This paper concentrates on three main points: (1) sharing counselor experiences with other counselors; (2) stimulating professional thought and action of counselors not involved in career education; and (3) emphasizing the crucial roles counselors can play in career education if they choose. The author's belief is that the ideas and suggestions offered can be used to strengthen the role of counselors and enhance the effectiveness with which they function. Another salient aspect of the counselor's efforts in career education is that it moves to one of active involvement with teachers, parents and community. Counselors then find that through career education, they can share the counseling process with many people. (Author/VG)

A very simple and direct radioactive isotope method has been described for the quantitative determination of reducing sugars. The method can be adapted to give any degree of sensitivity desired. The procedure is of general applicability to the determination of a large class of sugars. The stoichiometry of the reaction makes it a comprehensive procedure which greatly facilitates the analysis of sugars, oligosaccharides, and glycoproteins after acid and enzymic hydrolysis. Examples of the versatility of the method are given.

It is, however, Saudi Arabia and Iran's dire economic conditions, worsened by the 1998-99 oil price collapse, that forces them to cooperate. The main vehicle for Saudi-Iranian cooperation is the Organization of Petroleum Exporting Countries. The Saudi-Iranian detente holds vast implications for oil and stability in the region. Their cooperation ensures higher oil prices, which adversely affect the world economy. These higher prices, however, salvage both countries' economies, improving their domestic stability. The reemergence of Iran onto the Gulf political landscape also serves to lessen tensions in the region. The resulting improvement in inter-Gulf relations creates possibilities for establishing a stable regional security framework that may affect the United States' role in the region.

This document presents a long range strategic plan for the National PDES Testbed project at the National Institute of Standards and Technology (NIST). The Testbed was initiated in 1988 under the sponsorship of the U.S. Department of Defense Computer-aided Acquisition and Logistic Support (CALS) program. A major goal of the Testbed is to provide technical leadership in a national effort to implement a complete and useful specification for the exchange of Product Model Data (STEP). The STEP efforts is led by the International Organization for Standardization (ISO) TC184/SC4. This plan also outlines a number of supporting project threads that have been established for the Testbed: initiation of the Testbed, development of configuration management systems and services, development of testing systems to validate the proposed standard, specification and testing of application protocols, construction of a prototype STEP-based manufacturing cell, establishment of a product data exchange network, development of conformance testing systems, and management/ technical support activities.... A methodology for analyzing ASW tactics is described. The ASW attack submarine is viewed as a component of an adaptive system, and a cybernetic model has been developed to describe its behavior in the tactical environment. The system has been partitioned into three interacting levels: tactical, operational and strategic. Tactical level behavior is represented in the model. Time series data have been collected aboard target and attacking submarines during exercises, and computer programs have been developed to answer the following questions from the data: how does sytem behavior change in time, what behavior patterns does the system exhibit, and what functional relations or transformations can be derived from behavioral patterns prior to and following events. Although utilization of the method has been limited to a small data sample, the methodology provides a capability for analyzing time-series data collected at sea by interacting units in an ASW encounter. Further development is dependent upon the accumulation of continuous data under a wide range of conditions. This report consists of an unclassified section describing the methodology, and a classified appendix illustrating the method with submarine exercise data.
