Empirical studies examining the interplay between informal and formal institutions on economic growth are scarce. As a result, we do not know how differences in trust affect the economic returns of the quality of regional governments and their autonomy. A panel regression analysis of 208 regions in 21 EU countries shows that informal and formal institutions matter for economic growth, individually and in combination. More specifically, trust substitutes the quality of regional government but does not affect the economic impact of its degree of decentralization. Therefore, policymakers need to think creatively about harnessing institutions to promote economic growth.

Denne oppgaven undersøker ulike årsaker til hvorfor det oppstår betydelige forskjeller i økonomisk vekst på tvers av land. Korrupsjon, institusjoner og styresett er sentrale faktorer som forklarer hvorfor man observerer disse forskjellene. For å forklare hvordan økonomisk vekst oppstår er det redegjort for to sentrale vekstteorier; nyklassisk vekstteori og endogen vekstteori. Det er brukt vekstregnskap for å redegjøre for hvordan et lands vekst i BNP per innbygger avhenger av vekstraten til kapitalintensitet, humankapital og TFP. I lys av denne modellen diskuteres sammenhengen mellom korrupsjon, institusjoner og økonomisk vekst, og gjennom hvilke kanaler korrupsjon påvirker vekst og utvikling. For å analysere modellen brukes fasteffekt paneldata, som består av 170 land i en periode fra 2002 til 2019. Resultatene antyder at korrupsjon har en negativ effekt på økonomisk vekst. Effekten er sterkest i land med høy korrupsjon og utbredt fattigdom. Det kommer også frem at korrupsjon påvirker økonomisk vekst gjennom investeringer og humankapital, i henholdsvis land med høy korrupsjon og lav inntekt. This PhD thesis contributes to the body of knowledge that uses institutions to explain the differences in economic growth and development across regions. While theoretical (e.g., Rodríguez-Pose, 2013, Rodríguez-Pose, 2020) and empirical studies (e.g., Beugelsdijk & Smulders, 2009; Ezcurra & Rodríguez-Pose, 2013; Putnam, Leonardi, & Nanetti, 1993; Rodríguez-Pose & Di Cataldo, 2015) have advanced in this direction, several issues remain unexplored. Overall, we tend to know less about which institutions and their combinations matter for regional economic development. We also know less about how, why and when they matter as well as change over time. This PhD thesis endeavours to address these issues in four papers and uses the level of GDP per capita as a measure of economic growth and development. Doing this enriches our theoretical understanding of how regional institutions affect economic development as well as informs evidencebased and place-sensitive policies. Paper I examines formal institutions focusing on the quality of government and degree of decentralisation, whereas Paper II examines informal institutions focusing on social capital. Paper III and IV examine the interplay between formal and informal institutions. Specifically, Paper III examines the interaction between social trust and the quality of government, whereas Paper IV looks at the structural relationships between the same variables but adds political trust. The four papers employ secondary data measuring institutions and other regional socioeconomic and demographic characteristics across regions in 21 EU countries, covering eight waves from 2002 to 2016. The analyses use mainly fixed effects panel data in the first three papers. The fourth paper uses a structural equation model (SEM) on pooled cross-sectional data. Overall, the findings show a complex and interdependent process between formal and informal institutions as well as specific forms of the same type of institutions, and other contextual factors such as human capital that affect economic growth. Specifically, Paper I shows that the quality of government is a better predictor of economic growth than decentralisation but also mediates the economic returns of the latter. Paper II shows that bridging social capital promotes economic growth, and the opposite happens with bonding social capital. At the same time, there is no significant differences of their effects on each other. It also shows that human capital moderates bonding and bridging social capital, reducing the negative effects of the former and working as a substitute for the latter. Paper III shows that social trust and the quality of government work as substitutes and both matter for economic growth. Paper IV shows that social trust and the quality of government, similar to political trust, have a direct positive association with economic growth. Also, through political trust, they have an indirect and positive relationship with economic growth. These findings have several policy implications for regional economic development. Broadly, they suggest the importance of place-sensitive policies and balance attention to different types and forms of institutions depending on the conditions. Specifically, the findings suggest the following: first, the need to improve the quality of government before implementing decentralisation reforms. Second, bridging social capital and human capital are both effective tools for promoting economic development. Third, there is a flexibility to use either social trust or the quality of the government to promote economic development. Fourth, attention should be paid to both bottom-up processes of social capital and top-down processes involving the quality of government to promote political trust and promote economic development. However, the PhD thesis is limited in the generalisability of its findings, choice of variables, econometric methods and the level of analyses. Thus, expanding the regions beyond the EU will increase the generalisability of the findings. Similarly, future research should broaden the scope of institutions and measures of economic development. The same applies to the use of other econometric methods such as spatial econometrics and longitudinal SEM instead of a pooled cross-sectional analysis. Respectively, these two approaches will allow us to explicitly examine the spatial effects of institutions and how their structural relationships change over time. Furthermore, extending the regional level of analysis to a multi-level to include the individual level, allows us to examine how agency and the structure or institutions shap each other and jointly affect economic development.

In the last two decades, there have been two influential papers in empirical economic growth, Becker and Woessmann (2009) and Acemoglu, Johnson, and Robinson (2001), which explicitly or implicitly claim that Weber's thesis has been refuted by empirical evidence. This paper argues that their alleged refutation of Weber is achieved by serious distortions and reductions of Weber's thesis combined with a sequence of unsubstantiated extrapolations.

Almost two years ago, China and the United States instigated a trade conflict which has had serious international effects, a situation since exacerbated by the Covid-19 pandemic. What has truly made a solution to this conflict elusive, however, is that its origins lie well beyond questions of trade deficits and fair competition, and are instead based on the looming question of a power transition between to the two states. The effects of this divergence are beginning to be observed in several economic realms, including the financial and the technological. Many other actors in the global economy have begun to experience the side effects of this completion, and may now have to face difficult choices about how to balance between these two emerging poles in the current fragile global economy.

• While market access quotas have generated high levels of rents for traders and exporters in Namibia, Botswana, Norway, and offshore entities in the UK, their developmental benefits are diffuse, unclear, and difficult to unpack; • The consolidation of trade between small supply (Namibia, Botswana) and demand markets (Norway) provides some unique advantages for trading parties, given the former’s efficiency and scale disadvantages in international trade, and the latter’s desire to actively manage its food imports; • However, such a strategy is not necessarily replicable or scalable, as it entails both high entry costs for access and high risks from the over-reliance on a limited number of markets and the specter of animal disease incursions.

I denne oppgaven undersøker jeg hvorvidt bistand har en effekt på økonomisk vekst i afrikanske land sør for Sahara (SSA). Fokuset i oppgaven ligger på om bistand bidrar til kapitalakkumulering gjennom innenlandsk investering og sparing, som dernest har en effekt på økonomisk vekst. I tillegg ser jeg på om bistand har en direkte effekt på økonomisk vekst. Oppgaven tar for seg en tidsperiode på 38 år, fra 1981-2018. I perioden 2005-2018 testes det også for hvorvidt bistand har en effekt på økonomisk vekst gitt god økonomisk styring. Resultatene viser at bistand har en positiv effekt på innenlandsk sparing og investering gitt at det er god økonomisk styring i SSA. Videre viser resultatene at bistand har en negativ effekt på økonomisk vekst – til tross for god økonomisk styring. Samtidig tyder det på at resultatene er mangelfulle, og er sensitive for utelating og inkludering av nye variabler. Derfor kan det være aspekter ved bistanden som ikke er inkludert i analysen, men som kunne ført til et annet resultat. Gitt de overnevnte faktorene er det dermed problematisk å fastslå endelig at bistand har en effekt på vekst, og foreslår at det gjennomføres mer forskning på feltet. In this paper I examine whether aid has an effect on economic growth in sub-Saharan African countries (SSA). The focus of this paper is on whether aid contributes to capital accumulation through domestic investment and savings, which then influences economic growth. In addition, I look at whether aid has a direct effect on economic growth. The assignment covers a time period of 38 years from 1981-2018. In the period 2005-2018, I also test whether aid has any effect on economic growth given good financial management. The results indicate that aid has a positive effect on domestic savings and investment given that there is good financial management in SSA. Furthermore, the results show that aid has a negative effect on economic growth – despite good financial management. However, it indicates that the results are inconclusive and sensitive to omitted variables and/or the inclusion of new variables. This indicates that aspects not included in this analysis could have led to a different result. Thus, it is problematic to state that aid has an effect on growth.

The COVID-19 crisis represents not only an unprecedented economic disruption but also an opportunity for Central Asia. A specific economic policy response may trigger either game-changing reforms that can facilitate the development of full-fledged market institutions or lead to a protracted crisis that would jeopardize almost 30-year long market economy transition progress. As it is rather unclear where the recovery pendulum will make its final swing, the current situation provides fruitful soil for various assumptions. This paper proposes and examines four scenarios of economic response strategies for the region as a whole, and for Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan in particular, that result in unique development trajectories. The paper employs the foresight methodology to build four scenarios related to the situation after the lockdown is fully lifted. The scenarios serve the purpose of helping decision makers to embark on informed decisions while shaping anti-crisis measures and better understand causality mechanisms behind their policy choices.

Study of democratic development in African petrostates after decades of strong economic growth. A look into the impact of democracy after decades of economical growth in the Sub-Saharan region. Formålet med oppgaven min har vært å se på demokratiutvikling i afrikanske oljestater etter en historisk lang økonomisk opptur for regionen. Jeg har valg ut to større oljeproduserende stater og to mindre stater for å gjøre en komparativ studie av utviklingen i disse landene. I oppgaven tar jeg utgangspunkt i teori rundt demokrati og trekker særlig inn forfatterne Dahl, Heilbrunn, Huntington, Diamond og Cheeseman for å se på innholdet og forståelse av demokratibegrepet samt demokratisk utvikling generelt og i Afrika spesielt. Jeg bruker en deskriptiv kvalitativ metode i tilnærming og analyse. Samtidig er mye av dataene funnet i statistisk materiale fra OECD, Verdensbanken, UNDP, Freedom House og Transparancy International. Tallmateriale som legges frem viser at mange av afrikanske land, og særlig de oljeproduserende landene har hatt en imponerende økonomisk utvikling fra nittitallet og frem til 2015 da alle verdens oljeprodusenter opplevde dramatiske fall i sine inntekter. Denne perioden ble innledet av at svært mange afrikanske land hadde sin andre frigjøring med innføring av valg og flerpartisystemer. Denne oppgaven tar for seg problemstillingen: «Er det en sammenheng mellom ulikhet og økonomisk vekst i OECD-landene?». Spørsmålet undersøkes i en panelanalyse med fasteffekt- og førstedifferansemodeller. Stata 15.0. benyttes til den statistiske analysen. Undersøkelsen bygger på tidligere analyser av temaet. Hovedbidraget mitt til forskningsfeltet er anvendelsen av den nyeste versjonen av Standardized World Income Inequality Database fra 2019, med noen andre modellspesifikasjoner enn hva som er anvendt i tidligere undersøkelser. Et sentralt formål med oppgaven er å sammenligne mine, og tidligere analyseresultater, i lys av nye data og metodiske forskjeller. Jeg finner tilsynelatende en positiv sammenheng mellom høyere ulikhet og større økonomisk vekst i en grunnleggende modell. Når jeg kontrollerer for østeuropeiske land, forsvinner den generelle sammenhengen. Det observeres fortsatt en positiv, signifikant sammenheng mellom høyere ulikhet og større vekst i Øst-Europa. Jeg finner ingen lignende resultater for andre grupper av land i analysen. Min vurdering er at dette resultatet ikke kan generaliseres, ettersom Øst-Europa har gjennomgått en historisk utvikling som ikke kan sammenlignes med de øvrige OECD-landene. Resultatene mine antyder derfor at det ikke er en generell sammenheng mellom økonomisk ulikhet og vekst i OECD som helhet. Ingen andre modellspesifikasjoner eller nye kontroller som benyttes i analysen har ytterligere implikasjoner for det grunnleggende funnet. The effect of decentralisation on regional economic growth is a hotly debated topic. In theory, decentralisation should entail welfare benefits by bringing government closer to the people. In practice, the benefits of decentralisation have been hard to prove. A problem is that the quality of regional governments is often lacking, or at least varies widely across different regions. Hence, regional governments may not be capable of delivering public goods in an efficient and accountable manner. Previous analyses have, however, neglected how the benefits of decentralisation may depend on the quality of the regional government whose authority is strengthened by such reforms. This paper considers these two dimensions in conjunction, highlighting that the effect of decentralisation on economic performance is highly mediated by the quality of the devolved government. Using panel data for 223 regions in the EU, the results show that the quality of regional government is a better predictor of economic development than decentralisation. Regional government quality also conditions the economic returns to decentralisation, meaning decentralisation works best in regions with a higher quality of government. 50 years since the first astronauts stepped foot on the moon, it would be easy to be complacent about human space exploration today. After all, humans have not ventured out of low-earth orbit since 1972. Achievements in space since the Apollo missions have flown under the radar for most of the regular public. However, the world is actually in a very different place now than it was 50 years ago, when the Soviet Union and United States were the sole spacefaring powers. Today, 72 countries have space programs, 14 have launch capability, and six have highly developed space capabilities (China, Europe, India, Japan, the US, and Russia). Space agencies, private commercial entities, international organizations, amateur space enthusiasts, multi-national corporations, and public-private partnerships comprise the diverse landscape of actors involved in space today. The total global space economy is estimated to be well over $383.5 billion.1 In particular, the European space industry is one of the largest in the world, and contributes around €53-62 billion to the European economy. Manufacturing is a significant part of this, with European companies producing around one-third of the world’s satellites.2 Within 10 years, it is expected that there will be a thriving low-earth orbit eco-system, space tourism, a permanent moon base, and shortly thereafter, a manned trip to Mars. 50 Years After the Moon Landing:Why Europe Should Lead the Next 50

This report provides an overview and analysis of some key issues pertaining to the political economy of Ethiopia in a historical perspective. The continuous rule of the Ethiopian People’s Revolutionary Democratic Front (EPRDF) since 1991 has advanced a revolutionary democracy founded on the idea that the EPRDF itself should be the vanguard party both representing and leading the people. This form of central dirigisme has produced a developmental state with authoritarian features and opaque boundaries between the party and the state system. The strong and assertive party, having its clear vision of the developmental objectives and means, has produced a self-determined state apparatus that seldom yields to internal or international pressure. It has also produced impressive economic results over the last decade and a half, especially in the central and urban areas, and now aspires to become a middle-income country by 2025. Against this economic performance, there are critical concerns regarding democracy, human rights, uneven distribution and growing inequalities. The political space has gradually narrowed since the contentious 2005-elections, and there are currently no opposition parties with parliamentary representation. The invocation of a ten months state of emergency following the popular anti-government protests in 2015 and 2016, is just one expression of how human rights are being truncated, the lack of an open political space and the regime’s authoritarian features. Despite this, international actors maintain their relations to Ethiopia and continue to provide development assistance. This is partly due to the government’s performance in other domestic areas, but also a recognition of Ethiopia’s important regional role in providing stability in the Horn of Africa. The government has known to capitalize on the international actors’ need for a stable partner in the region, which has provided leeway for both its domestic and international affairs. It is thus unlikely that Ethiopia would be challenged by any other regional state or combination of states. Nor is it expected that any of its international partners would challenge Ethiopia, for instance by putting conditions pertaining to domestic political and human rights issues before the concern for regional stability. Any challenges to the regime and political stability are more likely to emerge from within – whether in the form of further popular political unrest, or disagreements within the EPRDF government or its coalition parties.

Haiti is governed by a small economic elite and the majority of its poor and marginalized population has no access to power. This report analyses the historical roots of the deep socio-economic and political cleavage in Haiti and the consequences of repeated cycles of foreign interference, economic liberalization policies, increased food insecurity and natural disasters. The report reveals that the elections in 2010/2011 and 2015/2016 only served to exacerbate this cleavage. The elections in 2016 had a record low participation of 17.3%. Many of Haiti’s poor abstained from voting due to lack of confidence in the elections, as well as due to extremely difficult socio-economic conditions post-earthquake in 2010/2011, and post-Hurricane Matthew in 2016. Since the earthquake in 2010, there has been a heavy presence of international actors in Haiti. Whereas several of these actors put pressure on Haiti to hold elections relatively short time after the disaster, most of the foreign actors, and particularly the United States and the EU, showed little concern about fraud and low voter turnout. The elections brought President Michel Martelly to power in 2011 and President Jovenel Moïse to power in 2016, both of them representing the economic elite in Haiti. They invested in agribusiness and special economic zones benefiting the economic elite, but further marginalizing small-scale farmers. These two presidents also succeeded in reestablishing the Haitian Army, an institution with extremely bad reputation in Haiti, due to its past severe human rights violations. International trade offers a wealth of opportunities for low-income countries to reduce poverty and achieve growth in today’s global economic landscape. In such an environment, customs administrations play a critical role not only in border security, combatting illicit transactions, and collecting revenue, but also in facilitating cross-border trade. For many poor countries, however, maintaining a modern and capable customs office remains a difficult endeavour. As a result, many multilateral organisations have responded with providing external financial assistance and technical support to build capacity within customs offices in the developing world. This report provides an end-review of the project “Customs Capacity Building for WCO Members 2012–2015,” funded by the Norwegian Agency for Development Cooperation (Norad) and implemented by the World Customs Organization (WCO). This project aimed not only to develop the knowledge and skills of customs officers, but likewise to assist the customs administration in applying modern management and customs practices. This study analyses the participation of the Norwegian economy in global value chains in 2000-2014, following the gross exports decomposition framework in Koopman, Wang and Wei (2014) and using the World Input-Output Database (WIOD). The analysis shows that Norway increased its participation in global value chains through both backward and forward linkages, but the latter is more dominant and re ects Norway's endowments in natural resources. Moreover, the study reveals that services exports increased substantially during the period analysed and are even higher than manufacturing exports if measured in value-added terms rather than gross terms. This highlights the key role of services in global value chains as well as the relevance of measuring trade in value-added terms.

Recent decades have witnessed a strong globalization process. This has been so for international trade and international capital markets, but also in the field of Intellectual Property Rights (IPRs). IPRs were formerly in the domains of nation states. International treaties have dictated convergence in IPR institutions across the world. This paper gives a short overview of these developments. Incentives for IPRs are stronger for more innovative countries. Therefore, innovative countries traditionally had stronger IPR than less innovative countries. A negotiated global treatment (like the TRIPS agreement) is likely to be a compromise between the needs in innovative and less innovative countries. Such agreements may therefore be complemented with additional agreements among innovative countries. The European Patent Office (EPO), and the planned European unitary patent are examples. IPRs are also incorporated into new preferential trade agreements. Many believe that this trend will result in convergence of stronger IPRs across countries, to the benefit of innovative countries, but at the cost of less innovative countries.

This report is an integrated political economy analysis of Nepal. The main finding is that economic growth and poverty reduction have been steady in Nepal since the mid-1980s independently of a number of political upheavals, including ten years of civil war. The growth has been driven by remittances and an upward pressure on wages in local labor markets. As a result, poverty has declined and social indicators have improved. Despite the availability of private capital and increases in wages for the poor, there is still a massive need for public investments in infrastructure, agriculture, health, and education. In the political domain the recent local elections will reintroduce local democracy after 20 years. Elected local politicians are expected to boost local development efforts. The leading political forces in Nepal are the political parties. There are close links between politicians and business leaders, the political parties control the trade-unions, have links to civil society organizations, and the parties select high-level government officials. The civil war and the post-war ethnic uprising led to demands for an ethnic based federal republic. A compromise federal map was decided in 2015, with provincial elections scheduled for the fall of 2017. There are concerns that the ethnic agenda may escalate ethnic conflicts, and it will be essential for all parties to work for participation of all social groups within the recently established local units, as well as in the economy at large.

A main argument is that its political economy is fundamentally atypical: achieving independence in 2011 and dissolving into renewed civil war in 2013, South Sudan is suffering the crisis of a weak, neo-patrimonial guerrilla government, with fragmented military-political systems that stretch across its extensive borderlands. This report locates the current crisis within a longer and deeper context, and explores the power dynamics and centrifugal destructive forces that drive patterns of extractive, violent governance. These forces underpin today’s economic and state collapse, civil war, famine, the flight of its people, and their local tactics of survival. In 2017, Mozambique was at its most critical moment since the end of the civil war, in a crisis-like cocktail of political, economic and social problems. This report uses a political economy analysis to shed light on some of the paradoxes that characterize Mozambique by mid-2017: Entrenched poverty, the resuscitated armed conflict/war, the trust crisis between the Mozambican (Frelimo) government and its development partners, the spiralling debt and the party-state. They are paradoxes, since just a few years ago Mozambique received praise as frontrunner to overcome those problems. Mozambique defaulted on its foreign debt in 2016. Western donor countries demanded an international forensic audit of the ‘secret’ borrowing of US$ 2 billion, which destination and beneficiaries remain unclear, yet rendering the state indebted. The ‘secret’ loans explain a smaller part of the new debt, while heavy international and domestic borrowing and public spending after the discovery of large new mineral resources drove up the debt levels. The economy unhinged not by a full-blown resource curse, but rather by the mere prospect of large future income from the offshore LNG gas and coal, a phenomenon dubbed the “presource curse”. The discovery of large natural resources enhanced the already existing tendencies of the political-economic elite towards unproductive rent-seeking behaviour, and it further weakened the Frelimo-state's institutions.

This paper reviews two strands of literature. The first is on Information and Communication Technology (ICT) and growth. The increasing role of ICTs came together with stagnating growth rates in many countries. This has been denoted the Solow paradox. During the dot-com era from the mid-1990s, many believed that the paradox was solved. Growth rates increased and the internet became pervasive. The great recession has been followed by lower growth in Europe and in the United States and a return of the Solow paradox. Evidence indicates that the share of internet users in a population had a positive effect of growth in the 1990s, but that this effect vanished for developed countries after 2000. The second strand of literature is a heterogeneous research tradition that relates ICT not to income and growth, but to human well-being. That literature indicates positive (as well as some negative) effects of ICT and the internet on people’s happiness. Some new evidence indicate that the share of internet users in populations in a panel of countries is positively related to average happiness.

Report commissioned by the Norwegian Ministry of Foreign Affairs This report uses a political economy analysis to shed light on some of the paradoxes that characterize Mozambique mid 2017: Entrenched poverty, the resuscitated armed conflict/war, the trust crisis between the Mozambican (Frelimo) government and its development partners, the spiralling debt and the party-state. Since 2017, Mozambique is arguably at one of its most critical moments since the end of the civil war, in a crisis-like cocktail of political, economic and social problems. By the time of writing, the Mozambican authorities only released the content of the Kroll report (an independent forensic audit of the ‘secret’ loans taken up in 2013) in summary form. Mozambique defaulted on its foreign debt in 2016, which has become unsustainable for the immediate future. The ‘secret’ loans explain a smaller part of the new debt, while heavy international and domestic borrowing and public spending after the discovery of large new mineral resources drove up the debt levels. The aim of this thesis is to study the relationship between Aid for Trade, and economic development in sub-Saharan Africa. The research question is: Does trade related aid has a positive direct effect on economic development in sub-Saharan Africa, or is the effect dependent on good institutional quality? Sub-Saharan Africa consists of the least developed states in the world. Theories presented in earlier research find that general aid does not have a significant positive effect on economic development in sub-Saharan Africa. In this research I aim to separate trade related aid from general aid, and see if this particular form of aid can contribute to economic development in sub-Saharan Africa. At present, research on the impact of trade related aid is limited. Some theories on trade related aid presented in earlier research claims that trade related aid does have a positive effect on economic development, while others claim that the effect is conditional of institutional quality. A critique to the last theory is that countries in sub-Saharan Africa consist of poor institutional quality, and this is not something that can be transformed over a short period of time. Therefore, there is a need for other solutions to foster economic development in sub-Saharan Africa that can create economic development, and research needs to step away from the focus of institutional quality and look at other possible factors. This thesis will use a quantitative research design with a panel analysis. The analysis is based on data on Aid for Trade from the OECD databank. The analysis finds significant results from the direct effect on trade related aid on economic development. There are no significant results in the analysis that the effect of trade related aid is determined by institutional quality. The concluding remarks are that Aid for Trade does lead to economic development, and the effect is not determined by institutional quality. Problemstillingen er som følger: Har den direkte effekten av handelsrelatert bistand en positiv effekt på økonomisk utvikling i land sør for Sahara, eller er effekten betinget av institusjonell kvalitet? Resultatene fra analysen ga signifikante resultater på den direkte effekten av handelsrelatert bistand på økonomisk utvikling. Nøkkelord: lokal, region, næringsutvikling, sted, samfunnsutvikling, rural, økonomisk vekst. I 2012 vedtok Stortinget at Norges nye hovedkampflybase skal ligge i Ørland kommune. Avgjørelsen ble møtt med begeistring i Ørland og i regionen på grunn av de store utviklingsmulighetene knyttet til en slik virksomhet. Denne oppgaven har særlig fokus på næringsutvikling i kjølvannet av Stortingsvedtaket og har både en utforskende og beskrivende tilnærming. Hovedproblemstillingen lyder, Hvordan arbeides det i Ørland kommune for å utnytte de næringsmessige mulighetene som følger av hovedkampflybasen? Konkret ønsket jeg å si noe om viktige faktorer for å lykkes med næringsutvikling, og hvordan kommunen blir oppfattet som en næringsaktør. Videre drøfter jeg på hvilke områder Ørland kan lære av en annen kommune. Forholdet mellom et lokalt og et regionalt utviklingspotensiale med utgangspunkt i kampflybasen blir drøftet, og til slutt, hvilke stedlige dimensjoner ved Ørland er sentrale i en næringsutviklingssammenheng. Fra et samfunnsgeografisk perspektiv ser jeg på hva som skjer med et sted, slik som Ørland, og hva de økonomiske endringene får å si for lokalsamfunnet som sted. Både i regional og nasjonal sammenheng. Oppgaven er en casestudie med en kvalitativ tilnærming og bygger på intervjuer med aktører involvert i næringsutvikling innen offentlig og privat sektor på lokalt og regionalt nivå. Jeg anvender et utvalg teoretiske betraktninger på regional og lokal utvikling og forståelser av stedsbegrepet. Disse utgjør et teoretisk rammeverk for oppgaven. I tillegg inkluderer jeg såkalt substansteori med relevans for oppgavens tema, og har i særlig grad løftet frem utredninger og rapporter om næringsutvikling og kommunale strategier. Så hva er de viktigste funnene? Hovedkampflybasen gir enorme muligheter for kommunen, regionen og næringslivet. Det skal investeres flere milliarder kroner både inne på, og utenfor kampflybasen og de strukturendringene som Forsvaret gjennomgår, innebærer at en rekke oppgaver og tjenester skal settes på ut på anbud. Videre må samferdsels-, infrastruktur- og andre tjenestetilbud kraftig forbedres ettersom det ventes en befolkningsvekst på flere tusen de neste årene. Dette tilsier et behov for et aktivt næringsliv for å utføre disse oppgavene. Det snakkes om å tilrettelegge for Norges første forsvarsrelaterte næringsklynge. Det er enighet om mulighetene, men det er ikke alltid sammenfallende synspunkter om strategi, ansvar og behov, og i noen tilfeller ulike forventninger. Til tross for dette konkluderer jeg at det finnes stor enighet om betydningen av kommunalt og privat samarbeid for å gjennomfør de mange endringene, og for å svare de på utfordringene som Stortingsvedtaket innebærer. Prosessene som beskrives belyser en flere aspekter av stedsbegrepet, med særlig på et sted i endring.

Master's thesis in Finance In this paper, I examine how investing in innovation affects economic growth in Norway. I attempt to conduct an empirical study using regression to examine the relationship between investing in innovation using R&D data and economic growth with GDP. The analysis is based on time series data for the period 1970 to 2011, which is accumulated from two well known sources; Statistics Norway and the Norwegian Research Council. The results reveal that not all the assumptions for OLS are met; consequently the relationship between innovation and economic growth in Norway is not confirmed. Several explanations to these results are suggested, and even though the relationship was not empirically confirmed, one still believes in a positive relationship between innovation and economic growth

In small and open economies, absorption of foreign knowledge through international trade often plays a more important role for domestic innovation and growth than investment in domestic R&D. This suggests that trade policies can increase knowledge spillovers from abroad. Public support to R&D can be motivated both by positive internal knowledge externalities and by its ability to expand absorptive capacity. This dynamic, empirical, general equilibrium analysis models these interplays between R&D, trade and productivity. It compares public R&D support and export promotion of R&D based products with respect to long term growth and welfare impacts. We find that export promotion is inferior to R&D support in spurring R&D. However, it is not outperformed in terms of welfare generation. The reason is that existing and politically persistent policy interventions create inefficiencies that can be counteracted by R&D-based export promotion as a second-best policy. Within macroeconomics it is a well established point of view that investments in human capital is important for the economic growth of a region. In this paper we will look at the connection between job satisfaction and job performance and its impact on the “use” of human capital.

Research and development (R&D) play a pivotal role for innovation and productivity growth, and knowledge spillovers can make the case for public support to private R&D. In small and open economies, absorption of foreign knowledge through exports and imports can be even more decisive for economic growth than domestic innovation. This macro economic analysis investigates how policies should be formed in order to reap the largest productivity effects, when both these sources of growth interplay. In particular, the firms’ capacity to absorb knowledge from abroad depends on domestic R&D, and this reinforces the efficiency arguments for stimulating R&D. We find that from a welfare perspective, export promotion of R&D-based technologies proves slightly more efficient than R&D support. Nå har det snudd, og verdensøkonomien opplever sterk turbulens. Statistisk sentralbyrås prognoser fra midt i oktober 2008 peker fremdeles i retning av relativt gode tider for Norge, selv om tidene nok blir klart mindre gode enn de vi har hatt de siste årene. Men veksten i den norske økonomien har heller ikke vært jevn i de foregående 100 årene, tvert i mot har den variert kraftig. Særlig mye variasjon var det før annen verdenskrig.

An important policy question is whether research and development (R&D) in new, emerging technologies should be more subsidized than R&D in other more mature technologies. In this paper I analyze if innovation externalities caused by knowledge spillovers from private firms may warrant a differentiated R&D policy. I find that R&D in emerging and mature technologies should not be subsidized equally. The reason is that R&D in the two technologies is not equally undersupplied in the market due to differences in their knowledge stocks. R&D in the mature technology should be subsidized more when the sum of the output elasticities with respect to labor and knowledge in R&D production is high, while R&D in the emerging technology should be subsidized more when the elasticities are low. Offentlig virkemiddelbruk for å øke den økonomiske veksten krever detaljert, tallfestet kjennskap til hvordan aktiviteter i bedriftene påvirker produktiviteten i og utenfor bedriftene selv. Denne analysen plasserer næringslivets forskning og utvikling (FoU) og offentlige virkemidler innenfor en makroøkonomisk modellramme som kan fange opp mange direkte og indirekte effekter på økonomisk vekst og velferd. Vi finner at politikk som lykkes i å stimulere eksporten i bedrifter som produserer høyteknologi, kan være fornuftig. Det gir samfunnsøkonomisk gevinst at deres FoU-investeringer øker. Samtidig fremmes kunnskapsflyten fra utlandet av økt handel. Dessuten vil eksport av høyteknologi erstatte tradisjonell industrieksport, som kaster relativt lite av seg i dagens system. Direkte FoU-støtte, som SkatteFUNN, er nesten like effektivt som mer direkte støtte til eksportrettet virksomhet. Det kan derfor være et godt virkemiddel i lys av at få eksportrettede virkemidler er tillatt.

Humankapital synes å ha en klar positiv effekt for den økonomiske velstandsutviklingen i et land. Gjennom teori om utdanning, humankapital og økonomisk vekst, og datasett for viktige forklaringsvariabler som befolkningsvekst, investeringsrate og humankapital for 22 OECD-land, har jeg funnet at det er en solid sammenheng mellom utdanning og økonomisk vekst innen disse landene. Jeg trekker inn teori som ser både på den individuelle uttellingen av å ta utdanning, og hvordan utdanning øker humankapitalbeholdningen i et land. Innen økonomisk vekstteori er det to hovedretninger, nyklassisk og endogen vekstteori. Den viktigste forskjellen på disse to tilnærmingene er at den endogene vekstteorien ser på forklaringsfaktorer for vekst i teknologinivået som de viktigste forklaringsfaktorene for økonomisk vekst, mens den nyklassiske teorien behandler teknologi som eksogent gitt. I tillegg taler endogen teori for at økt humankapital gir veksteffekter i økonomien, mens den nyklassiske Solow-modellen hevder at humankapitalen bare gir nivåeffekter. Empiriske undersøkelser viser at den endogene vekstteorien kan forklare internasjonale ulikheter i BNP på tvers av land best. Nyklassisk teori har en solid forklaringskraft når en ser på land med like forutsetninger i ressurstilgang, befolkningsvekst og investeringsrater. Gruppen med OECD-land kan sies å ha like forutsetninger, og dermed fant jeg at nyklassisk vekstteori på en god måte kunne forklare ulikheter på tvers av disse landene. Solow-modellen er den mest sentrale vekstmodellen innen nyklassisk teori. Jeg har gjort rede for denne modellen både teoretisk og empirisk, og funnet at variablene vekst i arbeidsstyrken, investeringsrate og humankapital forklarer nivået på BNP per arbeider i OECD-landene på en realistisk måte. Samtidig viser empirisk forskning for Norge både lav privatøkonomisk uttelling for høyere utdanning, samt at kvalitet innen norsk skole ser ut til å være lavere enn i andre OECD-land. Dette er urovekkende momenter i lys av utdanningens betydning for økonomisk vekst, som fremtidig forskning innen feltet bør søke å finne ut mer om. Operasjonaliseringen av humankapital representerer store utfordringer, fordi det har vist seg vanskelig å finne en tilnærming til humankapital som både inkluderer kvalitet og kvantitet. Den mest brukte tilnærmingen har vært antall år skolegang totalt i befolkningen, og denne tilnærmingen er de siste årene blitt forbedret grunnet bedre innsamlingsmetoder og at man sammenlikner kvantitative data med kvalitative data, som resultater fra kunnskapstester. Forbedringer på dette målet de senere årene gjør at man på en mer solid måte kan tallfeste den faktiske påvirkningskraften humankapital har på økonomisk vekst. I analyser over sammenhenger i økonomien er det svært viktig å ikke forkaste forklaringsfaktorer før en har kontrollert for andre forklaringsfaktorer. Det finnes eksempler på at økonomer har utelukket viktige sammenhenger, ikke fordi de ikke har tenkt på dem, men fordi de ikke har kontrollert for andre forhold. Et nylig eksempel er Harald Magnus Andreassen som i et foredrag på NHHs budsjettseminar 8. oktober i år viste sammenhengen mellom kun kronekursen og renteforskjell ved hjelp av et korrelasjonsplott. Ut fra korrelasjonsplottet var det ingen sammenheng. Samtidig argumenterte Andreassen for at oljeprisen kan forklare valutakursutviklingen. Vi skal her vise at han da burde ha kontrollert for oljeprisen.

Artiklene er tilgjengelig på internett: www.ssb.no/oa Verdensøkonomien opplevde i 2006 en av de høyeste vekstratene som noensinne er registrert, med en BNPvekst på 5,4 prosent. Det er godt over snittet på 3,5 prosent siden 1980. Utviklingen i India og Kina bidro i stor grad, med en BNP vekst på rundt 10 prosent. I euroområdet tiltok veksten gjennom 2006, drevet av eksport og tiltakende vekst i innenlandsk etterspørsel. Den globale veksten er ventet å avta noe i 2007, hovedsakelig på grunn av et moderat tilbakeslag i USA. Veksten i euroområdet vil trolig avta noe fra 2,7 prosent i 2006, men holde seg i overkant av trendvekst de neste to årene. Også i Kina og India ventes veksten å avta noe framover, men likefullt fortsette på et høyt nivå. Dersom den inneværende nedgangen i det amerikanske boligmarkedet også skulle slå klart ut i lavere forbruk, vil vekstnedgangen i verdensøkonomien kunne bli kraftigere enn forventet.

Betyr det at den økonomiske veksten vil løse miljøproblemene, bare vi blir rike nok? Og hva er de underliggende drivkreftene som bidrar til at miljøet blir bedre når økonomien vokser? Mange forurensningsproblemer har blitt betydelig redusert de siste tiårene, først og fremst som følge av bedre utnytting av ressursene og rensing av utslipp. De mest optimistiske setter sin lit til at teknologiutviklingen vil bli den endelige løsningen på mange miljøproblemer, mens mer bekymrede innenfor miljøbevegelsen frykter at konsum- og produksjonsveksten vil kjøre økologien mot et sammenbrudd. I modellbergninger finner vi et sammensatt bilde i de kommende tiårene. I Norge vil vi kunne få både økonomisk vekst og fall i lokale og regionale forurensninger. Utslippene av klimagasser ser imidlertid ut til fortsatt å stige, men mindre enn den økonomiske veksten. I tillegg til teknologiforbedringer vil også produksjonsstrukturen bli mer miljøvennlig, først og fremst på grunn av en nedskalering av oljesektoren. Men vi kan komme til å importere mer av den skitne produksjonen til eget konsum og redusere forurensende eksportrettet produksjon, slik at endringer i norsk økonomi medfører økte utslipp i andre land.

Økonomiske analyser er tilgjengelige via www.ssb.no Vekst i forurensninger faller ikke nødvendigvis sammen med økonomisk vekst. Anslag for utviklingen i norske utslipp av miljøskadelige stoffer i årene fremover tilsier at disse ikke vil øke like mye som produksjons- og forbruksveksten. Men når vi utvider perspektivet til også å omfatte virkningene på andre lands utslipp av omstruktureringer av norsk næringsliv, ser vi at de miljømessige konsekvensene er større. En del forurensende produksjon som i dag skjer i Norge vil overtas av bedrifter i utlandet. Vi finner slike utslippslekkasjer av både lokalt forurensende gasser og klimagasser. Konklusjonene virker robuste overfor ulike antakelser om klimapolitikken for de neste 25 årene.

Økonomiske analyser er tilgjengelige via www.ssb.no Boligprisene har økt sterkt de senere år. Det hevdes at bolig er blitt så dyrt at mange i dag står uten sjanse til å kjøpe egen bolig. I et lengre historisk perspektiv virker dette paradoksalt, siden Norge har hatt en eventyrlig økonomisk vekst og rikdommen har gitt både fattig og rik økt kjøpekraft. I denne artikkelen setter vi boligkonsum og etableringsvansker i en historisk ramme. Med bakgrunn i folke- og boligtellingene ser vi på trender i boligmasse og husholdningsstørrelse. Av stor betydning er at boligene har blitt større og av gjennomgående høy standard. Dette gir høyere boligpriser. Parallelt med denne utviklingen har husholdningene blitt mindre. I pressområder har vi konkurranse om et begrenset antall boliger også på lang sikt, og da gir ikke en allment økt kjøpekraft reduserte etableringsproblemer. Snarere kan det være motsatt for enslige og lavtlønte, siden disse konkurrer med par med to lønnsinntekter som kan bruke en større del av sin totale lønnsinntekt til boligformål.

Økonomiske analyser er tilgjengelige via www.ssb.no Det er blitt hevdet at økonomisk vekst fører til stadig større forurensing av naturen. I denne artikkelen estimeres en del norske miljøutslipp tilbake til mellomkrigsårene. Til tross for at Norge har opplevd økonomisk vekst i hele etterkrigstiden, er mange typer utslipp lavere i dag enn for et par tiår siden. Estimater viser at enkelte utslipp til og med er lavere i dag enn før krigen. Det må bety at økonomisk vekst ikke nødvendigvis medfører dårligere miljø. Men det betyr naturligvis heller ikke at økonomisk vekst er et velegnet miljøpolitisk virkemiddel. Utslippene av NOx og CO2 er høyere i dag enn noen sinne.

Betyr det at den økonomiske veksten har forårsaket de reduserte utslippene, og at økonomisk vekst er bra for miljøet, slik enkelte har hevdet? I denne artikkelen drøfter vi denne påstanden i lys av blyhistorien. Vi konkluderer med at økonomisk vekst ikke kan være hovedforklaringen på de reduserte blyutslippene i Norge. I global sammenheng kan vi derimot ikke utelukke at økonomisk vekst har vært en viktig forutsetning for utviklingen av den kunnskapen som ledet til reduserte blyutslipp i Norge og andre land.

Utsleppa av svovel, bly og andre tungmetall har gått dramatisk ned, utsleppa av klimagassar og NOx har vokse ufortrødent, medan andre utslepp har halde seg rimeleg stabile. I denne artikkelen drøfter vi kva som har vore drivkreftene bak utviklinga frå 1980 til 1996. Analysen viser at den økonomiske veksten åleine bidreg til ein auke i alle utsleppa på nesten 60 prosent. Men auka energieffektivitet og andre teknologiske framsteg har bremsa veksten, slik at ein samla sett har enda opp med ein reduksjon i nokon utslepp og med ein vekst som har vore langt svakare enn veksten i BNP for andre. For dei utsleppa som har gått mest ned, det vil seie bly og SO2, har teknologisk utvikling som har gitt erstatningsstoff for bly og reinseteknologi for SO2 dominert over dei andre komponentane. For dei utsleppa som har gått mest opp, det vil seie CO2 og NOx, har effekten av økonomisk vekst vore dominerande.

In the first part of this paper a brief retrospective survey of the development of the MSG model is given, from it was first presented in Johansen (1960) until the present version MSG-4. Some principal choices to be made regarding the structure of an applied general equilibrium model are also discussed. The paper then presents main features of the formal structure of the MSG-4 model. Finally, some empirical characteristics of the present MSG version are demonstrated by presenting estimates of long-term total elasticities calculated by the MSG model.
