tate processes are currently regulated by conceptual strategizing, which means they rely on concepts of systematic, integrated, and consistent development in social and state spheres, e.g., municipal public administration. This research used theoretical generalizations, as well as constitutional and legal practice, to rationalize the need for a developmental concept of local government in the context of digital transformation. Acts of state strategic planning were classified according to subject and concept. Digitalization of management and local governance was described from the perspective of hierarchical subordination and strategic planning acts. The list of prospective goals and directions in the digital development of local government included: digitalizing the domestic agro-industrial complex; leveling the existing digital inequality; improving the financing of small and medium municipalities using digital systems and innovative technologies. The authors reviewed best foreign practices and modern approaches to standardization in the sphere of sustainable development concepts, which direct the regulation of local government development in the digital environment. They revealed some problematic issues of modern digital transformation of municipal government and prospective trajectories for local digital platforms.

Purpose – Decentralised administrative arrangements and the active function of local government organisations are essential to tackle crisis effectively. Using Bangladesh as a case study, this paper examines the central and local government administrative arrangements during COVID-19 pandemic. Design/methodology/approach – This study applies qualitative content analysis and interviews to explore the local government’s role in Bangladesh’s COVID-19 management by interviews of 18 participants including government officials, experts, non-government organisations (NGOs) representatives, and the general public. This paper also analysed academic papers, policy documents and other publicly available documents, including newspaper reports. Findings – The Constitution of Bangladesh intensified the active participation of local government in each administrative unit through decentralised administrative management. This paper however reveals that the administrative arrangement during the COVID-19 pandemic in Bangladesh was primarily a centrally led system. The local government was not sufficiently involved, nor had it integrated into the planning and coordination process. This indicated the absence of active decentralised administration. Originality/value – This study fills the research gap of the administrative pattern and local relations in COVID-19 management by exploring the local government’s role during the catastrophic situation and highlights the importance of decentralised administrative actions in managing the crisis.

62. The Moderating Role of ESG Administration on the Relationship between Tourism Activities and Carbon Emissions: A Case Study of Basic Local Governments in South Korea.

This study examines the impact of tourism activities (TA) on carbon emissions (CE) in South Korea and investigates how ESG (environmental, social, and governance) administration power moderates these relationships. To explore four research areas—the relationship between TA and CE; variations across three years (2019–2021); the moderating effect of ESG policies; and the influence of control variables—MIMIC models were employed using secondary data from credible national institutions. The main results across the years and ESG groups (high vs. low) are as follows: (1) The positive influence of individual TA on CE ranked as food and beverage > shopping > recreation > accommodation, with no differences across the years or ESG groups. (2) ESG administration alleviated the carbon-emitting effects of TA, with significant moderation in 2019 and 2021, but not in 2020 (particularly, the effect sizes of TA were greater in low ESG groups). (3) Although tourism development stimulates TA more strongly in the high ESG groups, the CE induced by TA is significantly mitigated by ESG administrative support, resulting in smaller effects than those observed in the low groups. (4) The latter part covers diverse discussions on the influence of control variables—such as infection safety, atmospheric pollution, tourism development, income levels, green space, and local population. With the 2011 civil war in Syria, the country's economy has collapsed, cities have been destroyed, infrastructure challenges and social tensions have emerged. This civil war has deeply affected bordering countries such as Türkiye. Hosting millions of Syrians, Türkiye has been one of the countries that have directly felt the effects of the war. Türkiye has carried out activities in many areas such as health, shelter, and education for Syrians, and developed policies to ensure social cohesion. In the following period, Türkiye established safe zones in Syria with the Euphrates Shield, Olive Branch, and Peace Spring operations and started reconstruction activities in these safe zones. Together with central government units, civil society organizations, and local actors, Türkiye has made efforts to ensure the success of the reconstruction process. As one of Syria's border neighbors, Gaziantep has been one of the prominent cities in reconstruction activities. of Gaziantep Metropolitan Municipality has undertaken various activities to create livable places in safe neighborhoods. This study examines the activities of Gaziantep Metropolitan Municipality. The primary purpose of the study is to reveal the main motivations behind Gaziantep Metropolitan Municipality's cross-border activities and to analyze the nature of its relations with the central government in this process. The study is designed as a case study. The research findings indicate that the external relations of local governments in Türkiye are shaped in line with a political and legal framework whose boundaries are determined by the central government. Scholarly literature on cross-sectoral collaboration is rich, but incomplete as most studies tend to overlook nuances across different service categories. Though many studies confirm that collaboration may vary by specific service type, very few ask how and why? This study contributes to this area of inquiry by exploring these questions in the context of nonprofit-local government collaboration in a developing country in which nonprofit organizations play a major role in public service delivery, expanding analysis beyond the traditional western settings that dominate current scholarship. Analyzing a unique dataset of survey responses from 223 Lebanese nonprofit managers, we find that local-nonprofit collaboration likelihood does indeed vary by the nonprofit's service focus. This is consistent with existing scholarship. Further, we extend the analysis to examine whether and how a set of underlying features that shape collaboration vary by service category. Patterns emerge to explain the association between the service category and perceptions of weak institutional features in the collaboration landscape. We offer explanations for these findings, drawing on specific characteristics of selected services and the mechanisms through which they could influence collaboration and its dynamics. We contribute to the limited knowledge of the consequences of municipal splits by estimating how break‐ups of seven Swedish municipalities affected per capita expenditures. To predict what would have happened had the break‐ups not taken place, we apply the matrix completion method with nuclear norm minimization. We find that smaller municipalities not necessarily imply higher per capita expenditures. Instead, expenditures increase in some cases, are unaffected in others, and in others, decrease. The results point to the complex nature of territorial reforms and underscore the perils of policy recommendations that take uniform outcomes of either amalgamations or break‐ups for granted. 69. Exploring the active-empathic listening behaviors of the Quezon City local government social media at the time of the pandemic.

Organizations have substantially taken to social media their attempts to address the communication gaps caused by COVID-19. This investigation sought to explore how a local government unit's social media page practiced and manifested active-empathic listening in response to the communication challenges brought about by the global health emergency. Although this study recognizes that active-empathic listening is a dimension already integrated in local interpersonal contexts, there is still a need to contextualize listening behaviors exchanged in social media in consideration of the local government unit's crisis communication practices. Press releases from Quezon City's official Facebook page were selected and analyzed using content analysis anchored in Bodie's Active-Empathic Listening Scale. The study discovered that more than half of all key phrases and sentences that exhibited listening behaviors in the press releases manifested sensing behaviors – they reflected active-empathic listening through being sensitive and receptive to public opinion, acknowledging that their constituents were being sought and heard, and verbalizing empathy. A number of messages also demonstrated the responding listening dimension, with statements denoting proactive measures done to address the citizen's concerns. Only a few messages were found to have exhibited processing listening behaviors which are messages aimed to verbalize the cognitive processes of hearing and remembering. By successfully integrating dimensions of active-empathic listening, Quezon City – through its Facebook page – managed to not only deliver public health information but also extend empathy, social support, and responsiveness to its constituents. The study's findings ultimately suggested how local government units can utilize social media to incorporate relational initiatives to make crisis communication more empathetic and interpersonal. The article clarifies the essence of the concepts of managerial and corporate culture and management activities of local self-government officials. It is substantiated that the managerial culture of local self-government leaders should be considered as a systemic, dynamic phenomenon formed on the basis of their personal, cognitive, spiritual, value, cultural qualities, behavioral patterns and management styles, which constantly interact with each other, forming structural components and performing specific functions necessary for the implementation of management activities and successful development of territorial communities. The influence of the managerial culture of the heads of local self-government bodies on the development of territorial communities of Ukraine is determined. The authors review the legal framework for the functioning and development of territorial communities. The models of formation of successful management activities of heads of local self-government bodies and corporate culture of territorial communities are developed. The correlation between the level of development of territorial communities and the quality of the managerial culture of local self-government leaders, taking into account the limiting endogenous and exogenous factors, is revealed. The TOP-10 regions of Ukraine by the share of active enterprises of territorial communities in their total number, the TOP10 territorial communities of Ukraine by revenues and expenditures in UAH on a cumulative basis for the 1st quarter of 2024 are identified. The article assesses the performance of local government leaders by the residents of territorial communities of Ukraine in terms of emotional perception and reveals the influence of the managerial culture of local government leaders on the formation of the corporate culture of the TOP-10 territorial communities of Ukraine in April-May 2023 and 2024. The article shows that the corporate culture of local government leaders has a decisive influence on the development of territorial communities. The personal culture of managers, their spiritual values and guidelines, their adherence to ethical and moral standards, a constant process of self-improvement, metacognitive self-knowledge and self-motivation affect the level of development of their managerial culture, and managers can (and should) constantly improve its level. It is established that the continuous self-development of managers improves their managerial culture, and the latter, in turn, forms and develops the corporate culture of territorial communities. Surveys are an important vehicle for advancing research on urban policy and governance. The introduction of online tools eased survey-based data collection, making it cheaper and easier to obtain data from key informants like local elected officials or public administrators. However, the utility of web-based survey administration may be diminishing. To investigate this dynamic and search for strategies to support survey research in urban studies, we perform a systematic review of survey research in urban policy and administration scholarship and conduct an original survey follow-up experiment. Our findings identify a clear downward trend in survey response rates that was accentuated during the COVID-19 pandemic. Results from our survey experiment show distinctly different costs per solicitation and per completed survey, depending on administration mode. These findings stimulate discussion on how scholars may continue to use surveys to generate high-quality, empirically rigorous research on urban affairs in light of recent trends. The participation of different institutions and actors in countering radicalization is important for the success of a long-term challenging strategy. Local governments can serve as executive and auxiliary elements in countering radicalization options, which can be graded with the Public Health Model. Accordingly, local governments, which can effectively benefit from primary and secondary prevention, can reduce negativities that trigger radicalization such as marginalization and stigmatization among the society and increase social harmony with the social projects they will develop. The main claim of the study is that local governments can be effective as practitioners at the primary prevention level of countering radicalization and can serve as complementary and auxiliary elements at the secondary prevention level. To test this claim, the study will examine the UK example on a London scale. England's methods of countering radicalization will be discussed by analyzing published strategy documents, and the London example will be explained by examining the reports regarding the ongoing Countering Violent Extremism Program using critical discourse analysis. This study aims to investigate the occurrence of mobbing and job satisfaction among local government employees, exploring their relationship with various variables. A survey was conducted on 410 municipal personnel with different employment types in Aydın province district municipalities. Data were collected using the Individual Introduction Form, Mobbing Scale, and Minnesota Job Satisfaction Scale, and analysed using the SPSS version 27.0 package program. The analysis employed the Kolmogorov-Smirnov test, Mann Whitney U Test, Kruskal Wallis H Test, and Post Hoc test. The results indicate a low level of mobbing perception and high job satisfaction within local governments. Men, singles, shift or irregular employees, and master's degree graduates reported higher mobbing perceptions. Mobbing perception varied across employment types. Additionally, the study found that master's degree graduates had lower job satisfaction levels, and factors such as years of employment and working hours (day shifts or irregular shifts) significantly influenced job satisfaction. Local government officials are accountable to citizens, who increasingly demand more transparency given the amount of taxes they pay. This paper analyses the relationship between municipal tax revenues and transparency in Spain. Based on a sample of 141 Spanish municipalities with more than 15,000 inhabitants and applying least squares regression and instrumental variable analysis based on two-stage least squares regression, we find that the most transparent municipalities collected more global taxes. Furthermore, more municipal financing through transfers from other levels of government leads to lower taxes on construction and capital gains generated by real estate transfers. Economic development at the local level presents an intrinsic tension produced by competitive and cooperative dynamics. While empirical studies have identified drivers for collaboration at the local level, less is known about the scope of activities promoted by state-level agencies and the institutional mechanisms that state and local actors create to cooperate. This study exploits a unique data set created by the State of Iowa reporting the economic development agreements from 2007 to 2018. The findings illustrate how workforce development activities are the most prevalent activity while fiscal incentives are the least recurrent practice. In terms of institutional mechanisms, service contracts are used most frequently. Additionally, a state agency and nonprofit organization dyad is the most common collaboration, which highlights the role of state governments in shaping local economic development strategies. This exploration of mechanisms, activities, motivations, and duration contributes by improving theories of formal collaboration and intersectoral governance. [ABSTRACT FROM AUTHOR]

Does state fiscal monitoring of local governments impact firms? Exploiting the staggered adoption of state fiscal monitoring policies, our results show that state fiscal monitoring of local governments increases corporate investment. Affected firms increase their investment by increasing capital expenditures as well as research and development expenditures. Additional analyses reveal that firms fund this increase in investment by decreasing share repurchases and issuing debt. In Turkey, strategic plans are prepared for public administration organisations, especially municipalities, in line with the regulations of the Public Financial Management and Control Law No. 5018, in order to provide an effective, efficient and economic understanding of public service delivery. It is important to prepare strategic plans before the budget process and to establish a good relationship with strategic plans, performance programmes and activity reports. With Law No. 5018, municipalities have been obliged to prepare strategic plans and many municipalities and metropolitan municipalities have entered the strategic planning process. This study aims to analyse the relationship between SWOT analysis and performance targets. In order to analyse this situation, the question "How was the continuation of strengths, elimination of weaknesses, continuation of opportunities and prevention of threats among the concepts of SWOT analysis in the performance objectives of the 2015-2019 Strategic Plan of Muğla Metropolitan Municipality?" was answered through tables, column and circle graphs and percentage (%) calculations. Nowadays, fiscal decentralization and strengthening local governments are welcomed among many countries. Fiscal decentralization is the transfer of expenditure responsibilities and revenue assignments to local governments. Local governments need revenue to implement local policies. In fact, the independence of local governments is directly related to their financial independence. To achieve financial independence, there is a need to define a source of revenue and give authority on how to spend it. Since the most important source of income for governments is tax, tax decentralization plays an important role in decentralizing governments financially. This paper, seeks to answer what public law bases of tax decentralization are and what mechanisms for designing an efficient decentralized tax system in which the principles of tax law are also respected exist. We illustrate how the two mid-sized post-socialist eastern German cities Potsdam and Rostock have managed to become climate pioneers, despite being located in regions that have been reluctant with regard to climate action. Drawing on municipal documentation and fieldwork interviews, we show how favorable and interrelated conditions concerning a city's socio-demographic, socio-economic, and particularly political situation were more important for progressive climate action than both cities' embeddedness in their respective regions. Nigeria's abundant mineral potentials can be harnessed to significantly contribute to her socio-economic development if the regulatory framework of the Nigerian Mining Industry (NMI) is properly articulated and implemented, devoid of the regulatory conflicts that have been observed amongst various regulatory and government entities. This article analyses a 2019 - 2020 study undertaken by the Ministry of Mines and Steel Development in the Federal Capital Territory and 17 out of the 36 States of the Federal Republic of Nigeria which exposed mining sector-related regulatory conflicts amongst the Federal, State and Local Governments and their Ministries, Departments, and Agencies (MDAs). The study also revealed that, despite certain extant Constitutional and statutory instruments vesting the control of minerals and mining activities on the Federal Government and its Ministry of Mines and Steel Development, the implementation of other national and subnational statutory instruments has generated regulatory conflicts and controversial interferences in the governance of mineral resources in the country. This development has led to adverse political and socioeconomic implications and outcomes. Thus, after an in-depth consideration of these regulatory conflicts and its implications, the article recommends, among other salient solutions, the amendment and/or repeal of all applicable mining statutes and regulations to remove these regulatory conflicts, and this will better position the NMI on the path to restoration and ultimately surpassing its glorious past. This paper aims to evaluate the impact of a policy that targets criminal infiltration in local governments on the provision of local public goods in Italian municipalities. Building on the theoretical framework proposed by Dal Bò (American Political Science Review 100:41–53, 2006), we use a sufficient statistic approach to describe the dynamic behaviour of local public goods when stricter law enforcement weakens criminal pressure groups. Utilizing data on the local public finances of Italian municipalities spanning from 2004 to 2015, our findings reveal that, after the dismissal of infiltrated governments, the targeted municipalities devote a larger share of resources to public goods, with an estimated increase of approximately 3.9 percentage points. Notably, this effect seems to be driven by an increase in investment of approximately 3 percentage points. Overall, our results suggest that policies targeting the problem of criminal infiltration in local governments can improve socioeconomic conditions and the well-being of local communities, by increasing investments in economically and socially relevant public goods. Throughout Europe, one of the main problems facing policymakers is that of falling rural populations. In many cases, this is aggravated by high levels of local government borrowing. Although researchers have sought to determine the causes of this debt, much remains to be known about the factors influencing the default risk of small- and medium-sized towns, information that would help them formulate policies to combat the loss of population. The aim of our study is to identify factors relevant to this default risk. We analyzed demographic, socioeconomic, and financial factors in a sample of 6456 Spanish local governments by their population size. Our findings show that financial policies applied to reduce this risk should vary according to the population size, as certain factors exert a specific influence on smaller municipalities. Nevertheless, socioeconomic and financial variables have more impact on default risk than demographic factors. Our findings are novel and useful for all concerned in combating the depopulation of rural areas in Europe, owing to the relevance of conclusions for the design of public policies based on the sustainability of public services in small municipalities. Points for practitioners The measurement of the default risk in local governments reveals very relevant information for the design of public policies against depopulation. Socioeconomic and financial variables have more impact on default risk than demographic factors. The evolution of the measurement of default risk reveals that policies against depopulation must be defined based on the size of the municipalities. 91. Drivers and risk factors of German local financial sustainability focusing on adjusted income.

Analysing the financial sustainability of local governments is of great interest, as they offer a wide range of services and are close to citizens. Various organizations have pointed out the need to analyse the determinants of financial sustainability, and recent research has focused on several European countries, using adjusted income as a dependent variable. To fill the research gap in the context of German local governments, we conduct an empirical analysis with 5 years of data from 363 local governments from North Rhine–Westphalia to analyse the impact of socio-demographic and financial-economic factors on financial sustainability, focusing on the adjusted income. Our results indicate that financial sustainability is influenced by factors on which the local governments have no impact or at least only a limited impact. Specifically, the debt level and the level of population are identified as risk factors, whereas own taxes, rate support grants and the net cash surplus serve as drivers of financial sustainability. Points for practitioners: Understanding the determinants of financial sustainability is important for politicians and public managers in order to improve their risk management and decision-making processes and to prevent future sustainability problems. This paper identifies several socio-demographic and financial-economic determinants of FS, on which the local governments have only a limited impact. Considering that the financial sustainability of German local governments in North Rhine–Westphalia largely depends on external factors might be of great interest for policymakers with regard to future financial crises. This work aims to enhance the understanding of Local Governments (LGs)' sustainability disclosure (SD) practices through their official websites. The ultimate goal of this study is to assess the extent to which certain mayor's personal traits are likely to influence the level of online sustainability information provided by LGs. To this end, a manual content analysis was performed on the official websites of the Italian LGs with more than 40,000 inhabitants to assess the level of SD. A multivariate regression analysis was estimated to examine the extent to which mayors' gender, political ideology, age and education influence the level of sustainability information provided by LGs through websites. Empirical results highlight the crucial role that certain characteristics of LGs' mayor profiles exert on the level of SD. The present work offers an important contribution to the existing literature, as it extends the knowledge of SD practices in an underexplored context, like the LGs and the impact of the mayor's profile on SD levels in LGs. 93. Does Gender Explain the Indebtedness Levels of Local Governments?

In recent decades, there has been a proliferation of research analyzing the role of women in public management. This study contributes to this line of research by examining the influence women have on municipal public debt. To this aim, we use a sample of 141 Spanish municipalities with more than 50,000 inhabitants for the period 2008–2020. The empirical results suggest that municipalities that are leaded by a female mayor tend to show lower levels of public debt. In addition, empirical results reveal an inverted U-shaped relationship between the proportion of female councilors and the level of public debt. This means that the higher the proportion of female councilors, the lower the level of indebtedness, but this positive effect appears only if the number of female councilors is relatively high. Governmental sustainable development pertains to the realm of collective action, which generates economies of scale in which the actors share the costs of their actions. Through consolidation, an originally adjoint city is merged with a county, facilitating the sustainable development of collective action within local governments. This study empirically corroborated the relationship between the time since local government consolidation (in years) and sustainability. Open government data were used to establish a secondary database; data from Taiwan's 22 cities and counties were collected over a multiyear period, before and after county-city consolidation. Time-series analysis and event history analysis (survival analysis models) were employed to corroborate whether county-city consolidation positively affects sustainability. County-city consolidation contributed to improvements in sustainability, only in regard to the growth rate of per capita annual disposable income and the growth rate of tertiary education of 15+ age in the jurisdictions. This research then concluded that the extreme integration approach of local governments under county-city consolidation may promote collective sustainability-related benefits, but it may simultaneously enlarge the poverty gap in the society. The objective of the research is to analyze the incidence of public investment on property tax collection in provincial local governments of the southern macro region of Peru during the period 2010 to 2020. The type of study is applied, under the quantitative approach, design non-experimental, longitudinal panel type, descriptive and explanatory. The data for each provincial municipality were extracted from the information portal of the Ministry of Economy and Finance (MEF) segmented through cluster analysis. The econometric estimation method takes into account the methodology for longitudinal panel data. Taking into account the cluster analysis and econometric estimates, the results show that a 1% increase in public investment in transportation, sanitation, and culture and sports, caused an increase in property tax collection of approximately 0.3182%, 0.1208%. and 0.0923% respectively (first cluster), a 1% increase in public investment in transport, culture and sports, caused an increase in property tax collection of approximately 0.2588% and 0.1434% respectively (second cluster) and an increase in the 1% in public investment in transportation and sanitation, caused an increase in property tax collection of approximately 0.2923% and 0.1377% respectively (third cluster). The general objective of the research is to determine the effects of the consolidation of corruption in municipal public policies in Mexico. This is done based on the Corruption Consolidation Framework (ccf) analytical framework (Meza and Pérez-Chiqués, 2020), which defines three dimensions: 1) administrative structure, 2) transparency, 3) checks and balances. The research observes 255 municipalities based on a quantitative methodological design that points out the comparative observation in dissimilar municipal realities. For this, a database is created whose information is obtained from various sources, such as surveys, institutional repositories and administrative censuses, allowing the development of various indices and objective measures of the municipal reality. With this, a robust analysis is obtained that allows us to conclude with the various effects of the consolidation of corruption on the quality of public policies that characterize the types of subnational political systems. Purpose: To analyze the narratives and practices for understanding the concepts and limits of personnel expenses in Brazilian municipalities. Methodology: Exploratory study using the sequential mixed methods approach consisting of three steps: (i) data collection from the Brazilian Finance System (FINBRA) for the period from 2018 to 2021 to analyze whether there was compliance with the limits on personnel expenses established in the Fiscal Responsibility Law (LRF) by Brazilian municipalities; (ii) follow-up of the debates in three lives held on the YouTube channel® on the TV Portal of the National Confederation of Municipalities (CNM) of the series called "What goes into the personnel spending limit?", which was part of the program "Roda de Knowledge" of the channel and which brought the vision of the jurisdiction, the regulatory body (STN) and the supervisory body (Courts of Auditors), whose content was recorded and made available on the platform itself (streaming); and (iii) Content analysis of lives using Transkriptor ® and NVivo® tools. Results: Throughout the period of analysis, the findings of the study show that the concepts about limits on personnel expenses were observed by Brazilian municipalities for the purpose of calculating the fiscal limits established by legislation, regardless of size, region and state where they are located, exceptions involve small municipalities and the North and Northeast regions. Regarding the content of the lives, the interviewees presented converging narratives regarding what should or should not be computed in the limit of personnel expenses, on the amounts that may or may not be deducted, and also that the limits of personnel expenses must be determined by power and organ. Contributions of the Study: The research findings deconstruct the narrative that there are divergences of understanding between jurisdictional bodies, regulatory and supervisory bodies about the amounts that must be computed in the limit of personnel expenses, which can contribute to the fulfillment of these limits by the Brazilian federated entities and to standardize the understanding of the control bodies on the subject. Non-programmatic policies are usually analysed from the perspective of parties that rely on vote-buying, patronage, or pork-barrel, to distribute benefits and enhance their electoral performance. It is assumed that parties and politicians offer these particular distributions to citizens. This is not what happens at Chile's sub-national level, however. There are no political machines in this country, so the citizens come to demand benefits from the mayor. Based on data from 50,099 formal meetings requested by citizens to mayors of the 345 Chilean municipalities, we show that when there is an absence of a party machine or patron that makes a top-down offer, it is the people who approach the authorities to demand resources. We conclude that, first, demands are primarily to claim for targeted distribution. Second, citizens who demand non-programmatic benefits are not part of organizations and do so particularly. Third, women are largely those who seek more targeted distribution. Fourth, the demands on mayors occur mostly in most rural comunas. Fifth, mayors who respond to these formal demands mainly do not mobilize intermediation networks. [ABSTRACT FROM AUTHOR]

- Abstract
The purpose of the article is to determine the specific features of civil-military cooperation and public control over the activities of local selfgovernment bodies. The article shows that in the context of a highintensity armed conflict, the impact of corruption and other risks that have a destructive impact on the local self-government system is growing. Arguments are presented about the existence of risks of violation of human and civil rights as a result of unlawful actions of civilian and military officials. Attention is focused on the decline in economic activity of enterprises and the population living near the contact line as a result of ill-considered provision of humanitarian aid. The article establishes the absence or imperfection of legal mechanisms to influence persons who refuse to evacuate from the areas of hostilities, if such “refuseniks” take care of children, the elderly or persons with disabilities. Public control is a complex social entity whose mission is to create preconditions for continuous improvement of the controlled entities’ activities by searching for and analyzing errors in their activities and identifying ways to eliminate them. The concept of public control over the activities of local self-government bodies and civil-military cooperation structures is formulated as an analytical and search work of civil society institutions aimed at determining whether the activities of the controlled entities comply with their functions, powers, restrictions and prohibitions established by law. The legal framework for civic control over the activities of local self-government bodies and civilmilitary cooperation structures is currently being developed. Legislation governing the activities of local self-government bodies is largely outdated and does not take into account the realities of the martial law regime. Instead, the legislative basis for civil-military cooperation has not yet been created, which leads to an arbitrary interpretation of the essence of civil-military cooperation by different actors.
