The objective of the research is to analyze the university libraries of the Brazilian federal universities regarding the budgetary and technological resources to develop quality products and services. The universe of the study includes 19 federal university libraries that answered the following question: the public university libraries present in the southeastern region have sufficient human, budgetary and technological resources to offer quality information products and services to their academic community. It is important to have a more specific knowledge of the reality of university libraries at Federal Universities, which allows an updated view of these libraries through a diagnosis that allows establishing the areas that must be developed. The methodological procedures for data collection was a questionnaire sent to 19 university libraries and for data analysis, some categories were selected from the questionnaire. There were some obstacles regarding data collection, since with social isolation due to the pandemic, it was difficult to locate the person responsible for the central library of each unit.
