Thriving communities depend on a strong early childhood education (ECE) system--one where both young children and members of the workforce are served and supported. In recent years, state government leaders have increasingly focused on changing qualifications for specific ECE roles, as increasing credential requirements has sometimes been associated with increasing quality. However, across the country, early childhood educators face significant barriers to economic security and continuing education--all while supporting children, parents, and their communities with specialized education services. This report examines the barriers that even highly qualified early child educators experience in the face of increased credential requirements. Featuring case studies of California and Washington, D.C., the report offers implications for policies that protect educators and advance racial and economic equity in the profession. Included with the report are an Executive Summary encapsulating the findings and a Technical Document describing the methodology, data collection, and quantitative analysis.

Intracranial hemorrhage (ICH) refers to the leakage or accumulation of blood within the skull, which occurs due to the rupture of blood vessels in or around the brain. If this condition is not diagnosed in a timely manner and appropriately treated, it can lead to serious complications such as decreased consciousness, permanent neurological disabilities, or even death.The primary aim of this study is to detect the occurrence or non-occurrence of ICH, followed by determining the type of subdural hemorrhage (SDH). These tasks are framed as two separate binary classification problems. By adding two layers to the co-scale convolutional attention (CCA) classifier architecture, we introduce a novel approach for ICH detection. In the first layer, after extracting features from different slices of computed tomography (CT) scan images, we combine these features and select the 50 components that capture the highest variance in the data, considering them as informative features. We then assess the discriminative power of these features using the bootstrap forest algorithm, discarding those that lack sufficient discriminative ability between different classes. This algorithm explicitly determines the contribution of each feature to the final prediction, assisting us in developing an explainable AI model. The features feed into a boosting neural network as a latent feature space. In the second layer, we introduce a novel uncertainty-based fuzzy integral operator to fuse information from different CT scan slices. This operator, by accounting for the dependencies between consecutive slices, significantly improves detection accuracy.

As autonomous robots increasingly navigate complex and unpredictable environments, ensuring their reliable behavior under uncertainty becomes a critical challenge. This paper introduces a digital twin-based runtime verification for an autonomous mobile robot to mitigate the impact posed by uncertainty in the deployment environment. The safety and performance properties are specified and synthesized as runtime monitors using TeSSLa. The integration of the executable digital twin, via the MQTT protocol, enables continuous monitoring and validation of the robot's behavior in real-time. We explore the sources of uncertainties, including sensor noise and environment variations, and analyze their impact on the robot safety and performance. Equipped with high computation resources, the cloud-located digital twin serves as a watch-dog model to estimate the actual state, check the consistency of the robot's actuations and intervene to override such actuations if a safety or performance property is about to be violated. Following a brief introduction to research, research processes, research types, papers, reviews, and evaluations, this paper presents a structured framework for addressing inconsistencies in research methodology, technical writing, quality assessment, and publication standards across academic disciplines. Using a four-dimensional evaluation model that focuses on 1) technical content, 2) structural coherence, 3) writing precision, and 4) ethical integrity, this framework not only standardizes review and publication processes but also serves as a practical guide for authors in preparing high-quality manuscripts. Each of these four dimensions cannot be compromised for the sake of another. Following that, we discuss the components of a research paper adhering to the four-dimensional evaluation model in detail by providing guidelines and principles. By aligning manuscripts with journal standards, reducing review bias, and enhancing transparency, the framework contributes to more reliable and reproducible research results. Moreover, by strengthening cross-disciplinary credibility, improving publication consistency, and fostering public trust in academic literature, this initiative is expected to positively influence both research quality and scholarly publishing's reputation.

Unconventional superconductivity, where electron pairing does not involve electron-phonon interactions, is often attributed to magnetic correlations in a material. Well known examples include high-T_c cuprates and uranium-based heavy fermion superconductors. Less explored are unconventional superconductors with strong spin-orbit coupling, where interactions between spin-polarised electrons and external magnetic field can result in multiple superconducting phases and field-induced transitions between them, a rare phenomenon in the superconducting state. Here we report a magnetic-field driven phase transition in \beta-PdBi2, a layered non-magnetic superconductor. Our tunnelling spectroscopy on thin PdBi2 monocrystals incorporated in planar superconductor-insulator-normal metal junctions reveals a marked discontinuity in the superconducting properties with increasing in-plane field, which is consistent with a transition from conventional (s-wave) to nodal pairing. Our theoretical analysis suggests that this phase transition may arise from spin polarisation and spin-momentum locking caused by locally broken inversion symmetry, with p-wave pairing becoming energetically favourable in high fields. The erratic nature of chaotic behavior is thought to erode the stability of periodic behavior, including topological oscillations. However, we discover that in the presence of chaos, non-trivial topology not only endures but also provides robust protection to chaotic dynamics within a topological lattice hosting non-linear oscillators. Despite the difficulty in defining topological invariants in non-linear settings, non-trivial topological robustness still persists in the parametric state of chaotic boundary oscillations. We demonstrate this interplay between chaos and topology by incorporating chaotic Chua's circuits into a topological Su-Schrieffer-Heeger (SSH) circuit. By extrapolating from the linear limit to deep into the non-linear regime, we find that distinctive correlations in the bulk and edge scroll dynamics effectively capture the topological origin of the protected chaos. Our findings suggest that topologically protected chaos can be robustly achieved across a broad spectrum of periodically-driven systems, thereby offering new avenues for the design of resilient and adaptable non-linear networks., Comment: 13 figures, 23 pages

Autonomous flapping-wing micro-aerial vehicles (FWMAV) have a host of potential applications such as environmental monitoring, artificial pollination, and search and rescue operations. One of the challenges for achieving these applications is the implementation of an onboard sensor suite due to the small size and limited payload capacity of FWMAVs. The current solution for accurate state estimation is the use of offboard motion capture cameras, thus restricting vehicle operation to a special flight arena. In addition, the small payload capacity and highly non-linear oscillating dynamics of FWMAVs makes state estimation using onboard sensors challenging due to limited compute power and sensor noise. In this paper, we develop a novel hardware-in-the-loop (HWIL) testing pipeline that recreates flight trajectories of the Harvard RoboBee, a 100mg FWMAV. We apply this testing pipeline to evaluate a potential suite of sensors for robust altitude and attitude estimation by implementing and characterizing a Complimentary Extended Kalman Filter. The HWIL system includes a mechanical noise generator, such that both trajectories and oscillatinos can be emulated and evaluated. Federated Learning (FL) is essential for efficient data exchange in Internet of Things (IoT) environments, as it trains Machine Learning (ML) models locally and shares only model updates. However, FL is vulnerable to privacy threats like model inversion and membership inference attacks, which can expose sensitive training data. To address these privacy concerns, Differential Privacy (DP) mechanisms are often applied. Yet, adding DP noise to black-box ML models degrades performance, especially in dynamic IoT systems where continuous, lifelong FL learning accumulates excessive noise over time. To mitigate this issue, we introduce Federated HyperDimensional computing with Privacy-preserving (FedHDPrivacy), an eXplainable Artificial Intelligence (XAI) framework that combines the neuro-symbolic paradigm with DP. FedHDPrivacy carefully manages the balance between privacy and performance by theoretically tracking cumulative noise from previous rounds and adding only the necessary incremental noise to meet privacy requirements. In a real-world case study involving in-process monitoring of manufacturing machining operations, FedHDPrivacy demonstrates robust performance, outperforming standard FL frameworks-including Federated Averaging (FedAvg), Federated Stochastic Gradient Descent (FedSGD), Federated Proximal (FedProx), Federated Normalized Averaging (FedNova), and Federated Adam (FedAdam)-by up to 38%. Osteoporosis is a common condition that increases fracture risk, especially in older adults. Early diagnosis is vital for preventing fractures, reducing treatment costs, and preserving mobility. However, healthcare providers face challenges like limited labeled data and difficulties in processing medical images. This study presents a novel multi-modal learning framework that integrates clinical and imaging data to improve diagnostic accuracy and model interpretability. The model utilizes three pre-trained networks-VGG19, InceptionV3, and ResNet50-to extract deep features from X-ray images. These features are transformed using PCA to reduce dimensionality and focus on the most relevant components. A clustering-based selection process identifies the most representative components, which are then combined with preprocessed clinical data and processed through a fully connected network (FCN) for final classification. A feature importance plot highlights key variables, showing that Medical History, BMI, and Height were the main contributors, emphasizing the significance of patient-specific data. While imaging features were valuable, they had lower importance, indicating that clinical data are crucial for accurate predictions. This framework promotes precise and interpretable predictions, enhancing transparency and building trust in AI-driven diagnoses for clinical integration.

In this work, we demonstrate the presence of an anomalous non-Hermitian skin effects which decay from both ends of a system consisting of two coupled Hermitian chains induced by non-reciprocal inter-chain cross-coupling. Another intriguing feature of the system is that its eigenenergy spectrum in thermodynamic limit deviates from the generalized Brillouin zone (GBZ), contrary to that of conventional non-Hermitian systems. The thermodynamic-limit energy spectrum is however restored to the GBZ by the presence of even an infinitesimal amount of gain and/or loss term to the system. In this case, the system exhibits a critical phenomena similar to that of coupled non-Hermitian chains, whereby the eigenspectrum starts to approach the GBZ beyond some critical size. Furthermore, the non Hermitian skin effect becomes less pronounced as the system size exceeds this critical size. We analytically explain these peculiar features which highlight the important role of gain and loss terms as well as inter-chain coupling in tuning non-Hermitian skin modes, thus suggesting a new avenue for the modulation of the skin mode characteristics of open systems., Comment: 11 pages, 6 figures

The combination of an ordinary s-type superconductor with three-dimensional topological insulators creates a promising platform for fault-tolerant topological quantum computing circuits based on Majorana braiding. The backbone of the braiding mechanism are three-terminal Josephson junctions. It is crucial to understand the transport in these devices for further use in quantum computing applications. We present low-temperature measurements of topological insulator-based three-terminal Josephson junctions fabricated by a combination of selective-area growth of $\mathrm{Bi_{0.8}Sb_{1.2}Te_3}$ and shadow mask evaporation of Nb. This approach allows for the in-situ fabrication of Josephson junctions with an exceptional interface quality, important for the study of the proximity-effect. We map out the transport properties of the device as a function of bias currents and prove the coupling of the junctions by the observation of a multi-terminal geometry induced diode effect. Efforts to mitigate bias and enhance fairness in the artificial intelligence (AI) community have predominantly focused on technical solutions. While numerous reviews have addressed bias in AI, this review uniquely focuses on the practical limitations of technical solutions in healthcare settings, providing a structured analysis across five key dimensions affecting their real-world implementation: who defines bias and fairness; which mitigation strategy to use and prioritize among dozens that are inconsistent and incompatible; when in the AI development stages the solutions are most effective; for which populations; and the context in which the solutions are designed. We illustrate each limitation with empirical studies focusing on healthcare and biomedical applications. Moreover, we discuss how value-sensitive AI, a framework derived from technology design, can engage stakeholders and ensure that their values are embodied in bias and fairness mitigation solutions. Finally, we discuss areas that require further investigation and provide practical recommendations to address the limitations covered in the study.

One of the most fascinating phenomena in non-Hermitian systems is the extensive accumulation of the bulk eigenstates under open-boundary conditions which is known as the non-Hermitian skin effect (NSHE). Here, we propose a switchable NHSE in a topolectrical (TE) set-up which can be turned on or off simply by varying the driving frequency without any modification to the physical circuit. Specifically, we consider a coupled system consisting of two non-Hermitian Hatano-Nelson chains where each node of one chain is connected to neighboring node of the other chain via resistive couplings with opposite signs for the two coupling directions. Interestingly, the NHSE is switched on only if the driving frequency is greater than a certain critical frequency. Conversely, the NHSE in the coupled system is switched off when the frequency falls below the critical value, even though the individual uncoupled chains still exhibit the NHSE. This frequency-controlled NHSE may pave the way for many possible applications including non-Hermitian sensors where the driving frequency can manipulate the current and voltage localization., Comment: 7 pages, 3 Figures

Industrial control systems are becoming more distributed and interconnected to allow for interaction with modern computing infrastructures. Furthermore, the amount of data generated by these systems is increasing due to integration of more sensors and the need to increase the reliability of the system based on predictive data models. One challenge in accommodating this data and interconnectivity increase is the change of the architecture of these systems from monolithic to component based, distributed systems. Questions such as how to deploy and operate such distributed system with many sub-components arise. One approach is the use of kubernetes to orchestrate the different components as containers. The critical nature of the industrial control systems however often requires strict component isolation and network segmentation to satisfy security requirements. Cilium is a popular network overlay for kubernetes that enables definition of network policies between different components running as kubernetes pods. The network policies are crucial for maintaining the secure operation of the system, however analysis of deployed policies is often lacking. In this paper, we explore the use of a formal analysis of Cilium network policies using VDM-SL. We provide examples of Cilium policies, an approach how they could be formalised using VDM-SL and analyse several scenarios to validate the policies against a model of simple real-life system.

Detecting credit card fraud (CCF) holds significant importance due to its role in safeguarding consumers from unauthorized transactions that have the potential to result in financial detriment and negative impacts on their credit rating. It aids financial institutions in upholding the reliability of their payment mechanisms and circumventing the expensive procedure of compensating for deceitful transactions. The utilization of Artificial Intelligence methodologies demonstrated remarkable efficacy in the identification of credit card fraud instances. Within this study, we present a unique attention-based ensemble model. This model is enhanced by adding an attention layer for integration of first layer classifiers' predictions and a selection layer for choosing the best integrated value. The attention layer is implemented with two aggregation operators: dependent ordered weighted averaging (DOWA) and induced ordered weighted averaging (IOWA). The performance of the IOWA operator is very close to the learning algorithm in neural networks which is based on the gradient descent optimization method, and performing the DOWA operator is based on weakening the classifiers that make outlier predictions compared to other learners. Both operators have a sufficient level of complexity for the recognition of complex patterns. Accuracy and diversity are the two criteria we use for selecting the classifiers whose predictions are to be integrated by the two aggregation operators. Using a bootstrap forest, we identify the 13 most significant features of the dataset that contribute the most to CCF detection and use them to feed the proposed model. Exhibiting its efficacy, the ensemble model attains an accuracy of 99.95% with an area under the curve (AUC) of 1.

Accurate and efficient characterization of nanoparticles (NPs), particularly regarding particle size distribution, is essential for advancing our understanding of their structure-property relationships and facilitating their design for various applications. In this study, we introduce a novel two-stage artificial intelligence (AI)-driven workflow for NP analysis that leverages prompt engineering techniques from state-of-the-art single-stage object detection and large-scale vision transformer (ViT) architectures. This methodology was applied to transmission electron microscopy (TEM) and scanning TEM (STEM) images of heterogeneous catalysts, enabling high-resolution, high-throughput analysis of particle size distributions for supported metal catalysts. The model's performance in detecting and segmenting NPs was validated across diverse heterogeneous catalyst systems, including various metals (Cu, Ru, Pt, and PtCo), supports (silica ($\text{SiO}_2$), $\gamma$-alumina ($\gamma$-$\text{Al}_2\text{O}_3$), and carbon black), and particle diameter size distributions with means and standard deviations of 2.9 $\pm$ 1.1 nm, 1.6 $\pm$ 0.2 nm, 9.7 $\pm$ 4.6 nm, and 4 $\pm$ 1.0 nm. Additionally, the proposed machine learning (ML) approach successfully detects and segments overlapping NPs anchored on non-uniform catalytic support materials, providing critical insights into their spatial arrangements and interactions. Our AI-assisted NP analysis workflow demonstrates robust generalization across diverse datasets and can be readily applied to similar NP segmentation tasks without requiring costly model retraining.

One of the most important challenges in the financial and cryptocurrency field is accurately predicting cryptocurrency price trends. Leveraging artificial intelligence (AI) is beneficial in addressing this challenge. Cryptocurrency markets, marked by substantial growth and volatility, attract investors and scholars keen on deciphering and forecasting cryptocurrency price movements. The vast and diverse array of data available for such predictions increases the complexity of the task. In our study, we introduce a novel approach termed hard and soft information fusion (HSIF) to enhance the accuracy of cryptocurrency price movement forecasts. The hard information component of our approach encompasses historical price records alongside technical indicators. Complementing this, the soft data component extracts from X (formerly Twitter), encompassing news headlines and tweets about the cryptocurrency. To use this data, we use the Bidirectional Encoder Representations from Transformers (BERT)-based sentiment analysis method, financial BERT (FinBERT), which performs best. Finally, our model feeds on the information set including processed hard and soft data. We employ the bidirectional long short-term memory (BiLSTM) model because processing information in both forward and backward directions can capture long-term dependencies in sequential information. Our empirical findings emphasize the superiority of the HSIF approach over models dependent on single-source data by testing on Bitcoin-related data. By fusing hard and soft information on Bitcoin dataset, our model has about 96.8\% accuracy in predicting price movement. Incorporating information enables our model to grasp the influence of social sentiment on price fluctuations, thereby supplementing the technical analysis-based predictions derived from hard information.

The study aims to investigate the similarities and differences in the brain damage caused by Hypoxia-Ischemia (HI), Hypoglycemia, and Epilepsy. Hypoglycemia poses a significant challenge in improving glycemic regulation for insulin-treated patients, while HI brain disease in neonates is associated with low oxygen levels. The study examines the possibility of using a combination of medical data and Electroencephalography (EEG) measurements to predict outcomes over a two-year period. The study employs a multilevel fusion of data features to enhance the accuracy of the predictions. Therefore this paper suggests a hybridized classification model for Hypoxia-Ischemia and Hypoglycemia, Epilepsy brain injury (HCM-BI). A Support Vector Machine is applied with clinical details to define the Hypoxia-Ischemia outcomes of each infant. The newborn babies are assessed every two years again to know the neural development results. A selection of four attributes is derived from the Electroencephalography records, and SVM does not get conclusions regarding the classification of diseases. The final feature extraction of the EEG signal is optimized by the Bayesian Neural Network (BNN) to get the clear health condition of Hypoglycemia and Epilepsy patients. Quantum computing has tremendous potential to overcome some of the fundamental limitations present in classical information processing. Yet, today's technological limitations in the quality and scaling prevent exploiting its full potential. Quantum computing based on superconducting quantum processing units (QPUs) is among the most promising approaches towards practical quantum advantage. In this article the basic technological approach of IQM Quantum Computers is described covering both the QPU and the rest of the full-stack quantum computer. In particular, the focus is on a 20-qubit quantum computer featuring the Garnet QPU and its architecture, which we will scale up to 150 qubits. We also present QPU and system-level benchmarks, including a median 2-qubit gate fidelity of 99.5% and genuinely entangling all 20 qubits in a Greenberger-Horne-Zeilinger (GHZ) state.

In the last decade, advancements in attosecond spectroscopy have allowed us to study electron motion dynamics in condensed matter. The access to these electron dynamics and, consequently, its control by an ultrafast light field paves the way for establishing ultrafast optoelectronics. Here, we report the generation of light-induced quantum tunnelling current in graphene phototransistors by ultrafast laser pulses in an ambient environment. This tunnelling effect provides access to the instantaneous field-driven current to demonstrate the current switching (ON and OFF) on a 630 attosecond (1.6 petahertz speed). Moreover, we controlled the tunnelling current and enhanced the graphene phototransistor conductivity by controlling the density of the photoexcited charge carriers at different pump laser powers. Furthermore, we exploited this capability to demonstrate various logic gates. The demonstrated light-induced tunnelling current and ultrafast switching were attained under standard room temperature and pressure conditions. Therefore, the presented scientific advancement in this work is at the technology readiness level suitable for its immediate integration into the development of ultrafast, nearly six orders of magnitude faster, optical transistors, lightwave electronics, and optical quantum computers., Comment: 24 pages and 4 figures

This paper presents the design and comprehensive measurements of a compact high-gain 32 element planar antenna array covering the n257 (26.5-29.5 GHz) millimeter wave (mmWave) band. First an 8-element quasi-uniform linear array is designed using a series-fed topology with fan shaped beams for point-to-multipoint connectivity followed by a compact corporate series feed network to design high-gain directive array for point-to-point connectivity. The radiation patterns of both antenna arrays in the azimuth and elevation planes are measured across a 180 degrees span using an over-the-air (OTA) compact antenna test range (CATR) system with a single rotary positioner. Moreover the procedure for quantifying and measuring the gain of mmWave antenna arrays is demonstrated in detail. The peak measured gain of the planar array is 18.45 dBi at 28.5 GHz while the half-power beamwidth of the planar array in the elevation and azimuth planes varies between 11 to 13 degrees, and 23-27 degrees respectively within the 26.5-29.5 GHz range. The measurement results match well with the simulations. This study evaluates the performance of 41 machine learning models, including 21 classifiers and 20 regressors, in predicting Bitcoin prices for algorithmic trading. By examining these models under various market conditions, we highlight their accuracy, robustness, and adaptability to the volatile cryptocurrency market. Our comprehensive analysis reveals the strengths and limitations of each model, providing critical insights for developing effective trading strategies. We employ both machine learning metrics (e.g., Mean Absolute Error, Root Mean Squared Error) and trading metrics (e.g., Profit and Loss percentage, Sharpe Ratio) to assess model performance. Our evaluation includes backtesting on historical data, forward testing on recent unseen data, and real-world trading scenarios, ensuring the robustness and practical applicability of our models. Key findings demonstrate that certain models, such as Random Forest and Stochastic Gradient Descent, outperform others in terms of profit and risk management. These insights offer valuable guidance for traders and researchers aiming to leverage machine learning for cryptocurrency trading.

Machine Learning (ML) models combined with in-situ sensing offer a powerful solution to address defect detection challenges in Additive Manufacturing (AM), yet this integration raises critical data privacy concerns, such as data leakage and sensor data compromise, potentially exposing sensitive information about part design and material composition. Differential Privacy (DP), which adds mathematically controlled noise to ML models, provides a way to balance data utility with privacy by concealing identifiable traces from sensor data. However, introducing noise into ML models, especially black-box Artificial Intelligence (AI) models, complicates the prediction of how noise impacts model accuracy. This study presents the Differential Privacy-Hyperdimensional Computing (DP-HD) framework, which leverages Explainable AI (XAI) and the vector symbolic paradigm to quantify noise effects on accuracy. By defining a Signal-to-Noise Ratio (SNR) metric, DP-HD assesses the contribution of training data relative to DP noise, allowing selection of an optimal balance between accuracy and privacy. Experimental results using high-speed melt pool data for anomaly detection in AM demonstrate that DP-HD achieves superior operational efficiency, prediction accuracy, and privacy protection. For instance, with a privacy budget set at 1, DP-HD achieves 94.43% accuracy, outperforming state-of-the-art ML models. This paper introduces a pioneering English-Azerbaijani (Arabic Script) parallel corpus, designed to bridge the technological gap in language learning and machine translation (MT) for under-resourced languages. Consisting of 548,000 parallel sentences and approximately 9 million words per language, this dataset is derived from diverse sources such as news articles and holy texts, aiming to enhance natural language processing (NLP) applications and language education technology. This corpus marks a significant step forward in the realm of linguistic resources, particularly for Turkic languages, which have lagged in the neural machine translation (NMT) revolution. By presenting the first comprehensive case study for the English-Azerbaijani (Arabic Script) language pair, this work underscores the transformative potential of NMT in low-resource contexts. The development and utilization of this corpus not only facilitate the advancement of machine translation systems tailored for specific linguistic needs but also promote inclusive language learning through technology. The findings demonstrate the corpus's effectiveness in training deep learning MT systems and underscore its role as an essential asset for researchers and educators aiming to foster bilingual education and multilingual communication. This research covers the way for future explorations into NMT applications for languages lacking substantial digital resources, thereby enhancing global language education frameworks. We present a study of complex energy braiding in a 1D non-Hermitian system with $n$th order long range asymmetrical coupling. Our work highlights the emergence of novel topological phenomena in such systems beyond the conventional nearest-neighbor interaction. The modified SSH model displays $n$ distinct knots and links combinations in the complex energy-momentum space under periodic boundary conditions (PBC), which can be controlled by varying the coupling strengths. A topological invariant, namely the braiding index, is introduced to characterize the different complex energy braiding profiles, which depends on the zeros and poles of the characteristic polynomials. Furthermore, we demonstrate that the non-Hermitian skin effect can be localized at one or both ends, signifying conventional or bipolar localization, depending on the sign of the braiding index. Phase transitions between different braiding phases with the same (opposite) sign of the topological invariant occur at Type-1 (Type-2) exceptional points, with Type-1 (Type-2) phase transitions accompanied by single (multiple) exceptional points. We propose an experimental set-up to realize the various braiding schemes based on the RLC circuit framework, which provides an accessible avenue for implementation without recourse to high-dimensional momentum space required in most other platforms., Comment: 12 figures

A class of non-Hermitian topological sensors (NTOSs) was recently proposed in which the NTOS comprises a non-Hermitian Su-Schrieffer-Heeger chain with a measurant-dependent coupling between the two ends of the chain. The smallest eigenenergy of the system, which serves as the readout signal, has an exponential dependence on the system size at small system sizes but saturates above a critical size. In this study, we further elucidate the dependence of the sensor sensitivity and saturation behavior on the system parameters. We explain how the behavior of the NTOS is characterized by a winding number, which indicates whether the smallest eigenenergy decreases to zero exponentially with the system size or grows exponentially up to a critical size. Interestingly, we further show that by imposing unidirectionality on the coupling between the two ends of a sensor, we can flip the size dependence of the smallest eigenenergy value from an exponentially increasing trend to an exponentially decreasing one. There is an ongoing debate on balancing the benefits and risks of artificial intelligence (AI) as AI is becoming critical to improving healthcare delivery and patient outcomes. Such improvements are essential in resource-constrained settings where millions lack access to adequate healthcare services, such as in Africa. AI in such a context can potentially improve the effectiveness, efficiency, and accessibility of healthcare services. Nevertheless, the development and use of AI-driven healthcare systems raise numerous ethical, legal, and socio-economic issues. Justice is a major concern in AI that has implications for amplifying social inequities. This paper discusses these implications and related justice concepts such as solidarity, Common Good, sustainability, AI bias, and fairness. For Africa to effectively benefit from AI, these principles should align with the local context while balancing the risks. Data are essential in developing healthcare artificial intelligence (AI) systems. However, patient data collection, access, and use raise ethical concerns, including informed consent, data bias, data protection and privacy, data ownership, and benefit sharing. Various ethical frameworks have been proposed to ensure the ethical use of healthcare data and AI, however, these frameworks often align with Western cultural values, social norms, and institutional contexts emphasizing individual autonomy and well-being. Ethical guidelines must reflect political and cultural settings to account for cultural diversity, inclusivity, and historical factors such as colonialism. Thus, this paper discusses healthcare data ethics in the AI era in Africa from the Ubuntu philosophy perspective. It focuses on the contrast between individualistic and communitarian approaches to data ethics. We synthesize and spectroscopically investigate monolayer C$_{60}$ on the topological insulator (TI) Bi$_4$Te$_3$. This C$_{60}$/Bi$_4$Te$_3$ heterostructure is characterized by excellent translational order in a novel (4 x 4) C$_{60}$ superstructure on a (9 x 9) unit of Bi$_4$Te$_3$. We measure the full two-dimensional energy band structure of C$_{60}$/Bi$_4$Te$_3$ using angle-resolved photoemission spectroscopy (ARPES). We find that C$_{60}$ accepts electrons from the TI at room temperature but no charge transfer occurs at low temperatures. We unravel this peculiar behaviour by Raman spectroscopy of C$_{60}$/Bi$_4$Te$_3$ and density functional theory (DFT) calculations of the electronegativity of C$_{60}$. Both methods are sensitive to orientational order of C$_{60}$. At low temperatures, Raman spectroscopy shows a dramatic intensity increase of the C$_{60}$ Raman signal, evidencing a transition to a rotationally ordered state. DFT reveals that the orientational order of C$_{60}$ at low temperatures has a higher electron affinity than at high temperatures. These results neatly explain the temperature-dependent charge transfer observed in ARPES. Our conclusions are supported by the appearance of a strong photoluminescence from C$_{60}$/Bi$_4$Te$_3$ at low temperatures.

Inherent bias within society can be amplified and perpetuated by artificial intelligence (AI) systems. To address this issue, a wide range of solutions have been proposed to identify and mitigate bias and enforce fairness for individuals and groups. Recently, Graph Laplacian Regularizer (GLR), a regularization technique from the semi-supervised learning literature has been used as a substitute for the common Lipschitz condition to enhance individual fairness. Notable prior work has shown that enforcing individual fairness through a GLR can improve the transfer learning accuracy of AI models under covariate shifts. However, the prior work defines a GLR on the source and target data combined, implicitly assuming that the target data are available at train time, which might not hold in practice. In this work, we investigated whether defining a GLR independently on the train and target data could maintain similar accuracy. Furthermore, we introduced the Normalized Fairness Gain score (NFG) to measure individual fairness by measuring the amount of gained fairness when a GLR is used versus not. We evaluated the new and original methods under NFG, the Prediction Consistency (PC), and traditional classification metrics on the German Credit Approval dataset. The results showed that the two models achieved similar statistical mean performances over five-fold cross-validation. Furthermore, the proposed metric showed that PC scores can be misleading as the scores can be high and statistically similar to fairness-enhanced models while NFG scores are small.
