Background and Purpose: This systematic review article focuses on leadership challenges encountered by school principals in the 21st century. International evidence indicates principal leadership affects school and student performance. However, little systematic review has been carried out on the issue. Hence, the purpose of this paper is to analyse the existing literature on leadership challenges faced by school principals in the 21st century. Methodology: Following the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta- Analyses) guidelines, a systematic review was done on two main databases, Web of Science and Scopus. There were three main stages in the process: identification of keywords, screening of articles, and determination of the articles. This resulted in a final database of 16 eligible documents. Findings: The review of these documents resulted in three main themes - personal challenges, school context, and stakeholders, and 11 sub-themes. There were three subthemes for personal challenges such as lack of knowledge and skills, while school context challenges can be divided into six sub-themes such as lack of trained staff and inadequate facilities and resources. The two subthemes for stakeholders challenges are negative attitudes of parents and interventions from the Ministry. Contributions: This systematic review expands the literature of principalship in the 21st Century by highlighting the challenges faced in the context of North American, African, European, and Australian schools. Further work on the challenges faced by school principals in other continents should be carried out to achieve a better understanding on the issue. [ABSTRACT FROM AUTHOR]

PROJECT method in teaching ,VOCATIONAL education ,VOCATIONAL schools ,ACQUISITION of data - Abstract
Competition in the global era requires graduates from vocational schools to be more skilled in hard and soft skills to adapt to the industrial world. Adaptation of vocational education institutions to the industrial world is vital; thus, they can continuously update the skills of their graduate candidates. Hence, this research aims to describe the implementation of the Center of Excellence curriculum and project-based learning in a vocational high school as a form of school adaptation to the development of the industrial world in the 21st century. This research was included in a qualitative research design adopting a case study. The research respondents consisted of vocational high school residents in Central Java. Data was collected through interview techniques and observations and then analyzed interactively and descriptively. The research results then reported that the school was fully committed to implementing the Center of Excellence curriculum regarding teaching human resources and learning facilities. The project-based learning process also seemed to run optimally. Students could accept it, considering that project-based learning was implemented because it was an adaptive model to accommodate 21st century competencies. However, there is still room for improvement and optimization in order to effectively implement this operational curriculum and enhance students' ability to acquire 21st century skills. The demand for nanomanufacturing is driven by the current trend of decreasing product sizes and the energy consumed by large modules, which will be surpassed by the creation of nanoscale products with the same qualities and functionalities as large-scale products that consume little energy and have demonstrated functional results. Putting things together atom by atom is now possible because to new kinds of microscopes and innovative techniques for manipulating tiny amounts of materials. New solvents are actively sought for by green technology to replace common organic solvents, which have a high volatility and inherent toxicity that causes volatile organic chemicals to evaporate into the atmosphere. The number of reported publications has increased meaningfully over the preceding 20 years as a result of the scientific community's intense interest in ionic liquids. In this research nanomanufacturing is considered as a viable alternative in the 21st century, the uses of nanotechnology or nanomanufacturing in the twenty-first century were reviewed. This study explores various applications of nanomanufacturing, encompassing robotics, ultrasound, agriculture, and medicine. [ABSTRACT FROM AUTHOR]

60. Old patterns on new clothes? Populism and political scandals in the Nordic countries.

- Abstract
The paper analyses political scandals connected to the contemporary populist parties of Denmark, Finland and Sweden. The dramaturgies of these scandals repeat the general patterns of political scandals identified in previous studies, but they also share special characteristics that make them a specific type of neo-populist scandal. The starting point of the typical neo-populist scandal occurs due to the moral transgression of a member of a populist movement, usually through the use of unacceptable language or behaviour, insulting non-native inhabitants or other minorities within the population. However, provocation and playing the role of the underdog are common strategies employed by populists, and a populist movement may even benefit from a scandal, though the consequences of the scandal depend on the life phase of the movement and on the status of the member involved in the scandal. The moral transgressions and political consequences of neo-populist scandals may serve as an indicator of the condition liberal democracy enjoys, but also reveal contextual differences in particular societies and their moral order. The paper is an essay about possible ways of further development of the insolvency law. If the law is expected to meet global current social needs, then the law will be subject to significant changes, along with the changing world. The digital revolution is also ahead of the insolvency law. It is difficult to anticipate all possible directions of changes; however, there are some areas where remarkable amendments will have to take place. The paper starts with a short description of the development of the insolvency law over ages. It is an introduction to the problem of possible changes in axiological assumptions of the law on insolvency in the 21st Century. The insolvency law is going to be changed due to the technological revolution in the 21st Century. In this respect, there are mentioned the idea of prediction of insolvency and the problem of the debtor’s assets in the virtual world. Finally, the paper deals with the state debt restructuring under the conventions on external state debt.

Muslims and Christians have been involved in exchanges over matters of faith and morality since the dawn of Islam. Attitudes between these faiths today are deeply coloured by the legacy of past encounters, and often preserve centuries-old negative views. The interest of the Muslims and Christians in understanding each other is also phenomenal in history. In view of this scenario, this paper attempts to propose some reflections on Muslim-Christian Relations in the 21[sup st] Century in the view of these questions: What kind of relations does Muslims and Christians want in this century? What are some of the obstacles and challenges to be considered? And what steps can be taken to overcome these obstacles or meet these challenges? These questions have been answered in this paper for the kind of Muslim-Christian relations to be anticipated for and worked for. [ABSTRACT FROM AUTHOR]

Education is a prerequisite for the development of a country. The teacher is the backbone of the education system and is the architect of society. The progress of an organization depends upon the quality of its teachers. Today's child is tomorrow's citizen of the country. To prepare efficient teachers in the 21st century, teacher educators need to be constantly top-notch in their profession. As a way of dealing with this problem, this Qualitative research aimed to explore the perspectives of teachers using technology. Also, this study involved purposive sampling of 12 teachers from the selected public schools in the six districts of Manila. Furthermore, data from this study were used as a framework for developing the Continuing Professional Development (C.P.D.). Data were gathered through online survey forms and face-to-face online interviews utilizing the researcher-made guide questions. The perceived responses were then carefully described and analyzed. The findings of the study revealed that the collective themes emphasize the importance of reflection, critique, and personal voice in the generative change model for technology integration in teacher professional development (CPD). This approach fosters individual teacher growth and innovation by encouraging reflection and introspection to develop a deeper understanding of technology use and more effective teaching strategies, providing, and receiving critique to refine and improve practice, empowering teachers to advocate for necessary changes and resources through leveraging their personal voice. Overall, this holistic approach promotes innovative CPD strategies that are responsive to the evolving landscape of educational technology. [ABSTRACT FROM AUTHOR]

This paper focuses on Romina Paula’s work, on how, within her literary, theatrical and cinematographic production, a temporal experience that is both untimely and intimate and that differs from the 24/7 logic is composed. My hypothesis, motivated by the double interest of exploring, on the one hand, how the present is being narrated in contem-porary Argentine narrative and, on the other, what fictional outlets are being proposed to circumvent the accelerationist imperatives, argues that Paula’s work, conceived as a true space of experimentation with time, rehearses an alternative -a practical and therapeutic solution- by making her characters run away from home. Rather than celebrating that the world has become less slow and enduring, Paula’s women, in need of a break, escape from their fixed abodes in search of some time of their own.

The purpose of this paper is to make sense of the situation of Knowledge Management in the BRICS countries: Brazil, Russia, India, China, and South Africa. The question is important because we believe that in the current world economy the emergence of any country will be done first and foremost by using knowledge and by managing knowledge. Using an analogy from the Human Resources national studies we believe there are low, medium and high equilibria regarding the knowledge economy. We analyze the five BRICS according to the following methodology: 1 Context background; 2 Broad KM systems; 3 Institutional actors; 4 Political contexts; 5. KM systems at the national level; 6. Organizational KM; 7. Impact; and 8. Summary. We concluded that KM is a good investment for the BRICS, but it is still a very rare one. South Africa stands a cut above the other countries being benefited by the smaller dimension and the relations with the Western UK, and the USA led investments; also the fact that the regime change happened when the Knowledge economy was beginning, helped. China, Russia, India, and Brazil are four giants that will emerge stronger and faster the more and the better they will use KM. So as implications, we expect a bright future of KM in the 21st century, as bright as the BRICS future! The BRICS emergence will only be consolidated by KM. and KM will dominate the world with the BRICS emergence. The study is only the first step in what could be a major field of research, and that its limitation and suggestion for research. [ABSTRACT FROM AUTHOR]

In the framework of a broader investigation into the imaginaries of the afterworld in present-day Argentine literature, this paper aims at addressing the ways in which Carlos Ríos's Cuaderno de Pripyat (2012) narrates the afterworld of an identifiable historical event, the Chernobyl disaster, creating further tension between the crisis itself and the possibility of a post-apocalyptic setting that brings a radical and immeasurable interruption into play. First, we analyze the ways in which this multiplication of temporalities affects the presentation of the testimonies collected in the story. Next, the paper focuses on the collage as a possible explicative key to the fragmentary composition of the story based on the tension between the rationality of that which remains and that of referential oversaturation. - Abstract
The recent literature on rural migrations in Europe focuses on knowing the reasons of young population for emigrating and their consequences in the economic development of the regions. However, in Galicia there is a significant lack of research focused on the exodus of the Galician rural population in the 21st century, a fact that contrasts with the many studies on the historical migration to America and Europe. Taking as a reference the classification of the Galician municipalities according to their grade and subgrade of urbanization, a characterization of migratory movements of the population under 35 years old with origin in the sparsely populated areas was carried out. Thus, this paper aims to contribute to the knowledge of the factors behind the great population loss in the rural areas, which is crucial to deal with the challenges of the demographic problem. STEAM engines ,PLUMBING - Abstract
This paper describes the process of designing, building, commissioning and testing a small full size operational Newcomen engine built over three years by the Auckland Steam Engine Society Inc. of New Zealand. This project was to celebrate the 2012 tercentenary of the first recorded Newcomen engine in the year of 1712. Designed for educational display purposes and the need to be disassembled for transport, the construction of the engine's main framework was of bolt-together steel and timber sections supporting the principal components. These consist of cast iron cylinder, coal fired boiler, main water tank, main and auxiliary water pumps, rocking beam, valve gear, auxiliary tanks and plumbing. The engine ran even though not fully completed from the start with only minor adjustments needed during the final completion stage when a waterwheel was added to the engine making it a returning engine. Subsequent tests and experiments have proved that the buoy float system commonly fitted to the first generation of Newcomen engines with limited boiler capacity will operate the engine in single cycle operation and that it is also a useful indication of boiler pressure for the engine operator. Other tests have shown that the cylinder temperature does not vary during the engine operating cycle. This project has proven that small Newcomen engines can be made to work successfully and suggest that more ongoing research into the design of the valve gear of the early engines is required in the future. WATER storage ,WATER utilities ,PUBLIC utilities - Abstract
The goal of this paper is to analyze water storage projects constructed and planned in California since 1980, in contrast with storage constructed before that date. As a result of California's highly variable climate, storage is an essential tool for agricultural and urban water users. Today, the state regulates approximately 1,250 reservoirs, with a combined storage of 42 million acre-feet. Federal agencies regulate approximately 200 additional reservoirs. The vast majority of this surface storage was constructed before 1978, when New Melones Dam, the last large on-stream water supply reservoir in California, was completed. The role of storage in meeting future needs remains a high-profile issue in the California water debate. For example, funding for new storage was the largest item in Proposition 1, the most recent water bond voters approved. This analysis included a review of existing literature, such as the California Department of Water Resources Division of Dam Safety database, California Water Commission documents about new storage proposals, water agency documents, and interviews with water agency staff and others. Water managers face dramatically different conditions today, in comparison to conditions before 1980. These conditions have led to new approaches to water storage that represent a dramatic departure from past storage projects. During the past 37 years, a wide range of new water storage strategies have been planned and implemented. These facilities have created a combined new storage capacity greater than that of Lake Shasta, California's largest reservoir. These new storage strategies suggest the need to revisit the fundamental definition of water storage. With limited potential for new storage drawing from the state's rivers, California must choose storage projects wisely. By learning from successful strategies in recent decades, decisionmakers can make better storage investment decisions to help reverse declines in ecosystem health and improve water supply reliability. BUSINESS education ,PROBLEM solving ,CREATIVE thinking ,BUSINESS teachers - Abstract
The need for problem-solving and creative thinking skills to be taught well in business studies classrooms can never be overemphasised due to the complexity of the problems and challenges faced by businesses in the 21st-century business environment. Teachers are, therefore, required to adopt pedagogies that would enable learners to acquire problem-solving and creative thinking skills to operate effectively in the new business environment. This study investigates business studies teachers' adoption of learner-centred pedagogy to nurture learners' problem-solving and creative thinking skills. This qualitative study is positioned within the interpretive paradigm. An exploratory case study was employed as a research design. Progressive Learning Theory was adopted as the lens of the study. Semi-structured interviews and classroom observations were used to collect data from six business studies teachers who were sampled purposefully from six secondary schools in KwaZulu-Natal province, South Africa. The raw data was analysed thematically. It was found that most teachers managed to adopt learner-centred pedagogy and learning activities that promoted the acquisition of problem-solving and creative thinking skills. The study concluded that business studies teachers are now embracing learner-centred pedagogy in their classrooms, and they understand the importance of teaching learners to equip them with skills that are demanded by the 21st-century business environment. Despite these findings, it is still recommended that workshops and short learning courses be offered to teachers to equip them with pedagogical skills that would help them to engrain and sustain learner-centred pedagogy in their instructional practices. Purpose – This paper aims to examine the actions lecturers, universities and their administrators can take in improving and making political science undergraduate degrees more relevant in the twenty-first century. This paper will reflect on specific measures undertaken by institutions globally to equip students with unique skills to enhance the value and relevance of their programmes in the context of an increased technologically driven environment. Design/methodology/approach – This paper uses a qualitative approach to the review of the literature with implications for practice in examining how universities globally are applying strategies in raising students’ skill levels to enhance future workplace value. A review of select institutions obtained from the Times Higher Ranked (2019) universities was used in identifying best practices to prepare a political science student for better employability. Findings – Contrary to prevailing opinions, a huge skills gap exists for filling the demand for twenty-first century political science-related careers in the public and private sector. The attainment of twenty-first century skill sets and the deployment of technology-driven teaching and learning methods are vital elements in unlocking the value of political science education and providing students with opportunities to advance their professional and career objectives. Originality/value – Higher education institutions need to reconsider their strategies in the delivery of political science degrees, bearing in mind the increased use of technology and innovative teaching practices. This paper offers insight into how to tailor an exciting and relevant political science programme for the future of work.

Introduction. Over the last 30 years, the educational model based on liberal arts and sciences has spread beyond its traditional United States to other parts of the world. However, recently, many liberal arts and science universities face a challenge: due to the pressures of the fast developing world, young people prefer more STEMs (science, technology, engineering and mathematics) oriented universities. The paper addresses the following question: How have private liberal arts universities adjusted to the global challenges of the 21st century? Methods and Materials. This paper conducts a case study of one of American leading private small universities – Reed College (Portland, Oregon, USA) by using reports on and studies of liberal arts universities and its graduates; interviews with students, faculty and administration of Reed College as well as academic writings on the subject. Paper examines the Reed College curriculum, faculty and student body, examines evidence from the current Reed faculty, student body and alumni, as well as the information about jobs that Reed alums land. Analysis. In the process of analysis, the paper discusses as to whether this adaptation has led to giving up on some of Reed College traditional principles. The role of international partnerships / programs in this process is analyzed. Results. The paper demonstrates that Reed College has been adapting to the global challenges of the 21st century by keeping its main focus on individual learning, research collaboration between faculty and students as well as expanding its majors to reflect the demands of the time, staying financially sound by incorporating alumni donations, and engaging internationally.

In South Africa, the Western Cape government (WCG)'s current broadband strategy aims to ensure that all schools will be connected to broadband service within a reasonable time-frame. According to the WCG integration of ICTs and the broadband will remove the digital divide and enhance curriculum delivery in schools. To achieve this, sensible long-term planning must be in place to ensure that subject advisors are adequately trained and equipped to participate in the connected schools environment and effectively assist teachers integrate digital resources into classrooms. The aim of this paper is to explore how subject advisors perceive of their preparedness to embrace new technologies for their advisory job; to ensure effective teaching and learning. A qualitative research approach was used; randomly selected education districts in the Western Cape Province provided subject advisors to be participants in the study. Results show that most subject advisors perceive their complex knowledge of how to effectively integrate ICTs into curriculum delivery as inadequate hence are hesitant to advise teachers on effective technology integration into classrooms. - Abstract
This paper centers on two plays written and presented for the first time at the end of the George W. Bush eightyear presidency and which, to a great extent, constitute inventive responses to this particular era and its political climate that pervaded not only the US but the entire world. While differing markedly from each other, not merely in style and tone but more importantly in their respective scopes, their aims and targets, Sam Shepard's Kicking a Dead Horse, a dark monologic parable--often received as a sharp tirade against America's present state--and David Mamet's November, a seemingly light-hearted satire--conceived by its author as a love-letter to his country--invite a comparative reading. Both plays offer not just a profitable insight into the limitations and restrictions of the contemporary American stage once it is faced with the challenge of accommodating the political, but also an engaging view into what remains exceptional and inexhaustible about its reserves whenever it strives to grapple with the present moment when the line between what is cast as anti-American and what is not proves more difficult to be clearly drawn than ever before. No Poverty is the top priority among 17 Sustainable Development Goals (SDGs). The research perspectives, methods, and subject integration of studies on poverty reduction have been greatly developed with the advance of practice in the 21st century. This paper analyses 2,459 papers on poverty reduction since 2000 using VOSviewer software and R language. Our conclusions show that (1) the 21st century has seen a sharp increase in publications of poverty reduction, especially the period from 2015 to date. (2) The divergence in research quantity and quality between China and Kenya is great. (3) Economic studies focus on inequality and growth, while environmental studies focus on protection and management mechanisms. (4) International cooperation is usually related to geographical location and conducted by developed countries with developing countries together. (5) Research on poverty reduction in different regions has specific sub-themes. Our findings provide an overview of the state of the research and suggest that there is a need to strengthen the integration of disciplines and pay attention to the contribution of marginal disciplines to poverty reduction research in the future.

Industrial Design education is poorly understood by laypeople but is present in Australian curricula from primary through to tertiary education levels. Designers and design researchers have long recognised the value of the broad-ranging skills, knowledge fields, and personal qualities design education imparts, but this understanding is generally not shared by the wider community who may see design as surface decoration. This research identifies indicators of value and relevance taken from the twenty-first century competences literature, then measures their presence in four different Industrial Design education settings. Two studies were undertaken. First, Industrial Design educators from primary, secondary, and tertiary levels were surveyed. Then diverse Industrial Design education stakeholders from education and non-education settings were interviewed. The studies gathered both quantitative and qualitative data on the value and relevance of current Industrial Design education in Australia. The result is a comprehensive analysis of the twenty-first century competences present in Australian Industrial Design education, which concludes with recommendations for ways Industrial Design education can benefit twenty-first century learners, as well as ways it should evolve to remain relevant. The 21
st century has brought rapid social, technological, and economic changes that have reshaped the educational landscape worldwide. Within this context, South African school learners face a multifaceted psychological challenge that significantly impacts their well-being and educational outcomes. These challenges are shaped by the unique sociocultural context of South African societies marked by historical inequalities, cultural diversity, and socioeconomic disparities. Thus, this study aimed to explore the understanding of the psychological challenges facing South African learners in the 21st century through the visual explanatory research design. To develop effective interventions and support systems, the study employed a qualitative research approach from the interpretive paradigm perspective to explain the researched issue textually and visually through its participants' perspectives. The research context and the participants were purposefully and conveniently selected from two secondary schools in the Kwa-Zulu Natal province of South Africa. Besides, the study utilised the focus group discussion and drawing as a visual explanatory approach to generate data. Further, thematic data analysis was used to assign codes and themes. The findings indicate that South African learners are negatively impacted by the psychological challenges that come with the advancement of technology in the 21st century. This study suggests that both parents and the teachers must understand that technology brought both pros and cons to young generations; thus, guidance and restrictions should be employed in the use of technological devices for the benefit and well-being of these learners. This research paper focuses on the strategic culture of China in the 21st century and establishes a link with the Chinese 'String of Pearls' strategy. The article explores the relevant literature and develops an empirical premise that China's contemporary strategic culture is still defensive, in line with it past practices. However, after the Belt and Road Initiative (BRI), Beijing's strategic culture is more focused on its defence preparedness as 'String of Pearls' is aimed at establishing the maritime Silk Road along the Indian Ocean Region (IOR). The paper also briefly discusses China's importance on developing partnerships and economic relations with different regions like Asia, the Middle East, Europe and America to show its peaceful rise and defensive strategic culture. This paper describes the methodology used for the data collection and calculation of erosion rates and presents the recent results for the period 2001-2019 for all the beaches of the Andalusian shoreline. This period is divided into two subperiods (2001-2011 and 2001-2019) to detect possible trend changes during the study years. The proxy corresponding to the internal limit of the backshore has been used, which is very useful for medium to long-term coastal erosion rates. The results show the rates calculated for this proxy, which reveal a high presence of artificially stabilised sectors where the inward migration of the shoreline associated with it is hindered, together with an intensification of the retreat rates in natural sections. Similarly, there is a clear differentiation between a relatively dynamic Atlantic façade with a higher percentage of erosive sectors and a Mediterranean façade highly conditioned by anthropic presence, with a lower percentage but a higher intensity in their values.

Architectural styles have evolved, with distinct periods marked by unique styles that reflect broader artistic movements. Despite extensive research on traditional and contemporary architectural styles, there remains a gap in understanding the distinctiveness and contributions of Parametricism as a 21st-century architectural style. This study aims to critically examine the emergence and development of Parametricism, aiming to highlight whether it represents a fundamental evolution in architectural thought and practice or primarily a methodological innovation. Through a comprehensive investigation of its formal characteristics, historical roots, and relationships with other architectural movements, this study seeks to discuss Parametricism’s unique contributions to modern architecture. This research is crucial as it addresses the underexplored area of parametric design’s impact on architectural theory and practice, offering a critical analysis that situates Parametricism within the broader context of 21st-century architectural styles. By clarifying the definition and position of Parametricism, this study aims to enrich both the state of the art and the state of practice in the field, providing valuable insights for scholars, practitioners, and students of architecture. Through this critical assessment, the paper contributes to the ongoing discourse on the evolution of architectural styles, highlighting the originality and significance of Parametricism in contemporary architecture.

This paper investigates how conceptions of 'diversity' and 'equity' in U.S. education have become amenable to global neoliberal economic educational discourses that rest on competitive global market demands. The argument outlined in this paper suggests that the approach and knowledge about and for democracy and social justice education, particularly in prominent multicultural education scholarship and practice, is increasingly commodified and risks being embedded in market rationalities. Further, this paper tries to point out the possible dangers of surrendering the goal and scope of multicultural education to neoliberal educational principals, which increasingly mirror a human capital model of society and individual subjectivity. The paper seeks to illustrate how the discourse of neoliberal multiculturalism dictates a commercial and competitive sense of social justice which also further facilitates the repression of political difference—particularly for populations that do not identify with neoliberal educational reforms—while administering mechanisms of social control through neoliberal processes of subjectification. Abstract: In the framework of a broader investigation into the imaginaries of the afterworld in present-day Argentine literature, this paper aims at addressing the ways in which Carlos Ríos’s Cuaderno de Pripyat (2012) narrates the afterworld of an identifiable historical event, the Chernobyl disaster, creating further tension between the crisis itself and the possibility of a post-apocalyptic setting that brings a radical and immeasurable interruption into play. First, we analyze the ways in which this multiplication of temporalities affects the presentation of the testimonies collected in the story. Next, the paper focuses on the collage as a possible explicative key to the fragmentary composition of the story based on the tension between the rationality of that which remains and that of referential oversaturation.

The paper discusses the status of Slavonian dialect at the beginning of the 21st century, in the period from 2000 to 2015 in theory and practice. The theory encompasses bibliography of papers focusing on Slavonian dialect, and the practice deals with the activities used for teaching and promoting the dialect. While forming the viewpoint on the Slavonian dialect, taking care of what will remain for the younger generations, we have to keep in mind the diversity of regional and local speeches, as well as add the sociolinguistic, the cultural and the identity to the scientific view – that is the only way to consider the local language a constituent part of national and regional identity. A separate part of the paper consists of bibliographical units list for the period from 2000 to 2015 that can be a starting point for the complete bibliography of works on Slavonian dialect.

This paper provides a case study on how an established, mature engineering faculty, with a large population of students can make the successful, high risk, step change transition towards the delivery of CDIO objectives: "Graduating engineers who can conceive-design-implement-operate complex value-added engineering systems in a modern team-based environment" (Crawley et al, 2011). The successful results of the project demonstrated the effectiveness of the systems thinking and CDIO approach, and endorsed this as the basis for a major change strategy. Not only did it demonstrate the quality of all the students on the course, their potential and commitment to engineering, but it also demonstrated willingness of the faculty to take a risk and to embrace change. The project scenario opened up an otherwise overlooked teaching resource: that of practitioner lecturers with many years of experience of implementation and operation of major projects. These skills were essential to the scoping, design, planning and implementation of the project as well as giving the backdrop of best practice from industry. Auckland's experience of introducing a major step change may be used as a template for other universities who may wish to follow Auckland's example. This project shows the value of a hearts and minds approach to change as it brought together students, staff and best practice under a multidisciplinary systems thinking and CDIO approach; all united in the interests of reconstructing Christchurch. Organization cannot service beyond a point unless they are continuously alert to the changing environment and continuously prepare their employees to meet the challenges and have an impact on the environment. Thus HRD is an essential process for organization survival and growth. An optimal level of "Developmental Climate" is essential for facilitating HRD. In much of Indian industry, the work ethos today is a hangover of our colonial Past. It is estimated that, on an average, as much as 30 to 40% of a manager's time is spent on resolving IR related issues which results in go-slow, strikes, lock-outs. Fortunately, there is a growing awareness in Indian industry of the importance of human resources development. As the term suggests, the focus should be on development rather than control. The development, in turn, must take the form of an integrated approach and not merely look at any single facet out of context. An effective HRD system is perhaps the most important element in organizational effectiveness which not only ensures present performance but also long term survival and growth of the organization. In this paper the attempt has been made to focus on issues and challenges which will be faced by the HRD managers in 21st century along with the learning systems that the HRD manager should establish and monitor for the betterment of the employees.
