The leaders of governments in the United Kingdom, Australia, and Queensland recently created “implementation” or “delivery” units at the centre, ostensibly to advise, monitor, and ensure better implementation of policy initiatives. This collection of papers seeks to explore the emergence, roles, functions, and accomplishments of policy implementation and delivery units, as well as their prospects. This overview paper provides a framework for analyzing and assessing the work of these units to date, beginning with a synopsis of the evolution of thinking on implementation, and turning to the new environment for governance, policy development, and implementation. It casts policy implementation and delivery units as one of several “adhocracies” that populate the centre of government, which may take on quite different roles. This paper gives an account of competing public discourses on schooling. In particular, it investigates one newspaper's coverage of the release of an educational report. The paper combines interview data with a critical discourse analysis of newspaper texts to show how media reporting of Queensland schools constructed a preferred discourse on education that represented schools as being in crisis, 'in trouble'. The analysis describes how the paper shaped popular opinion on educational policy through the construction of public discourses of crisis in education. Further, the analysis shows how this discourse positioned particular groups as the authoritative voice on standards in Queensland schools. It shows how, at a time when teacher quality was under question, the media constructed a public discourse that diminished the authority of teachers to speak about education policy, granting that authority to the newspaper's editor, who assumed the people's voice on educational issues. This analysis of the construction of public discourses about education policy gives insights into the media's place in educational policy-making. Finkl and Cathcart have proposed a macroengineering project to deliver water from the Fly River in Papua New Guinea via an undersea pipeline into northeast Australia, routed down the Diamantina River and thence into Lake Eyre. The proposal has historical antecedents but its scientific basis is very weak. No case is made for the usefulness or demand for the water in Australia. Little consideration is given to the environmental, social, and political issues that such a scheme would involve. Scientific papers that are referenced in support of the arguments in the paper in many cases do not deal with the issues on which they are quoted. The authors appear to have little understanding of the geography of the areas they are discussing, which leads them to make many erroneous assertions about these places. The paper contains a considerable amount of irrelevant and trivial material, such as the life history of HMS Fly. This paper investigates use of inventories, or checklists of activities, as an emergency management tool to motivate preparedness action in individuals. It develops the inventory concept to provide the foundation for a more targeted approach to storm preparation communication and community engagement. It also examines the potential efficacy of alternatives to paper-based checklists, such as web or smartphone applications. Academic and grey literature was reviewed to collect activities for a storm inventory for emergency agencies to measure individual preparedness and for individuals to measure their preparation progress. The resulting master list was refined for application and tested for useability in a pilot study of semi-structured interviews in a storm-susceptible community in Queensland, Australia. Also, clustering items by type of preparedness activity reveal where strengths and weaknesses exist in individual preparedness. For instance, preparation for leaving and safety planning were shown to be the areas of weakest activity in the pilot sample, while preparation of the house for a storm was the strongest area. In addition, behaviour change literature shows potential for effective use of an inventory-based smartphone application in motivating preparation activity. Data collected by a storm preparedness smartphone application could show where a communication or engagement program for targeted communities should be focused. It is supported by health literature that identifies preferences of individuals to make progress on complex tasks in stages, the value of lists to achievement of goals and demonstrated increase in uptake of activities prompted by smartphone applications over web or paper-based diaries. Background: Whilst dysphagia is a commonly reported complication of stroke, it has received relatively little attention in the literature for patients following non‐traumatic subarachnoid haemorrhage (SAH). Aims: To investigate dysphagia incidence, risk factors, clinical progression and recovery in patients following non‐traumatic SAH. Methods & Procedures: A prospective cohort study of 49 patients admitted to a tertiary neurosurgical referral unit with non‐traumatic SAH over a 12‐month period was conducted. Swallowing function was assessed by a speech–language pathologist within 72 h of medical stability and monitored throughout the acute inpatient admission. Outcomes & Results: Dysphagia incidence was 16.33% (n = 8/49). Risk factors associated with dysphagia included; Glasgow Coma Scale (GCS) score on admission, need for intensive care unit (ICU) admission, length of ICU stay, need for intubation and ventilation, and hydrocephalus. Participants with dysphagia were admitted to hospital 1.9 times longer than those without dysphagia (p < 0.05) and were more likely to be transferred to another inpatient facility for ongoing care (p < 0.05). Dysphagia remained present at hospital discharge for over half (62.5%) of participants who developed this complication. Conclusions & Implications: Care pathways for patients admitted to hospital with non‐traumatic SAH should include early screening for dysphagia risk. Further research using a larger prospective cohort is required to validate dysphagia incidence and risk factors in this patient cohort. Fibropapillomatosis (FP) is a tumor‐forming disease which affects all species of marine turtle, but predominantly the green turtle (Chelonia mydas). Expression of this disease is thought to be precipitated by poor environmental conditions and often linked to anthropogenically induced environmental changes. Although FP is a globally distributed disease, targeted studies on the spatial distribution of the disease in Australia are limited. Here, we present the first comprehensive report of FP prevalence in Queensland, Australia. A retrospective analysis of 25,645 capture records for 15 sites along the Queensland coast were used to determine FP prevalence and trends in foraging green turtles. Within this data set, 791 turtles (3.1%) with FP tumors were recorded. Our analysis showed that prevalence varies between sites and years, with juvenile turtles being the most frequently affected by the disease. We found that survey method has a significant influence on the apparent FP prevalence detected at each site. That is, surveys which were explicitly FP‐targeted detected higher numbers of individual turtles with FP, and therefore generated higher prevalence rates than comprehensive population surveys. We also report the first attempt at developing water quality indices (WQIs) to compare with FP prevalence data in foraging green turtles. The WQIs were built from metrics published in a range of peer‐reviewed papers, reports, and based on expert opinion. Despite utilizing an extensive data set, a relationship between FP prevalence and WQI rankings at each site could not be quantified. The analysis was confounded by a range of limitations, including data gaps, varying temporal scales and data capture methods in the FP prevalence, and water quality data sets. This study has significant implications for management as it highlights the benefits of designing and collecting centralized data that can be integrated and used across multiple projects or programs. Objective: To describe patterns of use of the available Government-subsidised mental health services among people living in Australian residential aged care facilities. Methods: A retrospective population-based trend analysis was conducted, including all non-Indigenous people living in an Australian facility between 2012 and 2017. Adjusted incidence proportions and trends were estimated for four groups of mental health services. Results: The use of Medicare-subsidised mental health services was very low overall. The proportion of residents who accessed primary care mental health services increased from 1.3% in 2012/2013 to 2.4% in 2016/2017, while psychiatry service use increased from 1.9 to 2.3%. Claims for clinical psychology increased from 0.18 to 0.26%, and claims for a registered psychologist, occupational therapist or social worker rose from 0.45 to 1.2%. People with dementia were less likely than people without dementia to access all services aside from psychiatry services. Conclusions: Less than 3% of residents accessed funding subsidies for mental health services and people with dementia experienced pronounced barriers to service access. Mental health care is a pillar of the publicly-funded health system in Australia, and low use of these services among aged care residents indicates a need for organisational and policy changes to improve access. What is known about the topic? People living in residential aged care facilities report very high rates of mental health conditions, including depression and anxiety. What does this paper add? We demonstrate very low use (<3%) of Government-funded mental health services among people living in residential aged care facilities in Australia, with only small increases in use over time. What are the implications for practitioners? Practitioners should routinely assess the mental health needs of people living in residential aged care and refer for in-reach mental health services where needed, noting that facility staff are usually not trained for this role. The relationship between technology and fatal intimate partner violence has been previously thought of as distinct and separate. This research paper suggests, however, that online abuse that is considered "spaceless" in fact is intrinsically linked to the perpetration of "real world" and fatal violence. This study examined 100 cases of intimate partner femicide to determine the frequency of technology-facilitated intimate partner violence in Queensland, Australia. Findings indicate that risk factors of intimate partner femicide, including coercive control and stalking are closely associated with technology-facilitated intimate partner violence. This suggests that technology allows offenders to enact an omnipresent violence. Implications highlight the need for future research, policy, and practice to acknowledge the interconnectedness of offline and online abuse in responding to fatal intimate partner violence. Despite the numerous challenges of ageing in a foreign land, many older immigrants are fairly resilient and report experiencing good wellbeing. The key question that the present paper addresses is how this is achieved. Drawing on frameworks from cross-cultural and social identity literatures, the present study proposes and tests a model of serial multiple mediation that identifies possible mechanisms supporting the wellbeing of older immigrants who have resided in the host country for some time. In this model, it is predicted that new group memberships acquired post-migration enable access to social support that in turn provides the basis for perceived integration, which enhances wellbeing. This model was tested in a survey study with 102 older people, whose mean age was 80.3 years and who had migrated to Australia from Asian, European, and Central and South American countries on average 36 years previously. The survey assessed cultural identity, social group memberships acquired post-migration, perceived social support, perceived integration and wellbeing. Results supported the hypothesised model, indicating that joining new heritage culture and wider groups in Australia post-migration provided a platform for social support and integration, which enhanced life satisfaction and reduced loneliness. The redefining of human immunodeficiency virus (HIV) from an acute disease to a manageable chronic illness has reshaped the focus of care, emphasising clinical outcomes and sidelining the complex social barriers many people living with HIV (PLHIV) still face. This parallels changes in the location of HIV care in Australia, with many PLHIV seeking care from private general practitioners whose ability to address complex social issues is constrained by limitations of time and resources. In response, peer navigation has emerged as a model of care implemented by some HIV‐based community health organisations seeking to support PLHIV's biomedical and psychosocial needs. However, there is limited understanding of how peer navigation operates in community settings or of the way these programmes integrate with primary care. This paper is the first to explore peer navigation from the perspective of general practitioners (GPs), with experience in treating PLHIV, to understand the role they see for peer navigators (PNs) in supporting PLHIV. Semi‐structured in‐depth interviews were conducted with six GPs (11.5% of specialty HIV GPs in Queensland, Australia) to examine their views and experiences of peer navigation in the context of HIV care. GPs highlighted the complexities of care for PLHIV and the need for additional resources and supports for psychosocial care. GPs valued peer navigation as part of a patient support network and bridge to health and social care systems. PNs normalised HIV, alleviating fear and stigma, educating and translating clinical information for patients. However, a key challenge was the absence of direct communication pathways with PNs. Peer navigation has clear potential in supporting the care of PLHIV, to alleviate constraints in GP settings and expand HIV care beyond the clinic. [ABSTRACT FROM AUTHOR]

The rising number of students in schools identified as being on the autism spectrum has placed pressure on school leaders and staff to gain knowledge and take on new practice. A school-wide autism competency (SAC) approach utilises the research on elements of effective practice to build the capacity of school leaders and staff to create inclusive school cultures, implement evidence-based strategies, and improve outcomes for students on the autism spectrum. This paper reports on the experiences of three schools as they implemented the SAC approach in Queensland, Australia. A multiple case study design was utilised to examine the factors that influenced the implementation process and outcomes achieved at each school. Factors that influenced each school's ability to transform their practice for students on the autism spectrum included engagement of leaders, support from an external coach, involvement of parents, realignment of resources and staff, and the ability to manage change and competing priorities. Findings revealed that although all three schools increased staff's knowledge of students on the autism spectrum, the engagement and actions of leaders and the underlying culture of the school influenced the degree to which changes were implemented and outcomes were realised for students on the autism spectrum. A total of 222 lonchaeid flies were reared from four samples of ripe papaya collected at Yamba (-29.442° 153.364°) in eastern Australia during October and November 2021, during work on a tephritid fruit fly. The lonchaeids were identified as Silba septuosa McAlpine, a little-known species represented by just a few identified specimens in collections and three host records, only recorded previously from Queensland and the Northern Territory and never reared from papaya. A reassessment of the identity of a lonchaeid fly attacking Panama passionfruit in far north Queensland near Kuranda 20 years earlier revealed the same species was responsible. This paper discusses aspects of the behaviour and host use of this fly in relation to other Silba Macquart and Neosilba McAlpine species, as well as their association with tephritid species. A revised checklist of Australian Silba species is provided and the need for more taxonomic work including molecular genetics on Australian lonchaeid species is highlighted, in part to be prepared for any incursions of exotic species that are considered of economic importance. Queensland played a significant role in Gough Whitlam's political career as a federal politician. Whitlam's electioneering in the Sunshine State during the 1960s helped secure his reputation as a forward-thinking, progressive leader with both a national and regionally focused agenda. As a leading figure within the federal Labor Opposition, he skilfully employed a specific notion of 'Queensland difference' based on local resentment of perceived 'southern' neglect to enhance his appeal to Queensland voters. However, as prime minister (1972-75), his failure to maintain a strong connection with the Queensland electorate undid much of the political capital Whitlam had accumulated in the state during the previous decade. This was compounded by his increasingly toxic relationship with a state rights-oriented Queensland premier, Joh Bjelke-Petersen, who, energised by his own version of 'Queensland difference', obstructed key aspects of Whitlam's national political agenda. Whitlam and Bjelke-Petersen's individual approaches to the political issue of 'Queensland difference' are compared and contrasted in this essay, and it is argued that, ultimately, both were reliant on the same emotional message to Queensland electors: the idea that Queenslanders wished to be noticed, respected outside the state and to be perceived as good as, and to have the same material advantages as, other Australians. Self-care has become an increasingly important practice for social workers to ensure practitioner wellbeing and effective, ethical practice outcomes. However, undertaking self-care activities is often considered the responsibility of individual social workers with limited consideration of how the workplace may influence their understanding and practice of self-care. Based in Southeast Queensland, Australia this paper uses interpretative phenomenological analysis to understand workplaces influences on eleven social worker's practice and experience of self-care. This study produced rich data about how social workers perceive workplaces' use of self-care rhetoric to achieve increased productivity and minimise organisational risk. Social workers instead suggested self-care practices and practitioner well-being was more easily maintained in organisations that fostered supportive teams and healthy workplace cultures. This research illustrates how the concept of self-care has become manipulated to meet the neoliberal demands of organisations rather than a mechanism for supporting social workers. Findings of this study suggest more research, practice, policing, and funding should focus on organisational practices and policies which support social workers well-being, rather than focusing on individualised practices of self-care. Cities all over the world have activated policy support for urban consolidation in recent decades. Rationales for urban consolidation focus on its perceived ability to achieve sustainability goals, including decreased automobile dependence, increased social cohesion and greater walkability. Despite this, there are few international examples of urban consolidation policy implementation that has achieved its stated aims. This paper explores the nature and character of perceptions of urban consolidation held by urban planners, developers, architects and local politicians. The perspectives held by these ‘city shapers’ are integral to urban consolidation debates and delivery, yet the nature and character of their specific views are underexplored in urban studies literature. This paper combines the theoretical lens of Social Representations Theory with the methodological approach of Q-methodology to understand the common sense understandings of urban consolidation held by city shapers in Brisbane, Australia. It identifies, synthesises and critically discusses the social representations employed by city shapers to understand, promote and communicate about urban consolidation. Findings indicate that urban consolidation debates and justifications diverge significantly from stated policy intentions and are based on differing views on ‘good’ urban form, the role of planning and community consultation and the value of higher density housing. We conclude that there is utility and value in identifying how urban consolidation strategies are influenced by the shared beliefs, myths and perceptions held by city shapers. Rejecting nature‐culture dualism, contemporary anthropology recognises the mutually constitutive processes that create shared human and non‐human lifeworlds. Such recognition owes much to ethnographic engagement with diverse indigenous cosmologies many of which have, for millennia, upheld ideas about indivisible worlds in which all living kinds occupy a shared ontological space and non‐human species and environments are approached respectfully, with expectations of reciprocity and partnership. As many societies confront the global chaos caused by the anthropocentric prioritisation of human interests, anthropologists and indigenous communities are therefore well placed to articulate alternative models in which the non‐human domain is dealt with more equitably and inclusively. This paper is located comparatively in long‐term ethnographic research with indigenous communities in Australia, alongside the Mitchell River in North Queensland and the Brisbane River in South Queensland. It draws more specifically on involvement in legal claims for water rights by Māori iwis in New Zealand; in land claims by the Kunjen language group in Cape York; and in a recent 'sea country' case brought against a major multi‐national by the Tiwi Islanders in Australia's Northern Territory. It also makes use of a major comparative study of water beings in diverse cultural and historical contexts, and considers the central importance of water beings such as Māori taniwha and the Australian Rainbow Serpent in such legal conflicts, and in broader debates about human and non‐human rights. Like other water deities around the world, these beings personify the generative (and potentially punitive) powers of water and its co‐creative role in shaping human and non‐human lives. The literature defines curiosity and interest, but it is not clear how interest can be generated, where interest is positioned in the learning process, and what the impact of interest is on cognitive and emotional development. This paper reports on a three-year, iterative design-based research project involving three separate cohorts totalling 57 early learners in an early learning setting in Southern Queensland, Australia. The young learners aged 4–5 years, engaged in an enrichment program that extended over a two-week period for each of 15 topics. Insights were gained on how young children developed interested in a topic. An emergent model of authentic interest was developed, showing how interest is situated centrally in the learning process. It also shows how interest raised awareness, exploration, and new knowledge, creating a cycle of repeated engagement with the topic, thereby enhancing cognitive and emotional development. Compound extreme natural events cause a significantly larger impact than individual extreme events. Therefore, the urgency of exploring the climatology of compound events is growing. This paper is aimed to identify the current hotspots of compound heatwaves and droughts (CHD) and trends in their occurrence in southeast Australia. In this context, 61 weather stations were selected from the study area, and analyses were carried out over the extended summer season of the time period 1971–2021. The hotspots of CHDs in southeast Australia were identified considering both the total count of CHD days and 90th percentile of CHDs during the study period. The study period was divided into two periods 1971–2000 and 2001–2021, to assess the change in hotspots spatially and temporally. Four different attributes of CHDs based on the number, duration, severity and amplitude of CHDs were also calculated, and Mann–Kendall (MK) test followed by Sen's slope was adopted to detect the trends in all these four attributes of CHDs. Trends in CHD indices were also calculated for the two periods of 1971–2000 and 2001–2021. For calculating the CHD, excess heat factor (EHF) was used to identify the heatwaves. In the case of drought identification, SPEI and SPI drought indices were adopted with aggregation of 3 and 126 antecedent months, and three different threshold values were selected to consider three levels of dry conditions, e.g. 0, − 0.5 and − 1.0. It has been found that more CHDs occurred on the eastern side of NSW and Queensland states. Furthermore, the total count of CHD days increased notably during the last two decades. The trends in CHD indices were found to be significant in the recent period (2001–2021), and there was no trend in the earlier period (1971–2000). Rationale: Veterans living with dementia in long‐term care have complex needs, with variable manifestation of symptoms of dementia that interact with their lived experience. Best practice dementia care prioritises nonpharmacological interventions; of which few have strong evidence. Implementation of evidence is complex, with evaluation of outcomes and processes necessary. Aims and Objectives: This paper details the evaluation of implementation, at veteran and organisational level, of the Weaving Evidence into Action for Veterans with Dementia (WEAVE) programme. Methods: A Type 2 hybrid effectiveness‐implementation design was used, underpinned by the Implementation Framework for Aged Care (IFAC). Programme intervention incorporated music therapy, exercise, reminiscence therapy and/or sensory modulation, offered over a 24‐week period. Evaluation components included: (1) programme effectiveness for veterans with dementia for responsive behaviour, physical wellbeing, cognitive status, emotional state, medications and falls (at baseline, 8‐week, 16‐week and 24‐week); and (2) implementation outcomes of reach and adoption, feasibility and acceptability, fidelity (via interviews) and a preliminary cost analysis. Results: Thirty‐eight veterans participated in the 24‐week programme, with high levels of engagement in interventions of their choice. Statistically significant improvements were seen across all veteran‐level outcome measures, for functional capacity and reduced neuro‐psychiatric and depressive symptoms. Ten staff members were interviewed, highlighting co‐designed core elements were feasible and acceptable, and the momentum generated by resident and staff enthusiasm. Cost analysis included costs of programme set‐up and running the 24‐week intervention. Conclusion: Key components of programme success were the therapeutic leaders, adherence to core elements of programme design, and veterans' choice in meaningful activity. Digital urbanism recasts suburban and regional geographies within national and global urban systems by transforming communities and workplaces. This paper explores the planning and policy implications of activating smart work hubs across South-East Queensland during 2012–2014. It demonstrates key evidence of the nature, approach and priorities of smart work hub projects previously untested in Australia and pioneered by Regional Development Australia. The paper reorientates attention to the networked interplay of agglomeration, collaborative consumption and coworking towards urban revitalisation challenges for suburban and regional development that strengthen local communities: specifically potential demand assessment; commuter and knowledge worker patterns; and assessing public–private benefits of smart work hubs. Importantly the paper concludes with critical factors needed to advance research and the extensive engagement undertaken into wider and sustainable practice. Objective To examine the association between residential remoteness and stage of cancer at diagnosis, treatment uptake, and survival within the Australian Indigenous population. Design Systematic review and matched retrospective cohort study. Setting Australia. Participants Systematic review: published papers that included a comparison of cancer stage at diagnosis, treatment uptake, mortality and/or survival for Indigenous people across remoteness categories were identified (n = 181). Fifteen papers (13 studies) were included in the review. Original analyses: new analyses were conducted using data from the Queensland Indigenous Cancer Study (QICS) comparing cancer stage at diagnosis, treatment uptake, and survival for Indigenous cancer patients living in rural/remote areas (n = 627, 66%) and urban areas (n = 329, 34%). Main Outcome Measures Systematic review: Papers were included if there were related to stage of disease at diagnosis, treatment, mortality and survival of cancer. Restrictions were not placed on the outcome measures reported (e.g. standardised mortality ratios versus crude mortality rates). Original analyses: Odds ratios (OR, 95%CI) were used to compare stage of disease and treatment uptake between the two remoteness groups. Treatment uptake (treated/not treated) was analysed using logistic regression analysis. Survival was analysed using Cox proportional hazards regression. The final multivariate models included stage of cancer at diagnosis and area-level socioeconomic status (SEIFA). Results Existing evidence of variation in cancer outcomes for Indigenous people in remote compared with metropolitan areas is limited. While no previous studies have reported on differences in cancer stage and treatment uptake by remoteness within the Indigenous population, the available evidence suggests Indigenous cancer patients are less likely to survive their cancer the further they live from urban centres. New analysis of QICS data indicates that Indigenous cancer patients in rural/remote Queensland were less likely to be diagnosed with localised disease and less likely to receive treatment for their cancer compared to their urban counterparts. Successive mining "booms" have created wide-ranging, long-term socioeconomic impacts in many parts of Australia. Property markets were both directly and indirectly affected by the mining booms. Towns associated with mining activities experienced significant, rapid shifts in supply and demand levels for housing as well as changes to the amount and type of development occurring. The most recent "mining boom" in Queensland impacted on housing market dynamics, with impacts evident at all stages of the resource cycle. Housing markets were also indirectly affected by new actors and new drivers for buying property in these markets – as an investment. This paper aims to show that the "mining boom" was only one stage of a more complete cycle, and the impacts of this resource cycle on housing were particularly nuanced. Even in the short term, the importance of housing market stability-particularly measured through availability and affordability is important to the wellbeing of a town, and the underlying community. The sun moth Synemon laeta (Castniidae) was previously only known from Queensland until it was recorded in 2014 at two sites in the northern part of the Pilliga Forest, in the Brigalow Belt South bioregion in northern inland New South Wales. Background: The current study aimed to further our understanding of second opinions among medical oncology patients by examining the proportion of patients who sought a second opinion about their cancer treatment, and why. Methods: The study was conducted between 2013 and 2015 in three medical oncology clinics located in public hospitals in Australia: in metropolitan New South Wales, metropolitan Queensland, and in Tasmania. Those patients who provide written informed consent were asked to complete a brief paper and pencil survey in the clinic containing questions on sociodemographic, disease and treatment characteristics. Approximately 1 month later, participants were mailed a second paper and pencil survey which contained questions about whether they had sought a second opinion and their motivation for doing so. Non-responders were followed up by letter at 3 and 6 weeks. Results: Of 823 patients screened for eligibility, 698 eligible patients, 612 provided consent. Of those who consented, 355 completed both the initial survey and the second survey and were included in the analyses. Of the 57 patients who sought a second opinion, the most frequent reasons given for doing so were the need for reassurance (49.1%) and the need to consider the range of treatment options (41.8%). Of the 297 (83.6%) participants who did not seek a second opinion, the main reason was confidence in the first doctor (88.7%). Only 3.1% patients did not know that they could ask for a second opinion. Occasionally the doctor will initiate the referral for a second opinion. Conclusions: Our study suggests that a minority of cancer patients seek a second opinion at some phase during their care. Most did so for reassurance or to ensure that they had covered all of the treatment options and not because of discomfort or distrust of their treating doctor. Few patients reported a lack of awareness of second opinions. This suggests that second opinions form part of a patient-centred approach to information provision about care options. Climate change, as well as associated mitigation efforts, will substantially disrupt some economies. Seemingly inevitable market and policy changes will push economies to transition away from reliance on industries with higher carbon emissions and bring transient economic impacts, especially in regions that are currently heavily reliant on such industries. This situation is not unusual in a global context. To underpin better‐informed decisions that enable a smoother economic transition to a low‐emissions future, we developed a 'latent economic vulnerability to emissions reduction' (LEVER) index, which maps and explores regions that are more likely to be economically impacted from climate change mitigation. Thus, this paper provides an analysis and discussion of the potential regional implications of a future low‐emissions economy, with the analysis contextualised for the state of Queensland, Australia. Given this case study, the economic impacts and future of coal‐fired power stations, coal mining and renewable energy are discussed. The LEVER index weighs the risk of high carbon economic exposure against the variability in carbon economic resilience from employment in low‐emission sectors across local economies. We find that between 3 and 6 per cent of Queensland regions are assessed as having a very high latent economic vulnerability to increased decarbonisation of industrial activities. To promote a smoother transition, these regions will require targeted investments and strategies to enable their transition towards lower carbon‐intensive systems, while maximising economic and social outcomes. This paper recounts some experiences on the Western Front of two men who had worked at the Ipswich Railway Workshops before the First World War. Lt. Colonel A. C. Fewtrell, who trained as a cadet engineer at Ipswich Railway Workshops, and was involved in the operations of a light railway unit on the Western Front presented a paper about his experiences to some graziers in New South Wales in 1920. Major S. H. Hancox had been in charge of the powerhouse at Ipswich Railway Workshops before enlisting and being sent to France where he worked on the construction of a section of the 60 cm gauge light railways during 1917. Hancox relates some of the horrific conditions he encountered through letters to his mother in Brisbane. In 1916, the British adopted the 60 cm gauge light railway system which was already being successfully used by both the Germans and the French. The British introduced the Hunslet 4-6-0T locomotives, many hundreds of other steam and early internal combustion locomotives as well as thousands of wagons providing a solution to maintaining the necessary supplies to the front lines. Following the end of the War, fifteen Hunslet locomotives built for use in France came to Queensland for use in the sugar industry. Hunslet Engine Company Works Number 1239, delivered to France in late 1916, was one of those Hunslet locomotives. Introduction: The commitment to partnering with consumers and carers remains a stable priority for mental health services. This is evidenced by an emerging lived experience workforce. Research demonstrates that when people share their lived experience they can have a positive impact on the recovery journeys of others. Less clear is the role of young people in peer support roles, especially within child and youth mental health settings. There is no known dedicated child and youth mental health peer workforce operating within Queensland public mental health services. This paper will challenge the status quo and pose the question "why not". Furthermore, this paper will examine how a large child and youth mental health service has developed and sustained a model of meaningful consumer and carer participation for more than ten years. It will analyse the key success factors such as organisation readiness, mutuality and co-design practice. This paper will explore the trajectory of consumer and carer participation to the current work occurring to implement a dedicated youth mental health peer workforce. Practice Change Implemented: The experiences of consumers, carers, clinicians and managers over the past decade have driven many practice changes, including defining and refining meaningful consumer and carer particiaption and engagement, governance mechanisms, as well as policies and procedures. The paper will share the lived experience of a young person (coauthor) who has transitioned from service user to valued mental health worker and will explore the key ingredients that have led to the organisational readiness to co-design, develop, implement and evaluate an innovative youth peer support worker model, using a participatory action research approach. Aims: The paper aims to showcase integrated practice and present the voice of lived experience, to shift perceptions about the value of consumers and carers working in partnership with health professionals and improve integrated mental health services for young people and families. The literary work may be ideally placed to explore animal sentience and to capture human moments of appreciation of animal sentience. Reading occurs in a space of interiority in the first instance. That is, reading is an almost immediate experience of inter-subjectivity with literary characters and representation, arguably less mediated than the use of voiceover in film or visual art representation. Shared reading such as that which occurs in book clubs shifts from a space of individual exploration and interiority to a more communal space of exploration. This paper examines the intersections between literary animal studies and research into themed book clubs through revisiting data from a small regional project conducted on the Sunshine Coast, Queensland, Australia, Ethics Approval HREC: A/ 13/439. We do so to investigate the impact of group reading on values and beliefs about nonhuman animals. This paper considers book clubs' power to facilitate and articulate pro-animal sentiment, thus contributing to more recent research establishing the cultural and psychological mechanisms behind the power of fiction to make us care for animals (Malecki et al. 2019) as well as that on book clubs as method. Here we reflect on how sociable reading of works that centralise the lives of animals, facilitates the articulation of past inter-species connections and shifts subsequent engagements with other species. Background: Suicide in young people is a leading cause of death. Interventions that are reflexive, tailored, and developed in concert with this at-risk population are needed. This study aimed to integrate lived-experience into the design of a suicide prevention intervention delivered by phone to young people post-discharge from an emergency department (ED) for suicide risk or self-harm. Methods: Qualitative study was conducted at the Queensland Children's Hospital, Brisbane Australia. Four focus groups with young people with lived-experience, parents or carers and ED mental health clinicals were conducted. In total 5 young people with lived-experience of suicidality (17–21 years, Mage = 19.20), 3 parents and carers with a lived-experience of caring for a young person with mental illness, and 10 ED mental health clinicians participated in focus groups. The first phase of qualitative analysis involved a phenomenological analysis and second phase included a deductive content analysis. The paper is following the Consolidated Criteria for Reporting Qualitative Research. Results: First phase, a phenomenological analysis identified three foundational themes to structure future follow-up phone interventions: a person-centred focus, the phone-call dynamic, and the phone-call purpose. Second phase, a deductive content analysis found that participants preferred an intervention that was structured, consistent, and finite. Moreover, an intervention that was authentic, able to facilitate and empower growing independence, and achievable of young people after an ED presentation was desired. Conclusions: Participants expressed their desire for a responsive, structured, and clearly focused phone call that would recognise the young person and parent/carer's needs while providing tailored support to ease transition from the ED to available community and family led care. Background Compared to national averages, the Gold Coast, Australia, has a proportionately higher number of children entering their first year of primary school with 'at risk' or 'vulnerable' language skills. This paper investigates the distribution of paediatric speech-language pathology (SLP) services on the Gold Coast, relative to children's language and cognitive skills, and socioeconomic status (SES). Methods SLP service locations were identified through national association data and a manual search and mapped against SES and Australian Early Development Census data, for language and cognitive skills. Results Data for 7595 children was included, with 943 (12.4%) at risk and 780 (12.6%) vulnerable for language and cognitive skills. A total of 75 SLPs were identified (85.3% private, 14.6% public), which is 1 SLP to every 23 children who might have current or impending speech, language and communication needs. Fewer services were available in areas where vulnerable children were located and most were private providers, leading to further potential barriers to service access. Conclusions The number of SLP services located on the Gold Coast is inadequate to meet the needs of children with language and cognitive skill vulnerabilities. Lesbian, gay, bisexual, transgender, and intersex (LGBTI) police liaison programs were established around Australia from the late 1980s onwards to ameliorate discriminatory relationships between LGBTIQ people and police. With specialized training to better understand LGBTIQ issues, police liaison officers can provide support to LGBTIQ people as victims, offenders, or witnesses. Interestingly, very few LGBTIQ people seek support from these officers, even though many know they exist. This paper reports the results of a survey of a sample of LGBTIQ community members across two Australian states (Queensland and New South Wales) that explored why LGBTIQ people seek support from LGBTI police liaison officers. An online questionnaire asked LGBTIQ people about their perceptions of, and experiences with, police generally, and LGBTI police liaison officers specifically. Similar to past research, our analysis primarily found high levels of awareness of liaison officers, but very few participants accessed them. Further, and concerningly, the participants were generally reluctant to seek them out for support. A broad consensus exists that Australian economic activity is too heavily concentrated in capital cities, and regional employment creation should be encouraged. Given the magnitude of international migration to Australia, it is important to determine the impact of migration on regional development by investigating business ownership and job creation by international migrants in regional areas. This paper examines the probability that regional migrant business owners are employers – and thereby employment generators – using a multivariate logit model. We find that migrant business owners with staff are more likely to be male, married and live in regional NSW, metropolitan Victoria and regional and metropolitan Queensland. [ABSTRACT FROM AUTHOR]

Environmental impact assessment (EIA) has evolved as an environmental management and sustainability tool. Despite common principles shared by EIA globally, there are considerable variations in EIA processes across countries. In this paper, we reviewed and compared EIA processes of China, Queensland State of Australia and Nepal considering five key steps (selection of consultants, report preparation, public participation, report review and approval, and monitoring and evaluations) of EIA. Our review indicated that the EIA is well recognised in legal instruments in all state and countries under consideration and there are both similarities and differences in key steps of EIA. Monitoring of EIA recommendations and the integration of feedbacks from the past and current practices are important in improving EIA processes. This study also found that there are elements for possible improvement in existing EIA processes by each state and country introducing the best practices from others' EIA system. Some of the practices that Nepal can follow from the EIA processes of Queensland and China are licensing and accreditation of individuals and firms to conduct EIA, establishment of separate monitoring unit within regulating department, development of clear guidelines for approvals and monitoring, and the use of independent third-party auditing in EIA monitoring. The findings of this paper are useful in revising and improving EIA policies, practices and processes in the selected state, countries and elsewhere. [ABSTRACT FROM AUTHOR]

Objective: The aim of this study was to provide a detailed description of the flexible working arrangements (FWA) used by allied health professionals (AHP) on return from maternity leave. This is a crucial issue for staff management practices in a changing regulatory context. Methods: A retrospective convenience sample of AHP employed by Queensland Health (QH) in 2006, using deidentified payroll data, was analysed descriptively to determine employment status on return from maternity leave in 2006 to December 2014. A qualitative study that surveyed managers of AHP departments was subsequently undertaken to complement the data from the payroll study. Twelve managers, across six allied health professions in three hospitals in south-east Queensland were surveyed for this component. Results: The payroll study included 169 employees (138 full-time equivalent (FTE)), 61 of whom resigned over the study period. Of those who returned to work after the 2006 maternity event (n = 152), 92% (n = 140) initially returned part-time. At 31 December 2014, of the 108 staff working for QH, 77% (n = 83) were part-time. In total, 75.4 FTE positions were released over the 8-year period through reduced working hours and resignations. The perceptions of surveyed managers were consistent with the data from the payroll study. Conclusion: The study showed that most AHPs who took maternity leave returned to work part-time and remained part-time for an extended period. The data suggest that managers could permanently backfill a proportion of hours released due to FWA after maternity leave without major budgetary risk due to the need to accommodate existing employees' entitlements. However, this would require a significant policy change. Objective: Meeting the demand for clinical placements in an environment of increasing university cohort growth and changes in health service delivery models is challenging. This paper describes the outcomes of a quality review activity designed to gain key stakeholder perspectives on the enablers and barriers to sustaining effort to placement provision and reports on: (1) measures used to determine the effect of a jurisdiction-wide initiative in clinical education for five allied health professions; (2) outcomes of data related to key factors affecting placement supply and demand; and (3) qualitative perspectives from management, workforce and university stakeholders on placement sustainability. Methods: This study reviewed clinical placement, staff full-time equivalent numbers, university program and student cohort data for five allied health professions from 2013 to 2016. In addition, qualitative response data from key stakeholder surveys was analysed thematically. Results: In the study period, the rate of growth in placement offers did not match that of university program student numbers and full-time equivalent staff numbers. All stakeholders agreed that sustaining placement provision is enabled by collaboration, continuation of management support for dedicated clinical education staff, a focus on clinical education capacity building activities, outcome data reporting and statewide profession-specific governance, including leadership positions. Collaborations and networks across health and education sectors were reported to enhance efficiency, minimise duplication, streamline communication and support information and resource sharing within and across professions and stakeholders, ultimately sustaining placement provision. Identified barriers to sustainability centred on resourcing and the continued increasing demand for placements. Conclusion: Sustaining pre-entry student placements requires stakeholder flexibility and responsiveness and is underpinned by collaboration, information and resource sharing. Dedicated clinical education positions were highly valued and seen as a key contributor to placement sustainability. To date, there have been limited studies investigating cross-sectoral trends and health service enablers and barriers to sustaining responses to placement demand. Objective: The aim of this study was to identify the factors contributing to high-quality clinical supervision of the allied health workforce in rural and remote settings. Methods: This quantitative study was part of a broader project that used a mixed-methods sequential explanatory design. Participants were 159 allied health professionals from two Australian states. Quantitative data were collected using an online customised survey and the Manchester Clinical Supervision Scale (MCSS-26). Data were analysed using regression analyses. Results: Supervisee's work setting and choice of supervisor were found to have a positive and significant influence on clinical supervision quality. Supervisee profession and time in work role were found to have a negative and significant influence on the quality of clinical supervision. Conclusions: High-quality clinical supervision is essential to achieve quality and safety of health care, as well as to support the health workforce. Information on high-quality clinical supervision identified in this study can be applied to clinical supervision practices in rural and remote settings, and to professional support policies and training to enhance the quality of supervision. Previous studies reveal that a loss in Modulus of Resilience (Mr) has an adverse effect on pavement performances. However, no study investigated this during extreme moisture intrusion at granular and subgrade layers, which may be compared with a flooding situation. This study has aimed to assess the impact of change in Mr due to moisture increase on pavement performance using the HDM-4 and AASHTO 2008's roughness prediction models. As a case study, the paper utilises seven selected flexible pavement road groups of Queensland, Australia that cover 50% of the major road network. Both the results match closely when pavement strength data are accurate. The deterioration predictions are verified with actual after flood data and t-tests for two major roads in Logan City, and found consistent. The study has observed some interesting findings on change in degree of saturation, pavements flood resilience and life-cycle performances with flooding scenarios. It is believed that these results would be useful in obtaining accurate ΔIRI change at varying Mr values due to a flood to select appropriate post-flood rehabilitation. A road authority can use pavements flood-resistance and life-cycle performance results for deriving a maintenance strategy. Moreover, pavement flood resilience, relationships between Mr loss and strength and Mr loss and deflection would help in pavement design, estimating existing structural strength and rehabilitation design. Cyclones cause significant damage to property, infrastructure and housing. Fortunately, property owners can undertake structural upgrades to reduce damage. However, installation of structural upgrades in cycloneprone regions such as North Queensland has been relatively low. This paper explains why some people do, and others do not, install structural upgrades. Research to date has identified psychological factors that may predict mitigation behaviour for other natural hazards, but there are few studies that investigated cyclone-specific mitigation behaviour. This paper addresses this gap and identifies the psychological factors that promote mitigation behaviour for structures and presents a method of segmenting groups based on these psychological factors. Objective: This study sought to compare costs for women giving birth in different public hospital services across Queensland and their babies. Methods: A whole-of-population linked administrative dataset was used containing all health service use in a public hospital in Queensland for women who gave birth between 1 July 2012 and 30 June 2015 and their babies. Generalised linear models were used to compare costs over the first 1000 days between hospital and health services. Results: The mean unadjusted cost for each woman and her baby (n = 134 910) was A$17406 in the first 1000 days. After adjusting for clinical and demographic factors and birth type, women and their babies who birthed in the Cairns Hospital and Health Service (HHS) had costs 19% lower than those who birthed in Gold Coast HHS (95% confidence interval (CI) –32%, –4%); women and their babies who birthed at the Mater public hospitals had costs 28% higher than those who birthed at Gold Coast HHS (95% CI 8, 51). Conclusions: There was considerable variation in costs between hospital and health services in Queensland for the costs of delivering maternity care. Cost needs to be considered as an important additional element of monitoring programs. Objective: Allied health structures and leadership positions vary throughout Australia and New Zealand in their design and implementation. It is not clear which organisational factors support allied health leaders and professionals to enhance clinical outcomes. The aim of this project was to identify key organisational contexts and corresponding mechanisms that influenced effective outcomes for allied health professionals. Methods: A qualitative realist evaluation was chosen to describe key aspects of allied health organisational structures, identify positive outcomes and describe how context and processes are operationalised to influence outcomes for the allied health workforce and the populations they serve. Results: A purposive sample of nine allied health leaders, five executives and 49 allied health professionals were interviewed individually and in focus groups, representing nine Queensland Health services. Marked differences exist in the title and focus of senior allied health leaders' roles. The use of a qualitative realist evaluation methodology enabled identification of the mechanisms that work to achieve effective and efficient outcomes, within specific contexts. Conclusions: The initial middle range theory of allied health organisational structures in Queensland was supported and extended to better understand which contexts were important and which key mechanisms were activated to achieve effective outcomes. Executive allied health leadership roles enable allied health leaders to use their influence in organisational planning and decision-making to ensure allied health professionals deliver successful patient care services. Professional governance systems embed the management and support of the clinical workforce most efficiently within professional disciplines. With consistent data management systems, allied health professional staff can be integrated within clinical teams that provide high-quality care. Interprofessional learning opportunities can enhance collaborative teamwork and, when allied health professionals are supported to understand and use research, they can deliver positive patient and business outcomes for the health service. When allied health leaders use consistent data management, executives reinforced the benefit of aligning activity data with financial costs to monitor, recognise and reimburse appropriate clinical interventions for patients. In recent years, there has been an increasing focus on creating age-friendly cities to accommodate the changing needs of older people and to promote their overall health and wellbeing. This paper focuses on some of the urban planning implications related to maintaining the social health, as a main component of overall health and wellbeing, of older people. Specifically, we look at the role and accessibility of third places (popular public places where many people go to socialise) in relation to older people living in different neighbourhood built-form patterns, and how these factors impact on the formation of absent, weak and strong social ties. The data draw upon interviews with 54 older people living in different neighbourhood built-form patterns on the Gold Coast, Queensland, Australia. Our findings demonstrate the significant role third places have in affording older people opportunities to engage in the social lives of their local communities, thus contributing to their social health and overall wellbeing. This research supports previous studies relating to the accessibility of amenities by re-emphasising the importance of planning for the provision of third places that are conveniently located and easily accessible by older people. The paper concludes by arguing for the planning of transport and third-place interventions in Australia's sprawling suburban landscapes to allow older people more opportunities to be socially connected. Purpose: The purpose of this paper is to investigate the confusion among project management practitioners about the role of steering committees. Design/methodology/approach: Semi-structured interviews were conducted with highly experienced participants selected from a range of industries and disciplines in Queensland, Australia. Findings: Six separate confusions on the role of steering committees were identified within that practitioner community. However, despite participants expressing various opposing views, they had actually come to the same working arrangements for their committees; all that was missing was a common conceptualisation of these working arrangements and consistent terminology. Research limitations/implications: The paper provides clear evidence to the academic literature that confusion over the role of steering committees actually exists within the practitioner community and identifies six separate ways in which this occurs. It also identifies a problematic error in the widely used PRINCE2 governance model. Clarity in committee governance arrangements will facilitate future research endeavours through the removal of confusion surrounding committee labelling and accountability. Practical implications: A committee decision tree model that guards against all six confusions is proposed for practitioner use, providing a means of avoiding unnecessary internal conflict within organisational governance arrangements. It can be used to check terms of reference of existing or proposed committees, facilitating organisational efficiency and effectiveness. The suggested renaming of project control groups to project coordination groups, and discontinuance of the practice of labelling committees that cannot authorise their decisions as either steering committees or boards, further supports this. Social implications: Reconciliation of terminology with actual practice and the consequent clarity of governance arrangements can facilitate building social and physical systems and infrastructure, benefitting organisations, whether public, charitable or private. Urban planning and the development system are mechanisms that can provide affordable housing and alleviate the cost of housing. This paper explores the use of a specific response to housing affordability and delivery of affordable housing in Queensland through the introduction of a statutory land authority, the Urban Land Development Authority (ULDA). It provides a narrative review of an important time in Queensland’s planning and development history. The introduction of the ULDA was significant as it represents the first time that Queensland planning saw the introduction of planning-related legislation that could require affordable housing. Even more extraordinary was that the deliverables (affordable housing) sat outside the mainstream planning legislation of the time. Additionally, the establishment of the ULDA represents the first statutory land authority responsible for planning and development in Queensland. While similar authorities have been operational in many States since at least 1974, this was never the case in Queensland, but the Queensland response of the ULDA was unique in Australia in terms of its powers and structure. Tick paralysis resulting from bites from Ixodes holocyclus and I. cornuatus is one of the leading causes of emergency veterinary admissions for companion animals in Australia, often resulting in death if left untreated. Availability of timely information on periods of increased risk can help modulate behaviors that reduce exposures to ticks and improve awareness of owners for the need of lifesaving preventative ectoparasite treatment. Improved awareness of clinicians and pet owners about temporal changes in tick paralysis risk can be assisted by ecological forecasting frameworks that integrate environmental information into statistical time series models. Using an 11-year time series of tick paralysis cases from veterinary clinics in one of Australia's hotspots for the paralysis tick Ixodes holocyclus, we asked whether an ensemble model could accurately forecast clinical caseloads over near-term horizons. We fit a series of statistical time series (ARIMA, GARCH) and generative models (Prophet, Generalised Additive Model) using environmental variables as predictors, and then combined forecasts into a weighted ensemble to minimise prediction interval error. Our results indicate that variables related to temperature anomalies, levels of vegetation moisture and the Southern Oscillation Index can be useful for predicting tick paralysis admissions. Our model forecasted tick paralysis cases with exceptional accuracy while preserving epidemiological interpretability, outperforming a field-leading benchmark Exponential Smoothing model by reducing both point and prediction interval errors. Using online particle filtering to assimilate new observations and adjust forecast distributions when new data became available, our model adapted to changing temporal conditions and provided further reduced forecast errors. We expect our model pipeline to act as a platform for developing early warning systems that can notify clinicians and pet owners about heightened risks of environmentally driven veterinary conditions. Author summary: Tick-borne illnesses constitute a diverse group of debilitating conditions for pet dogs and cats around the world. In Australia, thousands of domestic dogs are admitted to emergency veterinary clinics due to tick paralysis each year. These admissions are highly seasonal and may be associated with changing environmental conditions, suggesting models that learn from environmental patterns to forecast the oncoming tick season could inform pet owners and clinicians about changing risks. In this paper we use a series of statistical forecasting models to analyse and predict tick paralysis admissions to veterinary clinics in a tick paralysis hotspot in Queensland, Australia. Our approach is novel in that we combine individual models into a superior ensemble that is trained to reduce forecast uncertainty, giving more accurate estimates of what the coming tick season will look like. Our model consistently outperforms a field-leading benchmark while uncovering important patterns about environmental drivers of paralysis tick exposure, including changes to levels of moist vegetation and maximum temperature. We also demonstrate how our model can be used to automatically produce forecasts of tick paralysis admissions as new data become available. Background: Cardiovascular disease (CVD) is one of the leading causes of death in Australia. Longitudinal record linkage studies have the potency to influence clinical decision making to improve cardiac health. This paper describes the baseline characteristics of the Queensland Cardiac Record Linkage Cohort study (QCard). Methods: International Classification of Disease, 10th Revision Australian Modification (ICD-10-AM) diagnosis codes were used to identify CVD and comorbidities. Cost and adverse health outcomes (e.g., comorbidities, hospital-acquired complications) were compared between first-time and recurrent admissions. Descriptive statistics and standard tests were used to analyse the baseline data. Results: There were 132,343 patients with hospitalisations in 2010, of which 47% were recurrent admissions, and 53% were males. There were systematic differences between characteristics of recurrent and first-time hospitalisations. Patients with recurrent episodes were nine years older (70 vs. 61; p < 0.001) and experienced a twice higher risk of multiple comorbidities (3.17 vs. 1.59; p < 0.001). CVD index hospitalisations were concentrated in large metropolitan hospitals. Conclusions: Our study demonstrates that linked administrative health data provide an effective tool to investigate factors determining the progress of heart disease. Our main finding suggests that recurrent admissions were associated with higher hospital costs and a higher risk of having adverse outcomes. [ABSTRACT FROM AUTHOR]
