The objectives of this paper are reflected in expressing the need for change in public administration by promoting the new public management, in order to improve the quality of public services in terms of efficiency and effectiveness, which involves applying the principles of sustainable development. An objective of the study was to explain and interpret the concepts of efficiency and effectiveness in public administration. We have presented the direction of the work in the public administration in the developed countries and in our country and we have presented the priorities and coordinates regarding the development of public administration management. Through public administration, governments realise the needs of certain groups of beneficiaries, the policies that should be reviewed and the new policies to be introduced so that society should be able to provide the necessary public services. . Fair, open and constructive collaboration between citizens and public administration may lead to convergence between the public interest and the objectives which public institutions propose and the actions they take.

The study also highlights a series of indicators of life quality, emphasizing the role the tourism has in improving the life quality.

In this work I have approached elements related to need of total quality in public administration field. .I explained the total quality concept and total quality management concept as a strategy for continuous improvement of quality in public administration field.. We have also shown the importance of organizational culture to develop and implement total quality management. Throughout my paper I have presented and expressed the need of quality in the public administration area, starting from these considerations: the incidence in the economy, limited resources, reaffirming the democratic values, the legitimacy of the public area and the citizens’ pressure. The total quality management supposes a continuous improvement of public services and processes as well as the creation of a management system focused on quality, which adds value to the customer citizen’s perception by creativity and participation of the entire staff in this effort.

So far, we summarize the debate to bring in new terms and new issues in which they and circumscriu issues which involve both technical progress, and modem management and, implicitly, that appropriate policies are bound to think and to promote countries that really want to integrate new processes which are profiling in the world economy. No reception of the new "challenges" of the world economy and of the processes that characterize the present and in perspective and without answers as part of national economies is difficult, if not impossible, to hope in an economic and efficient integration of some countries in the extremely demanding global economy.

In this paper the authors present a study on the use of the tree diagram to solve a quality problem in a chemical laboratory. The study aims to identify actions/measures that ensure elimination of sources of errors that cause non-quality problems in analyzes performed in a chemical laboratory. Several measures have been identified that have been grouped into four categories corresponding to four specific objectives. There was a relatively complex 4-level tree diagram. The specified tree chart is useful for organization management and staff in the chemical laboratory to prevent and eliminate nonconformities and generally to improve the quality of the deployed activities.

The improvement of Ship Energy Efficiency has been a major issue for the Shipping industry, primarily for three reasons; Firstly because fuel expenses of merchant ships contribute substantially to the overall expenses, secondarily, as conventional diesel engines and gas turbines emit large amounts of Greenhouse Gases (GHGs), contributing to the Climate Change and thirdly due to recent legislation including IMO Resolutions and EU Directives. The above in addition to the recent economic recession, have made it imperative for the industry to lower costs and introduce novel technologies and technical innovations, through the application of the Energy Efficiency Design Index (EEDI) and Energy Efficiency Operation Index (EEOI).This paper aims to contribute to the identification of methods and management tools in order to improve energy efficiency, by developing Ship Energy Efficiency Management Plans (SEEMPs). The paper focuses especially on investments, modifications, management and operational changes that can be deployed, in order to improve energy efficiency of existing ships. Finally, the economic result of modifications made on an existing vessel is presented, using data from a study performed by the authors in collaboration with several shipping companies.

The shipping sector is facing new challenges in energy consumption and management. In a recent study conducted by the European Sea Ports Organization (ESPO) has shown that energy consumption has risen from 7th place in 2009, to 2nd in 2016, as far as the 10 environmental priorities of European ports. Energy management is seen as the greatest risk for shipping companies, due to the variability existing in the oil and gas markets, in recent decades. Unsuccessful energy management strategies have been shown to have serious consequences for the natural environment, as well as for the companies themselves, which include the enhancement of global warming, and the destruction of a positive corporate image/reputation. Due to this, shipping companies now consider energy as an integral part of their overall strategy and adopt risk management assessments in order to attain the best returns on their investments. The ISO 50001 standard provides a useful tool to companies that are eager to develop and apply an efficient energy strategy consistent with modern Social Corporate Responsibility requirements and aspirations.

Throughout my paper I have presented the Lean Management principles from the perspective of applying them in public services, as well as the analysis of flows, value-added, costs and losses in the course of specific processes for identifying the measures of improving the quality of services for citizens and increasing their quality of life. Lean approach is focused on customer’s concerns and on activities that add value by a long-term improvement of processes, by respecting people, having as core objectives to eliminate losses and to create value for the end customers.

An important strategic element specific to higher education institutions relates to achieving a leadership role in developing transferring knowledge and skills pertinent to business managers, stakeholders and the general public and necessary to attain sustainable development. Higher education, by its nature is a catalyst for propagating sustainable development principles, beyond the inherent borders and obstacles, since it can effectively practice communication, partnership, research and knowledge sharing. It is without doubt that a decisive factor for achieving a widespread sustainability culture is higher education institutions placing sustainability (sustainable development) in the center of their curriculum university training for future professionals The aim of this article is to highlight the importance of re-designing the curriculum structure in a holistic perspective, ensuring that sustainability is central to both the curricula of higher educational institutes, as well as in operational practice. A curriculum comparative analysis from selected university departments of Romania and Greece is performed leading to proposals of ways to improve the curriculum and introduce novel ideas into the process of reorienting university studies towards sustainability. INTRODUCTION During the last decade universities have institutionalized the principles of sustainable development into curricula, research, operations and procedures, assessments, reviews and reporting. This is mainly due to the adoption of resolution 57/254, by the United Nations General Assembly (2002) and the launch of the “United Nations Decade of Education for Sustainable Development, 2005 2014”. This resolution re-emphasizes the vital role of education in building awareness on the necessity of sustainability, in accordance with the World Summit on Sustainable Development (WSSD) (Johannesburg, 2002). Furthermore this resolution proposed the necessity for changes to be brought about at all levels, moving from general statements of intent to increasingly detailed specifications for action, thus providing a highly instructive contemporary case study of policy and practice in relation to the foundational issue (Scott & Gough, 2006). It is therefore clear, that all universities around the world faced the challenge of rethinking their mission by restructuring university curricula, research programs and life on campus, incorporating sustainable development not only in teaching and learning, but in the entire institution. Sustainable development would therefore be included in general and specialized subject curriculum areas in a holistic institutional approach, complementing both formal and informal learning, in order to offer a level of knowledge and awareness about sustainable development to all students. Specific skills for sustainable development as well as the education for sustainable development (EDS), play an important role in helping people understand and accept the need for change in social and economic values, as well the behavioral changes necessary to achieve this goal. It is without doubt that conscious choices may be taken only by people who understand the issues and dilemmas appreciating the cost and consequences of such actions. Generally Higher Education Institutions have a great opportunity to fulfill the vision of becoming a sustainable organization at the forefront of community, curriculum and research and resource efficiency. The adoption of a more holistic approach to education for sustainability is also likely to demand the consideration be given to the environment in which students engage in the learning process (Hermann, 2007). The reorientation of Universities towards sustainability, characterized by transdisciplinarity, holistic, intensive research, critical thinking and problem solving, talent development that would eventually lead to the creation of new value, high quality development can be schematically shown in the following figure: Figure 1: Reorienting higher education through sustainability Source: Adapted from : Report on the UN Decade of Education for Sustainable Development,2012 Sustainability is, of course, not just the responsibility of Universities. One of the challenges faced by businesses today is the combined pressure to reduce price and to provide an increased a variety of options at lower volumes. This paper will present what we call 5S method as part of the Lean philosophy. It will explain how to introduce this concept and how can it be adapted in our institutions. 5 S is a Japanese concept. It is a methodical approach for eliminating time and material waste. The reality is that a crowded and unorganized workplace is filled with waste: wasted time when looking for tools , wastes provoked by excessive ,material costs , space waste,etc. All these Japanese words that start with “S” : seiri, seiton, seiso, seiketsu, shitsuke cam be translated in every language. The idea is that these concepts have penetrated the universal values circuit, even if they have roost – sometimes strong – in each nature.

In this work I propose myself to analyse the implications of the new EU 2020 strategy considering Greece and the East European countries, in a globalized and interdependent world which is being emphasized a lot more by the crisis. I present the main motive factors of the EU 2020 strategy, enabling the development based on knowledge as a value generating factor, the development of competences within a society favourable for inclusion and the creation of a competitive economy, a connected and more ecological one. I emphasize the approach of changing the objectives into reality and the use of instruments within a new approach, thus to outrun the economic and financial crisis. The study presents a short economic incursion concerning the role of small and medium enterprises in the complex regionalization process of Romania and the impact of this sector on the economic development of the regions, as generating new value. In this paper I have approached aspects related to the problematic of regionalization within the new economic context, which is marked by major turbulence with medium and long-term effects. The development disparities are a reality and, therefore, the interventions of the regional development process is designed to reduce these disparities. Through the case study presented, based on the scientific investigations in the field of small and medium enterprises, I have shown which the analyzed economic disparities are, using the following indicators: the grand domestic product per inhabitant, the number of small and medium enterprises on regions, the number of SMEs in economic sectors and development regions, the average number of employees in SMEs, the share of the turnover in SMEs at the regional level. I have also presented several factors that contribute to eliminate the disparities and develop the regions, focusing on the importance of the innovation and creation process, the development of the human resource, the specialization of regions, infrastructure and accessibility.

In this paper I have approached issues concerning the importance of Lean Management method in the current context of evolution of an organization. With roots in the just in time method, Lean Management model focuses on the process of changes evolving and adapting to them and regards issues such as: the dimensioning of life cycle, the dimensioning of processes, the dimensioning of ranges of products. I have also presented the relationship between Lean Management method and the human factor as a determinant in forming an organizational culture which leads to the formation and development of Lean thinking. Relevant factors which determine the change and interact with the Lean Management method are: training, motivation, teamwork spirit, communication methods, training and motivation. An important aspect of this paper is to integrate Lean Management with Six Sigma, and with other managerial techniques leading to getting quality products at low costs

In this working paper I proposed to address/aproach issues of relationship and interdependence of human resources and management based on knowledges. I presented during the paper the new type of human resource management and new challenges which are noted in the current economic conjuncture and their influences on human resource management. We have also shown which is the new type of organizational culture and its impact on management based on knowledge. I focused also on the modalities how influence the management of human resources the management based on knowledge materialized in: the organization employee involvement, strong motivation and retention of employees in the firm based on knowledge, connection of management based on knowledges and the human resource management on the firm strategy, development of employees capacity and the intellectual capital, the creation and maintenance of learning practices widely used in business.

Development of the importance of quality has been produced by a series of economic facts , among which we can name mainly the increase of competition , the continuous growth of the clients and society’s exigence,the increase of the complexity of the products. T.P.M. is increasingly being seen as a suitable initiative technique for effectively involving the workforce in manufacturing based organisations to produce increased productivity and add new impetuous to total quality efforts, a process implemented through specific techniques, which sistematically eliminate defects and losses due to equipment in a team-based environment . The task of implementing T.P.M. can be daunting, as the practical details and procedures for using T.P.M. to maximize equipment effectiveness must be tailored to the individual company. Each company must develop it’s own action plan , because needs and problems vary , depending on the company , type of industry , production methods and equipment types and conditions. In Romania, the implementation of assurance quality systems began in 1980 . The implementation of T.Q.M. raises problems rated to financial, technical , technological and human resources issues

In this paper I wanted to approach the relationship between Total Performances Scorecard and other concepts related to the continuous improvement, namely: Total Quality Management, Balanced Scorecard, Performance Management and Skills Management. Total Performances Scorecard is a holistic concept of improvement and change management. In the TPS concept, improvement, development and learning are treated as cyclic and ethical processes, through which the development of personal skills, organization and internal involving mutually reinforce. Throughout the paper I presented the TPS interference with other concepts for improvement and I analyzed the underlying principles of TPS. I also examined how to use the Balanced Scorecard's instruments to determine the set of comparative indicators in the benchmarking processes.

In this paper I proposed myself to approach issues related to the intrapreneuriat, which represents a powerful approach of the organizational change. Throughout the paper I tried to provide adequate answers to the requests concerning the intrapreneurial management approach and the concepts derived – intrapreneurial unit, intrapreneur manager, intrapreneurial – strategy – as an important factor of the work improvement on the grounds of efficiency and effectiveness, especially at the University because higher education institutions offer a variety of activities and opportunities for the intrapreneuriat. I also presented the specific features of the university intrapreneurial units and I detailed the intrapreneurial approach in higher education institutions. In the society based on knowledge, the universities as centers of innovation, creativity and critical thinking can successfully implement the intrapreneurial management as a progress and generating new value factor.

The continuous improvement represents not only an important principle of quality management, but also an essential condition for the companies to survive in a competitive environment .To identify what, how and where to enhance the companies performance is not easy job, but it’s perfectly possible. An important instrument for the management is represented by the benchmarking process through which we identify the mechanisms and practices that lead to performance and also the way in which these can be adapted and implemented in our country. This paper’s goal is to present the benchmarking process, with a special accent on internal benchmarking which could represent an important step for the capitalization and generalization of good practices identified within the company.

In this paper I have proposed to address/approach new dimensions of management in the economic crisis at the strategic and tactical levels, and in particular at the operational level. I have presented aspects/issues of the economic crisis in our country, by characterize the impact of crisis on the main sectors of national economy. Globalization, high flexibility, continuous improvement, tolerance for uncertainty is the general attributes of the new organizations that require a new managerial process. The organizational environments uncertain, turbulent, specific to economic crisis involve new accents of management instruments in order to achieve managerial effectiveness and efficiency and to this sense we scale new management by objective and management by exception.
