The leader of the United Kingdom Conservative party, William Hague, has moved the party toward a view that is less enthusiastic on European monetary union (Emu). He became leader of the party in Jun 1997. The party opposes UK membership of Emu for a decade. This view has led to divisions within the party. Hague argues that there are too many differences withn Europe for political integration to proceed very far. He also argues that there is a need for a wider focus beyond Europe.

The United Kingdom foreign secretary, Robin Cook, is seeking to include ethical considerations in UK foreign policy. This includes concern for human rights and not linking aid with arms sales. Cook's concerns have been noted in his relations with Bosnia, where he is concerned about corruption. Cook is seeking an alliance with Germany and the US in his dealings with Bosnia. There are still questions relating to the UK's dealings with major powers such as China.

The UK's new Labour government seems set for a warmer relationship with the European Union (EU), but it is unclear how much the substance of UK foreign policy will change. Foreign secretary Robin Cook says that his aim is not to generate goodwill, but to take part in constructive negotiation. Some of Labour's policies resemble those of the former Conservative government, for example the policy on immigration procedure and and border controls. However, the new government is more willing to compromise on some areas, such as fighting fraud and signing up to the social chapter.

The UK Labour party is preparing for the May 23 1997 European Union summit in Maastricht, but is keen to dispel any ideas that a Labour government would be too eager to please its European partners. The summit takes place only weeks after the UK general election, and in its election campaigning Labour is taking a tough stance towards Europe. The summit is intended to finalise proposals for the conclusion of the intergovernmental conference in Jun 1997.

The narrow nationalism which has characterised the attitude towards Europe of the UK Conservative party has damaged the UK's interests, according to shadow foreign secretary Robin Cook. The Labour party, in contrast, recognises that countries are now increasingly interdependent, and is willing to forge closer links with the international community. The party is in favour of signing up to the social chapter, and also supports the 48-hour working week directive.
