Descreve uma narrativa da história da região da Pampulha em Belo Horizonte antes e a partir da fase modernista. Discorre sobre a genialidade presente no Conjunto Moderno da Pampulha que justificou o título de Patrimônio Cultural da Humanidade conferido pela Unesco. Tece considerações a partir da análise dos dados de entrevistas com 243 moradores da capital. E, por fim, aponta a importância da criação de políticas públicas voltadas para apropriação deste espaço pela população em consonância com os princípios da Declaração de Barcelona ou Carta das Cidades Educadoras da qual Belo Horizonte é signatária. Palavras-chave: Patrimônio Cultural da Humanidade; identidade; cidades educadoras. Abstract: This article presents a discussion about the concepts of Memory and Cultural Heritage. It narrates the history of the Pampulha region in the city of Belo Horizonte before and from the Modernist phase. It discusses the genius, present in Pampulha Modern Ensemble that justified a title of Cultural Heritage of Humanity granted by Unesco. It makes some considerations from the data analysis of interviews with 243 residents of the capital of Minas Gerais State. Finally, it points out the importance of the creation of public policies aimed at a fuller of this space by the population in accordance with the principles of the Barcelona Declaration or Charter of Educating Cities to which Belo Horizonte is a signatory. Benjamin Flores (1872–1950) se empenhou em promover condições de existência e trabalho à sociedade de Belo Horizonte na primeira metade do século XX. Suas iniciativas incluem uma escola profissional para mulheres, quando a urbe se abria a uma atuação e produção social feminina maior na esfera pública. Tal ação pode ser vista como à frente de seu tempo, maturada num processo de autoconscientização de sua realidade social. Esse artigo incide na atuação profissional de Flores para reconhecer, em sua conduta, antecedentes de seu projeto educacional, com base em cartas, jornais e escrituração escolar, entrevistas e fotografias, fontes lidas com um olhar de intenção histórico-dialética para ver continuidades e permanências, convergências e contradições, coerência e fragmentação. Os resultados apontam como homem de sensibilidade quanto às demandas sociais que buscou atuar em instâncias variadas como agente público e, sobretudo, como professor que entendeu o ensino em suas várias facetas.

Nos últimos anos observa-se avanço de modelos alternativos de consumo, que buscam restaurar as relações entre consumidores e produtores, como a Comunidade que Sustenta a Agricultura – CSA. Seguindo esta proposta, apesar da rápida expansão no Brasil, ainda se observam lacunas em trabalhos científicos que exploram as suas práticas. Com o intuito de contribuir com elementos empíricos para o movimento da CSA, o presente artigo propôs externar a atuação da experiência belo-horizontina, evidenciando suas conquistas e desafios. Em termos metodológicos, se recorreu a um estudo de caso, a partir da observação participante e entrevistas semiestruturadas com os agricultores e coprodutores. Os resultados da pesquisa apresentaram práticas organizacionais inovadoras que ilustram o potencial de apoiar o pequeno agricultor e suas famílias de forma a proporcionar estabilidade e caminhos alternativos para a realidade do campo. No entanto, dentre os limites, vale ressaltar que na medida em que o grupo se expandiu, a proximidade entre agricultor e coprodutor tem-se tornado mais difícil, o que coloca para o grupo o desafio da mudança de postura do consumo tradicional e com ela o maior envolvimento e participação da CSA enquanto uma comunidade.

Book Review: Catolicismo e trabalho: a cultura militante dos trabalhadores de Belo Horizonte (1909-1941) by Deivison Amaral.

O artigo discute e analisa a identidade religiosa judaica a partir do marco da diáspora que originou comunidades novas, marcadas por diferenças linguísticas, religiosas, históricas e culturais. A identidade judaica e sua configuração no campo religioso constitui na trama do simbólico o que é ser judeu em qualquer lugar do mundo, conduzindo a ideia de um povo /nação. Para entender o processo identitário do povo judeu foi necessário um contexto republicano. A capital mineira em sua fundação experimentou uma diversidade de povos migrantes judeus de diversas partes do país. Na formação da comunidade prevaleceram os judeus migrantes do Leste europeu responsáveis pelas primeiras organizações religiosas e comunitárias na cidade. A partir da década de 1930, principalmente com o aumento do antissemitismo europeu, a cidade passou a receber um outro grupo que trouxe novas contribuições para os judeus belo-horizontinos, ampliando a influência cultural e política, evidenciando uma singularidade no modo de ser judeu. O caminho escolhido para entender esse processo identitário e de singularidade foi o histórico.

The paper aims at contributing to the discussion about planning theory and participatory practices in the Global South by focusing on a planning experience for the Belo Horizonte Metropolitan Region, Minas Gerais State, Brazil, led by faculty, researchers and students at the Universidade Federal de Minas Gerais, between 2009 and 2019. The initiative unveils the University autonomy in designing and carrying out the metropolitan analyses and planning proposals, in adopting theoretical principles and methodologies and, in developing an outreach programme tightly linked to education and research, resulting in significant improvements in planning education, innovations in planning methodology and the potential for rooting radical planning practices in the metropolitan context. First, objects and subjects of the experience are introduced, together with the three phases of the process: the drafting of a metropolitan plan known as the Integrated Development Master Plan for the RMBH; the Metropolitan Macro-Zoning; and the review of municipal Master Plans within RMBH. Secondly, the trajectory and influences of Brazilian urban and metropolitan planning are reviewed to the extent that they fed into the experience. The discussion of municipal planning processes leads to an assessment of the experience’s main achievements. The concluding section offers some thoughts on rooting metropolitan and urban planning in critical theory and participatory practices, as a means to contribute to discussions of planning practices in the Global South.

Since the early 2000s, the Municipality of Belo Horizonte has sought to convert the station area into a cultural district. To this end, the mayor Marcio Lacerda (2009-2016) ordered all public gatherings to be banned on the station square, in order to protect its heritage. This article analyses the different paths followed for claiming the right to the city, from original street mobilisations to institutions of participation. After discussing the protest movement, the article deals with the creation of new negotiation channels with the population and highlights how the institutionalisation of social protest tends to weaken the richness of alternative forms of expression.

This article addresses the difficulties of musicians and measures taken by public and private authorities to mitigate the social impact of Covid-19 in the music sector of Belo Horizonte, capital city of the state of Minas Gerais, Brazil. These are preliminary results of a research developed by the research lab on Sound, Communication, Textualities and Sociability [ESCUTAS (in Portuguese)] at the Social Communication Department of the Federal University of Minas Gerais. This study has two perspectives. First, we surveyed public sources about Brazilian measures for the sector, as we are interested in verifying policies used by the private and public sectors, not only at the national level, but also at regional (state of Minas Gerais) and local (city of Belo Horizonte) levels. Second, we investigate the impact of the pandemic on the city's music sector, considering various categories of the profession such as composers, interpreters, arrangers, music teachers, DJs, among others. This work is part of a scenario of academic research and economic reports on the impacts of the pandemic in the music industry. More specifically, it aims to contribute to discussion on the effects of the social distance on livelihood of professionals of that area.

This paper aims to examine the tours by grassroots football's clubs from Belo Horizonte and its bond with a popular sportive culture, as well its relations with the leisure among working class populations in Minas Gerais' capital city between the 1940s and the 1980s. This is one of the themes that emerge from a series of oral reports produced during the amateur football's inventory in the city, initiative that aims to recognize this practice as intangible heritage of the town. The content of the interviews, combined with press sources and clubs records, provide evidences to understand meanings achieved by these matches disputed by the teams in other towns, outside the capital city. Those matches are articulated with clubs' self-management efforts and entertainment alternatives for the residents in working classes neighborhoods in Belo Horizonte in that time. Nesse artigo buscamos analisar a política de Educação Especial do município de Belo Horizonte-MG para compreendermos a organização dessa modalidade de ensino em sua rede e a articulação com as políticas nacionais. Para tanto, utilizamos da análise de documentação nacional e municipal que consideramos representativas da política de Educação Especial, e a análise dos dados do Censo Escolar (2018). Podemos constatar que historicamente a Educação Especial é caracterizada pelas disputas entre o público e o privado. Tanto no âmbito nacional como municipal houve uma tendência de direcionamento às instituições privado-assistenciais, possibilitando assim o financiamento público para rede privada. Os dados do censo escolar demostraram que a maior parte dos estudantes da Educação Especial estava matriculada nas escolas da rede municipal e 84% não frequentavam o AEE; além do número expressivo de matrículas de alunos com deficiência intelectual (45,4%) e a existência de espaços segregados. Apesar dos entraves que a escola pública apresenta, consideramos ser nesse espaço que os estudantes têm acesso ao conhecimento sistematizado e, sendo assim, é nesse espaço onde os estudantes da Educação Especial devem estar.

A influência lusófona na arquitetura religiosa colonial luso-brasileira, principalmente durante o século XVIII, pode ser detectada na solução conferida às edifi cações erguidas e, sobretudo, nas escolhas ornamentais que visaram transformar o austero ambiente interno de centenas de templos erguidos em todo território, destacando-se o uso da pintura, talha dourada e azulejaria. Refl exos das feições desse tempo chegaram ao século XX, reinterpretados pela arquitetura moderna brasileira, quando painéis de azulejos foram utilizados para estabelecer relações com o citado passado arquitetônico local. Encontram-se nesse quadro os painéis de azulejo criados por Cândido Portinari para forrar a Capela Curial de São Francisco de Assis (Belo Horizonte), projetada por Oscar Niemeyer. Nesse sentido, o presente artigo tem como objetivo analisar o uso do material cerâmico no referido templo, a partir da existência de conceitos modernos que incentivavam o emprego de itens inspirados no patrimônio colonial arquitetônico local.

Os estudos toponímicos na cidade de Belo Horizonte oferecem interessantes possibilidades de pesquisa pelo fato de a capital mineira ter sido inicialmente planejada e construída em um curto período de tempo e, posteriormente, ter apresentado grande crescimento territorial e demográfico, desenvolvendo-se sob distintas influências ao longo das décadas seguintes. Na toponímia, uma dessas influências é a do léxico de origem indígena. Neste trabalho, investiga-se, a partir de uma perspectiva léxico-toponímica, a influência de línguas indígenas brasileiras na adoção dos nomes dos bairros belo-horizontinos. Foram analisados os nomes atuais de todos os 512 bairros da capital mineira, identificando aqueles que possuem algum elemento lexical de origem indígena em sua formação. Realizaram-se, então, análises etimológica e morfológica desses topônimos, os quais foram classificados de acordo com uma proposta de taxonomia toponímica. Efetuou-se ainda uma análise da representatividade dos topônimos com influência indígena no território da cidade, por meio da qual se demonstrou que cerca de um sétimo da cidade de Belo Horizonte está em bairros cujos nomes possuem pelo menos um item lexical de origem indígena. Este trabalho contribui, assim, para as pesquisas sobre a toponímia belo-horizontina e, de maneira mais geral, para os estudos em toponímia de origem indígena no Brasil.

One major impact of the global economic crisis is the way it has deepened inequalities around the world. Infrastructure remains essential within this debate as it provides wider health, economic and environmental benefits for society beyond the conventional calculations of cash returns. With the potential exploration of big data, cities now face challenges as well as opportunities to use a series of static and dynamic datasets. Big data methods are offering new opportunities to design decision-making models for urban planning and management. The combination of social media, census, sensors and traditional data gives a new perspective to solve modern urban challenges through a holistic and inclusive approach. Nevertheless, the BOLD methods are relatively new and have not been applied in the context of urban infrastructure. This paper explores whether BOLD methods can help one reconceptualize urban infrastructure not only with technical and operational characteristics but also with social values in the context of the Global South. To demonstrate, Belo Horizonte, Brazil, is used as a case study.

El Programa Lugares de Urbanidad Metropolitana (Lumes) consiste en la constitución de espacios físicos y virtuales para el planeamiento compartido. Considerando el contexto de la urbanización planetaria y los procesos de segregación socioespacial en las grandes ciudades, el programa busca la participación efectiva de los moradores en el planeamiento de las acciones en el territorio. Anhela contribuir a la generación de autonomías y de aprendizaje social, a la ampliación del sentimiento de pertenencia al territorio y a la formación de la ciudadanía metropolitana en la región.
