The COVID-19 crisis has led to widespread temporary school closures and a deep economic recession. School closures have threatened children's ability to learn and later return to school well prepared. The impact of the economic recession is going to be even more devastating: first for students, but also for the ability of some Catholic schools to maintain their enrollment and remain sustainable financially in countries where they do not benefit from government support. This paper, the first in a set of two, looks at some of the likely impacts of the COVID-19 crisis on Catholic Schools in developed countries with a particular focus on the United States, a country not only hard hit by the crisis but also where Catholic schools are especially vulnerable to downturns. While Catholic schools may be able to respond to the immediate challenge of school closures among others through distance learning options, their ability to maintain enrollment during the economic downturn is less clear. How schools will respond to the twin challenges of ensuring learning during school closures and beyond, and remaining affordable for families at a time of economic stress, may affect whether they are able to maintain their comparative advantage. A key aim of the paper is to make Catholic school teachers and leaders aware of some of the discussions on how to respond to the crisis, and provide links to online resources that may be useful. In this reflective piece, I consider the degree to which Australian universities have become financially dependent on income from foreign students, the reasons for that dependence, the risks it poses and the potential consequences now that COVID-19 has undermined this revenue stream.

Purpose: The main purpose of the present paper is twofold: to examine and compare the current strategies and policies that are employed by the UK, Australia and Singapore and to recommend appropriate strategies and policies to higher education institutions and the Hong Kong government and elsewhere that are interested in expanding their efforts in recruiting the growing number of students from other countries who are planning to study overseas. Design/methodology/approach: The data for this project were obtained primarily from documents and in-depth interviews. Documents include government reports, policy addresses, official statistics, etc. The in-depth interviews were conducted in Hong Kong as well as in the four studied cities--Mumbai, New Delhi, Jakarta, and Kuala Lumpur. Interviewees included government officials, academics, higher education institutions' representatives, consultant generals, and officials from policy bodies. Findings: It is clear from the findings of this present study that a set of favorable policies and strategies at the national level was behind the success of these competitors. Such policies are not confined to educational policies but are extended to population and employment policies. Research limitations/implications: Though the study examined policies and strategies employed by three countries, findings from the study may generate useful information to countries that may be interested in exporting their higher education to Asian markets. Practical implications: The paper suggests that if Hong Kong is to attain success in becoming an international exporter of education services, it may need to adopt favorable policies at institute and system level, and in so doing it can definitely benefit by carefully studying the strategies and policies employed by these three competitors. Originality/value: Few studies have examined and compared strategies and policies employed by these three key major players of higher education services. This study provides some useful strategies and policy recommendation to education decision makers in Hong Kong and elsewhere that may be interested in entering Asian markets. (Contains 1 table.)

This paper discusses the implications for managers' careers of the global financial crisis. It draws on empirical research during the last period of major job cuts. Evidence comes from a mail survey of over 1000 career histories of Australian managers, with a response rate of 44%. Changes to career satisfaction, job satisfaction, job security, expectations regarding future career moves and employability are reported for retrenched managers. The paper contributes a context for changes to managers' careers in terms of labour market structures and economic conditions. The main results are that following 1990s restructuring, job security was low and retrenched managers were less likely to have invested in their own employability, but paradoxically, exhibited more of the attitudes associated with employability. The paper is useful for careers practitioners to understand the impacts on managers experiencing job loss and to be aware of possible outcomes and actions required of individuals. Although a growing body of literature studies drought impacts, papers providing a comprehensive review of drought's social and economic impacts are scarce. This paper fills this gap by exploring the consequences of drought on societies based on research findings in Australia—a large country used to experiencing severe droughts. To do this, we propose a framework to categorise drought impacts in three dimensions: individuals/households (including health), productive sectors and system (including economic and ecosystem) impacts. The framework then guides a systematic literature review and discussion of studies looking at diverse drought impacts and their related costs. By analysing and discussing the findings from this literature, we emphasise different policy considerations, empirical challenges and research needs to support robust analysis and estimates of the true cost of droughts. We conclude by proposing an expanded framework to identify drought impacts and a discussion of the implications of the review for policy development. [ABSTRACT FROM AUTHOR]

Concept maps are used to assess student and cohort learning of sustainable development. The concept maps of 732 first-year engineering students were individually analyzed to detect patterns of learning and areas that were not well understood. Students were given 20 minutes each to prepare a concept map of at least 20 concepts using paper and pen. The maps were then analyzed using three different methods. The first method considers only the structure of the map by quantifying its features. The second method considers the content and comprehensiveness of the map by classifying every concept included using a new taxonomy. The third method scores the maps against a rubric that considers the correctness of the maps' propositions as well as the maps' comprehensiveness and complexity. The results show that concept maps are a useful tool in assessing the knowledge and understanding of sustainable development concepts and that the students surveyed have a good awareness about the technical, social and environmental aspects of the domain. They did not include many concepts relating to equity and economic impact of sustainable development policies.

In this paper, the 2001 Australian Census is used to estimate predicted net benefits of education at a small geographic level. These are then linked to youth in the areas to test the associations with high school participation. This is done separately for Indigenous youth, a population sub-group with historically low levels of education participation. The results confirm that, in general, localised predicted benefits of education do have a significant association with participation. For the Indigenous population, however, there is no significant association between the predicted income benefits of education and participation and only a weak association with the employment benefits. Many developed countries have issues with the movement of populations away from rural areas. There has been an active move towards "value adding" in rural areas, and in particular, the development of tourism activities, to counter this trend. The purpose of this paper is to document the curriculum development process that was engaged in, in the design, delivery and outcomes of a programme designed to encourage and equip rural entrepreneurs to extend into the tourism and hospitality industries. These entrepreneurs operate in Hedmark Region of Norway and the training took place in Brisbane, Australia. The development and delivery of the training programme took place in Norway and Australia. The methodology is qualitative and it is hoped the research will lead to a longitudinal study of the impact of lifestyle entrepreneurs on local economic development in rural areas. The action research process that was engaged in means that the entrepreneurs are active participants in the research, and the quality of their feedback and willingness to discuss their changed behaviour are critical to both evaluating the impact of the programme and the potential for further study on the economic impact of their activities. The development process and the nature of the curriculum used for these entrepreneurs may well provide insights into effective training for lifestyle entrepreneurs in other contexts. The participants were asked to evaluate the programme immediately on its conclusion and six months after the programme when they were interviewed in their place of operation.

In this paper, youth workers's pay is compared with general wage growth and the wages of those undertaking similar work, and a case is made for pay parity to attract and keep competent workers in the youth sector. (Contains 3 notes.)

The purpose of this paper is to examine four case studies on the effects of injuries on adult career development. The four cases are taken from published judgements in the New South Wales and Australian Capital Territory Supreme Courts. Each case is analysed in terms of the person's background, the key issues and the demonstrable impact on educational and vocational development. As expected, these selected cases highlight the catastrophic effects of injuries on expected career development. This was viewed as a function of the person's background and the type of accident and the associated injuries. Sometimes there is evidence of a return to work but it is qualitatively and quantitatively different from what might be expected had the accident not occurred. (Contains 1 table and 1 figure.)

Whilst it is possible to construct early childhood education and care (ECEC) in multiple ways, this article focuses on constructions of ECEC that have emerged within nationalist discourses privileged in advanced Western countries today, that is, ECEC as "national work". Although these constructs are problematic and thus subject to criticism, the author shows that, historically, positioning ECEC as being of national benefit proved a powerful strategy for the early advocates of ECEC in New South Wales, Australia. The author argues that, despite their problematic nature, contemporary advocates of universal ECEC should strategically use nationalist and economic discourses.

The pressures facing universities today are manifold, and universities throughout the world have come to realise that they can no longer proceed as they have done in the past. In many nations universities are being forced to perform a delicate balancing act between promoting increased access to tertiary education, while at the same time dealing with reductions in core funding from governments. Once somewhat oblivious to the hardcore precepts of management theory, universities are increasingly talking about "restructures" to meet these competing objectives. In short, they are trying to do more with less, and therefore studying the way(s) in which universities negotiate this dilemma has become as important as ever. This case study employs neo-institutional theory to argue that actors pursue their actions within the constraints of endogenous and exogenous factors (Greenwood & Hinings, 1996). Using this theory, the paper assesses the execution of strategic change within one of Australia's largest universities before concluding with some general prescriptions as to how university management can better actualise organizational reconfiguration.

What is known about the topic? When assessing real growth in costs, it is important to adjust for inflation through indexation to the Consumer Price Index (CPI). The change in prices or costs over time can be calculated in constant currency amounts by adjusting by a ratio of the CPI in the year of interest to the CPI in the baseline year. What does this paper add? Rosenberg et al. (2022) did not calculate out-of-pocket costs in constant currency, which does not give an accurate estimation of costs adjusted for inflation. Central to the discourses of the new economy is the model of the flexible, adaptive, ambitious and individualistic worker. This article considers the subjective purchase of that model by analysing interviews with three young women living and working in urban Australia. Their respective narratives of aspiration illustrate contrasting responses to the challenges posed by an increasingly unclear and unstable vocational landscape. The first, Sarah, while in high school worked on a casual basis in a shop selling surf wear and her father initiated her to the surfing subculture. Consistent with the spirit of this subculture, she demonstrated a reluctance to embrace the prospect of forging a career or finding a vocation and expressed a desire to opt out of the looming responsibilities of adulthood. The second, Nadia, grew up in a relatively poor family and had part-time jobs while at school, including working in clothing stores. The insecurity created by her upbringing led her to aspire to become a teacher, a stable career, where other options appeared to offer only a precarious living. The third interview subject, Nadia, epitomised the new worker. She demonstrated a desire to abstract from particular work experiences--forged in situations as diverse as a hamburger outlet and a boutique clothing store--an accumulation of habits and skills that would equip her for the creative and cosmopolitan employment to which she aspired. She embraced the notion of lifelong learning and exemplified a willingness to take up diverse opportunities when they arose. The paper argues that the notion of vocational ambition is problematic because, in many cases, those who are most ambitious are least clear about where that ambition might take them. Longitudinal studies considering whether earlier ambitions were realised are less interesting than explorations of narrative strategies used to make sense of vocational trajectories.

In 1990, Australia implemented an employer training levy, the Training Guarantee Scheme. The Training Guarantee was abolished by the incoming Coalition federal government in 1996 after much negative publicity about its impact, particularly on small business. Recently, there have been calls to revive the notion of an employer training levy as a result of statistical evidence that employer expenditure training has declined since 1996. In this context, employer training expenditure has been taken as a proxy for employer commitment to training. This article considers the statistical evidence on employer training in Australia and concludes that the case against Australian employers is far from clear cut. Data from a variety of sources suggests strongly that Australian employers provide a similar level of training to their employees as employers in other developed countries. The paper proposes that it is the distribution of employer training expenditure that is important to long term skills formation rather than the total expenditure.

Higher education, particularly in the area of international education has exhibited significant growth since the mid-1980s. Whilst it is beginning to attract research from both educational and tourism industry perspectives, the current body of knowledge regarding this market is still quite limited. This is particularly the case in the area of associated visiting friends and relatives' travel patterns and expenditure. The findings of a research project on international students at a leading university in Western Australia are presented in this paper. The importance of tourism arising from visits by family and friends of international (higher education) students within WA is estimated at between A$10.3 million and A$17.4 million per annum. This represents between 1.0% and 1.7% of international tourist expenditure in WA in 1999. The significance of international student family and friends' travel behaviour within WA is presented, followed by a discussion regarding marketing implications, based on conclusions arising from this research. Purpose: This paper critically reviews economic impact assessment methods adopted in construction-related projects, to develop and present a novel bottom-up approach suitable to estimate regional economic impacts of building maintenance projects. Design/methodology/approach: A thorough literature review of economic impact assessment in construction projects is carried out to identify the most relevant approach to estimate wider economic impacts of building maintenance projects. Based on these findings, a model based on the bottom-up approach to estimate wider economic impacts is developed. The applicability and face validity of the developed model is demonstrated through a case of cladding replacement program in Australia. Findings: The literature review revealed that bottom-up models are better suited for estimating regional economic impacts of maintenance projects, given the challenges of obtaining micro-level economic data in the maintenance sector. In relation to the total economic impacts (direct and indirect), the results show that for every $1 of government spending on similar projects the Gross State Product would increase by $1.34. In terms of employment impact, over 70% of the direct economic value addition is driven by the increase in labour, where close to 3 FTE jobs will be required for each $1 million of spending on cladding replacement projects. Originality/value: This paper presents a model to estimate the wider economic impacts of building maintenance projects, which is typically overlooked in the construction management field. The proposed model is developed to incorporate the variability of different building maintenance projects so that the economic impact resulting from these projects could be estimated more accurately. This model can be used by local government decision-makers to justify and prioritise maintenance projects in a similar manner to new construction projects. [ABSTRACT FROM AUTHOR]

Understanding the impact of economic uncertainty shocks at the industrial disaggregated level is critical for both fiscal and monetary policy response. We estimate an SVAR model using quarterly Australian data from 1987:2 to 2018:4. The results of this paper emphasise that individual industries have a unique response to an economic uncertainty shock and do not necessarily reflect the response of the broader aggregate macroeconomy. We found the following stylised facts: (i) The construction industry is the most negatively impacted industry by an economic uncertainty shock in terms of investment, output and employment in Australia, (ii) The financial and insurance services industry also endures a substantial decline to the shock, particularly on investment and employment indicators, and (iii) Economic uncertainty is shown to have less impact on the mining, health care and social assistance and public administration and safety industries. Purpose: Management history has long acknowledged the existence of unproductive labour. Despite becoming unfashionable in modern times, the growth of unproductive labour within the economic composition of Australia's labour force, witnessed since the late 1980s, brings to the fore old debates with a modern resonance, debates as to how and when labour contributes to economic growth. Using Australia as a case study, this paper aims to explore the economic cost increasing rates of unproductive labour, typically associated with government-imposed regulation, may have upon an organisation, and more broadly society. Design/methodology/approach: This paper explores the theoretical frameworks developed by classical and neoclassical economists on the subject of productive and unproductive labour and uses key elements to explain the economic consequences of the current labour economy and regulatory environment that exists within modern Australia. Findings: It is the growth of unproductive roles within the Australian economy since the late 1980s that contributes not only to the rising cost of employing domestically and the rising cost of living, but furthermore, to the fragility of Australia's long-term economic security. Originality/value: Australia's economy is bound by chains of regulation. No longer does productivity fuel a growing economy, but rather, economies are powered by the rein of unproductive labour – labour that does not produce value but rather, consumes it. Unproductive labour is not a "dusty museum piece". Rather, it is a defining characteristic of modern Australia, one that impacts immensely the cost of domestic business, and ultimately, society and the cost of living. [ABSTRACT FROM AUTHOR]

Indigenous economic development is a critical area of focus for many communities globally. Indigenous social enterprises play an important role in enhancing economic development by providing employment opportunities for Indigenous community members. Thus, understanding the factors that impact employment of Indigenous staff by Indigenous enterprises has important social and economic implications. This study examines the relationship between high commitment human resource management (HC-HRM) practices of Australian Indigenous social enterprises and their employment of Indigenous staff. Specifically, the paper contends with the research question how does the utilisation of HC-HRM by Indigenous enterprises shape the Indigenous employment outcomes of enterprises? Working with research partner Supply Nation, Australia's Indigenous Minority Supplier Diversity Council, a survey of Indigenous social enterprises was conducted about their HRM practices in relationship to leader risk propensity and business strategy pertaining to cultural product/services. A key result of the study is that the use of HC-HRM practices helps increase Indigenous employment outcomes. In addition, the relationship between HC-HRM and Indigenous employment outcomes is moderated by both the enterprise's business strategy and the leaders' risk propensity. These findings provide important insight into how Indigenous social enterprises can be best managed to create social and economic benefits in Indigenous communities. [ABSTRACT FROM AUTHOR]
