The article discusses the Phase 2 proposal of the U.S. Environmental Protection Agency and the National Highway Traffic Safety Administration for heavy-duty vehicle standards, and its impact on research and development cost for new products. Topics include possible demand of truck original equipment manufacturers (OEMs) to model the Phase 2 upon a whole vehicle standard instead of a simple engine-based standard; and the inclusion of trailers within the Government discussion.
