Objective: To systematically review and critically appraise the economic evaluations of one to one interventions to reduce sexually transmitted infections (STIs) and teenage conceptions. Design: Systematic review. Data Sources: Search of four electronic bibliographic databases from 1990 to January 2006. Search keywords included teenage, pregnancy, adolescent, unplanned, unwanted, cost benefit, cost utility, economic evaluation, cost effectiveness and all terms for STIs, including specific diseases. Review Methods: We included studies that evaluated a broad range of one to one interventions to reduce STIs. Outcomes included major outcomes averted, life years and quality adjusted life years (QALY). All studies were assessed against quality criteria. Results: Of 3,190 identified papers, 55 were included. The majority of studies found one to one interventions to be either cost saving or cost effective, although one highlighted the need to target the population to receive post-exposure prophylaxis to reduce transmission of HIV. Most studies used a static approach that ignores the potential re-infection of treated patients. Conclusion: One to one interventions have been shown to be cost saving or cost effective but there are some limitations in applying this evidence to the UK policy context. More UK research using dynamic modelling approaches and QALYs would provide improved evidence, enabling more robust policy recommendations to be made about which one to one interventions are cost effective in reducing STIs in the UK setting. Purpose - In January 2005, the International Valuation Standards Committee (IVSC) published the International Valuation Guidance Note No. 8 entitled The Cost Approach for Financial Reporting - (DRC). This guidance note provides background to the use of depreciated replacement cost (DRC) in connection with International Valuation Application 1 (IVA 1), Valuation for Financial Reporting and suggests that the valuer reports the result of a DRC valuation as market value subject to the test of adequate profitability or service potential. This suggestion has caused a lot of debate and consternation in the UK where the DRC approach has always been considered as a method of last resort and not a market valuation. However, in continental Europe the cost approach (DRC) is often the principal method of valuation and has always been considered to produce market value. The purpose of this paper is to discuss the impact of this change to valuation practice in the UK. Methodology/design/approach - In this paper, we discuss the concept of market value and its relationship to DRC in an attempt to identify the principal areas of concern in the UK and, through the use of an Italian case study, show how the DRC approach can be adopted as an appropriate method (not basis) for calculating Market Value. Findings - It is probable that most valuers will still provide the DRC valuation using exactly the same calculation as they did before. They are likely to provide the same (relative to the valuation date) figure; the difference is that they will feel less easy about the robustness of that figure Originality/value - It is argued that the UK market has, for too long, hidden behind DRC being a basis of value that UK valuers now feel uncomfortable in reporting DRC as market value. They are uncertain with the valuation figure. However, this uncertainty can be addressed in other ways and a suggested "solution" to help the valuer overcome their discomfort with the market valuation is proffered. [ABSTRACT FROM AUTHOR]

The excessive bureaucracy and complexity of the Horizon calls appears to be an obstacle to research cooperation in Europe. Funding agencies of the European Union emphasize competitiveness, but do not recognize that publishing scientific papers increases competitiveness. Even the distribution of funds appears very far from recognizing the proper value of scientific publications. This paper considers how the emerging European spatial development policy agenda is influencing the performance of regional strategic planning in the United Kingdom. The European Spatial Development Perspective (ESDP) was agreed in 1999 as a non-binding and indicative framework intended to guide institutions in the exercise of their spatially significant competences. This paper explores the way in which and the extent to which the spatial planning policy messages and approach of the ESDP have been integrated into the planning process in England and how they have helped to inform the development of substantive objectives for regional planning policy. The research revealed considerable variation in the way that different regions had considered the European agenda and the ESDP as important contexts which can be used to inform strategy and policy development. Overall, the findings suggested that the European context and the ESDP are beginning to be accepted as important frames of reference in the production of Regional Planning Guidance. This paper discusses the current Labour government's industrial policy—as most recently reflected in its document on manufacturing strategy—in the context of industrial policy in the UK over the last 50 years and the form that it has taken elsewhere in Europe. It concludes that the thematic priorities for UK industrial policy in the 1960s—international competitiveness, innovation, competition, and skills—continue to be the key themes of UK policy today. The paper presents data that illustrate the gaps that exist in key indicators of performance between the UK and its main economic competitors. The difference between the 1960s and the 2000s is that there are new instruments of policy. Two areas in particular are focused on—competition policy and technology policy—and an attempt is made to assess the likely effectiveness of these new instruments. The paper concludes that the international evidence base for these new approaches is reasonably robust but that it is still too soon to tell if they are having the hoped‐for impact on the performance of the UK economy. At a time when the belief in a welfare crisis is being connected to a so‐called "migration crisis", in particular in the United Kingdom, it is important to look at the lived experiences of mobile EU citizens and the influence of transnational social protection practices. The article introduces the concept of a "migration‐welfare corridor" – as opposed to the widespread welfare magnet hypothesis – taking into consideration the role of welfare systems in origin and destination countries at different stages of a migrant's life cycle, the changing nature of the welfare habitus as well as migrants' attitudes towards what can be defined as welfare chauvinism. Looking specifically at the case of Spanish and Polish migrants in the UK who have reacted to this protracted environment of deterrence, particularly in respect to their welfare rights, this paper discusses several dimensions that should be taken into consideration when analyzing transnational social protection practices from below. In the context of the British labour movement's current disassociation from European socialism and socialist organisations, this paper seeks to provide a chronological narrative of the comparatively strong relationship of British radicals and socialists to European republicans between 1789 and 1914. It therefore considers British Jacobinism, Chartism, the relationships with European exiles in Britain after the 1848 revolutions, the role of British trade unionists in the First International, and the relationship of the Independent Labour Party and the Social Democratic Federation to the Second International in the period before the First World War. Background: The substantial increase in the complexity of breast cancer care in the last few decades has resulted in significant improvements in survival rates and also in the quality of life of breast cancer survivors. However, across Europe there are variations in outcomes and access to the latest techniques. Whilst much of this variance is due to differences in health economies between European member states, training variation may also play a part. Training in breast cancer surgery varies greatly across Europe, not only in its basal discipline (general surgery, gynaecology or plastic surgery) but also in the length of training and whether there is any requirement for specialist training. Several countries have been leading the way in training breast specialist surgeons (the USA, the UK, Australia and New Zealand) with dedicated 1- or 2-year fellowships either within or in addition to standard training. Access to such training is limited and consequently many women in Europe are still treated by generalists, potentially denying them access to the best care. This paper reviews the issues surrounding training provision in breast surgery and some of the challenges which need to be addressed to improve the current situation. Summary: Breast surgery training in Europe is of variable quality and duration, which may result in variations in the quality of care received by patients with breast cancer. Specialist training standards are urgently required which should be adopted by all European member states. Excellent models are available in the USA, the UK and Australia and New Zealand on which to base this training. Auditing failures and scandals have become commonplace. In response, reformers (including the Kingman Review in the U.K. and a recent report of the U.K.'s Competition and Market Authority) have proposed a variety of remedies, including prophylactic bans on auditors providing consulting services to their clients in the belief that this will minimize the conflicts of interest that produce auditing failures. Although useful, such reforms are already in place to a considerable degree and may have reached the point of diminishing returns. Moreover, this strategy does not address the deeper problem that clients (or their managements) may not want aggressive auditing, but rather prefer a deferential and perfunctory audit. If so, auditors will realize that they are marketing a 'commodity' service and cannot successfully compete based on their quality of services. Rationally, they would respond to such a market by seeking to adopt a cost-minimization strategy, competing by reducing the cost of their services and not investing in new technology or higher-priced personnel. What could change this pattern? Gatekeepers, including auditors, serve investors, but are hired by corporate management. To induce gatekeepers to better serve investors, one needs to reduce the 'agency costs' surrounding this relationship by making gatekeepers more accountable to investors. This might be accomplished through litigation (as happens to some degree in the U.S.), but the U.K. and Europe have rules that discourage collective litigation. Thus, a more feasible approach would be to give investors greater ability to select and remove the auditor. This paper proposes a two part strategy to this end: (1) public 'grading' of the auditor by the audit regulator in an easily comparable fashion (and with a mandatory grading curve), and (2) enabling a minority of the shareholders (hypothetically, 10%) to propose a replacement auditor for a shareholder vote. It further argues that both activist shareholders and diversified shareholders might support such a strategy and undertake it under different circumstances. Absent such a focus on agency costs, however, reformers are likely only re-arranging the deck chairs on the Titanic. [ABSTRACT FROM AUTHOR]

The author discusses the challenges facing health services and their staff across Europe. She informs that although at the conferences many innovative oral presentations demonstrating how high quality patient-centred care is being implemented are presented, many of these projects are not shared with others once the conference is over. She states that she wants to support such authors who do not have the time or experience to write their project up as a full paper for publication.

Context As a contribution to this special issue commemorating the journal's 50th volume, this paper seeks to explore directions for national licensing examinations ( NLEs) in medicine. Increases in the numbers of new medical schools and the mobility of doctors across national borders mean that NLEs are becoming even more important to ensuring physician competence. Objectives The purpose of this paper is to explore the use of NLEs in the future in the context of global changes in medical education and health care delivery. Methods Because the literature related to NLEs is so large, we have not attempted a comprehensive review, but have focused instead on a small number of topics on which we think we have something useful to say. The paper is organised around five predicted trends for NLEs. Discussion The first section discusses reasons why we think the use of NLEs will increase in the coming years. The second section discusses the ongoing problem of content specificity and its implications for the design of NLEs. The third section examines the evolution of large-scale, standardised cognitive assessments in NLEs and suggests some future directions. Reflecting the fact that NLEs are, increasingly, attempting to assess more than just knowledge, the fourth section addresses the future of large-scale clinical skills assessments in NLEs, predicting both increases in their use and some shifts in the nature of the stations used. The fifth section discusses workplace-based assessments, predicting increases in their use for formative assessment and identifying some limitations in their direct application in NLEs. Accessible summary In the Western world, many people who have mental health problems experience poor physical health. Research suggests that those with mental illness often have difficulties in accessing health care services, reporting that when they do, their physical health needs are often overlooked., Nurses are expected to deliver safe and effective care that meets the needs of service users. In order to help mental health nurses address physical health care needs, changes to nurse education, supported by government policy, have been made in the United Kingdom. Despite these changes, mental health nurses still feel less confident and prepared to address physical health needs of service users. However, this same problem is also reported by nurses throughout Europe and in other Western countries, who have undergone different training and education programmes., This paper discusses important factors affecting the mental health nurses' ability to deliver physical care and how they impact on confidence and competence., The paper concludes by highlighting the role of the mental health nurse being key in addressing the physical health needs of those in their care, and how this will only be realized when education and practice provide sufficient opportunity for them to develop and maintain their knowledge and skills., Abstract In the Western world, there is increasing concern regarding the ability of health care professionals to meet the physical health care needs of those diagnosed with mental illness. This discussion paper seeks to explore some of the issues facing mental health nurses in delivering care to those who have both mental and physical illness. Criticism of the National Health Service for failing to meet the physical health needs of people with serious mental illness has generated a number of political strategies aimed at addressing inequalities between mental and physical health care, a consequence being a change in pre-registration nurse education. It is envisaged that such changes will enable all nurses to deliver safe, effective care to service users, with adult and mental health nurses being more adept at meeting both the mental and physical health needs of those in their care. The impact of three key areas identified within the literature will be considered: the impact of co-existing physical and mental illness; the role of mental health nurses and perceptions of service users re physical health care; and education, training and learning from others in the Western world. Objective To examine the relationship between the numbers of people walking or bicycling and the frequency of collisions between motorists and walkers or bicyclists. The common wisdom holds that the number of collisions varies directly with the amount of walking and bicycling. However, three published analyses of collision rates at specific intersections found a non-linear relationship, such that collisions rates declined with increases in the numbers of people walking or bicycling. Data This paper uses five additional data sets (three population level and two time series) to compare the amount of walking or bicycling and the injuries incurring in collisions with motor vehicles. Results The likelihood that a given person walking or bicycling will be struck by a motorist varies inversely with the amount of walking or bicycling. This pattern is consistent across communities of varying size, from specific intersections to cities and countries, and across time periods. Discussion This result is unexpected. Since it is unlikely that the people walking and bicycling become more cautious if their numbers are larger, it indicates that the behavior of motorists controls the likelihood of collisions with people walking and bicycling. It appears that motorists adjust their behavior in the presence of people walking and bicycling. There is an urgent need for further exploration of the human factors controlling motorist behavior in the presence of people walking and bicycling. Conclusion A motorist is less likely to collide with a person walking and bicycling if more people walk or bicycle. Policies that increase the numbers of people walking and bicycling appear to be an effective route to improving the safety of people walking and bicycling. [ABSTRACT FROM AUTHOR]

Historically, to be a black public intellectual in Britain has, almost by definition, meant being located on the liberal-left spectrum, in terms of analyses of race and class. However, in the past decade a number of high-profile black British thinkers have explicitly positioned themselves at odds with black liberal and radical traditions of thought. This has been particularly apparent in their critiques of multiculturalism, youth and education. This paper uses recent documentary sources to analyse the discursive features of this emergent black social conservatism, examining its claims to authenticity, its claims to offer rethinking of multiculturalism and identity, and its objects of racialization. Drawing upon critical discourse analysis and critical theories of race and black intellectual production, it identifies internal tensions in this emergent discourse. [ABSTRACT FROM AUTHOR]

The paper discusses the main issues which emerge for the university as an institution in the European context from the development of the lifelong learning paradigm. It focuses on both the opportunity-creating and tension-provoking presence of the lifelong learning concept in the university's institutional environment. The analysis is based on a thematic review of articles published in the "International Journal of Lifelong Education (IJLE)" during the four decades of its existence. The paper argues that: (1) the implementation of lifelong learning requires a profound change in the systemic characteristics of the university institution and cannot be limited to the establishment of departments of adult and continuing education; (2) without being uncritically perceived, lifelong learning is a strategy that can help universities successfully address some of their main problems and continue to develop as a key institution of societies in the 21st century and (3) in the European context, the institutional model that can embody the paradigm for lifelong learning and at the same time contains the possibility of preserving the specificity of university as an institution, is best symbolised by a cathedral.

Background: The recognition of medical professionalism as a complex social construct makes context, geographical location and culture important considerations in any discussion of professional behaviour. Medical students, medical educators and practitioners are now much more on the move globally, exposing them to cultural and social attitudes, values and beliefs that may differ from their own traditional perceptions of professionalism. Aims and Methods: This paper uses the model of the intercultural development continuum and the concept of 'cultural fit' to discuss what might transpire when a student, teacher or doctor is faced with a new cultural environment. Using our own experiences as medical educators working abroad and supported by evidence in the literature, we have developed four anecdotal scenarios to highlight some of the challenges that different cultural contexts bring to our current (Western) understanding of professionalism. Results and Conclusions: The scenarios highlight some of the potentially different regional and/or cultural perspectives and nuances of professional behaviours, attitudes or values that many of us either take for granted or find difficult, depending on our training and socio-cultural upbringing. With this paper, we hope to start a long overdue conversation about global professionalism amongst medical educators, identify potential areas for research and highlight a need for medical schools to embrace a 'global' approach to how professionalism is embedded in their curricula. The increasing ethnic diversity of the UK has been mirrored by growing public awareness of multicultural issues, alongside developments in academic and government thinking. This paper explores the contested meanings around ethnic identity/ies in community settings, drawing on semi-structured interviews with staff from Children's Centres and allied agencies conducted for a research project that examined the relationship between identity and the participation of parents/carers in services in northeast England. The research found that respondents were unclear about, especially, white ethnic identities, and commonly referred to other social categorizations, such as age, nationality, and circumstances such as mobility, when discussing service users. While in some cases this may have reflected legitimate attempts to resist over-ethnicizing non-ethnic phenomena, such constructions coexisted with assumptions about ethnic difference and how it might translate into service needs. A controversial proposal to pilot the training of child protection social workers through an intensive work-based route in England is being supported and funded by the UK Government. Frontline, the brainchild of a former teacher, locates social work training within local authorities (‘the agency’) rather than university social work departments (‘the academy’) and has stimulated debate amongst social work academics about their role in shaping the direction of the profession. As a contribution to this debate, this paper explores the duality of social work education, which derives its knowledge from both the academic social sciences and the experience of practice within social work agencies. While social work education has traditionally been delivered by the academy, this paper also explores whether the delivery of training in the allied professions of probation and nursing by ‘the agency’ is equally effective. Finally, this paper explores the Helsinki model which achieves a synergy of ‘academy’ and ‘agency’. It suggests that there are alternative models of social work education, practice and research which avoid dichotomies between the ‘academy’ and the ‘agency’ and enable the profession to be shaped by both social work academics and practitioners. The literature on whether community diversity has a positive effect on individuals' inter-ethnic attitudes (contact hypothesis) or a negative effect (threat hypothesis) remains inconclusive. Most studies infer mechanisms of contact or threat based on the relationship between diversity and mean levels of prejudice in a community. We suggest that both processes of threat and contact may be occurring with increasing diversity. By applying a measure of individual-level contact, this paper demonstrates that increasing community diversity does have a negative effect on inter-ethnic attitudes but only among individuals without inter-ethnic ties. Among those who do form ties, increasing diversity has no effect – that is, contact moderates the negative effect of community diversity. However, this relationship is further moderated by levels of disadvantage in the community. This paper has important implications for the use of the contact/threat hypotheses in studies of contextual diversity and the wider debate on rising diversity in the UK. [ABSTRACT FROM AUTHOR]

Background: Patient and public involvement (PPI) is a requirement for UK health and social care research funding. Evidence for how best to implement PPI in research programmes, such as National Institute for Health Research (NIHR) Collaborations for Applied Health Research and Care (CLAHRCs), remains limited. This paper reports findings from an action research (AR) project called IMPRESS, which aims to strengthen PPI within CLAHRC East of England (EoE). IMPRESS combines AR with Normalisation Process Theory (NPT) to explore PPI within diverse case study projects, identifying actions to implement, test and refine to further embed PPI. Methods: We purposively selected CLAHRC EoE case study projects for in-depth analysis of PPI using NPT. Data were generated from project PPI documentation, semi-structured qualitative interviews with researchers and PPI contributors and focus groups. Transcripts and documents were subjected to abductive thematic analysis and triangulation within case. Systematic across case comparison of themes was undertaken with findings and implications refined through stakeholder consultation. Results: We interviewed 24 researchers and 13 PPI contributors and analysed 28 documents from 10 case studies. Three focus groups were held: two with researchers (n = 4 and n = 6) and one with PPI contributors (n = 5). Findings detail to what extent projects made sense of PPI, bought in to PPI, operationalised PPI and appraised it, thus identifying barriers and enablers to fully embedded PPI. Conclusion: Combining NPT with AR allows us to assess the embeddedness of PPI within projects and programme, to inform specific local action and report broader conceptual lessons for PPI knowledge and practice informing the development of an action framework for embedding PPI in research programmes. To embed PPI within similar programmes teams, professionals, disciplines and institutions should be recognised as variably networked into existing PPI support. The development of crops that by harvest have accumulated higher amounts of a particular micronutrient than standard crops is known as biofortification. Biofortified staple crops such as provitamin A‐biofortified sweet potato ('orange sweet potato'), zinc‐biofortified rice ('zinc rice') and iron‐biofortified beans ('iron beans'), developed by selective breeding, have been introduced into developing countries with the goal of reducing micronutrient deficiencies. In these settings, micronutrient deficiencies caused by low dietary intakes and exacerbated by inflammation and infection result in considerable morbidity and mortality worldwide. The aim of this review is twofold: (1) to describe the impact of biofortified crops on micronutrient intake, nutritional status and other biological endpoints in developing countries and (2) to consider the relevance of these nutritional effects in other parts of the world such as Europe. Regular consumption of biofortified crops in developing countries where micronutrient deficiency is common has been shown to increase micronutrient intakes and thus help meet the World Health Organization's dietary recommendations. In terms of micronutrient status, most research has been conducted using provitamin A‐biofortified crops (particularly orange sweet potato), with large 2‐ to 3‐year studies indicating increases in plasma retinol, though additional studies measuring change in body stores would provide more definitive evidence. There is some evidence to suggest that iron‐biofortified crops can increase iron status (measured by serum ferritin and total body iron), but further studies are required to demonstrate the efficacy of zinc‐biofortified foods. Intakes of some micronutrients are low in some UK population subgroups (in particular adolescents and young adult women), with sizeable proportions having intakes below the lower reference nutrient intake. There is also evidence of low status for some nutrients (e.g. iron and in particular vitamin D), although the prevalence of iron deficiency is much less, and therefore the consequences less severe, than seen in the developing world. The final part of the paper describes strategies used to improve micronutrient intake in Europe, such as fortification of bread flour post‐harvest and supplementation with vitamin D and folic acid, and discusses whether there is a role for biofortified crops in the UK. The past half-century has been characterised by major technological developments and massive societal change, which have profoundly changed how food is produced, processed, sold and consumed. These days we are faced with a huge choice of pre-packaged foods when we shop in modern supermarkets and we can buy seasonal food all year round, in and out of season. For decades now, the need to guide choice has been recognised, and retailers and many manufacturers have provided increasing amounts of on-pack information and signposting, and more recently UK retailers have led the way in championing front-of-pack information provision, to supplement the standard back-of-pack nutrient composition table. From a European perspective, the present paper summarises developments in nutrition labelling information and signposting, the legislation that controls on-pack declarations, and research conducted to assess whether or not the information is used, understood and supports healthier choices. It also considers whether more could be done to influence behaviour change positively, giving examples of approaches identified in the research. [ABSTRACT FROM AUTHOR]

An editorial is presented on the innovation in the field of widening participation (WP) in higher education. It expresses the view on evaluation of effectiveness of policy changes in widening participation. An overview of the efforts of WP practitioners, and experienced researchers, to explore institutional developments for the success of WP.

This article examines the relationships between space, ethnic identity and anti-state violence in twentieth century London. It will do so by comparing the Spitalfields violence of 1906 and the Brixton unrest of 1981. The association of physical metropolitan space with 'difference' in the Edwardian East End and post-consensus South London, and how this 'othering' was influenced both by the state and the anti-migrant far right will be analysed. The paper will then dissect relationships between the police and working class Jewish and Caribbean communities, and how these deteriorating relationships exploded into extreme violence in 1906 and 1981. This paper attempts to explain the relationship between socialism and sport in Britain using a historical and comparative analysis of developments in Europe to identify the particular sociopolitical conditions and processes pertaining in the British case. It argues that a distinctively socialist sports culture failed to develop in Britain due to the interaction between two sets of forces: the powerful economic, political, and cultural constraints that are characteristic of Britain's development, and the character of British socialism's response to those constraints. It pinpoints the ways in which features specific to British socialism disabled socialists from adequately grasping the significance of sport in popular culture, from responding effectively to the way class, sex and gender, and national identities are formed in sporting activity, and from influencing processes of conflict and accommodation taking place around sport between dominant and subordinate groups. This paper looks at insider trading regulation in Europe and finds a broad spectrum. Two countries, the United Kingdom and Sweden, have insider regulations very similar to those in the United States. The author attributes this to well-developed stock markets and the Swedish search for confidence in their stocks. This paper explores how the creation of a socially and ethnically mixed student body relates to mobility within the context of Beaumont Academy. This authoritarian school opened in 2004 under the ethos ‘structure liberates’. Based in a predominantly deprived, ethnic minority area of London, Beaumont seeks to culturally transform its students. With its outstanding GCSE results, the school has been championed as a blueprint for reform, yet the cultural implications underlying this approach remain unexamined. The ethos pathologizes the surrounding area while essentializing itself as an ‘oasis in the desert’ liberating students through discipline. The paper explores how mobility is embodied by students and the alterations or eliminations necessary to achieve it. These alterations produce raced and classed positions and bring them into focus, highlighting who needs to ‘adjust’ themselves to accrue value. Uncritical celebrations of mixed-ness conceal structural inequalities lingering beneath the rhetoric of happy multiculturalism and aspirational citizenship. This paper analyses the purposes of cooperation as they challenge the European governance of higher education. Using Brexit to analyse meanings of "cooperation" and conveying secondary data analysis of ten case studies undertaken in the framework of the exploratory research project titled "Brexit and higher education in the UK and Europe: Towards a cross-country investigation," this study identifies a plurality of meanings of cooperation. These meanings resonate within the scenarios of Europe 2025 traced by the European Commission. In the scenarios (1) "nothing but the single market," (2) "doing less more efficiently," (3) "those who want more do more," the different meanings of cooperation put at risk the future of cooperation driven by academic values and beliefs at the core of the Europeanisation of knowledge policies. Ultimately, the paper underlines that cooperation as a driver of the internationalisation of higher education questions the role of national openness and/or closure in framing shared European interests and the value of international cooperation.

This paper introduces a learning analytics policy and strategy framework developed by a cross-European research project team -- SHEILA (Supporting Higher Education to Integrate Learning Analytics), based on interviews with 78 senior managers from 51 European higher education institutions across 16 countries. The framework was developed adapting the RAPID Outcome Mapping Approach (ROMA), which is designed to develop effective strategies and evidence-based policy in complex environments. This paper presents four case studies to illustrate the development process of the SHEILA framework and how it can be used iteratively to inform strategic planning and policy processes in real world environments, particularly for large-scale implementation in higher education contexts. To this end, the selected cases were analyzed at two stages, each a year apart, to investigate the progression of adoption approaches that were followed to solve existing challenges, and identify new challenges that could be addressed by following the SHEILA framework.

Between 1933 and 1939, around 20,000 Jewish, ‘non-Aryan’ or politically active refugee women from Germany, Austria and Czechoslovakia entered Britain on domestic service permits. Their immigration, mostly organised by women in the British voluntary sector, served as a moral response to the humanitarian crisis caused by Fascism in Europe, and a practical response to the ‘servant crisis’ in Britain as working-class women increasingly rejected domestic labour. This paper considers the practical and emotional relationships around domestic service and argues that the acceptance of refugee women into the metropolitan British home was conditional on the tacit expectation they could fill the vacancy left by the working classes, becoming British through their labour. Framing has previously been studied in the field of pandemic preparedness and global health governance and influenza pandemics have usually been framed in terms of security and evidence-based medicine on a global scale. This paper is based on the pandemic preparedness plans, published after 2009, from eight European countries. We study how pandemic preparedness is framed and how pandemic influenza in general is narrated in the plans. All plans contain references to ‘uncertainty’, ‘pandemic phases’, ‘risk management’, ‘vulnerability’ and ‘surveillance’. These themes were all framed differently in the studied plans. The preparedness plans in the member states diverge in ways that will challenge the ambition of the European Union to make the pandemic preparedness plans interoperable and to co-ordinate the member states during future pandemics. Purpose – This paper critically reviews the motivations for introducing different connected healthcare to support Assisted Living in older and other vulnerable groups. The aim is to develop a new approach that will be sustainable in the future. Design/methodology/approach – The methodology involves a consideration of assessment criteria currently being employed and the resulting costs and limitations in providing a person centred approach. The implications of introducing new technologies such as plesiocare and mCare are then considered. Findings – It was found that one of the most cost-effective applications of technology is in the support of informal carers but the telecare equipment that they are offered may not be the most appropriate. Research limitations/implications – The findings are limited by a lack of formal risk assessments that are person centred. The implications include the need for improved training in assessment processes and access to a wider inventory of technologies. Practical implications – Existing telecare services will need to change in order to adopt more plesiocare and self-care approaches and to engage more actively in the development of models based on mcare. Social implications – Governments and health ministries may achieve better and lower cost support for their ageing population by adopting a model that includes multiple layers of technology, including easier access to self-care and mCare technologies. Service of proceedings on the defendant must be effected in such a way that he is able to adequately defend his legal position and is therefore directly linked to Article 6(1) of the European Convention on Human Rights and to Article 47 of the Charter of the Fundamental Rights of the European Union (EU). The European Court of Human Rights (ECtHR) has dealt with service-related issues on many occasions, and so has also the Court of Justice of the European Union (CJEU), especially when dealing with difficulties detected by national courts facing the application of EU legislation. Indeed, the EU lawmaker has been aware of the relevance of first service of process and has afforded it a very significant attention: when regulating cross-border service of the claim; in the context of specific "EU" civil proceedings (like the EU order for payment procedure, the EU small claims procedure or the EU account preservation order); and in the framework of recognition and enforcement of foreign decisions. It is the aim of this paper to analyse the way in which first service of process has been addressed in European legislation, and also, from the point of view of case-law, the way in which the ECtHR and the CJEU have approached this issue. By analysing both Regulations and case-law it may be possible to extract minimum European standards regarding this procedural safeguard which, undoubtedly, can serve as a starting point for EU legislative implementation and, in a perhaps not-so-distant future, to standardize national codes of procedural law. The right of children to be heard is acknowledged as a fundamental human right, as the European Court of Human Rights in the case Iglesias Casarrubios and Cantalapiedra Iglesias v Spain of 11 October 2016 emphasized. In the Brussels IIa Regulation this right plays a crucial role. On 30 June 2016, the European Union Commission issued a Recast Proposal of this Regulation, which suggests amending it in several aspects including the hearing of the child. Background: The European Disability Strategy (2010-2020) seeks to significantly raise the proportion of people with disabilities working in the open labour market. The ERGO WORK project is a collaboration of academic and industrial partners in six European countries, focused on understanding and tackling barriers to workplace inclusion for workers with disabilities. Methods: This study sought to explore the perceptions and needs of stakeholders in terms of workplace adaptation to the needs of employees with disabilities. An exploratory online survey was completed by 480 participants across six countries. Results: The analysis suggests that workplaces could be further improved to meet the needs of employees with considerable scope for training within companies to raise awareness about employees' needs, employers' obligations and workplace adaptation. Conclusions: This snapshot suggests there is still a gap between intent and reality in workplace inclusion and further strategies are needed to improve the opportunities for employees with disabilities. The paper argues that ergonomics may have a key role to play in tackling these challenges and adapting the workplace environment and job design to suit the needs of individual employees. Purpose – The purpose of this article is to examine the governance of activation in relation to the decentralization and centralization of activation for social assistance recipients in Sweden, The Netherlands and the UK. Design/methodology/approach – This paper outlines broad trends in the governance of activation policies in Europe, focusing on processes of decentralization and centralization in Sweden (characterized by a context of shifting national and local level governance of policies, cultivated within a strong tradition of active labour market policies); The Netherlands (where there has been a deliberate shift in governance towards the local level); and the UK (typified by highly centralized decision making in policy design but local variation in delivery). Findings – The comparison identified different paths of decentralization and examines how these processes interact and overlap with modes of centralization/coordination of policies. Finally, the paper demonstrates the interface between the modes of decentralization and centralization. Originality/value – The investigation of vertical changes in the governance of activation in three country case studies provides an original in-depth analysis of types and paths of decentralization and centralization. Currently, the majority of the European housing stock falls towards the bottom of the energy efficiency rating scale on the EU Energy Performance Certificate. If governments and businesses are to successfully address ambitious CO2 reduction targets, then it will be imperative that energy-efficient measures and policies focus on existing housing. In order to understand what kind of retrofit is needed to achieve an “A” energy performance rating in social housing, the paper reports the findings of an on-going research project in the UK. The paper draws on a case study from the Technology Strategy Board's “Retrofit for the Future” competition entry in Cambridge. The upgrade strategy improved the home's energy performance rating to A, aimed to radically reduce carbon dioxide emissions (17 kg m−2 year−1) and provided affordable warmth for the tenants. In order to get an impression of the actual energy consumption in the case study, energy use behaviour of the household was observed. Based on the barriers identified in the case study, the feasibility of the current UK policy strategies (e.g. Smart Meters and Feed-in-Tariffs) to facilitate the acceptance of energy measures in social housing is discussed. Throughout the nineteenth and twentieth centuries, the natural monopoly features of infrastructure industries, together with their strategic roles, have been important elements in state intervention. The aim of this paper is to evaluate what relative weight was attached to market failure problems on the one hand and geo-political factors on the other. For the period 1830-1939, how far were geo-political factors stronger than natural monopoly problems in accounting for the scale of intervention in the various countries of the Western World? How far did the policy instruments for security and market failure overlap? Whilst most of the infrastructure sectors are covered - including internal telecommunications, coal, gas, shipping, electricity and water - special attention is devoted to international submarine telegraph tables and railways. Transport is one of the fastest growing sources of emissions of greenhouse gases. Some European countries have adopted comprehensive 'sustainable transport' policies, in which climate change is addressed. This paper looks into how sustainable transport policy frameworks deal with climate change challenges in three countries: the Netherlands, Sweden, and the United Kingdom. In particular, the focus is on the role of follow-up and monitoring systems to keep the policies on track. For the United Kingdom, a critical analysis is made of strengths and weaknesses of the policy monitoring regime. The analysis shows that the monitoring approach, while ambitious, has suffered some deficits that may have weakened the role of the high-level strategies. This paper underlines Vattel's commitment to maintaining the sovereignty of Europe's small states by enunciating the duties he deemed incumbent upon all political communities. Vattel took seriously the threat to Europe from a renascent France, willing to foster an equally aggressive Catholic imperialism justified by the need for religious unity. Preventing a French version of universal monarchy, Vattel recognised, entailed more than speculating about a Europe imagined as a single republic. Rather, Vattel believed that Britain had to be relied upon to prevent excessive French ambition, and to underwrite the independence of the continent's smaller sovereignties. Against those who saw Britain as another candidate for the domination of Europe, Vattel argued that Britain's commercial interests explained why it was a different kind of state to the great empires of the past. The paper goes on to consider the reception of Vattel's ideas after the Seven Years War. Although further research is required into readings of Vattel, especially in the smaller states of Europe in the later eighteenth century, the paper concludes that by the 1790s Vattel was being used to justify war to defeat the gargantuan imperialist projects of newly republican France, in order to maintain Europe itself, and the smaller states within it. In the new millennium there has been a shift away from multiculturalism and the politics of difference towards integration, assimilation and a gradual 'thickening' of political belonging. The alleged weaknesses of the multicultural model and advantages of thicker, communitarian notions of community are highlighted in recent discourses on migrant incorporation and increasingly reflected in citizenship and migration policies across European countries. In this paper I critically examine citizenship reform and civic integration policies in the United Kingdom and argue that the fashionable language of integration represents a politically dated and normatively deficient approach to ethnic diversity. I furnish the basic tenets of an alternative pluralist mode of inclusion based on respectful symbiosis and the 'letting be' of groups of migrant origin, and examine the conditions for such a model's empirical implementation.
