The race/colour question and its political implications in Cuba have been foregrounded recently. A cross-section of Cuban society has encouraged discourses on racial awareness and anti-racist epistemologies as direct or indirect, but positive, outcomes of the encounter with ideas of decolonisation promoted by Black movements and readings of Black Caribbean intellectuals. Through history and the multidisciplinary nature of cultural studies, this article explores regional intersections among Pan-Africanism, Caribbean social and intellectual thought, and some expressions of these ideas in Cuba. It focuses on identity, Black consciousness and the tangential impact of Pan-Africanism as a political ideology on Cuba in three different periods. The author argues that the ideas of Marcus Garvey, Walter Rodney and Bob Marley provide ideologically connecting points in the assessment of cross-cultural connections between Cuba and the Caribbean. This article assumes a balanced position between two contrasting views regarding the accessibility, quality, efficiency and financial sustainability of the Cuban healthcare system. It evaluates those issues in the 2006–20 period by identifying strengths and weaknesses based on a comprehensive statistical compilation of health indicators, physical infrastructure trends, availability of physicians and other elements to assess the system's long-term financial sustainability. What explains the variation in vote shares received by candidates in single-party authoritarian elections where everybody wins? The scholarly literature has often ignored institutional variations, treated all authoritarian elections as similar, and explained the variation of vote shares as a consequence of clientelism, coercion or electoral fraud. We employ a unique data set for Cuba's 2013 National Assembly election to show an alternative answer: even in authoritarian regimes, institutional settings shape voters' behaviour and candidates' strategies. When the number of candidates on the ballot equals the number of parliamentary seats and yet voters can express some preference among multiple candidates, valence can become a predictor of candidate performance. Voters reward high-quality politicians, but not incumbents or Communist Party members, while candidates have no incentives to actively distinguish themselves and converge toward the general support of the single united slate. This article analyses the local roots of the criminalised characterisation of Cuban refugees who resided in a Wisconsin detention centre during and after the so-called Mariel Exodus or Boatlift in 1980. Acknowledging the role of national media in espousing a violent and chaotic image of the Mariel Boatlift and its participants, who became known as 'Marielitos'; it examines how local Wisconsin newspapers gravitated towards this representation, compounding its negative influence. The article then explains how the economic recession and rising concerns about deviant sexuality morphed media accounts of Cuban refugee struggles and uncovers narratives not captured by Marielito criminality. The current research has the purpose of analyzing Turkey's approach toward Latin America and the Caribbean region through the prism of soft power theory, and through a specific case study, i.e. Turkey-Cuba relations. The working assumption is that Turkey has been able to increase its presence and influence in the region, thanks to a particular soft power-oriented approach known as multi-dimensional policy, which reflects both new behavior and new agents. An analysis of Turkey-Cuba relations will not only help to improve the literature about Turkey's foreign policy on a subject which has not yet been adequately examined, but will also underline features and peculiarities of Turkey's soft power, such as the emerging "Mosque Diplomacy." In order to sustain their rule, authoritarian regimes not only rely on mechanisms of repression and co-optation, but also develop strategies of legitimation. Even when aimed at the domestic audience, these include seeking 'legitimation from abroad' - that is, validation through activities on, or by way of reference to, the international stage. This article analyses these strategies in an empirical case study of Cuba. Bringing back in Max Weber's classic 'pure types of legitimate authority', which distinguish between regimes precisely on the basis of their claims to legitimacy, the study highlights the change from charismatic rule under Fidel Castro to an authoritarian brand of rational-legal authority under his brother Raúl. The analysis then shows how the expansive international legitimation strategy that once characterised Fidel's charismatic tenure has given way to a merely defensive form of international legitimation under the present bureaucratic socialist regime. Losing its closest socialist ally, the Soviet Union, launched Cuba into a severe economic and political crisis that forced the state to make several concessions to its earlier ideals. State services and contributions to the population were severely cut, the country was opened to international tourism and day-to-day life became increasingly monetised, favouring some whilst marginalising others. Expectations of the crisis were that it would create widespread popular resistance to the state. Drawing on ethnographic evidence from contemporary Havana, this report explores how individuals relate to Cuba's current state discourse in the context of the island's recent political and economic transformations. The dynamics between large-scale developments and individuals' everyday lives is approached through the notion of dialectics of care, which highlights the multifaceted relationships that people maintain with state institutions, whilst simultaneously finding inventive ways to negotiate the continuing political and economic precarity.
