhancing the infopreneurship skills development of LIS students in Nigeria. Descriptive survey design was adopted for the study. The study revealed that infopreneurship opportunities for LIS students in Nigeria include: indexing and abstracting services business; computer services business; sale of library equipment business and information consultancy services business, among others. The findings also showed that the motivational factors for infopreneurship skills development of LIS students include: a desire to become a boss of their own, become an employer of labour and a job creator, increased social status and prestige, personal financial gain and freedom, as well as high rate of unemployment in Nigeria, among others. It further revealed that the infopreneurship skills required by LIS students consist of financial management skills, ICT literacy skills, communication skills, marketing skills, interpersonal relationship skills and leadership skills, among others. The results equally revealed that LIS students acquire infopreneurship development skills through training from the entrepreneurship directorates of their universities, seminars, formal classroom learning, reading books on business development and growth and also personal apprenticeship training, among others. The findings revealed the challenges militating against infopreneurship development of LIS students in Nigeria, the strategies for enhancing the infopreneurial skills development and also recommended the way forward. The study concluded that the acquisition of infopreneurship skills is a key to sustainable development as it galvanizes sustainable employment opportunities for LIS students and graduates while engendering socio-economic balance for an improved standard of living and promoting LIS students and graduates positive contributions to a national and global economic renaissance. Effective use of information resources by lecturers is one of the determinants of university education outcomes. To function optimally, lecturers utilise digitised information resources in their duties. University libraries are saddled with the responsibility of organising and providing lecturers' needed information resources. This study, therefore, investigated the influence of digitised library information resources availability on the use of information resources by lecturers in six federal universities in Southern Nigeria. Instruments used for data collection were the DLIRA (r = 0.73) and UIR (r = 0.64) scales. Data were analysed using descriptive statistics, the Pearson product moment correlation, and multiple regressions at.05 level of significance. The results showed that digitised library information resources availability on the use of information resources influenced the use of information resources by lecturers in the federal universities in Southern Nigeria. Thus, there is a need for the management of university libraries to intensify efforts at converting most of the paper-based resources to digitised formats for increased use of library resources by lecturers. The Environmental Agenda in Public Administration is aimed at adopting managerial practices to reduce damage to the environment resulting from economic exploitation and improve the quality of life in the world. Public universities qualify citizens for the job market and play an essential role in implementing actions for sustainable development. The general objective of this study is to identify the actions of the thematic axes of the agenda and their possible contributions to improve environmental social management in federal universities in the North Region. It is descriptive qualitative research carried out through a systematic literature review to raise relevant studies on the subject. The results provided a comparison between the actions implemented by the institutions studied and the thematic axes of the agenda, in which it was demonstrated that UFRA and UFOPA presented a partial congruent relationship, and it was not possible to show possible contributions resulting from these actions. Resumo A partir da análise de mais de três mil editais de concursos para docentes de 63 universidades federais, tínhamos como objetivo principal problematizar os termos da implementação da Lei n.º 12.990/2014, que reserva 20% das vagas de concursos públicos federais para candidatas/os negras/os. Uma conclusão central de nossa pesquisa é que não há uniformidade, entre as diversas universidades, quanto à interpretação do significado da exigência de um número superior a duas vagas por edital para que a reserva seja assegurada. Nesse cenário, o percentual destinado a negras/os nos editais analisados, em um período corresponde a três anos e meio, totalizando mais de 15 mil vagas, é inferior a 5%. Tal realidade parece estar na contramão dos objetivos da Lei n.º 12.990/2014 e contraria manifestações de órgãos do governo federal e do Poder Judiciário no sentido de que o percentual de 20% para negras/os seja cumprido, inclusive nos concursos para docentes. more...

Sustainable development is an issue that has been on the agenda for decades, but that has been taking on greater proportions over time. In Brazil, sustainable national development is a major challenge and one of the ways to ensure this development is through sustainable public purchasing (CPS), given that the government is the country's biggest buyer, thus being able to modify the consumption pattern through their practices. Public institutions have a duty to promote CPS, complying with legal determinations, but actions in this regard are still timid. The objective of this study was to identify the relevant legislation to the CPS and to investigate the actions of the Federal Rural University of Pernambuco - UFRPE related to the strengthening of environmentally sustainable hiring. Throughout the research, documents and information were raised, through bibliographical and documentary research, with the objectives of presenting the legal aspects related to sustainable contracting and observing UFRPE's actions to intensify sustainable contracting in the period between 2010 and 2020. The methodology Qualitative analysis allowed us to verify the actions of UFRPE for the growth of sustainable purchases in the institution. As a result, UFRPE tries to move forward in terms of compliance with laws, such as the obligation to have a Sustainable Logistics Management Plan, which includes Sustainable Purchasing, but does not apply the guidelines outlined in the plan. more...

This study aims to assess the impacts of the Covid-19 pandemic in Brazil and how it has been dealt with by both the government and in civil society. To this end, we examine the Brazilian public health system and the measures taken by the Bolsonaro Government that led to Brazil being ranked second in overall Covid-19 infections in the world through August 2020. In the absence of national leadership facing the Covid-19 health crisis, we list a set of science-based initiatives promoted by Brazilian public universities in connection with local governments, NGOs and communities as a means of mitigating the consequences and spread of the pandemic. This study is based on the consultation of institutional material published by universities summarizing their research and outreach initiatives. Results reveal that university initiatives included: 1) Alerts to society on the risks of the pandemic, with an emphasis on establishing observatories that assisted local governments and civil society in understanding the evolution of the disease, as well as in implementing measures for its prevention; 2) Direct assistance to local communities, with emphases on the addition of beds in university hospitals for treating patients with Covid-19 and on the manufacturing of personal protective equipment and; 3) Research to find solutions to prevent and treat the disease, with emphases on the development of tests for Covid-19, as well as on carrying out phase 3 vaccine trials. Through these measures, Brazilian public Federal Universities played a key role in supporting both civil society and local governments in mitigating the impacts of the pandemic. more...

The objective of the research is to analyze the university libraries of the Brazilian federal universities regarding the budgetary and technological resources to develop quality products and services. The universe of the study includes 19 federal university libraries that answered the following question: the public university libraries present in the southeastern region have sufficient human, budgetary and technological resources to offer quality information products and services to their academic community. It is important to have a more specific knowledge of the reality of university libraries at Federal Universities, which allows an updated view of these libraries through a diagnosis that allows establishing the areas that must be developed. The methodological procedures for data collection was a questionnaire sent to 19 university libraries and for data analysis, some categories were selected from the questionnaire. There were some obstacles regarding data collection, since with social isolation due to the pandemic, it was difficult to locate the person responsible for the central library of each unit. The emergence of the concept of sustainable development and social and environmental responsibility in organizations has evolved over time, from a view focused on the economic and legal aspects to a new stance of organizations that includes responsibility in labor relations or the social aspect. In this context of change, both private and public organizations have made efforts to contemplate labor relations in their daily practices and in the decisionmaking process. Public institutions, and within them, Higher Education Institutions (HEI),play a fundamental role in this aspect as a driving force in changing proactive behaviors in relation to their collaborators, in addition to having a training role externally, citizens or future entrepreneurs who have a more humane background and are committed to the quality of life in the work place. In this sense, this study aims to investigate the social responsibility practices contemplated in the management of the Serra Talhada Academic Unit of the Federal Rural University of Pernambuco (UAST/UFRPE), from management and operational practices related to labor relations, besides knowing the perception of the servers about suchpractices. The research adopted a qualitative and quantitative approach and is configured forbeing applied and descriptive in nature. For data collection, questionnaires were used. As a result, it was possible to highlight the concern with the issue of labor relations by the institution since it is formally inserted in it’s management, even if in an embryonic way. However, the perception of the staff differs as to the institutional position regarding socialissues, especially regarding labor relations, suggesting the need for better dissemination of existing actions in UAST. more...

Library aimed to provide quality services and lifetime learning facilities to its users. However, there are evidences of poor service delivery due to physical work environment in federal university libraries. The study therefore, investigated the extent to which physical work environment influenced service delivery of federal university libraries in South-West, Nigeria. Descriptive research design was used. The population consisted of 218 librarians and library officers from six federal universities in South-west, Nigeria. Questionnaire with four sub-scales: Physical Work Environment (a = 0.71), Library Services Delivery (a = 0.79), was used as data collection instrument. Out of 218 copies of the questionnaire administered, 176 representing 80.7% were retrieved and used for data analysis. Descriptive statistics of frequency counts, percentages, mean and standard deviation were used to analyse the research questions while Pearson product moment correlation was used to test the hypotheses at 0.05 levels of significance. Findings revealed that the rate of library service delivery in federal universities in South-west Nigeria was moderate (x = 72.96, SD = 26.948). Specifically, photocopying and reprographic service (x = 4.07, SD = 4.202); manual reference service (x = 4.04, SD = 1.420) and internet services (x = 4.03, SD = 1.235) were highly delivered while provision of inter-resources through consortium(x = 2.67, SD = 1.28), compilation of bibliographies (x = 3.02, SD = 1.296)and multimedia services (x = 3.32, SD = 1.020) were the least delivered. There was positive and significant relationship between physical work environment and service delivery (r=0.336; P< 0.05). Thus, it was recommended that ICT based services such as online reference, library consortium, inter-library loan should be embraced and provided while library management should improve work environment and physical facilities in terms of provision of more conventional workspace, work tools and equipment to work with and aesthetics to enhance effective and efficient services delivery.
