For the time being the U.S. House of Representatives can get away with what it did this week to the legitimate rights and interests of working Americans and the voting population in general. The Administration's labor bill was defeated, Taft-Hartley stays on the books. But, for the time being, the militarized economy is still booming along, with roughly sixty million workers drawing weekly pay checks. In times like these the country as a whole can shrug off the deepening political failure that may be observed on Capitol Hill. The dynamics for a creative legislative program are lacking in this Congress, and to relatively the same degree as in most of the sessions since the New Deal was abandoned for coalition government in the late 1930's.

In the complex floor fight in the U.S. House over revision of the Taft-Hartley act the chief opponents were a Pennsylvania banker, Sam McConnell and a prairie lawyer, Andrew Jacobs. It was claimed that Taft-Hartley protected honest workmen and labor leaders, increased the membership and strength of unions, and was good for the country. The U.S. House passed a military appropriation forcing upward by a billion dollars the budget figure recommended by U.S. President Harry S. Truman in 1949. The U.S. Senate, at the same time, debated for many hours before rejecting an amendment that would have killed a $3,000,000 appropriation for a steam-turbine power plant needed by 100,000 farmers in the Tennessee Valley Authority region. The House debate on the military-appropriations bill developed into a contest between Representative Carl Vinson and Representative Clarence Cannon. The debate actually centered on a $300,000,000 appropriation for naval aviation. The U.S. Congress, it is now apparent, will not provide the full amount of any single public-welfare appropriation which the Truman Administration has requested.

Taken together, their speeches had an irony and coincidence that make them an interesting footnote to history.
