The ethical mantra

The United Kingdom foreign secretary, Robin Cook, is seeking to include ethical considerations in UK foreign policy. This includes concern for human rights and not linking aid with arms sales. Cook's concerns have been noted in his relations with Bosnia, where he is concerned about corruption. Cook is seeking an alliance with Germany and the US in his dealings with Bosnia.
